ROUGHLY one-half the value of mineral products at mines or quarries must be spent for wages. In view of the steady increase in hourly wages that continued for several decades prior to the onslaught of the recent depression, it is perhaps surprising to discover that labor's share of the gross proceeds of the mining and quarrying industries of the United States declined to 46.8 per cent in 1929, compared with 52.2 per cent in 1919 and 53.2 per cent in 1909. The actual percentages vary in different branches of the industry and in different localities but the downward trend is unmistakable. This paper will discuss the common trends existing in various Canadian jurisdictions for the closure and reclamation of mines. Included will be a discussion of the requirement to post security as well as its form and how security is calculated and refunded. Reclamation can no longer be left to the end of mine life. Progressive reclamation must occur throughout mine life and must be part of the mine plan from the beginning.

The mass transfer characteristic between powder particles and liquid steel in the RH-PTB (Powder Top Blowing) refining has been investigated in a water model of 1/5 scale for a 90t RH degasser. The sodium chloride powder with analytical purity has been used as the flux for blowing. The mass transfer coefficient of the liquid side has been determined under the conditions of RH-PTB process. The influences of the main technological and structural parameters on the mass transfer rate have been examined. The results indicated that under the conditions of the present work, the mass transfer coefficient on the liquid side increases with raising the lifting gas blowing rate, inner diameter of the up-snorkel, circulation rate of the liquid and particle size of powder flux. And it decreases with an increase in the inner diameter of the down-snorkel. It is in the range of (l.36-7.30) x 10·4 mis, the appropriate dimensionless relationships have been obtained as follows:

The figures on enrollment in the engineering schools of the United States and Canada indicate that the total number of students in these schools for the current year, 1949-50, is about 10% less than it was a year ago. This year, 226,533 undergraduates and graduate students are studying engineering in the United States and Canada as compared with 249,913 students last year. These figures are taken from advance data in the Journal of Engineering Education for February 1950.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. Augered, cast-in-place (ACIP) piles have been utilized in the United States for a wide range of projects since the 1950's. Due to the cast-in-place nature of the installation method (and lack of a driving criteria); however, ACIP piles have not been readily accepted by some practicing geotechnical and structural engineers. Since ACIP piles were initially developed, the installation equipment and techniques have been improved and refined and the number of experienced contractors has significantly increased. Over the past 10 to 15 years, the pile type has experienced significant growth in the United States (particularly in Florida) because engineers have become more knowledgeable and comfortable with its use. The Miami area, in particular, has experienced considerable growth in the utilization of ACIP piles primarily due to their usage on the $1 billion Miami Metrorail System project in the early 1980s. The economic advantages over other deep foundation types, coupled with some unique installation advantages, have shown that ACIP piles can be a viable foundation alternative on many projects. Even though ACIP piles have gained respect in the private sector, the pile type has generally not been readily accepted by government transportation agencies. The reluctance to readily accept this foundation type stems primarily from the quality assurance aspect of cast-in-place pile construction. Additionally, there has not been much research activity on this foundation type, technical papers, formal associations (other than the DFI), or a concerted effort to standardize the industry. This paper serves to discuss the state of practice for ACIP pile installation in the state of Florida.

At the Sinclair Study Site it was found that the deeper the soil the greater the yield of corn, soybeans, wheat, alfalfa, and timothy. Yields at this location were generally lower than those at the Alston Surface Mine. At Alston the non-prime land treatments generally produced greater yields for all crops than did the prime farmland treatments, however, the intermediate soil thickness, 20 cm topsoil over 40 cm of subsoil, gave the best yields, provided it's subsoil had been limed. From a chemical point of view, acidic spoils do not need to be buried by 120 cm or 4 feet of soil, provided adequate lime is applied to these spoils as a barrier prior to placement of good quality topsoil and only forage crops are to be grown. The burial depth must be increased to as much as 75 cm when grain crops such as corn or soybeans are to be grown. This response to burial depth appears to be related to water storage needed by the crop and not due to toxic effects of the spoils. A conventional farm tractor-mounted subsoiler increased yields of soybeans and corn the first one or two years, but the effect was diminished with time. Subsoiling did not produce significant increases for alfalfa or wheat. However, ripping with a bulldozer produced significant yield responses, especially for corn and soybeans, that have lasted for at least three years. The ripping effectively reduced the bulk density at least within the zones through which the ripper had passed. Liming the upper 20 cm of subsoil significantly increased yields of alfalfa, corn, and soybeans. There also appeared to be an interaction between this lime treatment and soil depth. Yields of some grain and forage crops may be high enough to meet target levels for bond release for prime farmland. Based on the present study, one should not expect corn yields to be high enough to meet bond release. This statement should not be considered final since the experiment is not complete.

THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. CANADA is not an old country we are just now planning to celebrate our lOOth Anniversary. Nonetheless, we have already developed some well-established traditions. One of the minor traditions is the standard speech on the need for more research and development in Canadian industry. I am sure that you have all listened to it many times -I certainly have given it more than once. Much as I am tempted to honour this tradition by repetition, I shall only give you a thumbnail sketch of the ancient address for the benefit of any unfortunate visitors who have not heard it before, and also to provide a base for some further ideas that I want to leave with you. Briefly, the traditional story is that, for a variety of historical and environmental reasons that I shall not attempt to describe in detail, research and development in Canada has grown up in a pattern that is ill adapted to foster the expansion of our manufacturing industries. The story continues by saying that research in the universities is of excellent quality but that we are very short of money to meet the expanding needs

End-of-life Electronic and Electrical Equipment, o_cially called WEEE, is unjustly regarded as mainly a waste management problem. What is structurally overlooked is the enormous resource impact of these devices. EEE rep- resents a tremendous metal resource, which should be uti- lized through e_ective recycling, which has a much lower environmental footprint than primary production. The actual amount of end-of-life EEE recycled today is embar- rassingly low since insu_cient EEE is collected and part of the collected EEE is exported to developing countries, where it is largely not entering o_cial recycling systems. To achieve a global recycling society issues like technol- ogy, economics, life cycle structure, stakeholder aware- ness and legislation have to be addressed in a global, co-operative manner so that sustainable closed product cycles can be obtained. Requirements for a "global re- cycling society" are de_ned to address today's reality of global ows of used consumer products, taking into ac- count the likely needs of the future.

Chromium recovery from wet-blue offal trimmings and shavings can be done with substantial chemical cost gains by incineration at 600° C for 5 hr. Pretreating the offal with 0.5 M Na2C03 and air-drying prior to incineration produce Cr04 .By simply incinerating the offal, without pretreatment, an ash containing water insoluble Cr203 was produced. The Cr203 in the ash was purified by leaching with water. Chromium and crude protein were efficiently extracted from offal using 5 pct Na103, 5 pct H2S04, and 3 pct NaCl at 40° C. This procedure was effective but expensive. Satisfactory leather as to odor, appearance and shrinkage temperature was made from chromium recovered from wet-blue offal by incineration and by extraction. Chromium conservation is possible by recycling chromium liquors and by precipitating chromium from spent tanning liquors prior to combining these liquors with other tannery wastes. Combining chromium liquors with other wastes introduces contaminants that make chromium recovery and reuse difficult. Leaching sludges with H2SO4 produced marginal chemical cost gains. Leather tanned with these solutions had satisfactory shrinkage temperature but the sludge odors and iron contamination were objectionable.

At stake is the future of over 1,300 employees at the largest producing full gravity block caving copper mine in the world. A joint venture of Frontier-Kemper Constructor's Inc. and Deilmann Haniel GmbH is helping create that future through the successful application of tunnel boring technology. This paper examines the details required to assemble, deploy and operate a 4.62 m open main beam tunnel boring machine (TBM) in a 1048 m deep operating mine accessible only by shaft.

South Africa has two main platinum reef deposits, namely the Merensky reef and the UG2 reef. These reefs are currently mined using traditional drilling and blasting methods. Mechanized cutting could potentially enable continuous mining, which would offer significant advantages. This would require thorough understanding of the cutability of the rock. To explore this, a linear cutting machine was developed to conduct laboratory scale cutting tests. This work describes the development and commissioning of the cutting machine using sandstone, as well as subsequent characterization tests on UG2 reef samples. UG2 reef has large variability in strength on a millimeter scale. This introduces uncertainty in the test results due to added variance from one cut to the next for the same UG2 reef sample. Another problem is the variability in rock properties of the UG2 reef, when testing samples from different mines. The cutting tests led to fine fragmentation, which is known to be a significant problem for cleaning operations in underground stopes and warrants further research. A finite element method simulation of the rock cutting was conducted using ANSYS LS-DYNA and the continuous surface cap model to simulate rock cutting in the UG2 reef. It was found that it is possible to use LS-DYNA with the continuous surface cap model to model rock cutting of UG2 reef and get acceptable results, but the user must calibrate the model parameters using the experimental results. Therefore, the model is only fit for one set of cutting parameters and further work is required to generalize results.

"A method and device are described for sampling diamond-drill core by cutting a continuous fillet of constant cross section from the cylindrical surface of the core throughout appropriate sample lengths. The apparatus employs a tapered, abrasive-set, cutting wheel, the conical cutting surface of which projects slightly into a rectangular core-guiding trough set parallel to the axis of rotation. The depth of fillet and thus the amount of sample per unit length can be regulated by adjusting the core guides. The freshly cut fillet itself, by engaging in a guide beyond the cutting wheel, acts to prevent rotation of the core during operation of the device.The cuttings which form the sample are normally collected in a tray below the cutting-wheel and appear at about 80 per cent -100 mesh. They require little or no further treatment or comminution before analysis. Speed, economy and convenience of sampling are thus greatly increased as compared with conventional sampling by im-1>act breaking or sawing, followed by crushing, grinding and sub division for assayAssays from fillets (about 1/20 the cross-sectional area of the core) and from 180-degree segments, from the same ninety-three core-samples, representing 431 feet of nickel-copper mineralization, gave the following results:"

The Michigan Department of State Highways makes extensive use of geophysics for subsurface surveying which would be applicable for uses in other fields. Examples of resistivity surveys are given which include a proposed large volume excavation with suggestions for land use after excavation, subsurface evaluation for engineering design, and a subsurface survey for land appraisal. An example of a combined refraction seismic and resistivity survey is shown where the resistivity is used for outlining the unconsolidated soils, while the seismic method Is used to outline bedrock and to evaluate it for rippability. A refraction seismic survey at the bottom of bridge caissons for evaluation of bedrock uniformity and a relative aid In assessing rock strength is reported.

During the early part of World War II , it appeared likely that supplies of chromite for United States industry might become critically short . As a part of the ensuing search for new sources of domestic chromite supply , the chromite - bearing black sands along the coast of southern Oregon were hurriedly investigated by State and federal agencies and by private interests , These investigations led to a decision to begin exploitation of the deposits immediately . A government stock- piling program was put into effect , a concentrator was financed by the Defense Plant Corporation , two privately controlled companies were encouraged to start mining operations , and the Bureau of Mines and the Geological Survey were authorized to search. for additional reserves of minable ore .

The end of an era is here. The pony-express era of industrial relations in the coal industry is ending. Those professionals who know it must end to insure the industry's future are happy, relieved, but somewhat saddened. They are sad because it did have its elements of suspense, thrills, frustrations, and at times, plain fun. The days of the Company town are ended; the wildcats are declining; violence (while a big part of today's industrial relations) is beginning-to decline. The spirit of sound industrial relations is beginning to take hold. This has to happen for the industry to compete in today's economy and it is causing major changes for those who have grown accustomed to the pony-express type industrial relations.
