What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

The 1963 Jackling Award lecturer describes the founding of Banner Mining Co. and its trials and tribulations before becoming an established firm. Such aspects as geological description of Banner mining areas, history of exploration and production, areas of present interest to the company and research work conducted by the company are included. Several years ago a wealthy Chinese business friend of mine purchased an interest in a proposed oil well to be drilled a great distance from his home. A few months later it came in as a producer and proved to be a huge success and materially added to his resources. I asked him why a man of his wealth should be so lucky in a venture outside his sphere of knowledge when most people of modest means never seemed to get ahead. His answer was, "Fat Hoy takes a chance." Even though this was his answer, I knew from my association with him that there were other tempering considerations which Mr. Hoy applied before making up his mind to enter any transaction. First, he was a cautious individual. He was also a great believer in details and insisted on knowing everything possible about a situation, and finally, he was what we call a very solid individual with good basic instincts and judgment. This philosophy of Mr. Hoy may be applied to most any business but especially to those engaged in a search for natural resources such as mining where great risks are involved. This article concerns events in the history and growth of Banner Mining Co., with which I have been associated for 27 years in capacities from mine surveyor to vice president. Mr. Hoy's philosophy has played a significant role in the exploration projects of this company over the years, but what is more important, the officers, directors, and controlling interests in Banner have been aggressive in their search for ore reserves. THE BIRTH OF BANNER Banner Mining Company was incorporated in September 1935 by a group of Oklahoma and Texas oil men for the purpose of exploring and developing the Bonney-Manilla mines at Lordsburg, N.M. These properties had a history of intermittent production since the first ore discoveries as far back as 1870. Most of the production from the district has come from four mines, namely, the Eighty-Five, the Atwood, the Bonney-Manilla, and the Misers Chest. The last two are now owned by Banner Mining. The Eighty-Five mine operated between 1885 and 1931, and production totalled 1,494,287 tons averaging 0.11 oz of gold per ton, 1.23 oz of silver per ton, and 2.80% copper. The vein extended for a distance of about 3000 ft northeast and was mined to a depth of 1650 ft. The Atwood mine, adjoining the Eighty-Five mine, to date has been of lesser importance as a producer, but it has been operating for several years producing high silica flux ores for a smelter. Production totalled 352,828 tons up to January 1, 1962 From the Bonney-Manilla and Misers Chest mines, owned by Banner, production through 1961 totalled 2,006,343 tons with an average grade as mined of 0.0192 oz of gold per ton, 0.760 oz of silver per ton and 2.63% copper. Banner built a 150-tpd flotation mill in 1936 after almost a year of development on the 600 level of the Bonney mine. After less than one year's operation, it became apparent that the 150-tpd rate was not sufficient to make a reasonable profit due to the marginal grade ores. The low tenor of the ore, mainly chalco-pyrite in a highly siliceous gangue, made mandatory the close control of costs in order to make ends meet. A 300-tpd unit was added to the mill in 1937, and it is still the operating unit today. The clean sulfides presented no problems in milling. A metallurgist doing research on it at the time stated that the copper minerals seemed to have a built-in desire to float. Mill recovery of copper throughout the 27 years of operation has averaged 96.23%. A PERIOD OF FORCED GROWTH World War II brought many hardships to Banner. Labor and supply shortages caused drastic curtailment in development work. Rapidly rising costs far outdistanced any relief from pegged prices which we received from Government agencies. The U.S. Bureau of Mines has developed a novel Double Membrane Electrolytic Cell (DMEC) that exhibits unique features for recycling contaminated metals and metal alloys. The DMEC incorporates two anionic ion exchange membranes, separating anodic and cathodic regions of the cell. The ion exchange membranes prevent significant transport of unwanted cationic impurities to the catholyte from the impure anolyte while the anion/cation balance in cell compartments is maintained through the free movement of anions between compartments. The membrane barrier makes it possible to electro refine highly contaminated materials or to electrowin from solution while utilizing alternate anode reactions. Sinceanolyte and catholyte cross contamination has been eliminated, premium cathode products are produced. The DMEC has been tested at bench, pilot, and commercial scales. Configuration of the DMEC, cell operation, scale, up efforts, and significant design factors are discussed. Two separate recycling investigations utilizing DMEC technology are presented. The first investigation examines recovery of high purity cobalt and nickel from severely contaminated super aIloy scrap. The second involves? upgrading contaminated cobalt in the U.S. Government's National Defense Stockpile. Capital and operating costs for both potential applications are presented.

Infrastructures continue to age and drinking water supplies are becoming scarce in the San Fernando Valley of Los Angeles, California. Frontier-Kemper Constructors, Inc. (FKCI) was engaged by the Los Angeles Department of Water and Power (LADWP) to complete the River Supply Conduit Improvement Upper Reach—Unit 7 Project (RSC7). Two tunnel sections were bored using a 2.64 meter diameter Microtunnel Boring Machine (MTBM) and a 4.12 meter diameter Earth Pressure Balance Tunnel Boring Machine (EPBTBM) to excavate approximately 3,733 meters (3.7 km) of tunnels through highly abrasive late-Pleistocene-age Quaternary alluvial deposits (Old Alluvium) and Holocene age Young Alluvium deposits above the water table. This paper discusses the challenges encountered managing the TBM’s equipment degradation, use of soil conditioners, cutterhead wear, torque and advance rates while maintaining the necessary face-pressures and parameters to limit over excavation and ground settlement.

Abstract - The Croft diorite in central England belongs to a suite of Caledonian igneous rocks collectively known as the South Leicestershire diorite complex. Although the intrusions occupy separate outcrops, they are linked at depth to form a single pluton, buried beneath a cover of Triassic sediments (Le Bas, 1972; 1982, Allsop and Arthur, 1983). Both the Caledonian diorites and the overlying sub-Triassic unconformity have been affected by a complex history of alteration and mineralization which can be subdivided into four stages: (1) deuteric effects, caused by the release of volatiles during magmatic cooling; (2) albitization through sodic enrichment; (3) formation of lowtemperature laumontite, analcime and calcite veins with associated wall-rock alteration to prehnite and pumpellyite; and (4) sub-Triassic unconformity-hosted base metal, manganese and palygorskite mineralization. Zeolite mineralization occured some 200 Ma later than the intrusion itself, during post-Triassic times, as indicated by the presence of a single vein of laumontite and microcrystalline calcite which cross-cuts the sub-Triassic unconformity surface and enters the overlying Triassic sediments. Evidence from fluid inclusion work indicates that two fluids were involved in the deposition of the zeolite veins. One fluid was initially of relatively high temperature (~100°C to 320°C) and low salinity (~0.2 to 5.9 wt% NaCl equiv.), and was probably meteoric in origin, whereas the other was of relatively low temperature (~41°C to 165°C) and high salinity (~0.4 to 16.72 wt% NaCl equiv.), and is interpreted to represent a basinal brine. During Triassic rifting, thinning and fracturing of the crust, with the possible rise of associated magmas (Halliday and Mitchell, 1984), could have increased permeability and heat flow, initiating the circulation of hydrothermal fluids. Triassic unconformity-hosted base-metal mineralization in Central England is similar to other Triassic-Jurassic mineralization in Europe (Mitchell and Halliday, 1976).

ROES« is a proposed new mining system for underground hard rock mines. Ore is accessed from within a shaft, which is located close to or within the stope, and pitched either vertical or within approximately 20 degrees of vertical. The shaft is designed to exclude personnel entry so production drilling and explosive placement is done using remotely controlled or automated machines. Routine remotely controlled survey of the shaft, stope back and broken rock within the stope is typically done following each blast. The survey may include excavation geometry, rock fragmentation and geotechnical characteristics. Blastholes are surveyed before placement of explosives. This provides mine operators and engineers with real-time data, allowing them to monitor production performance and risk factors so that they can make rapid changes as required. ROES« is designed to apply to open stoping or sublevel caving situations either in disseminated, geologically defined, thick tabular or narrow vein orebodies. The technologies developed for ROES« will also have potential applications to block caving operations to reduce the risk of frozen ore and poor fragmentation. In a typical sublevel open stope application, ROES« will reduce the amount of stope-associated development by about half and therefore will allow ore to be brought on-stream sooner and at significantly reduced cost. Other savings are expected to flow from the centralisation of mining activities and operational data, reduction in mining fleet, reduction in ventilation requirements, improved occupational safety and reduced mine complexity. CSIRO and Orica Mining Services are developing the required technology and AMIRA is seeking sponsorship for a project to trial the mining method. This paper details the ROES« method, expected benefits and applications and includes typical stope and mining block designs and design requirements.

For the purpose of determining confidence limits for ore grade estimates, an extensive simulated data base was used, which included 1728 ore blocks with ‘actual’ grades and the corresponding estimates based on ordinary and simple kriging. The practical results show that conditional unbiasedness is essential and that acceptable confidence limits can then be set using Normal theory for the simulated error distribution based on the logarithms of the ratios of ‘actuals’/estimates with a variance related to the kriging variance. The mean of the data used to prepare the variogram and the estimated block grade are to be used properly in this approach. A practical analysis was also done of the actual point and block data from a very large mined out Carbon Leader area. The distributions of the actual grades for two levels of block sizes with different levels of variability were fitted using three models, ie. 2-. 3- and compound-lognormal. The trends of tonnages, grades and relative profits for a range of pay limits, as well as the usual tonnage-grade curves, show a practical insensitivity for the choice between the three lognormal models considered.

This is the second of two interrelated studies of waterborne transportation. The first study discussed transportation of mineral commodities on the inland waterways of the South-Central States.2 Together, the two surveys describe and analyze the flow of foreign and inland waterborne commerce of the gulf coast. All the principal mineral-industry imports and exports of the gulf coast are mentioned in the report, including metals, nonmetals, and mineral fuel products, The gulf coast foreign trade in mineral industry products was determined to be composed of a small number of commodities.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems in developing urban areas. Uncertain knowledge of abandoned coal mines also imposes potential hazards in coal excavation operations since water inundation or the release of methane gas is a pricnipal hazard when mine excavation operations break into an abandoned mine. U.S. Army requirements for an effective method for detecting and mapping subversive man-made tunnels have resulted in a surface-operated automatic earth resistivity survey system with a digital computer data processing system. Field tests aimed at demonstrating the system performance resulted in successful detection of tunnels having depth-to-diameter ratios up to 15 to 1. Under the sponsorship of the Bureau of Mines, a similar system was designed and constructed for use in the detection of coal mine workings. This report discusses the hardware and software aspects of the system and the application of the high-resolution earth resistivity method to the survey and mapping of abandoned coal mine workings. In the field tests reported, the targets of interest were both air-filled and water-filled workings.

The U.S. Bureau of Mines is conducting research on many topics relating to the hazards of coal mining, increased production, and protection of the environment. One area of research that has received scant attention in recent years is that of water inflows, probably because few fatalities in the United States have been attributed to them. As mining goes deeper, the problem of water in 1ow could increase dramatically because of adjacent or overlying mines in which huge water pools are impounded. Inaccurate mine maps and ineffective barriers can constitute a serious problem for operators both from gradual inflows and sudden inrushes of water. This report describes a wide but ineffective barrier that permitted an average 240-gpm inflow to a developing mine from an adjacent mine. The anomalous geologic structure that facilitated this leakage is described, demonstrating that size, alone, is no assurance against serious leakage. Some recommendations for managing serious water inflow are included.

General economic conditions continued to improve in the second quarter of 1984 as real gross national product advanced at an annual rate of 7.5 percent (table 1). This followed an even larger first quarter annual rate increase of 10.1 percent. The slower second quarter growth was greeted as a sign that the economy is not over-heating. The signs of slowed growth in some sectors suggest that the recovery may continue well into 1985 without the inflation symptomatic of a rapid recovery. Most of the slowdown in growth was absorbed by business inventories, personal consumption of durable goods, and residential fixed investment. Business inventories grew by only 68 percent as much as in the first quarter, personal consumption for durable goods grew by 58 percent of the first quarter rate, and residential fixed investment slowed to only 44 percent of the first quarter growth. Sectors with accelerated growth in the second quarter included personal consumption of nondurable goods and of services, which increased at annual rates of 9.6 percent and 3.8 percent, respectively, and Federal purchases of goods and services, which increased at an annual rate of 47.9 percent.

"Smelting of copper-gold ore from nearby Rossland mines started at Trail in the 1890s. As ore from the Rossland mines became exhausted, lead smelting offhand-sorted galena orefrom other British Columbia mines was initiated. With the development of flotation technology for the separation of lead, zinc, and iron sulphides in the first two decades of this century, the large Sullivan orebody at Kimberley, British Columbia, became the foundation for the growth of a major zinc and lead smelter at Trail. Lead smelting began in 1901, electrolytic zinc in 1916, and by 1984, the Trail metallurgical complex had produced 10 million tons of each metal. Its present capacity is 270000 tonnes per year of zinc and 110 000 tonnes/year of lead.This paper reviews the history of technological changes in the Trail production plants, emphasizing the zinc plant modernization program started in the 1970s, and also the planned introduction of the QSL oxygen lead smelting process in the late 1980s. Lead modernization will increase production capacity to a maximum of 160000 tonnes per year.IntroductionCopper-gold ore was discovered at Rossland, British Columbia, in the year 1890, starting a mining industry that was to last over three decade s. Selected ore was at first transported at high cost to distant U.S. smelters, so there naturally followed a decision to construct a small copper smelter to process the local ore to matte. It was built in 1896 at the mouth of Trail Creek on the Columbia River, about 10 km from Rossland. This little smelter was to develop and diversify in the next 90 years into the world's largest lead-zinc produce.The mining boom that occurred in the northwestern United States and southeastern British Columbia in the period of 1890 to 1910 saw the brief operation of many small local smelters. The only one to survive was the smelter at Trail. The circumstances that permitted its continued life and subsequent growth, form a fascinating history of business deals, litigation, and steady technical progress.Early investment in local railway transportation and options by F.A. Heinze, the smelter' s founder, attracted the attention of the Canadian Pacific Railway Company, which purchased Heinze' s assets in 1898. This provided the capital base for survival and growth of the smelter, which remained and prospered under the Canadian Pacific umbrella for almost ninety years. It was registered as the Consolidated Mining and Smelting Company of Canada Limited in 1906; in 1966, this name was shortened to Cominco Ltd."

These materials include a formal sustainability report prepared in accordance with the Global Reporting Initiative (GRI) guidelines (GRI, 2006), a report that outlines key SD challenges and progress toward the GRI targets, and a delineation of risks and opportunities outlined in the firm?s Form 10-K and Annual Report. In keeping with its commitments to SD targets, our client wished to consider SD issues in its decision processes for facility expansion or new projects. The company engaged CH2M HILL to meet this goal, based on working relationships established through existing contracts and CH2M HILL?s leading capabilities in sustainable solutions.

The growing environmental awareness and the need for providing social service to the community, urge the primary sector companies (such as mining) to find new solutions, by adjusting their operations with the special, local conditions and meeting everyday problems in practical ways. We hereby present a real case of re-design of an open pit, closed-bench type industrial minerals (clay) excavation, for the purpose of rehabilitation and utilisation as a water reservoir. The potential use of rainfall water was studied on the basis of covering the irrigation needs and improving the living standard of the neighbouring farmers and also as a project or recreational development of the area by shaping a wetland. The experience from the project progress and the reservoir use has been positive to date and the reclamation plan seems to have the acceptance of the local community.

ATLAS Processing Company Shrevesport, LA initiated a major plant expansion in 1980. SITE Engineers, Inc. provided engineering consultation regarding the foundation of the vacuum unit. Four test borings were drilled and laboratory testing completed for shear strength and compressibility. Vertical drains were proposed to accelerate time rates of settlements. Steel erection was completed by May 22, 1981 with very small < 0.1 in., settlements. Hydrotesting was initiated on July 9, 1981 and completed on August 27, 1981. An average rebound of 0.3 in. was computed resulting into an average net settlement of 0.5 in. This paper describes in detail soil behavior during load testing.

Maintains headquarters at 300 Germain Building, Los Angeles, Members of the Institute are invited to visit these headquarters whenever they are in the city. A reception was held at the headquarters of the Section on Wednesday, Sept. 10, at 8 p.m., to meet the Secretary of the Institute and discuss Institute activities and affairs. Light refreshments were served, and about 20 members of the Section attended.

The Rise and Shine Shear Zone is a mineralised low angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. Rocks from the shear zone obtained from recent drillholes are unweathered and facilitate paragenetic studies. There is a progression of mineral deposition from semiductile foliation-parallel shearing, to subsequent folding, and brittle fracturing. Sheared rocks are dominated by microshears containing fine grained hydrothermal muscovite and rutile that has recrystallised from metamorphic muscovite and titanite respectively. Euhedral pyrite occurs within segregations in the schist and is locally brecciated by the shears. &nbsp; Arsenopyrite occurs within microshears and is intergrown with hyrothermal muscovite. Fractures within relatively undeformed schist are filled with ankerite, siderite, chalcopyrite, sphalerite and galena and these veinlets also crosscut the microshears. Locally the schist is folded and zones of brecciation, silicification and vein deposition overprint the rock. Vein quartz and albite predominate and arsenopyrite and gold infill breccia matrix and crosscutting veinlets. Sulphide deposition began in the later stages of metamorphism with pyrite deposited in quartz-albite segregations. Subsequent shearing caused brecciation of some grains and accompanied deposition of arsenopyrite ¦ gold and rare sulphides along foliation-parallel microshears. Minor amounts of chalcopyrite, sphalerite and galena were then remobilised in ankerite veins that crosscut the shears. In areas of high strain, arsenopyrite was then deposited as euhedral grains in veins and breccias. Synmineralisation deformation caused the brecciation of some grains and gold was deposited infilling fractures in the arsenopyrite. The paragenetic sequence shows gold mineralisation occurred in two distinct sets of structures (semiductile and brittle) that formed at different times in the formation of the shear zone.
