Welina mai to the 40th Underwater Mining Institute, UMI 2011 - Marine Minerals: Recent Innovations in Technology. Since the first conference in Milwaukee, Wisconsin in 1970, the UMI Founder Professor Robby Moore always insisted on actively seeking the participation of industry, academia, and government. History has proven the wisdom of this approach, which is probably the key to its survival for so many years. The UMI is very much influenced by the cyclical pressures of the minerals commodity markets. When minerals demand and prices are rising rapidly, industrial participation in the Institute dominates the agenda, and participants share optimistic and aggressive views of the commercial prospects of the day. When metals prices are falling and world economies lethargic, academic experts continue to provide guidance and breakthroughs in the concepts and practices of exploration, technology, and environmental protection. Throughout the ups and downs, government participants provide a stabilizing force with conservative and environmentally sensitive policy statements, patient development efforts with long-term objectives, authoritative resource assessments and, sometimes, much needed regulatory clarity.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. Tin deposits in Catron County, New Mexico, were explored by the Bureau of Mines under authority of the Strategic Minerals Act of August 1939. The investigation covered both lode and placer deposits and was later extended to deposits in Sierra County. Six of the known deposits were examined by E. D. Gardner, supervising engineer of the Southwest Experiment Station of the Bureau of Mines, and S. G. Lasky, a geologist of the Federal Geological Survey, in June and July 1939. It was recommended that the more promising occurrences be explored by test pitting, trenching, and sampling. Field work, under supervision of M. E. Volin, began in September and continued through December 1939. The area was mapped by Carl Fries, Jr., of the Federal Geological Survey, in 1939 and 1940. The La Cruz Development Co. acquired control of the Squaw Creek placer claims in 1942 and began active sampling and development preliminary to large-scale operations. The result of this work showed a considerably higher tin content than that found by the Bureau of Mines in 1939. Because of this report and reports from other parts of the district that large-scale operations for the production of tin from lode deposits were possible, it was recommended that the Bureau of Mines resample parts of Squaw Creek and conduct a mill test of lode material to determine whether a concentrate could be made that was high enough in tin and low enough in iron to be acceptable in American smelting practice. This work, under the supervision of Paul L. Russell, was begun in November 1942 and completed in January 1943, during which time the Sierra Metals Co. acquired control of a large area in Sawmill Canyon. At the suggestion of the Federal Geological Survey and the War Production Board, which had reason to believe that a great deal of commercial material existed on certain flatlands and gully slopes, the project was extended to include test pitting and sampling of those areas. This work was completed in February 1943.

These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

Dewatering and groundwater control is required frequently for construction projects and needs to be accounted for and dealt with care during design and construction to complete the project successfully. Dewatering can cause changes in porewater pressure, which changes the effective vertical stress in a soil mass. Dewatering can also cause changes in groundwater chemistry which in turn can cause changes in porewater pressure and also dissolution of soluble minerals in the soil and rock. The Guideline developed in this study addresses the engineering issues, approaches to lessen the potential risks associated with construction dewatering, and presents dewatering practices to support dewatering applications regulated by the Municipality of Abu Dhabi City (ADM) in the United Arab Emirates (UAE). The subsurface condition within the city presents significant geotechnical problems due to presence of shallow subsurface cavities and soluble minerals in the soil and rock. Therefore it is critical to develop standards for dewatering practices to provide information for local dewatering engineers and contractors with special emphasis to control and to eliminate the subsidence/collapse problems related to dewatering projects within the Abu Dhabi city. The ADM is also responsible for approval of permit applications for projects that involve dewatering. In order to minimize the risk related to subsidence/collapse problems due to dewatering, construction companies and dewatering contractors need to be informed about possible mitigative measures that can be employed to reduce risks. The guidelines were developed as part of this study based on detailed analysis of the local subsurface conditions. A set of rules and regulations are developed for geotechnical and hydrogeological investigations, dewatering design and monitoring criteria depending on the hazard zones, proximity of excavation to critical structures, excavation depth. The Guidelines include examples of permit application packages for three types of dewatering projects; one involving shallow dewatering, one involving intermediate depth dewatering, and one involving deep dewatering. These Guidelines are considered as living document and will be updated as required, as additional information is collected and additional local experience is gained.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. "Introduction""Pebble milling"" is a term used to describe secondary grinding done with rock pebbles rather than steel balls or other steel or metal shapes. This paper discusses pebble milling with particular attention being paid to uranium grinding circuits.Pebble milling is typically employed:a. where the cost of steel balls becomes exorbitant, as may be the case in an isolated area.b. where the extra steel added from steel ball consumption may be detrimental to further processing.c. where the over-all economics favour the use of pebbles rather than ball.Pebble milling differs from autogenous and semi-autogenous grinding in that a sized product has been removed from some part of the primary comminution circuit, and it is this sized product which is added as grinding media to the pebble milling stage. The pebbles do not necessarily have to be produced from the ore- ""foreign"" pebbles can be used. Also, pebble milling generally refers to grinding from a fine size, below about 6 mesh (3360 micron), with relatively small media, that is, secondary grinding. In South Africa, however, primary pebble mills are sometimes used to grind crusher house product, and thus function in place of rod mills. Pebbles for this service are large and heavy as they must weigh as much as balls used in similar service.The first large applications of pebble milling were in South Africa(n. ""Tube milling"" with pebbles started in 1904. The tube mill was simply a tumbling mill with a length to diameter ratio over two. A ""typical"" early tube mill was 5.5 ft. (1.7 m) in diameter and 16 ft. (4.9 m) in length. Diameters increased steadily. King(n mentions 8-ft. (2.4 m) units in his 1949 book. By 1961, the largest units discussed by Jackson('' were 12ft. (3. 7 m) in diameter."

Plasma-induced damage of InGaN/GaN multiple quantum well (MQW) light-emitting diodes (LEDs) has been studied in terms of forward turn-on and reverse breakdown voltages, together with etch rate and surface morphology. The physical degradation of sidewall along with rough surface morphology of n-GaN caused by increased ion scattering induced the deterioration of the forward and reverse voltages. It was found that the turn-on voltage is sensitive to the surface roughness of the etched n-GaN and the breakdown voltage is strongly affected by the sidewall contamination. Annealing under nitrogen after the mesa etching improved the electrical properties of the InGaN/GaN MQW LEDs. Efficient blue light-emitting diodes (LEDs) were fabricated using InGaN/GaN triangular MQWs. The LEDs with triangular QWs showed a lower operation voltage and 2.4 times higher light output power than those with the rectangular MQW LEDs at 20 mA and 20 °C. The intensity of electroluminescence (EL) at 20 mA was almost independent of ambient temperature in the triangular QW LED, but decreased substantially in the rectangular one.

Recent recommendations of the Bureau of Mines regarding, rock dusting to prevent dust explosions in coal mines have been issued as Mine Safety Board Decision 32 and printed as Information Circular 7109.5/ The last paragraph on page 2 of I. C. 7109 states: After a mine or any part of a mine has been rock-dusted, samples of dust for analysis should be taken from the floor, ribs, roof, and timbers at such intervals of time as will give apple warning of need far redusting in order to maintain the required minimum percentage of incombustible in the mine dust. Details of the methods of sampling and analysis are given in Bureau of Mines Information Circular 7113.

Grinding and classification circuits at Climax Molybdenum Co. are described. Since the installation of a direct digital control computer in 1974, a number of control strategies were developed and evaluated. This paper deals in particular with the practical experience and results obtained in direct digital control of a wet grinding circuit consisting of a ball mill, constant speed sump pump, and hydrocyclones. For this circuit throughput is maximized, while maintaining a desired product size. Product size is inferred from measurement of operating variables.

Operators of underground coal mine shuttle cars are exposed to numerous hazards including noise, dust and musculoskeletal trauma. The repetitive nature of shuttle car operation leads to fatigue-related incidents and soft tissue injuries. The poor visibility conditions, and dust and noise increase the occupational hazards to the operator, as well to other miners. To reduce the risks for all miners, towards providing a safer working environment for all workers, the introduction of autonomous shuttle cars is essential. This paper introduces a project to demonstrate the feasibility of incorporating autonomous shuttle cars in the underground coal mining cycle. The autonomous shuttle car will be able to localize itself, to map its surroundings and to navigate in an underground GPS-denied environment. It will also navigate efficiently by fusing different on-board sensor modalities, autonomously planning the optimum path and traversing around the mine while avoiding collisions with humans and other static and dynamic obstacles. This will be achieved by exploring and testing different state-of-the-art techniques and off-the-shelf components, and integrating them into existing equipment, i.e., retrofitting an actual shuttle car. Moreover, a modified mining system will be demonstrated which will incorporate the autonomous shuttle car, capable of making real-time decisions, into the mining cycle. The system will regulate the interactions between the autonomous machinery and the human dynamic, with emphasis given to the safety of the workers, and enable the real-time, remote supervision of the mining process. The focus will be on coal mines, where the room and pillar mining method is used. INTRODUCTION The growing demand for mineral supplies combined with the steady decline in the available surface reserves has driven the mining industry to mine deeper underground deposits. These deposits are difficult to access, and the environment may be hazardous to mine personnel (e.g., increased heat, difficult ventilation conditions, etc.). Moreover, current mining methods expose the miners to numerous occupational hazards such as working in the proximity of heavy mining equipment, possible roof falls, as well as noise and dust. In recent decades, the utilization of autonomous machines has evolved in the mining industry to provide increased health and safety to mine personnel and reduce their exposure to adverse conditions. Automation aims to remove the workers from the hazardous conditions which may be present in an active mining area and place them to a more comfortable and safer environment at a distance from the active mining face. Examples of incorporation of autonomous machinery in the mining industry include the fleet of more than 100 autonomous mine trucks that are employed at the Rio Tinto’s iron ore mines in Western Australia for material haulage. There are also semi-autonomous, teleoperated LHD machines employed at several mines around the world (e.g., Sweden, USA, China). However, the operation of the autonomous machinery in these cases is either partial (semi-autonomous, teleoperated vehicles) and of small-scale or occurs at surface mines where GPS significantly facilitates the autonomous navigation of them.

Introduction As is well known, the fight between the blast furnace and the reverberatory furnace in copper smelting during the second decade of the century ended with a victory for the latter, a result which must largely be attributed to the introduction of flotation methods. To my knowledge, no new blast furnace has been blown-in at any American copper smelter since the War. As the metallurgy of nickel, up to and including matte smelting, is generally considered a close parallel to that of copper, the introduction of reverberatory smelting in the big new smelter of the International Nickel Company at Copper Cliff, built in 1928-30, seemed a logical adherence to a well established trend. In view of these facts, considerable comment was made when Falconbridge Nickel Mines decided to retain the blast furnace in their smelter built about the same time, in 1929. A presentation of the reasons governing this choice should therefore be of interest. The basic principles underlying the Falconbridge practice, and the considerations guiding the successive steps in the operations, will be discussed in the following. To understand the problems involved, the character and mode of occurrence of Sudbury ore must be kept in mind. Large amounts of disseminated ore are generally present. Although the gangue usually runs only about 50 per cent Si02, the ore hoisted as a rule contains more silica than needed in the smelting operation; until recently this excess was removed entirely by hand picking (in later years supplemented by magnetic sorting methods), a difficult and not very satisfactory method, in which 'the border line between ore and waste is entirely arbitrary, and therefore too much depends on the judgment of the picker.

Kaiser Aluminum & Chemical Corp. announced that it planned to spend $66 million to increase the efficiency of its Baton Rouge, Louisiana, alumina plant. The improvements are designed to reduce energy consumption but will not change the annual capacity of the plant, now rated at about one million short tons. The project was expected to be initiated immediately and be completed by 1982. ALUMINUM Producers in this country posted unalloyed 99.5 percent aluminum ingot at 53-57.5 cents per pound, yet actual selling prices were closer to 53 cents. Domestic merchants quoted unalloyed ingot on a spot basis at 54-56.3 cents. London Metal Exchange 3-month forward contracts fell during November's trading from 55,2 cents to 52.8 cents per pound.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.

"The Chilean minerals industry faces a shortage of 27.000 new skilled professional by 2023. Enhancing the integration of women into the workforce is a possible solution. This study analyzes the state of women in the mining workforce over the past decade. Several key indicators are presented: percent in the workforce, salaries, career profiles, presence at management level, and participation in academia are studied. The study also analyzes the strategies used by government, industry, and universities to recruit and retain women for the minerals industry. The main results show that women represent 7.4% of the mining workforce in Chile and less than 1% of senior positions with a salary gap of approximately 30%. Systematically, women prefer professional programs in geology, chemistry, and environmental areas. The Chilean statistics are compared to data from the United States mining industry. INTRODUCTION The Chilean mining industry faces a significant shortage of professionals for the next decade which compromises competitiveness and productivity. The demand for human capital in mining depends on several factors. First, the age structure of workforce, which determines future retirement needs. Second, minerals market considerations, determining the amount and size of mining projects entering production in the coming years. Third, the evolution, positive or negative, of productivity, mainly driven by technology and innovation, and negatively affected by the declining ore grades. Finally, negative trends in lead times to production of mining projects, due to social opposition, changing regulations and other project contingencies, negatively affecting the demand for human capital. Regarding the supply of human capital, the fast increase in the technology level of the minerals industry and hence, the increase of technical qualification requirements of the human capital generates a rise in the time required for trade and university education of mining professionals, which may cause imbalances in the labor market. According to (Consejo Minero, 2014) human capital gap in Chile by 2023 will be around 27.000 workers for extractive, processing and maintenance jobs, which represents 14% of the current workforce (Figure 1)."
