HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

In this paper we present a case study of the challenges and opportunities associated with the development of cultural heritage management strategies at the Lihir gold mine in Papua New Guinea. We discuss the contextual drivers and constraints, and outline the ways in which Lihir Gold Limited is aiming to set new industry bench marks for the region through the development of values-based best practice cultural heritage management programs. This approach is largely based upon a compliance partnership with a local stakeholder group. We argue that such partnerships are a prudent means of mitigating company risk, while constituting a far more necessary tool for local people in the reconceptualisation and negotiation of the experiences of significant social change and modernisation experienced in the context of recent resource development.

The extractive industries response to community engagement due to social and political pressures in the 1980s and 1990s was the starting point of development leading to the modern function of corporate social responsibility.Challenged by communities who have greater access to information, demand greater transparency and responsibility of corporate organisations and who possess greater awareness of the communities they participate in, the mining sector faces another step change in how it approaches and integrates corporate social responsibility, transparency and engagement.Mining is seeking reserves of lower grades, in more sensitive environments and in countries with minimal transparency and governance. Not only are the locations changing but so to the stakeholders to engage with and issues to contend with. An increasingly savvy opposition, including not just the ‘green hippies’ but the Gen-Ys interested in the wider sustainability debate and Baby Boomers moving to life style environments, are now questioning mining’s behaviour and encroachment into ‘their space’. Issues including effect on lifestyle amenity, property value, energy efficiency, social provision; concepts such as ‘doing more with less’, participatory engagement, increasing transparency and balancing economic, environment, cultural and social aspects are becoming the norm.The traditional model of supporting local communities, communicating plans and providing employment, community investment and indigenous support programs is not enough. Our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities and play a role in addressing the global sustainability issues.This paper draws on corporate social responsibility trends, integrated functions and implementation approaches through the application of activities within Newmont operations across Asia Pacific.The approach presented works on the philosophy that communities do not necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

The Homestake Mining Company at Lead, South Dakota is one of the few remaining gold properties still in operation, in this country. The mine is relatively deep, with a bottom production level of 4250 feet, and a bottom development of 6200 feet. 4, 800 tons of ore are produced daily from three rather large, but inconsistent ore bodies; the dip of which is easterly at about 72 degrees, and the plunge to the south is about 30 degrees. The ore is, for the most part, a chlorite schist with large veins of secondary quartz and cummingtonite schist The ore is not continuous in any direction, but is localized at the ridges of the very intricate system of anti clinal folds. This property has been in active production since its establishment in 1876, except for a period during World War II. The incentive, or contract pay system, has been a gradual process that has been developed by the trial-and-error method down through the years. In looking over the old records, hand-shoveling was paid on an incentive basis as far back as 1916. Since this time, the contract system has grown until it now includes almost all types of underground work - except haulage and maintenance work

"This paper describes an innovative method, used for the first time in India, for the construction of a 1.0metre-thick positive plastic concrete cut-off wall (CoW) at the upstream toe of the dam at the Kishanganga Hydro-Electric Project in Jammu & Kashmir- India. The extremely difficult bouldery geology with an overburden laden with very hard Panjal Volcanics (quartz, feldspar, muscovite and chlorite minerals) boulders of up to 0.8m to 1.8 metres in size with UCS of up to 265 MPa and the requirement of socketing the CoW into the underlying hard bedrock (UCS 265 MPa) for 1.50m made the choice for the excavation methodology critically difficult. After having evaluated several other existing methods – including hydromill trenchers – the Civil Contractor Hindustan Construction Company, in agreement with its Foundations Engineering Consultant (Ricerca e Sviluppo – Cantieri e Gestioni) opted for a two-stage construction method: firstly, preliminary full-depth drilling and “surgical” blasting with full-length inclinometer checking of borehole verticality to ensure the exact location of rock fracturing and fragmentation coincided with the required position and that it was vertical, notwithstanding efficient trenching into the bedrock of a nominal 1m by 1.5m section; and, secondly, excavation by using heavy duty mechanical rope grabs made locally and developed by the Consultant in collaboration with the Contractor. The details of the methodology and the salient construction data is presented and commented for the 33-metre deep CoW installed at a working platform elevation of 2364.50 m above sea level in a very remote area.BACKGROUNDThe Kishanganga Hydro Electric Project (KGHEP) is a ROR (run-of-the-river) project is located on the Kishanganga River some 140kms North-West of Srinagar, capital of Jammu & Kashmir State of India, for generating 330MW of power in a 90% dependable annual year. The key components of the project are: Concrete Face Rockfill Dam (CFRD), Chute Spillway, Plastic Concrete Cut-off Wall (CoW), Head Race Tunnel (HRT), Surge Shaft (SS), Inclined Pressure Shaft (PS), underground Power House and Transformer Hall, Tail Race Tunnel (TRT).The Power House Site is accessible throughout the year from Srinagar while the remote Dam Site, with its tortuous road climbing the Rajdan Pass at 3556m (11,667 ft) above sea level and several 20-tonne capacity Bailey bridges removed prior to snowfall, remains inaccessible for around 4 months between mid-November to mid-May due to winter and heavy snowfall - the only access is by helicopter, weather permitting. Temperature at the Dam Site drops down to minus 27degrees Celsius during winter, therefore, careful planning from the beginning was most essential for the successful delivery of the Project.This paper deals with the Cut-Off Wall construction which was performed, for the first time in India, adopting a “Drilling and Surgical Blasting” method. The 30th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 1, 2012. Each year, one living inductee, two recipients of Medals of Merit and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Gregory H. Boyce will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Boyce, chairman and chief executive office of Peabody Energy, is being honored for his leadership in the coal industry.

This Bureau of Mines publication is a literature study of the problem of spontaneous oxidation and combustion of sulfides in underground mines. It summarizes the present-day hazards, process mechanisms, and prevention and control techniques of this growing problem in underground mines. The iron sulfides generally have the greatest tendency to oxidize, particularly pyrrhotite. The presence of moisture and oxygen is essential for the oxidation reaction. Highly fractured sulfides, when found with timber or combustible refuse in slowly circulating air, pose the most serious fire hazard. Quenching with water is effective in quickly dealing with local hot spots, but ventilation at high flaw rates is the most effective and economical means for long-term prevention and control.

"Attention of the Bureau of Mines was first directed to the Gray farm area by the results of several exploratory churn-drill holes completed by the New Jersey Zinc Co., and later by Roland J. Teske and by Judge H. L. Heer.When the Bureau of Mines initiated its investigation of the area, all drilling on the Gray farm had been discontinued, and no mining had resulted from the exploratory work. However, in the opinion of the Illinois Geological Survey, the Federal Geological Survey, and the Federal Bureau of Mines, this drilling,with the preliminary geological studies, was considered sufficient evidence to justify continued exploration to the southeast along a projection of the trend of mineralization developed in the mines to the northwest, or the so-called Black Jack Trough.This report describes the work done and presents the data obtained during the period of Bureau of Mines exploratory work.In its program of exploration of mineral deposits, the Bureau of Mines has as its Primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision or Dr. R. S. Dean, assistant director.Special acknowledgment is due Paul Herbert, geologist, Illinois Geological Survey, for his studies of cores, which greatly influenced the planning and progress of the exploratory work. Acknowledgment is also made to A. F. Agnew and A. V. Heyl, geologists, Federal Geological Survey, for their invaluable aid; to 0. W. Terry, F. C. Lincoln, M. H. Berliner, A. M. Cummings, project engineers; and to E. P. Barrett, district engineer, Minneapolis, and E. D. Gardner, regional engineer, Rolla, Mo., for supervising the program.The Gray ore body is on the Gray farm 5 miles south of Galena in Jo Daviess County, northwestern Illinois. The location with respect to adjoining properties is shown on figure 1. Galena is a city of 4,000 population on the banks of the Galena River, a stream that was formerly navigable by Mississippi River steamers but has now shrunk to the dimensions of a small creek. A gravel road leads from the city to the Gray farm and onward to the Bautsch and Boevers farms to the south of it."

The first full year of the second World War for the United States presented a picture of the metal-and nonmetal-mining 4 industry which, without proper analysis and explanation, would convey a distorted view of achievements during 1942, especially because employment at gold and silver (lode and placer) mines-the largest group-declined to such an extent that the over-all totals for the country were reduced even though increases were made at mines producing copper, lead-zinc, iron, miscellaneous metals, and non-metals. A complete panorama of the metal-and nonmetal-mining industry, exclusive of coal mining, reveals a decrease in the number of men employed, the man-hours of employment, and the accident-frequency rates. Were the gold and silver (lode and placer) mines to be considered as a separate category; it would be seen that the number of men employed at all the other groups of mines increased appreciably over 1941. These other increases must be considered important, since these mines produced the vital war minerals that made valuable contributions to the military successes of the United States and its Allies during the year. A separate analysis of each of the various groups of mines may be found elsewhere in this bulletin. For the purpose of maintaining continuity in this series of bulletins, however, the discussion in this introduction will be confined to the entire metal-and nonmetal-mining industry (excluding coal mining, for which a separate bulletin, No. 462, has been published).

INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp. The pulp is sent to tailing disposal and the loaded charcoal is sent for gold bullion production. Activated charcoal's affinity for gold has been docu- mented for over one hundred years. "The mining industry has to face increasing restrictions concerning the use of fresh water in Québec and throughout the world. Increasing recirculated water usage could lead to a better control of the quality and the quantity of water supplied to the mineral processing units. Furthermore, it could reduce the volume of waste water to be managed and treated before its release to the environment. However, process water may have a negative impact on mineral processing operations, thereby limiting the incentive for sustainable development initiatives. As a first step into selecting and testing remediation strategies, one of which being blending local waters, a mapping of process water quality (inorganic and organic fractions) allowed to locate zones in an industrial case study where fresh water is introduced into the circuit and to detect dissolution and precipitation zones. A complementary hydro-geochemical modeling study on water blends was also performed showing encouraging results towards the objectives of the project.INTRODUCTION The industry has to face increasing restrictions on the use of fresh water in Québec (Quebec Government, 2009) and throughout the world (Brown, 2003; UNESCO, 2006). The cost for the use of fresh water and for water management is highly variable and case-dependent (from 0.2 to up to 7 million dollars/year according to available private estimations, excluding the capital expenditure). It may be, or may become, significant for any plant; thus, risk assessment is of concern here. Using recirculated water could lead to a better control of the quality and the quantity of water supplied to the mineral processing units. Furthermore, it could reduce the volume of waste water to be managed and treated before its release to the environment. However, process water may have some positive and negative impacts on mineral processing operations (Janssen, 2003; Johnson, 2003; Rao and Finch, 1989). Negative impacts could limit the incentive for sustainable development initiatives. Water management strategies at mineral processing sites are supported both by a strategic plan and a water management plan. The strategic plan includes legal aspects, investment costs, potential benefits and various risk levels (Corder and Moran, 2006; Côte et al, 2006; Evans et al., 2006; MacIntosh and Merritt, 2003; McLellan et al., 2008; Merritt and MacIntosh, 2006; Robinson and Keddie, 2006; van Beers et al., 2007a; van Beers et al., 2007b; van Berkel, 2007). In practice, the strategic plan evaluates technical possibilities and costs of various scenarios, such as for example: bringing fresh water to the plant or recirculating waters, or using blends of both. Two important factors to consider in order to enhance the future production efficiency and to minimise risks are: the durability and the stability of the resource, both from quality and quantity points of view."

SOUTHEAST Missouri is the largest and oldest lead-producing district in the United States. For the year 1941, the statistical picture of pig-lead production, stated in short tons (partly estimated by the Engineering and Mining Journal) is as follows. [Tons World production 2,000,000 United States production 460.000 Southeast Missouri production 242,000] The consumption of primary lead in the United States in 1941 was approximately 900,000 tons, or almost double the country's production. The largest previous year's consumption in the United States was 718,000 tons, in 1926. The largest quantities of lead are used for cable sheathing, storage batteries and white lead. During 1941 tetraethyl lead for auto and aviation gasoline consumed 50,000 tons of lead. The entire lead production of Southeast Missouri is now mined by the St. Joseph Lead Co., whose dominant position as the largest producer in the United States of lead directly from ores is best shown by the fact that in 1941 it produced approximately 31 per cent of the lead production of the United States from its mines in southeast Missouri, where 22,000 tons of ore, averag¬ing over 3.00 per cent lead, is mined per working day. It is known that lead was mined at Mine La Motte, Madison County, Missouri, by Renault in 1723. Other white men and Indians probably did some mining prior to that time. Since 1865, the recorded production to Jan. 1, 1942, shows that the St. Joseph Lead Co. and the various other companies that have operated in St. Francois County mined lead ore, which, after milling and smelting losses produced 5,00,000 short tons of pig lead. About 95 per cent of the present lead production of Southeast Missouri is mined in St. Francois County. The northern part of this area is 60 miles south of St. Louis. The remainder of the lead is obtained at Mine La Motte, about 25 miles southeast from the center of the producing area in St. Francois County. PROSPECTING In this district, most of the ore is discovered by surface and underground diamond drills and by prospect drilling underground with rock drills. Each 2-ft. length of the cuttings from these Jackhamer prospect holes is assayed for lead. These holes are marked and the records are entered on maps. It has been found that close drilling--100-ft. centers of holes, and sometimes less-is necessary in order to locate most of the smaller commercial ore bodies, many of which previously had been missed by drilling the areas with holes spaced 200-ft. centers or more.

Operations Research developments within the mining industry have evolved over the last few years through stages typical of any new technique. By 1965, most companies had passed from mere recognition of the usefulness of operations research techniques to cautious acceptance of and, in some in- stances, to confident utilization of this relatively new tool. This is reflected in the growing interest and increasing participation of mining companies in sponsoring individual papers on the subject published in mining journals or presented in full sessions at annual meetings. Chief among the sources which served, in 1965, as a barometer for measuring operations research progress within mining is the Annual Symposium on the Applications of Statistics, Operations Research, and Computers in the Mining Industry, which is now sponsored by the University of Arizona, Stanford University, Colorado School of Mines, The Pennsylvania State University, and the Society of Mining Engineers of the AIME. Two significant trends were evident in the applications of operations research techniques to problems typical of the mining industry. On the one hand, unique and imaginative O.R. applications were being developed by several companies, government agencies, and at the university level. These techniques were usually developed to solve specific existing problems. On the other hand, there was unmistakable evidence of attempts to look for problems which could be solved with those "operations research" approaches which would involve the use of the digital computer. In the latter instance, solutions may become applications or demonstrations of how the computer can be used in the reduction and interpretation of data, without the benefit of a decision model. This is a common tendency as most companies have computers, at least in their accounting sections, and many operations research solutions require the use of a digital computer. From the applications observed in 1965 and in prior years, the successful techniques have evolved.

Since its inception, in 1987, the Copper-Cobre series of conferences has established itself as the prime world forum for discussing advances in copper process metallurgy, in particular copper sulfide smelting, copper recovery by leaching and electrowinning and copper electrorefining. All copper producing countries have actively participated in the pyrometallurgy symposia held in the framework of these conferences. In 1999 and 2003, the close to 100 pyrometallurgy papers that were presented had to be accommodated in two volumes. In the present paper, the authors firstly provide a brief historical sketch of the Copper-Cobre conferences and then focus on providing a retrospective look at the dramatic changes that have taken place in copper smelting in the last few decades, primarily as discussed in the Copper-Cobre and precursor conferences pyrometallurgy proceedings. Topics include: the development of autogenous, increasingly more intensive, environmentally sound and energy efficient smelting processes; significant improvements in Peirce-Smith converting practice and at the same time the commercialization of alternative continuous converting routes; the consequent expansion and modernization of smelters; the increasing compliance with strict government environmental regulations in most copper producing regions of the world; the realignment of the copper smelting industry throughout the world; and trends in copper smelting R&D. A look at the future closes these reflections on the contribution of the Copper-Cobre conferences to the advancement of copper smelting technology.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.
