Mine tailings, the byproduct of mining and mineral processing, are increasingly mass-produced as a result of increased demand for metals and minerals as well as the advancement in technology that allows for the exploitation of lower-grade ores. Lower grades can increase the volume of tailings that may contain new gangue minerals that should be evaluated for the presence of critical minerals and other valuable metals. The practice of reprocessing, while relatively new, is crucial to reducing environmental damages, obtaining valuable critical minerals from waste, and contributing to more sustainable repurposing and disposal methods. With the increase in tailings dam failures in recent years, there is a large motivating factor in remining and removing the potential hazard to benefit the safety of potentially impacted communities. In analyzing the perspectives of various domestic and international studies, this literature review will determine the feasibility of reprocessing and reutilizing mine tailings waste for a more sustainable future while exploring current practices that have benefitted ecosystems and communities.

In open cast mining of coal, the cost per ton of output is four to five times less and labor productivity five to six times higher than in under- ground mining. This is why the coal industry of the USSR is oriented toward giving priority to the development of open cast coal mining. Deposits of coal which lend themselves to open cast mining in the USSR are enormous, with 90% of them located in the eastern part of the country. The technique is by no means limited to the eastern part, however-despite wide variations in climate, other parts of the Soviet Union also use open cast mining. The occurrence and type of coal deposits in the USSR vary greatly. Some of them are flat coal seams 2 to 40 m thick, and a few are even thicker. There are also deposits having a complex mode of occurrence, such as a series of seams of different thicknesses with angles of dip varying from slightly inclined to steep, often with dislocations. Overburden materials are quite diverse with regard to physical and mechanical properties. There are three kinds encountered-loose or unconsolidated overburden, medium-hard material, and hard rock. The stripping ratio, i.e., the amount of cover per ton of mined coal, varies from 1 to 12 cu m per ton. SYSTEMS OF MINING The great diversity of natural conditions has brought forth a variety of technologies and techniques in the open cast mining of coal. In open cast practice, the following systems of mining are used : (1) a transportation system in which the overburden is transported to spoil banks by rail or by truck; (2) a system with direct disposal of overburden, the rocks being dumped on spoil banks with a stripping excavator; and

The approach to the disposal and storage of mine tailings is slowly evolving. Tailings disposal has been based on minimising short-term capital and operating costs, with rehabilitation costs discounted by the application of a high discount factor in a net present value approach to accounting. This has led to the widespread adoption of surface tailings storage facilities (TSFs) to store slurried tailings delivered by robust and cheap centrifugal pumps and pipelines. Depending on the site climate, rate of rise of the tailings, nature of the tailings and the extent to which supernatant water is removed from the surface TSF, the tailings may or may not dewater, densify and gain strength. High rates of rise of dilute tailings to a facility used to store both tailings and supernatant water results in a wet, low-density, soft tailings deposit that not only occupies a large storage volume but also presents rehabilitation difficulties. A low tailings density results in high containment wall costs, very high rehabilitation costs and a low potential for future land use or ecological function. Overall, the cost of slurried tailings disposal, thought to be low, is actually high. However, low rates of rise, even of dilute tailings, in a dry climate with efficient supernatant water removal can produce a dewatered, high-density, stiff tailings deposit that may occupy a large footprint but to shallow depth that is relatively easy to rehabilitate. There are advantages in dewatering tailings in the processing plant to recover process water and chemicals, facilitate tailings disposal in a more solid form and facilitate rehabilitation. However, the cost of dewatering in-plant can be high, and the process water may not lend itself to reuse. There are also advantages in removing supernatant water to facilitate solar and wind drying of exposed tailings, although water is lost to evaporation and the dried tailings may best be harvested prior to inundation by fresh tailings or rainfall run-off. Activated carbons used in the precious metals extraction industry are characterized by large internal surface areas and a great affinity for metal ions. The purpose of this research is to prepare activated carbon from a South African bituminous coal by physical activation that is suitable and cost-effective for use in the extraction of metals. The quality of the coal-based activated carbon may not prove to be as good as activated carbon produced from other traditional sources, but the production costs involved may make South African coal a feasible alternative feedstock. The activated carbons produced were characterized by Brunauer, Emmett, and Teller (BET) surface area, activated carbon pH, and phenol adsorption studies and the results compared to the results from a commercially available activated carbon, Norit RO 0.8 (control sample). Bituminous coals from various sources including Witbank Seam 4 and Free State coal were used in this study. The preparation method chosen was physical activation using superheated steam. The effects of process variables such as activation time (1-3 h) and temperature (600-800°C) were studied in order to optimize those parameters. The activated carbon surface area was characterized by means of nitrogen adsorption isotherms at 77K. BET surface area analysis showed that Witbank Seam 4 coal activated at a temperature of 800°C and activation time of 3 hours resulted in a surface area of 340 m2/g. Quality control of each sample was performed by measuring the pH of a known amount of the prepared activated carbon in distilled water over time. Results showed that the pH of some of the prepared activated carbons reached a value of 11. Phenol adsorption results for the different activated carbons prepared corresponded well to the results obtained for the Norit RO 0.8 activated carbon sample.

STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

IT is not my purpose to write a lengthy article or to attempt the solotion of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably bee treated, at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see acid estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that, the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. "This paper compares the behaviour of gold and ore in the grinding circuit of Hemlo Mines Ltd. Particular attention is given to grinding kinetics, classification behaviour, and liberation. For grinding kinetics, laboratory grinding of gold flakes and silica, 840 µm to 1200 µm in size (14/20 mesh), was also performed to provide a standard for comparison and to study in a controlled environment the mechanisms of breakage, folding , smearing and impacting.Grinding kinetics were characterized at laboratory scale with breakage and selection functions. The breakage function showed that 75% of gold disappearing from the 840 µm to 1200 µm class reported to the 600 µm to 840 µm; this figure is much higher than for silica (46%) or most other minerals, and implies that comparatively fewer fine fragments are produced from the breakage of gold flakes, on account of gold's malleability. The selection function of silica was four times that of gold. At plant scale, the ratio of the selection function of ore and gold increased from 6 for at 50 urn to JOO pm to 20 at 500 um to 1000µm.Observation of original flakes and their fragments with the scanning electron microscope showed that the main mechanism of ""grinding"" from the 840 µm to 1200 µm to the 600 µm to 840 µm class was folding rather than actual breakage. This was confirmed by a measure of individual flake weight. The postulated breakage cycle is that relatively globular flakes become increasingly serrated through grinding; they can then regain their original shape through folding and reflattening into cylindrical and spherical shapes, as the majority does; however, some fragments will at this point undergo actual breakage. Photograhic evidence is presented to support the proposed mechanisms.Smearing of gold unto silica was observed when silica was ground after a gold, and embedding of silica into gold flakes when gold was ground after a silica. Both mechanisms occur whenever gold and harder minerals are jointly ground, and result in ""unliberation"" of gold. It is postulated that smearing of gold onto other minerals plays an important role in explaining how gravity recovery can increase over-all gold metallurgy, especially when used ahead of flotation.Classification of gold in the primary hydro cyclones takes place at a much finer cut-size than ore, 20 µm vs 57 µm. This and the slower grinding kinetics result in high gold circulating loads in the primary loop, 6700%, and a gold content in the primary cyclone underflow (PCUF) is twenty-four times that of the ore. The gold size distribution for primary cyclone overflow is much finer than that of the ore, although they are essentially similar in the PCUF.Liberation, or more accurately ""gravity recoverability"", was assessed with a 7.5 cm (3 in.) Knelson concentrator. It varied between the thirties for the primary mill discharge and two cyclone overflows, to highs of 89% and 92% for the PCUF and secondary mill discharge."

So far as the writer is aware, no detailed investigation into the behavior of ores or rocks when subjected to crushing under digerent conditions has yet been made. He cannot himself claim to have carried such investigations very far; but the results of some studies which he has been pursuing for a couple of years, as opportunity permitted, seem sufficiently interesting and suggestive to warrant a brief statement of them, preliminary to nildertaking a more exhaustive course of experiments. Criticisms and suggestions are earnestly invited, with a view to making these studies as instructive as possible. As a part of the examination of ores, preparatory to concentration, my students have been required to take lots of 100 pounds each, and crush them. These are then screened through a series of hand-sieves, 15 inches in diameter. The products remaining on each screen are weighed, and from the results is plotted a curve, called the sizing-curve. It was assumed at first that different ores would yield, under like conditions of crushing, curves showing unlike characteristics as to the quantities remaining on the various sieves. After a number of such curves had been obtained it became evident, as often happens, that this a priori reasoning was faulty. The curves presented practically identical characteristics, and only by varying the crushing-conditions were variations in the curves obtainable. Another peculiarity, which was as little anticipated, appeared by inspection of these results, namely, that successive crushing to smaller sizes did not greatly augment the quantities of the filler products, so long as the machines employed applied the crushing-force to the ore-particles in the same manner. Electronic Delay Detonators (EDDs) with remote wireless programming and initiation capabilities have been successfully used for almost two years now. This system has been used in blasts mainly in South Africa, but also in South America and other countries in Africa. Initially the industry was slow to accept the idea of remote programming and blasting. The advantages were not fully understood and there were some safety concerns. With close to 200 successful blasts as a reference, a much better understanding exists. The advantage of such a system becomes even more significant when the programming of the detonators is digitally integrated with the blast design software as used by the Blast Engineer. It is now possible to import a survey file into the blast design software, to do the blast design using actual hole positions and to then export the designed firing times directly to the detonators down the hole via remote wireless communication. Mines that have been exposed to this technology favour it to the extent that wireless centralised programming is becoming the norm against which other electronic delay detonator technologies are measured.

Each winter brings its toll of deaths and serious accidents from the deadly gas, carbon monoxide. Newspapers carry warnings to the public of the dangers of this gas, and frequent now items retort the finding of persons dead or unconscious from the effects of carbon monoxide, yet these accidents continue. Either those warnings are not read, or they are unheeded by people who feel that "It can't happen to me." It can happen to you - carbon monoxide is no respecter of persons, as evidenced by items appearing daily in newspapers all over the country. Carbon monoxide has been a threat to human safety as long as man has used fire to keep himself warm and to cook his food. The burning of any fuel that contains carbon may produce carbon monoxide. This is true of solid fuels such as coal, coke, and wood; of liquid fuels such as oil, gasoline, and kerosene, and of gaseous fuels such as natural or manufactured gas. In the process of combustion the carbon in the fuel unites the chemically with tat oxygen of the air to form carbon dioxide (CO2), however, if the supply of air is not adequate, combustion is incomplete and carbon monoxide (CO) will be formed.

New Granada, or, as it is known to its people, the Republic of Colombia, occupies the northwest corner of South America, and includes the Isthmus of Panama. Although it is one of our nearest neighbors, so little is known about it in the United States that the following notes regarding it, flowing from a year's professional residence, may be timely. It is bounded on the north by the Caribbean Sea and Costa Rica, on the east by Venezuela and Brazil, on the south by Brazil and Ecuador, and on the west by the Pacific Ocean. Its extreme geographical limits are from 2' South latitude to 12' North latitude, and from 69 to 78' East longitude. In size, therefore, it is roughly 1000 miles from north to south, and 600 miles from east to west. After many political convulsions and revolutions, and a somewhat checkered history, the country consists to-day of nine departments, Panama, Bolivar, Magdalena, Cauca, Santander, Antioquia, Tolima, Boyaca and Cundinamarca. These departments are governed from the national capital of Bogota, although each has its own capital and departmental staff. Oxygen enrichment of the converter air at Rustenburg Platinum Mines by J. E. FORBES (Associate Member)* An account is given of the adoption of oxygen enrichment to accelerate converting operations and so permit the handling of larger quantities of feed materials. In addition to achieving its object, the use of oxygen-enriched air (6 per cent oxygen by volume) results in an increase in the concentration of sulphur dioxide in the converter off-gas. The slags have the same composition as those produced without oxygen enrichment, and the operation of the converters is easily controlled.

From a consideration of the functional requirements of a stope-support pack, simple design principles were developed. The material and dimensional properties of the different components of the pack were determined from a series of laboratory tests. The most important requirement for an adequate pack is that the cushioning layers of timber between the concrete brick layers should provide sufficient transverse reinforcement. The tendency of the compressed timber to creep is shown to be a serious limitation to pack performance and must therefore be an important consideration in the overall design of supports.

Introduction The minerals exploration business, like many businesses, is faced with the problem of valuing future, risky cashflows. These cashflows are derived from those mineral deposits which have been successfully commercialized. Many deposits, however, do not have the quantities or grade of ore to be considered economic at the projected metal prices using the traditional tools of the Capital Asset Pricing Model and discounted cashflow analyses. If one calculates the future revenues, costs and cashflows of one these marginal properties, and discounted it at the appropriate risk-adjusted discount rate, it may have a negative present value. Yet such a property may still have real, positive value in the marketplace. Why would a firm pay money for a property with an (apparent) minus present value? Mining properties such as these are bought and sold in arms- length transactions on a regular basis. Why is this so? Part of the reason relates to the nature of ore reserve information. To generate cashflows, the analyst must t assume that the reserve information is known with certainty when, in fact, reserves are not known with certainty. Mineral reserves are a function of commodity price, extraction costs and the level of (usually drilling) information about the reserves. Financial theory often takes some time to penetrate industry and when it does it can result in a paradigm shift in valuations and mental models. The Black Scholes option valuation was first published in 1973, although the authors were only awarded a Nobel Prize in 1997. The valuation of real options has been applied to the oil and gas industry for some time, however it has only recently been more widely applied to the non-oil, mineral resource sector. The use of real option valuation (ROV) for the valuation of marginal and short mine life resource projects is a more useful valuation tool than the conventional DCF, NPV valuation tool. The application of ROV has major implications for corporate strategy. It generally favours equity over debt funding and non-hedging over hedging. A retrospective assessment of the successful development of the Lennard Shelf Operations demonstrates the concepts of implementing real options and the value destruction of limiting operational flexibility through debt and hedging activities.

Clyde Materials Handling (CMH) and WorleyParsons have developed a concept for a flash furnace feed system using the specialist pneumatic conveying equipment expertise of CMH and the flash furnace process experience of WorleyParsons. CMH has developed a proprietary volumetric feeder (called a Rotofeed) which is extremely accurate and overcomes many of the problems inherent with loss-in-weight screw feeders and drag chain conveyors, previously regarded as state-of-the-art. Initial indications are that the Clyde-WorleyParsons Feed System could deliver the following benefits to Flash Furnace operation: ? Accurate pulse-less delivery of feed material to the head of the burner leading to improved combustion performance and process stability; ? Highly accurate split to the individual quadrants of a conventional burner tube, or provision of a smooth hollow curtain to a burner without guide vanes; ? Decreased pressure pulsation in the furnace due to improved combustion control and performance; ? Decreased temperature fluctuations in the furnace due to improved combustion characteristics and hence reductions in refractory thermal stress and wear; Plant measurements have indicated a correlation between the discharge of concentrate from the drag chain conveyor and high speed pressure fluctuations in the flash furnace settler. Pilot scale test have been conducted to illustrate that the system delivers pulse-less feed to the burner with even feed distribution axially.

INTRODUCTION The City of Oslo together with the neighbor municipalities, Baerum and Asker, are presently building a jointly owned sewage treatment plant located on the west side of the inner Oslofjord. The project is scheduled for completion late 1981. Because the location of the treatment plant is at a distance of about 20 miles (30 km) from the city center, a discharge of more than 13 yds 3/sec (10 m3/sec.) of sewage and storm water will have to be transported over considerable distances. The topography of the area and the geological conditions early indicated that the only realistic transport method had to be through tunnels. As planning proceeded, full face tunnel boring emerged more and more as a favorable alternative to conventional drill and blast medhods. Today the scheme comprises nearly 25 miles (40 km) of tunnels being excavated by full face tunnel borers. In addition a number of access tunnels and cross cuts are to be excavated by conventional methods.
