IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.

"Following the depletion of nickel sulfide ores, laterites are considered as one of the main sources for producing nickel and cobalt. One of the primary steps in pyrometallurgical extraction of nickel from laterites involves partial reduction of the ore at temperatures below 1000°C. Studying the kinetics of laterite reduction provides valuable information on reducibility of nickel laterites using coal as a reductant. The present study investigates the reduction behavior of a nickel laterite by thermal gravimetric analysis and differential scanning calorimetry. Non-isothermal reduction tests and X-ray diffraction analysis were performed to find the main reactions that occur during the process. The kinetic parameters were calculated by Coats-Redfern method. The general model of simple reaction f(a)=(1-a)n was used for calculating kinetic parameters.INTRODUCTION Nickel (Ni) naturally occurs in the form of sulfide and laterite ores. Laterite ores are mainly available in tropical regions. Weathering phenomena during millions of years has led to the formation of several layers with specific mineralogy (Butt & Cluzel, 2013). The three main layers downward are limonite, smectite, and saprolite (Crundwell et al., 2011). Although laterites are the most available nickel ore resource (70%), their share in the overall Ni production is limited to 40% (Crundwell et al., 2011). The main reasons for not materializing the full potential of laterites are as follows (Ray et al., 1985): •,Laterite ores contain high water content (free and combined) which in turn results in high energy consumption of the extraction process. •,As Ni is present in the form of solid solution in laterites, physical upgrading methods such as flotation are not effective in increasing the Ni content before the extraction process. •,Extracting Ni from sulfide ores involve exothermic reactions which are beneficial due to decreasing the overall energy requirement of the process, however there is not efficient release of energy in the process of extracting Ni from laterite ores."

"During the early development of the Mattabi Mine in 1970, discussions with the Ontario Government revealed their policy of prohibiting, as much as possible, the development of new, isolated, single-industry townsites. Subsequently, Mattabi located its first housing in the Township of Ignace, which is situated 50 miles from the site of the mine and plant. Over 200 employees now commute 100 miles daily to and from work.This paper describes the experience gained and discusses the advantages and disadvantages of a remote townsite."

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve's Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company's large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve's initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve's operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

Y our program committee must have recognized my limitations when issuing the invitation to speak to you, because they very thoughtfully left the subject wide open.With the leeway thus granted, I hope that you will bear with me for a few minutes while I try to clarify the impressions of the mining industry that I have gained in the very short time I have held the Mines portfolio and some of the parts that government bas or should have in furthering its development.As I see it, it is the duty of the Mines Department, as an arm of the provincial government, to balance the proprietary rights of all the people against the interests to whom the privilege of developing our resources are, in a s e n s e, leased. To strike a fair balance is not always easy, nor is it possible always to satisfy both sides. Still, under the free enterprise democratie form of government to which I think we al! subscribe, no better way of handling the problem has yet been discovered."

"A magnetic proximity detection system is mounted on a mobile mining machine to prevent underground workers from being pinned or struck by machine motion. The system generates magnetic fields around the machine to determine safe working distances. The minerworn component measures the magnetic field in order to approximate location. Large masses of steel, such as those from mining equipment, can alter the magnetic field distribution. This affects the locational accuracy of the system, thus adversely impacting worker safety. To examine this problem, U.S. National Institute for Occupational Safety and Health researchers developed a method and test system to study the influence of a steel mass on the magnetic field distribution. The results show that a steel plate can strengthen the magnetic field perpendicular to the generator by up to 40 percent. Furthermore, they show that the degree of the influence on the field distribution is a function of distance. The results from this study can be used to further develop and improve the performance and reliability of electromagnetic proximity detection systems used in underground mining applications.IntroductionOn average, 250 miners are injured every year, and 43 miners were reported to be killed by striking or pinning accidents involving continuous mining machines in the United States between 1984 and 2015, according to the U.S. Mine Safety and Health Administration (MSHA, 2015). Continuous mining machines are large mobile machines used to mechanically cut coal in underground mines. These machines weigh approximately 60 t (132,000 lb) each. Although modern continuous mining machines can be remotely controlled, operators still need to be close to the machine primarily because of the low visibility and wide blind spots of the underground working environment.The MSHA promulgated a final regulation in 2015 that requires the use of proximity detection systems on all continuous mining machines except fullface machines. MSHA has approved five such systems to be intrinsically safe for use in underground coal mines: (1) Strata Worldwide’s HazardAvert System, (2) Frederick Mining’s Model 200 HazardAvert Detection System, (3) Nautilus International’s Coal-Buddy System, (4) Matrix Design Group’s M3- 1000/Joy Global SmartZone Gen 1 and (5) Matrix Design Group’s IntelliZone/ Joy Global SmartZone Gen 2."

"To more rigorously address tunneling risks to above-ground structures, vulnerability evaluation of all structures along a tunnel route is required. This multi-block area along the route can be considered a district. To fully assess each structure within a tunnel’s zone of influence, a multi-block or district-level model may provide new insights as to risk evaluation and mitigation strategies. However populating such a model with the existing geometry of the built environment poses a major challenge as measured drawings are not readily available for all structures along a tunnel’s route. Cost-effective population of such a model could arguably involve remote sensing data in the form of laser scanning or photogramme-try. However even for unreinforced masonry structures, where external, above-ground geometries can be captured, without a prohibitively expensive building-by-building, in person survey many factors would remain unknown. To consider these uncertainties in an automatic way, a performance assess-ment framework is proposed. Such a framework allows a more rigorous, initial, risk quantification than is currently possible within the simple empirical models generally being used in industry when tunneling risk is initially assessed. This paper introduces (within the allowable space limits of this format) consider-ations for auto-population and application of a district-level, tunnel-risk screening tool. INTRODUCTION Challenging topography, intense urbanization and infrastructure development, combined with limited land availability and a growing awareness of environmental issues have lead to increasing usage of un-derground spaces to control aboveground traffic and provide essential services in metropolitan areas. Tunneling, however, is not without its own risks, especially with respect to aboveground structures whether it be widespread minor damage (Burland et al. 2001) or the more notable, although less fre-quent, large-scale collapses such as the 2003 Shanghai (Allianz 2015) or 2004 Singapore (Magnus et al. 2005) events."

Microwave processing has been under continuous development as an advanced heating method in modern industries. However, problems with uneven heating still remain. Although heating uniformity is highly dependant on the properties of the materials being heated, proper furnace design to prevent uneven field distribution is another important factor. As an alternative to experimental measurements and adjustments to find appropriate furnace parameters, computer simulation is a convenient method for modeling, understanding, and improving the uniformity of microwave heating. This paper discusses current modeling technologies as well as applicable techniques for improving microwave heating uniformity. The purpose is to give a basic understanding on how to find, analyze, and minimize the problems associated with uneven heating in microwave processing.

The importance of optimizing equipment replacement decisions becomes more critical each year due to the rising costs of buying new equipment versus maintaining old equipment. Replacing equipment when it is physically worn out, or replacing it too soon or too late relative to its Economic Life (when it is economically worn out), is very costly. After extensive literature review and research, Kennecott has developed its Equipment Replacement Guide (ERG) system which identifies, evaluates, and justifies the replacement of uneconomical equipment. The system considers such critical factors as inflation, decreasing work capability, increasing maintenance/repair and operating costs, taxes, time value of money, return on investment, salvage value, and investment tax credit. These factors are used in a system of equations which balance the costs of new equipment against the total operating costs of old equipment. The solution of the equations determines the Economic Life of equipment. Replacement of equipment at the determined Economic Life will earn the specified, required return on investment that is used in the calculation of the Economic Life.

THIS paper attempts to show the various major operations used in nonferrous tube mills and does not necessarily represent the current practices at the two plants of the Wolverine Tube Div., of Calumet and Hecla Consolidated Copper Co. Inc. The operations now utilized in the production of tubing are quite varied and show the continual interest and advance metallurgically and mechanically to produce the best quality at the lowest cost. Naturally, any advance or lowering of cost is dependent on large production runs, which mean longer machine running time with maximum worker productivity. Standardization of tube sizes and elimination of unnecessary alloys are therefore very necessary, otherwise the development of costly new production machines would be of little benefit to the consumer as a whole. It should be noted that in such a short presentation it is impossible to describe in any detail the major operations. The short descriptions, it is hoped, will enable all who are interested to obtain a general idea of present, day practices in the copper tube producing field. Fig. I is a flowchart or sequence of operations showing the steps usually employed in tube production. RAW MATERIALS Quality starts with the raw material, and it is absolutely necessary that raw material be controlled and held to rigid specifications. Little need be said, however, regarding the raw materials for the casting of bars or billets, as the material always is purchased and checked against the various governing A.S.T.M. specifications. CASTING Casting, as is indicated in Fig. I, is quite varied and for convenience can be classified into two groups: The casting of solid billets, and the casting of hollow tubes, each of which is the base for subsequent operations. In the melting of the raw materials various types of furnaces are used, and the selection of any one is dependent on many factors outside the scope of this paper. However, as of general interest, a short description will be made of each. Induction Furnace (Low Frequency) This is popular in the melting of copper-base alloys, Fig. 2. In the induction furnace the principle of an inefficient transformer is used for the production of the necessary melting heat. The primary coil is.arranged around a transformer core made of high permeability silicon steel sheet. The secondary circuit is through a melting channel around the primary coil and opens into a hearth which contains the main charge. The heat is generated only in the melting channel, but because of the stirring action there is a constant flow of metal around the channel, which when mixing with the charge causes very rapid melting. The volatilization losses are very low as the furnace atmosphere above the charge is heated only by the heat from the melting metal. For successful commercial applications of additive manufacturing, metallic parts need to be defect free, structurally sound and reliable. However, additively manufactured metallic parts are susceptible to distortion, lack of fusion defects and compositional changes. Methods to measure susceptibilities of various alloys to these defects are needed but not currently available. Here we show that the necessary theories can be developed based on a well-tested numerical heat transfer and fluid flow model and decades of research in the field of welding. The proposed theories are validated with experimental results reported in the literature.

Dewatering of a -0.5 mm fine coal has been studied extensively. Deep cleaning requires however fine grinding, and dewatering of such ultrafine products presents a great challenge. Several coal samples finely ground and characterized by different wettabilities have b.een used in the filtration tests. Vacuum and press filters have been employed. In this paper only the results obtained with different flocculants (totally hydrophobic. semi-hydrophobic and hydrophilic polymers) are included. The results reveal the effect of coal surface properties and flocculant type on filtration of ultrafine coal.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. First, an initial period of rapid dissolution lasting a few minutes; second, an arrest or "plateau" region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effect of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured. The initial rate data were correlated by considering the rapid reaction to be due to the dissolution of surface oxidation products or the formation of an iron depleted surface layer. Until June, 1868, it had not been attempted, either in this country or abroad, to manufacture by mechanical means, from anthracite coal-dust, artificial fuel for domestic use. Several attempts had been made to utilize coal-waste by converting it into a fuel for manufacturing purposes, but none of the processes were original, and they were merely applications of the well-known European processes and machinery, slightly modified by American ingenuity and mechanical skill. With one exception all those attempts have been failures. The great difficulty in the application of European processes and machinery has always been the limited production, and the excessive cost of the manufactured product, as compared with the cost of mining and preparing the ordinary anthracite coal for the market. The only serious and intelligent attempt to manufacture, on a large scale, artificial fuel for manufacturing purposes, has been made by the Anthracite Fuel Company, whose works are erected at Fort Ewen, near Rondout, New York. This company, organized under the auspices of the Delaware and Hudson Canal Company, had to go through the usual course of difficulties, breakages, and disappointments, which seems to be the lot of every new industry. Thanks, however, to the energy and perseverance of Mr. L. L. Crounsse, a gentleman of means, from Washington, D. C, the enterprise succeeded, and it is to-day established on a permanent basis. In order to increase the production, and to reduce its cost, the Anthracite Fuel Company was compelled to change most of its •plant, and to erect more powerful machinery, producing lumps of a larger size, almost twice the size of the lumps made previously by the same company. "NPO RIVS employs complex approach to engineering and design of the new facilities in close cooperation of Mining, Research, Hydrometallurgy, Design, Construction, Power Supply, Automation, Production and other departments. General Design Contractor (and then General Contractor) is directly involved in geological exploration, engineering surveys, floatability studies, feasibility study of process solutions and construction options. It delivers greenfield project and guarantee its efficient performance in future. Shiralgin is a small gold and copper deposit, gold average grade is 4.7 g/t. RIVS departments have studied ore floatability, developed process procedures for design and performed pilot testing. Construction of integrated plant including ore crushing and grinding, flotation and hydrometallurgy units with Dore gold production of 5 000 thousand tons ore per year (66.7 t/h) is recognized as economically viable. The technology used of separate dry stockpiling of flotation tailings and cyanidation tailings. Water circuit for concentration and hydrometallurgy is separated, too. Process design was performed based on BIM software like Autodesk Revit, Civil 3D, Rocscience slide using process procedures developed by RIVS Research units. Engineers provided modeling of primary crushing unit, coarse ore storage, main building (including grinding, flotation, thickening, filtration, loading, hydrometallurgy), tailings thickening unit, building for reagent storage and conditioning, tailings pond for dry stockpiling of flotation tailings and cyanidation tailings, sedimentation ponds, laboratories, infrastructure including Administration building and camp. Payback period is 3.5 years. 3D model of facility is currently stored at the State Agency of Geology and Mineral Resources affiliated to the Government of the Kyrgyz Republic.INTRODUCTION The Kyrgyz Republic has substantial potential of mineral resources including gold ores. Mining industry actively develops and involves international investors. Inventory includes 42 deposits (Figure 1) that have reserves of 616.4 t [1] of gold. The Kyrgyz Republic takes the third place in gold mining among CIS countries after Russia and Uzbekistan by producing up to 20 t annually."

"At the Kemi Mine, a recent expansion into the Surmaoja orebody required an increase in ventilation capacity. A new ventilation shaft was built with two main fans. The installation is near the entrance gate and only 1.7 kilometres from the nearest permanent dwelling. The main fans were first taken into use as exhaust fans in October 2014. Shortly after the fan installation, comments concerning fan noise were received from the neighbours. The first noise measurements were taken at the main fan installation site by Outokumpu personnel in March 2015. Due to higher than expected recorded values, during late June, 2015, a two-week environmental noise study was planned by the engineers and executed by a consultant specialized in noise measurement. The measurement results were analysed and compared to the requirements of the environmental permit and Outokumpu’s factory standards. While the measured values at the nearest dwelling were within the environmental permit limits, high noise values were recorded at the fan station. A second two-week study will be performed after construction of the main-fan heating station has been completed. Actions taken will depend on the outcome. INTRODUCTION The Kemi Mine is a part of the Outokumpu chain of integrated ferrochrome and stainless steel manufacturing in the Kemi-Tornio region in Finland. The mine itself is a large underground operation with a production capacity of 2.7 million tons of ore per annum. It is also the European Union’s only chrome mine, and at present (2015) the mine extracts 2.4 million tons of chrome ore per year. Safety, cost-effectiveness, and environmental friendliness are hallmarks of the Kemi Mine. Environmental impact produced by the operation of the mine is limited due to the insolubility of the oxide chromium ore, the gravity-based and chemical-free enriching process as well as the closed circulation system of the process water which serves both the whole mine and the enrichment process (Outokumpu, 2015). Importance of the environmental impact of the Kemi Mine is amplified by its closeness to the cities of Kemi and Keminmaa with the nearest habitants living less than 2 km away from the mine site. To show the cooperation with residents the Kemi mine organizes special “neighbour days” for the habitants of the areas closest to the mine. Also, information letters are sent to the neighbours, when changes that may affect the neighbours are being planned and executed."

Mining is a significant emitter of greenhouse gases and is the focus of increasing attention from green groups and regulators. Miners need to know their own carbon emissions and how they compare with the rest of the industry. Miners and mining companies need to know where they fit in the emissions curve. Who is in the bottom quartile? This article updates data from minecost.com which detail the specific carbon dioxide emissions for over 200 mines producing 90% or more of western world copper, zinc, lead and nickel in 2009. This data shows the potential impact on mine economics of proposed carbon taxation regimes and emissions trading schemes proposed at COP 15 in Copenhagen during December.

EVERY user of steel should ask himself whether or not he is taking full advantage of the discoveries of the steel metallurgists during the last few years, or is merely buying grades that looked to be the best five or ten years ago for various specific purposes and have since proved perfectly satisfactory in his plant. If he has not kept abreast of the times, then it is probable that something better has been developed, or something just as good that costs less. Though this article will have to do with steel for high-temperature applications primarily, marked advances have been made in steels for other purposes as well.

These results. together with values for nine other elements, have been used to develop a simple model to describe the distributions in terms of known thermodynamic properties?. The Temkin model for ionic melts was assumed to apply to the sulphide species in the Cu-S matte? phase and it is shown that the choice of sulphide species is particularly important for successful representation of the experimental .results?. In general, the lowest sulphlde (minimum sulphur :. metal ratio)? formed by the. metal is most suitable, although Ni, Co, Rh and Pd appear to associate with more sulphur in the melt than suggested by the? composition of their lowest sulphide. A correlation between the composition of the metal sulphide species formed in the ternary system and the? position of the minimum in the free energy of mixing curve in the metal-sulphur binary -system is? proposed.

The U.S. Bureau of Mines has been investigating methods and technology that may improve safety and production when applied to existing mining machines. Toward those goals, the Bureau has developed navigation systems that provide machine positional information while in the production area. This research has been limited in the past because the Bureau had only one type of mining machine to do experiments. Addressing this problem, the Bureau, along with Carnegie Mellon University, has developed a generic vehicle emulator, in the form of a wheeled vehicle with an onboard computer, known as the Locomotion Emulator, that provides a software-selectable vehicle emulation package. Preliminary testing by the Bureau has shown that the emulator can accurately imitate the maneuvers of the software selected vehicle type. Now the Bureau can test their navigation systems on different vehicle types without having to procure each of the vehicles. This report completely describes the emulator as well as all the modes in which it can be operated.
