Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

The science and practice of mineral processing has been driven for many years by the same set of challenges that shape the mining industry ? demand and supply, grades and their decline with time, mineralogy and the need to handle more complex ores, disposal and minimising of wastes and the availability of water, power, skilled labour and the like together with increasing expectations from the community, concerns on sustainability and safety and, as well, climate change forcing a more targeted approach on energy. In this paper, the author builds on previous reviews to the IMPC and suggests that while step changes are long overdue, the unprecedented demand mitigates against drastic changes. That said, the ?Mine of the Future? is already requiring some different approaches.

ZEBALLOS is a relatively new mining camp. It is on the west coast of Vancouver island, approximately 195 nautical miles northwestward from Victoria. Previous to 1934, a small amount of placer gold had been recovered from the Zeballos river and tributary creeks. However, it was not until the winter of 1934-35, when shipments of high-grade gold ore were made from the property of the White Star Gold Mines, Limited, that lode gold mining really began. Since then, several new mines and many promising prospects have been found. Milling in standard sized mills only commenced late in 1938, when the 75-ton mill of Privateer Mines, Limited, and the 50-ton mill of Spud Valley Gold Mines, limited, were first turned over. The most striking feature of the camp is the high-grade quality of the ore as usually mined. At one property, the ore along a drift 650 feet long has ranged from 5.8 ounces per ton to 17.5 ounces, over average vein-widths ranging from 8.3 inches to 14.5 inches in selected blocks along the drift. One . high-grade shipment of 196.6 pounds of ore from the same property contained 142.877 ounces of gold. The present paper deals only with that part of the area in which mining operations are most active, namely the main Zeballos River valley and its tributaries, Spud and Goldvalley creeks. During the summer of 1938, prospecting was carried on beyond this circumscribed area. The geology and early developments in the area have been described in the following reports: (1) CLOTHIER, G. MR. Theodore D. Rand has made some interesting observations on the serpentines of Chester and Delaware counties, Penna., in which he suggests that the outcrops of this rock are detached from each other, and that while a comparatively narrow belt, running nearly east and west, mill include them all, the strike of each outcrop differs considerably from the direction of this narrow belt; and that it results that these isolated exposures exist on the map, as it were, in echelon, the easternmost end of each lying northwest of the western extremity of its neighbor. As he elsewhere remarks, this is important, if established, and the writer spent a day or two recently on the ground in the study of this phenomenon. One thing would seem to follow from such a state of facts, viz., that this serpentine at least must have been of secondary origin, for it is difficult to conceive of a rock which occurs intercalated in numerous horizons of a different formation, and agreeing with the latter in bedding, unless the former were an altered product of the latter. It is true that one might account for it by the supposition of an original unconformable deposit, which had been broken by a number of faults and distorted by throws to the northwest; but this hypothesis would do violence to the observed facts relating to the measures along with which the serpentine occurs, and in which no such distortion has been observed. * Thus for determining, by evaporative test, the calorific power of a coal, the ultimate constitution of which is known, it is requisite, that, besides the quantity of coal consumed and the weight of the water evaporated, the temperature and chemical composition of the escaping gases, or gaseous residue, shall be quantitatively determined, the same as solid residues of ash and unconsumed fuel. In observance of such requirements, the Heizversuchstation of Munich has been in operation since 1879. This consists of a permanent boiler plant, constructed on the principle of the calorimeter, with special provision for avoiding errors from loss of heat—snch, namely, as arise from radiation and conduction, and from the varying proportions of water in steam.—Muck. My subject covers the effect that recent metallurgy has had on operations at the Utah-Delaware mine. This mine is the old Highland Boy mine of Bingham Canyon, Utah, one that has now been in operation for about 30 years. It was first operated by Messrs. Weir and Newhouse as a gold mine, under direction of the Highland Boy Gold Mining Co. The ore was oxidized gold ore and it was treated on the property in a cyanida-tion plant. During the process of development, sulfide ore was found assaying about 5 per cent. copper. It proved to be the discovery of what is yet the largest sulfide copper orebody in the State. The first shipment was made in December, 1896. A smelter was built in Salt Lake Valley to treat this ore and not long after the property was sold to the Utah Consolidated Mining Co. From 1900 to 1924, the mine was a large producer of direct-smelting ore which averaged for many years 4.5 per cent. copper, then later dropped to 2 per cent. copper. During the years 1912 to 1920, direet-smelting lead ore was also mined. In 1918 and 1919 ore developments at depth showed a decided increase in silica content and a porphyry sill so closely associated with the ore that it was impossible to mine the ore clean and it was found necessary to build a copper flotation concentrator at Tooele. The mill had a capacity of 1000 tons a day and made a recovery of 90 per cent., and would have been responsible for a continuance of profitable operations had it not been for a slump in the copper market and the necessary high cost of mining ore on the lower levels. Results of Selective Flotation In 1924 the mine was on the point of a shutadown which had all the earmarks of being permanent; it was being operated at a heavy loss and preparations were made to pull the pumps and salvage the machinery. The plant at Tooele was remodelled for selective flotation by the International Smelting Co. in order to treat custom ores, and incidentally to clean up a possible 10,000 tons of lead-zinc ore which it was thought possible to get in the Utah-Delaware before shutting the mine down. After the transfer of Mr Nisbet to C.D.M., the committee, as a meeting on the 12th May, 1971, decided that Mr Meyer hold the Chair in an acting capacity for the remainder of the year. Much has been written and said concerning the alleged wasteful and uneconomic use of natural gas and petroleum. Espccially condemned has been the use of natural gas for the production of carbon black and the use of heavy fuel oil under steam boilers.' The critics of these usages of gas and oil have sought to make effective their verbal attacks on the industry by the repetitive expression of the words "inferior" and "superior" uses2 of petroleum. Thus, to employ natural gas for residential heating was to use it in a superior way; to use it for the production of carbon black was to use it in a wasteful and uneconomic way. To use petroleum for the production of automotive fuel was to use it in a superior way; to employ it as a residential fuel and as the prime source of power in an industrial plant was to use it in an inferior and uneconomic way. No doubt the objections to such employment of gaseous and liquid natural hydrocarbons originated in the belief that natural gas and petroleum are limited, nonregenerative mineral resources, and that the functions they perform can be just as well performed by other natural resources like coal13 of which practically unlimited reserves are known. The generations that have dominated each of the last four decades have counted reserves4 of petroleum in terms of a few years supply. Meanwhile, domestic demand for motor fuel rose spectacularly from a few million barrels in 1900 to more than 500,000,000 bbl. last year.5 The more imaginative and vocal critics drew startling word pictures of the catastrophe of 25,000,000 motor vehicles made useless and of the great automotive manufacturing and allied industries brought to an untimely end, and millions of workers left hopelessly unemployed by what they called the deplorably rapid depletion of the petroleum reserve. Many of the critics have been sincere advocates of the conservation of natural resources; many others, and in recent years probably the majority, have espoused the doctrine of conservation to promote their own self-interest rather than that of the public. The latest advocate of severe restriction in the use of petroleum for the alleged purpose of conserving the petroleum resource proposes to achieve that end by a bill,6 now before

A model of a porous body is presented in which the pore space consists of a system of voids and interconnecting tubes. Relationships between porosity and resistivity formation factor are determined partly by calculation, partly by experiment. Con triction effects characteristic of the model are shown to be sufficient to account for high formation factors. It is shown that constriction may be combined with moderate amounts of tortuosity to give model pore systems exhibiting to a first approximation porosity and resistivity properties similiar to those of natural porous bodies. INTRODUCTION The relationship between the electric resistivity of a fluid-filled porous body and the geometry of its pore space is so complex that the calculation of the resistivity of a natural porous rock is a practical impossibility. Both the resistivity of a body and its porosity are measurable quantities, however, and previous successes at relating them have been reached by an empirical approach. Efforts at obtaining theoretically derived formulae relating them have generally been unsatisfactory. One of the reasons for this may lie in the pore geometry that has been assumed. THE TORTUOSITY CONCEPT A Parameter called the formation factor is useful in dis-cussing the resistivity of a fluid-filled porous body. This parameter is the ratio of the resistivity of a fluid saturated porous body to the resistivity of the saturating fluid. Formation factors are often available from measurements on cores or from electric logs, and many attempts have been made to correlate formation factors and porosities of geological formations. Whenever a successful correlation is found, the engineer working with electrical logs has a useful tool for the determination of porsities of pay section?. One of the more successful formulae applicable to these correlations is the familiar equation empirically obtained by Archie.' which F is the formation factor. $ is the porosity, and rn is an exponent called the cementation factor. When the for- mula applies, the cementation factor usually is found to be between 1.3 and 2.2. The values for formation factors experimentally obtained are often higher than simple pore geometry would lead one to expect. In an effort to account for such high values certain formulae have been derived based on a so-called "tortuosity concept." In deriving these formulae a synthetic porous body is usually assumed in which the solid material is an electrical non-conductor. and in which the pore system consists of three sets of fluid-filled tubes of uniform diameter connecting opposite faces of the body which, for convenience, is considered to be cubical in shape. The three sets of tubes account for the whole of the effective porosity of the body, and usually, it is specified that they do not interconnect. By considering that the pore tubes are not straight but tortuous, their resistance to the flow of electric currents can be made as high as needed to explain high formation factors. Such an explanation has some basis in fact, but it appears that the tortuosity concept is often incorrectly applied when other factors are largely responsible for observed high resistivities. Recently, Wyllie and Spangler have recognized that tortuosity as calculated by conventional formulae has little if any physical significance.' RESISTIVITY AND THE CONSTRICTION CONCEPT Any explanation of high formation factors which depends solely on tortuosity of uniform pore paths necessarily ignores the effect that variations in the cross-sectional area of the conducting paths have on the resistivity of a body. Although, as previously pointed out, the calculation of such paths for an actual body is impossible, it will he shown that a synthetic pore network can be devised which will yield to analysis, and lead to results in agreement with the experimental data represented by Equation (1). The porous body to be considered is assumed to be homogeneous and isotropic or, for present purposes, identical in its characteristics in the three directions parallel to its coordinate axes. It will he assumed to be built of identical unit cubes, each of which contains a single pore network connecting all faces of the unit cube. A unit of such a pore network is shown

In the pellet-producing industry it is sometimes claimed that "The pellets are made in the concentrator," or that "The key to good pellets is in the balling operation." However, one claim is generally agreed on: If you can put in, on, and through the indurating furnace a good green ball of Proper size and adequate strength to withstand the handling, load, dehydration, and thermal shock until it is properly heat-hardened, you will have the pellet product you desire-that is, a "competent" green ball. The strength requirements that enable a competent green ball to withstand the environment of the indurating furnace are usually less restrictive than those for transporting the green ball from its source of production to the furnace. Experience has shown that different types of material may have different balling characteristics which may impose limitations on the quality of the green ball that can easily be produced under normal conditions. Therefore, if a specific material will produce a green ball that meets the physical requirements for competency in the furnace, but not for handling or transportation, various practices must be instituted to overcome this deficiency. In other words, if a normal handling system is too rigorous for the green balls that can be produced under standard conditions, then "handling with care" should be tried.

OUR Institute, in its annual Directory, states the following: The purpose of each Technical Committee is to further the development of the special mineral industries in its field, chiefly through obtaining and discussing papers suitable for publication by the Institute. The proper field of the new Health and Safety in Mines Committee is judged to include the entire mining industry, and involves the multitude of health and safety problems arising in all kinds of mining operations. The mining industry in the United States has made much progress during recent years in reducing accidents. This advance has been widespread, and has been especially notable in the mining of iron ore. Yet the statistics of the U. S. Bureau of Mines, when compared with figures of the National Safety Council for other industries, show that mining still has a higher personal mishap rate than any other major industry in this country. In addition, studies of dollars-and-cents cost of casualty occurrences indicate that an important part of our mining cost, held by various authorities to be as much as 10 per cent of the total, is due to accidents.

The process of casting metals and alloys occurs through the fusion of this metal and its subsequent casting into a mold with the dimensions and geometry close to the final piece. Most foundries use sand casting molds for making you. This work aims to characterize and evaluate the foundry sand to allow its use in segments of Civil Engineering, creating a viable destination for a residue is that discarded. The following characterization tests were performer: particle size, chemical analysis, X-ray Diffraction and Density Real grain. For the execution of the test specimens was used to 1:3 cement and sand, and the incorporation of 10% and 20% of the total mass replacing the sand, and the trace reference. The results show that best results in compression and bending tests were obtained by replacing 10 % of common sand for sand casting.

Bauxite is the main raw material in alumina and refractory industries. China has plentiful bauxite resources, most of which belong to the diaspore type bauxite with characteristics of high aluminum content, high silicon content and low ratio of alumina and silica (A/S). The resources with A/S 4-7 account for more than 60% of the total resource reserves of bauxite. Therefore improving the A/S through bauxite desilication is the key task of bauxite concentration in China. Normally the grinding fineness of 80-90% - 0.074mm is required in the bauxite flotation process. Thus fine grinding of bauxite ores is necessary, which leads to the high energy consumption. In the meanwhile, bauxite ores are easy to produce slime during grinding processes. The large amount of slime produced in fine grinding greatly worsens the process environment of bauxite flotation, affects the separation performance and results in the loss of metal. Also, fine grinding makes the flotation concentrate difficult to dewater, while the water content in the flotation concentrate must be removed by distillation in the subsequent alumina dissolution process, causing the increase of energy consumption and cost in the production of alumina. In this study, the selective grinding behaviors were examined with Henan Bauxite as feed. Separation of alumina and silica at a coarser grinding fineness was achieved and new route was explored to enhance the desilication in bauxite concentration to improve the A/S of bauxite concentrate.

"As the result of the work of an efficient safety organization, the Midwest Refining Co. at its various operations and particularly in the Salt Creek field has been able to show a definite accident reduction. Lost-time accidents during the past year have been reduced to a small number as compared with previous years, and infection cases have been almost eliminated.The accident-prevention work of the Midwest Refining Co. is in charge of the department of industrial relations, with a director as the administrative head; two safety men handle the work directly at Midwest, Wyo. A competent medical staff with a well-equipped hospital at Midwest is also an important factor in the prompt and proper treatment of injured persons when an employee is injured, he is given first-aid and then taken to the hospital with minimum delay.About 1,450 persons are employed in the 4 departments (production, gas, pipe lines, and electrical) and in the 34 districts of the Midwest Refining Co. The work at Midwest spreads over a considerable area, and new drilling operations, pipe work, and similar activities require the services of many small gangs of workers. Complete supervision, of each job, whether shall or large, is possible through the large number of superintendents, foremen, and gang pushers employed; thus, there are 20 superintendents, 78 foremen, and 115 gang pushers. The largest number of men under any one toss is approximately 15, and it is probable that much of the good safety record is due to this intensive supervision. These company officials, including the gang pushers, have been impressed with the idea that it is their duty to see that the men under them do not get hurt; the responsibility of instructing new employees in safety practices is placed directly upon them. Monthly meetings of the field officials, including superintendents, foremen, and gang pushers, and as far as possible the men, of each district are held with the safety engineer. Both officials and men are encouraged to bring up for discussion any practice or proposals looking to the changing of any conditions that will"

"SynopsisThe development of plasma technology at Necsa started in the early 1980s, when the applicability of high-temperature plasmas in the nuclear fuel cycle was investigated. Since 1995, this plasma expertise has expanded to other industrial applications, for example mineral beneficiation, nanotechnology, fluorocarbon production and waste treatment, all of which are also of relevance to the nuclear industry.Necsa has demonstrated the manufacture of plasma-dissociated zircon, zirconium metal powder, carbon nanotubes, silicon carbide (SiC), zirconium carbide (ZrC) and boron carbide (B4C) at the laboratory and pilot plant scale. These materials are commonly used in the nuclear industry. Zirconium alloys are used as fuel cladding material for nuclear fuel assemblies.Necsa manufactured the monomer tetrafluoroethylene (TFE), using 150 and 450 kW DC plasma systems, from which the polymer polytetrafluoroethylene (PTFE) was synthesized for use in filters and as seals in nuclear plants. With the nuclear renaissance at hand, it was demonstrated that plasma technology can be used to produce hydrofluoric acid (HF), which is used in the manufacture of fluorine gas (F2) for the production of uranium hexafluoride (UF6) directly from the mineral calcium fluoride (CaF2) without the use of sulphuric acid as in the conventional process. The recovery of valuable uranium from nuclear waste such as filters, oils, and solids with plasma processes will also be discussed. The destruction of low-level nuclear waste by a plasma gasification system can reduce the volume of this waste by several orders in magnitude, resulting in huge savings in the storage costs. Another product of plasma technology is the encapsulation process for nuclear waste and the production of vitrified product, which could be used as filler material for medium-level nuclear waste.IntroductionDuring the 1980s, a plasma research and development programme was launched at the erstwhile Uranium Enrichment Corporation of South Africa (UCOR) at Valindaba outside Pretoria. The main purpose of this programme was to develop alternative and more economical processes for the processing and manufacturing of uranium compounds used in the nuclear fuel cycle. The conversion of UO2 (as received from uranium mines) to UF6, which is needed for enrichment, conventionally involves several laborious, expensive, chemical processing steps. Plasma processes can eliminate several of the intermediate steps. Enriched UF6 is converted to UO2, which is pressed into pellets that are used in nuclear power plants. Plasma technology could also be used in a modified and optimized conversion process."

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern U. S., and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales, and this resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 423 billion barrels (67.3 x 109 m3) of oil could be recoverd by HYTORT processing of surface-minable eastern U. S. shales. Recently American Syncrude Corporation and Southern Pacific Petroleum N. L. have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized from these shales.

Discussion of the paper of C. M. YOUNG, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 129, September, 1917, pp. 1369 to 1384. CARL SCHOLZ, Chicago, Ill.-Mr. Young was kind enough to' allude to the development of a mine in which I am now engaged. Several months ago the Burlington Railroad decided to open a mine in the field Which they own in Franklin County containing some 15,000 acres .(6070 ha.) of coal, ranging in thickness from 8 to 12 ft. (2 to 3.6 m.). This proposition in itself is attractive to any mining engineer, but with the backing of a large company I saw an opportunity to do some novel work in the construction line, and for several months I have been investigating and working on the problem of developing what I hope will be the largest and best equipped mine in the State of Illinois. The shaft will be sunk at a place where the coal lies at a depth of 600 ft. (182 m.) and conditions both of the surface and of the coal are ideal in every way; the seam is almost level, and we had only 7 ft. (2 m.) of surface clay to go through. We are going to hoist by skips in order to reduce the rope speed. I believe that is a long step in the direction of economy, because we not only double the output of the mine by hoisting the contents of two cars atone time, but we reduce the proportion of dead weight. In our case there will be 20 tons of coal and 18,000 lb. of skip, or 55 per cent. net and 45 per cent. tare. That, of course, necessitates less than half the rope speed for the same tonnage, and we all know that speed means power and power means cost. Skip hoisting permits the use of solid-end gate cars, which is an advantage. The cost of these cars will be in the neighborhood of $250 apiece; They are well built, with roller-bearing wheels of the most up-to-date type, spring draw-bars, and refinements of-that character which are necessary to move the loads most advantageously.

This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvement in the situation. MEXICAN MINISTER TO FRANCE RECOGNIZED A dispatch from Paris quotes Alberto J. Pani, Mexican Minister to France, as saying lie lead received notification that lie might present his credentials at the French Foreign Office on May 13. This notice came at the moment the Mexican press was announcing his departure for Spain because of inability to present his credentials. MORE REVOLUTIONARY TROUBLES SOUTH AND NORTH Revolutionary outbreaks hulked large in advices from Mexico City at the end of May, says the New York Tribune. General Eznesto Danny, a major, four other officers and forty men, composing a train guard on the Isthmus of Tehuantepec Railroad, were killed recently in an attack by rebels under Felix Diaz's command. The troubles in the south, coupled with the fact that Villa's activities in the north have necessitated sending troops to campaign against him, have reacted in the capital seriously, it is reported. Military guards hi Mexico City have been doubled and machine guns have been placed on the roofs of the National Palace and the Cathedral. STRIKE AND MARTIAL LAW IN MEXICO CITY Advices from Mexico City, according to the Evening Sun, said that virtually every school teacher in the city was out on strike and that recurrent rioting was being put clown by armed trucks manned by Federal soldiers. The strike of the school teachers was clue to the fact that they had not been paid for months, but the direct incitement is said to have been the contrast between their impoverished position and that of Carranza's generals, who are described as rolling in wealth, and who flaunted their opulence on the streets of Mexico, riding about in high powered automobiles with women bedecked with diamonds and other jewelry. The city is said to be virtually under martial law with no immediate prospect. of a subsidence of the bitter feeling against the military caste.

INTRODUCTION Lead and zinc are today rightly regarded as sister metals. Historically, however, they differ markedly with lead being known and in general use as the metal since 3000 BC in several countries which at that time might have been described as mature economies. Zinc was not isolated and recognised as an industrial metal with distinct and valuable properties until about 1700-1800 AD (although it had, of course, been utilised as a constituent of brass for some 2000 years previously). c were well established as industrial metals by the beginning of the 20th century. The present paper briefly reviews the overall growth in world consumption* and changes in the three main areas which today represent the mature economies or industrialised areas, i. e. ,Europe, the United States and Japan. Trends in overall consumption are determined by the demands for the individual uses for lead and zinc. The changes in patterns of use in the industrialised areas - individually and collectively - and reasons for the changes are also considered. LONG TERM TRENDS - 1900-1984 The World Picture Since the beginning of the 20th century the world consumption of lead (3.9 million tonnes in 1984) has grown almost fourfold and that of zinc (4.7 million tonnes in 1984) is almost eleven times greater than it was in 1900. The long-term trend has been one of continuing expansion for both. metals although the pattern has been severely disturbed at certain periods, for example in the years immediately following the two world wars and at times of marked recessions in industrialised areas. Apart from such major setbacks, new levels of consumption have been established regularly every few years. Recently, however, consumption has not really grown and with only a slow and partial recovery in world industrial activity at present, there is no indication that the peak consumptions of 4.2 million tonnes of lead, set in 1979, and 4.8 million tonnes of zinc (1973) will be exceeded in the near future. The growth in world lead and zinc consumption since 1900 is shown in Figure 1 (which includes changes in copper and aluminium for comparison). Overall growth over the period 1900-1984 has been about two percent a year for lead and about three percent for zinc (annual growth for copper has also been about three percent). Increases in tonnage consumption and growth rates by decade for lead and zinc are summarised in Table I. However, the growth rates by decade sometimes conceal very large individual annual increases and decreases. For example, in 1975 lead consumption fell by 13 percent and zinc consumption by 22 percent compared to 1974. In 1976 consumption of lead and zinc rose by 12 percent and 18 percent respectively. The years when consumption 'landmarks' (ie one, two, three and four million tonnes) were first reached are shown on Table 2. Clearly, the pattern of shorter periods being required to attain each extra million tonnes of consumption was broken in the 1970's. The consumption of zinc overtook that of lead for the first time in 1940, and since 1946 has always been at a higher level. Trends in industrialised areas The two key industrialised areas at the beginning of the 20th century were Europe and the United States which between them accounted for some 95 percent of world lead consumption and 98 percent of zinc consumption. Figures 2 and 3 show the growth in lead and zinc consumption, and Figures 4 and 5 the percentage shares for each area since 1900. Europe has usually been the major user of lead except for some years in the 1920fs, most of the 40's and early 50's when consumption in the United States was larger. In 1900, Europe accounted for about 64 percent of world lead consumption and the United States just over 30 percent. Currently, Europe takes about 40 percent of world consumption and the
