Rogers Group, Inc., is the nation's largest privately held aggregates producer (primarily producing crushed limestone and secondarily sand & gravel) and a major regional asphalt paving construction contractor. The company also has interests in building supplies and coal. Facilities are concentrated in five states in the central U.S. (Ohio, Indiana, Kentucky, Tennessee, and Alabama), with an additional location in Southwestern Virginia. At the request of its then CEO and with support from the company's ownership, Rogers embarked on a strategic planning program in late 1986 by retaining an outside management consulting firm. The ultimate goal of this program was to develop a self-sustaining strategic planning process to inject a strategic dimension into every manager's business thinking and to improve company performance. Since then, Rogers has internalized the outside consultants' strategic planning framework --initially, using it wholesale, and later, greatly streamlining and tailoring both the planning process and product to meet the specific needs of the company. Implementation of strategies developed from strategic planning has resulted in significant improvements throughout the organization. The latest product of the strategic planning effort is a company-wide (or, "corporate") strategic plan that carries the theme of "Market Leadership through Excellence". This paper provides a case study of successful corporate strategic planning by examining the evolution of strategic planning at Rogers and by summarizing the key elements of a sound planning process and product.

"Carryover of caustic soda (NaOH) in the steam path caused catastrophic failure of superheater 304H stainless steel tubes in a steam generator and led to an unexpected shutdown after just five months of continuous service of petrochemical following the start of production. The cause of the failure was studied, with a focus on the formation of sigma phase in the weld joint and effect of caustic embrittlement on stress corrosion cracking (SCC). The cracks were examined at the seam weld, heat affected zone (HAZ), and Ubend areas. Hardness was measured for the base metal, HAZ, and weld metal, and microstructures were examined using optical microscopy and scanning electron microscopy (SEM). Crack initiation is attributed to gouging on the precipitated carbide at the HAZ and also the formation of sigma phase in the weld metal, as shown by energy dispersive X-ray (EDX) analysis. In addition, cracking was propagated by caustic embrittlement because of residual stresses and hammering. Finally, the characteristic feature of fracture was illustrated by SEM fractography, and consists mostly of intergranular SCC and some quasicleavage transgranular. INTRODUCTIONThree key factors are needed for the initiation and propagation of intergranular stress corrosion cracking (IGSCC): a susceptible material, a corrosive environment, and sufficient stress. Although austenitic stainless steels are susceptible to sensitization and IGSCC, they are widely used in boiler and superheater tubes because of their high corrosion resistance, high oxidation resistance, acceptable mechanical characteristics at elevated temperatures, and low cost.Sodium hydroxide is injected to neutralize acidic constituents in the steam path, but caustic can concentrate in boiler tubes and attack the surface metal (known as gouging) even traces of caustic in the steam can deposit on surfaces and cause local concentrations of several percent (ASM handbook, 1992). Not only sensitized grains but also sigma phase formed in the weld metal can initiate caustic cracking. In this research, the cause of the failure of 304H stainless steel superheater tubes in a methanol petrochemical plant in Iran was studied with a focus on the effects of caustic embrittlement on IGSCC."

The Carlin Trend is one of the most significant gold mining districts in North America. Located in northeastern Nevada, a total of over 17 million ounces of gold have been produced since 1965 at Newmont Gold Company's open-pit and underground operations. Oxidized portions of the sediment-hosted, disseminated gold deposits at Carlin generally consist of finely disseminated concentrations of sub-micron sized native gold particles hosted in Paleozoic siliciclastic or carbonate rock. Oxide ore is commonly amenable to dump leach or heap leach processing, yielding an average 50 to 70% recovery of total contained gold. Refractory unoxidized ore requires some form of pretreatment oxidation to ensure economic gold recovery. Geologic ore control is typically combined with standard assay and engineering techniques to maintain both grade and metallurgical control ofleach grade ores. Mine geologists provide a vital function through field observation and recording ofmineralogic data during daily, visual blasthole logging. Intricately mixed refractory materials must be separated from oxide ore to ensure highest possible gold recoveries. Geologic information is combined with assay data to create mine polygons in an engineering computer database. Mining selectivity is further enhanced by in-pit ore control geologists who are available to make production decisions based on direct mineralogic observations at active mine faces.

Traditionally the mining industry has been lagging in application of computers in their daily or long range plan activities compared to other industries. The question then remains as to how the technology of higher computing capacity for less cost is going to affect the mining industry and how the lukewarm reception of engineers in acceptance of computerized mine planning in the past is going to change because of the new wave of high techology. These questions and the reasons for the lack of usage of computerized mine planning systems by engineers will be evaluated in this paper. In addition, alternatives available to the mining industry will be analyzed and the direction of the future "user friendly" software will be discussed.

A novel ground control program has been developed at Plateau Mining Company through five years of geotechnical investigations. The study was initiated to determine the causes for roof stability problems and to develop alternative support and monitoring systems for increased safety and productivity. From systematic roof fall observations, extensive geologic mapping, roof drilling and monitoring ground movements along gate entries of four longwall panels, a sand- stone channel system was detected and shown to impact roof stability. In particular, underlying mudstones up to seven feet thick experienced instability due to differential compaction and load transfer from the gob. Roof bolter operators were trained to report roof lithology for mapping channel positions into the roof and for selective use of longer bolts. This boosted operator morale, and improved ground conditions. Monitoring rates of roof movement is used in these areas for detection of instability and for application of secondary support: This has significantly increased safety and productivity.

Mineral resource and ore reserve estimates are founded on two sources of data: tonnage and grade. The tonnage is a product of volume and density; both of which are estimates. Density impacts numerous operational factors, which include, but are not limited to, mine design, mine planning, equipment selection and operational performance. Hence, density is a significant parameter and its determination requires similar care as the measurement of grade. Selecting an appropriate method to determine density, and ensuring its rigorous application, thus reduces risk and can improve operational performance, which in turn increases profit margin.Different Anglo American sites use a variety of practices and protocols to determine density, which is highly dependent on the physical characteristics of the orebody, local conditions and historical practices. Also, individual sites sometimes execute the same method in a slightly different way, which may also affect the outcome of the measurements. In order to gain a better understanding of how density is determined at Anglo American projects and operations, a review of these techniques was undertaken. The objective of the study was to identify and share good practices across the company, as well as to look for improvement opportunities, where applicable. Ten different methods of measuring density, applied to nine different commodities, were identified and described. An additional technique was recently developed by Anglo American Technical Solutions. The core pycnometer is a large gas displacement pycnometer capable of measuring density at high accuracy on full pieces of intact core.This paper provides an overview of methods used to determine density within the Anglo American Group, including quality control and quality assurance aspects. It is not the purpose of this paper to identify a preferred method, but to highlight the importance of choosing the best suited practice for a project or mine site. In addition, a case study comparing two different density determination methods applied to the same rock samples from the Los Bronces Copper mine was undertaken and the results of that study are presented here.Selecting the most appropriate method to determine density and comparing results from two or more techniques against each other, together with other suitable quality control procedures, is considered to be of utmost importance for all mining operations and exploration projects.CITATION:Makhuvha, M, Arellano, R M and Harney, D M W, 2014. At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the 'advance and relieve method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

"At first glance, the activities related to mining and mineral exploration appear to be local or domestic, rather than international, in nature. Minerals, as corporeal or tangible property, form an integral part of the land in which they are found until extracted and exploited commercially. Even in the latter phase, the tangible nature of minerals gives the impression that the law governing the commercialization of minerals is the law of their situs at any given time. The nature of minerals appears to negate the international aspect of mineral enterprises.The fundamental flaw in the above analysis is its focus upon the nature of minerals, rather than the role of persons in mineral enterprises. The high costs of mineral exploration and commercialization invariably require the involvement of international consortiums or joint ventures. Governments may not have access to the funds necessary to exploit the mineral resources that they control. Local or domestic enterprises may not have sufficient expertise for mineral exploration. Further, markets for various types of minerals are far from localized or static. For these and other reasons, the tangible and localized nature of minerals belies the fundamentally international nature of mineral exploration and commercialization."

Roof support technology for longwall tailgates has changed dramatically during the past decade. Filling tailgates with conventional wood cribs is becoming the exception rather than the rule. Modern engineered timber support systems and a host of other alternative support products provide far greater capacity as well as stiffer response, thereby allowing the supports to resist roof movement with much less displacement than the soft wood cribbing used in the past. For these reasons, these products can provide superior roof control. In addition, the material handling requirements for support installation have now become a major consideration in the support design and selection process. Products such as conventional wood cribbing that require piece-meal construction of bulky, heavy components have diminished, while prop-type supports and products that can be installed with machinery and pumpable support technologies have grown in use resulting in fewer injuries to mine workers. Now, the opportunity exists to provide the safest, most cost effective support system, through engineering design rather than by trial and error and to optimize the use of the support system chosen. Yet this is rarely done. The key to accomplishing this task is to understand the interaction of the support system with the ground conditions at the installation site. A major focus of the paper is to conceptualize the support and interaction through the use of a ground reaction curve which relates the support resistance to the convergence of the longwall tailgate. The goal of any roof support design is to control the ground deformations and maintain the structural integrity of damaged or broken ground to the extent possible to provide a stable mine opening. In general, deformations will be a function of the stress environment and inherent strength of the surrounding rock mass. However, if the deformations are intimately linked to the stress changes such that the deformation can be controlled by the load resistance or reinforcement provided by a roof support system, then the loading behavior can be described as load-controlled. Conversely, if the deformation occurs irrespective of the installed support (assuming practical limitations), then the loading behavior is described as displacement-controlled. In this case, the deformation can be considered irresistible from a practical standpoint. In this context, the nature of the loading has significant consequences on the support design requirements. Finally, examples using the NIOSH Support Technology Optimization Program (STOP) to develop design criteria using ground reaction data from underground studies and ways to include uncontrolled convergence as part of the design criteria for standing roof supports will also be discussed.

Early detection of spontaneous combustion is of utmost importance in underground coal mining to prevent major disruptions of production and to ensure a safer working environment. This paper presents the work done in developing a suitable system for the early detection of heating in a hydraulic coal mine. Laboratory studies on the products of oxidation for Balmer 10 seam coal showed that a significant amount of carbon monoxide is produced during the early stages of heating and that detection methods based on the analysis of other gases, such as hydrogen, ethane or ethylene, are not a better alternative for this coal. The four-point carbon monoxide monitoring system recently installed at the hydraulic mine is discussed in this paper. It is believed that by studying the trend of carbon monoxide concentration in the mine air, it will be possible to detect heating at an early stage. Field tests carried out so far have indicated that infra-red technology will prove to be a powerful tool in the hydraulic mine, particularly for locating hidden oxidation or fire in cracks, fissures, underground workings and coal outcrop areas before it spreads extensively. A majority of continuous mining machines employ a water spray system and a machine mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays, and scrubber airflow on dust and gas levels while using a 12.2 m (40 ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1 m (20 ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complemented the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut as compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

This paper presents the results of a review of historic blast design practices at the Dragon Products Company, LLC (Dragon) Quarry Operation, along with the results of two different blast design vibration monitoring programs. A blast pattern design modification was initiated to determine if production volume per shot could be increased and highwall instability could be decreased. A vibration monitoring program was undertaken to investigate peak particle velocity (PPV) and relate the data to the blastability of the jointed onsite rock mass, utilizing the relationship between PPV and dynamic stress and strain. The Dragon Quarry Operation has historically used a 6-in. diameter, 14-ft by 14-ft production blast pattern, with blast holes loaded manually using cartridge style explosive products. In 2011, Quarry Operations introduced a 6-in diameter, 16-ft by 16-ft production blasting pattern, using pre-mixed, truck-loaded, bulk emulsion/ammonium nitrate/fuel oil (ANFO) blends. This paper summarizes the results of the blast design modifications, the results of the vibration monitoring data, and describes how production blasting and excavation at the Dragon Quarry has benefited from such modifications.

In the processing of sulfidic ores, pyrite is usually depressed and ends up in the tailings. However, pyrite is the most common species responsible for acid mine drainage (AMD) due to its spontaneous oxidation. This AMD affects the tailing chemical stability by dissolving some toxic or heavy metals species such as As, Cd, Co, Pb, and Zn, which can migrate into the surrounding ecosystems. Therefore, the strategies to reduce pyrite’s environmental impacts are a crucial point to produce more chemically stable tailings. Consequently, numerous studies have been made to find procedures that could inhibit or restrain AMD. This work aims to develop a procedure for designing conceptual flotation circuits that can produce tailings with low content of pyrite and to assess this type of circuit with traditional flotation circuits. The method consists of applying optimal flotation design where three products are considered: metal concentrate, pyrite concentrate, and tailing with low content of pyrite. Two approaches are considered; in the first, a flotation circuit is designed to generate a concentrate rich in all sulfide minerals and to obtain a tail with low pyrite content. Then, a second flotation circuit is designed for the selective separation of the bulk into metal concentrate and pyrite concentrate. This is called fractional separation design. In the second approach, a flotation circuit design is realised that generate the three products simultaneously. This is called integrated separation design. Both fractional separation design and integrated separation design are assessed in this paper. This methodology is focused on cleaner production (waste prevention and resource minimisation) rather than end-of-pipe technology (treat existing waste). The methodology was applied to a copper sulfide ore from a local company in the Antofagasta region (Chile). This ore contains chalcocite, covellite, iron oxides, and pyrite. Proponents of geomorphic mine land reclamation have criticized current reclamation practices in the coal fields of steep-sloped Central Appalachia as too narrowly focused on civil engineering principles and neglectful of the functional and aesthetic benefits of reclaiming mine sites in ways that mimic natural landforms and drainage patterns. They observe that current mining and reclamation practices are radically transforming the mountain-and-valley terrain into gigantic flat plateaus and, in doing so, disrupting the beauty and ecology of the natural landscape. Instead of designing and constructing linear or planar surfaces and unvarying slope gradients during the reclamation process, they recommend ?landforming,? i.e. the adoption of curvilinear, compound slope forms that blend well with the surrounding physiography and represent the result of naturally stabilizing geomomorphic processes. The authors feel that the concept of geomorphic mine land reclamation is sound, however, its application to the Central Appalachian coal fields faces significant--albeit not insurmountable--challenges. They include: (1) existing reclamation enforcement regulations that are focused on civil engineering principles and not explicitly supportive of geomorphic methodologies; (2) regulatory agencies? current intent to limit the down-gradient reach of excess spoil fills in order to allay disruption or burial of natural streams; (3) actual or perceived increases in reclamation costs; and (4) the challenge of designing and constructing ?natural? landforms that are mature and stable in an otherwise youthful, erosional landscape.

Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

Bleeder entries are critically important to longwall mining for the moving of supplies and miners as well as the dilution of mine air contaminants and must stay open for many years. In this study, standing supports in moderate cover bleeder entries were observed, numerically modeled and instrumented by researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH). The measurements of the installed borehole pressure cells (BPCs), standing support load cells and convergence meters, and roof extensometers are presented in addition to the numerical modeling results and visual observations made by the NIOSH researchers in the bleeder entries. The results include the effects of multiple panels being extracted in close proximity to the instrumented site as well as over one and a half years of aging. As expected, standing supports closer to the longwall gob showed the greatest load and convergence. The roof sag appeared generally independent of the proximity to the longwall gob. The BPC readings were driven by both the proximity to the gob and the depth into the pillar. The results of this study demonstrated that the entry roof can respond independently of the pillar and standing support loading. In addition, the rear abutment stress experienced by this bleeder entry design was minimal. The closer the mine development, pillar or supports are to the gob, the greater the applied load due to rear abutment stress.

Walls consisting of CFA-piles are often used for vertical cut offs for building pits. Several methods of installation and geometry may be used and sizes, depths and strengths of walls necessary vary widely. Based on experience with secant CFA-pile walls in The Netherlands, requirements for this type of wall can be set with a risk management view to it. This paper describes those requirements, based on specific local conditions.
