THE PROBLEMS AND POSSIBLE SOLUTIONS Toward the end of the 19th century, American industry began a drastic reorganization. The many, small, often-regional firms were supplanted by large national corporations-often produced by mergers among the existing firms. Giant companies appeared throughout American industry and many of them were engaged in the mineral industries.a The largest combines, by far, to emerge during the period were United States Steel and Standard Oil. Long before the restructuring had run its course, widespread concern arose over the process of concentration. Efforts were made to control, if not stop, the transformation. The concern produced the Sherman Antitrust Act of 1890 and the first of many federal regulatory agencies-the Interstate Commerce Commission (see Refs. 24, 31, 42). The basic objectives of these policies remain unclear to this day. The crucial issue is whether the goal is primarily to insure development of a more competitive economy or to preserve a social structure leaving more scope for small businesses. Complications arise from difficulties in agreeing upon the meaning of these terms. Studies of the early years of the antitrust movement suggest that it involved no particular concern over the mineral industries. Objections were directed at big companies in general. To be sure, the conservation movement arose in roughly the same period and did stress the evils of monopoly control of minerals. However, direct, continuing influence of conservation policy on antitrust is not apparent. Many of the most important antitrust cases, nevertheless, involved minerals. This, of course, may be sheer coincidence; the choice of cases has never followed any obvious pattern. Certainly, no simple hypothesis can explain the interest consistently. Once it may have been true that mineral industries were more likely than other sectors to be dominated by a few large companies. Yet, often sharp reversals of such tendencies -e.g., in oil and aluminum-have not removed antitrust interest. Introduction At the Britannia Mining and Smelting Company's mill, the equivalent of 2,500 to 2,800 pounds of copper sulphate crystals per day is made from copper which is precipitated from the mine-water. This copper sulphate is used in the mill for the recovery of sphalerite by2 flotation. From 1932 until 1936 it was produced by exposing the precipitate to air for thirty days and then dissolving the oxidized copper with dilute sulphuric acid. In 1936, the flotation of sphalerite was discontinued and, when it was resumed in 1947, steps were taken to try to improve the former method. The present paper outlines the way in which this was done, and describes the plant and procedure by which copper sulphate is now being made, and by means of which an appreciable saving is being effected. Aboratory Tests The previous work had established that the precipitate, which consists mainly of metallic copper, must be oxidized before the copper would dissolve in dilute sulphuric acid. Various methods for oxidizing it were tried but in the early laboratory work the only suitable one found was to heat the precipitate to 600°C. and hold it at this temperature for two hours. When this was done, approximately 90 per cent of the copper became soluble in .acid. This percentage was considered satisfactory for practical purposes, but the cost of roasting was prohibitive because only a small amount of roasted precipitate was required each day.

If the primary purpose of a control system is to assure a fixed-quality product at maximum yield, the real issue involved in control of the fine coal cleaning circuit in a plant is to demonstrate that control is technically feasible and economically beneficial . This paper suggests that it is not easy to do so in most cases. Fine coal, defined here as the 28 mesh x 0 fraction of the plant feed, is generally cleaned using a combination of hydrocyclones and flotation. Both of these processes are relatively insensitive to changes in operating variables. Further, the fines fraction general 1 y forms no more than 20% of the plant feed and, at times, is as low as 10%. The instruments to measure flow rates, densities, and product qua1ity (ash, sulfur, etc.) are not sufficiently accurate to allow effective responses to changing state variables and product quality. It is sufficient to run the fine coal circuits at maximum recovery, and the control of product quality and optimization of yield should be achieved by controlling the coarse coal circuits and measuring the quality of the entire clean coal leaving the plant. This contention is made with particular reference to U.S. plants cleaning coal for the utility industry and should be viewed in this context only. It is explicitly admitted that this strategy is mathematically non-optimal in the sense that all size fractions are not necessarily cleaned at equal elementary ash, and would result in a loss of yield. However, under the conditions of conventional coal cleaning practice, this is a sensible approach.

Discussion R. E. Rarnes (Member): The original concepts and the pioneering work now brought to the practical test stage by the Mining Research Laboratory team deserve our highest praise. The authors of this comprehensive paper rightly stress the urgency of establishing the extent to which the apparent potential can profitably be realised in practice. It is to be hoped that adequate funds will be made available by individual mining companies, the Chamber of Mines and manufacturers to attract the necessary staff and maintain the high rate of achievement of the last two years. From the Seventy-Eighth Annual Report of the Chamber of Mines and its members we see that, in 1967, with a Working Revenue of R759.8 million from gold and R54.6 million pit mouth coal sales and with profits from gold and uranium and pyrite of R307.9 million, only R1.9 million was spent by the Chamber on all forms of Research. It is considered unlikely that the associated mining companies and manufacturers exceeded this investment expenditure. Assuming a total of R4 million spent by the industry on Research and Development, this is less than half of 1 per cent of sales of gold and coal. This percentage, so low in comparison to North America and Europe, is no worse than that of Exploration expenditure which, in 1967, with South Africa's total mineral production of R1,287 million, was estimated to have been R6 million (Pretorius 1968). In a primary industry with ever present depletion of ore deposits and with cost escalation, expenditure on Exploration and on Research and Development is not a risky luxury but a tactical obligation. The potential rate of return on research expenditure into rock breaking is high. Stores consumed by gold and coal mines, members of the Chamber of Mines, totalled R316.2 million in 1967. Except for purchased power costing R42.2 million the highest cost group was explosives, drills and drill steel totalling R33.8 million or 10.7 per cent of the total stores consumed. In the paper under discussion it is claimed that the low 'effective stoping width' should greatly reduce the likelihood of rock falls or rock bursts to the extent that permanent support can be dispensed with. Insofar as this narrow cut is only 12 in. in advance of the working area which, with a 10 in. channel, is unlikely to be much reduced in width from that achieved by current methods, this claim is not readily understandable. Were it to have been based upon the regional support gained from packed waste it would have been more acceptable. Pre-developed stope drives may give serious trouble at depth and for this reason it is questioned whether a stoping area can avoid periodic sub-development blasting-the spoil and fumes from which will interfere with the rock flow and continuous mining of the rock-cutter. If, in the mining method proposed by the authors, stope drives are cut as small as possible (6 ft by 6 ft) then 25 per cent of the total tons handled (excluding resued waste) and 5 per cent of the gold will be blasted conventionally in the stope. At this stage one cannot envisage tunnelling machines economically or practically capable of such work. The various methods described by the authors and subsequent contributors for breaking waste are most interesting. It was noted that the 'bull wedge' and 'explosives' in Fig. 1 of the paper were no further from the ideal point 'A' than was 'cutting'. The writer considers that the bold and imaginative steps taken by the Mining Research Laboratory Team, the mining companies and the manufacturers concerned will eventually lead to a successful rock cutting machine with universal application largely independent of rock type. This may take many years. In the meantime other methods of improving productivity of saleable metal by rock breaking teams should be investigated even if such methods have local applications only. In 1955 the writer conducted tests with a wire saw similar to those used in quarries in the Northern Transvaal and elsewhere. Jeppestown shale, the immediate footwall of much of the East Rand gold field, was cut at the rate of 6 in. per hour using sand, water and a special endless rope driven by a low h.p. motor. A hypothesis on its application was submitted to the Office of the Government Mining Engineer in 1955 and to other mining institutions in 1966 after the writer returned to South Africa. By inference, rope sawing was classed as less promising than other methods tested in the Orange Free State Goldfields (Parker 1969). With highly resilicified hanging and footwall quartzites this was not surprising and confirmed the writers findings when testing hanging wall quartzite from the East Rand in 1955. The relatively uniform conditions, the low strength, hardness, and silica content of the Merensky Reef platinum deposits (Gray and von Bardeleben 1969) and in particular, the existence of overlying Merensky pyroxenite (Cousins 1964) make this and the East Rand attractive areas for larger scale testing of wire saws. It is envisaged that in suitable rock types the 5/8 in. slot would be advanced down dip or down a minor dip. In undisturbed areas 'faces' of up to 200 ft in length could be cut several feet in advance of breaking which could then consist of light blasting to the second free face or some of the methods now being tested for breaking waste in rock-cutting operations. A wire saw is an inexpensive and simple machine which, in some areas, could make significant and early gains in rock breaking efficiency as well as in ground and stoping width control.

INTRODUCTION The Washington Metro is a 98 mile rapid transit system that will serve the District of Columbia, southern Maryland, and northern Virginia. The construction work herein described relates to Section B-1 of this system. The contract for this work was awarded by the Owner, The Washington Metropolitan Area Transit Authority, to a joint venture doing business under the name of Ball-Shea-Norair. The partners in this venture were Gordon H. Ball, Inc., Danville, California; J. F. Shea Company, Inc., Walnut Creek, California; and Norair Engineering Corporation, Washington, D. C. The bid price for the project was $33,741,524 with a contract duration of 910 calendar days. Notice to proceed was issued January 5, 1970. The present modified price for the work is $36,866,000 with completion anticipated in July 1974. (About 1,638 days elapsed time.) The work to be done consisted essentially of construction of 3,490 linear feet of cut-and-cover track with side platform, and 600 ft cut-and-cover arch shaped subway stations. Stations are located in Judiciary Square and Eighth & G Street, N. W., areas. Decking of excavation in street areas, maintenance of traffic and utilities, vent and fan shafts, underpinning of court buildings in Judiciary Square and the Smithsonian National Portrait Building, and an electrical substation were included in the contract. Stations were constructed of cast-in-place concrete.

Ontario, one of the richest mining districts in the world, is a natural storehouse for much of the earth's fresh water supply. Covering over 344,000 square miles, the surface of this Canadian Province is dotted with 250,000 fresh water lakes and is laced with uncounted thousands of fresh water rivers and streams. The southern portion of the Province, for the most part, is flat or lazily rolling farmland. This is where most of the people in Ontario live. Although it is not a major mining area, southern Ontario does possess important deposits of salt, oil, gas and gypsum. Most of these deposits are being actively worked. Toronto, the capital city of Ontario, lies deep in the southern region. Here the climate is mild and the winters are short. The total annual precipitation consists of 27 inches of rain and 65 inches of snow. Most of the major mining companies that do business in Canada have made Toronto their Canadian headquarters. There are two reasons for this. The first, of course, is money. Toronto is the gathering place of many well- known financial institutions. The second is access. Toronto lies within a few hundred miles of some of the most spectacular mining enterprises that exist in the world.

A novel hydrometallurgical process for copper concentrate treatment has been developed by Niihama Research Laboratories of Sumitomo Metal Mining Co., Ltd. The process has numerous advantages with respect to the operational and environmental aspects. For example, copper is leached effectively from chalcopyrite concentrates by chlorine gas under atmospheric pressure. The copper in the leach solution is then separated from iron and silver by solvent extraction and undergoes electrowinning for its recovery as a highly pure copper metal; this does not require any further purification. Moreover, iron metal can be produced from the purified raffinate by electrowinning without generating a large volume of goethite or hematite, which are solid wastes generated due to iron rejection in common hydrometallurgical processes. This process can also realize the efficient recovery of precious metals. The results of batch testing and continuous-operation testing are presented in this paper.

IN the Wall Street journal for March 1, 1941, was a tabulation of the construction under way or under negotiation by thirteen iron and steel companies for a predicted increase in annual coke production of 3,165,600 tons. That even this figure was short of the mark is indicated by other plans, then being considered, for a later expansion of 2,610,000 tons additional. Considerable progress has already been made on thin program, for approximately 500 new ovens were put in operation in 1941. and well over 200 should be completed in 1942. These figures include a number of units that replace older and obsolete equipment.

Controlled recirculation has been used in the metal/nonmetal mining industry for energy savings when heating and cooling air, in undersea mining and for increasing airflow to mining areas. For safe and effective use of controlled district recirculation, adequate airflow to dilute contaminants must exist prior to implementation, ventilation circuit parameters must be accurately quantified, ventilation network modeling must be up to date, emergency planning scenarios must be performed and effective monitoring and control systems must be installed and used. Safety and health issues that must be considered and may be improved through the use of controlled district recirculation include blasting fumes, dust, diesel emissions, radon and contaminants from mine fires. Controlled recirculation methods are expected to become more widely used as mines reach greater working depths, requiring that these health and safety issues be well understood. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted two controlled recirculation tests over three days at a Wyoming trona mine, utilizing an inline booster fan to improve airflow to a remote and difficult-to-ventilate development section. Test results were used to determine the effect that recirculation had on air qualities and quantities measured in that section and in other adjacent areas. Pre-test conditions, including ventilation quantities and pressures, were modeled using VnetPC. During each test, ventilation quantities and pressures were measured, as well as levels of total dust. Sulfur hexafluoride (SF6) tracer gas was used to simulate a mine contaminant to monitor recirculation wave cycles. Results showed good correlation between the model results and measured values for airflows, pressure differentials, tracer gas arrival times, mine gasses and dust levels.

The purpose of this paper is to describe several methods that have been employed in successfully recovering roof bolts in Indiana, Illinois, and western Kentucky coal mines, the States where successful roof-bolt recovery was started. As far as is known, the first bolts were recovered in a mine in western Kentucky in January or February 1951. In April 1951 a meeting was held at that mine to discuss the recovery of roof bolts. The meeting was attended by A. D. Sisk, former Chief, Kentucky Department of Mines and Minerals; and L. W. Kelly, Federal Bureau of Mines; and officials of the coal company. Inasmuch as roof bolting was in its infancy, the thinking regarding roof bolts at that time was on the problem of getting them in, not getting them out; consequently, the thought of recovering them was revolutionary. The subject was discussed at length from all angles, and it was finally agreed that, if certain safeguards were taken, no agency represented at the meeting would oppose the practice. That this decision was sound has been proved, as thou-sands of bolts have been recovered in the Middle West without a lost-time accident. Recovering roof bolts is a simple operation; consequently, no complicated equipment had to be designed or built for this purpose. However, about 5 years ago, officials of the Traux-Traer Coal Co. conceived the idea and constructed a mechanical device for recovering bolts that has been very successful and has been copied widely in this area. This device will be discussed in detail in part II of this paper.

"The technologies used in the mineral processing of ores are being increasingly applied to the identification and remediation of metal contaminated industrial, military and landfill sites. The objective of mineral processing treatment of contaminated site material is to restore the value of the land and to concentrate the contaminants into a very small volume of separated material which, depending upon its nature, can be further processed, marketed, or sent to a landfill. A systematic characterisation of the site material is first undertaken. Bench and pilot testing follows to evaluate criteria for metal separation. The testing may examine one or more physical or physico-chemical reprocessing methods, singly or in combination, for the remediation of the test samples. These mineral processing tests determine the % metal removal fiom the soil and the contaminants concentrated from the medium. The usefulness of mineral processing testing for site remediation flowsheet design and execution is illustrated by the case studies presented. This paper will present the test results of three case studies: an industrial site decontamination, the cleanup of a small arms firing range, and the reclamation of property within a landfill.INTRODUCTIONEnvironmental legislation and our society’s quest for a cleaner environment has led to the application of mineral processing expertise and technology for industrial site decontamination, military site cleanup and landfill reclamation. Although the required level of decontamination varies between jurisdictions, a site becomes a candidate for decontamination once the contaminant concentrations are found to exceed the Canadian Council of Ministers of the Environment (CCME) Interim Remediation Criteria for soil (decommissioning guidelines) or applicable provincial guidelines. An experimental hydraulic jetting device intended to operate in a 16-in-diam borehole was designed, fabricated, and used to cut coal and simulated coal samples. This device consisted of two 0.107-in-diam nozzles that rotated in a plane perpendicuIar to a 50-inch length of high-pressure tubing. Experi¬ments were also conducted with stationary jets issuing from a single 0.142-in-diam nozzle. Numerous experiments were performed using systematic variations of jet parameters coupled with assessments of cutting rates. These Bureau of Mines tests showed that when operated at 4,000 psi pressure and a 40-gpm flow rate (1) the device can fragment coal up to a distance of 8 feet from the nozzle, (2) 4,000-psi jets cut more effectively than lower pressure jets with the same nozzle diameter, (3) stationary jets do not cut as effectively as moving jets, (4) interkerf breaking occurs when the kerf spacing is less than 2 inches, and (5) if the kerfs are spaced <1/2 inch, the jet is deflected and thereby reduces cutting effectiveness.

China is the largest coal producer in the world. In 2012, the coal production in China is 3.65billion tonnes, accounting for approximately 49% of global coal production. The raw coal production in 2012 was 3.8% more than the year 2011. 56% of total raw coal has been washed. The increase in raw coal production also promotes technology to be developed and brings separation capacity become larger and larger in coal processing in China. At present, over 40 extra-large scale coal preparation plants (each plant has capacity of more than 10 Mtpa) are in operation in China, the largest one is 32.5 Mtpa. Heavy medium separation are widely used in new built coal preparation, the washing limit for thermal coal feed lower and lower, the equipment selection tends larger which brings the whole washing system simplified, the local equipment developed and manufactured are more and more used. By discussing designs of several typical thermal coal preparation plants and coking coal preparation plants in China, this thesis introduces the current design of China?s extra-large coal preparation plants, and sums up the prevailing design features and trends of extra-large coal preparation plants.

Estimation techniques such as polygonal, triangular prism, trapezoid, isopach maps, and inverse distance methods are often used in ore or industrial minerals deposit evaluation. These techniques do not express the variability of the deposit and do not allow a determination of the reliability of the estimates. However, geostatistical methods can express a measure of the error associated with the estimates, by finding weighting coefficients for a given mining block, and can also help with data configuration that minimizes the error. This work addresses an application study on the quality and reserve characteristics of the cement raw materials of the Adana Cement Factory in Adana, Turkey, based on the spatial distribution and variability of the chemical components (Si02, CaO, A1203, Fe203). The study has been carried out using a geostatistical procedure that is useful for site assessment, characterization, and monitoring situations where data are collected spatially. Directional and omnidirectional experimental variograms of the cement raw material variables showed that neither strong geometric nor severe zonal anisotropy exists in the data. The most evident spatial dependence structure expressing the continuity for omnidirectional experimental variograms were characterized by exponential and spherical variogram models. These models have been used in cross¬-validation analysis, which proved that these models, their parameters, and kriging parameters are applicable for the study area. Quality contour maps of the deposits at given levels underground were estimated using a kriging interpolation technique. Anomalies such as bullseyes and drift were not observed in the maps that were generated. Kriged maps showed the spatial distribution of quality continuity and variability of the deposits. Grade-tonnage curves and total tonnage estimates in the particular grade were determined using ordinary kriging in order to improve the mining operation and planning. Consequently, local uncertainty and the probability of extreme values occurring are tools of prime importance for the mine planning, the optimum mix of raw materials coming from different quarry stopes.

In this study, the method of chemical co-precipitation?reduction?diffusion was developed for the preparation of magnetic SmCo5 alloy. In the chemical co-precipitation process, the effects of solution pH, the reactant concentration, the dispersant on the process were investigated. The optimum conditions of the process were determined, and the SmCo5 alloy oxide precursor particles with fine crystalline structure, narrow size distribution was obtained. Then, by reduction-diffusion treatment of the precursor particles, the SmCo5 alloy with high quality was produced. It is anticipated that the co-precipitation-reduction-diffusion is a novel method available for SmCo5 alloy production.

This report reviews the phosphate deposits, mines, and industry, and prospects in 10 districts covering most of the Montana phosphate field. These districts are discussed individually, and an evaluation of the resources and potential of each is presented. Phosphate rock produced from underground mines in the Garrison district is shipped to Canada for processing to fertilizers, utilized locally for production of animal feed supplement, and pulverized and sold for direct application to the soil. Production from the Melrose district is shipped to Silver Bow and processed to elemental phosphorus. The Maxville-Philipsburg district is destined to become a major producer with the development of the Douglas Creek mine and beneficiation plant by Montana Phosphate Products Co. Montana ranks fourth after Florida, Tennessee, and Idaho in total annual production in the United States. Production him increased from about 60,000 long tons of acid-grade phosphate rock in 1940 to more than 660,000 tons of acid-, beneficiation-, and furnace-grade ore in 1961. Montana has the second largest potential resources in the Western field; in the area south of Butte there are approximately 1.2 billion tons of phosphate rock (+18 to +31 pct P2O5) available above and within 100 feet below entry level; and in the northern part of the field there are about 67.6 million tons available above entry level. In contrast to Idaho, most of the phosphate deposits in Montana are best suited to underground mining.

TWO magnesium sand-casting alloys are commonly favored in the United States. These are referred to as H and C alloys (Dow Chemical Co.) or 4Mz65 and AM260 alloys (American Magnesium Corporation). Both are of an aluminum-zinc-manganese type. H alloy contains 6 per cent aluminum and 3 per cent zinc and is characterized by relatively good toughness. C alloy contains 9 per cent aluminum and 2 per cent zinc and is employed where high yield strength and pressure tightness are required. Examination of magnesium castings poured in Europe and England,&apos;J however, demonstrates that H and C alloys are replaced by .%8 and AZ~I, respectively. That is, A8 reprcsents a magnesiurn alloy having superior toughness while A291 is suitable for high yield strength and pressure-tight applications. The basic difference between the .Ameri-can and European alloys is that the foreign alloys employ a somewhat higher aluminum content and less zinc than is found in H and C alloys. The mechanical properties of the alloys, when divided into high and low-aluminum groups, are quite similar, as determined from separately cast foundry-control type test bars ,In this paper the decrease of mechanical properties caused by any given amount of microporosity is measured for H, C, A8, and AZ~I alloys. The relative susceptibility of each of the four alloys to microporosity is also determined. Typical mechanical properties and nominal chemical analyses are reported in Table I. MANY changes were made in the methods and equipment used in the mining of pebble phosphate rock in the generation immediately preceding the present World War and it would be extremely interesting to note the improvements that will be made during the next generation. Literally, much water has gone over the dam since the days when we used local cordwood for generating steam and drying pebble phosphate rock. belt-driven centrifugal pumps operated by steam engines. and floating dipper or centrifugal dredges; when we removed overburden by small steam shovels and transported it by dinkey locomotives and six-yard cars; when washing machinery was installed on wooden structures the washers being replaced every four to six years. Those were the days when men were plentiful, and 47 different mining companies were selling their products, based on .decidedly meager information; and. like so many mining operations, little thought was given to conservation. As the importance of phosphate rock has become more prominent in the thoughts of our economists, a more intelligent approach has been made to mining problems. In June, 1980, Reserve Mining Company completed a 370 million dollar construction project which included process modifications required to reduce the silica content from nine to five percent by weight and increase the iron con- tent of Reserve&apos;s pellets from 62.5 to 65.8 percent by weight (dry basis); process modifications and additions required to implement "best available technology" water quality controls; and installation of "best available technology" air emission controls. The new process began operation on June 24, 1980 and is being optimized to meet design objectives. Dry cobbing, fine screening and flotation additions to the concentrating process have reduced the silica content of Reserve&apos;s pellet from nine percent to five percent by weight. The process reclaims and reuses all process waters, stores all tailings in a zero discharge tailings basin and meets all air emission standards.
