To facilitate the safer and more secure transportation of inmates from San Diego Central Jail to the new San Diego Courthouse, the County of San Diego committed to building a new transfer facility as part of the downtown developments. The transfer facility includes a three-story underground structure adjacent and connected to the Central Jail and a 60-ft deep, 23-ft diameter, 320-ft long tunnel. The tunnel starts at County Jail, passes underneath Western Regional Detention Facility (Old Jail) and, ultimately, connects to the State Courthouse. Condon-Johnson & Associates, Inc. (CJA) was selected to install the temporary shoring shaft for the underground structure as well as three arrays of canopy pipes to support the tunnel’s Sequential Excavation Method (SEM) construction. CJA installed the rectangular 56-ft deep access shaft shoring with three levels of bracing, and a combination of secant piles, soldier piles, and timber lagging. The shoring also included a sliding bridge at top to provide access for trucks to enter and exit from county jail during the duration of construction. Following shoring and shaft excavation, CJA installed and grouted 7-5/8” dia. canopy pipes in 3 reaches, parallel to the longitudinal design line of tunnel with a slight lookout angle. CJA installed 24 each canopy pipes, 99-ft from face of shaft at reach 1, 21 each, 80-ft length canopy pipes at reach 2, and 21 each, 75-ft length pipes at reach 3. CJA confirmed canopy pipe alignment via Inertial Sensing Gyro. To mitigate the possibility of settlements caused by the tunneling operation underneath Old Jail strip footing and grade beams, CJA also performed void fill grouting. Sleeve port grout pipes (SPGP’s) were installed inside the Old Jail basement and grouted with the use of packers as the tunneling operation passed underneath the Old Jail. In detailing various aspects of the construction, this paper aims to magnify the innovative solutions for shoring, canopy pipe installation and void fill grouting challenges as well as the state of the art quality control measures undertaken by CJA.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.

[SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. "Waste heat from industrial operations in metals industry represents 20% to 50% of the total energy used in most manufacturing plants. Reduction and recovery of waste heat offers the most attractive and cost effective method of reducing energy intensity for an industrial plant to meet corporate energy saving goals. It is possible to reduce or recover 30% to 60% of the available waste heat by using conventional and readily available technologies. Projects to reduce or recovery waste heat may offer less than 3 years payback to as short as a few months. This paper presents information on most commonly used methods for waste heat reduction and recovery in the metals industry operations. It describes the methods and use of analysis tools that would allow a user to estimate energy savings, CO2 or GHG reduction potential, and economic benefit and includes appropriate case histories.Waste Heat SourcesSources of waste heat abound with the metals industry. While the overall quantity of energy is high, the sources are distributed throughout a plant. The largest source within the metals industry is within furnace exhaust / flue gases. This includes the high temperature gases from burners in process heating such melting, calcining, and sintering operations. It also includes lower temperature gases from heat treat, dryers, and heaters. Lower temperatures are also found after post processed hot gases. This could include heat left after heat exchangers, regenerative systems, thermal oxidizers, and emission control systems. Other hot gases include air used in direct and indirect cooling.While waste heat in form of exhaust gases is readily recognized, waste heat can also be found within liquids and solids. Waste heat within liquids includes things such as cooling water, heated wash water, and blow down water. Solids can be hot product at discharge after processing or reactions are complete. Indeed, not only is energy wasted in the hot metal that slowly air-cools, but additional energy may be used in providing air or water-cooling to increase the speed of cooling. Other waste heat sources are not as apparent and include things like hot surfaces, steam leaks, boiler blow down water, etc. Table 1 and Figure 1 show several major sources along with the temperature range and characteristics of the source."

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. Underground mines, with their relatively high ground temperature and their extensive backfilled stopes provide a great opportunity for producing geothermal heat. The novel idea of installing a network of heat exchange tubes into stopes prior to backfill placement converts each mine stope into a heat producing battery. In this system, backfill plays the role of the heat exchange medium conducting heat from the surrounding rockwalls to the heat exchange tubes. This geothermal heat can be used for heating: mine facilities and buildings, the intake air, a close-by mineral processing plant, or even nearby communities. This paper investigates the possibility of extracting renewable geothermal energy from backfilled mine stopes by means of closed-loop geothermal cycles. To simulate realistic operational conditions a heat transfer model is developed and solved numerically. To evaluate the numerical results, a small scale physical model is constructed and the experimental results are compared with the simulation results. The study estimates the sustainable rate at which heat can be extracted from a typical underground mine stope, the resulting outlet temperature and performance of the geothermal system. The results show that mine stopes are capable of sustainably producing geothermal heat not only when the mine is active, but also after the depletion of the ore body. Therefore, an underground mine will no longer be perceived as an enduring economic liability, but as a long-lasting source of clean, renewable, and inexpensive low-grade geothermal heat.

The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

Real2 gross national product (GNP) grew at a seasonally adjusted annual rate of 1.3% in the fourth quarter and at 2.5% for all of 1986, according to the most recent Department of Commerce estimates table 1). The 1986 GNP growth was the lowest since the recession in 1982, and was slightly below the estimate published in the last issue of Minerals and Materials. Barriers to greater economic growth in 1986 included the Federal budget deficit, the trade deficit, reduced energy-sector investment because of low oil prices, and uncertainty over changes in the Federal tax code.3 Major sectors of the economy responsible for the fourth-quarter growth included real Government purchases of goods and services, up $19.9 billion from the third-quarter level; real net exports, up $12.2 billion; real residential investment, up $3.0 billion; and nonresidential fixed investment, up $1.5 billion. The increase in Government purchases of goods and services was attributed to the S25.1 billion rise in net purchases of farm products by the Commodity Credit Corp-oration. Real personal consumption expenditures and inventory investment declined, however. Personal consumption expenditures declined primarily because of reduced motor vehicle purchases. Despite only modest growth during the fourth quarter, the economy improved significantly because of the narrowing of the trade deficit and growing employment (table 2) while maintaining low unemployment and inflation rates. Business sounded an optimistic note, with planned increases in current-dollar capital spending of 0.9% for 1987 compared with a 1.7% decrease in 1986. While it is primarily the nonmanufacturing industries that expect to increase investment from 1986 levels, some manufacturing industries are increasing investment by significant percentages as well, notably the steelmaking and nonferrous metals industries (table 3).

The goal of the Bureau of Mines diesel engine research program is to reduce exhaust emissions and minimize the risk of fires and explosions caused by the use of diesel- powered equipment in underground mines. This program has led to a fundamental understanding of the problems and to solutions that allow diesel equipment to be used safely and effectively. This volume contains reports of the presentations made at the Bureau Technology Transfer Seminar on Diesels in Underground &fines given in Louisville, KY, and Denver, CO, on April 21 and April 23, 1987. It also contains three reports of related research, not presented at the seminar, which highlight the significant achievements of a joint US.-Canadian research program on diesel emission control technology for underground mines. Topics covered in this volume include discussions of industrial hygiene problems associated with the use of diesels, accident statistics, fire and explosion control systems, measurement of diesel pollutants, emission control techniques including engine maintenance, fuel additives, diesel particulate filters, and ventilation of diesel sections. An alternative to diesel power, the hydrogen-powered mine vehicle, is also described.

Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.

From 2007 to 2009,one NA Quarry and Construction Business experienced a series of flyrock incidents. In the spring of 2009, this business declared that the frequency and severity of Flyrock Incidents had reached an unacceptable level. A Flyrock Elimination Program was launched.

"When the Deep Foundations Institute (DFI) was founded, quality assurance and quality control (QA/QC) of foundation construction was rudimentary. Nondestructive testing (NDT) was a nascent technology, known to very few people, and very limited in its capabilities and applications. In the four decades since the DFI became a reality, NDT researchers and practitioners have taken advantage of technological advances to improve those existing testing and analysis techniques, and to create new ones that have all contributed to the engineering body of knowledge. This has enabled contractors to improve the quality and reliability of their products, and engineers to design more efficient foundations.Through its regular series of seminars, publications and annual meetings, the DFI has been vitally important in educating the deep foundations industry about the capabilities and benefits of NDT methods. In turn, NDT results have helped the industry identify problems in deep foundation construction, determine the causes of those problems, and improve design constructability and construction practices to increase the quality, reliability and efficiency of all types of deep foundations. This presentation reviews the evolution of several important NDT methods, and the contributions that they have made to foundation quality.THE BEGINNINGSThe Deep Foundations Institute (DFI) was incorporated in 1976 in the State of New Jersey as a 501(c)(6) non-profit association. The DFI is a consensus organization of Contractors, Engineers, Owners and Suppliers involved with the design and construction of all types of deep foundations. The purpose of the DFI was and still is to improve the planning, design and construction of deep foundations by educating all those involved, sharing best practices, and promoting the adoption of new technologies that improve quality, productivity or safety.This is well expressed in the current DFI Mission Statement: To bring together multi-disciplined individuals and organizations to find common ground and create a shared vision and a consensus voice for continual advancement in the deep foundations industry.At the time the DFI was born, nondestructive testing for verifying the quality and integrity of deep foundations was in its infancy, its growth constrained by the technology, or lack thereof. Some visionary engineers of the time understood the physics of the potential methods, and therefore the possible capabilities, but were frustrated by the lack of technology to work with. Electronic equipment was mostly analog, and the few digital data acquisition systems that were available had such slow sampling rates that they were incapable of recording rapid event sequences or short duration events such as those used in modern integrity tests. For example, Jean Paquet, a leading research engineer at the French National Construction Institute, (Centre Experimentale de Recherche et d’Etudes du Batiment et des Travaux Publics, or CEBTP) patented the frequency-based analysis procedure for the Transient Dynamic Response (TDR) method, aka Sonic Mobility or Impulse Response, in 1974, but it was not until 1977 that analog data acquisition systems became fast enough to turn his theory into a reality."

In recent years the global mining industry has addressed its social and environmental responsibilities and numerous factors have contributed to this. Corporate Social Responsibility (CSR) is an important part of mining company strategy for practical implementation of the goals of sustainability, transparency, accountablity and good relationships with stakeholders:- investors, employees and communities. A key stakeholder for all mining companies is the local community which is affected by the mining operations. Companies must identify the emerging social and environmental trends, study the interests and concerns of various communities, address their needs and maintain a positive relationship. The CSR programmes of Czech coal mining companies are focused on surrounding community initiatives and sustainable responsible business. Mining in the Czech Republic is subject to strict rules and regulations and supervised by the State Mining Authority. Mining projects undergo rigorous approval procedures which encompass all operational measures at the different planning levels ? such as public participation in the authorisation process for mining projects, the application of the Environmental Impact Assessment Directive, environmental sustainability programmes, innovative solutions and flexible options offered by the mining company. One very important part is the preparation of the mining-technology preconditions and developing the integrated planning process in which all socially and politically relevant subjects in the mining operation surroundings are included. In an in-depth debate, all stakeholders may jointly develop the concept, in accordance with democratic principles. The optimally conducted dialogue process needs broad communication bases, including setting up theme-related joint taskforces, together with good moderation and the highly qualified support of technical experts. Using a case study of Severoceske doly a.s. Chomutov (SD Company) and the Czech Coal Group ? Czech leaders in the extraction of brown coal, this paper aims to examine the community development approaches and the CSR effectiveness of large scale mining companies. This paper brings a review of CSR and other such voluntary initiatives in the mining industry's proactive steps to contribute to societal well-being in a meaningful way. Key studies are provided by the projects ? Region with Better Perspective?, ?Stop Dust for Healthy Brezno Village?, ?Clever Heads for the North? and ?Coal Safari?. CSR issues are managed throughout all stages of the mine operation and beyond, long after the mine closes (e.g. post-closure programmes of new landscape, alternatives for reclamation including generation of lakes in former surface mines, conceptualization of industrial heritage). Communities need to be given the opportunity to help themselves through participation in CSR projects rather than being recipients of financial gifts from the company. A fair balancing of interests is the basis of any successful cooperation.

The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

Economic, environmental and operational disadvantages of the traditional blast furnace process has led to the development of direct smelting reduction processes, including those that utilize self reducing/ fluxing dried greenballs as iron oxide feed materials. This is mainly due to improved carbothermic reduction, carburization and reaction kinetics. In this paper, the morphological changes of the greenballs as they transform to pig iron nuggets are examined over time at a constant temperature of 1,400° C. The products produced after each treatment were characterized using optical microscopy, scanning electron microscopy/energy dispersive spectroscopy and point counting/image analysis. The changes in the percent metallized area, wustite dendrite and slag matrix content of the structures were calculated. It was determined that the transformations were initially controlled by dissolving and containment of iron oxides in the molten slag and their consequent reduction to iron, followed by coalescence of the metallized areas. The final transformations were controlled by the carburization of the metallized areas.

"The Cerro Verde copper-molybdenum mining complex is located near Arequipa, Peru. A 108,000 t/d copper concentrator (C1 concentrator) commenced operation in late 2006 and was debottlenecked to a 120,000 t/d capacity in 2011. A feasibility study, initiated in May 2010, assessed the potential for expanding the processing rate of the large Cerro Verde sulfide reserve via the installation of a second, stand-alone, concentrator (C2 concentrator) capable of processing a nominal 240,000 t/d ore. The feasibility study was successful and the project advanced through engineering, permitting and construction. Ramp up to nameplate capacity was ahead of schedule. The overall project was completed on schedule and within budget. The details of the project and supporting components are described. The design philosophy and design basis of the concentrator facilities are discussed as are factors that influenced the concentrator layout. Risk mitigation features included in the design are reviewed. The factors that drove the successful and rapid ramp up to nameplate capacity are discussed. Operational experiences in the first year of plant operation and project lessons learned are described. INTRODUCTION/BACKGROUND Sociedad Minera Cerro Verde S.A.A. (SMCV) operates a copper mine near Arequipa in southern Peru. Small scale operations operated intermittently until 1970 when the deposit reverted to the ownership of Minero Perú S.A (Peruvian government). Minero Perú S.A. commenced mining and processing of oxide reserves in 1972 and placed an SX-EW plant into production in 1976. The ownership of the property has changed hands several times over the years. Minero Perú sold Cerro Verde to Cyprus Climax Metals in 1994. Cyprus was acquired by Phelps Dodge in 1999. Freeport-McMoRan (FCX) acquired Phelps Dodge in 2007. Several studies were undertaken during the 1990’s that tried to establish the economic justification to process the large primary sulfide resource that underlies the surface oxide deposit. None of these studies produced an economic conclusion until a feasibility study was completed by Phelps Dodge and SMCV in 2004. This study provided the economic justification for the construction of a 108,000 t/d concentrator during 2005 and 2006. The key to the success of this study was identifying a water source that was sufficient to support processing economies of scale. Concentrator operations commenced in late 2006. The original design production rate of 108,000 t/d was achieved on a 30 day moving average basis on the 266th day after ore was first introduced. During 2009, studies and evaluations were performed that had the objective of addressing observed concentrator bottlenecks to allow a production rate of 120,000 t/d to be achieved. The 120,000 t/d figure represents the sustainable production limits associated with the installed primary crusher and tailing thickeners which would have been prohibitively expensive to upgrade. Debottlenecking activities were implemented during 2010 allowing sustained production rates of 120,000 t/d to be achieved."

In response to requests from its stakeholders, the International Standards Organisation is engaged in development of an international standard for Energy Management Systems (EnMS) which will become "ISO 50001". This new standard will build on the successes of both the EN16001 EnMS standard that has been used by dozens of European companies, as well as the ANSI/MSE 2000:2008 EnMS standard that is currently being used in several pilot projects in the USA and Ontario. This paper provides an overview of the key points of the EnMS standards, and describes how they can be used to drive sustainable energy reductions in the metallurgy industry.

Controlling and predicting ground movements are essential to the design of shoring systems. The Courthouse Commons tunnel in San Diego, California, included a 56-foot-deep temporary shaft as a launching point for tunneling using the Sequential Excavation Method (SEM). The rectangular shaft was unique in that it was surcharged on one wall by an 11-story building and employed a hybrid support of excavation design. An array of geotechnical instrumentation was used to monitor lateral and vertical movements at the ground surface. The New Zealand rail authority, Kiwi Rail and Auckland Regional Transport Authority (ARTA), are jointly planning a new mainline rail link between Auckland’s downtown Britomart Station and the existing Western Line at Mt Eden. In 2009, APB&B, a consortia of Aecom, Beca, Parsons Brinkerhoff and Hassell Architects where commissioned to develop the conceptual design, Assessment of Environmental Effects (AEE) and business case for the new 3 km rail line towards preparing a Notice of Requirement to protect the route through Auckland’s central business district.This paper describes the engineering challenges in the development of the conceptual design for the three proposed underground stations, the running tunnels and connections to the existing network. Feasible alignment and station location options were developed and evaluated using multi-criteria analysis based on key client functional requirements, constraint mapping and environmental impacts. The resulting preferred scheme was then developed to a conceptual design suffi cient for assessment of environmental effects, risks, and the development of a robust construction methodology to allow high level capital cost estimates.The paper describes some of the major challenges overcome to develop the concept, including steep gradients, narrow street envelopes with existing buildings and structures, the need for large platform spaces with low ECBF rock cover and complex connections at Britomart and the main line near Mt Eden.The development of the conceptual design of the underground stations in particular demonstrates the need for a holistic value engineering approach to satisfying the architectural and functional requirements, in a highly constrained dense urban environment and at lowest practical cost. The construction methodology was a key input to the conceptual design development throughout.The conceptual design will be used as the fundamental basis for the development of the AEE and business case for the project in the future.
