OUTBURSTS in coal mines have contributed greatly to the hazard of mining operations in localities in which they occur. They have been responsible for many casualties and fatalities and much property damage. An excellent review and symposium on the subject appeared recently1. From a study of the papers included in this symposium, and other litera-ture on this subject2, the following conclusions or statements seem justified: 1. Outbursts are more likely to occur in deep mines; that is, where the coal seam being mined has considerable overburden. 2. Outbursts usually occur when hard, dense, nonfractured coal is being mined. It is believed that in most cases a fault or a pocket of friable or soft or pulverized coal existed some distance behind the dense coal at the time of the outburst. 3. The outburst involves a rending or pushing of the solid material of the coal face, the roof, or the floor outwards and often is accompanied by the discharge of large quantities of very fine coal. 4. Drill holes or borings into the coal ahead of the workings have failed to yield information either from evidence of increased gas pressure or increased gas flow that makes possible the prediction of outbursts. 5. Mines in which outbursts occur are usually considered "nongassy," or only very slightly "gassy"; yet large volumes of gas may be produced at the time of the outburst. Despite the varied conditions and varied locations in which outbursts have occurred, the foregoing general statements appear to be applicable in whole or in part to all the recorded cases. These observations there-fore should be significant and any explanation of the mechanism of the phenomena should be consistent with them. The following suggestion seems to be in accord with this requirement, and is offered in the hope that it may assist in the further elucidation of this phenomenon.

The present knowledge on ground movements and mining damage is mainly based on observations made when mining seamlike deposits. The studies, rules, and regulations in different countries agree in that the differential ground movements, especially the strain, account for the damage to structures. Accordingly, large buildings are particularly susceptible. The opinions on what amount of ground deformation induces what degree of structural damage are not quite uniform. Mining damage can be reduced or prevented by structural and/or underground precautions. The latter comprise measures for generally reducing the ground movements (leaving pillars, filling, partial extraction) and for reducing temporary movements (rapid extraction, specially arranged workings). Because the differential movements decrease with increasing depth of mining, safety pillars are largely dispensable at greater depths. Shafts are mainly affected by the vertical derivatives of rock displacements, but extraction in the vicinity of shafts is feasible even under difficult conditions. The theoretical concept of the ground movement process established in part 1 of this work is in qualitative agreement with the facts herein observed. As a quantitative approach, it should be applied to calculating ground surface movements rather than rock movements about underground openings. It can be extended by introducing more detailed strata characteristics.

Where space is limited, as it is throughout most of the northeastern United States, new construction either takes place high above street level, or below it. In Lower Manhattan, NY both kinds of expansion can be found in abundance. That is good news for the nearly 200 attendees at the George A. Fox Conference, presented by the Underground Construction Association (UCA) of SME at the Graduate Center, City University of New York, on Jan. 30. Among the many projects taking place in Lower Manhattan?s massive trans-formation process, are expansions to the city?s vast underground network of subways and other tunnels. ?New Yorkers either live on the ground or below it,? said keynote speaker Charles J. Maikish while explaining how an attempt to build above street level walkways never caught on in the city. Maikish is the executive director of the Lower Manhattan Construction Command Center. His job is to oversee the $22 billion project that will transform the island by 2010. From the construction of Freedom Tower at the site of the fallen World Trade Center buildings, to the expansion of the Second Avenue Subway, the extension of the East Side Access, No. 7 line, the new trans-Hudson line and numerous waterway tunnel expansions, including City Water Tunnel No. 3, the task Maikish is charged with is a huge one. He is primarily responsible for coordinating the scheduling and staging of the overall rebuilding plan, along with the day-to-day coordination of construction work down-town. He places particular focus on mitigating impacts on the environment and mobility, maintaining and improving access and alleviating congestion of any kind related to construction. At the time of the Fox Conference, there were 59 projects under way in Manhattan. All of those projects need things like concrete and steel delivered to sites in very tight working environments. And some need the equipment in even tighter spaces. ?This is not just about the recovery of Lower Manhat-tan (from the 2001 terrorist attacks) but this is a plan to restore it and to maintain its integrity,? said Maikish. ?I think that is the appropriate response to the terrorist attacks.? When Freedom Tower is completed, it will stand 541 m (1,776 ft) about the skyline. That will be a strong statement to the world about America?s strength. But it is the work that takes place much lower that was of interest to the conference attendees. On this respect, Maikish said Manhattan?s efforts below ground aim to provide relief to the city?s street level congestion and to make sure Manhattan ? already essential to the economy of the United States and the world ? stays current by upgrading the existing telecommunications and technological network while also allowing room for growth in that area.

Light Detection and Ranging (LiDAR)-based applications for geomechanical purposes have recently proven to be a highly reliable and accurate form of remote analysis and documentation. The ability to remotely collect, process and evaluate rockmasses for structural geomechanical applications has benefits ranging from safety to efficiency, and provides a permanent record that can be assessed before and after an excavation has been completed. With the collaboration of Queen’s University and Rio Tinto, the Iron Ore Company of Canada (IOC) mines in Labrador City, Newfoundland and Labrador, evaluated the practical application of the I-Site 4400 LiDAR equipment, in conjunction with the Vulcan geotechnical module for geomechanical purposes. The project provided a comparative analysis between conventional hand-mapping and digital analysis. The analysis indicates that digital mapping could be employed as an active tool within the general geotechnical workflow, where results would be used in pit wall and rockmass support designs. As well, the field work enabled the generation of effective operational guidelines and protocols to maximize scanning efficiency.

Social licence to operate is developed and kept through managing both operational impacts and the relationship between local community and company. However, CSIRO research has demonstrated that in determining how accepting community members are of a mining operation, relational factors, such as procedural fairness and trust, are much more important than operational impacts, such as impacts on employment and the environment (Moffat and Zhang, 2015). Companies seek to develop relational factors through their engagement with local community; such engagement has many aspects, including, initially identifying stakeholders and positioning the company as part of the local community (Lacey et al, in prep; Thomson and Boutlier, 2011). These relational factors involve the social identities of people living in the community. Social identities are a part of people that shape their beliefs, based on their connections with various groups in their lives (Hogg et al, 2004).An engagement process, intentionally or not, inevitably interacts with the social identities of stakeholders (Crane and Ruebottom, 2011). For example, traditionally, at the very beginning of engagement processes, community members are assigned to categories using conventional stakeholder mapping and categorisation methods, often based on assumptions about stakeholders’ interests, which equates to assumptions about stakeholders’ social identities (Colvin, Witt and Lacey, 2016; International Council on Mining and Metals, 2012). Yet, there has been limited empirical inquiry into whether such categories reflect the social identities of stakeholders and if there is a bearing on relational factors, including, the perceived fairness of consultations and trust in mining companies (Crane and Ruebottom, 2011). Also at this time, companies commonly seek to create a presence in communities, for example, joining Chambers of Commerce and participating alongside community members. Again, there has been limited empirical inquiry into whether community members and companies identifying with the same overarching group and thus sharing aspects of social identity, influences relational factors (Crane and Ruebottom, 2011). In this study, we examined the effects of changing aspects of social identity by changing how stakeholders were identified and companies were positioned, on how stakeholders’ perceived a new mining operation, specifically how they perceived the procedural fairness of the proposed consultation process and trusted the company, two factors that underlie a company’s social licence to operate.CITATION:Carr-Cornish, S and Moffat, K, 2016. AEROPROSPECTING may be defined as the application of the air view to the search for mineral deposits. The term is suggested as a preferable alternative to either aerial prospecting (which may be confused with areal prospecting) or air prospecting. The air view may be obtained by visual observation from an aircraft or by examination of air photographs; each has its particular advantages and disadvantages. Aeroprospecting should be regarded only as an aid to, and not as a substitute for, accepted prospecting methods ( l ). The Precambrian region north of Great Slave lake consists of two well defined physiographic units, a feature first noted by J. T. Wilson (2). The boundary between these lies close to the north shore of the east arm of the lake and extends northwesterly near Spencer, Beniah, Carp, and Ghost lakes (Figure 1). South and west of this line, exposed bed-rock makes up the greater part of the land area; eskers are very rare, and overburden is largely limited to rock-walled valleys and depressions. North and east of the line, outcrops are rare or absent, eskers are abundant, and most of the surface consists of drumlin-like drift hills, elongated parallel to the direction of ice movement (Figure 2). Where this boundary passes through the area shown in Figure 1, it lies near the 1,200-foot contour and may mark the maximum extent of the lake or sea arm present in this vicinity toward the end of the Pleistocene period. For convenience, the first area may be called the 'bed-rock belt' and the other the 'drift belt'.

This question having been repeatedly raised, and particularly revived in a discussion at the last meeting of the Institute, I beg to submit the following remarks, based partly upon personal experience, partly upon the results of large works in Europe, establishing, years ago, the practicability of certain methods, which may therefore be considered to have passed the stage of mere experiment. Before entering upon the merits of one system or the other, it is indispensable to lay down some recognized principles, which ought to serve as guides, in arriving at fair judgments in questions of this character. In a profession like that of mining, locally so much influenced by combinations of circumstances too various to mention, it is difficult to do more than lay down the main features of a system based upon general laws and recognized facts, leaving the details to the sound judgment and experience of the engineer, who, by virtue of his education, ought to be able to make such choice and such modifications in the plans of a mine as the particular case demands. Mineral resources, in some countries the sole property of the owner of the soil, in others controlled by the strong hand of a government, are nevertheless a gift of nature, in which, indirectly, the whole of the human race has as real an interest as the immediate owner himself. Rogers Group, Inc., is the nation's largest privately held aggregates producer (primarily producing crushed limestone and secondarily sand & gravel) and a major regional asphalt paving construction contractor. The company also has interests in building supplies and coal. Facilities are concentrated in five states in the central U.S. (Ohio, Indiana, Kentucky, Tennessee, and Alabama), with an additional location in Southwestern Virginia. At the request of its then CEO and with support from the company's ownership, Rogers embarked on a strategic planning program in late 1986 by retaining an outside management consulting firm. The ultimate goal of this program was to develop a self-sustaining strategic planning process to inject a strategic dimension into every manager's business thinking and to improve company performance. Since then, Rogers has internalized the outside consultants' strategic planning framework --initially, using it wholesale, and later, greatly streamlining and tailoring both the planning process and product to meet the specific needs of the company. Implementation of strategies developed from strategic planning has resulted in significant improvements throughout the organization. The latest product of the strategic planning effort is a company-wide (or, "corporate") strategic plan that carries the theme of "Market Leadership through Excellence". This paper provides a case study of successful corporate strategic planning by examining the evolution of strategic planning at Rogers and by summarizing the key elements of a sound planning process and product.

"Regardless of orebody value, at some stage, the pit will reach a depth where the reward for mining wider and/or deeper is not justified by the anticipated returns. ‘Last-blast’ strategies may help to some degree in recovering additional quantities of the resource but when a pit remains, there is often significant value left in the ground. In addition, in many cases, one or many good reasons may dictate why going underground and pursuing the orebody below the pit is also not justifiable. Whereas the company can hopefully move on to other more prospective parts of the orebody, the remaining options for the pit are usually very limited. Typically the pit is either held for potentially more favourable future pit expansion opportunities or it could be used for an alternative purpose, such as tailings or waste storage. This paper will present an alternative option that involves the direct extraction of values using in situ recovery (ISR) methods to recover additional value metals from the walls and/or floor of the pit. ISR involves circulating a fluid through the remaining orebody, solubilising the target metal and subsequently returning the solution to the surface for metal recovery. ISR is not the panacea to all but it has been employed selectively in the minerals industry for some time and the production of metals, such as uranium, rely heavily on this approach. ISR is not yet considered by many operators as an approach to compete with open pit or underground mining, largely because of the perceived limitations of this approach and the perceptions of risk. Rapid recent development of tools and enabling technologies relevant to ISR have made us reconsider the most economic approach to extracting many other metals from known mineral systems, even those currently listed as subeconomic. We suggest that ISR has the potential to make mine operators rethink the end of the pit life and adopt an innovative ISR approach to work toward a more complete recovery of value metals from existing pits.Citation:Kuhar, L L and Robinson, D J, 2016. The Carlin Trend is one of the most significant gold mining districts in North America. Located in northeastern Nevada, a total of over 17 million ounces of gold have been produced since 1965 at Newmont Gold Company's open-pit and underground operations. Oxidized portions of the sediment-hosted, disseminated gold deposits at Carlin generally consist of finely disseminated concentrations of sub-micron sized native gold particles hosted in Paleozoic siliciclastic or carbonate rock. Oxide ore is commonly amenable to dump leach or heap leach processing, yielding an average 50 to 70% recovery of total contained gold. Refractory unoxidized ore requires some form of pretreatment oxidation to ensure economic gold recovery. Geologic ore control is typically combined with standard assay and engineering techniques to maintain both grade and metallurgical control ofleach grade ores. Mine geologists provide a vital function through field observation and recording ofmineralogic data during daily, visual blasthole logging. Intricately mixed refractory materials must be separated from oxide ore to ensure highest possible gold recoveries. Geologic information is combined with assay data to create mine polygons in an engineering computer database. Mining selectivity is further enhanced by in-pit ore control geologists who are available to make production decisions based on direct mineralogic observations at active mine faces.

Linear estimation methods are widely used for resource evaluation. Among the existing linear estimation methods, ordinary Kriging (OK) was accepted as the best estimator to determine the average ore grade of each block. However, OK is inadequate for modeling small blocks in relation to data spacing, resulting in over-smoothed models. In this study, the results of the recoverable resource from the short-term model are compared to estimated models generated by the traditional method, i.e., OK, and non-linear methods. The conclusion is that non-linear methods improve the accuracy and precision of the long-term model when compared to the model generated by OK.

A novel ground control program has been developed at Plateau Mining Company through five years of geotechnical investigations. The study was initiated to determine the causes for roof stability problems and to develop alternative support and monitoring systems for increased safety and productivity. From systematic roof fall observations, extensive geologic mapping, roof drilling and monitoring ground movements along gate entries of four longwall panels, a sand- stone channel system was detected and shown to impact roof stability. In particular, underlying mudstones up to seven feet thick experienced instability due to differential compaction and load transfer from the gob. Roof bolter operators were trained to report roof lithology for mapping channel positions into the roof and for selective use of longer bolts. This boosted operator morale, and improved ground conditions. Monitoring rates of roof movement is used in these areas for detection of instability and for application of secondary support: This has significantly increased safety and productivity.

Mining organisations grapple with the same problems year after year, wasting incredible amounts of time and money. According to estimates from the International Labour Organization (ILO), over one million work-related deaths occur annually, and hundreds of millions of workers suffer from workplace accidents and occupational exposure to hazardous substances worldwide. Many accident reports cite human failure as a primary cause (Busse and Johnson, 1998). The workers at the Bhopal chemical plant pumped methyl isocyanate into a leaking tank (Morehouse and Subramaniam, 1986). On 3 December 1984, more than 40 tons of methyl isocyanate gas leaked from a pesticide plant in Bhopal, India, immediately killing at least 3800 people and causing significant morbidity and premature death for many thousands more. The company involved in what became the worst industrial accident in history immediately tried to dissociate itself from legal responsibility (Broughton, 2005). Australia is not spared from safety problems either (Lucas, 2022). The ILO Convention 176 (1995) as a response provides that national law should inter alia provide for the supervision of safety and health in mines; the inspection of mines by designated inspectors of the competent authority; the procedures for reporting and investigating of fatal and serious accidents; the compilation and publication of statistics on accidents, occupational diseases and dangerous occurrences; the competent authority to suspend or restrict mining activities on safety and health grounds until conditions giving rise to the suspension are addressed; and worker consultation on matters related to safety and health in mines. This has assisted in getting enough data to define the magnitude of the problem to the mining sector.

Traditionally the mining industry has been lagging in application of computers in their daily or long range plan activities compared to other industries. The question then remains as to how the technology of higher computing capacity for less cost is going to affect the mining industry and how the lukewarm reception of engineers in acceptance of computerized mine planning in the past is going to change because of the new wave of high techology. These questions and the reasons for the lack of usage of computerized mine planning systems by engineers will be evaluated in this paper. In addition, alternatives available to the mining industry will be analyzed and the direction of the future "user friendly" software will be discussed.

"At first glance, the activities related to mining and mineral exploration appear to be local or domestic, rather than international, in nature. Minerals, as corporeal or tangible property, form an integral part of the land in which they are found until extracted and exploited commercially. Even in the latter phase, the tangible nature of minerals gives the impression that the law governing the commercialization of minerals is the law of their situs at any given time. The nature of minerals appears to negate the international aspect of mineral enterprises.The fundamental flaw in the above analysis is its focus upon the nature of minerals, rather than the role of persons in mineral enterprises. The high costs of mineral exploration and commercialization invariably require the involvement of international consortiums or joint ventures. Governments may not have access to the funds necessary to exploit the mineral resources that they control. Local or domestic enterprises may not have sufficient expertise for mineral exploration. Further, markets for various types of minerals are far from localized or static. For these and other reasons, the tangible and localized nature of minerals belies the fundamentally international nature of mineral exploration and commercialization."

"Carryover of caustic soda (NaOH) in the steam path caused catastrophic failure of superheater 304H stainless steel tubes in a steam generator and led to an unexpected shutdown after just five months of continuous service of petrochemical following the start of production. The cause of the failure was studied, with a focus on the formation of sigma phase in the weld joint and effect of caustic embrittlement on stress corrosion cracking (SCC). The cracks were examined at the seam weld, heat affected zone (HAZ), and Ubend areas. Hardness was measured for the base metal, HAZ, and weld metal, and microstructures were examined using optical microscopy and scanning electron microscopy (SEM). Crack initiation is attributed to gouging on the precipitated carbide at the HAZ and also the formation of sigma phase in the weld metal, as shown by energy dispersive X-ray (EDX) analysis. In addition, cracking was propagated by caustic embrittlement because of residual stresses and hammering. Finally, the characteristic feature of fracture was illustrated by SEM fractography, and consists mostly of intergranular SCC and some quasicleavage transgranular. INTRODUCTIONThree key factors are needed for the initiation and propagation of intergranular stress corrosion cracking (IGSCC): a susceptible material, a corrosive environment, and sufficient stress. Although austenitic stainless steels are susceptible to sensitization and IGSCC, they are widely used in boiler and superheater tubes because of their high corrosion resistance, high oxidation resistance, acceptable mechanical characteristics at elevated temperatures, and low cost.Sodium hydroxide is injected to neutralize acidic constituents in the steam path, but caustic can concentrate in boiler tubes and attack the surface metal (known as gouging) even traces of caustic in the steam can deposit on surfaces and cause local concentrations of several percent (ASM handbook, 1992). Not only sensitized grains but also sigma phase formed in the weld metal can initiate caustic cracking. In this research, the cause of the failure of 304H stainless steel superheater tubes in a methanol petrochemical plant in Iran was studied with a focus on the effects of caustic embrittlement on IGSCC."

Roof support technology for longwall tailgates has changed dramatically during the past decade. Filling tailgates with conventional wood cribs is becoming the exception rather than the rule. Modern engineered timber support systems and a host of other alternative support products provide far greater capacity as well as stiffer response, thereby allowing the supports to resist roof movement with much less displacement than the soft wood cribbing used in the past. For these reasons, these products can provide superior roof control. In addition, the material handling requirements for support installation have now become a major consideration in the support design and selection process. Products such as conventional wood cribbing that require piece-meal construction of bulky, heavy components have diminished, while prop-type supports and products that can be installed with machinery and pumpable support technologies have grown in use resulting in fewer injuries to mine workers. Now, the opportunity exists to provide the safest, most cost effective support system, through engineering design rather than by trial and error and to optimize the use of the support system chosen. Yet this is rarely done. The key to accomplishing this task is to understand the interaction of the support system with the ground conditions at the installation site. A major focus of the paper is to conceptualize the support and interaction through the use of a ground reaction curve which relates the support resistance to the convergence of the longwall tailgate. The goal of any roof support design is to control the ground deformations and maintain the structural integrity of damaged or broken ground to the extent possible to provide a stable mine opening. In general, deformations will be a function of the stress environment and inherent strength of the surrounding rock mass. However, if the deformations are intimately linked to the stress changes such that the deformation can be controlled by the load resistance or reinforcement provided by a roof support system, then the loading behavior can be described as load-controlled. Conversely, if the deformation occurs irrespective of the installed support (assuming practical limitations), then the loading behavior is described as displacement-controlled. In this case, the deformation can be considered irresistible from a practical standpoint. In this context, the nature of the loading has significant consequences on the support design requirements. Finally, examples using the NIOSH Support Technology Optimization Program (STOP) to develop design criteria using ground reaction data from underground studies and ways to include uncontrolled convergence as part of the design criteria for standing roof supports will also be discussed.
