The 2003 Rapid Excavation and Tunneling Conference (RETC) was held at the New Orleans Marriott, New Orleans, LA, June 15-18. The New Orleans conference was the 16th since the RETC was formed in 1971. This year’s conference was sponsored by the Society for Mining, Metallurgy, and Exploration, Inc.(SME), with co-sponsorship of the Construction Institute of ASCE. Attendance at the meeting was 1,178, a conference record. This was up significantly from the771 attendees at the 2001 meeting in San Diego, CA. The RETC was formed to “advance the engineering and scientific knowledge of rapid underground excavation and tunneling through interdisciplinary meetings, publications, technical-educational exhibitions and encouragement of research.” The RETC conferences are now held every other year. They provide an opportunity for individuals to meet with designers, contractors and manufacturers associated with the tunneling industry to share experiences in all phases of tunnel design and construction.

"The complex planning required to achieve any planned production yields multiple and dissociated responses over the life of project (LOP). The customary decision-making process negates the possibilities of developing optimized and integral solutions from operating levels up to business and strategic levels. This results in an inefficient project or overall underperformance of the operation.In the project setting, disconnected trade-offs and improved performance studies become inadequate, because they are site-specific and use only a few comparative parameters. They are often based on a small data-set.Decisions taken to achieve overall objectives require the correct determination and dissemination of key performance indicators (KPIs). The KPIs indicate efficiency in operation, whereby the marginal rate of technical substitution corresponds to the rate of production. It is the necessary condition for optimization. Performance realization for sustainability follows optimization modelling, the latter often being presented with financial results such as business net present value (NPV). It considers techno-financial constraints and provides a strategic and aligned outlook of KPI decisions for an enhanced and integrated outcome.This paper explains a mining case study that is rendered efficient, and through business optimization (BO) short-term and sustainable targets are reached. Business optimization increases the NPV by 14.7%. This is achieved by challenging conventional decision-making associated with maximizing business value by including environmental externalities within the LOP."

Problems of design involving the high-temperature characteristics of materials of construction have focused attention on tungsten, the metal with the highest melting point. To study the properties of this metal a method was needed to produce tungsten of high purity easily and consistently. The Bureau of Mines has made tungsten metal in massive form on a laboratory scale by hydrogen reduction of tungsten hexafluoride (WF6). Metal made in this manner had a purity of 99.99 percent or better, with reference to all detectable impurities, including gases. The process tolerated a wide variation in operating conditions, and the results with respect to total impurities as low as 0.01 percent were reproducible.

This information circular is one of a series the Bureau of Mines plans to publish describing the methods and costs of mining uranium on the Colorado Plateau. The Temple Mountain mining district is unique among the uranium-producing areas on the plateau. This relatively isolated mining district is in Emery County, Utah, on the eastern flank of the San Rafael Swell, about 35 miles southwest of the town of Green River. The district lies just within the eastern escarpment of the San Rafel Reef - a rampart of rugged and tilted sandstone cliffs that encircles the highly eroded core known as the Sinbad Country. The presence of petroleum matter found associated with the ore deposits, the occurrence of uranium in various formations, and the structural deformation caused by collapsed features have aroused a great deal of geologic interest. Mine development on Calyx Flat is distinctive, in that the ore deposits are worked through 36-inch calyx-drill holes.

As part of a joint program of the U.S. Atomic Energy Commission and the Federal Bureau of Mines for using nuclear energy to supply process heat, the Bureau designed and constructed a pilot-scale simulated nuclear reactor system. Although workable components were developed,5 the simulated nuclear reactor could not be operated continuously at its design conditions of 2,500°F. and 250 p.s.i.g. because the refractory materials used for insulation deteriorated. Replacement of these materials with porous carbon permitted sustained operation at design conditions, and a 1,000-hour demonstration run was completed successfully. No serious operating difficulties developed during the test. Leakage of helium after 1,000 hours was only 3 to 4 std. c.f.h. Inspection after the run revealed no damage to any of the components. Including earlier runs during previous research5 the system has been operated about 4,000 hours, of which 1,120 hours have been at 2,500° F. or higher. The helium-recycle compressor performed satisfactorily with no main¬tenance whatever for 2,445 hours, with about 2,000 hours at 900° to 1,000° F.

JORC was first published in 1989 and later incorporated into the Listing Rules of the Australian and New Zealand Stock Exchanges making compliance mandatory for listing public companies in Australia and New Zealand."

Atomic Energy of Canada Limited (AECL) has the responsibility for research, and development of technologies, for the safe and permanent disposal of Canada's nuclear fuel wastes. As part of this comprehensive program, AECL is constructing an Underground Research Laboratory (URL) near Lac du Bonnet, Manitoba, to evaluate aspects of the concept of waste disposal deep in stable geological formations. No nuclear wastes will be used in the URL program.

To reduce U.S. dependence on imports of titanium, the U.S. Bureau of Mines has investigated the recovery of titanium from perovskite (CaTi03). Domestic perovskite deposits represent a significant, but untapped, titanium resource. An acid sulfation method was developed that will extract about 97 pct of the titanium and the columbium and 70 to 90 pct of the rare-earth byproducts from perovskite concentrates. A flow-sheet for recovering titanium as pigment-grade titanium dioxide (Ti02) is discussed. Test work performed in developing each unit operation is described. The first three unit operations have been demonstrated using laboratory-scale continuous methods of operation: acid sulfation of perovskite concentrates, leaching sulfation residue to dissolve metal values, and precipitation of titanium oxysulfate monohydrate (TiOS04?HP) from the resulting leach flltrate. Batch testing of other unit operations was performed: TiOS04?H20 redissolution and iron reduction, precipitation of Ti02 by hydrolysis, and regenerating recoverable acid with rare-earth byproduct recovery. Cost evaluation results are provided, indicating that processing perovskite concentrates by acid sulfation may be an economically viable means of producing Ti02.

Underground coal mines in Australia have embraced the use of various inertisation techniques both proactively and reactively. The use of such techniques can have a significant influence on ratios and trends used to monitor the status of the underground environment. Whilst control strategies should never be ignored in favour of preserving the integrity of ratios, the influence and significance of the changes likely to be seen should be anticipated and understood for reliable interpretation of the situation. The report focuses on the process measurements of the mass of rock in the bucket power shovels and dragline excavators. The mathematical models are suggested of AC and DC electric drives of excavators. These models are a basis for calculation methods of the electric drive electromagnetic torque. The design schemes of mechanical equipment of excavators considered to account the situation of bucket in the plane of the boom. The methods of static moment allocation and identification of the excavator technological operations are developed. The results of the work are experimentally tested on power shovels with bucket capacity of 12 and 18 m3.

A modified transpiration apparatus was devised by the Bureau of Mines to permit rapid and accurate measure of the vapor transport and vapor diffusion coefficients of antimony sulfide (Sb2S3) and other compounds at temperatures to 1,045 K. The apparatus was equipped with dual condensers and valves to switch the flow of vapor in a fraction of a second from one condenser to the other, thus allowing short-interval sampling under equilibrium conditions. Reliability of the technique was established by measuring the vapor pressure of ZnC12 as a function of temperature and comparing the results with published data. As part of an investigation of the vapor concentrations and species of accessory element sulfides associated with copper and zinc smelting, the apparatus was used to measure the rate of vapor transport and diffusion coefficients of vapor over liquid Sb2S3 as a function of temperature between 870 and 1,045 K. The calculated vapor density was combined with published direct measurements of vapor pressure to calculate the average molecular weight of the gaseous species. Average molecular weight of the vapor in equilibrium with Sb2S3 ranged from 286 to 112 g/mol over the temperature range studied.

"For decades, the International Market Place (IMP) has been an icon in the heart of Waikiki in Honolulu, Hawaii. It was famous for Duke Kahanamoku’s restaurant where people flocked to hear Don Ho sing in the ’60s and ’70s. Later, it was a bustling, open-air hub of small vendors who peddled everything from Hawaiian souvenirs and jewelry to food court meals and farmer’s market produce. Small buildings and shacks that housed the businesses were located on a curved tract of land — just one block off the beach — that stretches from Kalakaua Avenue to Kuhio Avenue. The entrance to the complex is dominated by a huge, old (circa 1850) Banyan tree. This tract is owned by the Queen Emma Land Company. Queen Emma was a Hawaiian Queen from the 1800s. Revenue from the land has supported the Queen’s Medical Center in Honolulu for decades.The reimagined IMP is owned by Taubman Centers, of Bloomfield Hills, Mich., and CoastWood Capital Group of San Francisco, Calif. The IMP will offer a distinctive collection of upscale fashion and lifestyle retailers, including Hawaii’s only Saks Fifth Avenue store, as well as ten sit-down restaurants, including concepts by award-winning chefs Michael Mina and Roy Yamaguchi. The mall features two large open-air courts, the first of which has the huge Banyan tree as its entryway centerpiece. The second open-air court, called Queen’s Court, includes a stage and mature monkeypod trees and a few palm trees. Foundation SelectionAfter a geotechnical exploration that was directed by SME, Plymouth, Mich., and performed by Geolabs, Honolulu, it was discovered that the historical site had hidden and challenging foundation conditions. The subsurface conditions included a very deep but now in-filled ancient river valley containing more than 180 ft (54.9 m) of lagoonal deposits consisting of normally consolidated plastic clayey silts and silty clays with blow counts mainly varying in N-value from 1 to 6. The silt was underlain by several soft coralline layers, some overconsolidated clays and various basalt layers. The static groundwater level on the site was at a depth of about 5 ft (1.5 m), closely matching sea level.Although driven piles had previously been used as the preferred deep foundation support for adjacent structures, this area of town is now fully developed and local noise ordinances preclude their use. Augercast piles were initially considered, but when the general contractor dck/FWF, Pittsburgh, Pa., asked for bids for the augercast piles, several foundation contractors offered alternate systems. The practical installation depth of augercast piles was limited and due to the depth of the in-filled alluvial valley, this system could likely have left soft silt below the tips of the piles over much of the site."

This paper will first discuss the fundamental requirements for reliable discharge of backfill by gravity alone at high per cent solids. This discussion will include brief mention of the underlying principles of saturated solids flow contrasted to that of stirred tank or dilute discharge systems. Here the need to possess full knowledge of the flow properties of the stored material will be highlighted. In addition proper account must be made of the silo overflow weir and settling capacity to match plant throughput. Here opportunity will be taken to highlight the complexity of this multi-phase flow situation as well as the general yet paramount requirements for reliable solids flow. It will be shown that by proper attention to the multi-phase considerations gravity discharge of slurries as a consolidated bed with minimal water content is possible. Such high solids discharge results in greatly reduced demand for process water. In addition pumping costs are reduced as is the delay time associated with the mine drainage operation. Confirmation of successful applications will be highlighted by reference to several recent case studies. In the concluding phase mention will be made of the key yet very simple and effective operation techniques which enhance reliable discharge. The simplicity and reliability of properly designed gravity discharge backfill tank systems suggests increased application of this technology by the mining industry.

"Language barrier in a workplace affects workers’ productivity and safety. The objectives of this paper are to: (1) review the various approaches for breaking language barriers among miners; and (2) analyze the costs and benefits of these approaches, and make recommendations on the way forward. The authors achieve these objectives by reviewing the current approaches in breaking language barriers among miners. The review reveals that some of these approaches can be expensive with less benefits. Thus, it is concluded that mining companies should carefully select the optimal approach to break language barrier. INTRODUCTION Multi-national mining companies have expanded their operations into non-traditional mining destinations to grow and meet market expectations. For instance, Newmont Mining Corporation has about 14 operations and projects located in Africa, Asia, Australia and America (Newmont Mining Corporation Operations and Projects, 2015). Similarly, Freeport-McMoRan operates about 14 mines in North America, South America, Southern Asia, and Africa (Freeport-McMoRan Inc., 2015). Some mining companies have also attracted expatriate workers into their workforce. For example, Ma’aden, the Saudi Arabian mining company, in its 2013 annual report states that 34% of its total employees are expatriates (Ma'aden, 2013). Expatriates constitute a key source of skilled labor and facilitate skill transfer. The success of many international operations relies greatly on expatriate performance (Erbacher, D'Netto & Espana, 2006). Even companies that do not expand their operations into other foreign countries still have to deal with language barriers due to changing language demography of the country and the areas from which labor is sourced. For example, the language composition of the workforce and languages used in South African mines is diverse with miners proficient in Afrikaans, English, Zulu, Xhosa and others to varying degrees (Research Focus (Pty) Ltd, 2011). As a result of these trends, most mines today operate with a multinational workforce. This means cultural differences, including language barriers, exist among the miners. Marschan-Piekkari, Welch and Welch (1999) emphasize the fact that language problems become prominent as companies internationalize and grow their operations into more countries. According to a survey by Forbes, language barrier affects operations. For example, business owners acknowledge that language proficiency may promote a safer work environment (Rubin, 2011). A research has shown that language and cultural barriers in a workplace contributes to reducing workers’ productivity, increasing accidents, and hurts employers’ ability to recruit, hire and retain workers (Morris, 2002). Hence, mines are making efforts to break language barriers in their operating environments. Ma’aden, for instance reported in 2013 that 1,506 of its employees received training in English as a second language (Ma'aden, 2013)."

The Bureau of Mines devised and demonstrated a portable linear cutting tester that directly measures and records the in situ cutting forces required of continuous-mining machine picks to it coal in underground mines. It requires only two operators to transport and operate the tester, which can be assembled and operated through a complete test cycle within a single mine work shift. This report reviews the factors considered in the design and development of the tester and the results of its system verification testing at coal mine sites.

It is the role of the exploration geologist to create wealth through the discovery, delineation and characterisation of economic mineralisation. This requires a critical depth of geological understanding.Unfortunately, the resource industry is well known for its cyclic nature. Many of the current generation of workers have only ever experienced the boom of the ‘super-cycle’ and are only just discovering the negative side to the business. For the case of the geologist and especially the exploration geologist, the magnitude of peaks and troughs are usually amplified and may become destructive to all parties. During the uptime a healthy stream of exploration good news becomes the staple diet of company releases, in particular those of junior companies attempting to bolster the share price. The geological knowledge and experience gained thus forms a significant and integral part of the value and therefore, future of a company. On the downturn it is often viewed that geologists are a luxury, an optional extra and a burden on the bottom line with companies entering a period of memory loss and myopia.Retention of geological knowledge however remains critical as projects, companies and cycles mature. Beyond exploration per se, this knowledge becomes both fundamental in de-risking and commercialising an asset (through development or divestment) and in positioning the company for cyclic or counter-cyclic opportunities.The growth and retention of this knowledge base is difficult to quantify in terms of direct value but becomes one of a successful resource companies greatest assets. At worst, its loss can lead to millions of investors’ funds wasted on missed opportunities, drilling, or poorly designed plant and mine.But the rocks are around for the longer haul and pay little notice to the vagaries of the scurrying of Man.This paper reflects on some of the authors own observations through 25 years of iron ore exploration, in why it is critical to always rigorously question the prevailing geological (mis)understanding and the technical and commercial benefits which that may bring, and looks forward to the future.CITATION:Kepert, D, 2015. The proposed Rockwater Power Project is a hydropower development on the Waitaki River in the South Island of New Zealand. The proposed development will have an installed capacity of 250 MW with a peak flow capacity of 260 m3/s. The project commences at Lake Waitaki and extends some 35 km downstream on the north bank to a surface power station at Stonewall. Flow is returned to the Waitaki River via an outfall channel.The tunnelling for the project is through Greywacke, which comprises Permian and Triassic age marine sediments that are well indurated and weakly metamorphosed. The rock mass is jointed and sheared and there are frequent faults, which range up to hundreds of metres in width. Three 12 m diameter tunnel boring machines (TBMs) are proposed to excavate the 35 km long tunnel.The paper describes the development of the tunnel alignment, rock mass classification, design of the support, rock and hydraulic loads, support installation options and construction sequencing.The alternatives of rock bolts and shotcrete and segmental lining were both investigated and are discussed. Support using rock bolts and shotcrete offers the potential of rapid construction with minimum support cost when the ground conditions are good, but delays due to support installation increases with deteriorating ground conditions. In contrast, segmentally lined tunnels offer greater certainty in cycle time with reduced program risk. Both options are described and discussed.The horizontal alignment is affected by the presence of major fault zones, which are either avoided, or pretreated by driving conventional tunnels through in advance of the TBM delivery, topographical constraints with the rugged topography and operational hydraulic constraints. Construction requirements, future power station operation and the minimisation of leakage from the tunnel have all impacted on the vertical alignment.The number and sequencing of TBMs to be used is discussed in terms of program time and risk minimisation.

NINETEEN FORTY-SIX was an eventful year for the mineral industries. Perhaps the most significant development was the socialization of industry in Great Britain, initiated in 1945 but carried to fruition in the coal industry in 1946. On Jan. 1, 1947, management of the coal industry will be vested in a National Coal Board, responsible to the Ministry of Fuel and Power. A sum of £164,660,000 has been provided to compensate private owners for assets transferred to the Board. The British coal industry has been a problem for many years. Production has declined to a point where serious shortages of fuel for domestic needs have developed. Exports have dwindled to a small fraction of the previous trade. Costs have increased greatly, and quality has deteriorated. The industry's physical plant has not kept pace with the rapidly mounting wage scales in recent years. Some claim that the best and most accessible coal reserves of Britain are heavily depleted. The industry has been harassed by difficult labor problems, including bad morale among the workers and a shrinking labor force.

The value of raw nonfuel mineral materials production totaled an estimated $19.7 billion in 1978. The record 1978 value exceeded by 13 percent the 1977 value of $17.5 billion. This raw mineral output was the basis for approximately $200 billion worth of processed materials of mineral origin. Output of both metals and nonmetals increased about $1 billion each, above comparable figures for 1977. Of the 22 metals produced quantitative output of 11 increased and the value of 13 increased. Among the 48 nonmetallic commodities produced, the quantities for 35 increased, and the values for 40 increased.

THIS REPORT presents the technique and equipment used in determining the hardness of titanium sponge. Detailed descriptions are given of the methods used in preparing test samples for chemical analysis and hardness testing, the method of melting and surfacing test ingots, and the technique of reading Brinell-hardness impressions. The arc-melting furnace described, for which engineering drawings are included, will produce from 70 to 90 double-melted buttons each 8 hours of operation. Experimental data are also presented depicting the effect on hardness of the methods of surfacing specimens, temperature of test specimens, and the effect of time at test load. These data show that surfacing of the specimen involves no critical machining operations but that the test surface must be paralleled by a relatively flat surface for contact with the anvil of the Brinell tester. The heating of a specimen to 150° C. during surfacing does not materially affect the results if the ingot is cooled to room temperature before the hardness impressions are made. The optimum time at load appears to be approximately 30 seconds, but load times of as much as 1/ ½ minutes will not cause major errors.
