"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

There is a strong need in North America and other major steel producing markets where major capital investment in new equipment has been minimal over the past several years to make improvements to existing casting machines. In many cases, very cost effective improvements can be made to existing equipment in order to maximize the efficiency and production of an older designed continuous caster, a classic caster. SMS Group and its predecessor companies have been maintaining continuous casting molds for over forty years. This experience has allowed SMS Group to intimately understand the advantages and disadvantages of each design. The most vital component of the continuous caster is the mold copper design, as it has the most influence over the ability to cast a quality product. Updating to a modern copper design is less complicated than most steel producers think and the benefits are significant. The U.S. Department of the Interior, Bureau of Mines, has been conducting minerals recovery research in support of the nation's geothermal program since 1974. The Bureau's program of laboratory and field studies has focused on determining the materials of construction for geothermal resource recovery plants and an the recovery of mineral values from the geobrines. An analytical program has been conducted at the Avondale Research Center to determine the chemical constituents of some high- and low-salinity geobrines found in the Imperial, Valley of California. Data are reported for the early stages of brine production of femur geothermal wells--the low-salinity, medium-enthalpy brines from the East Mesa Known Geothermal Resource Area (KGRA), Mesa 6-1 and 6-2, and the high-salinity, high-enthalpy brine from the Salton Sea KGRA, Magmamax 1 and Woolsey 1. The reported results indicate the importance of the operating and engineering history, the operating parameters during sampling, and the method of sampling in order to evaluate the chemical analyses.

Mining is essentially a materials management process where materials are classified, excavated, moved to a desired location, processed at a cost and sold for a price hopefully to generate a profit. ?How much is that cost and can it be reduced?? is the age-old question. The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

The results of designing, constructing, and laboratory testing of a modular, distributed, microprocessor-based mine monitoring and control system are presented. A standard computer communications protocol (DDCMP) was utilized throughout the system. Tests were performed on the utilization of a high-level language for programming mine monitoring and control systems. Laboratory tests were run on a combined air velocity/methane sensor.

COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank's monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission's report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

The U.S. Bureau of Mines and the U.S. Geological Survey are responsible for the evaluation of the mineral resources and potential of further planning areas included in the U.S. Forest Service Roadless Area Review and Evaluation (RARE II) program. The Bureau of Mines primarily evaluates mineral deposits and prospects within the areas. The Geological Survey naps the area's geology and conducts geochemical sampling. Evaluations are in conformance with the Forest and Rangeland Renewable Resources Planning Act of 1974 as amended by the National Forest Management Act of 1976. The Hauser RARE II area, which consists of 7,600 acres (3,100 ha) within the Cleveland National Forest, is in southern San Diego County, California. The area, which forms the north slope of Hauser Canyon, ranges between 1,600 and 3,919 ft (490 m) in elevation. It is sparsely to densely covered with desert shrubs. The area is underlain by granitic rocks of the Peninsular Ranges batholith.

When the Federal investigation of coal - dust explosions in mines was begun in 1908 , following a series of mine explosion disasters in 1907 , mining men generally questioned whether coal dust in air is explosive unless " gas " or methane is present , though perhaps in small amounts not detectable by a safety lamp . The experimental tests beginning in 1909 at the Pittsburgh testing gallery, and after 1911 , at the Experimental mine , demonstrated to the mining public the explosibility of coal dust in itself . There followed much controversy , both among practical mining men and scientists , as to whether the coal-dust particles uni te directly with the oxygen of the air, or whether gas is instantaneously distilled from the dust prior to explosive combustion , the gas enveloping each particle and propagating the flame from one to another . In considering methods of preventing explosions , this question made no difference for practical purposes , but it did have bearing in determining the relative inflammability of dusts of different coals . This led to the experiments by Guy B. Taylor and Horace C. Porter , on the momentary heating of the inflammable coal dusts , reported in this paper . Meanwhile , experiments on the inflammability of coal dust conducted in the Experimental mine , under my direction , and in the laboratory by J. C. W. Frazer and later by J. K. Clement and J. N. Lawrence , showed that different kinds of coal dust differ markedly in inflammability , thus confirming experiments made by Messrs . Taffanel and Durr at the Lievin Testing Station , France , and by various investigators in Great Britain . Both the French and British investigators concluded that their experiments demonstrated the distillation of volatile matter preceding inflammation .

Hatch (260) made the following pertinent statement regarding the present status of engineering design of dust-control equipment: Textbooks on ventilation and engineering handbooks devote little or no space to methods of control of industrial dust, and in the technical journals papers on fundamental engineering design of equipment are conspicuous by their absence. In a recent bibliography of the literature on pneumoconiosis less than 1 percent of the articles dealt with the engineering control of the disease. The science of dust control has not developed beyond the stage of trial and error, and the design of structures for the suppression of dust is based almost entirely upon empirical data together with one or two elementary formulas. The latter were derived from the generalized experience in a limited number of Industries such as woodworking, where conditions and requirements are not at all like those, for example, in a sand-pulverizing plant. Wide experience and good judgment are essential to the proper use of the scanty information that has been collected and systematized. Without attempting to minimize the importance of experience in engineering design, it is necessary to point out that most of the past experience obtained in the empirical design of dust-control equipment was not evaluated by means of quantitative studies of the actual reduction in dust , fence, past experience does not necessarily furnish the proper guide for future design. In fact, recent surveys in certain industries, employing modern methods of investigation, have shown that existing equipment is in many cases inadequate.

This handbook describes effective methods for the control of mineral dusts in mines and tunnels. It assumes the reader is familiar with mining. The first chapter deals solely with dust control methods, regardless of the application. It is a brief tutorial on mining dust control and will be of help to the reader whose dust control problem does not conveniently fit any of the mining equipment niches described in later chapters. The subsequent chapters describe dust control methods for different kinds of mines and mining equipment. This includes underground coal and hard-rock mines, as well as surface mines, stone mines, and hard-rock tunnels. Because dust sampling has so many pitfalls, a chapter on methods used to sample dust is included. For those occasions when there is no practical engineering control, a chapter on respirators is also included. Except for those listed as ?future possibilities? in the longwall chapter, the dust control methods described are practical and cost-effective for most mine operators. If controlling dust were a simple matter, dust problems in tunnels and mines would have been eradicated years ago. Unfortunately, most underground dust control methods yield only 25% to 50% reductions in respirable-sized dust. Often, 25% to 50% reductions are not enough to achieve compliance with dust standards. Thus, mine operators must use several methods simultaneously, usually without knowing for sure how well any individual method is working. In fact, given a 25% error in dust sampling and day-to-day variations in dust generation of 50% or more, certainty about which control methods are most effective can be wanting. Nevertheless, over the years, some consensus has emerged on the best dust control practices. This handbook summarizes those practices.

The accident-prevention record of the coal-mining industry in the United States was more favorable in 1936 than in 1935, both from the standpoint of the relative safety of the individual miner on the job and of the price in life and limb that the Nation paid for its year's supply of coal. The increase in relative safety of the individual miner was indicated by a lower death rate and a lower injury rate than in the preceding year per million man-hours of exposure to the hazards of mining; that is, per million hours of work performed by the employees. (See table 1.) A reduction in the price in life and limb that the Nation paid for a year's supply of coal was indicated by a smaller death rate and a smaller injury rate per million tons of coal produced. Thus the individual miner was a better insurance risk, as far as accidents were concerned, in 1936 than in 1935, and a ton of coal used in the homes and industries of the country represented less human suffering than in 1935. The two points of view are distinct, and both should be kept in mind when considering accidents and safety in coal mining or in other industries. More men were employed in 1936 than in 1935, and more workdays were available for the individual miner. Large gains were also made in the total number of man-shifts and man-hours worked in the industry as a whole. In number of tons of coal mined, 1936 showed large gains over 1935. Moreover, the average output of coal per man-hour worked was higher in 1936 than in 1935. All of these gains were made without lengthening the average number of hours of work per man per day.

"The ocean has served humanity as a source of raw materials for thousands of years, but only on a minimal scale relative to its potential. Exploration programs have shown the ocean to contain a large number of mineral deposits of great extent and attractive grade. Recent research has indicated that a number of these deposits can be economically exploited with present-day technology and that the cost of winning many industrially important minerals from the oceanic deposits is potentially much less than that of winning similar minerals from land deposits. Although the finding of mineral deposits in the sea is a relatively simple matter at the present time, the exploitation of many of these deposits has lagged due to the lack of the availability of specific mining techniques for the individual deposits. Within the past two years, however, several developments have taken place in the design and testing of ocean mining systems in depths of water as great as 12,000 feet which indicate that the problem of mining in the ocean may soon be solved.Within the next decade, the ocean should prove to be a major source of many minerals for society and should come to dominate as a source of such metals as copper, nickel, cobalt, manganese, etc. Within a few years of the initiation of the mining of the deep-sea metalliferous nodules, land sources of such metals as nickel, cobalt, copper, manganese, etc. will be seriously affected and it is conceivable that the present structure of the world mining industry will undergo a substantial change in character."

This paper examines the fire life systems implemented in two existing tunnels and discusses whether the standards used were appropriate. It focuses on the Terrace Tunnel as this upgrade and refurbishment is complete.The New Zealand Transport Agency (NZTA) manages six tunnels on the State Highway network with two of these built in the last seven years. The Terrace Tunnel, opened in 1978, was refurbished with modern fire life safety systems in 2010–2012. An interim upgrade of the Mt Victoria Tunnel, opened in 1931, was also carried out at this time.In present times, few existing tunnels have undergone significant upgrades and refurbishments. The Terrace Tunnel required: new power supplies, control buildings, lighting, wall panels and jet fans, a deluge system, emergency exit lights and way-finding lights, a public address (PA) system, a radio rebroadcast system, lane control sign (LCS) and variable message sign (VMS), an over-height detection system (OHD) and a new tunnel management system.In the absence of suitable guidelines, various standards were used to carry out the refurbishment. The Austroad Guide to Road Tunnels and AS4825 Tunnel Fire Safety, although designed for new tunnels and not specifically intended for existing tunnels, provided a framework. A multi-criteria assessment of risk (MCAT) was carried out to determine the systems to be provided.The Terrace Tunnel has perhaps set a benchmark for refurbishing existing tunnels as few projects of this type have been completed recently. In 2015, after amendments to the explosives regulations, stemming became a mandatory activity for all South African mining operations. There are, however, circumstances in which it is thought stemming has an adverse impact on the blasting outcome. Some of these circumstances include blasting in hot holes, in reactive ground, or when blasting a pre-split. In order to determine when stemming is necessary, its role in the control of adverse blasting phenomena and impact on explosive performance were reviewed. Stemming was found to play a significant role in the fragmentation process and burden movement. Additionally, stemming significantly influences the control of flyrock, air-blast, and toxic fume generation. The review of the literature indicates some motivation for not using stemming for presplit, trim, hot hole, and reactive ground blasting, provided the benefits associated with not stemming the holes outweigh the risks of stemming them. Best practice for stemming from the literature indicates a stemming length of 0.7 × burden is best for larger hole diameters, and 20 to 30 × Ø for smaller hole diameters. Crushed aggregate appears to be the most effective stemming material. The South African explosives regulations pertaining to stemming were found to be consistent with those of Australia and the USA.

In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

General economic conditions continued to improve in the second quarter of 1984 as real gross national product advanced at an annual rate of 7.5 percent (table 1). This followed an even larger first quarter annual rate increase of 10.1 percent. The slower second quarter growth was greeted as a sign that the economy is not over-heating. The signs of slowed growth in some sectors suggest that the recovery may continue well into 1985 without the inflation symptomatic of a rapid recovery. Most of the slowdown in growth was absorbed by business inventories, personal consumption of durable goods, and residential fixed investment. Business inventories grew by only 68 percent as much as in the first quarter, personal consumption for durable goods grew by 58 percent of the first quarter rate, and residential fixed investment slowed to only 44 percent of the first quarter growth. Sectors with accelerated growth in the second quarter included personal consumption of nondurable goods and of services, which increased at annual rates of 9.6 percent and 3.8 percent, respectively, and Federal purchases of goods and services, which increased at an annual rate of 47.9 percent.

"Diesel particulate matter (DPM), in particular, has been likened in a somewhat inflammatory manner to be the ‘next asbestos’.From the business change perspective, there are three areas holding the industry back from fully engaging with the issue:There is no real feedback loop in any operational sense to assess the impact of investment or application of controls to manage diesel emissions.DPM are getting ever smaller and more numerous, but there is no practical way of measuring them to regulate them in the field. Mass, the current basis of regulation, is becoming less and less relevant.Diesel emissions management is generally wholly viewed as a cost, yet there are significant areas of benefit available from good management.This paper discusses a feedback approach to address these three areas to move the industry forward. The six main areas of benefit from providing a feedback loop by continuously monitoring diesel emissions have been identified: Condition-based maintenance. Emissions change instantaneously if engine condition changes. Operator performance. An operator can use a lot more fuel for little incremental work output through poor technique or discipline. Vehicle utilisation. Operating hours achieved and ratios of idling to under power affect the proportion of emissions produced with no economic value. Fuel efficiency. This allows visibility into other contributing configuration and environmental factors for the vehicle. Emission rates. This allows scope to directly address the required ratio of ventilation to diesel emissions. Total carbon emissions. Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

SUCCESSFUL mining today means proper mechanization. Before any mine can begin production on a paying scale, some machinery must be installed. There must be pumps to remove water, fans and blowers to provide proper ventilation, elevators and hoists to raise materials, and a source of power to turn the countless wheels on which the world's mineral supply rolls from its earthhound source to the market. Only the prospector with his burro and the anthracite "bootlegger" continue to mine without mechanical aid, and with the recent years even these can be discounted, for the burro has given way to the Model T, and the "independent" coal miner must have a truck to haul his coal away. If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson.
