After a stagnant performance in 1982, gross national product (GNP), industrial production, and employment increased during 1983 in nearly all industrial nations, with the U.S. performance generally leading the uneven worldwide recovery. Real U.S. GNP increased 3.3 percent in 1983 (table I). Although investment in nonresidential structures declined, total nonresidential fixed investment in the United States was up 1.5 percent following a 1982 decrease. The increase in worldwide industrial activity and demand in 1983 put greater pressure on prices in many countries. Prices increased from less than 3 percent in the Federal Republic of Germany, Japan, the Nether-lands, and Switzerland to as much as 10 percent in nearly all the other Organization for Economic Cooperation and Development nations. The annual inflation rate in the United States was 4.3 percent (based on the GNP fixed-weight price index).

Mining is the art of disturbing ground. All phases of a mine’s life cycle from exploration to building and operating a mine, through closure, has a physical impact on the earth. There is currently increasing public and stakeholder awareness owing to a wide range of issues including heritage protection, environmental stewardship, and social impacts therefore ground disturbance must be conducted in a way that honours and respects all agreements, regulations, legislation, and social expectations. A comprehensive ground disturbance permitting process has been developed through consultation with major mining companies and Traditional Owner groups. It operates from strategic business planning through to closure and rehabilitation. Adherence to the principles and process of permitting helps to minimise risk by ensuring that mining companies conduct their business in an inclusive, professional, reliable, and consistent manner that stakeholders reasonably expect, and that mining companies can be proud of. Built on a geographical information system, supplemented with a specialist database, this process allows request, review, and approval by subject matter experts, to operate in a common environment that is transparent, facilitates collaboration, improves efficiencies, and reduces the risk of error or omission. The application of new technology can effectively highlight changes that naturally occur in today’s dynamic ESG domain and provides the perfect platform to record actual disturbance against authorised and planned allowances. The social license to operate demands that strong governance of the ground disturbance process, described herein, can be demonstrated to any interested stakeholder, and mining companies recognise that this principle is central to the betterment of the mining industry.

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

For many years the Federal Bureau of Mines-in cooperation with other agencies-has been making investigations and compiling and publishing reports and statistics on accidents in the various branches of the mineral industry.4 Its assistance has been enlisted also in health, safety, and ventilation problems' incident to the driving of many large tunnels in the United States in recent years. As part of this work the Bureau has compiled considerable statistical and other information on accident experience in the tunneling branch of the heavy-construction industry. It has always been difficult to obtain up-to-date information on tunneling methods and tunnel accidents. Published accounts of tun¬nel construction furnish much interesting material of engineering, historical, or fiscal value, but usually little or no attempt is made to discuss and critically analyze the means taken to preserve the health and life of employees.

It is difficult to analyse the economics without an integrated view of mine transactions, stockpile inventories, process flows and assays. The lack of integration of mining and metallurgical information with sufficient detail to analyse and act is a problem. However, to take action requires real time information from manufacturing assets, corrected for gross errors from trucks, shovels, conveyors, faulty sensors, bad instrument calibration. Validation methods use process models to identify inconsistent information in the case of corrupt actionable information. This paper presents new strategies that transform the data into business information for continuous improvement and optimization. This technical presentation will review recent implementations enabling large metallurgical complexes to improve their data quality for overall production and energy management. A competence center emerges as an enabler for implementing operational intelligence. The evolution of Web services to troubleshoot plant information and to collaborate at the enterprise level is presented.

The world’s first copper electrorefinery started production in 1869 at Burry Port in South Wales. Built within the Pembrey Copper Works which had commenced smelting operations in 1849, the new refinery was based on principles described in the British patents issued to J.B. Elkington in 1865 and 1869. Refining principles and practices pioneered there were key to the foundation of modern electro-refining practice in what is now a dominant international industry producing over 16 Mt of electrical grade copper annually. This paper explores the background to this pioneering application of the new, early 19th century, science of “electro-metallurgy” and examines its links to the contemporary decorative electro-plating industry and to the shortcomings of 19th century fire refining. The beginnings and early years of the Pembrey electrorefinery are briefly discussed in relation to the quality, applications and pyrometallurgy of copper at the time. More than a decade would elapse before the birth of the electrical age: the Pembrey refinery may be seen as one of its vital precursors. INTRODUCTION In the 1840s, the new science of ‘electro-metallurgy’, a term coined by Smee in 1841 (Smee, 1841), was being adapted to the decorative electro-deposition of silver in a thin, bright adherent coating that was evidently equal in appearance to traditional silverware (Williams, 1976). Chief among innovative manufacturers of decorative objects who took up the new art of silver electro-plating was the acclaimed firm of G.R. Elkington and Co. of Birmingham, England. The company, which vigorously developed all aspects of electro-metallurgy for the decorative trade, entered the field of ‘electrotyping’, a technique in which the surface features of a mould are copied on an electro-deposited copper layer which, when stripped off, can be used to reproduce an imprint of the mould. In essence, it is a form of casting by electrodeposition, invented in 1837 independently by Jacobi in Russia (Pavlova, 1968) and Spencer in England (Wyatt, 1851).

"The mining industry worldwide is currently facing a significant restructuring process. In most underground mines, widespread mechanization of the mining processes increases production while reducing staff numbers. At the same time, mining depths as well as the lateral spread of the mine workings are increasing. This ever-changing mining environment requires sophisticated solutions for the design and operation of underground mines. In fact, a reduced number of mining engineers is taking responsibility for everincreasing mine operations. This applies not only to the excavation of the minerals, but also to all other aspects of the mining operation, including health and safety, disaster management, and mine rescue organization.Most mining engineering graduates entering the industry lack experience in mine emergency management. Young engineer trainees must learn mine emergency management and rescue work in addition to their normal training experience on the job. Often, and unfortunately, emergency and rescue training at different mining companies is not carried out to the highest level and standard and with the best possible training outcomes. The tasks and challenges a young engineer faces while being trained in a new position do not leave much room for additional training in mine rescue and emergency management. At the same time, experienced, ’old hands’ are retiring and cannot easily be replaced due to limited graduation numbers.Strategies are being developed at mining universities worldwide to train mining engineering students in handling mine emergency situations and to provide hands-on experience for managing potential accident and disaster scenarios underground. Two of these strategies, from the USA and from Central Europe, are presented in this paper. These specific strategies have to be seen under special consideration of the local and regional boundary conditions, but might serve as case studies for mining schools and universities in other countries."

A longwall coal mine in Appalachia about 1,500 ft deep encountered a fault while developing a new longwall panel. The fault extended from mining depth to the surface near a secondary road and drainage. The fault was located inside the anticipated angle of draw within the mined panel and gob. The fault extended vertically out and up, away from the panel, caved zone, and gob at nearly the angle of draw: the fault very nearly following the angle of draw. It was initially thought that "fault reactivation" could possibly occur. Fault reactivation is the phenomenon of having mining subsidence localized along a fault leading to a "reactivation" of the fault and shearing and displacement along the fault. Such fault reactivation would disrupt and deform the fault plane beyond the normal angle of influence of the subsidence trough, and may provide a conduit for any ground and surface waters to reach the mine. We contacted all operators of longwall mines in Appalachia to determine if any Appalachian longwall mines had ever experienced fault reactivation, and teamed that none had experienced the phenomenon. After studies of possible water intrusion quantities and rates based upon in-fault pump tests, which indicated that water intrusion rates should be manageable, and the prior experience that faults in this particular area were usually barriers to water flow, mining proceeded with caution and monitoring. Mining was successful with no noticeable increase in water inflow rates, and no measurable off-setting of the fault exposure on the surface. It can be concluded that the fault did not reactivate due to its relationship to the mining sequence.

The recent activity of numerous foreign mining companies in the once flourishing tin fields in Cornwall, England has resulted in renewed interest in the evaluation of hypothermal tin deposits. These deposits are mainly narrow tabular bodies and are usually steeply dipping. They exhibit thermal zoning the mineralization changing from lead/zinc through copper to tin with depth. The tin zone virtually never exceeds 1,000' in depth and the ore shoots within this zone tend to be erratic and localized. The grade which is presently considered to be economic is about 0.7% Sn. , this means a concentration of about l% cassiterite (the only economic mineral) which, being twice as heavy as the gange, represents only. 5% of the lode volumetrically. Within the lode, only one third may reach this economic grade and values within the shoots can range from 100% cassiterite to zero over a few inches. The enormity of the problem of evaluating such a deposit has not been fully appreciated by the companies involved whose experience has, for the main part, been in larger and more predictable ore bodies. This paper attempts to put these problems into perspective and out- lines the useful applicatations of statistical and computer techniques. It also stresses the need for enlightened interpretation of data by men familiar with the problem and that even in this day and age, educated, intuitive deduction should not yet be relegated to the limbo of alchemy and witchcraft.

Acid rock drainage (ARD) is one of the most serious and potentially enduring environmental problems of the mining industry. High liability costs carried by many mining companies to cover potential obligations of ARD are a clear indication of the gravity of the problem. Unchecked, ARD can result in water quality impacts that could well be the industry's most significant financial and credibility risk. Effectively preventing acid drainage is a formidable challenge that requires the total commitment of the mining industry throughout the entire life-cycle of a mine. To achieve this commitment a strong business case for ARD prevention must be developed. This paper will address the elements of acid prevention and discuss their importance not only to the company but the entire industry as well. The International Network for Acid Prevention (INAP) is an industry-led group created to help meet this challenge. In 2009, INAP published the GARD Guide (www.gardguide.com), a web-base best practices guide for the prevention of ARD [1]. In this paper, the GARD Guide will be used to identify preventative actions for all mining industry stakeholders. It will, in turn, be used to estimate ARD management and mitigation value accrued to the company from ARD prevention, which will be used in developing a business case for acid prevention.

The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

"The research goal was to assess if analytical tool/s can be developed to quantify displacements around a geological fault as longwall face moves toward it and past it. A company was faced with crossing a 2-3 m (6-10 ft.) normal up-thrown fault in the development entries and the face while mining a 375 m (1,200 ft.) wide longwall face. A field monitoring and numerical modeling study was performed to develop data. Field measurements consisted of roof-to-floor convergence and rectangular rosettes in the immediate roof. Numerical modeling consisted of constructing a 3-D structural model using the FLAC3D software with the fault plane incorporated as ubiquitous joint. Based on analyses and field observations data, the coal company was informed of impending movements along the fault plane and likely impacts on the development entries. Additional stiff supports were installed in head gate entries around the stage loader and equipment about 60 m (200 ft.) outby of the longwall face (solid). As the longwall face approached the fault, predicted displacements were documented and manifested by severe loading on the installed supports.BACKGROUND AND STUDY OVERVIEWThis paper summarizes results of a cooperative study aimed at improving longwall mining operations in Illinois. More specifically, the study focused on: 1) In-mine measurements in development entries while mining ahead of and behind a faulted zone, 2) Making observations on stability of pillars and entries while mining through the fault, and 3) Developing simplified analytical structural models using FLAC3D to assess if predictive techniques can be developed to plan mining operations through fault zone. Available data on geometry of the fault with estimates of the cohesion and frictional parameters were used for modeling."

More or less unconsciously and from sheer force of habit human beings do many things they probably would not do if the possible consequences of their acts were fully recognized and appreciated. Such carelessness ordinarily could be condoned if human life were not at stake, but it is difficult to understand why intelligent men engaged in the hazardous occupation of mining indulge with the utmost indifference in some habit or continue some custom in violation of State leas and company regulations and under circumstances that may jeopardize not only their own lives but those of scores, even of hundreds, of their fellow workers as well. The old adage that stolen sweets are the best may or nay not have some foundation, but when applied to the practice of smoking surreptitiously in a coal mine, more especially a gassy mine, it is without even remote justification. Although a relatively harmless habit in the proper environment, smoking has been the cause or suspected cause of many gas explosions and black-powder ignitions and has resulted in numerous instances of bodily injury, loss of life, and destruction of property. Likewise, many fires in both coal and metal nines, causing loss of life, have been started by smoking.

"Bumps remain a critical safety concern in underground coal mining, despite significant advancements in engineering controls. These events occur when relatively high stresses in a coal pillar in conjunction with low confinement exceed the pillar’s critical capacity, causing the pillar to rupture without warning. Floor failure often occurs and can be an indicator of bump risk, as it is strongly associated with brittle failure known as spalling under a lower confinement. Significant floor heave at a western U.S. coal mine has been observed where the pillar width in a three-entry gate road system was 53 m, while no significant floor heave was observed where the pillar width in another gate road system was 22 m. This phenomenon was widely reported in the region and at another mine in another western coal field it has been reported that larger pillars are always associated with floor heave. In this study, a spalling model based on the S-Shaped brittle failure criterion and associated with the anisotropic characteristics of the materials was used in FLAC3D. The observed floor heave phenomenon associated with the larger pillars was demonstrated using this modeling approach.INTRODUCTIONFloor failure in a coal mines often inhibits longwall mining operation, as large displacement of floor strata, known as floor heave, interferes with travel, access, ventilation, and equipment operation. Aggson (USBM 1978) investigated floor heave in West Virginia where underclay is relatively strong and high horizontal stress is present. It was reported that the failure mode is mainly by buckling rather than by plastic flow.This study was developed as part of an effort by the National Institute for Occupational Safety and Health (NIOSH) to better understand rock mass behavior in longwall coal mines in highly stressed, bump-prone ground. More specifically, this study attempts to explain through numerical models small energy releases in the form of floor heave. The authors believe that brittle rock failure is associated with both floor heave and some bump mechanisms, if not directly involved in their cause."

Throughout the mining industry today, new bearing materials - ZA* high-performance zinc-aluminum alloys - are reducing costs of maintaining and rebuilding a wide range of equipment. As replacements for bronze bearings, installed in original equipment at the plant or during maintenance and repair operations in the field, the zinc alloys frequently provide better or equal performance at lower cost. The ZA Alloys The ZA alloys are a family of three high-performance zinc-aluminum alloys that compete in cost and performance with cast iron aluminum and bronze. The growing number and uses testifies to the versatility of these alloys and is encouraging their consideration in a wider range of applications. The ZA alloys are referred to as ZA-8, ZA-12, and ZA-27, the numbers corresponding approximately to the percentage of aluminum each alloy contains. ZA-8 is a permanent-mold casting alloy and is usually selected for decorative purposes; ZA-12 provides both performance and cosmetic benefits; ZA-27 offers the greatest functional strength. The term high performance ZA alloys distinguishes them and their improved engineering properties from traditional zinc die casting alloys. Maintenance Savings At its mine in Timmins, Ontario, Kidd Creek Mines Ltd. operates over 40 Joy VCR- 150 crawler-mounted air-powered rock drills. Most of the drill components undergo severe stress as the drill batters through the under-ground rock. As the components wear, the drill bits wobble; when the wobble becomes excessive, the drills are rebuilt. In the gear train, which rotates the drill steel, there are three planetary gears with - historically - bronze bushings. Since the planetary gear bushings are wear items, they are routinely replaced during overhaul. The bronze planetary gear bushings (three bushings per assembly) were replaced up to five times annually. With 43 drills in use, bushing consumption approached 600 per year. At the manufacturer's replacement part cost, the 600 bushings and gears would cost more than $20,000 a year. Even though a major saving was achieved by having the bronze bushings manufactured locally, the 600-unit annual usage provided ample incentive to investigate other ways of lengthening drill life and reducing the part costs. One approach was to consider using a bushing material that offered good bearing properties, but was lower in cost. About three years ago, ZA-12 zinc-aluminum casting alloy, costing less than half as much as bronze, was evaluated and selected for testing. One hundred ZA bushings were manufactured and placed in service as the drills came in for rebuilding. At the next rebuild the "drill doctor" (drill maintenance mechanic) noticed that, although the bronze bushings were completely destroyed, on occasion the zinc alloy bushings were not. In addition, he noted that some of the ZA bushings showed less wear than the bronze bushings. Because the bushings were changed routinely during each overhaul, the actual operating life of each bushing was not determinable. Therefore, it was not possible to statistically compare the life of the ZA bushing against the bronze. However, the desired life of the part was from overhaul to overhaul. So the ZA alloy obviously met the objective, giving equal or better life than bronze at a significantly lower price. Based on the favorable results of the testing under actual operating conditions, Kidd Creek maintenance personnel decided to switch permanently to the ZA bushings for rebuilding the VCR-150 rock drills. Original Equipment Application As one of the leading companies marketing the ZA alloys, as well as a zinc -copper-silver mining company, Kidd Creek is interested in developing applications for the alloys by original equipment manufacturers such as joy Manufacturing. Kidd Creek marketing representatives provided joy with information on the Timmins mine tests, along with ZA-12 bushings for evaluation and testing. Based on this information, joy installed ZA bushings in 12 new VCR-150 units and delivered them to customers for use in such areas as granite quarries and copper, lead, zinc, and limestone mines. During the following year, joy engineers closely monitored repair reports to verify the performance of the ZA part. The engineers' findings convinced them of the advantages of ZA-12. As a result, joy now uses ZA-12 bushings in the manufacture of its VCR-150 air tools. Advantages for Casters and Users In the foundry, the new alloys have proved their castability and profit potential in sand and metal permanent-mold processes, as well as the new graphite permanent-mold gravity casting process. The energysaving, pollution-free and ease-of-machining benefits they offer are important to all of these processes. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. The program chairs thank and greatly appreciate the efforts made by our session chairs, co-chairs, authors, the members of the RETC Executive Committee, and most importantly the SME staff towards making this RETC possible.

India hosts a wide range of globally significant mineral resources, including four fuel minerals; 11 metallic minerals; 22 minor minerals and 52 non-metallic minerals. The country ranks among world?s top five nations for its commodity reserves of coal and iron ore. Interestingly, only small part of country's landmass has been explored that provides opportunity for future substantial mineral discoveries. India plans to double infrastructure investments to US$ 1trillion. Despite the challenges in infrastructure project implementation, mining sector remains a key driver of demand growth for commodities in the years to come with a good prospect to grow in future.
