Best practice mine sampling should provide a detailed quantification of all potential sources of error at each stage of sampling, sample preparation and assaying.Quality assurance (QA) should include testing for and quantifying potential sampling errors, and should be the basis for establishing ongoing sampling protocols, should set error limits and define quality control (QC) procedures. QA should be within the framework of Theory of Sampling (TOS) but may not involve the estimation of the sampling constant and the application of Gy’s formula.Best practice QC should be carried out efficiently and in a timely and cost-effective manner with regular reporting against the guidelines established by QA.This paper provides an assessment of, and checklist for, current best practice sampling QA/QC with examples from operating gold mines including the QA/QC of underground (UG) reverse circulation (RC) grade control.CITATION:Carswell, J T, 2017. "The Louisiana Department of Transportation and Development (LADOTD) uses a variation of the FHWA-modified Gates equation to verify the nominal pile bearing resistance, typically on smaller projects where static load tests and dynamic monitoring are not practical. An inconsistency in the resistance factors for load and resistance factor design (LRFD) penalizes the target pile capacity needed during field observation if the LADOTD dynamic formula equation is used, which is unreasonable, and has created confusion among designers, consultants, district personnel, and inspectors in Louisiana. The objectives of this project are to recalibrate the FHWA-modified Gates equation and update the associated LRFD resistance factor for pile types and local soil conditions encountered in Louisiana. Improved consistency relative to the current design approaches will be achieved if the updated resistance factor matches or exceeds the worst-case resistance factor used by LADOTD, which will reduce confusion among users. Updating the resistance factor will also serve to increase confidence in the FHWA modified Gates equation, optimize the efficiency of the piles, and reduce project costs.IntroductionThe original 1957 Gates pile driving formula (Gates, 1957) is an empirically derived dynamic formula that is used to predict pile capacity in the field during pile installation. Oil shale, a potential source of products presently obtained from petroleum, is found in many countries. The most extensive known deposits from the standpoint of potential shale oil in place are those in Brazil and the United States of America. Mining methods used for oil shale range from open-pit operations for shallow deposits to room-and-pillar and longwall techniques for deposits with thick overburdens. Oil shales from different sources vary greatly in the amounts and types of organic and inorganic constituents. By retorting, the organic material is converted to oil, gas, and coke. The largest percentages of oil are obtained from materials having the highest hydrogen content. Over 2,000 retorting systems have been patented, but only a few have been used industrially, and no single process seems best for all types of shales or economic conditions. Shale oils have different characteristics, depending on the source rock and method of retorting. They contain large quantities of olefinic hydrocarbons and more oxygen, nitrogen, and sulfur derivatives of hydrocarbons than most petroleums. Consequently, petroleum refining methods usually must be modified for shale oil. This is particularly true in catalytic processing. A major goal of the Bureau of Mines is to conserve the Nation's mineral resources by developing improved performance materials. In support of this mission, a survey of the state of the art of chemically bonded refractories has been made, covering the scientific literature, government reports, and patents. This review includes research and development results for phosphate, silicate, oxychloride, oxysulfate, and other bonding agents used in refractories manufacture. A significant finding of the review was that references on bonding mechanisms, bond formation kinetics, and other important process parameters and conditions were few and universally vague. As a result, recommendations are made to expand research efforts to investigate the kinetics and mechanisms of reactions in chemically bonded refractories.

The results of "submerged arc" electric furnace processing of a variety of materials is discussed with respect to the process and products, including the characteristics of the products (e.g. TCLP or Toxicity Characteristics Leaching Procedure). The materials melted include slags and wastes containing various metal oxides including copper, tin, lead, zinc, chrome, nickel and other associated elements. The findings of these tests are compared to those reported in the literature for other operations treating similar "wastes".

The adhesion of multifunctional coatings on soft substrates is of paramount importance in the tribological behavior of this important class of surface treatment. In particular, scratch and indentation tests have been extensively used in order to assess this property. In this paper, the adhesion of a-C:H diamond-like carbon films deposited on nitrided low carbon steel was evaluated by indentation and scratch tests. The coatings were produced by PECVD onto 1020 steel substrates with two different surface finishing: ground (Sq = 0.184 µm) and polished (Sq = 0.002 µm). Indentation tests using a Rockwell diamond indenter were conducted and the adhesion evaluated by measuring the spalling region on images obtained by using optical microscopy. The analysis of the spalling regions produced semi-quantitative results, eliminating the subjective qualitative analysis proposed by the standard method VDI 3198. In addition, scratch tests were performed using the same indenter and a comparison between the two techniques was established.

A computer simulation has been carried out to predict the distribution behavior of minor elements such as Pb. Zn, Bi, Sb and As in recently proposed copper smelting and converting processes with submerged oxygen injection in which tonnage oxygen is used with a shielding gas. In this study the technique of stepwise equilibrium modeling was employed and some of the thermodynamic data were updated or reassessed. The volatilization and slagging of undesirable elements were investigated in copper smelting (steady-state) system, copper matte converting (batch) system, and the combined (smelting + converting) system at extremly high oxygen-enrichment levels. The predicted minor-element behavior under high oxygen- enrichment was compared with that in the Noranda process (normally 42% oxygen-enrichment in smelting and 24% in converting) and the reverberatory process using air. The effects of various operating parameters such as temperature, the final matte grade in smelting, the initial matte grade in converting and the O/Fe ratio in slag on the behavior of minor elements are discussed.

"This is the third in a series of articles about the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). The first article was an interview with Niall Weatherstone, Chairman of CRIRSCO (CIM Magazine, February 2008) the second described the background and goals of CRIRSCO (CIM Magazine, March/April 2008). In 2007, CRIRSCO was adopted as the Reserves and Resources Task Force of the International Council on Mining and Metals. This decision by ICMM has resulted in an increased level of funding for CRIRSCO and the ability to advance its objectives. In mid-October 2007, CRIRSCO members met in London England to discuss the status of each of the member countries’ reporting codes and the progress of various CRIRSCO projects. Update on national reporting codes Australia: The last update of the Australian JORC Code was in 2004. While there are ongoing discussions about issues that arise from the application of the latest version of the Code, there are no plans to update JORC in the near future. Canada: The Canadian Securities Administrators revised National Instrument 43-101 in December 2005. At the same time, the Canadian Institute of Mining, Metallurgy and Petroleum published updated Resource and Reserve Definitions that are incorporated by reference in NI 43-101. CIM is continuing work on developing Best Practice Guidelines to assist practitioners in the estimation of Mineral Resources and Reserves. South Africa: The South African Mineral Reserve Committee is currently awaiting an update of the Johannesburg Stock Exchange Limited Listing Rules, which will incorporate both SAMREC and SAMVAL (South African valuation guidelines). The official launch of both codes is expected in 2008. Europe: The Pan-European Reserves Reporting Committee expects to release a consultation draft in 2008. Emphasis is being placed on industrial minerals and aggregates, which constitute a very large industry in Europe. Chile: The Chilean Certification Code was approved in early 2008. As part of the Code, a National Commission is being established to screen and review reports on a random or specific basis. United States: The Society of Mining Engineers updated the SME Reporting Guidelines in 2007. The Securities and Exchange Commission has not accepted these more up-to-date definitions and guidelines. The SME committee will continue to discuss the incorporation of these Reporting Guidelines with SEC. SME has also established a class of membership, a Registered Member, which includes disciplinary measures for non-compliance with the SME guidelines."

The vapor-phase section of the Coal Hydrogenation Demonstration Plant at Louisiana, Mo., was operated for the first time in April 1949. The run lasted only 10 days because of time limitation (pending plant dedication in May) and the small amount of charging stock available. The primary purpose of the operation was to break in and determine the operability of the equipment and to supplement the operators' classroom training with actual practice by operating the plant under mild conditions. A secondary aim was to obtain data on the hydrogenation of petroleum oil and lignite tar distillate at approximately 10,000 p.s.i. while making gasoline and Diesel fuel oil. Although the operations were carried out under conditions considerably below those used in the plant design, a great deal of experience and data was obtained. As it is not feasible at this time to conduct further vapor-phase operations on similar stocks, this report has been prepared to present and summarize the data obtained through this operation.

A case study of a systematic approach to grinding circuit steady-state optimization is presented. After overall review of the flowsheet, two circuits were prepared for detailed testing. Functional performance analysis was chosen as the primary modelling system, and on this basis a quality assurance program for data gathering was implemented. A number of circuit design and operating variables were experimented with statistical analysis of plant test results revealed relationships previously unquantifiable by any other modelling technique. Improvements in classification system and mill grinding efficiencies were demonstrated and significant energy cost savings thus realized.

Laboratory tests on three commercial methane detectors, two combustion- type detectors and one interferometer-type detector, were made by the Bureau of Mines to determine their response to certain single and multiple flammable gases mixed with normal and abnormal air atmospheres. Although both types of detectors responded accurately to methane-normal air mixtures, they did not show correct concentrations for other single flammable gases in air. Uniquely, the response of the interferometer-type detector to hydrogen was in a negative direction. The effects of individual gases in multiple flammable gas mixtures were approximately additive. In oxygen-deficient atmospheres the methane response of the interferometer-type detector erred on the high side, but only in very low oxygen concentrations were the combustion-type detectors affected-- showing low, erratic methane readings.

Two commercial nickel solvent extraction plants treating laterite leach solutions and using LIX®84-I have been operated in Australia. These circuits employ similar extraction chemistry but differ in their leaching and stripping operations. An alternative process involving elements of both can be conceived. The preparation of the feed solution to solvent extraction plays an important role in nickel extraction using LIX®84-I and the special features of manganese removal and cobalt oxidation in the preparation of the PLS are discussed. This paper compares these three circuit configurations with special reference to the extraction and reductive stripping of cobalt, the transfer of zinc and copper to the strip aqueous, ammonia transfer and sulfur transfer. "Mathematical modelling of the precipitation process requires that the kinetics of crystal growth, nucleation and agglomeration be known. This paper reviews the current state of knowledge on these precipitation sub-processes (ie. growth, nucleation and agglomeration) and describes a number of experimental techniques for estimating their kinetics. The experimental methods used to generate the precipitation data and the data analysis techniques used to extract the kinetics information from the data are discussed separately. There is no universal ""best"" technique for determining the kinetics. However, studies on multi-crystal systems are more reliable for modelling purposes than are single crystal studies. The selection of a technique will depend on which sub-processes are present. A problem with all kinetics studies is that there is generally a large uncertainty in the estimated kinetic parameters. This stems from the scatter in the experimental data being further propagated by the mathematical techniques used to extract the kinetic parameters.IntroductionCrystallisation operations, including precipitation, are widely used in a number of hydrometallurgical processes to recover a desired component or to remove an undesired impurity. The goals of industrial precipitation processes are to maximise the recovery while maintaining product quality (generally product crystal size distribution, purity and morphology and product handling properties). Knowledge of the precipitation mechanisms and kinetics is invaluable for designing new precipitators or for improving existing units. The mechanistic and kinetic information is generally incorporated into mathematical precipitator models, which are then used for process design and optimisation."

In the United States, the occurrence of underground mine fires/explosions continue to decrease; however, they pose great danger to the miners and any subsequent mine rescue teams and/or fire brigades. Tragically, 19 coal miners lost their lives in 2006 at fires or explosions. Fires/explosions can devastate a mine and cause its permanent closure. It is vitally important to obtain accurate information on the gas content (concentration and composition) of the mine atmosphere after the event so that appropriate action can be instituted to rescue any trapped miners while not exposing the mine rescue teams to unnecessary hazards. Additionally, the fire fighting techniques (spraying water, sealing, etc.) will be dictated by the gas content. Finally, the gas content will determine when it is safe to recover the mine. The gas content of the air can be determined using detector tubes, handheld instruments, portable instruments, or gas chromatographs. No single instrument is suitable for all analyses. Each type of instrument has its advantages and disadvantages. This paper discusses these attributes.

Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

“Let’s get discipline and quality into easy to understand evaluations!” Project Managers and MetPlant Operators accept poor quality evaluations because they are generally unaware of what they should expect.The 2010 draft AusIMM ‘Guidelines for Techno-Economic Evaluations’ were collated by a subcommittee of practitioners and are regarded as best practice.They apply directly to projects and metallurgical plant evaluations, including those with a heavy technical basis. They can be applied to technical problem solving where there are no monetary computations. Project Managers and MetPlant Operators should demand that economic models and evaluations follow the six principles. They should become working tools which are easy to understand, fit for purpose, consistent, rigorous, record sources of input data, have key graphs and are rapid to audit.

This is the first progress report to be released on the anthracite, mechanical mining research and engineering development program of the Bureau of Mines. This phase of Bureau work, which was initiated as an aid to stimulating wartime production of anthracite, has been continued after the war to assist primarily in improving the general economic position of the anthracite industry. Field work was started in. the 1945 fiscal year with the cooperation of an advisory committee representing management, labor, and the Commonwealth of Pennsylvania. For a beginning, several matters were suggested by members of this advisory committee as being worthy of investigation, and sections of underground mines yore offered for test purposes. Among the suggestions accepted for investigation was the problem of increasing the rate of advance for driving gangways in thin, steeply pitching anthracite beds 4 to 6 feet thick and pitching 60 degrees or more. The problem was undertaken as a field study, and this report relates to accomplishments on this project to June 30, 1947.

A minitest of the new potassium chloride-potassium carbonate two-stage in-situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing cation-exchange reactions. The test also indicates permeability anisotropy and the existence of disturbed flow fields.

The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. This Bureau of Mines report contains methods for analyzing iron are for total iron, ferrous iron, metallic iron, silica, manganese, aluminum, calcium, magnesium, phosphorus, titanium, carbon, sulfur, moisture loss, and ignition loss by wet chemical methods. Some are modifications of standard umpire methods; others have been developed by the Bureau of Mines to provide a com-bination of speed and accuracy. They are suitable for a high volume of samples and/or control situations, and for situations in which instrumental results must be verified. These methods have been used to analyze taconites, native ores, some foreign ores, and metallurgical products.
