THE RELATION OF THE ENGINEER TO RECONSTRUCTION FIFTY-THIRD MEETING OF BOSTON SECTION The fifty-third meeting of the. Boston Section was held April 28. The speaker of the evening was the new president of the Institute, Mr. Howard V. Winchell, who spoke on "The Relation of the Engineer to Reconstruction." He told of the part engineers had played in the war and paid tribute to Herbert E. Hoover as an example of what engineers can do. He said that engineers are not taking enough interest in politics, although it is badly needed as shown by the evidences of Bolshevism even in America. Conditions have suddenly changed; whereas we formerly borrowed money we are now loaning widely to foreign countries and our investments, abroad have to be protected. A committee is badly needed to investigate and determine the actual conditions. The Government has already been invited to cooperate with the Institute along professional lines and this should lead to closer contact between our Society and the Government. Mr. Winchell then went on to describe some of the mining conditions in Russia. He brought out the point that the rich platinum deposits are exhausted and only the poorer sands remain. The largest copper properties average less than 2 per cent. copper and there are some 4,000,000 tons available in .the Caucasus region near Batum. There are approximately 100,000,000 tons of high-grade manganese ore scattered in small deposits in the eastern Ukraine. There are some copper mines in the East, butt they are almost exhausted. The Baku oil field is the second largest in the world and there is probably oil in Persia. There are also manganese in Siberia and coal veins of enormous thickness.

The ores treated at the concentrating plant of the Mahoning Mining Co. at Rosiclare, III., come largely from the blanket replacement deposits of the northeastern part of Hardin County, Illinois, and consist of complex mixtures of galena, sphalerite and fluorspar in a gangue of quartz, limestone and sandstone. The several minerals are so intimately inter-grown that they are not liberated at the sizes usually treated by gravity concentration in the usual fluorspar plant. For this reason, an all-flotation method of concentration was developed in cooperation with the station of the U. S. Bureau of Mines at Rolla, Mo.1 This flotation separation made possible the commercial production of four concentrates: (I) lead, (2) zinc, (3) acid-grade fluorspar and (4) metallurgical-grade fluorspar.2,3 Although fluorspar had been floated in Canada in 1921 and a plant at Rosiclare had been floating fluorspar since March 1929, fluorspar flotation was given considerable impetus by the Mahoning developments, since some features of the separation were quickly adopted by other fluorspar companies. The Bureau of Mines6 reports that in the 10 years preceding 1938 only 50,552 tons of fluorspar flotation concentrates were produced in the United States. The rise from this almost nominal figure to 153,750 tons (largely acid grade) in one year (1944)6 is indicative of the activity in fluorspar flotation occasioned by the war. The industry thus proved to be in a position to expand and keep up reasonably well with the requirements imposed upon it by such developments as occurred in high octane aviation gasoline alkylation, in the use of Freon as a refrigerant and as carrier in the Aerosol "bug bomb," and in the atomic bomb project as well as in the expansion of other activities requiring hydrofluoric acid; for example, the aluminum industry. Despite the fact that the greater portion of acid-grade fluorspar produced in the last few years went directly into war uses, the future of the acid-grade field still appears bright. As a result of the activity in fluorine chemistry during the war, it seems likely that in the relatively near future almost every phase of human endeavor will find some fluorine compound involved. The other three concentrates produced deserve some attention in these introductory remarks. The lead concentrates first produced contained both zinc and fluorspar but these did not interfere with their marketing. As will be pointed out later, the quality has steadily improved until today it is a relatively high-grade product. Although some zinc smelters accept concentrates containing limited quantities of fluorspar, it is a very objectionable impurity. Polychlorinated Biphenyls (PCBs) have been widely used as fire resistant dielectri coolants in electrical equipment used in mining applications, including transformers capacitors, electric motors, and electromagnets. In addition, PCBs have been used in hydraulic fluids and heat transfer fluids, and are present in many oil filled transformers. The Environmental Protection Agency recently banned the manufacture of PCBs and equipment using PCBs, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggest ways to decrease the risks resulting from continued use of PCB equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.

The Gosowong epithermal Au-Ag deposits, located on the island of Halmahera, North Maluku Province, Indonesia, are owned and operated by PT Nusa Halmahera Minerals, a joint venture between Newcrest Mining Limited (75 per cent) and PT Aneka Tambang Tbk (25 per cent).The Gosowong deposit was a greenfields discovery in 1994. Subsequent brownfields discoveries, most recently in 2009, have resulted in a total endowment of more than 6 Moz Au. The three main deposits include Gosowong, Toguraci and Kencana, and as of December 2013, production comprised 5.7 Mt Au at 24 g/t for 4.3 Moz with remaining resources of 4.2 Mt Au at 13 g/t for 1.7 Moz.Mineralisation primarily occurs in multistage veins, breccias and stockwork veins, with at least four texturally- and mineralogically-distinct vein events, including: banded crystalline quartz, quartz-adularia, quartz-chlorite and quartz-sulfide stages. Vein mode, texture and mineralogy are zoned around areas of maximum dilation, vein width and vein grade. Within banded quartz-chlorite, grades of >1000 g/t Au are common. Anomalous Au-Ag-Pb-As-Sb-K-Li geochemistry in rocks is commonly associated with the epithermal mineralisation. Four major types of hypogene alteration are recognised at Gosowong: silicification (quartz-illite-adularia-pyrite) within the immediate vein zone, argillic (illite-quartz-pyrite) alteration enveloping the vein zone, advanced argillic (dickite-kaolinite-quartz) alteration above and adjacent to the vein zone and within the overlying Kayasa Formation, and propylitic (chlorite-epidote-albite-calcite-pyrite) alteration within the footwall and distal to the vein zone.CITATION:Fitzpatrick, N, Harris, A, MacCorquodale, F and Wardiman, D, 2015. THE recorded production of the Sheep Creek camp from 1900, when the Yellowstone Mining Company first put its mill into operation, to the present day is in excess of $17,500,000. Of this total, $2,500,000 can be attributed to the early period from 1900 to 1916, at which time increased costs of labour and material due to the Great War forced abandonment of any operations on a large scale for a number of years. Since the camp was revived in 1929, at which time the Reno mine started large-scale operations, and the early 'thirties', when the increased price of gold induced the commencement of operations on other properties in the district, total gross production has been in excess of $15,000,000. In addition to the above totals, intermittent shipments were made by lessees and small operators, principally during the period of inactivity from 1916 to 1929, but no records of this production are available. The Sheep Creek camp would rank fifth in the Province-behind Rossland, Portland Canal, Bridge River, and Hedley-in gross gold production, but, because of relatively inexpensive mining and milling costs, would occupy a more prominent position in regard to total dividends paid. Operating mines at the present time include Reno Gold Mines, Gold Belt Mining Company, Kootenay Belle Gold Mines, and Sheep Creek Gold Mines. Each one of these companies, with the exception of Kootenay Belle, represents a consolidation of several smaller properties, all of which were in existence for a number of years prior to 1929. These four companies, at the present time, own, or hold options on, practically all the important claims in the district with the exception of a very few claims and fractions still held by private owners.

The Waste Isolation Pilot Plant (WIPP) Project was established in 1975 by the Department of Energy (DOE) under Public Law 193 to develop the necessary technology for safe disposal of radioactive wastes from the defense programs of the U.S. The technology development involves extensive theoretical, numerical, and laboratory programs, as well as construction of the WIPP facility in southeastern New Mexico for in situ testing and waste storage demonstration. If after the demonstration, the facility is found to comply with regulations of the Environmental Protection Agency, then the facility will become a repository for Transuranic (TRU) waste. The underground portion of the facility is 655 m beneath the ground surface in massive natural salt deposits of the Salado formation, as shown in Figure 1.

Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.

The minerals industry has enormous potential to positively contribute to sustainable development and many leading companies have concluded that their long-term success is directly linked to their ability to leave a lasting positive legacy. While there are many examples of success, there have been failures as well and much work has been done in recent years to define the role of the minerals industry in sustainable development and identify the key elements for success. In the past, our sector could point to the taxes and royalties it paid, the exports it generated and employment it created and felt confident that its contribution would be recognised and duly acknowledged. This is no longer the case. Critics of the industry have highlighted resource-rich countries that have failed to capitalise on their resource wealth and have arguably lower standards of living than their resource-poor peers û the æresource curseÆ hypothesis. Recent research has done much to clarify the factors that contribute to a countryÆs success or failure and all stakeholders in the industry now need to include these learnings in their approaches going forward. We know that our long-term success relies on embedding a company- wide approach to sustainable development into all aspects of our business operations. In this paper we highlight BHP BillitonÆs experience in the development and implementation of policies and systems designed to enhance our contribution to sustainable development. We detail the business drivers for excellence in this area and the key external codes and initiatives that have shaped our approach. The values-based BHP Billiton Charter, Sustainable Development Policy and associated Health, Safety, Environment and Community (HSEC) Management Standards are central to our approach. Implementation is reviewed through our HSEC audit program. One area in which we have placed particular emphasis is our approach to community development. BHP Billiton has a corporate target to contribute one per cent of its pre-tax profit on a three year rolling average to voluntary community programs. As our profit stream has increased with the minerals boom this is approaching an A$100 million commitment. In our paper we detail how we are working to ensure we maximise the value of this contribution for our communities and our shareholders.

Geoscientific information management enables the capture, management and delivery of the original geoscientific observations and measurements of the earth’s natural resources. However, original observations and measurements are worth nothing if the quality and integrity of the data can’t be guaranteed. Geoscientific information is one of the fundamental assets enabling miners to make confident and accurate business decisions, whether that is defining a resource model, performing reconciliation, delivering ore reserve reports or meeting environmental compliance requirements. Without access to reliable, validated or verified data it increases the risk of miners using incorrect information for reporting and compliance. Industry codes, such as JORC, or government regulations, such as environmental compliance requirements, must be adhered to and companies should be able to confidently report to these standards. Without having a robust information management framework in place, it becomes a challenge to make trustworthy decisions, report confidently and reduce the risk of non-compliance. As a key initiative, good data governance should form one part of a miner’s information management strategy. Within the mining industry it is common for companies to only consider technology tools as the key focus for compliance whereas a mature information management focus will additionally consider people and process. All three pillars are critical for a miner to have confidence in their data driven decisions. This paper discusses an industry framework for best-practice geoscientific information management based on the observations gathered from analysing data management practices within the mining industry. It focuses on how the three pillars of people, process and technology are crucial elements to improve operational decisions and ensure companies are compliant.

This paper is an evaluation of Artificial Neural Networks (ANN) as a tool in the design of the geometry of surface blast patterns. The built model uses eight different parameters, which affect the design of the pattern. Those parameters are rock type, stratification, blasthole diameter, bench height, type of explosive, priming position, powder factor and fragmentation size required. The network was trained to predict burden and spacing of the blast pattern. The model was built and trained (back-propagation technique) using 43 case histories collected from the literature. The model has then been validated using 16 cases from operational quarries.

Ballast Nedam is in Surinam constructing two bridges that will improve communications in the coastal region. The bridges will cross the Coppenam and Surinam rivers and will be founded on open-ended steel piles over 60 meters in length. The majority of piles are inclined and support prefabricated concrete girders forming the roadway. In most locations the stratum is consolidated cohesive layers extending to a depth in excess of 60 meters. For this reason, before pile driving operations commenced, it was decided that a number of test loads would be carried out determine the capacity of the piles. Loading tests were carried out on specially installed piles as well as on piles that would be used as working piles to support the structure. Working piles were dynamically tested using Pile Driving Analysis (PDA) equipment. This decision was based on the inclination of the piles, the cohesive nature of the soil and the increase of strength after the piles are driven. A good insight has been obtained into the real strength of the soil by comparing dynamic and static loading tests on vertical test piles. This made it possible to determine the required length of pile.

Concentradora "Dana Aida" (100 t/d capacity) was built in 1971-1972 to treat dumps and ores containing mixed oxide-sulfide copper-gold-silver minerals from two veins. The veins, Don Felipe and aria are about 150 m apart, but are distinctly different mineralogically. The deposit is near San Juan de Guadalupe, Durango. Mexico. All new process equipment was manufactured locally, in or near Torreon, Coahuila. Sampling, ore testing, flowsheet design, plant design, drawings purchasing, financing, etc. was planned and directed by two engineers. Construction was executed by local miners and common labor (largely agricultural). The paper presents detailed costs for equipment and construction. The subsequent breaking-in operation is discussed.

This paper describes a generic approach to analysing the environmental and economic performance of a global mineral/metal value chain, with the express view of improving the quality of prospective decision-making within the industry in order to ensure more sustainable outcomes. The starting point for this analysis is the development of a global stocks flows and transformations model, for the metal of interest. Any aspect of the value chain, e.g. “metals refining, “goods manufacture”, “use and disposal”, can be assessed, either relative to other stages in the value chain, or in more detail by focusing on the technologies used within that stage. The use of this model as a decision support tool is explored here for the case of copper. Both primary and secondary production routes are enumerated, covering a range of processes, for seven distinct geographic regions round the globe. The value of the modelling approach is explored for different energy mixes. In particular, the case study examines the impact of increased recycling on the (re) distribution of global and regional environmental impacts for technologies-in-place in these different regions.
