The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. Friction stir spot welding of a range of Mg-alloys is investigated (AZ91, AZ31, AM50 and AM60). The peak temperatures during friction stir spot welding of all Mg-alloys are close to their solidus temperatures. Also, the apparent material viscosity of Mg-alloy sheet is lower than that when Al-alloy sheet material is spot welded. This is important since it means that the widths of the stir zones forming during spot welding of Mg-alloy sheet are smaller than those when Al-alloy sheet is welded (when identical welding parameter settings are applied). These lower apparent viscosity values must be taken into account during numerical modeling of the Mg-alloy spot welding process. The efficiency of energy utilization is very low when Mg-alloy sheet is spot welded and is of the same order as that when fabricating Al-alloy sheet. The energy generation contributions of the rotating pin and the tool shoulder are investigated. When the spot welding operation is carried out without the application of a dwell period, the contribution made by the rotating pin vis-à-vis energy generation is around 66%. The contribution made by the tool shoulder increases to about 65% when a dwell period of four seconds is incorporated during the spot welding operation. This increase results from a longer contact time between the tool shoulder and material within the stir zone, The failure load during overlap shear testing increases when the bonded area and the energy input increase during spot welding. Sample failure initiates from unbonded regions and from discontinuities at the edge of the stir zone. The formation tendency of discontinuities is increased when Mg-Alloy sheet is spot welded because of the limited deformation characteristics of the base material at lower temperatures.

The San Francisco Section met on September 11 to discuss the problem of Labor in its Relation to the Mining Engineer. Mr. W. H. Shockley was in the chair. T. A. Rickard opened the discussion under four heads: The recognition of the union, the rustling-card, the sliding scale of wages, and the' contract system. He expressed his belief that collective bargaining cannot be ignored, and insisted that the mining company represented a collective bargaining of its shareholders with the men. employed in its mine. He held that the contract system was often used unfairly, but that used fairly it was the best check on labor tyranny. The rustling-card he held to be right in principle, in so far as it gave the employer the choice of employees, but he believed that it was often used in an irritating way to black-list refractory laborers. The sliding scale of wages was easy to establish in prosperous times, but it would inevitably lead to trouble when conditions went against the miner. His conclusion was that the quarrels of labor and capital were due mainly to a lack of the sense of fair play and of social justice. Albert Burch agreed with most of the foregoing, and insisted that 90 per cent. of the men were inclined to be just, but that the 10 per cent: made all the trouble. He stated that he had introduced the rustling-card in the Coeur d'Alene in 1899, as a means for getting rid of agitators. E. L. Foucar considered that labor was irresponsible. He described his experience in Peru, where the authorities promptly stopped a strike of Italian miners by threatening prompt punishment for any display of violence. Morton Webber also gave a bit of his own experience, to show that the chief trouble is that the men do not think for themselves, and are therefore easily led by fomenters of trouble. F. H. Probert described his experiences in Germany and. also in Arizona, and insisted that too often the men were not given a fair hearing. E. T. Blake argued that a manager must get the workmen's point of view, in order to control them effectively. He believed that young men who started life doing manual labor were in a better position to understand their fellow workers. George J. Young suggested that the mine owners should encourage the good men to lead the unions, and not leave the direction of the unions to the noisy element.

Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. Mechanically fragmented chips of an AZ91D magnesium alloy were transformed into a semisolid slurry within the Thixomolding® system. Microstructural analysis of a material at various processing stages revealed that the cold deformation of the alloy, experienced during chipping, led to the recrystallization and growth of equiaxed grains which were subsequently converted to the globular structures by melting the grain-boundary network.

Ground instability is among the major causes of serious incidents and production disruptions in the mining industry and has a significant impact on safety. Mining companies may have operations in a number of jurisdictions with varied regulatory requirements for ground control management. As these companies expand into countries where mining regulations are formative or lacking clear definition, ground control practices are usually developed by local mine personnel based on their experience. In many cases, inconsistent procedures and standards are generated, which can lead to an increase in occurrence of underground incidents due to difficulties and confusion in implementation. This situation has forced some mining companies to standardize their ground control practices by geographic regions or divisions. Though this approach is an improvement, it may not lead to effective management of ground control issues across all operations of a global mining company. Barrick Gold Corporation, with operations in North and South America, Australia and Africa, decided to adopt a global approach to ground control management. This global approach requires all Barrick operations to prepare and implement an effective ground control management plan (GCMP) based on site specific conditions and company guidelines. It is also required that the GCMP be developed through application of sound geotechnical engineering practices and be consistent with local regulatory requirements and Barrick safety policies. All Barrick underground operations have GCMPs in place, and its surface operations are now involved in the initiative. This paper presents Barrick?s global approach to underground mine ground control management and outlines the content and process for the development of a GCMP.

In 1931 the Philadelphia Company acquired by lease several coal mines in southern Greene County, Pennsylvania. These mines were known as the "Dora," "Seventh Pool" and "Rosedale" mines in the Sewickley seam, and the "Rosemary," "Seventh Pool" and "Warwick" mines in the Pittsburgh seam. All these mines are in the immediate vicinity of Greensboro, Pa., with considerable river frontage on both sides of that village. The mines in each seam are contiguous and to some extent the properties in the two seams lie one above the other. In 1938 the property known as the "Sandy Run mine," in the Sewickley seam, adjoining the Dora mine, was purchased from the Fredericktown Coal and Coke Co. Altogether, by purchase and lease, the company gained control of approximately 3400 acres of coal land in Greene County, from which it was estimated that some 20,000,000 tons of coal could be extracted. Geology of Warwick Properties Both seams of coal outcrop along or near the river on both sides of the town of Greensbgro. They lie on the eastern slope of the Lambert syncline, near the southern end of the axis, consequently the predominant dip of the seams is away from the river, so that development for river handling has the unavoidable disadvantage of adverse grades for haulage to the outside. Predominant grades away from the river at right angles to the "butt" cleat of the coal average about 2.25 per cent dipping in a westerly direction, but local dips occur, which are considerably greater. Predominant grades parallel to the river and at right angles to the "face" cleat of the coal average about one per cent dipping in a northerly direction. Both seams of coal lie in the Monongahela formation, the Pittsburgh bed being the bottom measure of the formation and the Sewickley bed lying about 90 it. above. Approximately midway between the two lies the Redstone coal bed, which is generally thin and of erratic occurrence and therefore of little commercial value. It is mined only locally where it attains sufficient thickness. Sewickley Bed The Sewickley bed is commonly called the "five-foot" or Mapletown" seam, because in Pennsylvania it reaches its greatest thickness and has been mined most extensively in the vicinity of the village of illapletown, approximately one mile west of Greensboro. In the early development of the Warwick properties, which occurred near the river, the seam had an average of 5 it. 2 in. in height. As development proceeded away from the river, however, the height gradually decreased until the average height of the present workings is about 4 ft. 6 in. To explain in any depth the industrial relations of Broken Hill I believe that it is necessary to trace some of the many happenings that created the present industrial climate. While appreciating that our relations with the local industry are relatively good, it must be pointed out that to preserve and improve this present situation a duty is owed to everyone connected with the industry (workers, share- holders, etc.) by management and unions to see that just and reasonable agreements are found for any disputes. If the companies ever take the local position for granted it would soon die, killed by someone who may get some short term benefit, but who would lose something of incalculable worth in the long run. Four years of intensive exploration effort by Newmont Mining Corp. came to a climax May 27 in Carlin, Nevada, when local, state and federal officials joined with company officers at a dedication ceremony saluting the start-up of the firm's wholly- owned subsidiary, Carlin Gold Mining Co. Before an invited audience at the plant site, Newmont's President Plato Malozemoff and Nevada's Senator Howard D. Cannon pushed a lever and watched the new melting furnace rotate until a brilliant orange-red stream of molten gold poured forth from its mouth. Two 1200-oz bricks of bullion were poured that day, and they are the first of many that will lift this mine into the number two slot among U.S. gold producers and fourth among all gold mines on the North American continent. Although Newmont Mining first entered the gold mining business in 1929 in Grass Valley, California, the Company had operated no gold producers since the well-known Government directive L208, issued in 1942, closed down U.S. gold mines for the duration of World War 11. Now it is back in the business in a big way-a $10 million mine and plant capable of producing 200,000 oz. per year. All the gold from the Carlin operations is earmarked for the U.S. Mint in San Francisco.

The fire assay process for the quantitative recovery of platinum group elements (PGE?s) prior to subsequent analysis traditionally is a time-consuming process. Samples derive from various ore types and contain PGE?s at the ppm or ppb levels, making concentration of the elements mandatory before assaying. Traditionally sample turn-around times are of the order of 24 hours. The whole sequence of sample preparation, fire assay and subsequent analysis of PGE?s have been automated by Anglo Platinum. Some of the major challenges on the road to automation will be discussed and the novel solutions that were implemented. The engineered solution included robotic automation of the whole sequence, from sample preparation, up to the final element by element assay. The final system allowed for rapid (less than one hour) and accurate analysis of PGE?s even in streams containing very low levels, such as flotation tailing streams and drill core samples.

"The work presented here is part of an ongoing project designed to develop predictive capabilities of the local mechanical properties, and thus, structural behaviour of a thin-walled high-pressure die-cast AM60B magnesium alloy component. This work focuses on developing correlations between process parameters and local microstructure. Numerical simulations of the die filling and solidification behaviour of the AM60B component were used to estimate local process parameters such as solidification rate, temperature gradient, filling velocity, etc. These estimated parameters were used to establish semiempirical correlations with measured VALUES (of the local microstructure measured in regions throughout the component of different solidification conditions. INTRODUCTIONHigh-pressure die-cast magnesium alloys are experiencing increasing use in structural automotive components. A strength-to-weight ratio comparable to steels and its ease of castability allow for these alloys to be utilized in such capacities as instrument panel beams, seat and door frames, and engine cradles, among others (Gjestland and Westengen, 2007). However, the current use of these alloys is limited due to variations in local mechanical properties. These local property variations restrict part designers to assume lower than actual properties, resulting in larger sections, thus diminishing the light-weighting advantages of magnesium alloys. If these local property variations could be predicted, part designers would be able to optimize die-cast magnesium alloy components and fully take advantage of the light-weighting capacity of these materials.The work presented here is part of an ongoing project aimed at developing predictive capabilities of the local mechanical properties, and bulk mechanical performance, from variations in local microstructure, and ultimately from local process parameters in die-cast magnesium alloys. This project, unique in its nature, is based upon the results determined from fifty sequentially cast AM60B magnesium alloy instrument panel beams provided by Meridian Lightweight Technologies (shown in Figure 1)."

Worldwide, the major Manganese ores can be separated into three different types: ?Oxidized ores (MnO2): in Australia, Gabon, Brazil,?. ?Semi-oxidized ores (Mn2O3): in South-Africa, Australia,?. ?Carbonated ore (MnCO3): in Ghana, South Africa, Kazhakstan?. The other Manganese ores are less rich but can be used locally or in the neighbour countries (China, Ukraina, India?). Since the beginning of the 20th Century, Manganese has played a big role in the steel industry process average usage ratio: 9,5 kg/mt of steel). The recent grow-up of this industry has led to an increase of Manganese ores demand. In parallel, several companies have increased their Manganese ore producing capacity. In this presentation, we explain the link between the main Manganese ores characteristics and the key different factors for an effective and low cost Mn alloys production (HCFeMn and SiMn): ?Chemistry ?Size ?Reactivity Then we will point out the advantages of Comilog ore and Sintec ® usages in various Manganese alloy metallurgical process compared with the other main ores and with the local ores. Some advised formulations for the different kinds of furnaces and alloys will be also discussed.

"The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

When is it the proper time to initiate engagement with various stakeholders, including Indigenous communities? This paper will demonstrate what stage of a project’s evolution is the appropriate time to initiate a stakeholder engagement plan. It will look at aspects to consider when identifying the communities to involve. It will describe the contents of a Stakeholder Engagement Management Plan as well and touch on how tried and true options analyses, such as a Multiple Accounts Analysis can be used to inform the results of the engagement, guide the development of your project and clearly document the engagement process. It will illustrate the benefits of initiating engagement at the appropriate point in your project’s schedule, and the limitations of doing so too early and at later stages of the project engineering. The benefits of this approach can be realized within any legislative Jurisdiction including the Canadian Environmental Assessment Act 2012 and Canada’s new Impact Assessment Act.

Southland contains over 70 per cent of New ZealandÆs recoverable coal resources, and an investigation into the potential effects of coal mining on SouthlandÆs water resources is therefore of interest. This paper investigates pit-lake water quality in relation to current mining activities within the sub-bituminous coal and lignite deposits of Southland.   Water quality data was collected from pit-lakes in sub-bituminous and lignite deposits from October 2005 to March 2006. After periods of settled weather, turbidity increased with depth at the sub-bituminous pit-lake (10 - 21 NTUs from 5 - 30 m). In the stratified sub-bituminous pit-lake in March 2006, heavy rainfall caused higher turbidity in the epilimnion than the top of the hypolimnion (20 NTU vs 13 NTU) reflecting surface water runoff (up to 1993 NTUs) and epilimnion mixing. In contrast, turbidity at the lignite sites was variable due to the shallowness of the lakes, but noticeable increases following disturbance and adverse weather were recorded. High turbidity at the sub-bituminous deposits was attributed to the presence of clay minerals such as kaolinite whereas turbidity at the lignite sites was more likely short term and a result of heavier minerals such as quartz.   Trace element concentrations at both sites were low when compared to mine waters in other coal areas in New Zealand and no samples exceeded ANZECC water quality trigger values for 80 per cent species protection. Pit-lake water pH levels were lower and more variable in the lignite deposit (4.18 - 7.30 vs 7.24 - 8.98 in the sub-bituminous deposits). In the lignite pit-lakes, higher concentrations of trace elements (eg Dissolved As - 0.034 ppm and Dissolved Mn - 1.09 ppm) and lower pH (ÿ4) were observed at the bottom of active pits compared to inactive pits. It is possible that quartz pebble conglomerates containing sulphide minerals within the lignite seams are responsible for this.   Further investigation into the mine waters, waste rock and lake sediments will help get a better understanding of the results observed and long term processes that occur.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance.
