"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

These rock quarries are surrounded by residences and commercial neighbors who have concerns related to blasting. The Bureau of Mines investigated the resource availability of titanium minerals from 63 mines and deposits in 12 market economy countries. These mines and deposits contain, at the demonstrated resource level, an estimated 438 million metric tons (mt) of titanium dioxide (TiO2) in the minerals rutile, ilmenite, leucoxene, and anatase. An additional 314 million mt of TiOz is available from inferred resources. If all titanium minerals and other recovered heavy minerals are sold at total costs at least equal to the January 1984 market prices, approximately 200 million mt of contained TiO2 could be recovered in total. In terms of mineral concentrates, this equals approximately 11 million mt of rutile concentrate, 187 million mt of ilmenite concentrate, 3 million mt of leucoxene concentrate, 13 million mt of synthetic rutile concentrate (in addition to the ilmenite), and 89 million mt of titanium slag. The study indicates that world resources of low-cost rutile are declining. In order to maintain future supply for high-grade titanium resources, alternate sources will need to be developed, which may include higher cost rutile mines, Brazilian anatase deposits, increased production from slag operations, or more synthetic rutile capacity from ilmenite resources, which are abundant.

During the past decade, operators and researchers have worked toward a better understanding of the mechanisms operating in flotation. As reported by W. J. Trahar in 1981, this work commenced with the operators determining a relationship between recovery and particle size. They defined three particle size ranges, that being fine, intermediate and coarse. It was noted that the fine and the coarse ranges had slower flotation rates than the intermediate range as demonstrated by their lower recoveries.

Mortlake Works were opened in 1886, and has since grown to the vast undertaking inspected by members of the Institute.The Kent Street Works were closed in 1921. Bacterial oxidation technology has the ability to selectively attack sulphide minerals. Selectivity allows oxidation of more reactive minerals and the extraction of valuable metals while leaving the bulk of the sulphide component unreacted. Partial oxidation can be used on arsenopyrite to recover gold and for the leaching of base metals, such as copper and nickel, from pyritic ore and concentrate without generation of large quantities of acidic iron solution, which must be neutralized. Thus, rejection of pyrite during the oxidation process can considerably reduce treatment costs. Acid generation in tailings dams would be minimal, compared with most Thiobacillus cultures, as the optimum growth temperature of Bactechts culture is above ambient.

A geotechnical instrumentation program consisting of borehole extensometers and portable tape extensometer stations was effectively used to monitor concrete liner deformations and guide construction procedures during enlargement of a 75-year old Union Pacific Railroad tunnel in Wyoming. Enlargement involved excavation of the old concrete invert and placement of 5,941 feet of new concrete invert 6 feet lower in squeezing shales, fault zones and water-bearing sandstones. Instrumentation data were used to guide procedures for excavating the old invert, installation of temporary interior struts, underpinning existing liner walls, and placing the new concrete invert.

DURING the last 10 years, several grain-growth studies have been made using zone-refined metals with controlled amounts of solute to elucidate the interaction of solute with moving boundaries. In all these studies, it was more or less implicitly assumed that the alloys used were, after recrystallization and grain growth, homogeneous within the grains with respect to solute and lattice defects. This note deals with observations made on microstructures originating from solidification of dilute alloys and from grain growth. Briefly, the experimental procedure used in these studies was the following: zone-refined cadmium and master alloys were melted and cast in Pyrex under vacuum to produce bars 14 mm in diam and about 150 mm long. These bars were cut into 8-mm-thick slices which were mechanically and chemically polished. The specimens were then deformed 30 pct in compression and given a 1-week anneal at 260°C in argon. After this anneal, a second deformation produced completely recrystallized samples 4 mm thick. The time-temperature controlled anneals were carried out in a bath of silicone oil. After the grain-growth anneal, the specimens were polished in Gil-man's' solution (33 g CrOs, 6 g NazSO, in 100 ml of water). Several etches were used depending on the alloy investigated, but mostly a mixture of concentrated HC1 and HNOj (98:2 vol) was employed. In all the alloys examined, the ease with which substructures could be revealed depended strongly on the crystallographic orientation of the surfaces of the grains. However, very frequently the microstructures to be discussed here etched up over broad areas comprising several grains. Fig. 1 is a micrograph of a Cd-0.05 at. pct Mg alloy annealed for 100 sec at 270°C. Different substructures are seen in this photograph. A denotes the now existing grain boundaries. The well-defined lines and points marked B are the remains of a solidification substructure. The lines are boundaries between cell colonies, and the points are nodes located on regular two-dimensional cells. This cellular structure has the same appearance as that found by weinberg2 for rapidly quenched Zn-Au alloys. The "ghost boundaries", marked C, are very similar in appearance to a grain boundary array in a polycrystalline sample. Repeated polishing and etching showed that all the substructures observed were three-dimensional. To date, the ghost boundaries have been clearly observed in all samples containing 0.005, 0.01, 0.05, and 1 at. pct Mg, and in samples containing 0.01 at. pct Zn. Attempts to outline these ghost boundaries in cadmium alloys containing 0.01 at. pct Ag and Au were only partially successful. In these alloys, parallel lines, having a resemblance to the ghost boundaries in the Cd-Mg and Cd-Zn alloys, were observed, but it was not possible to obtain complete arrays of ghost boundaries which extended over several grains. It is possible that a different etch than that presently employed would reveal the ghost boundaries in the Cd-Au and Cd-Ag alloys as clearly as in the Cd-Zn and Cd-Mg alloys. A close examination of the ghost structure showed that it consisted of linear etch-pit arrays, Fig. 2. The ghost boundaries were resolvable even in grains which showed over-all faceting due to the etching, as seen in the corner of Fig. 2. The general appearance of the ghost structure suggests that it originated during grain growth. This is supported by the observation that the mesh width in the ghost-boundary array generally increased with increasing final grain size. To test whether the ghost structure was formed during the long homogenizing anneal or during the grain-growth anneal, some as-cast samples were deformed and given a grain-growth anneal. Numerous flotation models have been proposed in the literature. Thirteen of these have been applied to batch flotation data and evaluated with respect to one another using statistical techniques. Flotation tests were carried out on samples of a US porphyry copper ore (Pinto Valley, AZ). The ore was tested using various collector and frother systems to produce different time-recovery profiles. These were used to calculate flotation rate and ultimate recovery parameters for each model. The models were then evaluated statistically to determine the overall fit of the calculated to the observed data and to test the range of significance of the parameters in each model.

Coal remains South Africa?s most abundant and cheapest source of energy, and there is an ever-increasing necessity for optimal and safe extraction of the remaining reserves. Increasing focus on cost-effective mining and zero harm to the environment and miners has resulted in a shift in attitude towards the application of geophysics in local coal mining and exploration. Furthermore, technological advances have contributed to geophysics being embraced more readily by the coal mining industry, compared to a decade or two ago. Predictably, the growing interest in geophysical technologies has also created a need for education and training in the basic principles and application of geophysical methods, as local coal mining companies generally do not have in-house geophysicists. Consequently, the Coaltech Research Organisation?s Geology and Geophysics working group forum compiled a textbook aimed at addressing this need: to produce a guide for applying geophysics to coal mining problems in South Africa. The target audience for such a book would be coal geologists, mine surveyors, mine planners, and other mining staff with limited or no geophysics background. This paper provides a very brief overview of the book by summarizing key sections and selected examples. In doing so, the value of geophysics to solving a range of coal mining and exploration problems is highlighted.

The United States Bureau of lanes, in cooperation with the Natural Gas Department of the American Gas Association, has been studying actively for the past several years the problem of the flow of natural gas through high-pressure transmission lines. Numerous data on gas flow through pipe lines under many conditions of operation have been obtained by carefully conducted tests, and these data, together with all other available information, have been analyzed Carefully to secure practical facts for the use of operators in designing pipe lines and determining the effects of different operating conditions on pipe-line capacities. The first procedure in initiating this problem was to review, compile, and analyze all of the existing data on the flow of natural gas through pipe lines. Actual data applicable to pipe and operating conditions normally used in the transmission of natural gas were meager, and the several pipe line flow formulas developed by different investigators gave widely varying results when applied to problems of pipe-line design. Therefore, further experimental work under conditions comparable to those found in transmitting natural gas was essential before any definite recommendations could be made. The problem, as originally planned, included flow tests on pipe lines in operation, and in each test the measured delivery vas to be compared with the delivery calculated from several common pipe line flow formulas.

[Approximately 7-1/2 million tons of subbituminous coals are mined annually in Colorado, Wyoming, and Montana, of which 50 percent probably reaches domestic consumers. The moisture of these subbituminous coals is high, averaging about 25 percent when they are mined. The coals are non-caking end stack to a variable degree when exposed to normal atmospheric conditions. They are good domestic fuels, are considered to be smokeless in most furnaces, and have been used for many years in hand-fired domestic furnaces in which the practice is to employ large lutes for efficient combustion.]

Company-community agreements are widely considered to be a practical mechanism for recognising the rights, needs and priorities of peoples impacted by mining, for managing impacts and ensuring that miningderived benefits are shared. The use and application of company?community agreements is increasing globally. Notwithstanding the utility of agreements, the gender dimensions of agreement processes in mining have rarely been studied. Prior research on women and mining, however, does show that women are often more adversely impacted by mining than men, and face greater challenges in accessing development opportunities that mining can bring, however there is currently little to no guidance for companies, government or communities in terms of bringing a gender perspective to the fore in mining and agreement processes. While it is undisputed in human development literature that investment in women and sensitivity to gender delivers long-term health, education and local development outcomes, a number of key factors remain unexplored in debates about mining and development. These include: women?s participation in agreement processes, the gendered distribution of agreement benefits, and the extent to which impacts and benefits influence (either positively or negatively) women?s development and economic inclusion. This paper presents the results of an applied research project undertaken by the Centre for Social Responsibility in Mining (CSRM) at The University of Queensland and funded by a partnership between the Minerals Council of Australia (MCA) and the Australian Agency for International Development (AusAID). The project sought to connect with practitioners who had been directly involved in agreement processes to hear grounded perspectives on the interaction of gender dynamics and agreements, and connect those experiences with the broader literature. Findings from this study have implications for the role of companies and governments in promoting gender equality and empowerment as part of their commitments to sustainable development. A key challenge for companies will be navigating the territory of cultural norms and gender equality. The authors argue that without consideration of the gender perspective, and appropriate responses, mining agreements may not be inclusive or representative and may exacerbate gender inequalities and fail to contribute to long-term sustainable development.

This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). The idea of using apron feeders for in directly feeding crushers is not a new one, it has been used for many years. To the best of our knowledge, the first apron feeder was used for bulk material handling in 1893. Since that time many design innovations have been introduced, with perhaps the most effective one being, the application of crawler tractor components in the feeder construction. This design was first introduced to the mining industry in 1954 by, national iron company. These feeders were used in the handling of run-of-mine iron ore on the Minnesota iron range, at the rate of 1,000 ltph. The material was fed over a grizzly to a jaw type of crusher. The crusher output was also handled by an apron feeder. Today, the apron feeder is being used in hard rock surface mine operations feeding crushers at rates of 5,500 ltph and over.

As part of the I-94 North-South Corridor reconstruction program, the Wisconsin Department of Transportation (department) is reconstructing the Mitchell Interchange in Milwaukee, Wisconsin. Located on the south side of Milwaukee near Mitchell International Airport, The Mitchell Interchange interconnects I-94, I-43 and I-894. Reconstruction began in 2009 with the letting of the first advance contract for local crossroad bridge reconstruction. A second advance contract for construction of collector-distributer roads on each side of the I-94 mainline was completed in 2010. The main contract involving reconstruction of the core of the Mitchell Interchange was let in the summer of 2010, and is scheduled to be completed by the end of 2012. The core contract includes construction of three cut and cover tunnels along two system interchange ramps. Construction of the three tunnel structures is on the critical construction path. The contract includes an interim contract completion date that requires the tunnels to be open to traffic by the end of 2011. A top down method of construction using drilled shaft secant piles for the sidewalls of the cut and cover tunnel structures was selected as the preferred structure type to address subsurface and construction schedule challenges. The department identified in pre bid coordination that no cost reduction incentives would be reviewed or accepted for changes in tunnel wall type. A major component of the tunnel structures requires the installation of 1,500, 4-foot diameter secant piles. This paper presents mitigation strategies to manage construction risks associated with the installation of the secant piles including; prequalification of the secant pile subcontractors, requirement for use of full depth temporary casing, a site specific quality control plan, specifying drilling equipment, and developing a geotechnical baseline report for this critical component of the Mitchell Interchange reconstruction project.
