The Bureau of Mines has sponsored a comprehensive research program to enhance the safe, effective, and efficient use of blasting technology by the mining industry. Recent research results of the surface mine blasting program were presented at a seminar on April 25, 1987, in Chicago, IL. Many of the topics discussed at the seminar are presented in this proceedings. The new research described in these papers includes computer monitoring of rock motion, the influence of blast delay times on rock fragmentation, blasting effects on Appalachian water wells, blast vibration measurement near structures, and the reduction of accidents through improved blasting safety.

This circular is concerned with eight nonferrous scrap metals as they generated, collected, prepared, and consumed in California. Brief reference also is included with respect to Nevada and Hawaii. Four of these scrap metals - copper, lead, aluminum, and zinc - are of major importance and make up about 95 percent of the total value, whereas the remaining four - antimony, magnesium, nickel, and tin - make up the remaining 5 percent. For convenience, the subject matter is divided into three parts, (1) Data with respect to the collection, preparation, and marketing practices that are common activities to all the nonferrous scrap metals; (2) separate discussions and statistical data with respect to each of the eight nonferrous scrap metals in California; and (3) data with respect to Nevada and Hawaii.

The National Institute for Occupational Safety and Health (NIOSH) cooperated with 3M Company in the design and testing of a new environmentally controlled primary crusher operator booth at the company’s Wausau granite quarry near Wausau, WI. This quarry had an older crusher booth without a central heating, ventilation and air conditioning (HVAC) system, and without an air filtration and pressurization system. A new replacement operator booth was designed and installed by 3M based on design considerations from past NIOSH research on enclosed cab filtration systems. NIOSH conducted pre-testing of the old booth and post-testing of the new booth to assess the new filtration and pressurization system’s effectiveness in controlling airborne dusts and particulates. The booth’s dust and particulate control effectiveness is described by its protection factor, expressed as a ratio of the outside to inside concentrations measured during testing. Results indicate that the old booth provided negligible airborne respirable dust protection and low particulate protection from the outside environment. The newly installed booth provided average respirable dust protection factors from 2 to 25 over five shifts of dust sampling with occasional worker ingress and egress from the booth, allowing some unfiltered contaminants to enter the enclosure. Shorter-term particle count testing outside and inside the booth under near-steady-state conditions, with no workers entering or exiting the booth, resulted in protection factors from 35 to 127 on 0.3- to 1.0-µm respirable size particulates under various HVAC airflow operating conditions.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

This bulletin deals with a topic that is exceedingly wide, and will doubtl~ be under consideration and discussion so long as there are enough known deposits of oil and gas remaining in the earth to make their revelopment profitable. The Bureau of Mines has repeatedly called attention to the importance of protecting oil or gas sands from the encroachment of water, and the purpose of this paper is to summarize existing knowledge of methods and devices. Water may gain access to an oil-bearing formation from several sources-from water sands above or below those. containing the oil, or by encroaching through the oil sands as the oil is withdrawn. In short, it may enter a well from the "top, bottom, or side." Such ingress of water is a most serious detriment to the recovery of oil from the ground. As the art of drilling and developing oil properties has progressed, increasing thought, labor, and money have been expended on various methods, devices, and equipment for arresting the migration of water from its normal subsurface position into the porous strata containing valuable oil or gas accumulations. At an early stage in the oil-field development of California, it became evident that considerable modification of accepted drilling practices was necessary in order to meet the conditions imposed by the poorly consolidated shale, clay, sand, and bowlder beds penetrated, as well as the hard layers of sandstone and calcareous shale, which vary greatly in thickness, hardness, and frequency. These hard streaks are commonly called " shell," and are so reported in the well logs. As deeper and deeper territory was prospected, drillers from the older fields of the Ea,st, as well as from Texas and Louisiana fields, took part in the operations. Xhe practice evolved was thus based on the wide experience of a most cosmopolitan group of men who, considered as a group, were not hampered by being limited to the knowledge of the practice at any one locality.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

This paper outlines the results of a relationship developed during the design and construction of the foundations for the Gallery Towers project in Melbourne. Both the builder and the piling contractor were determined to arrive at a satisfactory foundation solution to the problems encountered at the site. The scope of piling work was to provide load-bearing piles under the building columns, some of which were located within a retention system that also required a piling solution. Geological conditions were variable and challenging. The site area was small and located adjacent to the National Arts Centre in the developed Southbank area, a high density office area. This presented logistical problems in limiting construction traffic on site and also demanding minimal noise and vibration emanating from piling activities. The piling contractor, Vibro-Pile, and the builder, Walter Construction Group, faced the challenges presented with a refreshing cooperative attitude that was beneficial to both companies. Commercial issues rising from design and construction problems were first put apart in order to allow the respective technical department of each company to work with minimum constraints to achieve the most cost effective solution. In the process usual adversarial attitudes resulting in loss of time and money was avoided. A number of issues were addressed successfully at minimum cost and time during this contract. Despite the difficulties encountered, the job was completed on time and with negligible claims for extras, resulting in the development of a strong mutual respect between both companies.

Significant strides have been made in optimizing the design of filtration and pressurization systems used on the enclosed cabs of mobile mining equipment to reduce respirable dust and provide the best air quality to the equipment operators. Considering all of the advances made in this area, one aspect that still needed to be evaluated was a comparison of the efficiencies of the different filters used in these systems. As high-efficiency particulate arrestance (HEPA) filters provide the highest filtering efficiency, the general assumption would be that they would also provide the greatest level of protection to workers. Researchers for the U.S. National Institute for Occupational Safety and Health (NIOSH) speculated, based upon a previous laboratory study, that filters with minimum efficiency reporting value, or MERV rating, of 16 may be a more appropriate choice than HEPA filters in most cases for the mining industry. A study was therefore performed comparing HEPA and MERV 16 filters on two kinds of underground limestone mining equipment, a roof bolter and a face drill, to evaluate this theory. Testing showed that, at the 95-percent confidence level, there was no statistical difference between the efficiencies of the two types of filters on the two kinds of mining equipment. As the MERV 16 filters were less restrictive, provided greater airflow and cab pressurization, cost less and required less-frequent replacement than the HEPA filters, the MERV 16 filters were concluded to be the optimal choice for both the roof bolter and the face drill in this comparative analysis case study. Another key finding of this study is the substantial improvement in the effectiveness of filtration and pressurization systems when using a final filter design.

The paper’s intent is to evaluate pumpable foamed cementitious mine seal material by determining the shear strength of a generic foamed cement in the laboratory. The tests were conducted on three scales: small-size specimens, consisting of cylinders 4 in. in diameter or 3-in. prisms; double shear medium- size specimens, measuring 13 in. by 10 in.; and large-size specimens, measuring 6 ft by 4 ft by 4 ft. The small-specimen shear tests resulted in average peak and residual shear strengths of 128 psi and 56 psi, respectively. These values are fairly consistent with published shear strengths of foamed cementitious material. However, the other two types of shear tests did not achieve the shear strength of a typical pumpable foamed cementitous mine seal material. Based on the test results, the paper concluded that the structural analysis of cement foam seals should be based on their residual shear strengths, approximately 20 psi, determined from small laboratory-scale tests of the cement foam/concrete or rock interface, and not be based on their peak strengths.

California’s San Diego County Water Authority provides a safe and reliable water supply to more than 3.3 million residents through twenty-four member agencies. The 2nd Aqueduct pipelines, a critical infrastructure consisting of three large-diameter pipelines, are susceptible to natural threats including streambed erosion, channel migration, and seismic hazards within the 3,840-foot-long Moosa Canyon segment of the alignment. A state-of-good repair, hazard mitigation, and resiliency project is progressing to ensure uninterrupted water supply. For each pipeline, a segment will be replaced by tunneling. A high-level project development approach is presented, focusing on alternative selection, environmental and geotechnical considerations, and operations and maintenance constraints.

"It is the duty of the mine operator to ensure the mine environment is healthy and safe for the mine workers. For deep and hot underground mines, this requires maintaining adequate working temperatures by means of mitigating the heat load generated by strata, auto-compression, mining equipment, explosives, ground water and human metabolism. The heat load is best reduced by minimizing the amount of heat transferred to the mine air from these sources and through the use of efficient ventilation with effective cooling systems. The heat emitted by mining equipment and vehicles contributes a significant proportion to the combined heat load of an underground mine. This is especially a problem for diesel equipment due to the fact that besides heat, a large amount of water vapor is produced, which increases the humidity in the production workings. Diesel engines have proven advantageous in recent history due to their high power output and reliability. However, as mines continue to become more mechanized and deeper the climatic problems introduced by elevated heat generation will continue to rise. With that, the issue of heat generated by diesel equipment must be addressed.The economic alternative for diesel engine equipment fleets in underground mines is the electric engine. Technological advances in battery technology, increased mechanical output and improved reliability have made the electric engine significantly more competitive in comparison to diesel engines. Because electric engines do not utilize internal combustion, the heat produced by them is significantly less than the diesel engines. Battery-powered mining equipment likewise eliminate diesel particulate matter (DPM) produced by diesel engines. Utilizing battery electric equipment in underground mines provides many advantages, such as: (a) reduced heat load, (b) healthier and safer environment for the mine workers and (c) reduced mine operating costs due to lower ventilation requirements"

"Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTIONThe process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic.A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities."

In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. OD March 20, 1989, a meeting was held at the U.S. Bureau of Mines Pittsburgh Research Center at the request of Senator Pete V. Domenici of New Mexico. The purpose of the meeting was to engender a technical relationship between the National Laboratories and the minerals industry. During the meeting, the Director of the Bureau of Mines, T S Ary, suggested that since the Bureau is the focal point for mining research in the United States, it would be appropriate for the agency to act as the liaison between the National Laboratories and the minerals industry. As the first step in this process, the author was selected to perform a 6-month investigation to better define the proper role of the Bureau in this area. As part of the investigation, the mining and mineral-related technology available at 21 major U.S. Department of Energy (DOE) Research Laboratories was reviewed. It was assumed that the broad range of scientific and technical areas covered DOE research would provide fertile ground for mining-related technologies. It was hoped that the applicability of DOE research to this liaison effort would be indicative of Federal laboratories in general.

A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/technical workplaces are described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training is explored. Research and development activities that may improve mine health and safety training are suggested. Most of these research and development activities were completed later in the project. This additional work is reported in the project technical report #2 and the final report. The research reported in the present document was completed in 1984 -85. Many of the initial findings reported in this document are updated in the later project final report.

5 miles of soft ground tunnel excavation for the SAWS W‑6 project finished months early despite difficult conditions. Success was achieved using TBMs and other equipment built long before most of the crew was even born. The old school means and methods easily adapted to the conditions encountered and were key to the project’s success. Unfortunately, an industry trend is to specify more “advanced” equipment which can sacrifice adaptability or productivity for a perceived reduction in risk. This case history discusses when traditional methods may be the best option.
