The Stillwater Mining Company, a partnership of Pittsburg & Midway Coal Mining Co. and Manville Corporation, operates a precious metals smelter at Columbus, Montana to further up-grade concentrates from its platinum/palladium mine. The smelter began operation in the summer of 1990. The gas cleaning system in the facility utilizes "oxidation/dilute mode" dual-alkali scrubbing technology to capture sulfur oxide gases from the process gas streams. This paper describes the rationale for selecting the dilute mode dual-alkali system and summarizes design parameters. Start-up problems and their solutions are also discussed.

One of the first things we tell a potential new client is that they have only one chance to make a first impression with an Aboriginal community; all future communications and engagement will be predicated on that first impression. The key components of this most critical meeting are not your power point, your maps, or your draft plan for development ? they are instead a genuine, evident and clear demonstration of a sincere desire to develop a positive relationship that is based upon respect, and consideration and understanding of local communities and their interests, needs and desires. Relationship building is the foundation of proactive and positive consultation and accommodation with Aboriginal communities and the tone is set with the first meeting. C3 has refused more clients than we have accepted due most often to the fact that relationships between the company and the Aboriginal community have already devolved into a tense and toxic scenario. Land access and tenure certainty for exploration and mine development is critical to the foundation of a healthy, sustainable and environmentally and economically sound mineral exploration and mining sector. Without certainty confidence to invest in mineral exploration will be severely eroded. We all understand that substantive investments in exploration are required to increase the possibility of discovering, defining and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by Aboriginal Peoples and the mineral sector can provide the required business certainty and deliver social and economic benefits for local Aboriginal communities.

In terms of underground tunnelling in metres advance per capita, Australasia compares well with the best world performers. This is because of the large number of metalliferous mines, coalmines and civil tunnelling projects, with the Australian tunnel advance for civil and mining projects exceeding 625?km/a. In terms of hard rock quarry extraction, Australia produces approximately 200?Mt/a of aggregates, roadbase, fill material and specialist rock products from its quarries, which equates to approximately 8?t/capita. Australian mining and tunnelling contractors are also of world standard and are used to excavating in a variable range of ground conditions in a competitive environment. One author has been involved in tunnel and underground space planning and quarrying in Australia for the past 25 years and predicts that, over the next 20 years, there will be a major swing towards underground space for commercial uses. This paper identifies the potential uses of underground commercial excavation and the planning and geotechnical challenges for the future. Underground quarrying creates new opportunities to extend existing quarries within their urban footprint with minimum impact on the surrounding community. Investigations by the authors reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. However, cities such as Helsinki have been planned in detail to utilise the rock resources beneath them. Brisbane is used as a case study for a practical application of commercial underground space and underground quarrying in Australia.CITATION:Bayooke, A B and Robertson, A C, 2014. The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.

The liquid phase mixing in Western Research Centre (WRC) pilot plant flotation column with diameter of 0.76 m has been characterized using a salt tracer. The process variables studied were gas and liquid flow rates. The response of the column to a tracer pulse input was monitored at three axial and two radial locations. For all the experimental conditions investigated in the present study, radial and axial concentration gradients were not observed. It is thus concluded that the 2 tph flotation column is behaving as a well mixed tank. This finding is consistent with the observed poor recoveries of coarse fractions in the column flotation circuit. Based on the findings of this report, it is recommended that several schemes of reducing the backmixing be implemented and evaluated for their effectiveness in improving the column recoveries.

A method is presented for calculating individual gas and oil or water and oil relative permeabilities from data obtained during a gas drive or a waterflood experiment performed on a linear porous body. The method has been tested and found both rapid and reliable for normal-sized core samples. INTRODUCTION Individual oil and gas or oil and water relative permeabilities are required for a number of reservoir engineering applications. Chief among these is the evaluation of oil displacement under conditions where gravitational effects are significant, such as a water drive or crestal gas injection in a steeply dipping oil reservoir. Numerous proposed methods of obtaining relative permeability data on reservoir core samples have been too tedious and time consuming for practical use, or have yielded questionable and sometimes inconsistent results. A method has been developed by which the individual relative permeability curves can be calculated from data collected during a displacement test. The method is based on sound theoretical considerations. Using this method, with a properly designed experimental procedure, relative permeability curves can be obtained using core samples of normal size (i.e., 2 to 3 in. in length and 1 to 2 in. in diameter) within a few days after receipt of the core. In a recent publication D. A. Efros1 describes an approach to the calculation of individual relative permeabilities that is based on the same theoretical considerations. We believe the approach described in the present paper is more adaptable to practical application than the method implied by Efros. In addition, comparisons with independently determined relative permeabilities are furnished to substantiate the reliability of the new method. DERIVATION Previously the theory of Buckley and Leverett as extended by Welge2 as been used to calculate the ratio of relative permeabilities. In the derivation which follows, this theory is further extended to permit calculation of the individual relative permeabilities. The theory assumes two conditions which must be achieved before the method is applicable. They are that the flow velocity be high enough to achieve what has been termed stabilized displacement,3 and that the flow velocity is constant at all cross sections of the linear porous body. In stabilized displacement the flowing pressure gradient is high compared with the capillary pressure difference between the flowing phases. The high pressure drop insures that the portion of the core in which capillary effects predominate will be compressed to a negligibly small fraction of the total pore space. It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

A longwall coal mine in southwestern Virginia mining the Pocahontas #3 Coal Seam experienced a history of mining-related seismic events. The events were never large enough to cause concern until three major events occurred recording 3.4, 4.3, and 3.4 ML in 2005, 2006, and 2007 respectively. Two of the seismic events generated an air blast which damaged stoppings which fueled a mine fire in 2005 and 2007. The mine responded to the events by narrowing the longwall widths, changing ventilation controls, installing a 7-sensor seismic system around the active panel, and creating a mining hazard map to avoid similar geology in the future. All of the actions taken have prevented seismic activity from impacting mining operations, but it did not prevent other large seismic events from occurring (Van Dyke et al., 2018). In 2016, another large seismic event, measured at 3.7 ML, occurred in the gob that was reported by the local media and recorded by the United States Geological Survey (USGS). While the event did not directly impact mining operations, mine management wanted to know where and under what conditions could large seismic events occur in the future. The National Institute for Occupational Safety and Health (NIOSH) became involved to help understand what conditions precipitated these events so that future mine design could more accurately assess seismic hazards and reduce the risk to mine worker safety. Researchers at NIOSH and mine management created a seismic forecasting map that combined three factors: (1) overburden thickness, (2) sandstone thickness, and (3) the expected caving height of the gob. The criteria were developed based on the geologic data the mine collected from core drilling, e-log analysis, and fiberscope observations. The forecast map was able to provide an accuracy of 72%–85% of events 1.5 ML or greater and 100% accuracy of events that were 3.0 ML or greater based on historical data. The seismic forecasting map was applied to the entire future mining area to show areas where seismic potential could be the greatest based on current mine design planning, ultimately improving the ability of the mine operator to assess the seismic hazards surrounding active and future mining areas (Van Dyke et al. 2018). Following this research, the seismic forecasting map was implemented into the mine’s hazard recognition program and is continuously updated and evaluated prior to mining each longwall panel. This paper will cover in more detail how the seismic and lithologic data was processed and how the mine implemented a new seismic mitigation program based on the forecasting results.

Detailed stratigraphic studies in the Birch-Uchi Lakes area have shown that the volcanic components are arranged in superimposed sequences, or cycles. Each cycle displays a progression from predominantly mafic effusives below to predominantly felsic extrusives above. Sedimentary rocks are preferentially associated with the felsic extrusives. Two volcanic cycles are represented. The average stratigraphic thickness of the volcanic rocks present is 31,000 feet. The original volcanic pile was probably in the order of 40,000 feet thick. The present lithologic composition is estimated to be: mafic volcanic rocks, 60 per cent; felsic volcanic rocks, 27 per cent; sedimentary rocks, 10 per cent; and others, 3 per cent. Gold occurrences are preferentially distributed with respect to the volcanic succession. Of fifty recorded occurrences, thirty-nine are located in the upper felsic division of the lower volcanic cycle; forty are associated with closely interbanded daciterhyolite pyroclastic rocks, andesitic lavas and siliceous sediments. The gold-bearing quartz veins either lie at the contacts of enclosing lithologic units or occupy cross-cutting fractures in one or more adjacent units.

INDUSTRIAL hygiene has been defined by Patty' as "the science and art of recognizing, evaluating, and controlling potentially harmful factors in the industrial environment." This definition implies thorough study of operations, evaluation of potentially harmful factors through air sampling, micro-analyses and other means and finally, appropriate medical and engineering control wherever indicated. The prevention of industrial health injuries is a vital part of operations of American industry today. Progress and interest in this field has increased steadily for many years, the most rapid progress having been attained, perhaps, during the last three decades. It is significant to note that there are now official agencies in 46 states actively concerned with industrial health problems and that a western field station has been established recently in Salt Lake City by the U. S. Public Health Service to augment its industrial hygiene services directed from headquarters of the National Institute of Health, Bethesda, Md. Many of the larger industries have found it advantageous to establish their own industrial hygiene departments. The American Smelting and Refining Co. is a world-wide organization engaged in the mining, smelting, and refining of lead, copper, zinc, silver, gold, by-product metals, including cadmium, arsenic, and others. In the United States there are 13 smelters and refineries, 11 secondary smelters or foundries, and a number of mines. Approximately 9000 workers are normally employed. It has long been the established company policy to seek out occupational hazards and provide safeguards for employee health. Protective equipment has been supplied to individual workers and exhaust ventilation installations have been in use in some operations for more than 40 years. All of the major units have their own medical departments which provide employees with excellent medical and hospital care. In 1937 full scale industrial hygiene studies were undertaken at the Selby Plant and were extended to most of the other smelters during the next three years. In 1945 the Department of Hygiene was organized with Professor Philip Drinker of Harvard University as Director and with Dr. S. S. Pinto as Medical Director. The department is responsible for coordinating and maintaining a program for the good health of all employees from top management down to the lowest paid day worker. It is essentially a service organization serving all of the United States plants regardless of location or size. Full and part-time physicians employed in all of the company's American plants and working in close cooperation with the Medical Director are responsible for de- termining the state of health of all the employees and giving treatment when necessary. In general, medical care is confined to accidents or illnesses occurring while the men are on the job. Among the duties of the doctors is the making of careful physical examinations of new employees and routine check-ups of old employees. In addition to medical care a primary responsibility of the department is the prevention of occupational illnesses. In this the main concern is with the working environment in relation to its effect on the worker. Environmental factors may be dusts, fumes, gases, toxic materials, heat, humidity, radiation, or noise. The objectives are: (1) Immediate control of these factors through the education of the worker, through providing the wearing of respirators or other protective devices, and through careful medical examinations and regular analysis of urine specimens; (2) a long range control program which may be accomplished by local exhaust ventilation, wetting of materials, changes in metallurgy, changes in methods of handling, or by use of special devices and special equipment. To accomplish these objectives a fine industrial hygiene laboratory was built in Salt Lake City and equipped to do routine and experimental work. Trained and experienced industrial hygienists obtain the facts by making frequent hygiene surveys. These surveys include tests of the air, studies of all processes, and careful investigation of ventilation, lighting, and general working conditions. Except in emergencies, the air contaminants and often the substances handled by the worker are sent to the laboratory for analysis by chemists and technicians specially trained in industrial hygiene methods. The findings are evaluated in terms of limits recommended by various State and Federal agencies, and in light of all available medical data. The methods used for studying the working environment involve all of the usual chemical and physical procedures employed in industrial hygiene. The Impinger, electric precipitator, thermal pre-cipitator, and filter paper sampler have been used to collect atmospheric dust and fume samples. Of special interest here is the filter paper sampler, shown in Fig. 1, which was developed by Dr. Silver-man at Harvard University. The instrument has been improved and is used very extensively in field studies. A water manometer connected behind an orifice is used to determine the rate of air flow. Calibration is effected by use of a standard gas meter or rotameter. The dust or fume is collected on a filter paper clamped between two rings, as shown in Fig. 2. The filter paper, such as Whatman No. 52, collects both dust and fume with a very high efficiency. The instrument is very convenient and easily transported. The solids collected on the filter paper are analyzed in the laboratory usually by use of a polar-ographic procedure. Process plant modeling in the computer environment has been developed over the past 40 years by implementing the comminution models formed by the Julius Kruttschnitt Mineral Research Centre, University of Queensland, in the early 1970s. The models for the other processes in a mine value chain, such as blast fragmentation and flotation, were continuously developed and improved in parallel as well. Other research and commercial entities have also developed process modeling methodologies in the computer environment, which evolved as specialized commercial software or through equations set up in Excel spreadsheets. These were performed on a local computer, in thousands of simulations over a long period of time due to hardware limitations and the lack of a fully automated process. This limits the application of detailed process simulations for scale-up and strategic planning analysis, as they require many simulations to cover all possible scenarios which would take a lifetime when using local computers. The Integrated Extraction Simulator (IES), as the next generation of cloud-based software package, has made it possible to run simulations on the entire operation value chain in the same platform, including drilling and blasting, crushing, grinding, flotation, and other downstream process and material-handling units. This capability has allowed IES to handle multivariable simulations across the mine value chain, including pre-concentration and in-pit size reduction, and modify the process simultaneously.

"SynopsisOver the last decade in South Africa, there has been a significant increase in the number of mining operations, both open pit and underground, which use independent contractors to carry out mining activities. Often mine owners will choose the contractor option without fully understanding the consequences of undertaking this option. Traditionally, contract mining has come at a cost premium of about 15% to 20% compared to an owner mining scenario. However, due to the large number of junior mining companies entering the mining arena in South Africa contract mining rates have increased, with cost premiums as high as 50% being reported. This paper looks at the merits of owner mining versus contract mining and describes under what conditions it may be favourable to select the one option over the other. In addition, the methodology of entering into contract negotiations with the objective of establishing a fair and sustainable relationship is discussed.IntroductionOver the last decade in South Africa, there has been a significant increase in the number of mining operations, both open pit and underground, which use independent contractors to carry out mining activities. Surface mining, for example, may use contractors to conduct drilling and blasting operations or load and haul operations. Common surface operations such as mineral beneficiation, waste disposal, security, and product transport may also be outsourced to contractors.Many companies have a business model that utilizes contractors for the entire mining cycle, maintaining a small head office to provide direction and control. The difficulty with this option is that often mining companies will choose the contractor option without fully understanding the implications."

This paper highlights salient features of an excavation 38 m (Length) by 10 m (Width) by 24 m (Depth) carried out in Central Kolkata. Secant pile wall (SPW) formed using a combination of alternating 1200 mm & 800 mm diameter piles was used. Six layers of struts and waler beams, including bottom slab were utilized as lateral restraints to piles. The geotechnical profile for excavation zone was predominantly silty sand to sandy silt. The profile is characteristic of river channel deposit usually encountered in Kolkata. Temporary stage analysis (including seepage analysis) and design were carried out in FEM softwares. Design checks for clay bursting, piping, bottom heave, etc. were also carried out. Extensive instrumentation and monitoring were carried out during the excavation period to check parameters such as ground movement, pile movement, piezometric heads, etc. as per review levels. During excavation, ground improvement using Tube-a-manchette grouting technique was also required to be carried out as per field observations. The paper discusses some of the major challenges faced as well as measures taken to counter them, during deep excavation carried out in silty soils in a very congested Urban setting in the heart of a Megacity.

"Over the last 50 years there has been a dramatic evolution in the metallurgical engineering field in Canada. In the 60s the field was dominated by large American and UK groups, often selling major process and equipment packages. The local content was limited to wrap around facilities and the civil and structural work. The mining and metallurgical companies had strong internal teams to lead these projects. Over the decades and business down cycles the large foreign contractors disappeared or re-structured and the mining companies largely shed their engineering and project management groups. The resulting gap was filled by a cadre of local specialist engineering companies, some of whom have grown to be world leaders in the field. The paper traces this evolution and examines the underlying causes and consequences."

The shear stress t that can be sustained by the rock mass in the environs of a mining-induced earthquake controls the near-fault peak ground velocity v of that event according to v=0.25(ß/G)t, where ß is the shear wave speed and G is the modulus of rigidity. To estimate t at mining depths, I review the results of four studies involving Witwatersrand tremors that relate to the bulk shear strength. The first and most general analysis uses the common assumptions that the seismogenic crust is pervasively faulted, has hydrostatic pore pressure before mining, and an extensional stress state that is close to failure. Mining operations reduce the pore pressure to zero within the mine and redistribute the stresses such that, in localized regions, the state of stress is again at the point of failure. Laboratory friction experiments can be used to estimate t in the zero-pore-pressure regime. Second, model calculations of states of stress in the vicinity of mining at about 3 km depth indicated the shear stress available to cause faulting near the centre of a distribution of induced earthquakes. Third, laboratory experiments combined with microscopic analyses of fault gouge from the rupture zone of a mining-induced event provided an estimate of the average shear stress acting on the fault to cause this earthquake at a depth of 2 km. Fourth, moment tensors determined for mining-induced earthquakes usually show substantial implosive components, from which it is straightforward to estimate t. These four different analyses yield estimates of t that fall in the range 30to 61 MPa which implies that near-fault particle velocities could be as high as about 1.5 m/s. To the extent that the causative fault ruptures previously intact rock, both t and v, in localized regions, could be several times higher than 61 MPa and 1.5 m/s.

THE crushing of ore, as defined by Taggart,1 is "usually a stage process, utilizing . . . machines especially suitable for the reduction of particular sizes... . down to a final stage, employed for the reduction of the finest sizes. . .. In contradistinction, comminution to 20-mesh or finer is called grinding. There is a twilight zone in which the product is 6, 10, or 14mesh limiting size which is either crushing or grinding. . .. " Since the data in this paper pertain to a rod-mill operation, comminuting a particular ore size of ¾ in. to a final stage, coarser than 20-mesh, the rod mill is designated as a "fine crusher machine" in this paper. The published literature discloses a wealth of data regarding a rod mill as a fine-grinding machine but relatively little as a fine-crushing operation. Typical of the latter operation is: (I) a description by F. J. Tuck2 in which a fine-crushing rod mill replaced crushing rolls and (2) a description by the present authors3 in which a fine-crushing rod mill was installed instead of a conventional fine-crushing machine. The experience of the authors is that a definite distinction must be made between the rod mill functioning as a fine crusher and as a fine-grinding machine. As a fine-crushing machine it prepares * relatively large amounts of ore for a subsequent fine-grinding operation; as a grinding machine, it grinds relatively small amounts of ore to some predetermined finished product. PULP MOVEMENT AND ACTION IN MILL In considering the work performed by a fine-crushing rod mill, it seems important to understand just what takes place within the mill. We were inspired to study this matter by a paper by E. W. Davis,4 which indicated that definite water classification of ore particles took place in a ball mill. However, in thinking of the rod-mill action from this point of view, we were confronted with the fact that our rod-mill discharge product showed no evidence of action by water classification. The Tennessee Copper Co. ore is relatively high in sulphides, and the gangue rock and the sulphides are of about the same hardness. In the presence of any action by classification, the coarser sizes are definitely very lean in sulphide minerals. [ ]

When the United States entered the World War governmental agencies found little definite knowledge available as to the exact capacity of each sulphuric acid plant in the United States to manufacture acid under the stress of a great emergency. It is true that on account of the demand for acid for the manufacture of munitions for the Allies, prior to the entrance of this country into the war, most of the acid plants near industrial centers in the Eastern and Northern States were running at or nearly their maximum capacity, but, . for various reasons, many plants in these States and plants in other districts were not. For a number of years statistics as to the production of acid by the plants of the country were compiled by the United States Geological Survey, but obviously such figures did not give information as to the maximum capacities that might be available for meeting the he.a vy war ·requirements, or as to the steps that would have to be taken to bt-ing these capacities into use. During the summer and early fall of 1917 various attempts were made to obtain the desired information, but no satisfactory or complete data were obtained. Late in 1917, under the authority granted to the Bureau of Mines by the explosives act, the Director of the Bureau of Mines directed A. E. Wells, metallurgist of the bureau, to uiake a complete survey of the situation. Mr. Wells personally conferred with officials of the acid companies and visited most of the acid plants in the North that are east of the Mississippi River. The information obtained through this personal survey, together with that obtained through the ready cooperation of the subcommittee on ncids, and the subcommittee on fertilizers of the Committee on Chemicals of the Council of National Defense, enabled the preparation of a report containing the desired data concerning the sulphuric acid industry. This report was made immediately available to the War Industries Board and to those offices in the War and Navy Depart- ments that were most directly concerned in planning the explosives program and in obtaining the necessary supplies to produce the explosives. Beginning with this survey and report, the sulphuric acid section of the war minerals investigations of the Bureau of Mines took an active part in all matters pertaining to the sulphuric acid industry during the remainder of the war. Mr. Wells, the chief of the section, was appointed an associate chief of the sulphur, pyrite, and sulphuric acid sections of the War Industries Board. .Also, by this direct contact with the War Industries Board, the data obtained by Messrs. R. R. Hornor, H. A. Buehler, a.nd 0. Lindstrom, who were in charge, for the bureau, of the investigations concerning the supplies of pyrite and sulphur, were constantly made available to all interested Government agencies. D. E. Fogg, of New York City, was appointed chemical engineer to the sulphuric acid section to make special investigations relating to the acid industry, especially the possible utilization, in an emergency, of those sources of raw material.not then being used. Mr. E. E. Corbett, of Brooklyn, N. Y., was appointed chemical engineer to make investigations concerned primarily ,vith the conservation of acid. Direct and intimate contact with the industry was had through the close cooperation with the committee on acids of the Chemical Alliance, this committee during the greater part of 1918 occupying rooms with the acid section of the bureau. With the ending of the war and the close o:f the active work of the acid section of the bureau, the suggestion was made by many interested parties that a bulletin be prepared giving some qf the fun. damental and most important facts regarding the sulphuric acid industry, including a discussion of the technical :features of the manufacture of acid. During the war the bureau received -a vast number of inquiries in regard to various phases of the industry, a.nd this fact also made such a bulletin seem desirable. Therefore, the present bulletin was prepared to cover the main facts in regard to the industry in this country, including a discussion of the supplies of sulphur-bearing raw materials, the situation of the acid plants, the principal points in regard to manufacturing processes, and the uses of the acid. No attempt has been ma.de to discuss at length the manufacturing processes, as details differ more or less at the different plants and in general are carefully guarded by the acid ·companies. A great deal of the data given in this bulletin may be found in various pub]ications, but this is the first publication in which such data have been assembled and made readily available. Most of the data were obtained directly from observation and from cooperating acid companies or from individuals who had been or are now engaged in acid manufacturing and were liberal and generous in making their information available for publication. Care has been exercised to publish no data that were obtained as confidential by the bureau's representatives. The average acid manufacturer may be already more or less acquainted with most of the information presented in this bulletin, yet it is believed that the bulletin will be of value to those who wish to obtain a. general review of the present condition, both the economic and technical, of the sulphuric acid industry in the United States.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project.
