Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. Calcium and lithium gallides have been synthesized by powder metallurgy techniques in the stoichiometries that can be used as reduction alloys for the Rocky Flats Plant Salt-Scrub (SS) process. The SS process is performed to recover valuable metals from salts generated in the electrorefining and the molten salt extraction processes. Combustion synthesis has been optimized for variable heating rates up to the reaction ignition temperature and for green densities of the powder compacts in terms of the ignition temperature and the exothermic heating of the product in an effort to develop LiGa and CaGaz alloys. The problems arising from the melting point and density differences of calcium, lithium and gallium have also been studied. The SS alloy compositions were produced by mixing, pressing and sintering the metal-powders. The efficiency of the intermetallic alloy, Ca-17 wt. pct. Ga, as a reductant and the effect of gallium on salt clean- up has been discussed. Measurement of actinide recovery has been studied with cerium as the surrogate for the actinide metal. The development of an alloy for SS reduces a major contaminated waste disposal problem besides recovering the valuable reactive metal.

Experimental studies in laboratory-scale equipment have been carried out to study the vaporisation from dust generated during the copper converting process. In the present work the vaporisation of Zn, Pb, As, Sb, and Bi from a dust collected in the electrostatic precipitator after the copper converter were studied. The results show that Pb, Bi and As were vaporised to a high degree from the dust at a temperature above 900°C in a gas containing N2, SO2 and a small amount of H2. The vaporisation was high for these elements also in a gas containing N2, SO2 and 02 at temperatures above 1120°C. In an earlier study, thermodynamic calculations showed that it is possible to selectively condense metals at high temperature' in a gas atmosphere generated during a copper converting process. The present study was carried out to verify the thermodynamic model. The results indicate that it should be possible for a selective condensation of Zn at high temperature. The temperature required for a selective condensation of Zn is dependent upon the gas atmosphere, e.g., the oxygen potential.

Safety and health professionals recognize that training is a critical element of any effective safety and health program. An extensive literature survey has led the authors to conclude that we are at the beginning of a revolution in training due to changes in the demographics of the workforce, the rapid growth of technology, and the universal ascendance of the information age. Of present major concern in the mining industry is how to provide appropriate training for an aging workforce and concurrently develop training for the expected influx of new and less experienced miners as older workers retire. This report explores the key issues in the changing safety and health training area as identified by the multidisciplinary team of NIOSH researchers who conducted the literature survey. Issues include generational differences between newer mine workers and the present workforce with respect to their physical, psychological, social, and cultural characteristics; their learning styles and work expectations; and the impact of technology. Some preliminary conclusions are offered for future training needs.

THIS paper presents practical data to aid in the selection of a mine ventilating fan, and outlines considerations to be made to ensure satisfactory operation and optimum efficiency of the fan. Much has been published on the general subject of mine ventilation, but the writer has found few specific data on factors and considerations which govern the selection of a fan-data which should be available to the operator if his fan is to give satisfactory service within the range of the high-efficiency portion of its performance curve and deliver the specified air capacity when operating against the anticipated range of resistance of the mine. The total quantity of fresh air furnished by the ventilation system must be adequate to provide, and to ensure at all times, safe and healthful working conditions in the mine. It is assumed that the mine operator is able to determine the air quantities required for the various parts of the mine.

One of the most difficult challenges in underground mining is to forecast significant seismic events prior to their occurrence in order to support the safety of miners and to minimize damage to the underground operation. Passive seismic tomography is a tool to image the seismic velocity changes in a rockmass, which can potentially reveal the rockmass behavior before and after a significant seismic event. In this paper, the changes in seismic velocity of the rockmass before and after three major seismic events are investigated to determine whether there are identifiable precursory velocity changes associated with the major seismic events. Conventional mechanics imply that the induced stress at the hypocenter would continue increasing until failure, in the form of an induced seismic event, occurs. With passive seismic tomography we can image changes to the seismic wave velocity distribution within a rockmass and hence infer the changes to the induced stress near the hypocenter. This paper evaluates the hypothesis that induced stress at the hypocenter (as inferred by the p-wave velocity) increases until the seismic event occurs. In addition to analyzing p-wave velocity changes near the hypocenter, changes to the p-wave velocity at “zone centers” were also analyzed. These “zone centers” are regions within the rockmass that consistently have a p-wave velocity that is much higher than the average p-wave velocity for the rockmass. It is found that the p-wave velocity did not increase at any of the three hypocenters prior to the seismic event occurring, however the p-wave velocity did increase in the closest “zone center” for two of the three events.

Five years ago, Phillips Coal Company decided replacing mainframe/workstation programs with a new package of PC software was clearly the best solution for computer reserve modelling. The system chosen was actually three programs distinguished by their power, cost, flexibility and integration, and ease of learning and use. Phase I involves the use of the "StratiFact" program for borehole data management and seam correlation. This phase is probably the most neglected, yet critical aspect of reserve evaluation. Phase II employs the "PC/Cores" package for modelling and volumetrics. Phase m is "PC-Cut" which provides mine planning tools including an automated cut generator.

Rising electricity costs in South Africa have resulted in a need for optimized compressed-air networks in the mining environment. As a result, the financial benefit of air receivers needs to be reconsidered along with the economic dispatch strategy. This study investigates the use of an evolutionary algorithm in the mining industry to determine the potential financial benefit for various-sized air receivers, as well as their dispatch strategy. A genetic algorithm was selected due to the improved solution reliability and accuracy compared to other optimization techniques. This study indicates that a genetic algorithm can be used to determine the optimal dispatch of compressed air in the deep-level mining industry. Further, this study indicates that air receivers are financially viable in the mining industry and can be used to reduce operating costs, improving profitability.

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

The New Zealand (NZ) Transport Agency’s Waterview Connection will complete Auckland’s Western Ring Route, a 47 km north–south motorway alternative to Stage Highway 1. The project is being delivered by the Well-Connected Alliance comprising the New Zealand Transport Agency (NZTA), Fletcher Construction, McConnell Dowell Constructors, Obayashi Corporation, Parsons Brinckerhoff NZ, Beca Infrastructure and Tonkin & Taylor.The project involves construction of 5 km of new motorway, nearly half of it underground connecting State Highway 20 (SH20) to State Highway 16 (SH16). The underground portion of the project incorporates twin 13.2 m inside diameter (ID) tunnels 2.4 km long, each carrying three traffic lanes, one for north-bound traffic and one for south-bound traffic. The tunnels are being driven by a 14.46 m outside diameter (OD) 2400 t, tunnel boring machine (TBM) shield that was assembled and launched at the southern portal. It will be turned and re-launched at the northern portal for the return drive to the southern portal where it will be disassembled. This paper presents two major temporary works elements contributing to the successful launch of the TBM: the TBM assembly crane platform and the TBM shove frame and associated components.Tunnel boring machine shield assembly – crane platformThe TBM shield was delivered to site in subassemblies ranging in weight from 100 to 380 t. It was initially proposed to use a 750 t crawler crane sitting above the tunnel portal headwall to assemble and disassemble the TBM. However, this did not have sufficient capacity to allow the TBM shield to advance clear of the tunnel before disassembly commences. To reduce the crane’s working radius a temporary steel crane platform was developed that is supported on the side walls of the tunnel approach trench. This has enabled a smaller, less expensive, 600 t crawler crane to be used and will allow the TBM shield to clear the tunnel before disassembly.Tunnel boring machine launch – temporary worksTo launch the TBM a purpose built steel frame was required for the TBM thrust rams to react against. The shove frame had to be able to transfer the thrust loads from the TBM shield to the ground below and thrust wall behind. A range of potential thrust loads and jacking patterns were examined to develop the design load cases for the shove frame. The shove frame was used to launch the TBM at the southern portal and to re-launch it at the northern portal. Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

Exposure?response relationships between the relative risk of lung cancer and quantitative measures of exposure to asbestos are available from a number of epidemiological studies. Meta-analyses of these relationships have been published by Lash et al. (1997) [Lash, T.L., Crouch, E.A.C., Green, L.C., 1997. A meta-analysis of the relation between cumulative exposure to asbestos and relative risk of lung cancer. Occup. Environ. Med. 54, 254?263] and Hodgson and Darnton (2000) [Hodgson, J.T., Darnton, A., 2000. The quantitative risks of mesothelioma and lung cancer in relation to asbestos exposure. Ann. Occup. Hyg. 44, 565?601]. In this paper, the risks derived in these meta-analyses have been compared. Lash et al., concentrated on process and found that the risk of lung cancer increased as the asbestos is refined by processing. Hodgson and Darnton concentrated on fibre type and found that the risk was highest for exposure to amphibole asbestos (crocidolite and amosite), lowest for chrysotile and intermediate for mixed exposure. Some of the differences between the conclusions from the two meta-analyses are a consequence of the choice of studies included. The range of asbestos types included in the studies in the analysis of Hodgson and Darnton was wider than that in Lash et al., enabling differences between fibre types to be analyzed more readily. There are situations where occupational exposure to chrysotile asbestos has shown no detectable increase in risk of lung cancer. The legacy of underground coal mining may be a land surface which, in parts, may be unstable in the long term. A case study analysis has been undertaken to explain some of the hazards and how the risk may be assessed and managed.The Ipswich Coal Measures were extensively mined with shallow underground workings, which now underlie a number of suburbs in the eastern side of the city of Ipswich in south eastern Queensland. The area was subject to underground mining from the 1840s to 1997. In general, the mines were small, family-owned operations that were restricted by complex geology, interactions with neighbouring operations and ownership of surface facilities. The oldest available mine plans date back to the late 1890s.The residents in these mining areas have a long history of unexpected mining subsidence events. A level of risk management for property owners has been implemented by the Ipswich City Council, which requires a mining subsidence risk assessment to be submitted as part of building applications for property development in the areas suspected of having mining subsidence risk. WHEN I was asked to speak on the subject of leaching, I did not realize that a complete summary of recent progress in leaching had been given by Stuart Croasdale. I shall try to give some other phases of the subject that were not touched by Mr. Croasdale. Not all metallurgists are in harmony as to their methods of treating metals. If they were it would probably mean lack of progress. They can be divided into two classes-the pyrometallurgists, using fire means, and the hydrometallurgists, or those using leaching methods. Conflict is always good for progress; we have it in politics, and in religion there are fundamentalists, and those who are not fundamentalists. As representing pyrometallurgy, may I hope not to be classed among the fundamentalists. The leaching of ores is not new. The leaching of ores for the recovery of metals, however, is quite new. The older leaching was simply to recover the salts. Agricola, back in 1555, I think it was, outlined a great many methods of leaching for the recovery of salts. The Mine Safety and Health Administration has developed a model to estimate diesel particulate (dp) exposures in underground mines. The estimate uses either in-mine measured dp concentrations or engine manufacturers' standardized emission data and through a series of calculations estimates full shift dp concentrations by applying standard engineering principles of ventilation, control technology and work cycle. This model, in the form of a computer spreadsheet, provides the mining industry with a method to estimate diesel particulate levels and determine the impact of various diesel particulate controls on occupational exposure to dp in underground mines. A detailed description of the estimator and several examples demonstrating the results are provided.

This study presents a comprehensive thermodynamic optimisation and sustainability analysis of the secondary copper smelting process for Waste Printed Circuit Board (WPCB) recycling. The study investigates various scenarios with different proportions of WPCB in the input stream, ranging from 0 per cent to 100 per cent. Through thermodynamic modelling using FactSage™ version 8.1, the optimisation process is conducted in three stages. The results of the thermodynamic modelling indicate that the best-case scenario for WPCB recycling is achieved with a 40 per cent proportion of WPCB in the input stream. This case exhibits a maximum copper recovery of 99.93 per cent while minimising the formation of other waste. In addition to the thermodynamic analyses, environmental factors such as the carbon emission index and resource utilisation efficiency are studied. The 40 per cent WPCB recycling case exhibits a resource utilisation efficiency of 93.055 per cent and a carbon emission rate of 0.133. The present investigation highlights the significant benefits of a 40 per cent WPCB recycling scenario through a secondary copper smelting process in terms of base metal recovery and energy efficiency, thus emphasising its potential for sustainable PCB waste management and resource utilisation.

Rekindled public concern about lead toxicity has intensified the awareness of lead-bearing materials in contact with the environment and the human population. Lead's common association with other metals makes the increasingly restrictive lead standards a primary concern for a large number of metal and metal-related industries. In commercial scale demonstration tests with lead-bearing wastes, the HRD Flame Reactor process has a demonstrated ability to separate and recover over 95% of the lead as a recyclable oxide, while rendering the remainder of the material as vitrified, non-leaching, and nonhazardous co-product. Recent Flame Reactor process tests and preliminary cost data for secondary lead soda slag are highlighted.

IN a concern with the varied interests of the Western Union Telegraph Co., where practically all types of metals, both ferrous and nonferrous, are utilized, many types of failures of materials occur. These have to do not only with outside plant construction, such as corrosion and fatigue of line wire and cable, but also with inside plant equipment operating at such high speeds that rapid deterioration of metal. parts due to fatigue and wear results. Both corrosion and fatigue affect the life of copper wire so its normal life in any particular locality is largely dependent on the atmospheric conditions. Tensions vary widely owing to changes in temperature and ice and wind loadings and the wire is Subject to a great range of vibration caused by wind gusts aril vibration front trains or other heavy vehicles transmitted through the earth. High frequency low-amplitude vibrations are sometimes audible as singing in the wire. The other extreme is the vertical slashing or dancing of the wire observed during severe storms where amplitudes of 9, ft. or more at low frequencies have been observed.

A brief résumé follows of some of the most recent activities of the Division of Coal-Mine Inspection that have had a favorable effect. on health, safety, and injuries at coal mines: 1. There were approximately 8,510 active coal mines in the United States during 1955. In all, 82,389 regular Federal inspections of coal mines have been made since Public Law 49 became effective in May 1941; 9,823 of these inspections were made during 1955. 2. The Bureau of Mines introduced the revised Coal-Mine Accident-Prevention Course for Supervisors in the coal-mining industry on March 1, 1948. Since that date, 19,455 supervisors and those aspiring to official positions have completed such training conducted by personnel of the Division of Coal-Mine Inspection.
