For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

Currently, virtually all new electric power generation systems under construction are designed with natural gas as the primary fuel. Factors driving these construction decisions involve sustained low prices for natural gas, environ-mental (and consequent regulatory) risks associated with the use of coal for power generation, and relatively high costs of construction for conventional coal-fired power plants. Despite the unarguable abundance of coal in the US. and worldwide, a fundamental question arises: What will be the role of coal in electric power generation in the 21st century? Congress, recognizing the vital and strategic importance of preserving the coal option for electric power generation, authorized the Clean Coal Technology Program. This pro-gram, with original funding in excess of $2,500 million, is intended to promote the demonstration and commercialization of a new generation of clean, efficient coal-based energy technologies through collaboration and partnering with private industry. The two technologies being demonstrated under this program which are the key to the continued use of this nation's huge coal reserves are coal gasification and the pressurized fluid bed. Either or both of these technologies, coupled with a combined cycle will pro-vide the continuing future coal option, while responding to increasingly more restrictive environmental standards. Recent Congressional budget-cutting efforts, however, could threaten the effectiveness of that model program, and ultimately other subsequent government-industry collaboration.

Possibly the most complex fatigue problem associated with the development of the axial-flow 'gas turbine is discussed in its broader aspects from the metallurgical viewpoint. Reference is made to nodal patterns, interference diagrams, etc. The use of such data in analysis of a turbine :blade failure is illustrated. Special attention is given to the influence of some metallurgical variables affecting fatigue strength and, in particular, heat treatment is shown to have a pronounced effect on .the relative fatigue and creep strength properties of a nickel-chromium-cobalt base alloy suitable for turbine blade applications.

A typical quality program plan is presented for explosion-proof (XP) electrical enclosures. The plan is suggested for manufactures of XP enclosures which are to be certified by MSHA for mining use. The plan describes the quality system, organization and implementing mechanisms which are to be applied in the manufacture and delivery of certified XP enclosures. Assessment of abrasivity and cutter life are necessary to properly manage risks when tunneling in mixed face ground which includes ground with cobbles and boulders. Maximizing cutter life requires: (1) abrasivity and strength parameters for soil matrix and rock clasts, (2) methods of combining both, (3) proper selection of cutters and (4) modified TBM operation including use of boulder detection methods from the TBM to help make operation decisions. This paper presents approaches for addressing these factors sufficiently to improve tunneling success in mixed-face and cobbly-bouldery ground. Current laboratory abrasivity testing will be assessed along with equivalent quartz content correlations to soil matrix and rock clast abrasivity. New approaches to combining abrasivity testing of both the soil matrix and rock clasts for various cobble and boulder volume ratios will be suggested to estimate cutter life and intervention intervals. Methods for detecting boulders and using detection data to modify TBM operations to minimize boulder impacts are provided.

The 500-kt/a (550,000-stpy) refinery in Burnside, LA, owned by Almatis Inc. produced specialty alumina used in the abrasives, ceramics, chemical and refractory industries. The 1.2-Mt/a (1.32 million-stpy) refinery in Gramercy, LA, owned by Noranda Alumina LLC produced alumina mostly for use in aluminum smelters but also produced specialty alumina. An upgrade project at the Gramercy refinery to convert 200 kt/a (220,000 stpy) of capacity to produce more profitable specialty alumina was completed in the first half of 2018, and another project to increase capacity was started but a completion schedule was not available. The amount of new capacity was not disclosed, but it would be used to produce nonmetallurgical grade alumina. The 2.3-Mt/a (2.5 million-stpy) refinery in Point Comfort, TX, which was temporarily shut down in March 2016, remained closed throughout the year."

An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. Introduction It is common experience that on re-heating a fully martensitic steel below the Ac, point, a softer and tougher structure is formed as the tempering temperature is raised. The mechanism of tempering of plain carbon and low-alloy steels has been the subject of many investigations. In a very comprehensive study, Cohen and associates have recently established three different tempering stages, the last of which reaches completion at about 700°F., with heating rates of 5°F. per minute. This latter stage has been established ta be the carbide-forming stage, so that the steel consists of a mixture of ferrite and carbide, which are the metastable equilibrium phases. Any subsequent changes which take place at higher temperatures below the Ac, point in the absence of graphitization or carbide lattice conversion normally consist of agglomeration of the carbide particles. This naturally results in the softening of the steel. However, in many cases the Ac, point, as determined by dilatometry, thermal analysis, etc., only gives a rough estimate of the temperature where the reaction, ferrite plus carbides to austenite, is initiated. This appears to be especially true in the case of alloy steels in which three phases can co-exist in certain temperature ranges. Bain has given data on the three-phase equilibrium in both manganese and nickel steels. In these steels, the formation of austenite at temperatures just above the AeIL apparently involves the diffusion of the alloying elements to the first pools of austenite, thereby making the process very sluggish. As a consequence, the critical Ac points determined by ordinary methods at normal rates of heating can be quite distant from the true equilibrium Ae temperatures.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 (PL 109-236, 2006) established the Office of Mine Safety and Health, functioning as the Office of Mine Safety and Health Research (OMSHR) within the National Institute for Occupational Safety and Health (NIOSH) and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued more than 150 contracts focused on worker health and safety. Initial funding for this program was provided by the United States Congress through two emergency supplemental appropriations and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation. Ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website (www.cdc.gov/niosh/ mining/researchprogram/contracts/index.html) and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously (Snyder et al., 2016).External contracts are broadly classified by the following areas:• Communications and tracking.• Emergency response.o Self-escape and breathing air supply.o Refuge alternatives.o Escape and rescue.• Equipment safety.• Fires and explosions.• Ground control.• Mine environmental systems (mine ventilation and atmospheric monitoring).• Worker/workplace health and safety.Contracts are issued under a request for proposal (RFP), through a broad agency announcement (BAA) or under an interagency agreement (IAA). An RFP solicitation includes a specific problem description and a well-defined scope of work to guide the offeror in preparing a bid to conduct the research. Under the BAA several problem areas are described and the offeror develops the scope of work and deliverables for the proposed research. An IAA is very similar to an RFP except it is a contract between two federal government agencies."

In copper smelting minimization of solid waste generation is receiving increased attention with more stringent environmental legislation and lower disposal space availability. Copper smelting slags generally being valorizable, solid waste generation is attributed to the presence in the feed of unvalorizable impurities which do not report to the slag and to the unavoidable formation of contaminated dilute acid solutions which need neutralization. As to unvalorizable impurities, solid waste minimization is achieved by rejecting them in the highest possible concentration. Dilute acid is mainly due to the formation of SO3 in the smelter gases and to the discard of decopperized bleed-off electrolyte. Its generation is substantially lowered by preventing SO3 formation, by converting the dilute acid to a valorizable product, e.g., by thermal decomposition for H2S04 recovery or by precipitation as chemical gypsum, and by suitable treatment of the bleed-off electrolyte for impurity removal. Industrial processes are evaluated and alternatives are discussed.

Since the promulgation of the first Federal Asbestos Standard by the Occupational Safety and Health Administration in 1972, other federal agencies have modified the standard to better carry on their own unique missions. The instruments used to identify and measure asbestos, the sampling protocol, and the criteria used to define asbestos, have been modified to some degree. The Mine Safety and Health Administration regulates and controls asbestos dust in the mining and mineral commodity industries. However, crushed stone and processed ores contain mineral fragments that are frequently difficult to distinguish from asbestos. Mineral nomenclature, instruments for particle analysis, and sampling strategy must be accommodated to some degree to make asbestos control workable and meaningful. Precedent in other agencies has made consideration of these changes possible. Newly identified amphibole asbestos minerals have further complicated the agency?s regulatory charge. Changes in its Asbestos Standard are now being considered. Crushed taconite ore in the Eastern Mesabi highlights many of these issues. ©2008 Published by Elsevier Inc. The dictionary defines 'jargon' as "barbarous or debased language". This description does not suffice. Quiller-Couch has said, it is "a kind of writing which, from a superficial likeness, commonly passes for prose in these days, and by lazy folk is commonly written for prose, yet actually is not prose at all ". The two main vices of jargon, he says, are "that it uses circumlocution rather than short straight speech", like the Babu who reported his mother's death by saying: "Regret to inform you, the hand that rocked the cradle has kicked the bucket ". Its other chief' vice is that "it habitually chooses vague woolly abstract nouns rather than concrete ones", like the newspaper statement; "He was conveyed to his place of residence in an intoxicated condition", instead of saying, "He was carried home drunk ". Jargon is "an infirmity of speech", it is not journalese, but akin to it. "Like respect- ability in Chicago, jargo4 stalks unchecked in our midst" and renders much technical writing ridiculous. It deals in periphrasis instead of going straight to the point, it loves the abstract rather than the concrete, it dabbles in words of sound rather than of meaning. Avoid it, despise it., if you purpose earnestly to write well. "III literature as in life he makes himself felt who not only calls 4 spade a spade but has the pluck to double spades and re-double." * Jargon is rampant in technical publications. Catalogues and other advertisements are conspicuous offenders, but with these the critic is not concerned, except in so far as such 'write-

IT has been said the British Empire was built on British Coal. In all the postwar planning for Great Britain the necessity for producing cheap coal and the prosperity of the coal industry are given first consideration. On Jan. 23, 1945, there was released in London a "Report to the Colliery Owners" which had been awaited with great interest. This was entitled "A Plan for Coal" and was the recommendation of Robert Foot, chairman of The Mining Association (Colliery Owners), prepared at their request. Presentation of the "Plan" at this time is particularly significant as it is an answer to the demand for nationalization of the coal industry by the Labour Party and at the same time is a carefully considered program for postwar reconstruction, prosperity, and stability. In the words of Mr. Foot, If the coal industry for the first ten years after this war is to find itself in a situation similar to the one it occupied for the ten years following the last war, with its record of disputes, strikes, stoppages, short-time working, unemployment, and, with it all, a completely insufficient margin of profit, and all the insecurity and instability in our basic industry that was brought with them, it is goodbye to any real prospect of full employment, social security, and high standard of living. To present an elaborate review of the conditions which have brought to a crisis the unfortunate situation in the British coal industry is here unnecessary, but certain of the salient points

During the second quarter of 1983, the economic recovery showed further strength abetted by the performances of consumer spending, residential investment, and the slowing down of inventory reductions. Real gross national product (GNP) increased from the first to second quarter at an annual rate of 9.2 percent, compared with 2.6 percent from the fourth quarter of 1982 to the first quarter of 1983 and an overall 1.9- percent decrease in 1982. Total industrial production increased 1.8 percent in July, and productivity as measured by output per man-hour increased 1.3 percent between 1982 and the first quarter of 1983 (table 1). Especially noteworthy .was the performance of real consumer durable goods expenditures, which increased at an annual rate of 32.0 percent from the first to the second quarter (about half of the increase consisted of automobile sales) and real consumer spending, which increased between these periods at an annual rate of 9.7 percent. Residential investment increased at an annual rate of 76.1 percent between the first and the second quarters,1/ and private housing starts by about 38,000 units in both March and May.

Radon emanation coefficients of 0.02 to 0.55 were measured at moisture contents ranging from dry to saturation in eighteen different ores. The emanation coefficients rose from a minimum when dry to a plateau usually starting at 5-20 percent of saturation. A model, using measured pore-size distributions, suggested that the radium mineralization may be confined to annular layers about 0.02 micrometers thick around pores. Radon's diffusion coefficient was determined as a function of moisture. The techniques involved comparing a disc's exhalation as a function of time whether or not the disc had a distributed source. The model was free of approximations and included the effects of porosity and adsorption. An increase of diffusion coefficient with moisture for one or two ores was explained in terms of a model's equation for the diffusion coefficient in terms of both volume and surface diffusion. Radon's adsorption coefficient was determined on a uranium ore.

The safe evacuation of miners during an emergency in the shortest amount of time is one of the most essential features of a mining operation. Despite advancements in mine evacuation research, the usage of mine vehicles during evacuation has not been considered. The majority of recent studies have been done on miners’ evacuation on foot. Mathematical formulations including Minimum Cost Network Flow (MCNF) models, Dijkstra's algorithm, Floyd-Warshall algorithm, and Ant Colony Optimization models have been used to solve mine evacuation problems. These models, which concentrate on determining the shortest escape routes during the evacuation, have been found to be computationally expensive and may not offer the best solutions in some cases. The goal of this paper is to incorporate light vehicles in the evacuation process using a mixed-integer programming approach. The methodology aims to minimize the total time required to evacuate the mine, ensuring minimal exposure of the miners to the adverse conditions that triggered the evacuation.

Over the last decade, instrumentation has been developed that allows the application of seismic reflection methods to groundwater and engineering problems. At the Geological Survey of Canada, we have been developing and testing shallow reflection techniques for mapping the bedrock topography and structure within the overburden. We have attempted to develop methods which can be implemented with a minimum investment in equipment and computing capabilities. The data are recorded on a l&channel engineering seismograph, using a single high-frequency geophone per channel, and a hammer or in-hole shotgun (“Buffalo gun”) as the seismic source. Processing and display of the data can be accomplished on an Apple II+ or IIe microcomputer and an Epson wide-track dot-matrix printer.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. Planning and administrative services for the meeting and conference were handled by Bituminous Coal Research, Inc., under USBM Contract H0318038.

This report contains the results of several related research efforts, all of which were aimed at enhancement of mine power system safety and reliability. The largest single effort was on optimum spares and maintenance scheduling for various components of a mine power system. Two closely related tasks involved calculation of the minimum arcing faults that could occur on dc trailing cables and the use of trippable load break switches to clear ground faults. Both of these tasks are concerned with reliable fault clearing to prevent shock and fire hazards. Three other closely related tasks were concerned with aspects of mine power system design: (1) alternate network topologies, (2) optimum voltage selection for mine power systems, and (3) selection of system components. The other research task consisted of laboratory tests to ascertain the effects of repetitive, low-level transients on insulation systems.
