The White King / Lucky Lass Superfund site consists of two former uranium mines in south-central Oregon. The remedy included consolidating two large mining overburden stockpiles that contained low levels of radioactivity and heavy metals by moving over 700,000 cubic yards of material and then capping the combined stockpile. An innovative armored cap design was used to minimize the stockpile footprint and thereby prevent disturbing existing wetlands. In addition, the stockpile was designed to merge into the surrounding topography. The remedy also included stream restoration and development of new wetlands. The stream was returned to its pre-mining channel, with the addition of hydraulic features to create new wetlands. The wetlands have greatly enhanced the ecological value of the remedy and the site.

The mines in western Canada producing steam coal will find a better opportunity this year to market their product in Winnipeg - for two reasons: First, the new wage schedules, signed with local unions at each mine, have enabled them to reduce the selling price materially. Second, the duty on slack coal coming in from the United States has been raised to 50 cents, which is equal to the duty on run-of-mine coal. This has had the effect of raising the cost of mine-run to .the importer. Formerly, it was the practice to bring in slack coal under a duty of 14 cents and lump coal under a 53-cent duty and, by judicious mixing of the two, manufacture a mine-run coal at an average duty cost of about 22 cents. Fortunately, through efforts of the Alberta Government, and other friends of the Canadian coal trade, the Federal Government was persuaded to adjust the duty on slack coal as indicated. While it will be found that the Manitoba market, this season, is slightly more easy of access we have still a long way to go before we reach the desired goal. Geographically and economically the Manitoba market should belong to western Canada. However, it has been found a very profitable market for United States mines because large tonnages of coal can be shipped, practically at the convenience of the mines, via the Great Lakes, during seasons of slack business. They will therefore not relinquish this market without a struggle.

"This paper evaluates the effect of grind size on the flotation performance of a platinum ore from the UG2 reef of the Bushveld Igneous Complex, in South Africa. The study was conducted on the Mintek Flotation Pilot Plant Facility, located in Johannesburg, and represented a thorough evaluation of the application of the flotation modelling methodology developed jointly by the University of Cape Town and the Julius Kruttschnitt Mineral Research Centre at the University of Queensland through the AMIRA P9 Project. A simulation model of the pilot plant data was successfully implemented, providing a set of circuit modelling parameters that appeared to be both consistent and well correlated to measurable characteristics of the ore and the pilot circuit operating conditions. The findings indicate that the methodology that was used could well provide a useful framework for developing optimisation criteria for industrial flotation circuits in combination with appropriate feed grind size and regrind size targets.INTRODUCTIONIt has long been recognised that the size distribution of an ore is one of the most important factors in the determination of the performance of a flotation process. It therefore follows that the optimisation of a flotation plant cannot be considered without due recognition of the interdependence of this process with the process of comminution. There are numerous qualitative guidelines for the selection of an optimum grind target for a particular operation. Mineralogical analysis can readily provide information on liberation as a function of grind, and the desirable particle size range for optimum mineral flotation is well established in both theory and practice (see for example Trahar, 198 1). For some operations, meeting these two criteria simultaneously is relatively simple. For the majority of operations, such mineralogically “easy” deposits, if they ever existed, have long been exhausted, and the optimum grind represents a highly complex compromise between liberation and overgrinding of both desirable minerals and gangue. This is particularly true for circuits that include regrind stages, where both primary and secondary (and sometime even tertiary) grind targets must be specified. As has been pointed out in a recent paper by Bazin and Hodouin (2001), there is little or no information in the literature to assist plant engineers in the selection of optimum grind targets for complex ore deposits, so current practice is primarily based on rules-of-thumb and experience. This problem is further compounded by the fact that once grind targets have been selected for a particular operation, the assessment and adjustment of these targets based on plant surveys is extremely difficult, time consuming and expensive, and is often not attempted unless the plant significantly underperforms relative to expectation. It is therefore clear that the development of a practical quantitative approach to this problem is a high priority for flotation research and development studies."

In preparing for war , Japan built an iron and steel industry that ranked high with other industrial nations . Deficient in raw materials for making iron and steel , it had to acquire the bulk of its iron ore and much of its coal and scrap iron from foreign sources . Steel manufacture, and fabrication , however , were reserved mostly for the Home Islands , where modern integrated plants produced the implements of war . The vulnerability of relying on imports during the war was recognized early, and steps were taken to exploit iron-ore deposits and develop treatment processes on the Home Islands in order to be as self - sufficient as possible . Although the industry had expanded considerably, the capacity of the large plants still was insufficient for military requirements, so other meth- ods of producing iron and steel were adopted, which in some ways illustrate the desperate effort made to supply the war machine. In developing the iron and steel industry, modern practices of other countries were studied and followed with modifications to suit Japanese con- Aitions. German and American technical ability and equipment played a large part in the program; however, the Japanese had competent furnace technologists capable of obtaining proper equipment performance. For the most part, the standard practice consisted of smelting iron ores in blast furnaces and then refining the pig iron to make steel in open-hearth furnaces. Electric furnaces played an important part, especially in the manu- facture of alloy steels. Various other methods yielded minor but significant production. Among the various other treatment processes used, the production of sponge iron in rotary kilns 'probably was the most important in producing melt- ing stock for steel making. Of special importance was the fact that sponge iron made from low-grade ores contained critical metals, such as nickel and chromium, so that the results were more significant than was generally believed.'

In Europe there are many regions, where coal or lignite is mined with surface methods. In most of these regions coal/ lignite is mined below groundwater table and mining opera- tions require pumping big volumes of water. Drawdown of groundwater table has influence on surface water and ground- water on adjacent areas. Mine drainage requires purification and its discharge changes flow in existing streams. Some of mine water is used by mining companies themselves, some is used by other industries, some for communal purposes and some for irrigation. However, majority of mine water is dis- charged to rivers without use. The above issues are discus- sed on the background of general, technical and water charac- teristics of such regions in B European countries. Conclu- sions and prospects for future complete the paper.

The mineral industry" has made and will continue to make important contributions to the growth of our economy. However, the industry is presently under continuous and increasingly severe attacks by organizations and individuals interested in the preservation of our environment. Yet neither the public interest value of preservation nor the public interest value of our mineral industry is known. In the absence of such values, judgments about best land use where minerals are involved are nearly always made on emotional grounds. An example of the sort of problem that has been created is in the New York Metropolitan Area. Because of institutionally-created shortages stemming largely from zoning decisions and building over deposits, the effective cost of fine aggregate delivered at dockside at Manhattan rose from $2. 65/cubic yard in July, 1969, to $4.10/cubic yard in May, 1970, this in spite of approximately ;l0,000 years of reserves on Long Island. The cost of fine aggregate for New York City alone has "Increased over $S million annually within one year, with the cost increase for the Tri-State Metropolitan Area (coastal Connecticut, New Jersey, and New York)" exceeding $10 million annually. The ab0ve situation has created a cost increase which is clearly the result of non-conservation of a mineral resource. That is, in readily measurable values, it Is costing the public about $10 million per year because good conservation practices were ignored-a public-interest loss. Admittedly, this is not the whole story because the public is simultaneously obtaining other values from the land surface that would otherwise have had to be dedicated, temporarily to be sure, to mineral recovery-a public-interest gain. However, the point is that we do not know where the balance lies-the net public interest value; it may lie one way for deposits zoned out of existence by a growing suburb, another for areas designed as permanent greenbelts, and still another for areas under new highways

A case study on foundation engineering through organic soils is presented. Located along the west shore of the Hudson River, site soils consist of random brick fill over a thick layer of peat and organic silts or clays. The organic layer is underlain by medium dense to dense sand with varying amounts of silt. Strong artesian pressures were measured in the sand. A pile foundation system was selected to support all structures. To avoid periodic flooding, new fill must be placed on the existing fill. Large total and differential settlements will occur due to consolidation and secondary compression of the organic soils. This settlement will reduce the allowable pile capacity due to the large negative skin friction in the organic layer; and will necessitate long-term maintenance of the final grade elevation. Pile load tests were performed to determine the allowable compression and uplift capacities, long-term capacities and pile driving criteria.

VAGUE rumors and stories have been heard, from time to time, about the diamond and gold deposits of southern Venezuela. It is perhaps appropriate, at this time of revived interest in gold mining, to publish a few facts in regard to this country, which has been undergoing exploration since the fifteenth century. Gold and diamonds are found principally in the State of Bolivar which lies in southeastern Venezuela and is bounded by British Guiana on the east and Brazil on the south (see Fig. 1). The famous Mt. Roraima is situated at a point where these three countries meet in a common point (see Fig. 2). Some gold is also found in the southern part of the territory of Amacuro. Good oil prospects exist in the northern part of this same territory. Diamonds are found on the Caroni river from Rio Paragua to the village of Guri. "INTRODUCTION The Butte district of Montana is well-known as one of the biggest historic producers of copper in the world. It is also a classic example of a porphyry Cu-Mo system that has been overprinted by zoned, polymetallic (Cu-Zn-Pb-Ag) lode mineralization. After copper, silver was the next most important metal mined from Butte, with over 700 million ounces of total Ag production between 1880 and the present day. Although many papers have been written on the mineralogy of the early porphyry Cu-Mo mineralization and the high-grade Cu-rich lodes in the center of the district, relatively little information exists on the mineralogy of silver in Butte. The purpose of this paper is to summarize past and present silver production trends for the district, and to combine previously published work with new research to examine the mineralogy of silver in the Butte mining district. BUTTE HISTORIC SILVER PRODUCTION According to a recent USGS compilation1, Butte is one of the most Ag-rich porphyry deposits in the world, both in terms of average Ag grade (8.6 g/ton) and total production + reserves (Fig. 1). It is also the 2nd biggest Ag-producing mining district in the U.S. (after the Couer d’Alene district, Idaho). Annual silver and copper production data for the Butte district, compiled from various sources2,3,4, are summarized in Figure 2. Peak production of Ag and Cu was in 1917. While Ag production gradually declined in the ensuing decades, Cu production remained strong until the years leading up to the closure of the Berkeley Pit in 1982. In 1984, mining of the nearby Continental Pit resumed under a different operator, and continues to the present day. The Continental mine produced an average of 35,000 metric tons Cu and 575,000 oz Ag per year between 1984 and 20044. These figures do not take into account a period of mine closure in 2001-2003 due to an unexpected hike in utility prices. The long-term decline in Ag/Cu ratio of ore mined in Butte (Figure 3) is due to several factors, including: 1) changes in metal prices; 2) a downwards decrease in Ag/Cu ratio of most of the lodes with depth below surface; and 3) a shift in mining methods from selective underground mining of high-grade veins to open-pit mining of the bulk rock."

The use of electricity in coal mines dates almost from the time when it was realized chat it could be used to produce mechanical power. The first motor put in service underground was installed to drive a small pump nearly 40 years ago, and since then the use of electricity in mines has reached an extent undreamed of at that time. We now find its universal adoption in all the mining countries of the world. Great progress has been made in the development of mining electrical apparatus in the last decade, and excellent and adequate material is now available for the use of electricity underground. Although mining accidents, due to the use of electricity, are not frequent, the miner is justified in demanding chat all electrical apparatus for installation below ground be constructed with a greater degree of safety than that used on the surface. That this view is shared by the authorities of the different mining countries is evidenced by governmental regulations relative to the use, erection, and maintenance of electrical apparatus below ground. Those with which we are specially concerned are the regulations for the installation and use of electricity in the coal mines of Nova Scotia. The potential dangers of electricity in coal mines are: Shock or burns by contact from live parts. Shock or burns by contact with parts which, although normally dead, have become accidentally alive. Fire. Explosion of gas or coal-dust Explosion of apparatus.

"Copper(II) can be recovered or removed from acidic copper sulfate solutions as cuprite or metallic copper powder by reduction with carbohydrates (van der Weijden et al., 2001, 2002). In order to make this process suitable for a commercial scale pipe reactor, process conditions and reactor configuration need to guarantee proper throughput of the dilute suspension. This is where crystal engineering also comes into view. Copper powder characteristics, such as size and shape of particles, influence the tendency to adhere to reactor walls and to agglomerate, which in turn influence the throughput. Furthermore, separation, drying, packaging and product quality, are dependent on the powder characteristics.In this paper the effect of both chemical and physical parameters on the shape and size of particles were systematically studied in a number of autoclave experiments. These parameters include mixing, Cu(II) concentration, pH, temperature, seeding, use of additives and reactor materials. Additionally, Monte Carlo simulations of copper growth inside a Kenics static mixer were made. Results show that the use of additives, and the use of static mixers influence particle characteristics the most."

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA). San Bernardino County. California During field work. BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1.188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) fun access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion. $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

The technological and economic pattern of the U. S. mining industry has undergone a rapid and continuing change since World War II. To provide realistic up-to-date cost data and to disseminate knowledge of technical developments, the Federal Bureau of Mines, with the cooperation of individual mining companies, is presenting a series of mining methods and costs reports similar to those it issued before 1939. Shaft sinking has always played an important part in mine development and [ration] and is an appropriate subject for this series of reports. Shafts [are] especially important in areas such as the Coeur d'Alene district of Idaho, where every major mine is served by one or more shafts and shaft sinking is in progress at one mine or and her almost continuously.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because it can result in failures of ground that lead to both injuries and death. Spokane Research Laboratory personnel investigated electromagnetic (EM) emissions in a deep underground mine in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results suggest that (1) there is no increase in the number of EM emissions prior to recorded seismic activity, (2) some EM signals are generated during blasting, (3) interference from mine electrical sources mask seismic-generated EM signals, (4) EM emissions do not give enough warning (compared to seismic monitoring) to permit miners to leave a stope, (5) the distance an EM signal can travel in the rock is between 18 and 40 m, and (6) current data acquisition systems do not differentiate between EM signals generated from seismic activity and random mine electrical noise. These results preclude monitoring EM emissions as precursors of impending catastrophic ground failure.

Geographic Information Systems (GIS) are powerful analytical and data display tools for mining industry management, capable of linking spatial features with tabular data and integrating communications across departmental boundaries. This GIS application concentrates in four technical areas of underground mining: ownership and mineral claims; exploration management; production; and mine safety. GIS provides land and exploration managers with the ability to consolidate and archive claim data and to georeference property maps defined in local coordinates into world coordinate systems. It facilitates optimal siting and querying of service installations and refuge chambers relative to production centers. GIS's proximity analysis identifies areas of potential safety concern and points to and maps the shortest routes to emergency exits, facilitating the prompt evacuation of mine personnel.

"The role of flash flotation in precious metal recovery is reviewed. Interacting flash flotation and gravity recovery is discussed. The GRG test can be used, when linked to the behaviour of gold in grinding and classification units, to predict the recovery of GRG by flash flotation. The Cadia mill in New South Wales is used as a case study of circuit design, performance and simulation. It is shown that high throughput coarse grind applications such as Cadia require very effective fine GRG recovery systems in the primary grinding loop, which are more consistent with flash flotation than batch centrifuge concentrators (BCCs). BCCs can effectively recover a significant fraction of the GRG from flash concentrates, as predicted by laboratory testing and confirmed at a growing number of mill sites.INTRODUCTIONThe GRG test was designed to characterize Gravity Recoverable Gold (GRG) ten years ago (Woodcock and Laplante, 1993; Laplante et al, 2000), in response to the need to predict how much gold could be recovered from the main circulating load of grinding circuits using centrifuge concentration. The amount of GRG is not itself a prediction of gravity recovery: the performance of a gravity circuit nested in a circulating load also depends on the type and size of unit used, how much of the circulating load is treated, and how many times GRG is recycled and presented to the recovery circuit. The GRG test was first used in a simulator to predict gravity recovery (Laplante et al, 1995), and indeed most of the early tests targeted ores or prospective ores for which gravity recovery was an obvious match. As the test became more accepted, more and more samples returned a verdict that precluded the use of gravity recovery, or made it marginal. Typically, such ores are either copper-gold or base metal ores in which the GRG content is often fine (largely below 105 um) and ranges from 8 to 33%. Extensive simulation and plant sampling tests, either published (Laplante et al, 1997) or proprietary, show that full scale gravity recovery for these applications is generally below lo%, and can be as low as 2%. Not in all cases are such low recoveries economically unjustifiable, since there is documented evidence (Darnton et al, 1992) that a significant proportion of the gold recovered, at least in the case of base metal ores, would not have reported to the copper or zinc concentrate and received NSR credits."

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. An experimental system has been designed to monitor on-line variations of leaching parameters in a closed circuit of cyanide leaching solutions and gold bearing ores. Experiments performed to deter-mine variations in some important leaching parameters of the solution: pH, dissolved oxygen, free cyanide, oxidation/reduction potential, gold content, temperature, pressure and solution chemistry. By comparing results obtained when the leaching solution is allowed to become acid or kept basic, it was possible to infer the chemical reactions that occurred between the solution and the ores.

From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.
