In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell's staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. This paper presents a brief picture of the quality of coal produced in Eastern Canada for use in thermal generating stations. It describes, in particular, the characteristics of coals burned in six power plants -two in New Brunswick and four in Nova Scotia. Each station is dis-cussed in turn, and comments are made on the coals used therein with regards to origin and physical and chemical properties affecting station operation. A table of coal data shows, at a glance, the wide variation in the quality of coals received by these stations from producers in New Brunswick and Nova Scotia. "The promotion of improved coal quality for thermal generation can benefit our national economy." T HIS is the opening statement in a paper which was presented by Mr. D. A. Pirttinen at the Coal Division's Toronto meeting in April, 1960. The thorough analysis of results obtained from different testing campaigns performed on an alumina dry-scrubber pilot installation treating aluminum potline offgases, suggests a clear relationship between the emissions of gaseous fluoride and the fluoride saturation level of the alumina. The integration of this relationship into the development of a new generation of alumina dry scrubber represents an intriguing challenge regarding the design of more efficient air pollution control equipment. An innovative scheme challenging conventional industry practices was proposed. From theoretical simulations, the reduction in fluoride emissions can potentially be reduced by as much as 50% in the summer season. To validate this innovative approach, Solios in partnership with Alcoa Primary Metals, modified one of the Aluminerie de Deschambault's systems by adding new temporary equipment on the operating units and subjecting it to several test campaigns. This article presents the first results obtained in testing this new and innovative approach on alumina dry scrubbers used to capture fluoride emissions coming from aluminum electrolysis potlines.

Despite the widespread use of DEM to simulate particle processes, comparatively little work has been done to evaluate its accuracy. One of the reasons is a lack of available measurement techniques that can capture dynamic information at the momentum transfer timescale which is lower than 10-6 s - typical of the kinetics occurring within the drum. This work makes use of Positron Emission Particle Tracking (PEPT), an in-situ method capable of measuring 3D kinematic data at 1000 frames per second. PEPT measurements are performed using 3 mm and 5 mm mono-size glass beads in a 300 mm diameter rotating drum at critical speeds that are relevant to industry. We undertake systematic ‘tuning’ of DEM with a view to optimising the agreement between experiment and simulation. To ensure an equitable comparison scale, both the DEM and PEPT data are coarse grained within representative volume elements. To enable ammonium nitrate-fuel oil (AN-FO) to be used on an equal weight basis with nitroglycerine explosives, smaller diameter bore holes became necessary with consequent modifications to drill steel and burden on holes. Detonation of AN-FO in small diameter holes proved successful both with and without primer charges but some alterations were required to adapt anoloders to the smaller holes.Important factors in training all operators in the new charging method were the retention of improved fragmentation, avoidance of excessive overbreak and keeping wall rock dilution to an absolute minimum. The successful storage of ammonium nitrate in climatic conditions with daily temperature fluctuations above and below the critical 90°F has been achieved.INTRODUCTIONTechnical aspects of ammonium nitrate-fuel oil (AN-Fa) blasting agent are well covered in recent literature. This paper deals primarily with the manner of its introduction as the principal explosive underground at Great Boulder Gold Mines Ltd. and with the many problems encountered in the process. "INTRODUCTION The iron—ore ranges in the Lake Superior district are the Marquette in Michigan, Menominee and Gogebic in Michigan and Wisconsin, and the Cuyuna, Mesabi, and Vermilion in Minnesota. These ranges produce about 85 percent of the iron ore mined in the United States. Accident experience in connection with this production is better than that of the regions producing the remaining 15 percent. Production and shipments vary slightly from year to year but closely approximate each other over a period of years.This information circular supplements, continues, and combines the data in Information Circular 7321,2/ including figures of 1944 and 1945.During the 6—year period 1940 to 1945, inclusive, 481,485,475 long tons of iron ore was shipped from the Lake Superior district. 4/ Michigan and Wisconsin shipped 93,787,648 tons, or 19,5 percent of the total, and employed annually an average of approximately 14,300 men; Minnesota shipped 387,697,827 tons, or 80,5 percent, and employed annually an average of approximately 9,300 men. Valuation of mining companies and their underlying assets prepared by brokers' analysts are, by necessity, approximations. The reliability of the valuations is entirely proportional to the quality of available data, the reliability of forecasts and the nature of underlying commodity price assumptions. The latter is perhaps the greatest single cause of gross variations in company and asset earnings estimates and- valuations. Assumptions are often necessary regarding commodity price achievement based on commodity hedge positions. Public disclosure from listed companies provides a sound base from which to project earnings, cashflows and balance sheets. The uncommon disclosure of projected production and cost schedules often reduces the reliability of future estimates. The application of reserve and resource estimates is contentious with practitioners applying differing weightings to importance of resources in estimating mine lives (and therefore cashflow streams). Valuation methods applied in equity markets usually focus on relative value and the identification of pricing anomalies. The commonest ""rules of thumb"" applied in the valuation of mining companies (and therefore their underlying assets) is with the use of year specific price/earnings (P/E) and price/cashflow (P/CF) ratios, with low multiples suggesting undervalued assets, high multiples overvalued situations (but these rules can often be clouded by market expectations of underlying commodity price movements). Another simply applied valuation tool is to examine the examine the value placed on reserves and resources by the market. Inexpensive gold in the ground (expressed as $ of market capitalisation per ounce of reserves or resources) might indicate a buying opportunity, but the market does discount the value of gold in the ground prior to mine development and where development risk is perceived.

The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

In this article, a 444-type heat-resistant ferritic stainless steel containing 0.05wt% Ce and 2wt% (Mo+W) was used as an experimental material and a study was carried out on the effect of rolling processes on the microstructures and texture evolution as well as on the mechanical properties and formability. The rolling processes contain hot rolling at different hot rolling finish temperatures, annealing after hot rolling, cold rolling and subsequent annealing. As for the hot rolling process, two hot rolling finish temperatures, 860 C and 770 C, were adopted, and their influence on the microstructures and mechanical properties was comparatively studied. The results showed that the microstructures after hot rolling and subsequent annealing could be refined by lowering the hot rolling finish temperature. The resultant microstructures after cold rolling and annealing were hereditarily refined. Lowering the hot rolling finish temperature can weaken the -fiber texture in hot rolled or cold rolled ferritic stainless steel strip. However, the -fiber texture was homogeneously strengthened by annealing the cold rolled ferritic stainless steel strip. Enhanced mechanical property and formability in terms of strength and average plastic strain ratio could be obtained by lowering the hot rolling finish temperature of ferritic stainless steel.

"As part of the Metropolitan Transportation Authority’s $10.5bn East Side Access Project in New York, 3,200 m of tunnel had to be constructed in rock, mix face and soft ground conditions beneath one of the largest passenger railroad junctions in North America, handling over 780 trains per day. The use of risk based decision making tools was essential in developing the bespoke contract framework that was adopted as well as making informed decisions once excavation commenced. This paper will outline the risk management process adopted, discuss the risks and mitigation strategies adopted and comment on the impacts of this approach on the as built Project cost and schedule. In particular, the paper will outline the unique approach used to establish the baseline against which the Contractors performance would be measured as the selection of a Slurry TBM to excavate the tunnels was considered to compromise the effective use of a Geotechnical Baseline Report. BACKGROUND AND CHALLENGES Contract CQ031, Queens bored Tunnels and Structures was awarded in September 2009 to a joint venture of Granite Northeast/Traylor Brothers/Frontier Kemper (GTF JV) for $717.6m following a negotiated procurement process. A robust approach was taken with regard to the management and payment for risks associated with the construction of these tunnels. Risk assessments were carried out during the design phase and a risk register was developed prior to procurement. During the procurement phase close attention was paid to ensuring that the allocation and pricing of known risks, together with mechanisms for managing future risks were clearly defined between the MTA and GTF JV.In comparison to the excavation work in Manhattan, which was performed in competent hard Manhattan schist, the tunnels in Queens were excavated predominantly through soft ground with a high water table and complex environmental conditions. Not only did this require the use of pressurized face TBM technology, a first in New York, but also a re-evaluation of the contractual mechanisms used to manage the hard rock excavation contracts for their appropriateness to the soft ground tunnel work."

In Sarcheshmeh Copper Complex, a molybdenite floatation concentrate was produced by selective removal of copper impurities with 7 stages of cleaner floatation banks, that contains around 1% copper and 54.5% molybdenum. Mineralogical studies, physical and chemical characterizations showed that the sample contained 91% molybdenite (MoS2), 2.6% chalcopyrite (CuFeS2), 0.2%Covellite (CuS), 1.6% pyrite (FeS2) and 4.6% other nonmetallic impurities. In the present study, the removal of the copper sulfide was investigated by ferric chloride leaching for achieving a molybdenite concentrate with copper content less than 0.3%. Therefore, the application of response surface methodology (RSM) for modeling and optimization of the influence of three control parameters including ferric chloride (FeCl3) dosage, reaction temperature and reaction time, each varying in five levels, were considered, and the mathematical model for prediction of %Cu removal from molybdenite concentrate was derived. This study showed that RSM could effectively be applied for the modeling of ferric chloride leaching, and finding an economical optimum condition to achieve maximum de-coppering efficiency while consuming minimum leaching reagents. The optimum dissolution conditions to maximize Cu extraction were 200 kg/t for ferric chloride dosage, 120 min for reaction time and 80 °C for reaction temperature with a prediction of 83.20% Cu dissolution. "A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

[Methods of distilling topped crude oils and distillates under vacuum, accompanied by good fractionation, have taken a place of major importance in the refining industry. In the refining of petroleum products it is generally desirable to produce a distillate of good quality, and this objective is attained by fractionation of a high degree. The laboratory and commercial practice have proved chat by varying the amount of fractionation the quality of the distillate car be changed, and refiners are cognizant of the advantages of good fractionation. Distillation-under high vacuum, however, is a relatively new practice in petroleum refining, and only during the last few years has there boon an indication that that this method ray become a general practice in the industry. Vacuum distillation offers many advantages over older methods of distilling petroleum products. Vacuum combined with steam distillation, for example, is replacing straight-stream distillation because the quality of the products of vacuum and, steam distillation surpasses that of those produced by straight-steam distillation. Although the injection of varying amounts of steam in a vacuum unit is common practice, the amount of steam used is becoming less as the vacuum within the unit is increased. Introduction Tin continues to be as much a strategic metal as it was during the war. This situation is due to the fact that the tin mines in the major producing areas of Malaya and the Netherlands East Indies have not yet reached their pre-war production. Moreover, the world requirements for tin in certain fields, particularly in the food pack industries, are steadily increasing. At present, tin is still under International allocation by the Combined Tin Committee, of which Canada is a member nation. This Committee reviews periodically the availability of refined tin for export from the producing countries and makes allocations of tin to ensure equitable distribution to the consumer countries. In 1947, availability permitted an allocation of only 70 per cent of stated requirements. From 1935 to 1938 the price of tin in New York averaged 49 cents a pound and during the war the price in Canada was controlled under a subsidy programme at levels from 60 to 70 cents per pound. Just recently, this price has been raised to 96 cents. The value of the Canadian production amounts to about half a million dollars annually and the whole of this is obtained as a by-product of the lead-zinc-silver ores of the Sullivan mine in British Columbia. In 1947 Canada's imports of tin were 3,961 long tons valued at over $6,000,000. In addition, tin plate to a value of $8,000,000 was imported from the United States; the tin content of this is estimated to be from 650 to 700 long tons. An increase in domestic production would, therefore, be of great national importance, and the present high price may make the search for and development of tin deposits more attractive than it has been in the past. Although no one can foretell what future prices will be, there is reason to believe that, unless there is a drastic downward revision of production costs, the price will be maintained at present levels for some years. A number of tin occurrences are known in Canada, but none of these have been developed for their tin content alone.

Effective recycling or disposal of flue dusts is a continuing problem, particularly for secondary smelters treating low-grade Cu scrap. The Bureau of Mines investigated a variety of flue dust treatment approaches and demonstrated the technical feasibility of a bench-scale alkaline method that includes leaching, cementation, precipitation, and roasting. Flue dust was leached at room temperature with an alkaline solution of (NH4)2C03 and NHpH to solubilize ZnO and Zn metal. Some copper, lead, tin, and most of the zinc were dissolved in the leach step. Copper, lead, and tin were recovered in the cement product. The Zn in the flltrate was precipitated by pH adjustment to neutral using CO2 injection. The Zn salt was flltered from solution and roasted to give high-purity ZnO. The leach residue, enriched from 4.3 to lOA pct Sn, could find a ready market; the metallic cement product can be recycled back to the copper converter; and the high-purity ZnO product can be sold in several markets, leaving no material for disposal. The possibility for recycling of reagents, lower energy demand, and low environmental impact make this method economically and environmentally attractive for recycling secondary copper smelter flue dusts.

Shear strength parameters of compacted clay liners are needed to analyse the stability of mine waste dumps containing compacted clay liners as sealing layers for potentially acid forming waste rock. A representative clay sample was supplied by McArthur River Mine from the mine site in the Northern Territory, Australia, with an average as-supplied gravimetric moisture content of about 13.6%. The clay was compacted in a 100 mm by 100 mm direct shear box at the as-supplied moisture content to a dry density of 1.85 t/m3, representing the field compaction specification adopted by the mine. To determine the peak and ultimate shear strengths of the compacted clay, single-stage direct shear testing was carried out at nominal initial normal stresses of 50 kPa, 100 kPa and 200 kPa, representing shallow depths of burial in the North Overburden Emplacement Facility of about 2.8 m, 5.6 m and 11.1 m, respectively (assuming a waste rock wet unit weight of 18 kN/m3). Three shearing rates of 1 mm/min (rapid), 0.1 mm/min (intermediate) and 0.01 mm/min (slow) were applied to study the influence of shearing rate on shear strength. In addition, the development of a residual shear plane was tested by reversal and re-shearing in the direct shear box. In the first shearing, the peak and ultimate shear strengths are determined. The normal load was then removed and the box rewound to its starting position. The normal load was then re-applied and the specimen re-sheared. Two reversals were applied to each specimen, and it was found that there was no significant reduction in shear strength. Finally, based on a range of shear strengths obtained in the laboratory for McArthur River Mine clay and other materials by various laboratories over time, shear strength parameters for the compacted clay were recommended for use by the mine.CITATION:Xu, Y, Williams, D J and Hacker, J, 2018. Froth flotation is one of the most widely used and effective processes for mineral benefication. First introduced in 1911, flotation technology has seen many developments over the past 80-plus years. Innovations in reagent chemistry, equipment design, process analysis and process control have given design and plant engineers a powerful set of "tools" for process optimization. However, it does not follow that all flotation systems are optimized. As Klimpel observes: "The problem with the industrial flotation process is that it is relatively easy to get reasonable results, and relatively difficult to get excellent results." Klimpel [1988] While reasonable was sufficient in the past. competitive forces will make excellent necessary in the future. Judging by the activities in many Canadian plants this transition is already underway.

This work presents the results of a study on the Ti3+/Ti2+ couple redox potentials vs. Cl–/Cl2 at the temperature range (673 to 1073 K) in fused LiCl-KCl eutectic by direct potentiometric method. Initial concentrations of TiClx in solvents did not exceed 5.0 mol%. Basic thermodynamic properties of the reactions TiCl2+1/2Cl2(g)=TiCl3 were calculated using the temperature dependencies of apparent standard potentials of the couples E* Ti3+ /Ti2+.

In most smelting operations, there is a strong incentive to improve safety, reduce downtime and extend the campaigns of furnaces and related equipment. An asset management strategy that is based on information, rather than simple throughput metrics and intuition, can be developed to improve uptime and unlock value currently unrealized at existing smelters. Advances in digital technology, including data analysis, modelling and monitoring for hot pyro-metallurgical vessels, make it possible to assess the current condition of an asset, as well as to make more informed projections about its future condition, using on-line and historical data. This would allow practices around asset management to be more proactive and less reactive, with the end-result of optimized uptime. ‘Digital Asset Management’ describes a concept in which digital technology is used to support an asset management strategy and accelerate decision-making by providing information on what, why and how an asset should be designed, operated or maintained. With the overall goals of effective resource utilization, optimized operations, capital efficiency and social acceptance, Smelter 4.0 is a program of holistic improvement and is underpinned by the effective use of data to drive decisions. This paper focuses on Asset Reliability, which is one of the improvement pillars of Smelter 4.0, and introduces a methodology that is aimed at closing the gap between recorded data and evidence-based decision-making through Digital Asset Management.

Orano Canada Inc. (Orano) operates the McClean Lake mill in northern Saskatchewan, processing high concentration uranium ore, delivered in slurry form, from the Cameco operated Cigar Lake mine. This slurry is ultimately processed into the purified uranium oxide product known as calcined yellowcake. During the calcining process, sulphate (SO42-) entrained in the yellowcake undergoes thermal decomposition into sulphur dioxide (SO2). SO2 is a colourless gas that poses health and safety risks. Since 2016, an anhydrous ammonia dosing system was successfully added to the existing Venturi particulate scrubber system to provide efficient removal of SO2 from the calciner off-gas. Within the pH controlled scrubber solution, SO2 exists in a pH dependent equilibrium with sulphite/bisulphite (SO32-/ HSO3-). The presence of a significant fraction of reduced sulphite and bisulphite in mill solutions presents a hazard in downstream circuits. Should these solutions drop in pH, either through natural oxidation or inadvertent mixing with low pH solutions, the solution equilibrium will shift from SO32-/HSO3- in favour of SO2, resulting in the evolution of SO2 gas from any liquid surfaces. In 2018, Hatch Ltd. (Hatch) and Orano implemented a design change in the calciner scrubber system. Blowdown from this system is now treated in an oxidation pre-step utilizing hydrogen peroxide (H2O2) and anhydrous ammonia (NH3) for pH control, in order to convert the residual sulphite/bisulphite present in solution to stable ammonium sulphate product. This paper will detail some of the challenges and actions undertaken to minimize SO2 risk, culminating in the recent introduction of a novel system designed to oxidize sulphite/bisulphite and prevent mobilization from the calciner scrubber solution into other mill areas where there is the potential for acidification and SO2 release.
