MOST PEOPLE think of peat as an inferior substitute for coal as a fuel, and will be surprised to learn that it is extensively mined in this country for use as fertilizer rather than as a fuel. Some years ago the Florida Humus Co. began producing it at Zellwood, Orange County, Fla., in a small way for local use. When, however, the company secured an Institute member, M. H. Cuise, to apply his wide experience in mining to the problems here it was found possible to decrease production costs 70 per cent and increase output tenfold. The obvious way in which to decrease costs was to replace shovel-and- horse methods with machinery, much of which, in order to keep down-invested capital, was improvised by remodeling second-hand equipment, changing the design where necessary to meet the special conditions involved.

WHEN I first received the kind invitation extended to me by the Mining Society of Nova Scotia, I read over very carefully the suggested title-"The importance of long-distance planning and budgetting in modern methods of mining, and the advisability of working to some definite plan". I came to the conclusion that I might as well confess my inability to handle properly such a vast and intricate subject within the scope of any one paper. More properly, I think a round-table discussion should be indulged in-a sort' of symposium carried on in similar fashion to the World Power and Coal Conferences- you know, a committee for this, a committee for that, and, finally, a committee to see what the committees are doing. Weil, your Secretary's suggestion is just like that- much too comprehensive for any half-hour's presentation. As a paper, also, it either becomes too general and therefore uninteresting, or i.t descends into detail and describes means and methods to the end desired, which have little attraction because they were designed to meet quite different conditions than those my audience would mentally be considering. Of the two evils facing me, I have chosen the one that sticks to the generalities. Your Secretary's query almost automatically divides itself into two distinct phases: First, the importance, and second, the advisability, of planning. Let us dwell for the moment on the second, because, if we can prove advisability, that leads to desirability and, finally, to doing. Proving is the difficult part of the little problem. Here was something I, personally and as a mining engineer, had been battling for all my corporate life without being able to prove it to anybody. Then I saw the way out of that. I perceived I could put that little question of advisability on another basis altogether-:put it in the class of "coming- some day- soon" whether you or l or anybody else liked it or not; call it, if you please, mandatory, certain, necessary, enforceable planning. All of which means that the problem of advisability has rather suddenly become the very practical one of "how to do it". Why?

The aim of this paper is to highlight the social aspects involved in the preparation of environmental impact studies (E.I.S.'s) for mining developments. In particular, the paper will reveal that the social information provided in such E.I.S.'s can achieve much more than simply satisfying government requirements. Such information can form the basis of a strategy to deal with the settlement of a mine workforce in either an existing or newly developed community. A strategy of this type can go a long way towards avoiding many of the social problems and related industrial disputes often created in such circumstances. It will also be of significant benefit to the mining company in negotiating its infrastructure package with the local authority.

This report summarizes the U.S. Bureau of Mines evaluation of the mineral resources of eight roadless areas in several National Forests in Montana. The areas are amoung those that have been proposed as additions to the National Wilderness Presevation System In various sessions of the U.S. Congress. Mineral Commodities present include gold (lode and placer), silver, copper, lead, zinc, molybdenum, tungsten, rare-earth elements, fluorite, and barite. Numerous mineral deposit types occur. Past production was from gold placers and vein-type deposits. There is potential for development of large volume porphyry copper-molybdenum, disseminated gold, stratabound copper-silver, and exhalative massive-sulfide metallic deposits. A substantial increase in metal prices is needed before any known vein-type deposits will be economic.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. The Harts Range deposit, owned by Olympia Resources is located some 130 kms northeast of Alice Springs, in central Australia (part of Australia’s Northern Territory). The core economic minerals here are industrial grade garnet and alumino magnesio hornblende (AMH). The resource contains an estimated 2.3 million tonnes of recoverable garnet and 6.2 million tonnes of recoverable AMH, making Harts Range one of the most significant abrasive medium deposits in the world. Part of the general marketing axiom of Olympia Resources is to make high quality products from the garnet and also a special series of blended garnet/AMH products to match the needs for other sectors of industry. The deposit mineralization is of alluvial origin and thus, requires no significant liberation regimes. Over 50% of the head feed is in the form of SiO2/quartz and as much as 17% is –63micron clay slimes and mica. Original pilot scale testwork for flowsheet development centred around fairly conventional wet gravity systems, with spiral concentrators being the pre-eminent separating device. To a point, this type of flowsheet was going to achieve some of the aims albeit fairly predictably. The one area that this circuit would be very limited though is in the recovery of the very coarsest of the medium SG minerals. This was going to be a very important and longer-term costly flaw. Amongst the highest demand, greatest value of products to be produced will be the range of garnet & AMH in the +600 microns sector. A flowsheet dominated by spirals would be fated to forfeit a significant proportion of these coarse minerals to tails. At the Outokumpu Technology P/L test facilities in Perth, testwork was conducted using a pilot scale Floatex® Density Separator, the LPF-230 model. Using a twin stage approach, whereby a primary Floatex® underflow reports directly to a secondary Floatex®, recovery of the economically important +600 micron garnet was increased from 65% in the spirals-only flowsheet to 95% using the Floatex® based flowsheet. Finally, the other significant aspect of this approach is in substantial simplification of the circuit required and a huge reduction in plant footprint. Also, the nature of using hindered settling provides substantial opportunities for process control and automation.

"I THANK YOU for the invitation which The Mining Society of Nova Scotia extended, originally to Gordon Berry, manager 'of our Point Tupper Refinery, to join you at this meeting and discuss refining and petrochemicals in their relation to this region. There are natural advantages in Nova Scotia which have made possible, and will continue to make possible, sizeable developments both in petroleum refining and in chemicals. Equally, however, as is the case everywhere, there are certain constraints. For clarity in this presentation, I will state some of these constraints right at the beginning. First, of any future developments from now on, only a small proportion of the products can be expected to go into local markets. I can make the point best with a few figures. Petroleum companies all have market forecasts. None ever work out to be perfect, but the trends are relatively predictable and the orders of magnitude are certainly correct. "INTRODUCTION This paper addresses the prevalence of poor public reporting practices of Coal Exploration Results, Coal Resources and Coal Reserves in southern Africa. Currently, the reporting of coal tonnage without supporting coal qualities or “saleable” tonnes and quality is a poor reporting practice that occurs far too often. Not all coal is equal – therefore it is extremely important that investors or potential investors are provided with the full details of both run-of-mine (“ROM”) and Saleable coal tonnage, their associated qualities and other material and relevant information. Competent or Qualified Persons should note that publicly reported information should be sufficient to enable an informed reader to make a reasonable and balanced assessment of the significance of the information provide. “Companies are encouraged to provide information in their Public Reports, which is as comprehensive as possible” (CRIRSCO, 2013): too often this isn’t the case and material matters are either not reported or inadequately disclosed. According to the South African National Standard (SANS) 10320:2014 draft document - “tonnage and coal quality that will be available for sale, either in the raw ROM state (raw Saleable) at a specified moisture content, or after beneficiation of the ROM coal by processing operations to produce materials at specified qualities, size ranges and moisture contents. The assessments must demonstrate that at the time of reporting, the marketing of the products is reasonably justified. The basis of the predicted practical product yield to achieve the Saleable Coal Reserve must be stated. The moisture basis of reporting shall be stated.” As an example to why coal qualities are so important to the public, the requirements of South Africa’s electric public utility (Eskom) power stations are highlighted. The Kendal power station, commissioned in 1988, operates at a Calorific Value (“CV”) range of 19 to 20MJ/kg, an Ash content between 29 and 34% and Volatiles between 20 to 21%. Other power stations, such as Kriel or Hendrina, may require different qualities such as a CV range of 22 to 23MJ/kg, an Ash content between 20 and 28% and Volatiles between 22 to 23%. Thus, in terms of domestic saleable coal, it isn’t just about reporting the coal qualities but also informing the investor as to which power station the coal is intended to be sold as “boilers are designed to burn particular qualities of coal” and “it is not always possible to transfer coal between stations because of different quality requirements at each station” (Chetty, 2010). Sulphur content is also another important quality with the ideal coal content having a quality of less than 1% Sulphur."

Thorite and rare earth deposits in the Lemhi Pass area of southeastern Lemhi County, Idaho, are contained along complex shear and fracture zones and in reopened gold-quartz veins and copper lodes in quartzitic and phyllitic rocks of the Pre-cambrian belt series. Some of the shear and fracture zones are several tons of feet across and comprise broad zones of irregularly mineralized rock. These lodes contain a notable concentration of thorium and rare earth elements along with considerable amounts of barium, .potassium, calcium, iron, aluminum, phosphorus, sulfur, and silicon. The principal minerals are thorite, locally allanite, monazite, xenotime (?), apatite, specular hematite, barite, potash feldspar, occasionally calcite and quartz. Exept for some of 'the specular hematite, barite, reddish feldspar, calcite and quartz, the minerals are not distinguishable without the microscope. The thorite and locally allanite were deposited first, then the monazite and other phosphates, which were in turn followed successively by barite, potash, feldspar, calcite, and quartz. In exceptional cases, deposition of thorite and specular hematite was repeated after the feldspar. Some of the deposits contain several percent thoria, but the average os generally under one percent. The rare earth content is comparable with that of the thoria. The deposits appear to be of hydrothermal origin and are probably related genetically to late Cretaceous or early Tertiary igneous activity, manifested locally by a few dioritie and lamprophyric dikes.

"During the excavation of the north bound tunnel of the Devil’s Slide Tunnel project, deformation (convergence) was measured after passing through Fault Zone B. The tunnel convergence was not symmetrical, but was larger on the left side of the profile. It was determined that a shear zone nearly parallel with the tunnel drive was contributing to the uneven deformation. This paper will discuss how it was determined that the shear zone existed and how multi-point borehole Extensometers (MPBX) were used to verify that a significant amount of the deformation was occurring due to movement along the shear zone as the excavation was advanced. In addition, performance of the shotcrete liner in the area of the convergence will be examined. Finally, the paper will consider the means and methods that were utilized to ultimately control and stabilize the deformation. INTRODUCTION The Devil’s Slide Tunnel Project consisted of excavating two 1,250 meter tunnels each with a profile of 80 m2 utilizing the New Austrian Tunneling Method (NATM) or otherwise known as the Sequential Excavation Method (SEM). The tunnels are part of the California Coastal Highway south of Pacifica, CA, a suburb of San Francisco. The tunnels were opened to traffic in March of 2013. Geological Setting The tunnels run north-south through the San Pedro Mountain ridge, which is part of the Santa Cruz Mountains. The tunnel lies within the San Andreas Fault system and is 7.2 km west of the surface trace of the San Andreas Fault and 2.8 km east of the surface trace of the San Gregorio Fault. The 10 km strip between these two faults is referred to as the La Honda structural and terrain block (Decker et al. 2010; Amini et al. 2005; Earth Mechanics Inc. 2003). Locally, the tunnel passes through three blocks representing different geological conditions: South Block, Central Block, and North Block (Figure 1) (Decker et al. 2010; HNTB Corporation et al. 2005). The South Block consists of Mesozoic aged granodiorite and quartz diorite. The South Block also contains many local shear zones and a low angle thrust fault (Fault A). The South Block ends at Fault B, which is the southern border of the Central Block."

In deep strip mines the job of moving overburden may be so much bigger, and more costly than the removal of coal or ore that the operation is often called dirt mining. Constant improvement in stripping machines and techniques of using them is needed to offset rising costs and to increase production in mines that are now operating, and to make it economically possible to work deeper or thinner deposits.

Slag and by-products of metallurgy bear valuable components and their processing raises an in-creasing interest. Coke and iron have to be separated and other components have to be depressed, in order to obtain sellable high quality copper concentrates. Use of classical mineral processing technologies, such as magnetic separation, sulphidization, hydrometallurgy, etc. yields copper concentrates with grade of 4%~6% Cu. Copper is lost in tailings and the whole technological cycle is low profitable. Technology proposed applies an electrochemical treatment of the industrial water entering the flotation cycle. Iron and iron compounds that do not bear Cu, coke and gangue materials are depressed during the copper flotation. Copper concentrate of grade of 9.8%~10% Cu is obtained at simultaneous increase of Ag recovery by 8%~10%. As a result company profitableness is increased. Technology proposed is easy to implement, it does not require changes in the existing technology flow-sheet, and additional investment is low. The flotation process can be aided by a specially developed system for real-time analysis of the obtained copper concentrate which allows in-time corrections in the flotation parameters and entire process control. Applied flotation schemes, technological parameters and results obtained are described.

For Australian mining projects, sustainable groundwater use is typically defined as a groundwater extraction regime, measured over a specified planning time frame, which allows acceptable levels of stress and protects dependent economic, social and environmental values (DEH, 2004). This principle is compatible with most stakeholdersÆ understanding of our national environmental objectives, yet the application of this policy on a project-specific scale is not always straightforward. Three examples of sustainability issues in the management of groundwater in mining are presented. These examples highlight each of the three dependent values: environmental, economic and social.

Diamonds were discovered on the coast of Namibia in 1907 but it was not until 1962 that the first gems were produced from offshore by a barge employing an airlift. Geophysical surveys and a sampling program were initiated and an understanding of the diamond distribution was gained. Several vessels, some with multiple airlifts, were used until the early 1970's. Some spectacular production results were achieved, but generally the systems failed to retrieve the gravels efficiently from beneath the overburden and off the bedrock. Various companies continued working with mixed outcomes until the mid-1980's, when new regulations were enacted by the authorities. The local Southern sea conditions dictate the present mining methods which are now applied over several hundred kilometers of the west coast. In shallow waters divers operate from small vessels, suctioning the diamondiferous gravels to surface with gravel pumps. In water depths of up to 50 m airlifts of various designs continue to be utilized with recovery plants installed on the vessels. Beyond 100 m depths a remote controlled, tracked, vehicle is used, together with a large drill mounted on swell compensator. Each system is deployed from a separate ocean-going vessel. Production of diamonds from the offshore is rising rapidly, with expectations of further increases. The coastline is likely to be the scene of new developments in marine mining techniques.

Tracer gases are an effective method for assessment of mine ventilation systems, but their dispersion characteristics can differ substantially as ventilation parameters, such as flow path and velocity, vary. This research utilizes Computational Fluid Dynamics (CFD) to model a simplified full scale model mine, details a sensitivity study examining mesh size for an underground coal mine simulation, and examines gas dispersion parameters to determine the optimal model methods for simulation of tracer gases in underground coal mines. These models can be used to determine how a given tracer gas profile might be generated in a mine or areas of a mine that are not accessible, for example, immediately following a mine disaster. Accurate simulation scenarios can allow for the remote determination of the status of the ventilation network, but the sensitivity of the simulation at mine scale must be carefully examined.

Where the equipment, technique and materials are available for the construction of large diameter rock socketted piles, this is frequently the most economical and environmentally acceptable method of supporting very large concentrated foundation loads in geoglogically appropriate areas. This paper outlines the current approaches in Australia to design and installation of large diameter rock socketted piles. The equipment and procedures described generally reflect those developed or used by Vibro-Pile (Aust.), a company which, while installing the usual range of driven and bored piles, specializes in the design and construction of large diameter rock socketted piles and possesses special expertise in drilling in high strength rock. A high capacity crane attached drill for large diameter drilling in rock is briefly described. Discussed in detail are the construction techniques employed and structural and geomechanical design methods adopted.

(San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State.
