Central Water Integration Project (CWIP) Segment 5-1 is the most critical segment of a regional water supply project that transfers groundwater from Burleson County to northern San Antonio, replacing over 20% of that City’s water supply with a new source. CWIP Segment 5-1 included three tunnel reaches totaling 10,350-ft and 5 shafts that were constructed inside the City in an area known to contain large karst features. This paper describes site work used to investigate the alignment for karst features, manage potential environmental impacts, develop the contract package required for mitigation and the means and methods used to mitigate the large karst features that were encountered.

This final report reviews installation, maintenance and inspection of mine pager telephone installations. A Technical Handbook was developed and distributed. Certain commercial telephone test equipment was modified and a tone source and switching circuit were developed for use in the testing of mine pager phone systems. Descriptions are included of the modifications to a commercial test set and of a tone source/ switching unit.

Power is furnished to the Climax Molybdenum Co. by the Public Service Co. of Colorado over two 100,000-volt lines to a bank of three 3333-kva. transformers 100/13.8 kv. These transformers are so designed that with the addition of forced cooling their capacity may be increased 33? per cent at 12,000-ft. altitude. Under present conditions, these transformers are operated at 140 Per cent of their rating with forced air cooling. On the secondary side of this bank there is a 15-kv., 1200-amp. Westinghouse oil circuit breaker provided with automatic reclosing relays allowing three successive short circuits before lockout. From this breaker 13.8-kv. power is transmitted to a central switching station (Fig. I) where all circuits radiate to the different operations of the property. Each circuit is protected by a 23-kv., 600-amp. oil circuit breaker with by-pass and isolating disconnecting switches. Mine Power at 13.8 kv. enters the mine through a ventilation raise over a three-conductor, size 1-0 varnished cambric insulated, leaded, steel-wire armored cable, insulated from 17 kv. This power is received and distributed through one switching station and four underground substations, shown in Fig. 2. No. 370 substation (Fig. 3) contains three a 13,800/440-volt, single- phase Pyranol transformers protected on the high-voltage side by a 600-amp. manually operated oil circuit breaker. This station serves 20 slusher-hoist motors, a 45-kw., three-phase, 220-volt electric furnace, a Massco hot miller for tempering and milling Timken detachable bits and a hoist with 175-hp motor on the No, 3 development shaft. Also at this shaft are three pumps. One two-stage pump, 1200 gal, per min., 500-ft. head, 3600 r.p.m., driven by a 150-hp. motor, is at the bottom of the shaft, Two deep-well pumps, 500 gal. per min., 500-ft. head, are at the collar of the shaft. under normal operation the one pumping 1200 gal. per min, is controlled by a float switch to take care of the water. If this pump fails, or if its capacity is insufficient, the first 500-gal. pump is automatically started1 and if still more capacity is needed the second 500-gal. pump automatically starts. Time delay relays are provided on the deep-well pumps, so that if power fails the column will have time to drain before the Pumps restart. On failure of any Of these, an alarm is sounded in the train dispatcher's office, so that mechanics can be sent to ascertain the cause of failure and make repairs. The cable from No. 37' substation is run to the switching station, in which are four 15-kv., 600-amp. direct-current sole-noid-operated oil circuit breakers. INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

Large-scale separation or flotation cells, used in the primary extraction in the oil sands industry, are integral parts of the overall process of bitumen extraction. Good regulation of the interface level between the bitumen froth and the middlings in these cells can result in a significant improvement in bitumen recovery and throughput, and heavily influence process economics. Automatic control of such industrial processes presents challenges such as multi-phase flow dynamics, variable process gain and time delays, poor quality of measurements and significant disturbances. This paper details a case study application of development of multiple models of the dynamics of the interface level and the design of model predictive controllers (MPC) for a separation cell process. A Model predictive controller (MPC) using linear models is designed and implemented in real time on an industrial separation cell. The industrial implementation results show that the MPC scheme provides significant benefits over the current operations which use a PID controller. The benefits include significant reduction in the variance of the interface level resulting in higher bitumen recovery and smoother downstream operation plus energy savings due to reduced underflow pump speed.

THE past year has witnessed no radical changes in methods for the reduction and refining of copper. The Carson litigation was finally brought to a close ant1 the copper smelter is again free to introduce charge into his reverberatory furnaces in whatever manner suits him best. This litigation naturally led to much experimentation with various methods of charging and with various types of bath. In some cases the charge was introduced more or less centrally on a relatively dry hearth and in other cases into a bath of greater or less depth. The results of these furnaces were meticulously compared with the results obtained in side-charger furnaces, and it was apparent that it made little, if any difference how a given furnace \\.as charged so long as care was taken that there was always something in the furnace for the flames to work on. So long as this requirement was complied with, consumption of fuel per ton of charge smelted and tonnage smelted per furnace day remained substantially the same regardless of the method of charging or the depth of bath employed. In some instances the center-charged deep-bath furnaces gave slightly better results than the side-charged particularly with respect to copper losses. The slags of the deep-bath furnaces are generally a little cleaner

THE Flin Flon concentrating and metallurgical plants (Figure 1) of the Hudson Bay Mining and Smelting Co., Limited, lie adjacent to the town of Flin Flon, on the Manitoba-Saskatchewan border, 400 miles northwest of Winnipeg. Since the start of milling operations in 1930, over 50 million tons of ore from the Flin Flon mine have been treated in the concentrator. During the past few years, newly discovered orebodies have been brought into production and their ores processed at the company's main metallurgical plants. All these properties are within a 75-mile radius of Flin Flon and have aided substantially in augmenting plant metal production as well as retarding depletion of ore reserves in the Flin Flon mine. •Current satellite producers are the Schist Lake, Coronation, and Chisel Lake mines. The Schist Lake mine, located 3 ½ miles southeast of the main plant, is a copper-zinc producer. It was brought into production in 1954. The

In spite of many advantages explosives have, their usage may cause environmental problem such as seismic vibration. One of the solutions to this particular problem may be application of an artificial screen as a barrier to the seismic wave path. This paper presents the results of experimental research on the artificial screen concept, its characteristics and role in attenuation of seismic effects generated by blasting. More than 1,500 laboratory measurements were conducted with different combinations of screen sizes, positions of the screen to blasting source, and intensities of blasting impulses. The results of the study show a significant reduction of generated vibrations by employment of artificial screens.

Technological advances in mine equipment and milling processes have enabled mining companies to exploit ever lower grades of ore. The result has been larger disturbances, greater volumes of waste, a complex web of infrastructure, and an overall trend toward mega projects that can extend over several square kilometers. This explosive growth in a mining operation’s disturbance footprint provokes an obvious question: What is it going to cost to reclaim all of this? At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted, thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible; conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions; however, companies that do not adequately plan for these future expenditures when there is no offsetting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

This paper describing the mining practices at the Chino mines at Santa Rita, Grant County, N. Mex., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Nevada Consolidated Copper Co., Chino mine's, operates an open-cut copper mine at Santa Rita, Central mining district, Grant County, N. Mex. This mine is located about 16 miles east and slightly north of Silver City, the county seat. The ore is-transported in standard railroad cars by the Atchison, Topeka & Santa Fe Railway Co., approximately 10 miles to Hurley where it is milled. The concentrated are shipped approximately l'70 miles over the same railroad to the smelter of the American Smelting and Refining Co., at El Paso, Tex. (fig. 1)

Rock mass response in blasting is an important element to determine the performance of a blast along with its other outcomes. The near-field monitoring for rock mass response analysis is vital for determining the behaviour of a blast; however, due to costly and cumbersome methods involved in such measurements the subject has received scant attention so far and the publications on this account are perfunctory in nature. This paper presents a non-destructive method to monitor the blast-induced pressure in the rock mass at a distance from a blasthole. The methodology of monitoring and a few examples of actual field monitoring are detailed in this paper. The responses of the rock in the near-field of a blasthole under dynamic loading have been documented to predict fragmentation and throw. The proposed method has also been used in limited cases earlier by the author to predict flyrock using a semi-empirical method and trajectory equation. The pros and cons of the method are discussed while throwing light on the actual response and the prediction of fragmentation and throw of blasted rock.CITATION:Raina, A K and Murthy, V M S R, 2015. "The use of Artificial Ground Freezing (AGF) for temporary soil strengthening and seepage control is an effective alternative to grouting when dealing with soils whose degree of finesses would imply the use of highly expensive chemical grouts. However, compared to grouting, the application of this improvement technique usually needs a more accurate preliminary soil investigation campaign and a design assisted by specific calculation software. Besides a general description of the main features of this technique, the paper will describe a recent application of AGF carried out in Rome to underpass an existing metro station.INTRODUCTIONNatural ground freezing occurs seasonally or permanently (permafrost) in some areas of the globe close to the poles and can negatively affect the engineering performance of underground structures. On the other hand, Artificial Ground Freezing (AGF) is man-made controllable freezing process that can be used in foundation engineering to temporarily strengthen the ground and create a barrier to the passage of groundwater. During the process, the heat is extracted from the soil in a cylindrical shape around a number of freezing pipes installed into the ground. This action produces columns of frozen soil, which expand gradually till they merge and create continuous frozen wall. The thickness of this barrier can be regulated according to the specific project requirements. Nowadays, AGF technique is applied to a wide range of foundation engineering problems where soil stability and groundwater flows are an issue (Pimentel et al. 2011, Haß and Schäfers, 2013). Typical applications include the temporary stabilization and waterproof of the ground around the excavation profile of mined tunnels until the construction of the final lining (Figure 1).The case history described in this paper deals with a recent application of AGF carried out during the construction of metro Line “C” in Rome. Specifically, this technique has been applied to allow the construction of two single-track mined tunnels running underneath an existing metro station belonging to Line “A”. In that case, the AGF has been evaluated by the Designers as the only possible solution for improving the mechanical and hydraulic characteristics"

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

The necessity to evaluate undocumented foundation lengths is essential in assessing the useable life, need for scour protection, retrofitting, or full reuse of existing bridge foundations. For this purpose, Parallel Seismic Testing (PST) has the best accuracy and is applicable to the widest range of foundation configurations used in bridge construction of any test method. Although not limited to bridges, PST case studies are presented involving two bridges. To preface the case study discussions, an overview of the PST method is given along with its results and analysis thereof. In one of the cases, we were afforded the rare opportunity to see the existing piles being extracted long after the PST testing program was completed. The resulting Class A prediction reaffirms the accuracy of the method. Versatility of the PST method is also exemplified in the two cases presented, where unique situations from complex foundation systems were overcome by analysis to provide successful results.

Over the course of Dr. Robertson’s career, the ferrous and non-ferrous plants have seen enormous changes in technology and increases in plant capacity, essentially amounting to a “technological revolution”. In iron and steel, the “mega” blast furnace of some 6,000 m3 working volume is now standard (~10,000 tonnes (mt) of pig iron/day). Similar huge changes in process technology and plant size have occurred in the non-ferrous industry. As an example, the fuelfired reverberatory furnace, once the mainstay of the copper industry, has disappeared - replaced by large capacity flash and bath smelting technologies. The energy consumption per unit mass of metal produced has also been reduced considerably. Our understanding of the thermodynamics and mechanisms of metallurgical reactions, a field to which Dr. Robertson has significantly contributed, has made great strides. This paper reviews these changes with particular reference to the copper smelting industry, providing also comments on expected future trends.

"The agglomerating index of coal is an index based upon the nature of the coke residue left when the standard volatile-matter determination of the well-known proximate analysis is made. In this determination a small amount of coal is heated in a container to about 950° C. (1,742° F.), at which temperature the volatile matter is driven off, leaving a coke formation. The coke residues for various coals are quite different in physical structure: and, for some time past, work has been done on studies of the nature of these residues in connection with the coking of coal. In 1934 Gilmore, Connell, and Nicolls proposed use of the agglomerating index for indicating the dividing line between noncaking coals and those having weakly caking properties. 4/ Its use was adopted in the standard classification of coals by rank as a requisite physical property index to differentiate semianthracite from low-volatile bituminous coal and also high-volatile ""C"" bituminous from subbituminous ""A"" coal, as shown in table 1, the standard coal classification adopted by the American Society for Testing Materials and the American Standards Association. 5./In studying the agglomerating properties of coals based on the coke residue the Bureau of Mines has adopted the notation given in table 2. Coals that in the volatile-matter determination give a coke residue either in the form of an agglomerate button that will support a 500-gram weight without pulverizing or a button that shows swelling or cell structure are considered to be agglomerating."

The fire safety design for road tunnels includes the following aspects: active systems, passive provisions and operational procedures. The active systems include the smoke control system, fire suppression system, detection system and fire fighter’s assistance systems. Passive provisions include escape passages, fire separation and fire resistance systems. The operational procedures refer to fire fighter access, reporting and alerts, evacuation processes and crowd control.Currently, these systems are typically designed by different designers or teams. These systems are intended to work together in a coordinated manner to provide the desired safety outcome. However, in practice, this is not always happening. The fire engineering process is supposed to bring together all these aspects and arrive at an integrated safety system. The fi re engineering process in practice is not integrating the design with the practice or reality and is thus arriving at less than desirably efficient safety systems.The example of design inputs shows how disconnected each system design basis is. The smoke control system design is based on the design fire size. The performance of the smoke control system is to achieve a smoke free environment for a defined space for a particular fire size – the design fire. The fire suppression system – most commonly sprinklers or deluge systems, is designed according to codes and to achieve a certain water discharge rate. The fire detection system is designed to detect temperature rise/rate of rise and perhaps density of smoke. Fire separation is determined to provide a certain period of service – mostly for structural elements. Escape route size and location is determined mostly by code compliance. Evacuation procedures are determined by Authority operational requirements rather than human behaviour.To arrive at an integrated fire safety system, the design basis and performances must be coordinated. An approach using fire scenarios would ensure all systems are designed to a common performance requirement. This paper will discuss how the current design approach outcomes compared with a fire scenario approach. More effective and efficient fire safety systems would require the stake holders to understand the implication of this approach and to embrace this through the fire engineering process.

The volume of data produced by operating mines has increased substantially over the last 10 years. However, the volume of data and analytical capability has been negatively correlated to equipment productivity for at least the last seven years. In simple terms, as the volume of data has increased equipment performance has declined. Table (2010) tells us that ?The calamity of the information age is that the toxicity of data increases much faster than its benefits?. More data does not guarantee improving productivity; but more data is also not the cause of declining productivity. Similarly, when equipment performance does start to improve, (it must ? there really is no option if mines want to remain competitive), it will not be the data nor analytics which causes it; it will be the people using the resources at their disposal; including the data. Data and analytics can help if the toxicity of the data can be managed. The simplest form of business improvement using data is benchmarking. The objective of benchmarking is to understand and evaluate the current position of a process in relation to ?best practice? and to identify areas and means of performance improvement. The application of benchmarking involves four key steps: (1) Analyze and understand in detail existing processes; (2) Analyze and understand the processes of others; (3) Compare your own performance with that of the others analyzed; and (4) Design and implement the changes necessary to close the performance gap(s). There are however, many in the mining industries who have shunned equipment benchmarking because they believe that, ?every mine is a pilot?. In other words, the differences between mine operations make comparisons between them of little value. This paper will present a valid approach to benchmarking equipment performance and reliability, accounting for the differences and similarities between operations, producing a result which can be used to add value to mines around the world.

"Mining towns have always been an important part of Canadian geography. Many Canadians grew up in them. The frontiers of northern Canada would be a lot closer to the United States border but for the pioneering of new mines, new towns, and new transportation routes. Names such as Labrador City, Chibougamau, Val d’Or, Rouyn-Noranda, Kirkland Lake, Timmins, Sudbury, Red Lake, Thompson, Flin Flon, Yellowknife, Whitehorse,Trail and Kimberley are some of the better known larger communities that have grown to become major commercial and government centres, but which started as the base for a mining development.Many other smaller towns never grew beyond being small communities, dependent upon the local mine and many of these are still alive, but perhaps not quite what they used to be. In this list would be Buchans, Schefferville, Chapais, Cadillac, Virginia town, Lynn Lake, Uranium City, Pine Point, and Keno Hill.Nevertheless, all these towns and dozens more like them were residential communities where people lived and raised families and were quite accustomed to being days from the major centres of Montreal, Toronto, Edmonton and Vancouver, and not just hours away as wet end to measure travelling time today."

"For a drainage channel built in San Juan, Puerto Rico, a value engineering (VE) proposal incorporating a secant pile top-down approach saved time and facilitated construction work on the larger flood control project. The channel, at the Bechara Industrial Area, Puerto Nuevo Port Facility and the Puerto Rico Maritime Shipping Authority Dock, was needed to allow drainage of the Rio Puerto Nuevo into San Juan Bay. The port area, one of the busiest in the Caribbean, has over 6,000 ft (1,800 m) of berthing wharves for ocean-going container ships along with over 500,000 sq ft (46,000 m²) of container loading and unloading areas, and is critical to the local economy.Planners wanted to minimize the impact of construction to the port and dock users, and developed a construction methodology and work sequencing that would prevent a complete barrier to port traffic. This plan involved non-contiguous and limited work area that “leapfrogged” along the alignment so as to prevent long barriers to lateral traffic movement across the culvert alignment.After reviewing the project plans and schedule, Morris-Shea Bridge Company (MSB) proposed an alternate design and construction approach that provided significant cost and schedule benefits, and also provided better access for the port and dock users. The alternate VE proposal involved top-down construction methodology and redesigned drainage culvert geometry with two parallel 2,000 linear ft (lf) (600 m) secant walls installed on each side of the culvert. These walls facilitated excavation and formed part of the culvert permanent walls. The result was a significantly reduced required construction right of way that allowed construction work in contiguous areas largely without impact on ongoing port activity. MSB conceived the design concept, and engineered design and construction of the VE alternate secant pile culvert.The project initially consisted of an open channel in the industrial area picking up water from the existing Rio Puerto Nuevo, transitioning to an enclosed culvert through the port and dock areas, and outfall through the existing dock.
