This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.

As part of the North American regional activities during the Mining, Minerals and Sustainable Development Project (MMSD) one project focused on the development of sustainability evaluations at the operations level. Engagement was identified as one of the seven important questions to be addressed. Engineers and scientists employed in the mining, minerals and materials production arenas must understand the importance of stakeholder engagement, both within and outside the operations as it is essential in the ongoing activities required to contribute to sustainable development. After developing the awareness that a social license can only be contemplated if engagement is in place, they also have to develop skills in engagement processes. This presentation will present the business case for engagement as well as an approach to motivate undergraduate mining engineers to embrace it. The presentation will also review some recent and ongoing research to improve the engagement process.

Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. The coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed with time. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research presented in this paper investigates one potential solution?or component of a solution?to improve mining sustainability in Appalachia: post-mining wind power. This paper intends to demonstrate and explain the feasibility of synergistic mine closure and wind development. Wind conditions at three reclaimed mine sites in West Virginia were monitored in order to develop representative case studies for post-mining wind power. This paper contains a summary of the literature consulted to plan the site assessments, the methodology employed to execute them, the analysis steps undertaken to derive conclusions, and a discussion of all findings. This research has found that significant cost savings can be yielded from synergistic mine closure and wind development, as compared to greenfield wind development. Though wind conditions themselves remain the primary driver for site feasibility, post-mining wind power is a practice with significant promise for improving project economics, contributing to renewable energy development, enhancing company-community relations, providing local employment opportunities, and exemplifying sustainable business practices in Appalachia.

"The Key Lake uranium mine is the largest single uranium producer in the world. It is owned 2/3 by Cameco Corporation and 1/3 by Uranerz Exploration and Mining. Cameco is the operator. Current production is fourteen million pounds per year of uranium oxide (U308).The mine's location is 570 kilometres north of Saskatoon on the southern edge of the Athabasca Basin approximately at latitude 57° 11 'north and longitude 105° 34' west. Access to the mine is by an all-weather road and a private airstrip.The mill was commissioned in 1983. A molybdenum plant was constructed in 1989 in response to increasing molybdenum content in the yellowcake or final product. Early test work had showed that the first ore body to be mined, the Gaertner deposit, would present few problems with regards to molybdenum in the product. However, the test work also showed that the higher molybdenum content of the Deilmann ore, the second Key Lake orebody to be mined, would result in increased molybdenum concentrations. Without the molybdenum plant, penalties would become excessive and some product might not accepted by the refineries.This paper will describe the current Key Lake mill process with emphasis on the molybdenum solvent extraction process. It will cover the chemistry of the process, process development in the mid 1980's, and current operating practices.The Key Lake milling process consists of five individual plants, crushing and grinding, leaching -counter current decantation (CCD), solvent extraction, yellowcake/crystallization and bulk neutralization (Figure 1. This paper reports on research examining disclosures from mining companies regarding their water usage in the Macquarie and Lachlan catchment areas, both parts of the Murray-Darling Basin in New South Wales, Australia. The objective of the research was to assess whether this disclosure is sufficient to allow communities to determine whether mining companies are complying with mining conditions of consent and abiding by the requirements of their water licencing agreements. These requirements are then compared to the water reporting requirements of the Global Reporting Initiative (GRI) and the Water Accounting Framework for the Minerals Industry (WAFMI). Communities are concerned about whether the mining industry?s use of water will have impacts on their livelihoods and lifestyle and thus require information concerning the quantity of water that will be extracted, how much water will be left for other stakeholders and whether the mining will affect water quality. This is an archival study. It has involved examining relevant publically available information released by mining companies and government regulators and determining if this is sufficient to meet the needs of the local communities. Additionally, it has involved looking at information indirectly provided by mining companies, via the use of intermediaries. Further, information availability concerning basic water accounting and regulatory breeches and whether such information is available at the mine site level has been considered. It is found that while NSW legislation places very little reporting requirements on mining companies, the development consent conditions for new projects and extensions to existing projects are quite significant and should be sufficient to meet the needs of local catchment residents though such information is not always easily accessible for the layperson.

"Abstract -The Magino gold mine is located 45 km northeast of Wawa, Ontario. There was limit­ ed gold production in the Iate thirties. The present operation was officially opened in October 1988 and produced gold until September 1992. It was a 635 tonnes per day, decline-accessed mine, with ore coming from several small blast hole and shrinkage stopes.The host for the gold is the Webb Lake granodiorite stock which was intruded into the Goudreau Lake Deformation Zone. This east-northeast-striking deformation zone overprints the generally east­ west-striking isoclinally folded metavolcanic and metasedimentary rocks, which make up the east end of the Michipicoten greenstone belt. The ore-shoots are controlled by dextral delatancy associated with the Goudreau Lake Deformation Zone. Shearing, bleaching and silicification accompanied the gold emplacement."

As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature of ash, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions~ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The client for this project specializes in the use of state-of-the-art technology to fabricate and assemble composites and metal-bonded structures for commercial and military aircraft programs. One of the key components for this operation at the client's plant is a highly precise computer-numerical-controlled router known as the Shoda Machine. This machine tool was installed at the plant in July 1998 for the manufacture and inspection of aircraft parts, and it is extremely sensitive to deflections. To monitor the occurrence of deflections, an internal laser system continuously checks the machine calibration. Deflections in excess of 5/1000-inch in the foundation on which the machine rests require costly periodic re-leveling and recalibration of this tool. Therefore, a significant problem arose when measured deflections during machine operation were as large as 20/1000-inch. In addition, the foundation was cracked in at least three places as a result of elastic foundation movement caused by dynamic loading as well as shrinkage and loss of base support. Deciding on a remediation procedure to alleviate or eliminate these problems involved the following important considerations: (1) achieving the client's need for reducing deflections to less than 5/1000-inch, (2) minimizing the repair cost as much as possible, and (3) reducing the time required for implementation of the foundation remediation solution. After evaluating the advantages and disadvantages of several alternatives, jet grouting was selected as the most suitable solution. The jet grouting program provided columnar elements of soilcrete to remediate the Shoda Machine foundation.

The oxygen bomb-is used extensively for determining sulphur in petroleum, although it has been suspected that the results obtained with this method are somewhat lower than the true varies. In this paper are compared the results given by the oxygen-bomb and Carius methods, the latter being generally accepted as the standard procedure for the determination of sulphur in organic compounds. The Carius determinations given hero were made in connection with a special study of this method.4 Only petroleum oils of the less-volatile type are covered in the present work. Summary and Conclusions. When used with oils containing 2.3 to 0.15 per cent of sulphur the oxygen-bomb method gives results that are consistenly if slightly lower than those obtained with the Carius method. This variation, for the oils used, amounts to 3.1 per cent (on tae basis of sulphur present) for the sample containing 2.47 per cent of sulphur, and gradually increases (as the percentage of sulphur in the oils decreases) to 7.3 per cent for the oil containing 0.15 per cent of sulphur. With the oils studied the presence of ammonium nitrate in the bomb does not influence the results materially.

The ELECTRE method is one of the best among the multi criteria decision making methods. In this paper with implementing the fuzzy ELECTRE, The risky criteria in the Tehran Subway project are being ranked. The result of this research presents damage and accident of machineries as well as the lack of labor and equipment safety is located in the first order. For too long we, as an industry, have borne the brunt of irrational claims, poor science and even worse, journalism with regards to our affect on the environment. To some of us, the overwhelming media attention on greenhouse warming, the polluting outputs of mineral processing or unthinkable depletion of natural resources has left us embarrassed and more unfortunately has turned bright young people away from a career in the minerals industry.This paper shows the hypocrisy associated with an element of the green movement and dispels some general myths on mining disseminated by radical environmentalists.The fallacy of the greenhouse warming effect will be scrutinised by common sense and the mining industryÆs use of land will be discussed and put in proper perspective.Problems associated with safety and emissions and the means to overcome such are discussed briefly.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. Southeast Missouri is the largest and oldest lead-producing district in the United States. For the year 1941, the statistical picture of pig-lead production, stated in short tons (partly estimated by the Engineering and Mining Journal) is as follows. Tons World production................. 2,000,000 United States Production .........- 460,000 Southeast Missouri production..... 142,000 The consumption of primary lead in the United States in 1941 was approximately 900,000 tons, or almost double the country's production. The largest previous year's in in the United States was 718,000 tons, in 1926. The largest quantities of lead are used for cable sheathing, storage batteries and white lead. During 1941 tetraethyl lead for auto and aviation gasoline consumed 50,000 tons of lead. The entire lead production of Southeast Missouri is now mined by the St. Joseph Lead Co., whose dominant position as the largest producer in the United States of lead directly from ores is best shown by the fact that in 1941 it produced approximately 31 per cent of the lead production of the United States from its mines in southeast Missouri, where 22,000 tons of ore, averaging over 3.00 per cent lead, is mined per working day. It is known that lead was mined at Mine La Motte, Madison County, Missouri, by Renault in 1723. Other white men and Indians probably did some mining prior to that time. Since 1865, the recorded production to Jan. I, 1942, shows that the St. Joseph Lead Co. and the various other companies that have operated in St. Francois County mined lead ore, which, after milling and smelting losses produced 5,980,000 short tons of pig lead. • About 95 per cent of the present lead production of Southeast Missouri is mined in St. Francois County. The northern part of this area is 60 miles south of st. Louis. The remainder of the lead is obtained at Mine La Motte, about 25 miles southeast from the center of the producing area in st.Francois county, Prospecting In this district, most of the ore is discovered by surface and underground diamond drills and by prospect drilling underground with rock drills. Each 2-ft. length of the cuttings from these Jack-hamer prospect holes is assayed for lead. These holes are marked and the records are entered on maps. It has been found that close drilling—100-ft. centers of holes, and sometimes less—is necessary in order to locate most of the smaller commercial ore bodies, many of which previously had been missed by drilling the areas with holes spaced 200-ft. centers or more.
