The majority of surface tailings storage facilities continue to employ sub-aerial tailings slurry deposition. Surface TSFs are typically sized and operated in a way to minimise the initial capital cost of the facility, driven largely by the net present value approach to accounting. This generally leads to too small a storage, too fast a rate of rise of the tailings, and difficulties in managing supernatant water. In turn, this results in wet and soft tailings deposits of high moisture content and low density, and the need for frequent and costly tailings dam raises. Further, such tailings deposits often do not facilitate closure and rehabilitation of the facility. Globally, there are on average over two failures annually of such tailings dams, resulting in loss of life, damage to infrastructure and environmental impact downstream, and the loss of company shareholder value and reputation. Recent high profile tailings dam failures are threatening the mining industry’s financial and social licence to operate.Among the physical processes that tailings undergo on sub-aerial deposition are beaching, hydraulic sorting down the beach according to particle size and specific gravity, settling, consolidation, and desiccation on exposure to the sun and wind. Beaching and hydraulic sorting have proved difficult to test at laboratory scale and difficult to model, and are best assessed in the field. Settling, consolidation and desiccation may be assessed at laboratory scale, but to date there has been an absence of tests to form the basis for the design and management of tailings deposition, and ultimate closure and rehabilitation. The paper describes recent advances in tailings testing methods, including a purpose-built slurry consolidometer that tests the settling and consolidation of tailings from a slurry consistency, simulating increasing tailings depth to about 50 m; and a purpose-built instrumented column that tests the settling, self-weight consolidation and desiccation of a surface layer of tailings, also from a slurry consistency. Selected test results from these two apparatus are presented in the paper, together with brief descriptions of how they may be used to better design tailings slurry deposition. The green field discovery of a two million ounce high-grade refractory gold ore deposit in the Indonesian Province of Sulawesi Utara, led Newmont to utilise its proven technical expertise in dry grinding and whole ore roasting to develop a 2000 tonne per day, 160 000 ounce per year operation in this remote and picturesque location.Located at an elevation of 250 in above sea level and ten kilometres to a deep water natural harbour, the hard rock open pit mine, process plant and infrastructure facilities were built to budget at a capital cost of US$132 million. The plant was commissioned with oxide ore, with the first gold poured in March 1996 and with refractory ore in January 1997. The operation rapidly met its production targets because of extensive forward planning and training programs developed for the local workforce. The presence of steep topography, fertile coastal plains, high rainfall, high seismicity of this location led to the decision to dispose of neutralised tailings in deep water off the coast instead of impounding tailings in a dam. This paper describes the development of the project and the challenges in developing a gold operation in a remote location which lacked infrastructure, the steps taken to ensure a smooth commissioning, and the selection of the workforce to operate a technically sophisticated facility.

The U.S. Bureau of Mines summarized injury data for independent contractor employees working at all locations of coal and metal-nonmetal mines from 1983 through 1990. During the eight years, the greatest contrast in degree of injury between independent contractor and operator employees was in fatalities. From 1983 through 1990, there were 132 independent contractor employee fatalities in the mining industry. In 1988 though, independent contractor employees accounted for nearly one-fourth of all mining fatalities. The fatality incidence rates of independent contractors were consistently higher than those of operators during the eight years. For instance, in 1990, the contractors' rate was twice that of operator employees in coalmining and nearly five times that of operators in metal-nonmetal mining. Three other salient facts highlight the independent contractor employees' fatality injury data during these years. First, 82% of the independent contractor employee fatalities occurred at surface locations. Second, two job classifications?truck driver and equipment operator?represented 37% of the fatalities throughout the 8-year period. And finally, four accident classifications?powered haulage, slips and falls, machinery, and electrical?accounted for 71% of all independent contractor employee fatalities.

As Australia’s mining industry painfully retrenches, mining executives and managers strive to remain viable by seeking significant productivity increases directly through process improvement and indirectly by improving leadership and workplace culture, the most powerful determinant of productivity. Culture is the combination of people’s attitudes and behaviour, together with leadership values and focus.Comprehensive new and automated data collection and management systems promise much for improving productivity, yet despite rapid advances in measurement and sharing of data, the use of data can reduce productivity unless behavioural aspects are considered and designed as part of implementation. This is because systems drive behaviour that in turn shapes attitudes to determine culture.Experience from many mine sites and other industries in three countries confirm that the most powerful drivers of people’s behaviour are the Measurement-Analysis-Reporting system and business leadership.This paper discusses fundamentals of practical, statistically valid process measurement, analysis and reporting systems before discussing associated leadership considerations for sustained improvement in safety, productivity, employee retention, leadership, accountability and commercial returns.The key to productivity improvement is improving core processes and important support processes. In turn, the key to process improvement is identifying the major process components and their interaction by measuring and then analysing their variation and level of performance. Understanding variation is often neglected yet is usually highly significant. It is essential that the fundamentals of statistically valid yet practical process and data analysis are understood and incorporated into system design to ensure productive, informed behaviour.The design and use of Measurement-Analysis-Reporting systems influences behaviour most profoundly and determines people’s effectiveness. Behavioural aspects are detailed by focusing on six primary drivers of human behaviour and five basic systems for managing businesses. These are integrated in a seven-step process and productivity improvement methodology that combines statistical, analytical, systems and behavioural factors.The paper includes development, implementation and tracking of a project plan for improving management and leadership systems to drive aligned behaviours. Methods to increase the gas penetration through sinter layers. In the field of agglomeration, sintering has gained importance, specially in Europe; in Best-Europe this trend will continue till the year 1980, since it is quite probable that in the blast furnace burdens with 50-60 sinter, 10-20 % pellets and 20-25 % ore lumps will be employed. In order to meet this demand for sinter, new sinter bands with reaction areas between 300-400 m2 will be constructed. Chemical and physical phenomena during the Suction-Draught-sinter process. Iron ore sintering is generally considered as a burning process where the material contains 90-95 % ash i.e. non-combustible ingredients. Sintering represents a heterogeneous exothermic reaction in which the chemical phenomena as combustion, calcination, hydration, reduction and oxydation are superposed by physical phenomena. The physical phenomena are devided into material transport and simultaniously occurring heat transport processes. The velocity of these combined physico-chemical reactions i.e. the change in the reaction site per unit time determine the efficiency of the sinter process. The gas permeability as an important criterion of heat transport during the Suction-Draught sinter process.

Any discussion of growth and future requirements has to begin with people--both their number and their needs. Both have been rising ever since any American can remember. Together, the number of people, which has been increasing rather modestly, and their wants and desires for material things, which have been increasing very sharply, seemed to have comprised a growth imperative in mineral consumption in the United States, especially during the last several decades. While the Nation's birthrate is now well below the replacement rate and still falling, the built-in momentum of the post-World War II population boom will continue to be felt well into the 21st century. Even using the modest projection of a 0.8 percent yearly increase, we are still looking at the possibility of 265 million Americans being around by Year 2000.

The growing demand for iron ore from Western Australia has led to an increased focus on the development of magnetite and lower grade iron ore deposits. The need to process and beneficiate the ore from these projects can result in the generation of significant quantities of iron ore tailings over the life of a project. Over the coming decades, the management of iron ore tailings will become a significant aspect of the mining landscape in Western Australia.The tailings generated from iron ore projects differ signifi cantly from other mineral tailings currently produced in Western Australia. Iron ore tailings are generated on a scale not matched by any other mineral process and can often contain asbestiform or potentially acid forming components. New iron ore projects are coming under increased environmental scrutiny because of their large scale operations and the sensitive environments in which they occur. This combination of factors creates some unique challenges for the management of tailings generated by iron ore mining in Western Australia.This paper presents the fi ndings of two studies conducted in recent years to overcome the challenges posed by iron ore tailings. The paper discusses the role of laboratory testing in the development of management strategies for asbestiform minerals in tailings. It also presents a numerical modelling approach for evaluating the rates of rise in the storage of magnetite tailings. The paper concludes by outlining how the findings of these studies can be applied to reduce tailings management costs, lower risks and improve environmental outcomes for the management of tailings from iron ore mining.

Following considerable experience with the beneficiation of Wabana iron ore by standard methods, a study was made of the benefits to be obtained by semi-reduction. The basis of the laboratory program was an extensive mineralogical and liberation investigation which guided subsequent work. Partial reduction and beneficiation on a laboratory scale was carried out on lump ore and fines. The reduced ore was magnetically concentrated and the concentrated fines were briquetted. Data are presented on reducibility, sizing vs reduction rate, magnetic cobbing and separation, and the elimination of phosphorus. Past work is reviewed briefly and comments are made on the relation of laboratory to pilot-scale tests.

Power plants that utilize conventional wet flue-gas desulfurization methods produce enormous amounts of flue-gas scrubber sludge. A typical 400 MW power station that burns a high sulfur coal produces 170,000 tons of wet flue-gas scrubber sludge per year. This scrubber sludge is currently landfilled at an enormous cost to utility companies. This material could be used as a raw material for industries that use gypsum, such as the wallboard and plaster industries. However, before it can be used as feedstock for these industries, some of the impurities such as unreacted limestone and silicates must be removed from the scrubber sludge. Froth flotation has tremendous potential for separating these impurities from scrubber sludge. In order to select an optimum flotation process, it is necessary to characterize the surface properties of the major components in the scrubber sludge, which consist of calcium sulfite, calcium sulfate, calcium carbonate (limestone), and silica. In this study zeta potential measurements were used to determine the surface charge of the components in scrubber sludge, with the goal of optimizing a froth flotation process to produce a marketable gypsum product for the wallboard and plaster industries.

THE LATE Dr. D. F. Hewitt, Ontario's foremost authority on industrial minerals, was the first to point out the importance of urban minerals when he produced figures (Hewitt 1968) to prove that the Toronto-Hamilton area was Ontario's second largest mining camp in 1966 (Fig . 1). In that year, the value of mineral production within a 60-mile radius of downtown Toronto exceeded individually that of Steep Rock, Kirkland Lake, Timmins, Manitouwadge and Elliott Lake. Only the nickel and precious-metal production of Sudbury .surpassed in value that of Toronto's pits and quarries. Although that position was unchanged for some years during the early sixties, it was admittedly an unusual situation: gold was still pegged at an artificially low value; uranium was stagnant; and Texasgulf had not entered the scene. However, the point had dramatically been made. The combined value of production from hundreds of sand and gravel pits and dozens of limestone and shale quarries was of formidable proportions. The mining industry of the urban fringe could not be denied. Construction aggregates, cement, building stone and bricks were fueling an apparently insatiable appetite for urban expansion and redevelopment.

We describe a new method of characterising the effect of dissolved materials on the rate of coalescence of bubbles in aqueous media. Single bubbles were allowed to rise to meet the surface of an aqueous solution, and the time of persistence between arrival and bursting of bubble was measured as a function of solute concentration. A laser beam was placed just above the surface of the liquid, with a detector in the light path, so that any disturbance at the surface could be seen as a break in the beam. The arrival of a bubble at the surface could be detected from the behaviour of the trace on an oscilloscope, and when the bubble broke, another significant change in the signal could easily be seen. The time between disruptions was reported as the persistence time. The effect of a homologous series of n-alcohols (C1 to C8) on the persistence time was measured, in aqueous solution. It was found that with increasing concentration of a particular solute, the persistence time increased up to a point, and then declined. However the magnitude of the persistence time was found to increase with increasing numbers of carbon atoms in the molecule. Bubbles of 1, 2 and 3 mm diameter were used. Persistence time increased with increasing bubble diameter, the maximum values observed being of order 100 secs. For a given solute, the persistence (drainage) time increased with increasing bubble diameter. The concentration Cmax at which the maximum persistence time was observed, was found to be independent of the bubble size. It decreased uniformly as the carbon number increased, and was well correlated by the function y1/2 (dy /dc) -2 I dc)-2 . There was no apparent correlation with the surface excess at maximum persistence time.

Multislice mining methods were analyzed by the U.S. Bureau of Mines to determine their application to western United States thick coal seams; ground control, geology, and costs were considered. Multislice mining is used in widely varying seam conditions worldwide, including flat seams too thick to mine in a single pass, pitching thick seams, and seams containing a rock parting. Longwall multislice methods predominate, but room-and-pillar variants also exist. The initial use of the method in western seams is planned at a deep Colorado mine where a rock parting will be used to separate two slices mined by longwall. Ground control and spontaneous combustion are major hazards associated with multislice mining. A well-consolidated upper slice gob can reduce ground control problems and provide a seal against spontaneous combustion. Geologic analysis indicates that the consolidation of the gob depends on the composition of the upper slice roof, the presence of water, and sufficient overburden pressure. A geologically competent intermediate rock parting can also reduce ground control problems and seal against spontaneous combustion. To compete in western coal markets, the cost of multislice mining must be within the range of normal longwall costs. Analysis indicates that multislice operating costs should be within this range, and that multislice mining costs decrease as panel width increases. Relatively wide (600 to 800 ft) panels also provide increased coal recovery.

Pintail Systems, Inc, a Colorado USA based company has developed and commercially applied bioremediation processes for biological detoxification of cyanide compounds in mine waste. Site-specific microorganisms are isolated from spent ore, tailings or process solutions and augmented in the laboratory for cyanide oxidation, denitrification and metal biomineralisation. Biological processes typically treat complex contaminants (cyanide compounds, soluble metals and nitrates) in a fraction of the time of conventional remediation processes. Cyanide is used in microbial metabolic processes as a carbon or a nitrogen source. Biological detoxification processes applied at the end of mine life can end long-term liability and perpetual monitoring and containment. Case studies from commercial application and demonstration programs for the US Environmental Protection Agency will be presented in this paper.

"IntroductionMaintenance is a business, which to be successful, requires good management, systems and reporting. The prime objective of the maintenance management group, be they large or small, must be to anticipate and prevent interruptions in operations by keeping equipment in good mechanical condition. This objective should be carried out at minimum cost consistent with maximum productiveness.The objective of this chapter is to give an insight into the various aspects of maintenance management that must be considered to effectively and efficiently operate a mill complex. The degree to which the maintenance sub-systems are developed in an operating mill will be determined by the size of the mill and the needs of the operation.The criterion of the management system used is that the system serve the operation and not vice versa. The systems presented should be considered as tools and, as with all tools, they must be sharpened and replaced as the need arises or as more effective tools become available.To understand what is involved in maintenance management, it is worthwhile to consider a systems approach to analyzing management problems. This approach was developed by J.A.B. Rae while reviewing maintenance management systems for Cominco Ltd.A very simple system involving managing results and objectives is shown diagrammatically in Figure 1.The systems approach to organizational development involves four basic elements: an objective, a result, an activity and feedback. In the analysis, the activity element is broken down into individual actions that people could be held responsible for. If we introduce the action of operating into the diagram of Figure l, we arrive diagrammatically in Figure 2."

In 2000, Xstrata Zinc (former Falconbridge Ltd.) Brunswick Smelter commissioned a modified lead blast furnace. Since then, efforts have been made to improve its operation in order to achieve optimal operation in terms of coke consumption, lead loss to slag, and improved environmental and hygiene conditions. This paper will review the important step changes in operational philosophy, undertaken since 2004, for the control of the blast rate, oxygen enrichment in blast, slag chemistry and charge level. Furthermore, a review of the improvements made in secondary materials consumed at the blast furnace will be made. This paper will also discuss the significant reduction of the frequency of accretion removal as a result of improved furnace operation.

This report summarizes the work accomplished under Bureau of Mines contract H0188068. The contract required design and construction of a high voltage (7.5 KV) explosion proof cable connector for use on underground coal mine drag cables. A connector was constructed with elastomeric phase insulators that provide insulation shielding throughout the connector length. Connector housing was made of flame resist-ant cast poly urethane with no exposed metal components. Electrical and mechanical testing of the completed coupler resulted in satisfactorily meeting most of the design testing requirements.

"This paper indicates the extent to which Canadian coal mine operators have taken advantage of developments in the science and technology of coal that would allow them to better satisfy changing market demands through improving the properties of their products. At some mines, no attempt is made to alter the coal from its as-mined condition, but at most mines grading into various size ranges and hand-cleaning of lump sizes is undertaken.Over-all, Canada Jags behind most of the other major world coal producers in the proportion of its coals being processed in wash plants. To some extent, this is due to the fact that a high proportion of the coal production satisfies market demands without such treatment. On the other hand, a few of the coal mines in Canada, which produce about 25 per cent of the nation's total coal output, have in operation some of the most modern coal beneficiating equipment available, including jigs, flotation cells, water cyclones, centrifuges, disc filters and thermal dryers."

Sedimentary and igneous rocks are the two primary sources of phosphate that are mined and beneficiated to fertilizer. During the beneficiation process, phosphate is lost into the tailings. We investigated phosphate concentrations in tailings dumps at Minjingu mine, Tanzania using energy-dispersive X-ray fluorescence spectrometry to quantify the chemical compositions. The phosphate content in the tailings varied from 12.91% phosphorus pentoxide (P2O5) in Tailings 2 to 19.61% in Tailings Dump 1. The naturally occurring phosphate concentration in rocks ranges from 3% to 35%, and phosphate tailings from various locations with P2O5 concentrations as low as 6.46-12.65% have been beneficiated to commercial fertilizer. Our investigation revealed that phosphate concentrations in Minjingu tailings may be sufficient to be recovered for commercial applications. Suitable recovery methods are discussed, and we recommend that beneficiation should be performed to minimize the loss of phosphate into tailings. Further research is needed to identify the optimal beneficiation methodology.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.
