Some of you will recall from the last Randol conference held in Cairns, Australia in April 1991 that I shot my mouth off when I declared that I believe that these conferences are covering only a small slice of the overall mining industry pie because the major emphasis is on ore processing. The attendees at these conferences to date have been composed principally of metallurgists, which naturally leads to a preponderance of papers on this important feature, but it is only one of the areas of the mining business.

The aim of this paper was to establish if mineral resource scarcity is a driver for South Africa to transition to a circular economy. The project objectives were achieved by investigating economically viable, and critical or strategic minerals remaining in South Africa, as well as resource scarcity, as a driver for South Africa to transition to a circular economy. The study found that some minerals in South Africa, such as iron ore, lead, manganese, gold, and cobalt have less than 50 years of economically viable mining remaining. At least 18 minerals can be classified indicatively as critical or strategic: aggregates, bauxite, chromite, cobalt, copper, gold, graphite, iron, limestone, lithium, manganese, nickel, phosphorous, platinum group metals, rare earth elements, silver, titanium, and vanadium. The classification was based on the minerals’ economic importance, supply risk, and potential use in the development and manufacturing of emerging technologies. The findings suggest that the scarcity of mineral resources is a critical driver for the country to transition to a circular economy. Other identified drivers include socio-economic factors, climate change commitments, and business objectives. All minerals are non-renewable resources and at risk of depletion, therefore sustainable extraction and use are critical. Priority should be directed at investigating circular economy opportunities and substitutes for commodities at risk of being depleted within the next 50 years. There is an opportunity for South Africa to transition from a minerals export-based model to one that promotes local mineral beneficiation and manufacturing of end products.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

"Horsehead Metal Products is a zinc refinery in Mooresboro NC treating crude Waelz Oxide (WOX) to produce Special High Grade Zinc by a hydrometallurgical process, comprising leaching, zinc solvent extraction/electrowinning (SX/EW), melting and casting and bleed treatment. Cadmium removal by zinc dust cementation plays an essential role in the bleed treatment circuit to prevent a build-up of cadmium in the circuit. Silica, although not present at significant levels in the WOX feed material (approximately 0.3%), had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also impacted. The silica levels were mapped throughout the circuit in an attempt to identify the source of the silica issues. Adjustments including using PLS as feed to cementation, pH control in WOX leaching and neutralization have been introduced to mitigate the issues created by silica gel in the circuit. INTRODUCTION Located in North Carolina, Horsehead Metal Products Inc. is a hydrometallurgical zinc refinery processing Waelz Oxide (WOX) to produce Special High Grade (SHG) zinc. The flowsheet, known as the Modified Zincex® process, consists of leaching, solvent extraction, electrowinning, melting and casting and bleed treatment as illustrated in Figure 1. Cadmium cementation, part of the bleed treatment process, provides an essential bleed of cadmium from the circuit, as metallic cement. The Cadmium cementation circuit consists of agitated cementation reactors, a zinc dust addition system, filter presses, agitated purification (releach) reactors and a cadmium concentrate filter press Silica can be found in several forms in acid leaching. The first form is fine silicate particles. The size of the particles can vary from one to twenty microns (1). Fine silicate particles can lead to the formation of crud in solvent extraction circuits (2, 3). At Mooresboro, crud has been observed in Depletion, which is part of the solvent extraction circuit. Silica content in the solution in this section is high. The second form of silica is monosilicic acid Si(OH)4, which begins to polymerize almost immediately upon being leached into solution. Monosilicic acid polymerizes to silica gel or a silica precipitate dependent primarily on supersaturation (5). Factors that influence the rate of polymerization include temperature, sulfuric acid concentration / pH, hydrofluoric acid concentration, seeding, and dissolved salts concentration such as zinc and aluminum in the solution (4, 5, 6). In sulfate systems, silica solubility is reported in the range of 150 to 450 ppm of SiO2 (3, 5, 7)."

"Inrush of water is always an issue, especially for mines located in heavy rainfall areas. Nowadays, mining companies and research institutes have developed many advanced technologies for study and analysis of hydrological processes. In this paper, an advanced method is introduced, which uses the Shuttle Radar Topography Mission Digital Elevation Model (SRTM DEM) data in the Geographical Information System (GIS) platform to simulate the stream distributions around two specific mines: Super Pit and Griffin coalmine in Western Australia. The impact of this approach is important because it reduces the time and economic cost by creating a high spatial resolution hydrological map in the specific areas. The study identifies the flow path of the run-off water, which helps in adopting a suitable water management plan surrounding the case study mines. The results match with the ground reality. Based on the results, the stream structure around Griffin coalmine is more complicated than that of Super Pit. The bifurcation ratio and drainage density are computed to estimate the subsoil permeability characteristics of the two mines. Recommendations have been put forward to prevent and reduce the potential risks of water accumulation around the open pit mines.Citation:Ghosh, A K, 2016. Magnetite deposits with distinctive ¦ actinolite ¦ apatite-bearing gangue and spatially-extensive sodic-calcic wall rock alteration occur in both Proterozoic metamorphic terrains and Mesozoic-Tertiary magmatic arcs. Examples from both settings constitute significant sources of iron ore (egKiruna, Sweden; El Romeral, Chile) and some host major Cu-Au deposits that have a local association with K-silicate alteration (eg Cloncurry district, NW Queensland; Copiapo district, Chile). A growing body of evidence points to a hydrothermal origin for these systems involving high temperature, low S oxidised fluids. The Cloncurry magnetite-Cu-Au deposits are products of the local structurally channelised influx of a specialised high salinity ore fluid into larger-scale alteration systems developed during pluton emplacement at greater depths than those associated with subvolcanic (porphyry) Cu-Au deposits. The geological characteristics of deposits in magmatic arcs are consistent with a similar mode of origin albeit in rather different tectonic settings.

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

The U.S. Bureau of Mines currently is researching the relationship between the level of back strength and the probability of low-back injury. This report is a review of the literature and statistics on over-exertion injuries. Overexertion continues to be a significant source of injury in metal and nonmetal mining, accounting for approximately 24 pct of all injuries yearly. These injuries, particularly to the lower back, can be very expensive in human and monetary terms. An examination of the accident data on overexertion injuries is necessary to provide a background for research into prevention and/or amelioration of those in-juries. The job categories outlined in the Accident Data Analysis data base most affected are "Mechanic/Electrician" and "Mill/Plant Worker." The age group most affected is "30-39" years, and the experience group most affected is "0-.99" years. The most prevalent type of overexertion injury is "Strain/Sprain," and the trunk is the body part most often involved in an overexertion injury.

The ADS system was developed to reduce accidents related to haul trucks operating under low visibility conditions in surface mining and construction sites, which is based on the GPS, mesh-wireless networks, and the Google-Earth 3D graphic engine as the graphic interface and mine-mapping server. This system has the capability to pin-point and track vehicles in real time using a 3D interface, which is based on user-based AutoCAD mine maps using the Google-Earth graphics interface. All equipped vehicles are shown in a 3D mine map stored in a local server through a wireless network. When low visibility conditions are present, the system indicates available exit/escape routes for driver safety. The research results indicate that the ADS system potentially increases reliability and reduces uncertainty in open pit mining operations by customizing the local 3D digital mining map, constructing the truck 3D models, tracking vehicles in real time using a 3D interface and indicating available escape routes for driver safety.

"This paper proposes a new direction to implement an underground mine communication system. It presents actual underground communication systems and discusses their technological limits. A new system based on a wireless local area network (WLAN), together with its main systems characteristics, is then proposed. This paper also presents an experimental protocol for radio frequency propagation measurements. Finally, the paper describes the projected implementation of a WLAN in an experimental mine. IntroductionDuring the last decade, a number of Canadian mining companies have invested in modern communications systems in order to automate processes and reduce operational costs. Safety of miners is also a concern, regulated by health and safety regimes.Underground communication systems rely mainly on analog technology (especially the leaky feeder). Digital upgrades have been made to modernize this technology using a coaxial or fibre optic cable to transmit voice, documents, commands, controls, and video. Therefore, all wired equipment can benefit from an increase in efficiency from the digital technology.However, when it comes to mobile equipment, the only medium was, and is, still radio waves. With the advent of the wireless local area network (WLAN) standard, one can use a technology similar to that of the cellular phone to connect transparently different equipment. WLAN enables the transmission at rates higher than 2 M bits of voice, documents, commands, controls, identification, and of course, digital video. This technology was developed with inbuilding use in mind. Now, one can try to adapt it to underground mines."

The twelfth meeting of the Boston Section was held at the Engineers' Club, 2 Commonwealth Ave., Boston, on Monday evening, May 5, 1913, fifteen members and three guests being present. The meeting was called to order by Vice-Chairman Albert Sauveur, who introduced the speaker of the evening, Utley Wedge, of Ardmore, Pa. Mr. Wedge read his paper on the chloridizing roasting of copper ores, which he illustrated with a stereopticon, and which will be published in full by the Institute. After Mr. Wedge had closed his paper, which was received with great interest by all the members, the following discussion took place: Professor Hofman said that iron was formerly thought to ho essential to the Henderson process, but that it is not absolutely essential. Mr.Wedge said that, as far as he. knew, the presence of some sulphates was an abso¬lute necessity, and that line ores can be worked satisfactorily, although lime has an effect on the subsequent leaching. He added that the low fuel consumption of the latest Wedge furnace is a result of direct application of the combustion gases to the ore. Ten per cent. of fuel was needed with the muffle furnace. By direct firing he has been able to reduce the fuel needed to from 2 to 4 per cent. In the latest types of furnaces the gases from the upper hearth are not used. There is doubtless some temperature at which the loss. from copper chloride volatilization becomes serious, but in practice on Rio Tinto ores troublesome losses are not experienced. The copper apparently does not become volatile at. the temperatures where we would expect that it would. There are doubtless ores in which there would be serious danger from losses from this source. The latest furnaces do not use the high temperatures that were needed in the former single-hearth Wedge furnaces.

"The paper takes its material from three peat mining and power project feasibility studies sponsored by CANMET and conducted by Montreal Engineering Company Ltd. in the years 1976 to 1980. The role which peat may play in the Canadian energy prospectus is outlined, estimated and measured fuel peat resources are tabulated, and the economic and technical feasibility of mining peat for power generation is reviewed Recommendations are made for future work, and construction and disbursement schedules are developed for a combined peat mining and power generation project. The relationship between the mining of moss and fuel peat is discussed.IntroductionWhereas moss peat has long been produced in Canada, and exported for horticultural use , the underlying fuel peat has received little attention until fairly recently.In the seventies, however, the deepening oil crisis spurred Canadian interest in Irish, Finnish and Russian experiences in the utilization of fuel peat. Among others, Energy, Mines and Resources Canada had long been alive to the possibilities which indigenous peat offers, and in 1976 the Canada Centre for Mineral and Energy Technology (CANMET encouraged a proposal from Monenco to carry out a preliminary study and submit a report on the "" Assessment of Canadian Peat as an Alternative Fuel for Power Generation"". The report was submitted in April 1977. This was the first of a series of studies, and the authors of this paper were involved in its preparation.The escalating price of oil and the increasing problem of relying on its availability have combined to make alternative fuels more attractive. Peat, like other fuels previously uneconomic because oil was cheap, is now progressively gaining in viability. In addition to these factors, the utilization of peat has the following advantages: improvement in the country's balance of payments, by virtue of burning an indigenous fuel;creation of local employment for the mining of peat; improvement in land utilization;peat is a relatively clean-burning fuel, with low sulphur and ash contents."

Compagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation. Tailings are stored in a ?fine? pond. Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and rainforest meteorological conditions). It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility. Therefore, CME asked Caspeo to: ? Carry out an on-site flotation pilot campaign. ? Design an industrial flotation circuit. The tailings reprocessing will contribute to a better tailings management and a dry up of the gold resource, limiting the risk of illegal mining after remediation of the CME site. CME MINE The Esperance gold mine is located in French Guyana, in the vicinity of several gold deposits as Omaï, Rosebel or Camp Caïman, holded by Iamgold and Newmont. These main gold deposits are located on the figure 1. Esperance was put into operation in the early 90?s. The first years were devoted to the mining of alluvial gold in the gravel of the Esperance Creek. Since then, operation was led in the primary gold deposit. Annual production is on average 254kg for a total production in fifteen years of 4300kg. Geology Esperance deposit is located in the greenstone belt of the Guyana Shield. Mineralization is in tectonic contact between sedimentary basin of Maroni and a granitic massif. Clastic series, composed of conglomerate and lamina sandstone, overlie a volcano-sedimentary basement (series called "Paramaca"). The area is strongly folded by shear movements, resulting from granite deposit. Gold is in interlacing quartz veins intersecting the clastic series. Gold is present in association with pyrite. Other elements, as silver or arsenic, are in negligible quantity. Exploitation The Maroni River is the only access to the Esperance mine. Only the saprolite and a part of the transition rock are extracted in the open pit. Excavation works are done using shovels Hyundai 450 (4 units) and haulage works using articulated dumpers Terex TA35 (4 units). These two sorts of equipments are presented figure 2. Mill The mill is composed of crushing and grinding processing plants. After gravity concentration, both plants produce tailings that are stored in two ponds: the first pond contains coarse product which segregates the particles crushed to 2mm upstream and settled clays downstream; the second pond contains the fine product made of particles ground to 200µm. These two ponds, bordered by dams and diversion canals, are located on former alluvial sites of Esperance Creek (see figure 3). [ ] The CME mill is currently producing gold concentrate, with a global recovery of about 67%. The ore is crushed by one jaw crusher and two hammer crushers. The ore then passes through a Knelson KC 48 gravity concentrator, producing a first gold concentrate. The

Macro management of metallurgical industries becomes an important issue in certain situations especially when some government owned metallurgical industries are on the verge or have stopped being feasible. In these cases a government lead macro management in collaboration with domestic institutions and foreign scientific and management expert companies is decisive in order to steer them to a profitable path. This process is not necessary an easy one and incorporates many unknowns and various alternatives. In this paper the macromanagement of the metallurgical industries in Albania will be described as a particular case along with a survey of its mineral deposits, metallurgical facilities and various perspectives for future development. As a country with many mineral resources, the exploration, research, exploitation and processing work of mineral ores before 1990 constituted an important activity of its economy, especially in the exportation of various products of this industry. Since 1990 this activity slowed downs considerably for various reasons and this prompted the necessity of a government lead macromanagement in collaboration with domestic institution and foreign expert companies. This process aims at improving and renewing the technologies in the metallurgical industry in order to transform it into a feasible branch of economy. This goal is being implemented among others through proper geological surveys, rehabilitating and renewing the existing facilities through domestic and foreign investments, the transformation of the ownership or the management from state-owned to local or foreign private companies, etc. Priority is given to the raising of the processing range of the traditional minerals such as chromium, copper, nickel-iron etc. as well as developing new perspective technologies to treat new mineral deposits.

This paper is an overview of a granite quarry cleanup near Kirkland Lake, Ontario, Canada. A combination of local geology and previous subpar blasting techniques led to the quarry needing significant rehabilitation before it could proceed with general operation. Advanced technologies were implemented into the blasting process, including laser profiling, bore-hole tracking, and geometric timing. The contract consisted of two floor shots and two 25,000 tonne (27,558 US ton) production shots.

BOSTON. SECTION W. E. C. EUSTIS, Chairman, H. L. AGASSIZ, Vice-Chairman., E. E. BUGBEE, Secretary-Treasurer, Mass. Inst. of Technology, Boston, Mass. ALBERT SAUVEUR, H. L. SMYTH. The 37th meeting of the Boston Section was held at the Engineers' Club, on Monday evening, Oct. 2, 1916. Fourteen members and guests attended the dinner. The Society was fortunate in having present not only the announced speaker, J. G. Carleton of Marblehead, Mass., but also a brother member from afar, Thomas Warner of California. Mr. Carleton, who has spent the' past few years in South America, gave an informal talk on the mining of the precious metals on the South American continent. He drew a comparison of the geographical distribution of the precious metals in North and South America and pointed, out the similarity in the geological occurrence of the eastern mining, regions, mentioning particularly Venezuela and Brazil. He also directed attention to the fact that the great placers of the northwestern part of North America had their counterpart in the gold-bearing region of Columbia. The marked contrast between the southern end of North America, so rich in metals, and the southern part of South America, so poor in mineral deposits, was clearly brought out. It is difficult to avoid the conclusion that the South American Cordillera is less intensely mineralized, than the corresponding mountain.

A Meeting of the San Francisco Section was held on May 7, 1917. Chairman Shockley was in the Chair. The Section was honored by the presence of President Moore and Secretary Stoughton of the Institute. C. W. Merrill introduced President Moore, who then spoke to the Section on the Aims of the Institute. He discussed the possibility of improving the standards of membership by introducing a classification of membership. The present rigid investigation of applicants was pointed out by him. He spoke of the important influence that the local Sections can exert on the Institute and of the importance of sociability and informality at the meetings. Secretary Stoughton, who was introduced by the Chairman, emphasized somewhat the same points. He mentioned the need for making the Bulletin of the Institute more, interesting than it is at present, this to be accomplished by raising the necessary funds by increased advertising. He asked for an expression of opinion on this point. He. said that the employment department of the Institute is now used extensively. At the request of Mrs. Mark L. Requa, Mr. Stoughton. announced that a San Francisco branch of the Woman's Auxiliary of the, Institute was being formed and asked that the ladies of the members' families send in their names to Mrs. Requa or to the Secretary of the Institute.

Hatworth Colliery, operated by RJB Mining (UK) Ltd, is successfully mining the Deep Soft Seam at a depth of 1000m using single face retreat longwalling. The seam is characterised by a weak roof generally comprising 4 to 6m of well bedded carbonaceous mudstones overlain by weak siltstones. The paper describes the layout and support design strategies which have enabled the colliery to adopt sole support by rock reinforcement techniques for its longwall gateroads. To achieve this success the colliery layout has had to be radically modified to take account of the in-situ horizontal stress field. The layout is also closely controlled by environmental considerations, the seam being one of the gassiest in the UK Economic support by strata reinforcement has been achieved using a combination of rockbolting of the roof and sides installed at the face of the heading, and systematic double birdcage cable bolting installed on drivage and supplemented ahead of the retreating panel. The layout and support strategies have been developed through a combination of detailed underground measurement of support and stress parameters backed up by numerical modelling using FLAC. The FLAC modelling has paid particular attention to careful representation of bedding properties and validation through underground stress measurement.

This paper consists of two main parts. The first, under the heading Preparations, deals with suggested preparations to be carried out in advance so that loss of life might be prevented should a fire occur. The second part, under the heading Fire Procedure, deals with actual organized procedure to be followed for the preservation of life if and when a fire occurs. The writer realizes that these preparations and procedures may be to some extent applicable to only a few mines with a relatively simple vein system and that each mine would need to formulate a procedure to conform to its own particular conditions, scope, and degree of complexity. Preparations 1. - Ventilation Control The objective in ventilation control in the event of a tire underground is to keep the travelways, through which men must pass to reach surface, supplied with air not deficient in oxygen and free from gases and smoke. Without some control of the volume and direction of the main air currents flowing through the mine, the success of removing men to surface might be seriously hampered. ? This control is achieved by means of mechanical ventilation forcing air through desired airways and workings with the assistance of doors to regulate the volume and direction of the air flow. In connection with fans and doors, the possibility of short-circuiting should always be taken into consideration, as it can often nullify the value of a fan and possibly trap men in dangerous atmosphere if the short-circuiting involves the fire area. Main fans are often installed so that they can be reversed in a short time. However, fans should not be reversed unless this is found absolutely essential by those in authority. Misjudgment in this respect could cause the loss of life to men who might naturally take refuge in what they believe by experience to be a fresh air stream. Another precaution to be taken is to see that doors in airways are fastened in a fixed position so that they cannot be sucked or blown open when the fan is reversed, otherwise short-circuiting could possibly render the fan useless.
