AT its meeting on May 21, the Board of Directors approved the recommendations submitted by President Lovejoy and named a nominating committee for the year that is especially well distributed as to major technical interest and as to geography. As may be seen from the list published herewith, two come from the East, two from the Midwest, and three from the far West. Mr. Linton, the chairman, has been a valued member of the Institute for 36 years. A memorandum drawn up by Paul D. Merica, representing the A.I.M.E., and W. R. Barclay, representing The Institute of Metals of Great Britain, setting forth a reciprocal plan for special memberships in each Institute for members of the other, was discussed. Both societies already have formally approved the plan in principle and Dr. Merica was clothed with full authority to agree on a few small details that have not been settled, and conclude the arrangement in behalf of the Institute.

Since 1865 when Congress moved to create a Federal Mining Bureau, successive legislations have given rise to the current '!Federal Coal Mine Health and Safety Act, 1969. Coal beds from 22 feet to 20 feet thick are mined under covers from 50 to 2800 feet with full and partial pillar recovery equally popular and accounting for a total of 54% of the mines. Pillar recovery and roof support practices vary, and each operator must submit an overall roof control plan (within specific guidelines) for approval before undertaking any development. The guidelines relate to dimensions of openings, details of support, sequence of extraction, limits of extraction and caving details. Experienced and professional staff of M.E.S.A. provide roof control plans and make inspections and grant-approvals of principles of support and minimum support in pillar extraction, with provision for modifications with time. Guidance is given with training programmes and standards of supervision. All of these aspects are approached in the spirit of the Congress declaration that the first priority and concern must be the health and safety of the miner.

La ventilación de minas es un proceso relacionado a la dinámica de la mina que genera el acondicionamiento del aire circulante a través de las labores subterráneas. Como tal, los requerimientos de la mina se adecúan de acuerdo a la estructura física de la misma. En consecuencia, no existe un sistema de ventilación estático puesto que los sistemas requieren de constantes monitoreos y ajustes para alcanzar una ventilación óptima. Así, el presente trabajo señala los aspectos importantes del diseño de ventilación principal de la mina Condestable realizado entre el período de 1992 y 1993 por encargo de la compañía minera. La metodología empleada comprende mediciones de campo y el cálculo de requerimientos del caudal. Asi también está la construcción del modelo de red de ventilación y el diseño del nuevo ciricuito con ventilación forzada.

The development in the perfection of mine-surveying instruments has been by no means rapid, as it has depended somewhat on the details of construction borrowed from astronomical and geodetic theodolites, largely on the restrictions laid down by mining companies and the prejudices of mine managers themselves, but more than all on the methods used in conducting surveys and the importance attached thereto. Mine-surveying, in some form or other, has been practiced from the very earliest times; but it has never kept pace with the other branches of surveying, or even with the art of mining itself, and cannot be recognized as an exact science until shortly before the beginning of this century. The works of Hero of Alexandria, who lived in the second century B.C., are still extant, and contain descriptions of a rectangular sighting-instrument, which he invented and called a diopter. His improvement upon this simple construction, which possibly he devised for use in the Greek mines for rough leveling-purposes and for laying out any angle, must be considered, says Hübner," as the origin of the highly perfected theodolite of to-day. Whether this instrument came into general use during the first centuries of the Christian era, is not recorded; in fact, no writer undertakes to tell how mine-surveying was conducted until 1556, in which year Agricola expounds the principles of mining and metallurgy in his De Re Metallica, devoting the entire fifth chapter to the practice of mine-surveying (see Fig. 1). Appraisal of industrial minerals beneath privately owned land requires a different approach and mindset from valuation of base and precious metals or energy minerals, and from valuation of government-owned mineral lands. First, is it the value of inground minerals or of mining rights that is being sought? Second, value to whom, the mining company, a potential investor, the mineral landowner, a lending institution, the property tax assessor, or a condemnor? Third, how should mineral value be apportioned between the land and mineral owner, and a mining company with limited years of lease-hold interest? These and many other questions must be addressed before a valuation method and Discount Rate are selected. For various reasons the Income Method is most often used, with Net Present Value calculations made for long term predicted mining income. Choice of an appropriate Discount Rate is critical.

I FEEL greatly honored and appreciate this opportunity to be able to say a few words about that rather perplexing subject, silver. The constant decline in the price of this metal has now reached the stage where it is of much concern and the cause of serious discussion among the leading financiers, economists, and statesmen of the world. Further- more, it is significant that this subject is so important that almost every day one can read articles pertaining to it in the newspapers and trade publications. Being essentially a banker, and not an economist, I do not claim to be an authority on the silver question. These remarks are merely some of my observations in, regard to the many puzzles which-I came across in my recent studies of this very important question.

Silver Bell is located about 56 km (35 miles) northwest of Tucson, AZ. It is a classic porphyry copper deposit containing enriched disseminated chalcocite ore in altered porphyritic rocks with chalcopyrite in adjacent skarn zones. The discovery of Silver Bell was an evolutionary process that occurred over a 75-year period. Recorded mining activity began about 1865 on Boot Hill east of El Tiro pit (see Fig. 1) where outcrops of altered limestones were found to contain 425 to 482 g (15 to 17 oz) Ag mixed with copper oxides. By 1874, the Young America Copper Co. was mining shallow occurrences of 30% Cu along the north side of the present Oxide pit. The ore was shipped by wagon to Yuma, AZ, and then by boat to San Francisco for smelting. By 1881, the district supported several mining companies, two small smelters, and was being favorably compared to Bisbee in local newspapers. Most of the ore mined in the period 1865-1903 came from pods of massive sulfide or their oxidized products which were distributed in an unpredictable fashion through a large skarn zone in Paleozoic limestone east of El Tiro pit. Ore grades varied from 5 to 10% Cu.

This publication contains analyses and related source data for 191 natural gas samples from 22 states and 1 foreign country. Of the total samples, 182 were collected during calendar year 1987. The remainder were collected earlier, but releases granting permission to publish were not received before 1987. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.

WHEN man became dissatisfied with the mere utilization of physical force and began to use weapons, he made a definite stride forward. At first he used sticks, animal bones and stones, often rudely shaped to some particularly lethal form. These devices, while crude, were moderately effective. How- ever, some of the brighter men of the tribe found that certain particularly heavy "stones" were somewhat ductile and could be hammered into more effective weapons than those previously known. Later, probably through the misuse of one of these weapons to stir the campfire, it was found that heating softened and perhaps actually melted the material. The process of annealing had been discovered! Smelting the more easily reducible metals was in all probability one of those fortuitous accidents which was followed up by thoughtful researchers who ultimately developed the technique of mixing various ores to produce bronze and even some of the nickel content alloys. The resulting products were at first lumps of more or less ductile material which could be hammered to shape, and were thus incidentally hardened by this process. The hardening of metals by alloying and cold working remained for many centuries the only known methods for improving their properties.

Currently, social impact assessment (SIA) is used to determine social impacts across the life-of-mine (LOM) to closure. This paper draws on recently completed SIA reports from the Martha gold mine in Waihi and qualitative interviews in the community that explored post-closure options, to review the challenges mining companies face when engaging with iwi4 through the SIA process and what that may mean for closure planning. The Maori of New Zealand consistently lobby to have a distinct voice in resource management issues. This is in line with the evolution of indigenous participation in SIA globally and with New Zealand policies, not least of which, the Treaty of Waitangi (the founding document of New Zealand) makes provision for Maori self-determination with regard to natural resources. Land use for mining has been a source of conflict for Maori and mining can have profound cultural and social impacts on the Maori community, yet despite Treaty intentions their representation in SIA has been comparatively limited. With this in mind, the Waitangi Tribunal has released the Ko Aotearoa Tenei (Wai 262) report, which recommends far reaching reforms to laws and policies affecting Maori culture and identity including natural resource management. This landmark report seeks to move the Maori-Government relationship beyond grievance to partnership. Given suggested policy changes in Wai 262 and the risks of poorly conceived closure planning, it is timely to review where Maori currently fit into the SIA process. The findings of this research suggest that improvements to the outcomes of this process will require companies to act beyond compliance. The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. Oil shales differ from coals in that they contain less carbonaceous material, convertible to volatile hydrocarbons, and more inorganic rock. In all pre-commercial oil shale development, involving extensive full scale mining operations, there have been no explosions. However, large scale mine tests with oil shale dusts by the Bureau of fines showed that propagating explosions could be induced under certain circumstances. Laboratory tests were conducted on a broad spectrum of oil shale dusts to define chemical properties and to seek correlations with subsequently determined fire and explosivity properties. These latter properties, indicative of safety hazards, increased as the Fischer assay oil yield of the dusts increased and as particle size decreased. Laboratory data were used to relate fire and explosivity properties of oil shales to those of coals and other carbonaceous materials and to assist in the identification and evaluation of potential hazardous situations which may be encountered in oil shale mining and processing.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

Drilled shaft construction through caving soils has historically been an uncertain, risky and costly operation. Uncertain, because the zone of caving may or may not be known, risky because the loss of a shaft is disastrous, and costly because the Contractor, who faces these risks, must include large sums of money in his bid for shaft wall stabilization techniques. This case study will discuss the stabilization techniques that are typically used within the United States, and then present new technologies, born in Europe, that are being utilized in the States by Malcolm Drilling Company today.

There were 63 fatalities in the California petroleum industry in 1929, the largest number in any year since 1923 and an increase of 34.0 per cent over 1928, when 47 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. It will be observed from the accompanying chart that after following a consistent decline for 4 years, the fatality curve turned upward in 1923 and advanced sharply in 1929. Although this increase in fatalitics coincided with a period of intensive development it tends to indicate some laxness in the industry during a period of increased hazards. Intensive drilling campaigns are usually started hurriedly and conducted with a great demand for speed, and the result is that accident-prevention work is too often relegated to a position of minor importance.
