Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

New developments in on-stream analysis using immersed radioisotope gauges including results from plant installations are described. The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding which is based on maximum throughput at constant product size and preliminary work in flotation control are also outlined.

FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,400. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum. The bucket elevator is probably the oldest known form of conveyor. Its history can be traced back to the days of Babylon where wicker baskets lined with a natural pitch and fastened to ropes operating over wooden sheaves turned by slaves, were used for the elevating of water into irrigation ditches. It is not unnatural for the bucket elevator to be the first in history, for even today engineers and designers recognize that well designed, correctly applied bucket elevators offer unequaled advantages over other bulk material elevating methods. The bucket elevator's vertical design saves valuable floor space. It provides flexibility of machinery layout with lowest initial capital expenditure, which is its principal advantage. While the advantages of the bucket elevator have long been recognized, there has been a tendency to lean away from its use because of high maintenance without reliability. CHAIN Belt Company found that the bucket elevator, if correctly applied, can be built to be as dependable and reliable as any other piece of machinery in today's modern processing plants. It is not difficult to understand why the bucket elevator is looked upon sometimes as a necessary evil in the material handling system. Very little has been published or written about the specific use or application of bucket elevators other than in manufacturers catalogs. Most of today's elevator application was set forth at the turn of the century by Hetzel (1). There have been many improvements made in the manufacturing techniques of elevator components, improvements in material selections, all which can be used to improve today's bucket elevator. To best understand the improvements which have taken place recently in the design and application of bucket elevators, an understanding of basic elevator principles is desirable. In general, it can be said that bucket elevators are classified into two basic types : (1) centrifugal discharge and (2) continuous. Elevators in use today are either of the centrifugal discharge type or the continuous type, or a combination of both in special applications.

SAFEX International, as the name suggests, is a global organisation, which has the fundamental objective of improving the safety of operations concerned with the manufacture, storage, transport, and use of commercial and military explosives and pyrotechnic products throughout the world. It is a nonprofit making organisation of manufacturers of explosives from all parts of the world, founded in 1954 with the aim of exchanging experiences within the explosives industry. Every third year SAFEX organises a Congress during which members present papers on selected themes and discuss reports of significant incidents that occurred since the previous Congress. Admission is for SAFEX members only, thereby creating a safe environment for discussing problems “within the family”. The XV Congress will celebrate the Association’s 50th anniversary in Geneva where it was founded. An overview of the Congress indicates its structure and covers aspects such as the training event, technical seminars and the themes for the plenary sessions and associated workshops. The paper also highlights the special event for the chief executives of member companies and the review of incidents that occurred in the industry since the last Congress. The Congress concludes with a social programme for delegates and their partners on the last day.

"Broadmeadow Mine is an underground longwall mine located in Central Queensland, Australia. The mine introduced a top coal caving (TCC) longwall face in 2013 but since then has experienced severe convergence events at the start of each panel after 60–70m of retreat, resulting in equipment damage and the longwall almost becoming iron bound. A significant geotechnical monitoring effort during LW10 and LW11 to characterise the caving mechanics and operational changes during LW11 were successful in mitigating the risk posed by these initial convergence events. This paper describes the geotechnical monitoring programme undertaken during LW11, the operational methods used to mitigate these initial convergence events, and the contribution to these events of the TCC technique.A thick sandstone unit close to the extraction roof was likely the cause of the convergence events at the start of each longwall panel. However, stress change monitoring cells, surface extensometers, an inclinometer, and the blockage of holes designed for pre-conditioning using hydraulic fracturing indicated that the convergence events were not caused by the sudden collapse of sandstone bridging across the goaf. Rather, they were caused by the propping action of strong units within the overburden strata. Equipment design modifications were made to allow the longwall to remain operational during the convergence events and an operational strategy was implemented to mitigate convergence in LW11. The initial convergence event was successfully negotiated, and Broadmeadow went on to be the highest producing longwall for CY16 in Australia.INTRODUCTIONBroadmeadow Mine is an underground longwall mine located in Central Queensland, Australia, owned and operated by BHP Mitsubishi Alliance (BMA). The mine is a punch longwall mine using open cut pit access provided by Goonyella/Riverside Mine. Broadmeadow commenced longwall operations in 2005 using a conventional high reach longwall, but later changed to the top coal caving (TCC) method of extraction. Broadmeadow extracts the easterly dipping 5.5–7.5m-thick Goonyella Middle Seam in ranging in depth from 90m to 330m. The coal is washed and blended at the adjacent Goonyella/Riverside open cut mine to produce a premium coking coal product for export."

A blast fragmentation model is developed based on the gamma function to describe the run-of-mine fragmentation distribution. The model presented is aimed to benefit from simplicity in application and also to be efficient in description of the fine to coarse part of the blast rock fragments. In fact, the gamma based model (KC-KUM), gives a unit distribution curve, which is made up of two separate equations, covering different fragment sizes in the muck pile. The generated values of the fines to central part of the equation and the central to coarse part of the equation are connected at the 40 per cent grafting point. For validation, eight production blasts, which were specially designed for this purpose, were carried out at an iron ore mine (Jalal-Abad iron ore mine/Iran). Results achieved by KC-KUM and two of the most well-known models. Kuz-Ram and Swebrec, are compared with measured data. Moreover, to assess the models’ efficiency in presenting the best distribution curve, a Logarithmic error method is chosen. Based on the achievements. KC-KUM has the least deviations by the least absolute log error of 0.52, whereas the values obtained for the Swebrec and Kuz-Ram models were 0.79 and 1.34 respectively. Furthermore, the models were applied to predict X80 for 12 production blasts carried out at Gol-e-Gohar iron ore mine/Iran. These predictions were compared with the results from these trials. The coefficient of determination (R2) and root mean square error (RMSE) are calculated. Consequently, the highest R2 was obtained for KC-KUM at 0.837 with the least RMSE of 11.31. On the other hand, R2 and RMSE are equal to 0.832 and 20.19 for Swebrec; and 0.813 and 19.75 for Kuz-Ram respectively. With the increased use of mechanized rock excavation, there have been developed internationally a number of methods to assess the abrasivity of rock materials. These methods range from determination of abrasive and hard mineral content using petrographic thin section analysis to weight loss or rate of wear flat development on specified test pieces. The Cerchar abrasivity index (CAI) test has been widely accepted for the assessment of rock abrasiveness and is determined as the abrasion of a steel pin after scratching over the freshly-broken or saw-cut surface of a rock. Two types of testing devices are in use today: (i) the original ‘Cerchar apparatus’, and (ii) the ‘West apparatus’, which was adopted herein. The CAI is calculated from the measured diameter of the resulting wear flat on the steel pin after 10mm scratching. This test has been considered to provide a reliable indication of rock abrasiveness for isotropic rocks. However, a great amount of rocks in natureis anisotropic. Phyllite is an anisotropic and foliated metamorphic rock and various types of phyllite specimens were tested in this research. Although phyllite is a type of rock primarily composed of quartz and the expected CAI value can be high, mechanical cutting of this rock should not be very problematic compared with igneous rocks have same CAI value. As phyllite is a foliated metamorphic rock, most of the specimens split into sheets through the quartz seam by the tip during scratching normal to the axis of quartz seams. Hence, viability assessment of Cerchar abrasivity test and F-Schimazek index values for the anisotropic rocks is investigated in this research.

In exploiting the ultra-deep, narrow reef ore bodies of the Witwatersrand, the ventilation and cooling systems within the stopes play a critical role because of high concentrations of active workers. This paper examines the heat, ventilation and cooling effects of a number of different stoping layouts for narrow reef mining in ultra-deep operations in very hot rock. The stope ventilation and cooling needs are driven primarily by the difference between the air temperature and that of the rock front being excavated. These needs depend on the face utilization, geometry, face advance (rate and direction), layout, backfill, use of water and machinery1,2,3. Detailed studies of different stoping configurations have been undertaken for mining operations extending to depths of 5000m below surface, where virgin rock temperatures approach 70°C. Extensive work has been completed with regard to evaluating ventilation and cooling requirements to maintain air reject temperatures of 28°C wet-bulb and better. This knowledge is being used to determine overall cooling requirements, reduce operational costs and maximize the efficiency of cooling systems. These issues are important when considering both the local and regional air conditioning systems and the most effective application of in-stope chilled water.

SINCE the last publication of tabulated results of grindability tests by the authors1 the total number of ball-mill tests made has more than doubled, and rod-mill tests have become increasingly important. Nearly all of the standard closed-circuit ball-mill and rod-mill tests made to date are included in the present tabulation, together with additional information not previously published. STANDARD BALL-MILL GRINDABILITY TESTS The method of conducting these closed-circuit tests has not been altered. A sample of the ore or other material is stage-crushed in rolls set at 1/16-in. opening with a 6-mesh screen until all of it has passed the screen. The combined minus 6-mesh screen undersize is mixed, sampled and screen-analyzed, and its apparent specific gravity is determined by packing and shaking in a standard container, and weighing. The apparent specific gravity ordinarily is about 60 per cent of the true specific gravity. The unit volume present in the mill in all tests is 700 c.c. of the packed minus 6-mesh roll product, and the number of grams occupying 700 c.c. is the unit test weight. This weight is placed in the mill dry, ground for the number of revolutions estimated to be necessary, discharged, and screened mechanically in three testing sieves of the mesh size at which the test is to be conducted. The oversize, or circulating load, is weighed, sufficient fresh minus 6-mesh feed is added to bring the total weight up to that of 700 c.c., and the charge is returned to the mill for a second grinding period. All standard ball-mill tests are conducted at 250 per cent circulating load, and the number of revolutions in the mill necessary to obtain this circulating load at any grinding period is estimated from the results of the previous period. The number of net grams of screen undersize produced per revolution of the mill approaches its final equilibrium value after several grinding periods, and this is recorded as the grindability, or relative ease of grinding, of the sample. A cylindrical ball mill, 12 by 12 in. inside, with a smooth lining and rounded corners, is used with a revolution counter. Under standard grinding conditions it runs at 70 r.p.m., and contains a charge of 285 iron balls weighing 20,125 grams, ranging from I ½ to ¾ in. in diameter. Over five decades ago Kitchener et al. in England and La Mer and Healy in the US were advancing our understanding and application of flocculants, primarily related to water treatment and filtration of sludge. This paper identifies the beneficial uses of flocculants in the mining industry and revisits some less common applications. Flocculants are used in unique ways in the mining industry: (a) to increase the effectiveness of sediment ponds to achieve discharge compliance; (b) to eliminate air emissions and costs associated with concentrate drying; (c) to reduce soil loss by applying a flocculant to erodible soils, and reducing wind and water erosion; (d) to remove/thicken metal precipitates in acid rock drainage treatment; and (e) to enhance clarification and thickening in mineral processing. The mechanism of how flocculants, coagulations and potentially-determining ions function is described and how their use can be controlled and optimized. The potential toxic effects of flocculants and coagulants when used to achieve effluent permit discharge compliance for suspended solids is discussed. A review of numerous best management practice (BMP) guidelines for the design and operation of sediment ponds treating mine site runoff to remove total suspended solids (TSS) and turbidity revealed an absence of a predictive methodology to address regulatory discharge compliance for TSS concentration, turbidity and flocculant-induced toxicity. An essential component of pond design is the need to determine whether flocculants and/or other settling aids are required based on the site-specific soil particle size distributions upslope of the pond. Procedures are provided to predict the need for settling aids and estimate pond discharge quality and downstream impact for TSS, turbidity, toxicity and sub-lethal toxicity. The need to develop BMP guidelines are discussed for (a) the application of flocculant to surface soils to reduce erosion, (b) the application of flocblocks to increase the ?sediment control? aspects of erosion and sediment control, as part of the mine site erosion control plan strategy and (c) the application of flocculant to silt socks to treat mine site runoff.

Recently, effective utilization of by-product slag as aggregate for concrete has been expected from the viewpoints of depletion of natural crushed stone and suppression of environmental loads. We developed a new process for continuous solidification of blast furnace slag as coarse aggregate. In this process, molten slag is continuously poured into molds, and the slag is solidified at the thickness of 20–30 mm. The flow rate of the molten slag is 1 t/min, and maximum production per ladle is about 30 t. After solidification, blast furnace slag coarse aggregate (BFG) is produced by crushing and adjusting the particle size of the solidified slag. The new BFG has water absorption of less than 1%, and concrete containing the BFG has the same fresh property and compressive strength after 28 day as concrete using natural crushed stone aggregate.

The new legislative regime applying to the mining industry has been in force for nearly two years. However the parameters for the permits required under the Crown. Minerals Act 1991 and the resource consents required under the Resource Management Act 1991 are still being established. Mining operators will benefit from participating in the development of policies and plans currently being formulated by local authorities. The Energy Legislation Amendment Bill currently before the House contains amendments to the Crown Minerals Act to clarify points of uncertainty and to reduce transaction costs where possible.

Tool and cutterhead wear is a crucial issue in soft ground tunneling, especially because tool inspection, maintenance, and replacement are done under difficult conditions, and often under pressurized faces or under ?hyperbaric interventions?. Overall, tool inspection and changing is a time consuming and costly step, which needs to be quantified and the related costs accounted for in any construction contract for scheduling and costing of the tunnels at design stage or bid preparation. However, lack of a universally accepted index or measure for soil abrasivity in the geotechnical reports has made it difficult, if not impossible, to define cutter wear for this purpose. Soil abrasion and its impact on cutting tools for tunneling machines under dry or wet conditions have recently been under spot light due to construction claims in several of the recent tunneling projects. The objective of this paper is to examine soil?s physical, mechanical and tribological properties related to the interface of the soil and excavation tools and discuss ways to measure soil abrasivity in a quantitative and repeatable manner. The paper will discuss the efforts that are underway to develop a new soil abrasivity index and the fabrication of a new testing device for this purpose.

It has been shown that bacteria Acidithiobacillus ferrooxidans can be used to depress pyrite in seawater flotation at natural pH, which opens the possibility for its use as an alternative to lime to depress pyrite in copper sulfide flotation. In order to have a better understanding of the mechanisms involved in pyrite depression with A. ferrooxidans, an exploratory experimental campaign was carried out, including attachment density and contact angle measurements, and the effect of adding bacteria before or after collector. Biodepression of pyrite improves when increasing pH from 3 to 8, with a decrease in recovery from 92% to 36%. This increase in depressing capability is accompanied by an increase in attachment density, from 2.58×108 bacteria/g to 1.99×109 bacteria/g at pH 3 and 8, respectively, suggesting that the mechanism of depression is related to the attachment of bacteria to the pyrite surface. It was observed that the conditioning sequence with collector and bacteria influences the biodepression capacity of A. ferrooxidans. Having as a reference a value of pyrite recovery equal to 97%, when using only xanthate in seawater flotation at pH 8, the effect of both conditioning with bacteria-followed-by-xanthate and xanthate-followed-by-bacteria were assessed. When bacteria were added before the collector, the recovery of pyrite decreased to 36%. On the other hand, when bacteria were added after collector, the recovery was 64%, showing that biodepression of pyrite with Acidithiobacillus ferrooxidans is more efficient when the conditioning is carried out first with bacteria. The contact angle values show that there is little effect of the second component added to the system, i.e., if pyrite is first conditioned with bacteria, the contact angle does not change significantly once the xanthate is added (bacteria-followed-by-xanthate). The same was observed when the conditioning sequence was xanthate-followed-by-bacteria.

Detailed underground mine design and optimisation studies undertaken by the author over the past few years have clearly demonstrated that additional value can be created by varying the cut-off grade (COG) spatially throughout a deposit as well as over time. This additional value can be particularly significant for marginal operations. This paper, by way of worked examples, illustrates the conceptual and practical considerations of applying a differential cut-off policy for an underground mine to both maximise value and manage risks associated with production and metal price volatility. Consideration is given to both the design stage of a new mine and to the strategic and practical application of a differential cut-off policy in an operating mine.

"Laboratory study of the behaviour• of binary coal blends shows that coke strength is more closely dependent on the distribution of ""reactive"" oxygen in the parent coals than on their proximate, elemental or petrographic compositions, and it also appears possible to qualitatively predict coke strength from information about reactive oxygen. Proceeding from this recognition, experiments were carried out to test the possibility of preparing metallurgical cokes from binary blends in which non-caking hvb coal was substantially freed of reactive oxygen by prior heat t1•eatment under controlled conditions. The results indicate that such blends can yield surprisingly strong cokes and that coke strength may be amenable to further improvements by modifying the size distribution of the pre-heated component and the rate at which it is charred."

"Recent developments in metal-based additive manufacturing (AM) technology have generated considerable interest in multiple industries, owing to flexibility in design and the ability to produce final components in their net shape. The AM of high-strength aluminium alloys has not been widely explored, due to findings of undesirable microstructures leading to short fatigue life and poor fracture toughness; restricting the application of AM to lower strength aluminium alloys (with cast-like Al-alloy compositions) to date. Herein, aluminium alloy AA2024 (Al-3.6Cu-1.2Mg) was additively manufactured via selective laser melting (SLM), with the resultant microstructures and corrosion properties characterised and compared to wrought AA2024-T3. Microstructural characterisation was carried out using transmission electron microscopy (TEM), revealing SLM produced AA2024 included a population of ?-phase (Al2Cu) in preference to S-phase (Al2CuMg) typical of wrought AA2024. Additionally, the corrosion properties were investigated by potentiodynamic polarisation in a range of NaCl concentrations, whilst elemental corrosion rates were also determined (including for open circuit exposure conditions) and quantified in situ with an inductively coupled plasma mass spectrometer coupled with an electrochemical flow cell. Results revealed a significant improvement in the corrosion resistance, and elemental dissolution of AM prepared 2024 relative to wrought AA2024-T3.INTRODUCTION Aluminium alloys remain the preferred candidate materials in applications requiring a balance of low density and strength. The ability to produce net shape components from aluminium alloys has accelerated due to recent developments in metal-based additive manufacturing (AM) technology, including selective laser melting (SLM) and powder bed 3D printing. The AM of Al-alloys, including Al-Si-Mg (namely AlSi10Mg), has become widespread commercially in recent years. Alloys including AlSi10Mg offer reliable and reproducible production by AM, however such alloys (and variants thereof) are not high strength alloys. The pursuit of higher strength AM Al-alloys presents significant merit to multiple industries; however, such higher strength AM Al-alloys have not been widely studied to date. The solidification of high strength Al-alloys during conventional (casting) operations needs to be executed in a manner that avoids so-called =hot-tearing‘, which can arise as a result of the solute type and loading. A report on the solidification of a high strength Al-alloy prepared by AM, along with factors related to solidification, was recently covered by Pollock and co-workers (Martin et al., 2017). It was reported that AM of high-strength aluminium alloys (which have to date been principally based on the compositions of wrought high strength Al-alloys) may lead to undesirable microstructures that reduce fatigue life and result in poor fracture toughness; presently limiting the application of AM to lower strength aluminium alloys (with cast-like Al-alloy compositions) to date."

TWO months ago, just after the coal code hearing in Washington, one of our leading liberal weeklies printed a study of the coal industry made by an economist in the Administration, and on the outside cover bad it featured as "Coal-A Dying Industry." There are, of course, different opinions as to the accuracy of this characterization and I want to present some of the facts about the outlook for the bituminous industry for a short time ahead. In view of what has happened in the industry within the recent past it would be futile to attempt to make any prophecy about what is likely to occur in the future. We all know that a prophet is not without honor save in his own country, but it is likely that anyone undertaking this role about this industry would soon find himself in no man's land. One can, with some slight degree of safety perhaps, outline present conditions and tendencies and draw some inferences as to what the future may hold.
