Introduction Wear of pumps, wet cyclones and pipelines by suspended solid particles will impact their operating economies by limiting their useful life, reducing their reliability and increasing the amount of servicing. Erosion is considered a materials problem. The empirical solution consists of testing different materials in field applications. Such tests are time consuming and expensive. The prediction of localized wear rates, life estimates and appropriate material selection demand a better understanding of the slurry wear process in environments corresponding to those found in working equipment. Key words: Wear, Slurry abrasion, Coriolis erosion tester The slurry wear process Solid particles suspended in liquid generally move with the flow, but such particles deviate under the centrifugal and Coriolis forces encountered in pumps. The concentration of particles will increase, and a solid layer or bed may accumulate if the acceleration is directed against the flow passage wall. Large particles in dilute suspensions may impact the wall. dissipating their kinetic energies and removing material. However, particles smaller than about 11)(1 µm encounter great drag when moving through the liquid. and such par¬ticles have little kinetic energy left when they reach the wall. They cannot penetrate the stagnant boundary layers present in pumps. Therefore, small particles tend to form beds that slide along the wall, removing material by a process that could he called sliding erosion or wet abrasion. Wear by impact erosion from large particles in dilute slurries can he predicted by appropriate analytical and empirical methods. However, laboratory tests and calculations of wear rates that correspond to sliding erosion are more likely to correlate with field experience from wear under similar conditions. Specific energy Data from laboratory slurry erosion experiments have shown that the amount of material removed is approximately in proportion to the energy expended in the erosion process. Thus. the specific energy-energy expended in removing by erosion a unit volume of material-offers a simple, practical measure for the erosion resistance of materials. The concept was found to also apply to sliding erosion (Clark et al.. 1997). Generally, the study of the material-removal process in slurry erosion continues to remain a subject of research. Conceptually, if the flow velocities and accelerations could be calculated in a pump or pipeline, the energy dissipated at the passage walls could also be estimated, and the material removal rate would become known from the specific energy determined by laboratory tests. Slurry erosion testing Laboratory devices made specifically for slurry erosion testing may be grouped into the following: jet erosion devices, slurry pots and the Coriolis test machine (Pagalthivarthi and Helmly, 1992). Jet erosion devices use a slurry pump and nozzle to produce a high-velocity slurry jet that is directed at a flat material specimen, either perpendicularly or at some acute angle. Combined impact and sliding erosion are produced. but the processes cannot be separated, and the wear is difficult to assess except by weighing. Slurry pots consist of a cylindrical vessel containing the slurry of interest. In the slurry pot, test specimens are attached to a rotating arm. The samples are rotated in the slurry and experience local flow conditions that result in combined impact and sliding erosion. Wear depth measurements from detailed laboratory experiments have been successfully correlated with results from an analytical model of the process, and specific energy values have been calculated (Wong and Clark, 1995). In industrial use, the samples are weighed to determine the total material loss. Materials are ranked with respect to some reference material. The Coriolis erosion tester (Tuzson, 1984) consists of a rotor with a central cavity, from which two opposing radial passages lead out (Fig. 1). The slurry is fed to the centerof the rotor in one pass from a stirred overhead tank. The slurry particles are subjected to the Coriolis acceleration as they flow out through the radial passages. The material specimens are mounted into the radial passage walls facing the direction of rotation and are eroded by the particles that are pressed against them as they flow out radially. A narrow groove is worn into the sample within a few minutes, using a few gallons of slurry. Material removal is estimated accurately from profilometer traverses across the wear scar at different locations. The energy dissipated by the particles can be estimated, which leads to a well-defined experimental value for the specific energy.

The existence of mineralized ground in the area near Lake Chelan has been known since 1887, when Major A. B. Rogers, a locating engineer for the Great Northern Railway, came up Lake Chelan to Railroad Creek in search of a pass over the Cascade Mountains. The steep mountainsides near the crest of the Cascades proved too difficult for railroad construction, and the project was abandoned. Upon his return to Seattle, Major Rogers apparently told his friends, the Denny family, about the large, red, oxidized patches he had seen on the valley walls along Railroad Creek. The Dennys, being true pioneers in spirit, grubstaked J. H. Holden to explore the area and to stake any promising mining ground, and thus began the chain of events that culminated in the construction of the plant that is now known as the Chelan Division of the Howe Sound Company. Holden staked the first group of claims in 1892. Soon afterward, A. H. Murdock, who was then a storekeeper in Chelan, and who is still living at Waterville, and his partner, W. P. Robinson, staked adjacent ground. These two groups of claims formed a substantial part of the mining property being worked today. During the period from the original staking in 1892 up to 1928, when the Britannia Mining and Smelting Co. optioned the property, many attempts were made to bring the property into production, through the formation of several stock companies and by examination and testing by engineers from several well-known mining companies. Although the Britannia organization optioned the property in 1928, not much was done until 1930, when a subsidiary was formed—the Chelan Copper Mining Co.—to explore further the possibilities of the ground. Some work was done during the next few years, but it was not until March 1937 that the Chelan Division of the Howe Sound Co. took over with a program of "full speed ahead," and active development of the mine and construction of the complete plant was begun, including docks, tug and barges, 54 miles of power line, 11 miles of road, mill, shop buildings and complete camp. Production began in April 1938, and has continued without interruption, except for regular change days and holidays and a six-weeks strike in 1939. This interval of time has seen the gradual evolution of a mine and mill originally planned for a rate of 1000 tons per day into a compact operation that last year averaged 2264 tons per operating day. This operation, although rather small when compared with the large copper producers of the Southwest, is important to the state of Washington for several reasons: It has provided employment for several hundred people continuously since construction days in 1937; it has helped materially in the war effort, through production of vital copper and zinc, without which no war can be won; and last, but not least, it has conclusively refuted the old pessimistic arguments that a successful mine would never be found in the Cascade Mountains of Washington. Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970's - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. It is unnecessary to repeat here the contents of many valuable contributions to this subject which have appeared in the Dansactions and in the publications of the U. S. Geological Survey. As a basis for the further suggestions of this paper, the following are the most important: 1. The investigation of J. R. Don,' showing the gold of certain Australasian veins to have been deposited by ascending solutions, and not by lateral secretion. 2. The theory of Prof. Posepny? distinguishing the vadose from the deep circulation, and ascribing the origin of certain classes of ore-deposits to ascending solutions of the latter class. 3. The theory of Prof. Van Hise,3 as to the underground circulation and the primary enrichment of veins thereby. 4. The paper of Prof. J. F. Kemp,4 showing that ore-deposits are largely the products of " expiring vulcanism." Many. of Prof. Kemp's ideas have been widely adopted by mining men. 5. The theory of secondary enrichment, so lucidly expounded by Mr. S. F. Emmons.V his theory, dealing with the rearrangement of ore-bodies after primary mineralization, has been generally adopted, and seems to me to have been as completely proved as the nature of the case permits. MANY fields have been zoned by nature with shales and intermediate waters between oil zones. Limitations thus imposed have been the basis on which the field was developed. In contrast thereto, in the Ventura Avenue Field, nature proved more generous. Always expecting to find such similar limitations, operators drilled deeper and deeper into the oil zone without finding any distinctive shale bodies other that the Gosnell shale and only one intermediate water, which became the point below which the final water shut-off of each well was made. Thus, on top of the structure, about 3300 ft. of oil-bearing zone has been penetrated below this intermediate w9ter-a distance of 4000 ft. below the Gosnell shale. "With columns being installed in rougher section at Miduk Copper Complex, the rougher feed mainly reports to rougher-scavenger cells. To evaluate the efficiency of regrinding circuit, we conducted flotation experiments on samples of the feed and the products of the regrinding circuit. The grade difference of these products at 85% recovery was considered as the efficiency index. Results show that, with weight recovery of the rougher-scavengers the efficiency of the circuit increases. Exclusion of the rougher-scavenger concentrate from the feed to the regrinding circuit, resulted in an increase in the efficiency index from 10.12 to 17.6%.INTRODUCTIONThe flotation circuit at Miduk Copper Complex consists of five flotation columns as roughers and ten mechanical cells as rougher-scavengers. According to design criteria, 75% of the final product was expected to be produced by the rougher columns, while most of the feed consisting of liberated valuable particles is introduced into rougher-scavengers. To liberate locked particles, the rougher-scavengers concentrate is introduced into the regrinding circuit (see Figure 1 below). The regrind mill is in reversed closed circuit with a secondary hydrocyclones cluster, and the cyclone overflow is introduced into three parallel cleaner columns. Cleaners concentrate reports to concentrate thickener and the column tailings is introduced into six mechanical cleaner-scavenger cells. The cleaner-scavengers concentrate reports to the regrind circuit(Figure 1)."

Newcrest Mining LimitedÆs Telfer Mine is a world-class gold and copper producer, situated in the Great Sandy Desert, in the north west of Western Australia. The mine has a number of distinctive characteristics such as being one of AustraliaÆs most remote mine sites, being within 270 km of the hottest town in the southern hemisphere (Marble Bar) and having been shut down and reopened after a two-year feasibility study. The construction of a new plant and reopening of the mine gave Newcrest the opportunity to review their mining practices and systems including the opportunity to incorporate reconciliation as a core process. Telfer is now well on the way to being one of the largest gold and copper concentrate producers in Australia. When the mine reopened in June 2003, Telfer implemented SnowdenÆs Reconcilor software system to facilitate reconciliation of geological models, production data and plant measurements. The system was implemented on site in June 2004, as a web-based information management system, integrating other existing mining and plant software packages. It continues to provide an auditable process and consistency of data, providing ease of analysis with standard and customised reporting. This paper provides a case study of the reconciliation system implementation at Telfer. It outlines the consolidation of a number of management systems into one centralised system that can be used to compare and reconcile the tonnes and grades from the mine through to the mill. The authors outline the key estimates and measures that are used for reconciliation at Telfer, detailing the characteristics of the system used to capture the information and the benefits that have been gained through the use of a rigorous reconciliation process on a complex orebody.

At the Sugarland and Raccoon Bend fields in the Gulf Coast area, all wells are drilled with rotary tools and the casing is always set in cement that is placed by the circulation method. After the cement is set, the rotary mud that fills the hole is not withdrawn or bailed out; consequently, it is not customary to give the cementing job a direct test either by putting pressure on the hole to see whether the cement will hold or by observing whether an effective water shut-off is secured. About three years ago, this company started the practice of coring the cement left in the bottom of the casing and examining the core thus secured. If the core was hard and strong, the cementing job was judged a success but if the core was incoherent, soft, and crumbly, the job was considered a failure. Of course, there were intermediate types of cores and it was not always a simple matter from this examination to decide whether the job was a success or failure. After about two years, a summary of the core examinations that had been made indicated that of cementing jobs made at depths of 1000 ft. or less, 60 per cent.. were failures; of those between 1000 and 2000 ft., 80 per cent. were failures, and of those between 3000 to 6200 ft., 100 per cent. were failures. This sta,rtling table emphasized the need of the study of the conditions under which the wells were cemented and of adopting means to reduce the percentage of failures. In addition to these core tests, two wells gave direct evidence that the cementing jobs were not always successful. In one, a four-year-old well at Goose Creek, the casing was perforated, and when fluid was circulated some of the old cement wss brought to the surface. Most of it was powdery and the few chunks that were brought up were soft and crumbly. The other was a well at Raccoon Bend which during a blow-out brought a number of chalky, soft and crumbly pieces of cement to the surface. RECENT work by J. Darby, Jr. in this laboratory has shown that the reported vanadium-rich limit of the s phase in the Co-V system at 1200°C is in error. The appearance of a second phase in s actually is restricted to alloys containing over 68 atomic pct V. The error in the original value is due apparently to a reaction that takes place along the numerous cracks in the s specimens between the alloy and the impurities present in the He + 8 pct H atmosphere in the annealing furnace. Such a reaction and the consequent appearance of a second phase can be suppressed if the alloys are sealed under vacuum in Vycor tubing. The new value of 68 atomic pct V for the vana-dium-rich limit of the s phase in the Co-V system effects slightly the s compositions calculated from average values of N, and N,. for various s phases. The standard deviation between experimental mean compositions and those calculated from the assumption that s is characterized by a constant number of 3d + 4s electrons per atom (N,), is slightly reduced from 9.1 to 8.8 pct. The maximum divergence for the V-Mn s phase is reduced from 15.5 to 14 atomic pct. The standard deviation calculated from constant electron vacancy numbers given by N.. = 4.66 (Mo + Cr + V) + 3.2 (Mn) + 2.2(Fe) + 1.71(Co) + 1.6(Ni) is now greatly reduced, as the maximum divergence for this correlation previously occurred in the V-Co system. This maximum divergence is reduced from 7.6 to 2.3 pct, and the standard deviation for all s- phases is reduced from 4.1 to only 2.9 pct. The correlation for electron vacancy numbers given by N. 5.66 (V when with Ni or Co) + 4.88 (V when with Mn or Fe) + 4.66 (Cr + Mn) + 3.3 (Mn) + 2.66 (Fe) + 1.71 (Co) + 0.61 (Ni) is made slightly worse, and the standard deviation increases from 2.8 to 3.9 pct. These changes, however, do not affect the conclusions of the paper.' The deviation between calculated and experimental s compositions is much less for either one of the electron vacancy correlations than for the correlation with the number of 3d + 4s electrons.

The recovery of Platinum Group Elements from various industrial scraps and spent materials in the form of high and low grade, such as, impure metals, matte, catalysts and other ceramic substrates, etc., has .been described by using high pressure reaction method. Nickel, Stainless Steel, Titanium and glass lined reaction vessels? are used in the reaction process. Primarily, the method involves either direct leaching of the substrates from the metal value or dissolving the precious metal from the substrate. Both acids and alkalies are used along with other reagents in the reaction process. The temperature and pressure of the leaching process are the main criteria for the reaction kinetics.

Within the Ag-Pb-S ternary system, the boundaries of the immiscibility region together with the tie-line distributions were re-established at 925°C by the equilibrium-quenching technique where samples were kept in evacuated and sealed silica capsules. Activities of Pb were measured by the dew-point method along the Ag-Pb binary at 925°C, 1100° and l200°C, positive deviations were observed and the results were modeled by the Krupkowski formalism. Activities of Ag, Pb, and S, along the ternary miscibility gap were calculated at 925°C by utilizing the boundaries binary thermodynamics, phase equilibria and tie-lines. Activities of PbS within the pseudobinary Ag2S-PbS mattes were also measured by the dew-point technique and the results were again modeled by the Krupkowski formation where negative deviations were observed.

Large infrastructure projects like tunnel excavations, underground constructions face innumerable risks. For successful completion of these projects, it is essential that we foresee and understand risks that could occur during different phases of the project. One of the risks affecting underground excavation projects is the inaccurate performance prediction of TBMs. As this could severely affect the project, resulting in lower advance rates and could also result in changing the excavation machine or method, due to difficulties in excavation, thereby increasing the overall cost of tunnelling. This makes performance prediction of the TBMs as one of the crucial aspects in tunnelling, as a precise estimation of its performance is required for planning and estimation of time and cost of the tunnelling projects. This performance prediction of TBM is a challenging geotechnical problem that is intricate and complex in nature, this is possibly due to the fact that TBM performance prediction involves understanding the rock fragmentation process in wide range from micro-scale (i.e. the interaction of surface of rock material and cutter tip) to macro-scale (including the interaction of rock mass and TBM). Thus in order for the performance prediction model to be efficient, parameters of both TBM specifications and ground conditions have to be considered. Various models have been proposed by researchers since the early phases of TBM application, these studies resulted in the development and improvement of numerous penetration prediction models. Most of these models consider the geotechnical parameters that are input to the model to be consistent along the TBM drive and neglect the uncertainties in parameters that occur. And so to improve the predictive capability of these models and to incorporate the above uncertainties, the penetration rate is modeled as a stochastic variable depending on the geotechnical and TBM parameters, its statistical distribution is determined and is used to characterize the penetration rate instead.

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defense, for purposes other than the: extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallics is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of they Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

"EXECUTIVE SUMMARY The use of membranes for the treatment of Acid-Mine-Drainage (AMD) water has been a 35 year mining industry quest that has only recently produced commercial scale Zero-Liquid-Discharge (ZLD) plants. The process of development of the membrane treatment of AMD has been defined by the water treatment industry’s efforts to control gypsum scaling of the membranes, an artifact of the concentration of calcium and sulfate ions on the concentrate or “brine” side of the membranes. Improved anti-scalants, changes to membrane surface geometry and a lowered permeate flux rate were all part of solving the calcium sulfate (gypsum) scale formation problem. Whether used singly or as part of a multi-stage membrane treatment process, the production of “left over” membrane concentrate or brine, in any volume large or small, was a second barrier to adoption of the method by the mining industry. The two identified “final brine” treatments were a) solar evaporation ponds and b) mechanical evaporators. Brine disposal by solar means is typically site limited to flat terrains or high net evaporation locations. Mechanical evaporation-crystallization is applicable at all sites but, typically, at onerously high ownership and operating costs. Miwatek, a South African water treatment start-up, has entered the mining AMD ZLD marketplace with two new, pilot-scale tested, processes, both of which are predicated on the innovative treatment of a reasonably concentrated AMD and neither of which produces a final brine that requires disposal. In the Miwatek Brine Treatment, MBT, method the membrane brine is caustic pH adjusted and de-calcified precedent to passage through a second membrane plant. The caustic is generated on-site by a lime treatment of the second-membrane concentrate. The first- and second-stage permeates are blended for discharge. The process usually yields no “final brine” for disposal. In the Miwatek Ettringite Treatment, MET, method a low pH first-stage membrane brine is lime treated in two or three steps in the presence of aluminum in a way that metal hydroxide and calcium sulfate solids are formed and purged from the system. Sufficient aluminum is often present in the feed water to, with judicious recycling, enable operation of the lime-aluminum treatment without the purchase of outside aluminum reagent. The first-stage membrane permeate is blended with the lime-aluminum treated membrane concentrate for discharge. The indications are that the method can comfortably meet the low 250 -500 ppm SO4 discharge water quality standards that have most recently been proposed in South America. The process yields no “final brine” that requires disposal. Projected own-operate costs for the MBT and MET systems are less than the estimated costs for all identified alternative treatments."

IT is intended in this paper to present in broad outline to the members of the Institute a short account of the conditions and operations that constitute what is, variously known as Subterranean Warfare, Military Mining, or Tunnelling. Realizing ,the magnitude of the operations, and the varied and minute details met with in them on,the Western Front, it is the writer's intention to confine these notes to operations carried out by the First Australian Tunnelling Company. In so doing there is no wish to detract from the very fine records of the Second and Third companies it is to be hoped that members of the Institute (or others) who were with these companies will write accounts of their doings-the former in the water-logged areas to the south of Armentieres, and later in the sand-dunes at Lombardzee, and the latter in the chalk area of the Lens coal...

CENTRALLY located with relation to the largest iron- and steel-producing districts of the United States, the fluorspar-deposits of Kentucky possess increasing interest and importance. As typical of the numerous fluorspar-mines of Kentucky and Illinois, I have selected for description the Memphis., because it and others of its immediate group exhibit the conditions characteristic of all. I. THE MEMPHIS MINE. This mine lies 5 miles NW. of Marion, in Crittenden county, Kentucky, a station on the Chicago and Nashville division of the Illinois Central R. R. For the first mile and a half out of Marion we see only Birdsville or Middle Chester sandstones of Mississippian age. Then we cross a fault of some 350 ft. displacement, and the Ste. Genevieve oolite sets in. Beyond the fault, oolite is the predominant rock, except that the bills to the north have a capping of Cypress or lowest Chester sandstone, 80 ft. below which is an outcrop of from 6 to 10 ft. of Ste. Genevieve (Rosiclare) sandstone. Occasional sink-holes are noticed, and as the mines are approached evidence of faulting is again seen.. A line of crude head-frames and open-cut dumps, extending for more than a quarter of a mile, marks the Klondike vein. The open-cuts are from 15 to 20 ft. deep, and in most of them, from the surface down, was found the reddish gravel which is really fluorspar-some of it white or purple and crystal-clear (if the red clay is washed off), and some carrying iron and silica, and stained by waters from the decaying limestone walls. In one of these cuts, at a depth of 20 ft., white and purplish honey-combed fluorspar was found, in which the larger cavities are due to limestone and calcite leaching, and the minute ones to the leaching of zinc-blende.

The association of graphite with a fine grained pyrite in the Mount Isa lead-zinc ore was investigated from mineralogical and metallurgical standpoints. The pyrite has been partially or completely replaced by galena and to a less extent by sphalerite, pyrrhotiteand chalcopyrite with the retention of graphite films or inclusions. During lead flotation the graphite imparts a spontaneous flotability to all associated minerals, resulting in a low grade fraction, which we call the carbonaceous fraction, floating with and diluting the lead concentrate. In times of low metal prices this fraction seriously reduces the economic value of the lead concentrate. A flotation procedure was developed to upgrade the carbonaceous fraction separately, producing an economic concentrate and a tailing.INTRODUCTIONThe lead concentrate produced from Mount Isa ores can vary from 20 to 50 per cent lead, depending on the locality in the mine from which the ore is obtained. Variations of this order are independent of ore grade and lead recovery. The large variation is related to the presence in the ore of a variable fast floating low grade fraction known locally as the carbonaceous fraction because of its association with graphite. During conventional lead flotation with sodium ethyl xanthate the carbonaceous fraction floats rapidly and unselectively with normal Mount Isa galena.The paper discusses mainly the examination and treatment of an average carbonaceous fraction, defined here as the fast floating material in the mill feed of late 1956. I REGRET that I am unable to present this subject in definite form and detail. All I shall attempt at this meeting is to lay before you some curious facts, the bearings and explanations of which must be reserved for future consideration. I hope before the next meeting to have carried experiments far enough to furnish a more important contribution to the science of iron metallurgy. The Wickersham process consists in the introduction into the molten metal, as it runs from the furnace, of air from the hot blast. Mr. Samuel Wickersham is the originator of the plan, as applied in practice, although Mr. Martien had the idea a long time ago, and, I believe, went to England about it. But at that time Mr. Bessemer was coming before the public with his invention, which engrossed the attention of iron-masters, and Mr. Martien accomplished nothing. The principal difficulty in our experiments at Dunbar was to get a practicable runner or trough, through which the molten metal should pass, and in which it should be exposed to the action of the Mast. The runner we used was ten feet long, and perforated on the sides to permit the entrance of the air-currents. When we used a cast-iron and fire-clay runner, the heat was so great that before we were more than half done with a run, the lower part of the runner was melted, and we had a magnificent Fourth of July display of fireworks until the blast was shut off. We had to abandon fire clay. The runner with which we have had the best success is made of wrong- ht-iron tubes, 29 inches in diameter, attached to a wrought-iron frame, and lined with a mixture of crushed conglornerate (quartz) and a little fire clay to give it cohesion. The wrought-iron shell curves inward over the upper edges, so as to catch and throw back into the current the flying sparks and particles of metal thrown out by ebullition. With this we have been able to run 12 to 14 tons at a heat with great ease. Mr. Wickersham has since prepared this material (pounded quartz) into a shaped brick or tile, with the necessary perforations for the passage of the air, which promises to answer every requirement for steady working. The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

The electro-optic coefficients of LiNbO, and KTao.,5Nboe3,O3 (KTN) have been experimentally determined at the HeNe laser wavelengths of 0.6328, 1.15, and 3.39 µ. The coefficients were calculated fronz the retardation induced by an applied electric field. The retardations were measured by observing one or move transmission maxima and minima as a function of the applied field, and by measuring the retardation directly with a Babinet-Soleil compensator. The values obtained agree quite well with those previo~lsly reported by others. Extinction ratios as high as 3000:l have been observed. Resistivities and Curie temperatures have also been measured. Light-induced optical inhornogeneities in LiNbO, repovted by others have been observed. CONSIDERABLE interest has recently been shown in the electro-optic properties of LiNb03 (Refs. 1 and 2) and KTN.3, 4 These crystals have a number of advantages over such well-known materials as KDP. These advantages include: 1) the infrared transmission of KTN and LiNb03 extends to 5 p whereas that of KDP cuts off at 1.5 p ; 2) driving voltages required for modulators using these materials are considerably lower than those required for KDP. After first discussing some theoretical considerations of the electro-optic effect, we will report the results of measurements of the dc electro-optic coefficients of these materials at wavelengths of 0.6328, 1.15, and 3.39 p. THEORY The generalized equation for the electro-optic effect can be written: Although lattice polarization is the fundamental variable, rather than the applied electric field, we follow the convention of expressing the linear electro-optic effect in terms of the applied field. For LiNbO the quadratic terms are negligible. Since KTN has a center of symmetry the rijk tensor is 0. After applying the usual symmetry considerations and index contractions,* the rijk and gijkl tensors can be expressed as follows: LiNbOaT If field directions are now chosen, the change in refractive index and the angle between the induced optic axes and the crystallographic axes can be found. The induced rotations of the principal axes of the index ellipsoid for fields in principal crystallographic directions are given in Table I. Since KTN is initially isotropic, the principal axes in the zero-field condition are parallel to the crystallographic axes. The induced retardations are given in Table 11.
