Like the Summer Olympics and U.S. presidental elections, MINExpo comes along once every four years. More than 35,000 people attended the last MINExpo and there is talk that there will be more this time. Just about every company that has anything to do with mining, 1,822 to be exact, will exhibit their wares at the show, but it is the ones rolling in the massive equipment that make MINExpo the show that it is. The following is a glimpse at some of the companies and equipment that you can expect to see at this year?s MINExpo.

I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

IT is with sincere appreciation and a deep sense of responsibility that I accept the honor of delivering the Howe Memorial Lecture. In our time metallurgical research has delved into phenomena ever more complex in character, so that much of this work must be done by organized teams. We, of the Union Carbide and Carbon Research Laboratories and the Electro Metallurgical Co., are truly a team and the lecture which is to follow is due largely to a few of the outstanding members of that team here cited and well known to you in their own right: John Lamont, whose work deserves special recognition, Walter Crafts, William Forgeng, William Binder, Robert Fowler, and David Swan. Thus it is a fitting pleasure to accept this honor for the research institution which I represent. Henry Marion Howe was truly inspirational and his breadth of view was such that he could use either the method of rigid proof or implied mechanism to further the broad understanding. But perhaps his outstanding characteristic was his sound judgment and his ability to weigh observations. The following is replete with observations and judgment as to their implication. We would like to feel that it is the type of dissertation which Howe, himself, would have enjoyed. Chromium carbides in stainless steel have, in a sense, been a key to the progress of the stainless steel industry. Brearley's first stainless steel, containing approximately 0.30 pct C, was successful because it differed from previous Fe-Cr alloys in that the carbides were present in such amount and form as to provide the stainless and cutting properties. Again, the 12 pct Cr die steels with a carbon content of 1.5 pct or more achieved their properties by virtue of the form and distribution of the chromium carbides. In the straight chromium steels with from 12 to 25 pct Cr, chromium carbide amount and distribution are once more the determinants with respect to physical properties and corrosion resistance. In each of the cases just cited the role of the carbide is in essence similar to that of iron carbide in carbon steel and this story is so well known that we need not dwell on it. In the austenitic stainless steels, the chromium carbide plays only a minor positive role with respect to mechanical properties, and for corrosion resistance the objective is to achieve maximum homogeneity. Thus the tendency has been to ever lower the carbon and correlatively the chromium carbide content of the austenitic steels. Today stainless steels with carbon less than 0.03 pct are beginning to find their true place, and this is being aided in major degree by our Company's introduction of a new type of ferrochromium having negligible carbon. The role of carbon in these austenitic steels has long been recognized, and a truly enormous amount of research has been devoted to the subject. Much has been learned about corrosion resistance, but the attack on the problem from the point of view of carbide precipitation and the nature thereof has left much to be understood. Because of its fundamental importance to the future of stainless steels, further study of the mechanism of carbide formation in austenitic steels is of interest. In the 18-8 Cr-Ni steels, which are typical of the austenitic class of steel, carbon is soluble in the aus-tenite to the extent of approximately 0.15 pct at 1832°F (1000°C). The solubility becomes less with decreasing temperature, so that at 1652°F (900°C) the solubility limit is approximately 0.06 pct, at 1472°F (800°C) it is about 0.03 pct, and at 932°F (500°C) it is approximately 0.01 pct. Obviously this is the ideal situation for the classical precipitation phenomenon. It is true that, in a sense, 18-8 austenite resulting from annealing is in a metastable state, and the phenomenon of ferritic precipitation from this austenite should be considered. However, in a so-called fully austenitic 18-8 steel this is secondary with respect to the carbides and can be neglected. A wide variety of chromium carbides is known. Only one chromium carbide, Cr,,C,,, frequently referred to as Cr,C, has been found in unmodified low carbon 18-8 steel. This, fortunately, simplifies the study of the precipitation phenomena. For this study an A.I.S.I. type 304 stainless steel of commercial quality was selected. Analysis showed C 0.07 pct, Mn 0.49 pct, Si 0.33 pct, Ni 9.34 pct, Cr 18.91 pct, and N 0.033 pct. As expected with this composition the steel was homogeneous after annealing except for a few pools of ferrite, which were disregarded in that their location was not coincident with subsequent carbide precipitation areas. On corrosion testing the steel was normal and typical of good commercial quality. Specimens 1/2xlx4 in. were annealed and subjected to precipitation heat treatment for 100 hr at 100" temperature intervals from 1000° to 1500°F and for ten selected intervals ranging from 5 min to 64 hr at 1300°F. The Functional Performance Equation for ball milling circuits provides plant staff with a new means to improve circuit performance. However, successful execution of a plant processing performance improvement project, with verifiable improvements, requires a significant number of accompanying steps beyond using this equation. In order to identify and articulate all these steps, a study was undertaken with the metallurgical staff from two milling operations and process application specialists from a grinding media manufacturing company. “Task analysis” of improving plant grinding performance was carried out. This analysis identified the required steps, and ultimately yielded a “Plant Grinding Circuit Processing Performance Management/ Improvement System.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

In this paper the phrase "exploration for blind metal deposits" refers to exploration activities geared to the discovery of metal deposits which cannot be located by visual surface inspection. The word "system" refers to all of the components (people, money, corporations, techniques, etc.) which collectively result in an exploration process. The details of the system or systems which I have employed in exploration will not be discussed because of client relationships. However, some of the more severe problems in exploration result from how the system's components interact and our attitudes as to what exploration data is telling us, if anything. It is these items which will be discussed. Exploration for blind metal deposits, which has been relatively intense over the last 2S years compared to rather minor outlays prior to World War II has often been an uncoordinated assortment of various specialists employing various techniques (see Dickerson -1). In a program geared to the location of blind deposits, the lack of outcropping deposits or occurrences should not be a deterrent to a well conceived and well planned program. The severe cyclical swings in exploration activity, although often coinciding with depressed metal prices, by and large result from the failure of exploration operators to present a coherent and realistic program to management. It is my opinion that the stream of complaints criticizing management for cyclical exploration support are mostly unwarranted, as many of the programs and goals are ill defined. Although depressed market conditions may serve as the catalyst for exploration cuts, the underlying cause is that when the "chips are down", the non-directional, non-specific nature of many programs is revealed. Thus management should not be castigated for eliminating such programs during bad times, but rather they should be castigated for supporting them during boom periods.

"Mining industry as a source of raw material is essential to society however, it lacks of good reputation due to the type of management historically applied to many of its social and environmental impacts. It is argued that this situation has hampered the obtaining of social license to operate of a lot of mining projects around the world. The last considerations are very common in Latin American countries. As a result, the mining sector has understood that the viability of the business long term is associated with more profit for the shareholders but also with activities that improve the livelihoods of local communities, enhance the capabilities of local governments and preserve the ecosystems around the projects. Nevertheless, recent studios have shown that most of the current advances to incorporate sustainability concepts in mining have been mainly focused on control and the prevention of environmental and social impacts of extractive activities. Thus, contributing to the development of territories around mining projects constitutes a fundamental aspect of the business competitiveness through reducing cost and risks of stopping projects, innovating new ways of relationship with stakeholders, improving the level of reputation of the industry as well as its position in the market. However, this contribution requires formal strategies and models that enable companies understand the different resources in the territories where their mining activities are developed and those resource transformations, in order to establish the best way to articulate the project with the territory, pursuing an effective contribution to its development, truly sustainable over time even after the mine closure. CONTEXT Currently in the world but especially in developing countries such as Latin Americans, different stakeholders are increasingly vigilant of how mining companies carry out their activities in terms of socio-economic and environmental management of territories, not only for its impact on the livelihoods of the communities that inhabit them, but also because many demanders of raw materials -both countries and companies- have set sustainability standards as a prerequisite to establishing business relationships with mining companies, such as the recently declared Sustainable Development Goals by 2030 (UN, 2015). Accordingly, decide underinvest or not to invest in sustainability issues carries risks for mining companies. However, invest much in the wrong way may involve the same risks. Managers are concerned to ensure profits, and therefore they decide carefully how to invest in the areas of production, R & D or marketing. Likewise, they should think strategically about investing in initiatives related to sustainability. This if they really want that those investments in fact help to improve the competitiveness of the company. The mining industry benefits from natural capital that extracts, so it should implement strategies that lead to remunerate such benefit to the territories (Almaguer, 2007). One option is through the transformation of natural capital in other types of non-existent capital or poorly developed in their areas of influence. In this way, the value generated by the extraction of underground resources is shared and additionally contributing to improving the quality of life of the communities. Historically, mining industry has been into several problems to achieve this, which represents one of the aspects that has most influenced the current reputation of mining industry in some regions of Latin America. Many communities, local governments and civil society organizations continue to associate this activity with the destruction of the social fabric and ecosystems in the territories, and their opposition against companies working in the areas has led to affect the operational continuity of many projects (Hamann, 2003; Prno and Scott, 2012; Slack, 2012)."

The longterm future of Glencores’ mining operations in the Sudbury basin area of Ontario, Canada likely depends on mining deposits at depths below two kilometres. To gain a better insight into the rockmass response to mining, a geological scouthole program has been implemented at Glencores’ Nickel Rim Deep and Onaping Depth Project to gain insight into rockmass conditions ahead of the devel-opment face. The scouthole program involves drilling long (up to 600 m) subhorizontal boreholes drilled ahead of the development end and collecting data about the rockmass conditions from various geophysi-cal and mechanical tools (in addition to conventional core logging). Once all data has been collected and the borehole is available, seismic sensors are installed up to 450 m down the hole as part of the micro-seismic monitoring program with the leading sensor always located ahead of the development end. The recorded seismic data is used to provide realtime insight into the rockmass response to mining. On May 20, 2017 a flurry of seismicity with a maximum moment magnitude (Mw) of 0.7 occurred causing damage to the ramp heading. Data from the microseismic monitoring system had indicated that conditions at the development end were changing prior to the rockburst. A back analysis of the scouthole data indicated a clear anomaly in the rockmass at the location of the rockburst. The scouthole data also provided sufficient information to suggest that once this anomalous zone was exited, mining conditions would improve. With the microseismic monitoring system providing realtime information from the rockmass, the area was re-habilitated and ramp development continued successfully. Details of the rehabilitation and adjustments to the ramp development are discussed. Some correlations between the scouthole data and recorded micro-seismicity are also presented.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

The purpose of this report is to describe the work accomplished by Mine Safety Appliances Company under Contract No. H0110845. This contract required the design, installation and testing of a permissible mine surveillance and communication system for the USBM Bruceton experimental mine facility. While much of the design and operational detail of this system can be drawn from the instruction manuals delivered with the equipment, some of it will be repeated here in Volume I for the sake of clarity, but the principal objective will be to report on overall system and subsystem performance and to suggest design alternatives for future consideration. Details of the overall system design will be found in Volume II of this report.

For this reason, if there was [for] no other, the ownership of the ore below and [of] the surface above should go together. When a unit of mapping is furnished, be the unit a claim or [a] group of claims, it is necessary .. . A fully stocked store was started in Park City and all employees [were] sold merchandise on a strictly cost basis. The word "merchandise" is left without government or agreement. I suggest: ". . . and merchandise] was sold to all the employees on a strictly cash basis.". The verb `be' is serving concurrently both as a principal and as an auxiliary in the following: At first the work was interesting and [was] liked by most of the men. The sulphide ore was more complex or [was] milled at an increased cost. The failure to repeat tie auxiliary verb in successive clauses is a common error, as in The filter is filled with liquid allowed to empty, and then ignited.

"We present a procedure for treatment of non-active solutions equivalent to the solutions obtained from dissolution of ionic exchange resins used in purification of a nuclear reactor primary cooling system containing Co, Ni, Cs and its isotropic varieties as main radioactivity source. Finally it is immobilized into a ferritic matrix by calcination which avoids its future leaching into environment.In order to achieve the objective of this treatment, a bivalent and a trivalent iron salt is added to the solution. Then, either a base or an acid is added, depending on the initial pH of the treated solution, with a Cs precipitating additive in order to reduce Co and Cs by precipitation, flocculation and adsorption. Controlling the amount of precipitating reactives it is possible to modify the activity/volume rate becoming a medium into a low radioactivity waste.The leaching test result applied over the ferritic sample is lower than the minimum limit established by law. Therefore, it can be kept safely in a interim storage."

Fluorapatite is an important constituent of the greater part of the basic and ultra-basic rock members of the Complex. The evidence for and role of primary magmatic processes in the development of concentric zones of dunite, pyroxenite, syenite and carbonatite and its consequent bearing on the distribution of apatite are discussed. The presence of at least two generations of each of the latter three rock types indicates the cyclical nature of magmatic activity. Pegmatitic-metasomatic phases corresponding to the major magmatic cycles resulted in emplacement of pegmatoidal assemblages. The abundance of apatite in the pegmatoid can be traced to the composition of its parent magma and its cooling history. Approximately 2.5 million tonnes of phosphate concentrate are produced annually from ores containing from 10 percent to 25 percent apatite.

Tunnelling for hydro-electric power projects can be a very challenging component of the overall development. In contrast to urban transportation tunnelling where the logistics for access and supply of power, water and other essentials are readily available, hydropower projects are usually in very remote locations and all necessary plant, equipment, spares and materials need to be brought in and the site must function as a self sufficient unit.For a large scheme the river diversion tunnel(s) are usually on the initial phase critical path in order to meet the non-negotiable deadline of river diversion before the onset of the wet season. A newly formed tunnelling crew, once mobilised to the site for the project, will face the first major learning curve of the project’s systems and logistics during this critical tunnelling activity.Power tunnels convey the water to the turbines in the powerhouse and are usually on the critical path for the main works, especially if the scheme comprises a powerhouse located within an underground cavern. A modern cavern arrangement requires a complex warren of various openings: access adits, ventilation/cable tunnels, shafts, surge tunnels, etc.Hydropower tunnel construction tends to be dominated by tunnel boring machine (TBMs) or drill-and-blast excavation techniques and each has its challenges in very remote locations. TBMs still have long lead times as for any type of project, but additionally require a thorough roads and bridges infrastructure assessment of the country from the port of entry to the site to ensure a problem-free delivery. In some cases the project also requires the establishment of a complete precast concrete segment production facility and the space for creation of laydown areas; there is no ‘just-in-time’ delivery mechanism applicable to typical remote hydropower sites.This paper highlights the technical and risk management considerations in the planning, design and construction of tunnels for hydropower projects. It contrasts the typical factors that govern the design of urban transportation tunnels with those for remote hydropower tunnels. The perspectives of stakeholders are provided including those of international lenders. With examples from large and small scale projects across the globe it provides an insight to all parties and in particular, those tunnellers that are working in the hydropower field for the first time.

Responsible environmental, social, and governance (ESG) practices are not new to mining. It is the ESG acronym that has become the “flavor-of-the-day” with the stock markets, accounting firms, and investment strategists. This increased interest from the financial sector has heightened executive awareness and accountability to where corporate leadership and directors are proactively prioritizing ESG issues from the top down within their companies. This paper aims to convey what the authors believe one needs to know to be able to conduct and prepare effective ESG audits and reports. The emphasis is on how ESG fits within the mining sector, some of the ways that many mining companies have been practicing ESG responsibility for decades, the importance of effective communications with stakeholders, and the roles that regulatory and international lending institutions play in enhancing ESG practice on a global scale as a precursor to the discussion on ESG auditing and reporting. Without this background, the ESG audit may become a purely academic exercise.

Wildcat strikes in the Appalachian coal fields, primarily in West Virginia, have resulted in an estimated 4.5 million ton loss in coal production during July and through the first week in August. Since then, the strike intensified further, and on August 9, nearly all of West Virginia's 60,000 miners were off the job with another 10,000 miners on strike in eastern Kentucky. The Bureau of Mines estimates that West Virginia's coal output is currently (8/9) eight million tons below last year when the state produced 108 million tons. West Virginia, the Nation's second largest coal producer of coal behind Kentucky, has not failed to mine over 100 million tons a year since 1938. At the end of the second week in August, nearly all coal miners in West Virginia remained out. The strike is a protest against a cutback in union health and retirement benefits. An announcement June 23 about the United Mine Worker's health and retirement fund precipitated the strike, Fund directors said that because of inflation and production losses caused by earlier wildcat strikes and the severe winter, miners would have to pay the first $250 of hospital costs and 40 percent of doctor bills, up to $500 a year. Previously, the funds paid all hospital and doctor bills. According to the West Virginia Coal Association each day of the strike in West Virginia results in a loss of coal production of 500,000 tons, a loss of $3.8 million in miners wages and $1 million in contributions to the UMWA's health and retirement fund.

We present a framework for solving the problem of functional compatibility between process control equipment in control centres at underground mines and operator capabilities. The equipment incorporates displays of current ventilation, gas, and fire hazard data, status of alarm and early warning systems, a voice communication subsystem, and facilities for recording and printing ofdata and reports. The layout of the existing control panel is compared with a recommended design. The basic principles of ergonomic design and arrangement of the controls and indicators, as well as ease of use, type of operations carried out with these controls, and operators’ viewing angles are discussed. The objective is to improve the usability of control panels, display boards, and graphic screens so as to enhance the functioning of control centres and optimize control of technological processes in coal mines.

Foreign and domestic companies find the mineral potential of this country's stern public lands, its capital markets, political stability, and "open-door" policy attractive for hard mineral exploration. Traditionally, exploration in the US has been geographically based and responsibility oriented at the district level. The 1970s brought a decentralized approach to exploration as major non-metal companies began to diversify into hard minerals. The emphasis was on capital intensive metal and energy projects involving bulk-tonnages. The recent economic downturn in metals has caused many of the new participants to withdraw from the mineral scene. The surviving companies have shifted their emphasis toward medium scale precious metal projects having high operating margins and rapid return on equity. Exploration expenditures in the United States are now principally focused on gold and silver to the exclusion of practically all other commodities. In the search for precious metals companies have scaled back their exploration efforts and have began to apply new approaches to target selection. The search is being assisted by rapidly evolving conceptual models. The change in orientation has led to numerous new discoveries. The finds are essentially "rediscoveries" that c,-re previously uneconomic. The majority are low-grade surface deposits that have involved low discovery costs and short lead times for development by low-cost mining and beneficiation methods. The emphasis on gold to the exclusion of all other commodities raises questions regarding the direction of exploration in the US for the rest of the 80s.
