THE Wellington Lake power plant of the Consolidated Mining and Smelting Company of Canada, Limited, about 25 miles from Goldfields, Saskatchewan, is the second hydro-electric project operating in that Province, the first being the Island Falls plant of the Churchill River Power Company which serves the operations of the Hudson Bay Mining and Smelting Company at Flin Flon, Manitoba. The Churchill River project develops 90,000 h.p. at 56-ft. head; the Wellington Lake plant 3,300 h.p. at 75-ft. with pro-vision for an additional 3,300 h.p. unit. Churchill River power is trans-mitted at 110,000 volts over a 58-mile line of steel towers to Flin Flon and an additional 45 miles over a wooden pole-line to Sherritt-Gordon. Our steel tower-line is 22 miles long, and the voltage is 60,000; this choice be-cause certain such equipment was available from Trail. The diversion of 15,000? second-feet at 56-ft. head for 90,000 h. p. at Churchill river dwarfs our 500 second-feet flow at 75-ft. head for 3,300 h.p. In both cases, the main obstacles to be overcome during plant construction were the lack of transport facilities and the short open season. Let it be noted here that this paper deals mainly with those phases of plant construction which were particularly interesting to the writer. With-out these variations from the ordinary routine, this is just another power project whose story is better told by the accompanying charts and pictures. To many members of the Institute it is still just that; but I am writing for those who, like myself, have been too seldom responsible for major under-rakings at an appreciable distance from a railway siding. When it was planned in early 1937 to erect a 1,000-ton mill at our Box mine, both hydro and Diesel power were discussed. With ten years' ore in sight, even an expensive hydro project, such as ours turned out to be, produces kilowatts materially below the 2-cent operating cost of a Diesel plant using fuel-oil at 14 cents a gallon.

Gloomy predictions that domestic mineral reserves are approaching exhaustion are unwarranted and may be harmful, this author contends. Specific mineral forecasting errors in the Paley Report are cited to support this contention, and steps that can be taken to insure a progressive mineral industry capable of keeping pace with the major raw material needs of the nation through advancing technology are suggested. Mining is both exciting and rewarding —although at times somewhat frustrating— and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining's stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I be-li4ve that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public's recognition of our industry's peculiar problems. The progress of our civilization over the centuries has been fundamentally based upon proper use of raw materials, both agricultural and mineral, and upon energy, human or otherwise. As the standard of living has progressed century by century, the demands for mineral raw materials have increased in an irregular, but steadily rising progression. Fortunately, those minerals on which we depend most, i.e., iron, coal, petroleum, copper, aluminum, lead, and zinc have been neither too difficult to find nor to process into useful form. Iron, the most useful of all metals, is present in various amounts in most rock types and soils. Gold, seemingly the most generally desired (but certainly not the most useful of all metals), occurs in sea water in a far greater total tonnage than has been won from all of the world's known gold mines. If the latter is true, then why do we not see large installations treating sea water for the recovery of its gold content? The answer, of course, is that even the French, who seem, from their recent actions, to value gold above all else, have not devised a way of doing this at a profit. Theoretically, it is possible, but not with today's technology at a cost which would justify the effort. Man has exploited only those mineral concentrations which accidents of nature have placed within his so far limited means of finding and utilizing. What we geologists and engineers refer to as an orebody is nothing more than a concentration of minerals, exploitable with available knowledge, that will yield a value greater than the value attached to the energy and capital required to produce it. What is "ore" and what is not "ore" is, in the end, a matter of economics. The economic problem stems from the physical and chemical character of mineral deposits. The good Lord stacked the cards heavily in favor of rising costs by limiting the amount of the higher grade ores easily available. As the best and most accessible ores are depleted, it becomes necessary to work harder and with greater ingenuity to produce more from less accessible and lower grade resources. The quantity of mineral raw materials we can have in the future will be determined largely by what we can afford to pay for them in terms of human effort, capital outlay and production energies. We will always have the problem of cost with us and our only real means of keeping ahead of rising costs is by continually improving our technical abilities. We, in this country at least, no longer have open to us large and unexplored virgin wildernesses in which a pick-and-shovel prospector might uncover an untouched mineral bonanza. The rest of the world also has few conventional frontiers left in which the explorer-prospector is free to roam. We do, however, have enormous land areas unexplored, and untouched po-

"Block caving is the preferred underground mining method to profitably extract massive, low-grade orebodies; however, lack of cave access inhibits understanding the rockmass response to mining, which is needed for safer, more productive operations. Combining large datasets from multiple sources with virtual reality scientific visualization (VRSV) is an alternative method for understanding complex cave behaviour, by providing virtual access to the cave. A customized VRSV module was developed at UNSW Australia to investigate rockmass response to undercut developments at a case-study block caving operation. Time/sequence effects are investigated in rockmass response to blasting, which is an important factor in hard-rock mines.RÉSUMÉ La méthode d’extraction souterraine par blocs foudroyés est la méthode préférentielle pour extraire rentablement des gisements massifs à faible teneur. Toutefois, le manque d’accès à la chambre restreint la compréhension de la réponse de la masse rocheuse à l’exploitation, ce qui est nécessaire pour obtenir des opérations plus sécuritaires et plus productives. Froth flotation has been used industrially for many years to separate valuable minerals from their associated gangue constituents. Notwithstanding the significance of this process to the mineral industry, many of the engineering tools needed for the evaluation of the flotation process are still in a developmental stage. Traditionally, the evaluation of a flotation test on both the laboratory and industrial scale has been based largely on a rougher recovery value achieved at a sufficiently long time to give a "final" or "equilibrium" recovery value. The assumption of a time equivalency for a given recovery value between various flotation tests or between laboratory tests and industrial operation underlies this method of evaluation. Such an assumption implies that flotation is an "equilibrium engineering process" and that the time-rate recovery of material from the flotation cell is not affected by changes in the flotation system. It has been shown by Bushell (1) and by Klimpel (2) that the assumption of time equivalency between various flotation tests is unjustified. Consequently, better tools are needed for evaluating flotation test results, Because mathematical flotation models which incorporate both a recovery and a rate function can completely describe flotation time-recovery profiles, they can provide an excellent tool to evaluate flotation tests.

During the second quarter of 1983, the economic recovery showed further strength abetted by the performances of consumer spending, residential investment, and the slowing down of inventory reductions. Real gross national product (GNP) increased from the first to second quarter at an annual rate of 9.2 percent, compared with 2.6 percent from the fourth quarter of 1982 to the first quarter of 1983 and an overall 1.9- percent decrease in 1982. Total industrial production increased 1.8 percent in July, and productivity as measured by output per man-hour increased 1.3 percent between 1982 and the first quarter of 1983 (table 1). Especially noteworthy .was the performance of real consumer durable goods expenditures, which increased at an annual rate of 32.0 percent from the first to the second quarter (about half of the increase consisted of automobile sales) and real consumer spending, which increased between these periods at an annual rate of 9.7 percent. Residential investment increased at an annual rate of 76.1 percent between the first and the second quarters,1/ and private housing starts by about 38,000 units in both March and May.

Many developing countries with little or no previous environmental regulation are now promulgating air quality regulations which require facilities to demonstrate compliance with both process parameter based emission limits and ambient air quality standards. For many companies with operations in developing countries, an air quality compliance program at the facility level is lacking and these companies have very little background information to work with in developing a program for assessing and maintaining compliance. This paper will present a methodology for development of a comprehensive air quality compliance program for operations located in developing countries with new environmental regulations. The experiences of the authors in developing an air quality compliance program for a mining operation located in South America will be used as a basis. A program for meeting new air quality requirements can be developed in seven steps. The seven steps are: (1) regulatory review and project scope; (2) design and implementation of a baseline air quality monitoring program; (3) site visit, (4) development of a complete air emission inventory; (5) dispersion modeling; (6) compliance analysis and compliance plan; and (7) project completion.

This lithogeochemical study demonstrates that the Gilman and Blondeau Formations in the Chibougamau area belong to a subalkaline suite of tholeiitic affinity poor in potassium. The Gilman Formation is composed mostly of basalts, with subordinate andesites and rare dacites, while the Blondeau Formation comprises all lithologies of the basalt-andesite-dacite-rhyodacite-rhyolite ensemble. Both AFM and Harker variation diagrams show that all these rocks originated by differentiation from the same magma reservoir, and are related to one volcanic episode, This study did not, however, identify hydrothermal alteration zones useful for regional geochemical prospect ion.

In order to clearly understand our process control system it is necessary to briefly discuss the various process control systems that were considered and why we chose our particular configuration. We considered Analog Systems, Computer Supervisory Systems, Computer Setpoint Systems, Direct Digital Systems and Direct Digital with Backup Systems. Our concept of these systems is illustrated in Figure 1 through Figure 5. We chose Direct Digital Control with Manual Backup because it had the greatest flexibility, ease of implementation and cost no more than a pure Analog Control System for one control concept. There would be no increase for a Direct Digital Control with Manual Backup System if the control concept were changed, while there could be considerable additional cost with an Analog System, if the control concept were changed.

A comparatively new and very promIsmg field for applying cemented tungsten-carbides is in the mining and quarrying industries. The economic advantages of this unique engineering material over the conventional hollow drill steel, or steel detachable bits, have proven so great that the use of "hard metals" promises, in some instances, to revolutionise the drilling of all manner of minerals. Early in the war years the Germans realised the tremendous advantages cemented carbides offered for holing hard rocks, and they proceeded to develop detachable percussion bits to do this work, at the same time evolving fast, comparatively light-hitting driliing machines, especially designed to suit the mechanical properties of the carbide.Here in Australia also, it has appeared that the detachable percussion bit offers the greatest economic benefits to consumers, although the author is well aware that carbide-tipped drill rods have, and may continue to work out satisfactorily in certain mines and quarries.Most drilling equipment at present installed in Australia may be described as being of the heavy hard-hitting variety, so that the designer of an efficient percussion bit has to take special precautions to overcome the problem of fatigue, and to ensure that the inserts are securely mounted in the body with the minimum of internal stress in the carbide.

Area mining is a surface mining method that allows for efficient mining and contemporaneous reclamation of tabular or bedded deposits, e.g., coal. Mine planning methods for area mines differ from those of open pit metal mines. Area mines in the Powder River Basin (PRB) use various processes for mine planning at both the strategic and tactical stages. With the ever changing commodity markets, it is becoming increasingly important for mine operators to be able to react quickly to the changing business environment. Tools that allow for the development and rapid comparison of production schedule scenarios are key to ensuring agile mine operations. A survey of mine engineers responsible for mine design and production scheduling at coal operations provides clarity on the current mine design and production scheduling processes in the PRB, as well as a discussion on potential solutions to upcoming challenges. In this article, we describe various mine planning processes used by the coal producers in the Powder River Basin. The survey identifies a clear gap in the ability to create comprehensive schedules associated with limited tools and lack of engineering labor needed to frequently conduct the mine design and scheduling process.

Dimension stone was first quarried in Minnesota in 1820 and a very active industry has grown up over the years. The main basis of the present industry is a wide variety of igneous rocks sold under the general trade name of "granite." Also of considerable importance is the Ordovician dolomite sold under the locality names, Man kato, Kasota and Winona. THE first record of the quarrying of dimension stone in Minnesota dates back to 1820 when limestone was quarried locally for part of old Fort Snel-ling. Limestone quarries were operated at Stillwater, Mankato, and Winona as early as 1854. Granite was quarried first at St. Cloud in 1868, and within a few years thousands of tons were shipped to widespread points. Rough dimension stone for large buildings furnished the first important market, but beginning in 1886 paving blocks were in demand. The largest shipment was in 1888, when 1925 cars were shipped from the St. Cloud area. Quartzite was quarried first at New Ulm in 1859 and somewhat later at Pipe-stone and elsewhere in southwestern Minnesota. The productive dolomite quarries at Kasota were opened first in 1868 and have continued as large producers of a variety of stone to the present time. At present, the industry is controlled by relatively few operators, and for that reason detailed figures on dimension stone are not released for publication. A general idea may be obtained from the data in the Minerals Yearbook for 1948. The figures for total stone produced in Minnesota are 1,804,000 tons valued at $5,090,652. Probably the largest item in the latter figure is received from dimension stone. A better idea of the situation in relation to the country as a whole may be gained by using the data for 1930 when more companies were operating in Minnesota, and complete figures were published. In that year Minnesota produced granite valued at $2,668,119 and ranked third among the states in value. Minnesota's production of granite was almost exclusively for dimension stone. In the same year Minnesota produced 300,000 tons of limestone (dolomite) valued at $840,860, and this likewise was mainly dimension stone. In finished limestone Minnesota ranked second among the states in 1930. Sandstone and minor amounts of quartzite are the only other dimension stones that have been produced in Minnesota, but the quarries are now inactive. The commercial stones of Minnesota have been described in two reports by Bowlesl and by Thiel and Dutton. The early history of quarrying in Minnesota and extensive notes on the various rocks are given by N. H. Winchell.8 Small limestone and dolomite quarries were numerous throughout the area of Paleozoic rocks in southeastern Minnesota. Early production was largely dimension stone. With the increased use of Portland cement, most of these ceased production, and today only those at Kasota and Winona remain in operation. In recent years many quarries have reopened and new ones started, but these are devoted to the production of crushed rock and agricultural lime. As the application of modern quarrying and finishing methods increased, small companies in the granite business have dropped out, and the remaining companies have modernized their plants, purchased old quarries, and opened up new ones, thus furnishing a wide variety of granites suitable for most of the customary uses. It is the purpose of this review to present notes on the geology and operations of each of the quarries now operating within the state. Granites and Related Igneous Rocks The term granite as used in this report includes granites, gneisses, diorites, gabbros, and other igneous rocks. The granites of greatest economic importance are found in three widely separated regions, see Fig. 1. 1—Central Minnesota in the region of the city of St. Cloud, 2—the upper Minnesota River valley region, 3—the northeastern portion of the state, commonly referred to as the Arrowhead region. In 2001, the Radomiro Tomic Mine located near Calamq Chile, added a tertiary crushing facility. An 84" wide mobile tripper is used to fill their tertiary crushing storage facility. This paper is a we study to demonstrate the drive and control systems in use on the tripper. Of special note is the design concept used to allow the system to operate multiple motors in both demand and regenerative modes through a single VFD. Also noted is the use of touch screen local controls, handheld radio controls, starting/stopping/ braking philosophies, safety device interfaces, and the local to remote control interface.

This paper briefly reviews the demise of professional mining education and training in NZ over the past ten years; compares it with the Australian experience; and discusses the immense success experienced by EXITO and the upsurge of competency based education and training we are currently experiencing in the mineral extraction and associated industries. It also looks to the development of a Bachelor in Mining Technology.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

Investigation of an extensive deposit of chromite-bearing actinolite-talc schist situated on the summit of Casper Mountain, 10 miles south of Casper, Wyo., was one of the first projects Undertaken by the Bureau of Mines under the Strategic Materials Act (Public 117, 76th Cong., Ch. 190, 1st sess.), for which an appropriation became available August 9, 1939. During the previous summer; the Geological Survey? made? a magnetometrical survey of the area in which the schist occurred. It was exposed in several small lenses and two larger ones aggregating about 19?acres in area. Although the occurrence of chromite here had been known for many years, the only work done on the deposit was the digging of? a few shallow pits on some of the more promising outcrops. From August 23 to December 3, 1939, the Bureau of Mines investigated the larger of the two main schist bodies. Twenty-four trenches having a total length of 8,073 feet were dug across the deposit, and its subsurface extension was explored by 3,623 feet of diamond drilling. Over 32 tons of samples were shipped to the Metallurgical Division of the Bureau of Mines at Reno, Nev., for reduction, analysis, and ore testing. In all, there were 853 individual samples. Geological maps, based upon examination of outcrops, trenches, and drill cores, as well as a contour map of the area were made by the Geological Survey.

The State of California has instrumented numerous buildings, bridges, and dams throughout the state with earthquake recording devices. These accelerometers are strategically placed to measure the response of the structure to a specific seismic event. This comprehensive program enlightens the field of seismic engineering after each earthquake. The Office of Strong Motion Studies, California Strong Motion Instrumentation Program, a sub-branch of the Division of Mines and Geology, provides a professional service unequalled in the world. Within hours of a local earthquake, a preliminary report with the epicenter / hypocenter, structural damage, and time history records are available to all interested parties. The included partial report in the appendix, see section 5.1, is one of the reports that C.S.M.I.P. produced after the Loma Prieta Earthquake of October 17,1989. The diagram on the cover is even of interest. This is a small portion of San Francisco. The values on the diagram are the recorded maximum horizontal ground accelerations at that location in the city. For example, the acceleration at Yerba Buena Island was 0.06g. (The "g" refers to the acceleration of gravity. Thus, a 0.06g acceleration refers to the force, F=m*a, that the structure would experience. Mine and facility closure planning is a dynamic and rapidly evolving landscape. In this landscape, mining companies and industry consultants are generally good at estimating the associated earthworks and rehabilitation costs, because it is æcore businessÆ. Through our extensive work in mine closure, we have found that the safe and cost-effective demolition of mining related infrastructure is often grossly underestimated. Or alternately, it is simply assumed that the returns on scrap steel and the sale of re-usable plant will cover the related costs. With fluctuating steel prices and no guaranteed buyer for the assets, the estimated monetary return is often unreliable and in many cases unrealistic. On this basis this logic is fundamentally flawed. We have found that on most occasions this has meant that closure cost estimates fall well short of what the actual costs are to close the mine.GSSE and Liberty Industrial have worked on over 60 mine closure projects in Australia and overseas of varying scales and across a range of commodity types. An evaluation of these projects has shown that costs associated with the safe demolition and removal of a mining related infrastructure is in the order of 20 - 30 per cent of the total cost at closure. We believe it is one of the top three risk areas associated with mine closure planning and cost estimation, alongside bulk earthworks and the capping of tailings and waste rock storage facilities.Our paper uses examples from recent projects to demonstrate all aspects outlined above. We have also endeavoured to address the following key points related to the demolition and removal of mining related infrastructure:If companies fail to plan appropriately, complicating factors such as contamination, hazardous materials, mobilisation/demobilisation, geographical location, decommissioning standards, site constraints and weather, can add considerable costs to the project and result in variations for the demolition contractor.Closure planning often assumes infrastructure that is no longer required can be utilised by a third party and/or the new land holder.
