THE Great War forced the peoples of the world to recognize the importance of the wise development and use of the world's natural resources. Not the least, and perhaps the most, important, is the world's fuel supply- solid, liquid, and gaseous. Without fuel our civilization would be impossible, and mankind would of necessity have to congregate in the torrid zones of the earth's surface for at least six months of every year. Of the three classes of fuels the solid ones are the most plentiful, as well as being the most widely distributed, since few countries are entirely devoid of solid fuels of one kind or another. Until a hundred years ago wood was the fuel most generally used in this country, but since then coal has supplanted wood as a fuel in all its uses, except in the outlying districts and among the farming communities. For many years the supply of coal was thought to be unlimited, but as years went by more thought and study were given to the world's coal resources, until today not only are the limits known, but in one instance at least their depletion is predicted to be almost within the age of living men, unless more provident methods are put into practice for their winning and utilization.

MAGNESIUM oxide is by far the most refractory of the common oxides, since it has a melting point of 5072 deg. F. as compared with 3110 deg. F., the melting point of silica (crystobalite) ; 3722 deg. F., the melting point of alumina (corundum) ; and 4127 deg. F., the melting point of chromite (Cr2O33FeO). Its large-scale use in the lining of metallurgical furnaces dates back to the latter part of the nineteenth century, when extensive deposits of magnesium carbonate were discovered in southern Austria in the province of Styria. Before the development of Austrian magnesite, calcined dolomite, a mixture of lime and magnesia, was used in basic steel-making furnaces. The lime in the dolomite was quite objectionable, since it slaked on exposure to the atmosphere, and dolomite therefore could not be made' .into permanent furnace bottoms or into brick. The Austrian magnesite, with its very low lime content, was free from these objections and soon displaced much of the dolomite. With the extensive development of basic steel-melting, the rise of the copper industry, and other metallurgical and chemical processes which dealt with chemically basic substances, the use of magnesite grain and magnesite brick increased rapidly.

"Helical piles are deep foundation elements that resemble, and are installed like, a large steel soil screw — they have a slender steel shaft with one or more round helix bearing plates welded to the shaft to provide support to the structure they hold. Helical piles are rotated into the ground with a large torque motor and provide support through soil bearing on the helix bearing plates and along the shaft. The piles are available in many lengths and, due to their small footprint along with their ability to create minimal disturbance to surrounding structures, they are often used in urban settings for foundation repair, retrofitting existing buildings and for new construction projects. Helical piles are routinely installed as foundation elements in seismically active areas, such as New Zealand, Japan and the U.S.Anecdotal observations (e.g., from New Zealand, Japan and the U.S.) have shown that piles with a comparatively small cross-section and high anchoring capacity, such as helical piles, are beneficial for seismic resistance. This is presumably due to the pile’s slenderness, higher damping ratios, ductility and resistance to tipping uplift. In New Zealand, it was observed that helical pile foundations fared much better than driven and drilled concrete piles after the 2011 Christchurch earthquake. In a personal communication, Woods (2016) described that, out of the 300 structures in center city Christchurch that were supported by helical piles, fewer than 10 structures suffered significant structural damage. However, many structures supported by driven and drilled concrete piles were damaged to such an extent that they were condemned and subsequently demolished."

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

For many years the Federal Bureau of Mines-in cooperation with other agencies-has been making investigations and compiling and publishing reports and statistics on accidents in the various branches of the mineral industry.4 Its assistance has been enlisted also in health, safety, and ventilation problems' incident to the driving of many large tunnels in the United States in recent years. As part of this work the Bureau has compiled considerable statistical and other information on accident experience in the tunneling branch of the heavy-construction industry. It has always been difficult to obtain up-to-date information on tunneling methods and tunnel accidents. Published accounts of tun¬nel construction furnish much interesting material of engineering, historical, or fiscal value, but usually little or no attempt is made to discuss and critically analyze the means taken to preserve the health and life of employees.

The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. The Bureau of Mines tested new designs of drag bit cutters with sintered diamond inserts instead of standard tungsten carbide tips. The bits were tested for orthogonal cutting forces, primary dust generation, and incendivity, with a standard plumb-bob type conical cutter (600 included tip angle) as the reference. Preliminary wear and impact-failure testing were also done. The results were mixed. Two new designs had forces similar to those of the reference bit, but one new design had about twice the normal force. This same design had almost twice the specific energy during shallow cutting but generated an equal or slightly lower amount of primary dust than did the reference bit. Incendivity was eliminated for two radial designs. One conical design had ignition only after more than 15 impacts, but the other conical design was incendive. Impact failure occurred, but not so quickly as anticipated. Over 7,500 impacts on a sandstone face, with a total cutting distance of more than 1,981.2 m, only scuffed the leading edge of the sintered diamond cutting face but put hairline cracks in the substrate mounting pad. Additional design and testing are needed to develop an optimum cutter, but prospects look good for this material.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

The U.S. Bureau of Mines investigated a hydrothermal sulfidation (HTS) and chloride leaching procedure to recover lead and silver from plumbojarosite. The plumbojarosite, generated during pressure-oxidative leaching of zinc concentrate in a commercial operation, contained, in percent, 25.4 Pb, 18.8 Fe, 1.4 Zn, 29.5 sulfate (S042.), 3.2 elemental sulfur (SO), 13.4 total S, and 7.4 tr oz/st Ag. The HTS was conducted in an autoclave and converted the plumbojarosite into amorphous iron oxide and liberated the Pb and Ag as sulfides (S2) The best operating conditions were 50 g of plumbojarosite and 7 pct So (2.04 g So added) in 500 mL of 2.0-mol/L NH3 at 150° C for 1 h. The sulfidation product contained, in percent, 37 Pb, 28 Fe, 2 S042., 7 total S, and 11.2 tr oz/st Ag. Flotation of the sulfidation product was conducted at pH 3 with 15-pct pulp density and 2.4lb/st of isopropyl xanthate as collector. The flotation concentrate contained 43 pct Pb, 25 pct Fe, and 13 tr oz/st Ag. FeCl3 leaching of the sulfidation product in a resin kettle extracted 98 pct Pb and 97 pct Ag from the sulfidation product, and HCI-Oz leaching in a shaker glass bottle extracted 99 pct Pb and 98 pct Ag. Both leach residues met the Environmental Protection Agency's Toxicity Characteristic Leaching Procedure (EPA-TCLP) standards for nonhazardous wastes. The HTS and chloride leaching procedure is a potentially effective method for detoxification of plumbojarosite-bearing residue from the zinc pressure-leaching circuit.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. LIKE nearly everything else, mining geology has been reconverting. Many geologists had been in military and other government service. Many more, with mining companies, had been working primarily toward increasing production from known reserves. All of these are turning now toward their normal peacetime endeavor-the search for new ore; for most mining companies, finding themselves with accumulated deficits in development work, are more than ready to go ahead with their postwar plans made a year or more ago but still stalled at the close of 1945 for lack of man power. These plans include not merely development in the old home camp but also wide exploration for new prospects both domestic and foreign. Most of the large concerns have geologists and engineers in the field in the United States, despite the outlook for higher mining costs here, and at least half a dozen strong American companies are already investigating opportunities abroad, notwithstanding past unhappy experiences in certain Latin-American nations which have welcomed capital but later found means of preventing investors from reaping the reward of their enterprise. A few of these new foreign expeditions are following well-planned programs, but too many, in their haste to get any sort of footing, are proceeding without well-considered policy. with the result that their geologists can do little more than desultory scouting.

With more electronic systems being introduced underground, the mining industry faces electromagnetic compatibility (EMC) issues caused by electromagnetic energy emitted by one device adversely impacting the normal function of another. This paper provides an overview of EMC and electromagnetic interference (EMI) research for underground mining, including a review of EMI in other industries applicable to mining, published EMI research pertaining to mining applications, representative EMI incidences, related EMI legislation in mining, and mitigation strategies.

This paper analyzes 110 serious accidents that occurred during the use of commercial explosives in mining, construction, and other industries since 1992. Data from the Mine Safety and Health Administration (MSHA), the Institute of Makers of Explosives (IME) members’ reports, and media reports were used. Only accidents that resulted in a fatality, significant lost work time, or injury to the public were considered in this analysis. The accident data were analyzed for trends in frequency, type of industry, cause, type of individual harmed, and geographical region. Although the data showed that explosives accidents are decreasing in frequency, still, 29 people were killed and 134 injured. Eightyfive of the accidents occurred in mining, 17 occurred in construction, and 8 occurred in other industries including oil recovery, seismic exploration, agriculture, logging, boiler cleaning, and avalanche blasting. As other studies have shown, flyrock and failure of blast area security caused over half of the accidents. Mishandling, misfires, or fumes caused just over one-third of the accidents. Lightning and drilling into explosives were responsible for the remainder of accidents.

The present Inspiration Consolidated Copper Company Smelter/Acid Plant complex located near Miami, Arizona, was designed and built specifically to conform to the ambient air quality standards imposed by the Federal Clean Air Act of 1971. The present plant replaced a facility which had been in operation since 1915. The electric furnace, siphon converters and acid plant complex were commissioned in May, 1974 (1). At that time, the Plant was considered to be one of the most extensively monitored and instrumented facilities of its kind in the world. Several control areas were located in close proximity to the controlled process, in addition to so-called central control rooms in the Smelter and Acid Plant. The control rooms were staffed with officials below the foreman level. Instrumentation consisted of conventional analog devices, except for a computer used in monitoring ambient air environmental conditions and limited use of programmable logic controllers. The harsh service conditions prevalent in the plant rendered a significant portion of the instrumentation unreliable and, in many cases, inoperable. Failure of the facility to obtain the total sulfur collection for which it was designed was, in part, due to serious inadequacies in control system logic and sulfur recovery averaged 79% in the early years. After careful study of the smelting process, engineering hardware and high labor cost inherent in the organizational structure, management made a judgement decision to convert to centralized control of the process with high level supervision 24 hours per day. A distributed digital control system with supervisory arid data acquisition/information reporting computers was selected to satisfy the requirement of central control. Operations are now controlled and coordinated from a primary control room in the Smelter and a satellite control area in the Acid Plant.

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.
