At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

The Inspiration ore body was discovered in 1904, but a 50 -ton mill which was installed to treat the disseminated copper ore promptly failed. The original Inspiration Company then gave way to another, backed by W. B. Thompson, which found 40 million tons of ore. Control then passed to Anaconda and Dr. Louis Ricketts took charge as consulting engineer. He abandoned the mill which had been partially built (to the horror of the stockholders, according to Ira Joralemon) and spent a year and a million dollars experimenting with flotation. The first large copper flotation plant was then built and recovered 50% more copper than had previous gravity mills. It, of course, was highly successful and became the forerunner of modern flotation plants. Inspiration is distinctive as the first fully integrated copper operation in the United States. Three open pits supply sulfide ore to the concentrator and mixed oxide and sulfide ore to a vat leaching and electrowinning operation with leached ore also being sent to the concentrator. In addition, dump leaching supplies pregnant solution for scrap iron precipitation. Inspiration has recently constructed an electric furnace smelter and also operates a continuous casting and rod plant. The new primary 54 in. by 74 in. crusher was completed in May of 1972 and replaced an older unit which was in the way of the open pit development. It is of an unusual circular silo design, which permits dumping 0 from two positions at 90 from each other. One dumping position is in line with the spider, while the other one is at right angles to it. A box girder splitter bar hung from the dump pocket slopes downward from the second dump point, across the spider cap, and rests on the pocket bottom. This splitter was not installed to protect the spider but was to aid in distributing wet ore being dumped from that position to both sides of the spider. Any large amount of wet ore delivered to one side of the spider would pack in the crusher cavity. The round front wall of the 18 ft (5.5 m) deep pocket is unlined except for light steel protection at the top, while the straight back wall is lined with vertically positioned railroad rails. Water for dust suppression is sprayed into the pocket through a cluster of 3/8 in. (9.5 mm) nozzles at the back of the pocket. About 5 gpm (19 lpm) of water are mixed with 90 psi (620 kPa) air upstream of the nozzles to produce a fog which is effective in dust control. The 54 in. This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

In the mining and processing industry, the maintenance plan has often evolved rather than being consciously set up resulting in an overreliance on breakdown and fixed-time maintenance (planned maintenance). Historically mining and processing plant equipment has been robust and less automated than modem equipment, making it relatively easy to work on. Mining and processing plants have relied on large and expensive maintenance departments to enable rapid attention to breakdowns. Maintenance itself can result in excessive downtime and costs. This results from the requirement to take the machinery off-line to carry out (possibly unnecessary and invasive) maintenance. The danger of infant mortality after it has been put back on line again and also the cost of the maintenance action itself contributes to costs. A goal of any well-run maintenance program is to have the lowest cost while providing 100% capacity 100% of the time to operations. When maintenance investments are at a minimum, the cost of lost production is at its highest. As maintenance effort and investments are intelligently increased, the production loss gradually decreases until the lowest combined cost is achieved. This is the maintenance goal. A road map is needed to achieving maintenance excellence. This article addresses a "Road Map" to achieving maintenance excellence. Itemized are the improvements realized in better working conditions, better efficiency, higher production, lower costs, and better community relations. These improvements are related to the overall profitability of the particular plant or facility.

As a minerals company, obtaining the appropriate consents under the Resource Management Act 1991 and getting permits granted for exploring, prospecting and mining under the Crown Minerals Act 1991, is necessary for actively exploring and mining in New Zealand. But the essential mix of ingredients for a viable and healthy Industry go way beyond this.   In the short term, an individual company seeking to operate on or within the Crown minerals estate of New Zealand must chart a course through the requirements raised by new cornerstone legislation, the Resource Management Act, the Crown Minerals Act and, the Conservation Act 1978 (where the minerals sought coincide with this estate).   However, this paper suggests that in the longer term for individual operators within the Industry and for the Industry at large to remain viable and sustainable and for New Zealanders to continue to enjoy its benefits, much more is required. Not least of which is a better balancing of competing uses and attitudes, which will require an opening of minds, a change in mindset, topped off with those two most essential of ingredients advocacy and leadership.   New Zealand has undergone massive restructuring in the last 15 years. Is it complete? Have each of its fronts evolved to the end point which was envisaged by the designers of the regime? What are the advantages? What is left to be done? What are the impediments from an incomplete transition which are left to either dog the Industry or remain as a challenge to be removed to ensure the Industry's smooth sailing into a prosperous and environmentally clean and friendly future? A future wherein an educated and understanding public welcome and are proud of the Minerals Industry to whom they owe the standard of living which they enjoy.   This presentation will examine the role of the New Zealand Minerals Industry Association (NZMIA) in paving the way for an optimum operating environment in which to couch a healthy industry into the future.

Rock preconditioning in advance of mining was shown to be an effective means of rock-burst control based on the results of a field demonstration carried out on the 7700 level of the Hecla Mining Company's Star mine. Mining through the preconditioned zone was characterized by greatly reduced rates of released seismic energy and no bumping or rock bursting occurred within the preconditioned zone. Mining above the preconditioned zone was characterized by greatly increased rates of released seismic energy and rock bursting, particularly where the vein became very narrow in waste zones. This increased incidence of rock bursting points out the need for stope preconditioning to be carried out on an entire stope block basis. The data obtained from the monitoring of the mining above the preconditioned zone on the 7700 level will be extremely useful in evaluating any future stope block preconditioning experiments on the lower levels or the Star mine.

MANY mechanical advances have been made on mining equipment during the year 1951. There have been a number of trends established and many modifications made on open-pit equipment to increase the efficiency and availability of all the machines necessary in the moving of overburden and iron ore. Some years ago, the trend toward larger shovels for the loading of off-highway trucks began, but in the last year, it has become general practice to use the 5 to 7 ¼ -yd quarry-type shovels in the loading of haulage units. For years these larger shovels were used in the locomotive haulage pits. As the truck capacities increased from 15 to 20 to 30 tons, the need for larger loading units became apparent. Today in most mines, large shovels are in evidence and a few 8-yd shovels will be delivered this year for loading off-highway trucks. Torque Converter-Shovel The Diesel-driven shovel with its friction bands has been modernized with the torque converter. There have been about ten shovels remodeled to take a torque converter in the drive system. The large high-torque, low-speed Diesel engine was removed and replaced by a high-horsepower, high-speed, automotive-type engine. This engine was connected directly to the torque converter. The torque converter was connected to the shovel through the standard original sprocket and chain. Dual governors controlled engine performance. One governor controlled the high idle of the engine; the other governor, which is connected through a flexible shaft to the output shaft of the converter, controlled the loading of the engine. With this dual governor hook-up, the engine anticipates load conditions and is operating at high idle and full throttle before the shovel load is transmitted back through the converter to the flywheel. It has been found that with this automotive-type engine and converter, the shovel capacity has been increased about 20 pct. Also, the wear on the friction bands, breakage of hoist cables, and other mechanical breakages has been reduced materially. Alloy-Steel in Shovels The shovel equipment manufacturers have been experimenting with low-temperature-strength, high-alloy steels to combat the excessive breakage that occurs in extremely cold weather. High-nickel alloy steel has been used in critical areas that are affected by low temperatures, the most notable being dipper sticks. Most shovels ordered today are equipped with some of this special, alloy steel. More and more manganese alloy is being used for replacement parts such as shovel pads, idlers, drive sprockets, etc. Although the initial cost of these parts is considerably higher than the standard replacement items, the life of these manganese parts is considerably longer and well worth the added expenditure. Dipper-teeth repair is still a problem. Most companies use the small replaceable inserted tooth. It has become common practice among some of the companies to "job out" their dipper-tooth repairs to outside welding companies. This necessitates an additional inventory of teeth, but it does guarantee an adequate supply of replacement teeth at all times. These contractors have set up their shops on a production basis and can do an acceptable job at a high rate of speed. Thermite welding has been used in retipping teeth. To date, the process cannot be called successful but with improvements the time required to repoint the dipper teeth will be decreased considerably. The submerged arc process has been tried in the replacement of these dipper points, but like thermite welding has not proven successful. This paper presents a metaheuristic solution to the optimisation of open pit long-term production scheduling with a stockpile and geological uncertainty. The optimisation formulation is a two-stage stochastic integer programming (SIP) model that determines the optimal mining sequence that maximises the total discounted cash flow, while penalising for high deviations from production targets. A parallel implementation of Tabu Search is proposed to accelerate the solution of the SIP formulation and take full advantage of multicore computer processing. Different variants of the proposed algorithm are applied to a case study to assess the performance of the parallel approach. The proposed algorithm and variants are benchmarked using linear relaxation of the complete problem to determine robustness and provide a better overview of the related performance. The results show a net improvement over the sequential solution, and the new proposal seems to be promising when working with a large-scale data set.CITATION:Senécal, R and Dimitrakopoulos, R, 2014. The metalliferous deposits of British Columbia are largely confined to that portion of the Cordilleran province lying west of the Rocky Mountain trench. Massive sulphides in the coastal area carry important copper •values together with lead and zinc and are composed mainly of pyrite which replaces schists or shear zones. The massive sulphide ore of the interior, on the other hand, contains lead and zinc with little copper. Pyrrhotite rather than pyrite is... the dominant metallic and deposition took place through selective replacement of sedimentary beds.

"The talc and soapstone deposits of Vermont have been worked more or less continuously for nearly 100 years, but all of the early efforts seem to have been directed toward the production of slabs for foot warmer, and other similar uses. Altho soapstone of good quality occurs at several places, much of the material first utilized was really talc and was not massive enough to be cut successfully. The grinding of talc in Vermont seems to have commenced in about 1902 and has shown continuous growth since that time. Statistics compiled by the Geological Survey in Mineral Resources of the ,United States show that the production of talc in Vermont has increased, from 8,978 short tons valued at $65,525 in 1905 to 93,960 short tons valued at $625,150 in 1917. Until 1917, New York was the leading producer in both tonnage and value with Vermont second, but in 1917, Vermont took the lead in tonnage produced, although not in value, with a production of over 47% of the total tonnage produced in the United States and over 35% of the world's pro-duction. This increase in production will probably be continued, though possibly at decreased rate, for the reserves of talc In Vermont are large.Active talc mines and mills in Vermont are found in four districts: Chester, Windsor County; Rochester, Windsor County; Waterbury, Washington County; and Johnson, Lamoille County, These mines and mills are distributed as shown in the following table:While there are a great many other known deposits of talc and soapstone in Vermont, some of which have been worked, those listed above are the only ones which have survived and are producing on a commercial basis. The closing down of many mines and quarries, for example, those at Perkinsville, Stockbridge, Reading, Cavendish, and Athens, has been attributed to several causes. Of these causes the most important seem to be exhaustion of the deposit, poor grade, long haul to the railroad, poor management due to lack of knowledge of mining methods and failure to consider talc mining strictly as a business proposition. The companies which are now operating with greatest apparent success are those which have realized the present and future possibilities of their industry, and have invested sufficient capital in both equipment and personnel to establish their companies on a firm business basis."

Mechanisation has been a predominant theme of the past 50 years in the mining industry, particularly underground mining. As the level of technology employed has increased, the anticipated productivity gains have not been realised and the differences are not explained by the demand for higher standards of safety and security. Now, mining costs are so high and productivity so low that the resultant return on investment for many Canadian operations has fallen to levels considered unacceptable in a competitive capital market. Simply continuing technological development cannot reverse this trend and its financial implications. The focus on technological development has distracted us from some basic truths. Systems that are more complex are more likely to fail and cost-effective processes depend on the continuity of productive activity and the flow of material. When putting these facts together, it becomes clear that in a system that has fixed external conditions, the single most crucial issue is the effective management of the operational cycle. By its nature, technology focuses our attention on what gets done and how it gets done, while the crucial issue is the increasingly longer periods in the operational cycle when nothing productive is being done. What is required is to match the level of technological complexity to the fixed system conditions, which are virtually unchangeable. This paper looks at the overall system and objectives and attempts to present an appropriate level of technology for the Canadian mining industry, now and in the foreseeable future.

"An expert system applied to the control of mineral process unit operations is, by its nature, the site best operating practice, having been designed by the local experts in conjunction with consulting metallurgists. The “common sense” layer in a MET (MinnovEX Expert Technology) solution determines an appropriate action for the current operating conditions through a developed heuristic model of the process (expert system). The magnitude of the setpoint change that is made is proportional to the confidence that the system has in its interpretation of the current conditions (fuzzy logic). The solution is always striving to take the process to a constraint and thereby optimise the operation. An accepted limitation of the solution is that the only way the system can determine if a constraint has been reached is to exceed it and then withdraw – essentially “experimenting” with the process. By leveraging a model, which can accurately ""simulate"" the process, this restriction can be circumvented by pre-testing the set point change through a ""what if"" analysis and then modifying the solution as appropriate.At Ok Tedi, the introduction in 1999 of a MET expert system for SAG milling resulted in significant improvement in circuit throughput. Yet, with the additional inclusion of an accurate model of the process there was still more that could be achieved. Hence, in 2002 a MET Neural Network model was developed and deployed to enhance the existing expert system solution. The principal objective of this model was predicting the effect that changes in SAG tonnage and density would have on the power draw of the mill - essentially a power predictor. The results have seen a decrease in process variance with an associated increase in average circuit performance.This paper describes the methodology by which the Neural Network model was implemented, the considerations and limitations when applying this technology and ultimately the results that were achieved."

The depletion of high-grade hard and lumpy chrome ores has forced Zimbabwean ferrochrome producers to resort to low-grade friable ores that have an average of 28 per cent fines against a set limit of 12 per cent. Submerged open arc furnaces currently in use are associated with eruptions within the furnace because of the high amounts of fines, high energy consumption, as well as high SO2 and CO2 emissions. Traditionally employed agglomeration methods such as pelletising and the use of coke in the furnace have been discarded because of the pressure to lower operational costs and to achieve higher profit margins. This research aims to develop a method to incorporate lowgrade friable ore fines and unprocessed coal into production while lowering CO2 and SO2 emissions through a closed direct current (DC) arc furnace. The closed DC arc furnace could incorporate the friable ores and coal while maintaining above 90 per cent reduction rates. Preliminary findings also show that energy consumption could be reduced by up to 35 per cent by incorporating a pre-heating and pre-reduction system using the flue gases from the furnace. In the proposed circuit, the cost of production per ton of ferrochrome might be potentially lowered by an average of 30 per cent.

Brockman 2 mine is located in the Pilbara of Western Australia and is operated by Rio Tinto Iron Ore. Mineralisation is hosted by synclines where there is structural complexity to focus fluid flow. Mineralisation is hosted by the Brockman Iron Formation. Mining is on 10 m benches and blastholes spaced at 6 - 8 m apart are geologically logged, sampled by shovel cuts, and assayed using X-ray fluorescence for ten chemical variables. Blast blocks are digitised by mine geologists to assign destinations of material within blasts. Resource evaluation drilling is on a spacing of 50 m × 50 m across known mineralisation and consists of recent reverse circulation drilling and older open hole percussion drilling. Sampling of resource evaluation drilling is by rotary splitters or riffle splitters, and assaying is by X-ray fluorescence for ten chemical variables. Ordinary kriging of resource evaluation produces a long-term resource model. This study examines whether mine planning would be improved by using a blasthole estimate to extrapolate grades into deeper benches and merging the blasthole estimate with the long-term model made using resource evaluation drilling. The two estimates are merged into one model using an inverse weighting based on kriging variance. However, reconciliation results in a test bench show the original estimate made using resource evaluation drilling more closely matches mine geology block outs than does the merged model. This is due to a local trend of more high grade and higher iron grades of high grade in the area. The blasthole estimate of deeper benches must use extrapolation and it is diffi cult to take local trends into account. In contrast, the estimation using resource evaluation drilling is mainly interpolation and is better able to handle local trends.

"In response to “Arctic Mineral Wealth —Equitable Participation with Aboriginal Landowners – A slow or fast process?”, this author’s impression is one that, to her, seems obvious — this is definitely going to be a slow process. To question this issue seems ridiculous, unless the mining industry is considering following the same patters of the past, thereby adding to the suppression and injustices to which the aboriginals are so accustomed. To make genuine progress, where trust and good communication has been achieved with time as a factor in proceeding, the author feels, without a doubt, that the triangle of industry, government and aboriginals will seriously have to be restructured or eliminated. Anytime you mix government with progress, along with other problems, you are looking at bureaucracy, and that takes time. Issues such as the settlement of land claims have not been resolved, and in all likelihood could take forty years to finalize. Aboriginals have been suppressed for centuries by governments and industries with ethnocentric ideologies, and now that they are in a position to reclaim their lands, attain their own economies and government, and truly secure a wealthy, self-sufficient legacy for their descendants, how can anyone imagine they’ll move quickly? This author also strongly disagrees to some sections of Mr. Wakefeld’s article and will expand on her objections.We question whether aboriginals under-stand the process of mine development. If we encounter an electrical problem in our home, o we not call an electrician without having to learn the trade ourselves? This comparison seems simplistic, but does convey a point. As cited, “there are now over 100 000 aboriginals who have completed post-secondary education.” Are the numbers revealed in Mr. Wakefeld’s paper there to scare us? Is he suggesting that without the industry’s haste, the aboriginal’s new found intelligence could pose a problem to the mineral explorer. While it is true that not all are highly educated, the aboriginals have specialists in market fluctuations, feasibility studies and the needed skills. They have specialists, such as their representative organization of COPE 1984, (the Committee for Original People’s Entitlement), who under-stand their cultures, language and desires. Their education should expedite the negotiations and end the power struggles equitably. Aboriginal people are not stupid. Once they have reason to be proud, regain their communities and know the direction that they’re headed, their self-determination will return."

Diesel engine particulate matter pollution is a matter of concern currently in underground mines worldwide. A number of real-time Diesel Particulate Matter (DPM) monitors have been developed in recent years; two of these by the National Institute of Occupational Health and Safety (NIOSH) in the US. One, the D-PDM, is based on an adaption of the successful NIOSH?s Personal Dust Monitor (PDM) unit which is being taken up very successfully for mine respirable dust monitoring. The D-PDM measures all particulate matter within a sub-micron range as classified nominally at 0.8 micrometers by a purpose developed cyclone. The other, the FLIR Airtec, measures the Elemental Carbon (EC) component of DPM by a laser scattering approach. Both instruments have been evaluated underground in robustness and reliability testing in coal mines by the authors. Real time DPM monitors allow greater understanding of the sources and levels of DPM pollution in underground activities. They allow engineering evaluations to determine how conditions can be improved or mining personnel relocated to lower concentration levels. Studies are discussed that examine DPM concentrations from vehicles under varying ventilation conditions. Some of these concern tests undertaken during high activity longwall face moves. They focus on evaluating DPM during the various phases of the face Chock Shield moves. An initiative in some mines has been to limit the number of vehicles in the mining section or panel by the use of a Tag Board or Traffic Controller at the panel travel road entrance to manage exhaust DPM and gases. Diesel tags or tokens are used to control the number of vehicles entering a section or panel and so limit level of pollution. Summation of DPM levels from points monitored throughout a panel demonstrates increasing DPM levels from influence of additional equipment in series within the ventilation circuit. An alternative approach is to invest in underground continuous real-time monitoring of exhaust gases, DPM and section air quantity and integrate this information to determine whether an additional vehicle can enter without exceeding diesel target limit. This optimizes the access of diesel vehicles and replaces the existing manual tag board system. Real-time DPM monitoring allows the industry to pin-point high exposure zones such as those encountered where various vehicles work in areas of constrained or difficult ventilation. Identification of high DPM zones allows efficient modification of mine ventilation, operator positioning and other work practices to reduce underground miners? exposures.

IN the Labrador iron fields two concessions, totaling nearly 24,000 square miles, have been staked out and commercial-grade deposits delineated. The Newfoundland-Labrador concession, owned by the Labrador Mining and Exploration Co. Ltd., is a 20,000-square-mile tract in the upper basins of the Hamilton and N askaupi Rivers which drain into Lake Melville. The New Quebec licensed area is 3900 square miles, owned by the Hollinger North Shore Exploration Co. Ltd., lying to the northwest of the northwestern part of the Labrador concession. It includes the upper basin of the Swampy Bay River and part of the upper basin of the Whale River, both of which drain into Ungava Bay. Both of the above-named companies are controlled by Hollinger Consolidated Gold Mines Ltd. with The M. A. Hanna Co., of Cleveland, holding a minority interest. When exploration was first undertaken in 1936, the only published map of the area was that prepared by A. P. Low in 1895. It showed only the main watercourses and gave only a rough, general idea of the geology. The numerous lakes of this vast area had to be first sketched and then mapped. Since then, extensive geological and topographical surveys have been conducted by the Labrador company, work which is normally done by Government branches.
