The function of a preposition is to show the relation of one thing to another; it is necessary therefore for the writer to select the preposition that indicates the particular relation, otherwise he will fail to express himself clearly. Is it against common sense' to suggest that a Government is justified, morally as well as constitutionally, in preventing the decay of an industry by insisting upon the amalgamation of the prosperous with the needy? All these seven prepositions are used correctly. With the first dredge introduced in Russia, of Werf Conrad, Haarlem, make, this method of alluvial dining became important. Here the prepositions "with", "in", and "of" are used wrongly. He means: "This method of a1lu;ial mining sprang into importance shortly after the first dredge, made at the Werf Conrad, Haarlem, was introduced into ;Russia." The statement itself ii not true, but for that I am not responsible. Once, while I was serving with him, we were frozen in out of sight of land in the Gulf of Pichili in the North of China. Admiral Fisher wrote thus. He has used nine prepositions in making this brief statement. The sequence of three prepositions "in out of" is particularly awkward.

The National Mining Hall of Fame and Museum (NMHF&M) will celebrate its 25th anniversary on Sept. 22, 2012 when the 2012 class is inducted during a special ceremony in Las Vegas, NV in conjunction with MINExpo 2012. The NMHF&M will induct four men representing the equipment manufacturing, minerals exploration, copper and coal sectors of the mining industry. The diverse cross-section of mining industry giants joining the hall of fame include Glen A. Barton, J. David Lowell, Samuel Newhouse and John Cleveland Osgood. They will join 214 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 25th Silver Anniversary Induction Banquet & Ceremony. These men were selected for being visionaries, leaders and ambassadors within their own sectors and across the industry at large.

One phase of the work of the Bureau of Mines in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory-protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum requirements for self-contained breathing apparatus,3/ gas masks,4/ supplied-air respirators (hose masks, air-line respirators, and abrasive-blasting helmets, hoods, or masks),5/ dispersoid (dust, fume, and mist) respirators,6/ and nonemergency gas respirators (chemical-cartridge respirators).7/ Approval tests of self-contained breathing apparatus are conducted under the supervision of mining engineers of the Accident Prevention and Health Division} Region VIII; approval tests of other types of respiratory-protective devices are conducted by the Health Branch.

The study analyzes the impact of the Continuous Personal Dust Monitor (CPDM) on reducing overexposures to coal mine dust. It compares compliance sampling data before and after the implementation of the CPDM and the 2014 MSHA dust rule. The results indicate a significant reduction in the percentage of samples exceeding the dust standard for various mining occupations, highlighting the effectiveness of the CPDM in improving miners’ health and safety.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. Another goal is to drive ambient air concentrations lower through the application of corrective actions as a result of instances where concentrations exceed ‘normal’.CITATION:Knott, P G, Evans, C, Velge, F and Jeffery, J, 2015. In sulfide mineral flotation, the efficiency of separation is severely affected by the presence of non-sulfide gangue minerals, such as altered silicates and serpentines. Although this is an acknowledged fact, most studies in mineral processing have focused on value minerals, and studies on gangue minerals affecting flotation performance are quite rare, and even those that do are limited in scope. This paper is an attempt to highlight the use of grade-recovery curves in studying the effects of gangue minerals. Specifically, we present the flotation response of problematic Ni and Cu ores which show highly uncharacteristic but similar grade-recovery characteristics despite the very different mineralogy and try to understand this behavior and the underlying mechanism. Finally, we propose chemical modifiers as solutions to overcome the detrimental effects of these gangue minerals and improve efficiency of flotation performance. Continuous development of technologies has been self-explanatory for Outokumpu Technology's engineers for decades. The aim in the development has always been the improvement of profitability of the copper production but also the sustainability of the processing i.e. high copper recovery, low external fossil based energy utilization, high emission captures and of course low operation and investment costs. Outokumpu Technology's long-term view of the development is a change towards continuous processes and elimination of number of unit operations in smelting i.e. elimination of possible sources of emissions. Outokumpu blister smelting processes i.e. Outokumpu Direct-to-Blister Flash Smelting and Kennecott-Outokumpu Flash Converting have shown excellent operational results during the years of operation and it is expected that soon more than 10 % of the world primary copper is produced by these technologies. The paper will give some background of this development trend.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. "Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be re-handled. Prior studies have shown that by only changing blast hole timing with the same blast design, fragmentation and throw alters. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum inter-hole delay for fragmentation has been found by studying timings from 0ms to 45ms. Instantaneous timing between holes increased the throw by over 100 ft, but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw. This paper investigates this optimized inter-hole timing while altering top and bottom column primer time to potentially improve throw while maintaining optimum fragmentation. Timings studied are top initiation, bottom initiation, and top and bottom simultaneously. INTRODUCTION Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading, and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.” Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is re-handled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators has allowed for precise delay timings to be used between rows, holes, and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation. This study consisted of 3 full scale bench blasts at a granite quarry in Talbotton, GA. Each blast was characterized by the timing delay between the top and bottom primer in the blast column of each hole; one simultaneous blast with a 0 ms delay, a bottom-initiated blast with a 1 ms delay, and a top-initiated blast with a 1 ms delay. Fragmentation analysis of the resultant muckpiles was performed using a combination of the PortaMetrics handheld point-and-shoot rugged tablet from Motion Metrics and the software WipFrag from WipWare. Throw was measured by placing strategic distance markers on the floor of the bench and then taking overhead photographs of the muckpiles after each blast. High-speed video footage was captured of each blast using an MREL Blaster’s Ranger II camera."

Enclosed cabs have been used on surface mining equipment for many years to protect equipment operators from health and safety hazards. The surface mining and quarrying process is a highly mechanized process that generates large quantities of respirable dust. Due to economic factors, more older mining equipment is being used today than in years past. With this older equipment, it is common to observe deterioration of many components on the enclosed cabs, which greatly reduce their protection effectiveness. NIOSH has performed a number of different field studies, as well as a comprehensive laboratory study, evaluating various factors and parameters regarding enclosed cabs. NIOSH has recently completed a cooperative research effort to evaluate the effectiveness of a newly designed unidirectional powered precleaner, filter and pressurizer that brings clean filtered air in at the roof of the cab and extracts all recirculated air near the floor. This research effort provided another example of the enhancement in air quality that can be achieved in an enclosed cab from the implementation of an improved filtration system and by establishing positive pressurization from increased intake air volume and sealing the cab. This testing showed a significant reduction in respirable dust levels in the enclosed cab when comparing baseline versus post-testing results. Since dust levels were similar near the roof and floor of the cab during post-testing, the unidirectional flow pattern did not appear to significantly improve the performance over the conventional design in this study.

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

The properties and characteristics of lead and zinc have made these metals useful to man in many ways since the days of antiquity. Despite their long history of use, however, these metals have proved to be extremely resilient and responsive to modern needs. New alloys and compounds continue to be developed, adding to the growth of these metals. Consumption data is given for 1969 and compared with one and two decades ago. Trends in major markets also are cited and explained. Uses for lead and zinc which have come into prominence within the past few years are described and explained, with emphasis on the role played by the industry's cooperative research program. Current efforts in the research phase are discussed, with details given on major efforts for both metals, including new alloys, process developments, applications research, finishes, coating, paints and pigments, batteries and fundamental research. A forecast is given of promising new areas and a projection made on a longer term of new applications that may emerge from current research.

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia which was in the construction stage was instrumented and monitored between July 1979 and may 1981. Sensors which measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorological parameters were installed. Data from the 37 sensors were collected by on-site logger and transmitted by telephone to a central processing station in Seattle for recording and interpretation. Difficulties were encountered with telephone and powerline outages and malfunction of electronic units. Detailed descriptions of the design and performance of the system are provided along with evaluation and comparison with other systems. Recommendations for improving and expanding the capabilities of the monitoring system are given.

With commodities suffering dramatically low real prices, mining business margins are under intense scrutiny. Unfortunately, management systems developed early this century for manufacturing are driving counterproductive behaviours that choke productivity. The paper and presentation will explain this and present a proven methodology for increasing productivity. This will be supported by operational examples from Australian and American mining management to demonstrate the importance of modern business performance measurement and analysis systems. It will explain the importance of management systems in driving organisational change to sustain superior productivity and margins. The paper will explain why many executives and managers confuse production (a measure of volume) with productivity (which measures efficiency and effectiveness). It will explain how this and other counterproductive managerial and operator behaviours and attitudes are driven by traditional business management systems exacerbated by managerial and consulting fads. The paper will begin with the simple principle that to improve results one needs to first improve the process producing the result û and will show how this is often violated. Improving productivity then boils down to:accurately identifying opportunities using sound, modern measurement, analysis and reporting systems; methodically improving operating and commercial processes, and changing peopleÆs behaviours and attitudes to sustain changes in practices. The paper will include fundamentals of applying sound measurement and analysis to:processes directly, eg cycle time charts and their impact in cyclical (non-continuous) operations commonly used in rock breakage; drivers of productivity; and process results themselves since correct analysis identifies opportunities accurately. The paper will cover the importance of practical leadership and the need to follow a simple, solid plan for changing systems that drive behaviour. Overall, it will highlight use of modern performance Measurement, Analysis and Reporting systems to drive behaviours and improve margins - without capital investment û and make executive and managerial work easier and more effective.

According to reports in August, Botswana RST's copper- nickel-cobalt smelter at Selebi-Pikwe produced 7 percent above the rated capacity of about 3,500 metric tons of matte per month. This record production occurred after 2 years of plant production difficulties and was brought about by a new management team. A shutdown for furnace maintenance had been planned for this year, but was postponed because of the improvements in production and operations. However, the mining operation continued to face problems relating to higher costs and some outstanding claims. COPPER: Effective December 1, ASARCO, Inc. and Phelps Dodge Corp. reduced their domestic copper prices by 54 per pound. Within a period of 3 days, a11 other producers (Kennecott Copper Corp., Newmont Mining Corp., Cities Service Co. , Copper Range Co. , Duval Corp., and Inspiration Consolidated Copper Go. ) had either lowered or discounted their market postings by 5¢ to 65.625¢ per pound on electrolytic wirebar and 65$ on cathode plate. Between November 29 and December 3, New York merchants decreased wirebar quotations by 1.8¢-2¢ to within a range of 57.8¢-58¢ per pound. New York Commodity Exchange (COMEX) spot-contracted copper in the week was priced at 57. 1¢ on Monday, 56.7¢ on Wednesday and Thursday, and 57.4¢ on Friday, resulting in a 5-day average of 56.9¢, London Metal Exchange (LME) cash (prompt) wirebar averaged 56.3¢ last week, opening Monday at 56.6¢, falling from Tuesday?s high of 57.2¢ to Wednesday?s low of 55.6¢ and closing Friday at 56.1¢. Foreign producers, guided by LME market transactions, lowered wirebar quotes to 56¢ per pound. Copper stocks as of December 3 totaled 187,702 short tons at COMEX warehouses and 654,573 tons at LME depositories, compared to 97,413 and 537,481 tons, respectively, for the corresponding 1975 period.
