Rare earths were not mined in the United States in 2008. However, processing of intermediate rare-earth concentrates continued throughout the year at the Mountain Pass Mine in California. Consumption of refined rare-earth products increased. U.S. rare earth imports were primarily from China, with lesser amounts, in decreasing order, from France, Hong Kong, Japan, Austria and Russia. The United States imported 100 percent of its supply of yttrium metal and compounds primarily from China. United States In 2008, lanthanide concentrates were processed by Chevron Mining Inc. (previously Molycorp Inc.) at its mine site at Mountain Pass, CA. Chevron Mining sold its entire holdings in the rare earths mine to Molycorp Minerals LLC in September and operations continued at the site through-out 2008. Major uses for these mineral commodities were in automotive catalytic converters, petroleum fl uid-cracking catalysts, permanent magnets, glass-polishing compounds, ceramics, metal-alloying additives, phosphors and recharge-able batteries. Three domestic companies produced and sold lanthanide intermediate concentrates and refined products. Chevron Mining sold its interests in the Mountain Pass Mine to Molycorp Minerals LLC on Sept. 30, 2008. Molycorp Minerals LLC is an investment company owned by Resource Capital Fund IV L.P., Pegasus Partners IV, LP, The Goldman Sachs Group Inc., Traxys North America LLC, Carint Group LLC and Mark Smith. The Molycorp operation previously mined the rare earth fluocarbonate mineral bastnäsite by hard-rock surface methods, and the mine remained on care and maintenance in 2008. Molycorp maintained significant stocks of bastnäsite concentrates, intermediate concentrates and high-purity rare earth compounds at its operations at Mountain Pass. In October 2007, Chevron Minerals completed phase one of its three-stage plan and restarted the rare earth separation plant at Mountain Pass. The company also processed intermediate rare earth concentrates from existing stocks during the first three quarters of 2008. Molycorp Minerals LLC maintained production in the last quarter of the year. The mine at Mountain Pass has been closed since 1998. Future plans are to restart processing of stockpiled bastnäsite concentrates followed by reopening of the mine.

"Over the past decade, ground falls have resulted in five fatalities, representing over 40% of all fatalities occurring in underground stone mines in the United States. In conjunction with recent high-profile pillar collapses, the need for further ground control research in the nation’s stone mines is evident. Ground conditions are growing more difficult. Therefore, this research is focused on deep cover, steeply dipping, and multi-level underground nonmetal mines. The objective of this paper is to introduce a geomechanical study of pillar development in a steeply dipping limestone deposit. To accomplish this, a numerical model was developed using input from modified laboratory test data and in situ stress measurements provided by the mine to simulate the development of a pillar under these conditions. The model was then verified against field observations and stress mapping. The calibrated model was then used to calculate the estimated stresses in the pillar and immediate roof as development progresses around an instrumented pillar.INTRODUCTIONGround falls represent a significant hazard in the nation’s underground stone mines. In response to recent large-scale pillar collapses, as well as stakeholder interactions, researchers from the National Institute for Occupational Safety and Health (NIOSH) are currently conducting detailed investigations into the complex loading conditions at mines operating in challenging operational environments. These include deep-cover, steeply dipping, and multi-level mines where there is the potential for an increased risk of ground failure. The Pleasant Gap Mine, shown in Figure 1, operates in the Valentine Formation, which is typically light grey, extremely fine-grained limestone, and approximately 21.3 m (70 ft.) thick. The Centre Hall Formation makes up the immediate and main roof members and is approximately 9.1 m (30 ft.) thick, consisting of medium-dark-gray limestone (Murphy et al., 2018). Situated in a syncline, the top of the Valentine Formation dips at approximately 19° with a strike of approximately N54E in the area of interest (see Figure 2)."

The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Iran was a lodestone for the attention of industrial countries and companies wanting to share in its industrial development during the last two decades and particularly after 1972. Prior to 1972, most industrial projects in the private sector were on a relatively small scale and could be carried out in reasonably orderly fashion in spite of limitations of a primitive infrastructure and meager indigenous supply of managerial and technical skills. People with these skills could be found but not in abundance, and many of them were total¬ly engaged in various government ministries and projects. Thus it was that nearly all private sector industries, even long-established ones, required one or more foreigners to give guidance. A barite mine and processing facility was brought on line by Dresser Industries in 1960 without serious operational problems. A few expatriate experts were able to select and train a stable group of staff and production people and establish sound management principles for continued growth. The huge and increasing oil revenues after 1973 gave superficial credence to ideas of the Iranian government that the country could easily finance the jump into the industrial 20th century. All necessary skills and equipment not available in Iran would be imported, and intensive training programs would prepare Iranians for operating the new facilities. Large projects for steel production, copper production, oil refining, petrochemical production, cement production, and others were started or expanded. These are basic industries that consume substantial quantities of refractories. Studies made in 1972 indicated that the existing industries plus expanded and new projects scheduled to come into production would lead to a market sufficiently large to justify a refractory producing plant. Concurrent studies of raw material sources showed that clay, the largest tonnage item, would be locally available; the other raw materials would be imported. Iran Refractories Company (IREFCO) was founded in 1973 and started production in 1976.

The flow of information, and consequently the decision-making along the chain of mining from exploration to beneficiation, typically occurs in a discontinuous fashion over long timespans. In addition, due to the uncertain nature of the knowledge about deposits and the inherent spatial distribution of material characteristics, actual production performance in terms of produced ore grades and quantity and extraction process efficiency often deviate from expectations. Reconciliation exercises to adjust mineral reserve models and planning assumptions are performed with timely lags of weeks, months or even years.With the development of modern information and communication technology over the last decade, a flood of data about different aspects of the production process is available in a real-time manner. For example, sensor technology enables online characterisation of geochemical, mineralogical and physical material characteristics on conveyor belts or at working faces. The ability to utilise this additional information and feed it back into reserve block models and planning assumptions opens up new opportunities to continuously control the decisions made in production planning to increase resource recovery and process efficiency. This leads to a change in paradigm from a discontinuous method to near real-time reserve reconciliation and model updating, which calls for suitable modelling and optimisation methodologies to quantify prior knowledge in the reserve model, process and integrate information from different sensor sources, back propagate the gain in information into reserve models and efficiently optimise operational decisions in real-time.This paper introduces the concept of an integrated closed-loop framework for real-time reserve management, incorporating sensor-based material characterisation, geostatistical modelling under uncertainty, modern data assimilation methods for sequential model updating and mining system simulation and optimisation. Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

"Mining companies strive to increase and maintain production, while simultaneously remaining competitive in the global economy. Furthermore, they must ensure workers’ safety and maintain good safety records. The use of virtual reality (VR) facilitates the development of tools and systems for various purposes that can improve knowledge and understanding of the work environment. VR is a rapidly growing technology that uses the ever-increasing power of computing to simulate real-world and imaginary environments and situations with a high degree of realism and interaction. The availability of 3D modelling tools and simulation programming engines that work effectively with a mid-range desktop PC and standard 3D graphics card, make VR technology viable and attractive for mainstream training applications. The design, development, and implementation of interactive VR training systems is proposed as an innovative approach to augment safety training. However, in order to assess the impact of such VR training systems it is of particular importance to determine the effectiveness of the design of such systems. This article proposes an evaluation framework for this vital purpose. This framework comprises criteria to assess VR training systems, specifically relating to usability, instructional design, VR systems design, and mining industry context-specific aspects. Although the framework was developed as an evaluation tool to assess effectiveness of the design of such systems, it can equally well be used as a set of design principles to inform the design of VR training systems for mining. IntroductionMining in South Africa has been the main driving force behind the history and development of Africa’s richest and most advanced economy (Coka, 2012). The South African mining industry is frequently criticised for its poor safety record and high fatality rate (Stoddard and Skweyiya, 2016). Inadequate or insufficient training is often cited as a root cause of accidents (Van Wyk and De Villiers, 2009; Tichon and Burgess-Limerick, 2011). Virtual reality (VR) is a rapidly growing technology that utilizes the ever-increasing power of computing to simulate real-world and imaginary environments and situations with a high degree of realism and interaction (Webber-Youngman and Van Wyk, 2013). VR is currently being used or investigated as a training solution in a variety of industries. VR technology has developed rapidly and costs have fallen to levels where it can now be considered for mainstream training applications. The availability of 3D modelling tools and simulation programming engines that work effectively with a mid-range desktop PC and a standard 3D graphics card, make VR even more attractive to mine training centres (Van Wyk and De Villiers, 2009)."

This paper gives the results of a reconnaissance of the mining districts of Mineral County, Nev., made during the month of June and the first 10 days in October 1936.3/ During the field work virtually all the mining districts in the county were visited and many data were obtained relative to active and inactive properties. The report covers the location of the various mining districts, nature of deposits, ownership, information on past and current activity, data on economic conditions, and general information likely to be useful to operators and investors and others interested in mining. The geology of the deposits is discussed only in a general way. For nearly three-quarters of a century mining tin Mineral County has been the principal if not the only industry of importance. At times it has reached a very low ebb, and at other times it has been attended by the wild excitement that usually accompanies valuable discoveries of precious metals.

The design work undertaken by Rock Mechanics Technology (now part of Golder Associates (Golder)) has played a major part in successfully establishing mechanised room and pillar working in Indian coalmines, both for the development of new districts and for the re-establishment of old districts prior to pillar extraction on panel retreat.Golder has used appropriate design of pillars, extraction sequences and final snook sizes to minimise ground control risks during pillar extraction. Where the strata will not cave reliably, partial extraction systems leaving either a crush pillar or a substantial yield pillar have been adopted.Remote monitoring of selected pillars during the extraction process using stress cells, extensometry and convergence measurements provides confirmation of pillar behaviour and verification of designs.A new telltale device, giving a visible warning of impending caving, is now installed at all Indian pillar extraction sites and is proving very successful.CITATION:MacAndrew, K M, Garcia, A S and Gregson, I D, 2014. The industrial minerals industry in the Atlanta, Ga., area was studied in order to better understand problems associated with exploiting mineral resources in and near metropolitan areas. A method for delineating the Atlanta urban area and its component parts was developed so that the factors affecting the location of the minerals industry could be viewed mere objectively in the urban context. Major attention is focused on the area's dominant crushed stone subindustry Demographic and socioeconomic analysis of the Atlanta, Ga., area shows that expansion of the metropolis and its environs will probably eliminate potential mineral resources from the mineral resource base in the area, and that the expanding metropolis will be the primary determinant of future mining sites. Competition for land is accentuated to varying degrees by the incompatibility of wining operations with residential and other environmental requirements. Areas of consideration are suggested to provide maximum development of land and resources for greatest economic benefits it minimum social cost. Further research is recommended to determine market locations in urban areas, optimum operating levels for industrial minerals plants, and alternatives to surface mining.

Large structures in mines (faults, dykes, pillars, abutments) fail when the load exceeds the strength. If the loading system stiffness (LSS, also referred to as the ‘local mine stiffness’) is lower than the stiffness of the structure the failure will be unstable. The greater the difference between these stiffnesses, the greater the energy release during unstable failure. A method has been formulated by which the LSS is established through cost-effective numerical modelling while insight into the structure stiffness (source stiffness - SS) is provided by apparent stiffness, a parameter based on the empirical relation between seismic moment and radiated seismic energy of small seismic events from the area/volume of interest. By plotting LSS vs SS a ‘stiffness diagram’ is constructed that is useful for seismic hazard ranking of different structures. A comparative back-analysis of the Dagbreek fault in Welkom, South Africa, (source of the 1990 Matjhabeng earthquake) and two other nearby faults confirm the applicability of the method. An extension of the method, where ‘hazard magnitude’ is used as a measure of the LSS, allows a ‘stiffness diagram’ to be constructed using seismic data only. Une méthode a été formulée selon laquelle le LSS est établi par modélisation numérique rentable, tandis que la raideur de la structure (SS – raideur de la source) est établie par la raideur apparente, un paramètre basé sur la relation empirique entre le moment sismique et l’énergie sismique radiée de petits moments sismiques dans l’aire/volume en question. On trace le « diagramme de raideur » en relevant les deux mesures (LSS et SS), ce qui est utile pour classer les risques sismiques de structures différentes. On vérifie l’applicabilité de la méthode en comparant la faille de Welkom, Afrique du Sud (foyer du séisme de Matjhabeng en 1990) avec deux autres failles proches. Une extension de cette méthode, dans laquelle on utilise la « magnitude du risque » comme mesure du LSS, permet de construire le « diagramme de raideur » avec des données sismiques seulement. Durch das Kartograpahieren der LSS in Bezug auf die SS wird ein `Steifheitsdiagramm ' konstruiert, welches für seismische Gefahrklassifizierung der unterschiedlichen Strukturen nützlich ist. Eine vergleichende Postanalyse der Dagbreek Verwerfung in Welkom, Südafrika, (Zentrum des Matjhabeng Erdbebens 1990) und in zwei anderen nahe gelegenen Verwerfungen bestätigen die Anwendbarkeit der Methode. Eine Verlängerung der Methode, in der die `Gefahrengröße' als Maß für das LSS verwendet wird, gestattet, daß ein `Steifheitsdiagramm' konstruiert wird, welches nur seismische Daten verwendet.

With the ever increasing demand for commodities, due to changes in lifestyle and increase in population, people are striving to find ways to keep up. Mining is one essential element in the solution. Though being a powerful boost to a country?s economy, mining can have disastrous effects in the absence of waste management practice and technologies; because of the harmful heavy metals and toxic chemical waste that is generated as a by-product in mining operations. It is an established and documented fact that pollution is a major concern for communities having to live with it. Disproportionate water consumption significantly impacts local rivers and ponds thereby reducing freshwater availability and have given rise to social conflict. In light of these misgivings, management and treatment of mine water and waste has gained considerable attention recently. In this paper, we summarize some of the treatment methods that can be adopted by mining companies to reduce their environmental footprint. Appropriate treatment solutions depend on various factors including available space and capital cost for treatment solutions, type of mining waste generated, current state of the mining plant, geographical location, and other location specific issues. Incorporating waste and water management solutions as a priority within mining operations is critical for addressing increasing regulatory requirements and a starting point for initiating other Corporate Social Responsibility (CSR) programs. Collaboration among mining companies, NGOs, local community, and government facilitates successful projects which build trust leading to long term relationships. In this paper we also talk about the benefits of implementing a CSR project that captures the focus of local communities and allows the mining company to focus on operations. Implementing a sustainable business model that incorporates the broader community impacted by projects will continue to benefit even after the mining company ceases operation in that location. The challenges involved with implementing effective CSR projects, which require measuring and reporting effectiveness to create a positive social, economic, and environmental impact is also presented in this paper.

Messrs. Thomas & Cross, having leased from the Akron Cement Company from twelve to fifteen acres of abandoned cement-tunnels and chambers, for the purpose of propagating mushrooms for the market, commenced operations about a year ago, and are now beginning to furnish mushrooms in quantities to the local markets of Buffalo and Rochester. The quarries, or, more properly, the mines, of the Cement Company are located at Akron, Erie County, PIT. Y. The cement-rock occurs in a stratum about 71/2 to 8 feet in thickness, which is overlain by from 1.5 to 25 feet of limestone and flint-rock. Rotary kilns are used for a variety of mineral processing operations. Hatch makes use of a kiln model developed from first principles to evaluate designs for its clients. This tool has been applied to a variety of pyrometallurgical applications. This paper illustrates the application of numerical optimization techniques in combination with the kiln model in the interrogation of a generic iron-ore reduction process. The fundamental modelling concepts are explained, followed by a description of the optimization approach. The results show how the combination of the two methods, with modern computing power, can generate a large number of viable design and operating candidates.

"Basement construction is one of the challenging geotechnical concerns in the urban environment. Several types of retention systems are practiced to support the earth which is suitable for restricted access, rapid mobilization, fast excavation and cost-effective designs. A thorough understanding of geotechnical engineering as well as the structural mechanics is important for the earth retention systems. This paper discusses a project with various types of foundation solutions including monitoring of deflections during excavation stage of a retention system.A multi storeyed residential building (3B+Stilt+18F) in Chennai having structure foot print area of 1500 m2 has to be constructed on large diameter pile foundations and also to support the proposed basement excavation. Ground water table was encountered at about 6m below the existing ground level (EGL). In order to support heavy structural loads, large diameter bored cast-in-situ piles were chosen and installed. Further, complete retention system was economically designed and built, which includes installation of Contiguous Bored Piles (CBP) in combination of vertical grout columns behind CBP wall to seal the gap between the CB Piles, installation of inclined ground anchors, construction of capping beam, stressing and locking of installed ground anchors. A detailed monitoring program was in place and continuous monitoring of wall deflections is being measured at the time of publishing this paper. This paper describes the design and construction aspects adopted for foundation and retention system including the monitoring results during excavation stage of the project.INTRODUCTIONIn general, stage wise open excavation will be opted for basement construction where plenty of space is available. Due to urbanization and restricted space, open excavation became a difficult task nowadays. To overcome this problem, suitable retention system need to be selected to retain the soil mass. Selection of suitable retention system for multi-level basement excavation is a great challenge in geotechnical industry, especially when the proposed site is located within the minimum set back distance from the existing structures. This in turn calls for the advanced and innovative methods of retention system.Several earth retention systems such as Diaphragm Walls, Secant Pile Walls, CBP system, Soldier Pile Walls, Sheet Piles, Deep Soil Mixing (block walls) etc. with or without inclined ground anchors are being practiced worldwide. Considering the advantages and disadvantages of the available retention systems in practice locally and keeping in view of present site conditions, the developer has chosen CBP system with inclined ground anchors so that all foundation related works of the project will be handled in a single package. The main advantage of such packaged solution will ease the coordination between design consultants and foundation contractor resulting in faster construction of foundation works which in turn reflect savings in time and cost."

The use of the Bond Work Index to size industrial grinding equipment is well known. Its use to measure grinding efficiency was presented by C.A. Rowland, Jr. at an AIME meeting in 1976. However, due to a bureaucratic error, the paper was never submitted for publication. This metric has nevertheless been adopted by industry as a widely used standard. The purpose of this paper is to re-present and update the application of this tool as a standard for measuring grinding circuit efficiency.
