ABSTRACT The Bruce Museum, located in Greenwich, Connecticut, is home to an extensive display of art and natural history exhibitions. A large addition was designed to be constructed adjacent to the museum requiring new spread footings to be installed up to 16.5 feet below the existing foundations. The soil conditions at the site consist of highly variable sand and gravel overlying weathered rock and sound bedrock. The Contract Documents called for traditional foundation underpinning. Traditional underpinning techniques, however, presented two major challenges on this Project; (1) deep underpinning pits would be required involving multiple levels and staging with tieback support and (2) the highly variable soil and bedrock composition and elevations presented uncertainty in the design and construction of the pits. In lieu of traditional underpinning, Geosciences Testing and Research, Inc. (GTR) proposed an “active” soil nail underpinning system. A major reason that the soil nail underpinning option was feasible, related to the fact that the soil nails and facing could be installed slightly in front of the existing footings rather than directly underneath the existing footings. The soil nail wall design involved one to four rows of soil nails with nail positions and wall depth able to be adjusted “on the fly” as excavation progressed depending on the field conditions encountered. To create the “active system,” the soil nails were pre-loaded to mitigate wall deformations that would be associated with a standard passive soil nail wall design. To evaluate the performance of the active soil nail wall and confirm design assumptions, an extensive automated monitoring, on-site testing and inspection program was proposed and executed by GTR to monitor deformations of the wall and the museum in real-time, evaluate and confirm bedrock and soil bond stresses and ensure that each soil nail was pre-loaded and locked off. Careful analysis, planning, and use of the observational method illustrates the importance of collaboration between design and construction personnel and applying engineering judgement throughout construction. The use of the observational method includes the potential for modifying design based on conditions observed. This paper presents a unique case study of the “active” soil nail underpinning system to support and protect sensitive structures, close collaboration between design and construction facilitated by real-time deformation monitoring, and its successful application as a safe and cost-effective alternative to traditional underpinning.

The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.

THE necessity of adopting improved methods of bituminous-coal cleaning at. many collieries is recognized by all familiar with the requirements of the various bituminous markets, the approaching exhaustion of the relatively small areas of inherently high-grade-coal, and the difficulties encountered in maintaining a uniform grade of shipped coal. Many coals lose much of their .market value by degradation in size, and, in any event, if the cleaning process is to contemplate wetting the coal the minimum amount of fines should be produced to prevent sludge losses and the difficulties resulting from the moisture content of the wet fines. Hence, it is desirable to by-pass the finer coal dry, if this can be done without too-great increase in impurities in the final product. This procedure has given excellent results at washeries at Steelton and in the Birmingham district. If the raw fines are too impure to permit admixture with the washed coal, it may be desirable to use dry methods, such as the pneumatic table, rather than to wet an excessive amount of such fine material. The bituminous-coal cleaning plant should therefore: (1) Treat the raw coal in as large lump as possible and without sizing; (2) eliminate degradation of pure coal -in the washing process; (3) avoid wetting the fines, if possible; (4) produce washed coal practically free from mechanically included impurities; (5) crush the refuse and retreat, if much intergrown coal, and refuse are present, rather than precrush the entire feed. Ordinary gravimetric methods of concentration, whether hydraulic or pneumatic, will not meet all of these requirements, as the large lump includes those sizes. now sent to the picking tables, if it is desired to treat material of such size. I do not know of any prior commercial method, based on the falling velocity, coefficient of friction or resistance to fracture, that permits the production of clean coal varying in size from, say, 10-in. lump to 1/16 -in. mesh.

IN a paper on the manufacture of artificial fuel, read at the Philadelphia meeting of February, 1878, I enumerated the difficulties which I had to overcome before succeeding in the mixing of coal-dust and clay, the compressing of the same mixture, and the water-proofing of the lumps. The drying of the lumps, after leaving the press, was the remaining difficulty, and it was expected that a plan devised by Dr. Charles M. Cresson, of Philadelphia, would enable us to dry the fuel as rapidly as it was moulded, and that a continuous production could in that way be obtained. The company was reorganized. The works were purchased by the new company at an assignee's sale, and the oven was modified, according to Dr. Cresson's plan. Anticipating a possible failure, I had prepared a plan by which I expected to be able to demonstrate that anthracite coal dust mixed with pitch, could be manufactured with our present machinery slightly modified ; so that after all, if we were compelled to give up the attempt to make fuel for domestic use, there was a possibility of succeeding in the manufacture of a good steam-fuel. The plan suggested by Dr. Cresson for drying the pressed lumps of coal-dust cemented with clay, did not work as well as we expected. It enabled us to dry more fuel than we did before, but it could not be made to dry more than one-half of the lumps produced by the press. The plan was abandoned, and I was authorized to experiment with coal-dust and coal-tar pitch. The cement which is used in Europe to conglomerate coal-dust is ,usually dry pitch, which is prepared by separating from the tar, at a temperature of 572° Fahrenheit, the volatile matters which it contains. Some manufacturers, however, employ crude tar, others, a rich tar, which has been cleared of 25 per cent. of its volatile substances, by heating it to 392° Fahrenheit. But with common tar very weak fuels are obtained, which do not burn well, and give out a strong smell and a great deal of smoke ; it is also necessary to subject them to a baking process, in order to solidify them, and to eliminate the more volatile of the materials contained. This operation of course requires a special plant, the cost of which increases sensibly the price of manufacture, without counting the products

He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

GOLD occurs in many mineral deposits in the rocks of the Canadian Shield. It is present in the ores of many base metals and a considerable quantity is recovered as a by-product from the production of copper at Noranda, of nickel and copper at Sudbury and of copper and zinc at. Flinflon. But the greater part of the gold production of Canada is from deposits in which gold is the only metal of value. No gold is obtained from placer deposits within the borders of the Canadian Shield. A brief review of the geological relations of some of the gold deposits of the Canadian Shield will be presented in an attempt to explain certain associations. Only those which are being worked for their gold content will be considered and descriptions will be conned to representative types of deposits, chiefly those of major importance; a few others, differ-ing in certain features from those of the older and larger mines, will be included in order to illustrate the general conditions in which gold occurs in these ancient rocks. Brief summaries will be given of the geological relations of the Beattie and Siscoe mines of northern Quebec, of the mines of the Porcupine and Kirkland Lake areas of northeastern Ontario and of the Howey, Central Patricia and Little Long Lac mines of northwest-ern Ontario. Genetic relations to igneous rocks of granitic composition, outcropping in the vicinity, have been assumed for many of these deposits. Undoubt-edly the ore minerals have been derived from igneous sources and, for some occurrences, there is evidence suggestive of genetic relationship between the ore bodies and neighbouring intrusive rocks. During the past few years, however,, many investigators have expressed doubt of the genetic relationship of certain ore bodies to igneous masses near which they occur. As will be seen from references in the following descriptions the importance of the structural conditions in localizing deposition has been realized. "Plant availability up 13%, production output up 40%, tons per employee up 15% and labor turnover down 52%. One mine manager states these were direct spin offs from the work being done to qualify for a safety award in the program known as the ""IMSRS 11 over a three-year period of time. ""Of Course"", stated this manager, ""these were in addition to an 87% reduction in our disabling injusry frequency rate.”Officially known as the International Mine Safety Rating System or the Five Star Mine Safety Rating, a new approach to mine safety is being used with enthusiasm by a significant number of mines in Canada, the U.S., Australia, Chile, Indonesia, the Philippines and South Africa. Significant results are coming into the International Loos Control Institute from over 125 mines from these countries.The program is built around a mine safety audit system that gives positive recognition to a mine at 5-step intervals along the way, (a star with each step attained). The Institute has licensed auditors in locations in Canada and the U.S. available to audit.It is believed the success of this program is the result of the premise upon which the program is based. The results being achieved are due to the concept that a modern, well-managed mine safety program maintains the basic foundation of a complete management system. When properly implemented, it reinforces those factors common to production, quality and safety. (Attitude - skill - knowledge - fitness - structure - machine - equipment - materials and processes). The IMSRS contains elements that reinforce all these factors. It uniquely treats safety as part of the ""right way"" to do the job and not just the ""safe way"" as a distinctly separate entity. Mines using this program now recognize that many of the older safety techniques were not necessarily the right way or the most efficient way to do things. It appears that this new approach to mine safety is a new avenue for the attainment of management's real goals for being in business, and at the same time achieves optimum support for the important target of safety and health for the mine worker."

AT the New York meeting of the Institute, February, 1914, Professor Hopkinson and Sir Robert Hadfield presented an important paper entitled Research with Regard to the Non-Magnetic and Magnetic Conditions of Manganese Steel.1 Any contribution on manganese steel by its discoverer necessarily carries with it much weight and is entitled to serious and close consideration. The momentous discovery of that alloy by Sir Robert Hadfield some 30 years ago was the signal for great activity in the field of alloy steels; and the remarkable results obtained in the last two decades probably constitute the most important modern advance in the metallurgy of steel. The authors of the paper referred to above are unable to reconcile with the allotropic theory the interesting results obtained by them in heat treating manganese steel. When they speak of the allotropic theory, however, I understand that they have more especially in mind the existence of beta iron. It is not my understanding that they question the occurrence of iron in the two allotropic varieties known as gamma and alpha. If I am wrong, I trust they will correct me. A careful consideration of the experimental results reported and discussed by the authors leads me to believe that on the contrary they can be very satisfactorily explained in terms of allotropy and that, in the light of our present knowledge, they cannot be accounted for in any other way. The physical properties of non-magnetic manganese steel described by the authors are those pertaining to iron-carbon alloys in which iron is present in the gamma condition, or, in other words, to austenite. The metal is then characterized by great tenacity and ductility and low elastic limit, while its hardness, mineralogically speaking, is not excessive, but of a special kind termed "tough hardness" by the authors. The Piedmont province of the southern Appalachians is the focus of interest for many exploration geologists. In the past, only those deposits with significant surface exposure were exploited. Thus, few deposits have been found and relatively little exploration has been conducted in recent years. Modern geochemical and geophysical techniques can alleviate this problem of concentrating on exposed ore bodies by allowing us to "look through" the soil and saprolite to detect the presence of significant mineralization at depth. This paper will attempt to evaluate the feasibility and effectiveness of several geochemical exploration techniques in the Piedmont province of Cabarrus and Stanly counties, N.C. The area chosen for study is shown in [Fig. 1], lying almost wholly within the Mt. Pleasant quadrangle, N.C. The area is on the eastern boundary between the Charlotte belt, a zone of plutonic and intermediate grade metamorphic rocks, and the Carolina Slate belt, a series of complexly interbedded volcanic and sedimentary rocks of predominantly low metamorphic grade. The area is considered to be an early Paleozoic active, continental margin. l As is typical of most of the piedmont, outcrop is sparse. [Figure 2] is a sketch map of the general geology of the area under study, showing the Charlotte belt rocks in the northwestern quadrant and slate belt rocks to the east. Within the area are a number of old mines and prospects, the most famous of which are the Furniss and Phoenix mines in Cabarrus County. All are reported to have contained Au and Cu. Ag and Pb were reported from some. A summary of the deposits is given in [Table 1]. Data used in this study are from three Master's theses completed at the University of North Carolina at Chapel Hi11. 3, 5, 6 In separate studies, well waters, 5 B-zone soils,3 and vein and float from the area were sampled and analyzed. Each study concluded separately that geochemical anomalies in the vicinity of the ores justify use of that specific sampling technique in a geochemical exploration program. The emission of particulate material is one of the several parameters related to environmental control in mining operations near communities. Blasting is an event that generates and leaves a large amount of dust in suspension, which can cause discomfort to communities, generating complaints that can compromise the operational continuity of the mine. The proper management of these environmental impacts is a key factor to ensure a good relationship with the neighborhoods, making a responsible mining in harmony with the environment, giving sustainability to the mining business in the medium and long term. The main goal of this work is to present different techniques and technologies applied in a large-scale open pit mine in Brazil, with operations close to a community, to minimize the emissions of particulate material into the atmosphere. For this, different technical solutions were implemented. First, a non-conventional blasting technique was introduced that incorporates special charging and timing configurations, generating a first upper layer that serves as a blanket to contain a second, higher-energy lower layer. An optimal stemming was also defined in order to minimize ejections and maximize cratering, using the scaled depth of burial theory as well as video and fragmentation analysis. In addition, changes were made in the timing between decks (to guarantee a minimum time between layers) and between holes (changing the initiation point opposite to the free face). Finally, additional measures such as humidification of the bench, use of a wind vane to identify wind direction and the construction of a physical barrier between the mine and the community were implemented as additional mitigation measures. By applying the above techniques together, in some specific zones of the mine, it was possible to considerably reduce the ejections generated by blasting versus conventional blasting without the above measures, which was demonstrated in the field with dual blasts trials. Additionally, it was possible to achieve a vibration reduction in the community of ~30%. This work demonstrates how, by applying these technical solutions, it was possible to minimize the dust and vibrations generated by blasting allowing this operation to do sustainable mining

FIRES in mines are so serious in their consequences and of such frequent occurrence, that their causes and the means of extinguishing them are certainly questions of the greatest interest to a large part of the engineering profession. We have already, in this country, many mines which have been burning for years, and though our hard anthracite is so difficult to ignite that for a quarter of a century after it was first discovered it was not known how to burn it except with the aid of an artificial blast, yet most of the fires which have occurred underground have been in anthracite mines, and in the coal itself. The injury which these fires have caused to properties in various parts of the anthracite regions, and the cost of extinguishing them, would amount to many millions of dollars, and they have also occasioned the loss of many valuable lives. It is not surprising, therefore, that the subject has already attracted much attention, and the exercise of great ingenuity ; and the present communication is made less with the expectation of announcing anything new, than with the object of putting upon record the present state of our knowledge on this subject, or, in other words, of indicating how defective are the present means of combating underground conflagrations. (Causes of Mine Fires.-Even upon the surface, fire is a terrible foe to contend with, and there is probably no other which inspires such thorough and well-founded alarm. With what feelings, then, must we look upon this destructive element, when its field is in the narrow galleries of a mine, where the poisonous products of combustion, spreading in every direction, protect, in the most effectual manner, the fire itself from the attacks of extinguishers, while, if the face of attack be ventilated so as to enable them to approach the seat of the fire, the air current simply increases the extent and violence of the conflagration. Fires underground originate in as various ways as those on the surface, and it is scarcely necessary to say that, except in the rare cases where they are the result of design, they are invariably classed as " accidents," and most generally as " unavoidable accidents." This paper will describe the large caisson pier foundations for four of the bridges crossing the Mississippi River in the New Orleans area; and will discuss some of the unusual problems encountered during their sinking. Certain settlement phenomena experienced during their service life will also be related: The four bridges in order of their construction: The Huey P. Long Bridge, River Mile 106.1, completed in 1935 The Greater New Orleans Bridge No. 1, River Mile 96.0, completed in 1958 The Hale Boggs Bridge, River Mile 121.6, completed in 1983 The Greater New Orleans Bridge No. 2, River Mile 96.1, completed in 1988 Each of these bridges employed large open-dredged concrete caissons as foundations for one or more of the river piers, with the smallest being the 65ft by 102ft caissons for Piers I and II of the Huey P. Long Bridge and the largest being the 99ft by 214ft caisson for Pier II of the Greater New Orleans Bridge No. 2. The Huey P. Long caissons are founded in a dense fine sand at -170 while all of the other bridge caissons are founded in hard preconsolidated clay at elevations varying from -150 to -185. The Huey P. Long Bridge is currently being widened without increasing the caisson foundations under any of the river piers; and the design reasoning that led to this decision is presented.

Severe roof control problems have plagued a West Virginia underground mine since its initial development in the late 1970's. Adverse roof conditions in the Eastern portion of the reserve result from a combination of mining: - perpendicular to the major principal horizontal stress direction, - near lineament intersections, - in areas where the ratio of horizontal stress to vertical stress exceeds 2.00 to 4.00, and - where laminated strata are present in the immediate roof. The focus of this study is to identify the engineering (mine orientation, roof safety factor) and geological parameters (lineament and horizontal stress orientation, horizontal to vertical stress ratio, and immediate roof lithology) causing poor roof conditions and to quantify their influence on projected mining conditions in the Western portion of the reserve Rose diagrams were used to illustrate the correlation between the orientation of eight hundred thirty-six (836) roof falls with that of forty-four (44) lineaments and the principal horizontal stress Similarly a composite map was used to demonstrate the relationship between roof falls and the ratio of horizontal stress to vertical stress The immediate roof strata across the property were categorized as either laminated or non-laminated based upon a thorough examination of one hundred sixty-two core logs. The presence or absence of fireclay, a rider coal, and carbonaceous shale was also noted because of the historic correlation with poor roof conditions. Rock strength and physical property tests were conducted on selected immediate roof strata recovered from coreholes drilled along the mains projected to the Western portion of the reserve Potential roof control problems in the Western reserve were quantified based upon the correlations developed by analyzing engineering and geological data The main conclusion is that laminated roof strata, the rider seam, and its associated fireclay will have the greatest influence on mining conditions. Roof problems attributable to horizontal stresses will not be as severe in the West due to an increase in overburden depth and corresponding decrease in the stress ratio. Recommendations are provided for mining orientation, the layout of mains and submains, panel location, and roof support based on intended service life.

"The soft coal in China has several issues, low permeability, high gas content and prone to gas outburst, making it difficult to drill and improve its permeability. Using the rock mass loading test, the relationship of stress-strain-permeability-time of sandstone was investigated. The fracture network that communicates with coal seams to provide the pathways for gas migration can be established by drilling, hydraulic fracturing or loose blasting in the roof and floor about 5m from coal seams top and bottom. The gas migration can be summed up as ""desorption-diffusion-two levels of seepage"" for gas drainage of the quasi-protection-layer in hard coal seams, and ""desorption-two levels of diffusion-seepage"" in soft coal seams. In the quasi-protection-layer, different gas drainage techniques were used during different stages of mining. Gas drainage of the quasi-protection-layers was demonstrated at Hebi Zhongtai Mining Co., Ltd. The results showed that the technique promotes the gas seepage flow, and improves the efficiency of drainage. The influence zone of the quasi-protection-layer was 1601 m2 and the average amount of gas drainage was 328m3/d, with the maximum being 661m3/d. INTRODUCTIONGas is one of the main factors that cause disasters and influence safety production in underground coal mines (SACMS, 2009). The coal-bearing formations in China have been subjected to multiphase tectonic stress field during the period of geological evolution. Coal body was often crushed into fragmented coals and mylonitic coals under the tectonic stresses (Su and Lin, 2009). The gas permeability of coal is generally poor. So in underground, drilling and hydro-fracturing technology have been used to improve the permeability of coal, such as intensive drilling, hydraulic punching, hydraulic cutting, hydraulic extrusion and deep hole blasting. But the gas drainage rate was low, only 23% (Liu, Li, and Li, 2006; Li and Wei, 2006; Henan Polytechnic University, 2008; Ma, et al., 2014; Lin and Wu, 2009; Zhou, et al., 2011) that was much lower than the rates achieved in the main coal-producing countries such as America and Australia whose average rate of gas drainage was 50%. The protection layer mining technology has been used widely as an effective technique to improve the permeability of coal in the mining of multiple coal seams (Cheng and Yu, 2003; Diaz and Gonzalez, 2007; Karacan, et al., 2007; Palchik, 2003; Latham, et al., 2013; Yuan, et al., 2013; Shi and Liu, 2007; Wang, et al., 2008, Guo, et al., 2015; Lu, et al., 2015; Slazak, Obracaj, and Swolkien, 2014 ). In the single low permeability coal seam, there is no protection layer. This kind of coal seam has low permeability, high gas content, soft coal body, and is prone to serious gas outbursts. During drilling, the holes very often spray, collapse, stuck and wedged the drilling tool. The hole length drilled is difficult to reach the required minimum, the service life of holes for gas drainage is short, the construction cost is high, and the holes are difficult to maintain. The gas drainage efficiency of single low permeability coal seam, especially soft coal seams, cannot be improved even though hydro-fracture technology has been implemented, because its permeability is not improved."

As part of the Diesel Emissions Evaluation Program (DEEP) consortium, Noranda Inc. has undertaken a field project to evaluate the overall performance of the latest diesel particulate filter technology (DPF) at its Brunswick Mine in Bathurst, New Brunswick. Performance of the filtration systems is evaluated with respect to their ability to reduce tailpipe emissions and concentrations of diesel particulate matter (DPM) and noxious gases in mine air, efficiency of filter regeneration process, maintenance requirements, reliability, and acceptance. Four different particulate filter systems deployed on heavy production vehicles are subjected to an 18-month field evaluation. Over the evaluation period the vehicles will have accumulated approximately 4000 operating hours in production. This paper presents the results of testing conducted mid way through the 18-month field trials. The 400- meter section of the mine drift at 525-5 sub level, hereinafter referred to as the "isolated zone" was isolated between intake and exhaust fan systems and sealed with bulkheads against leakage. The isolated zone was ventilated at the rate required per CSA Standards and issued by CANMET for the engines tested. Four vehicles, two load-haul-dumps (LHDs) and two trucks, retrofitted with particulate filter systems were tested along with a new identical model LHD and truck equipped with exhaust systems consisting of a catalytic converter (DOC) and muffler. The test vehicles were operated individually inside the isolated zone for approximately 4 hours over simulated production duty cycles. Measurements of ambient concentrations of particulate matter, tailpipe emissions, and engine parameters were performed for each of the tested vehicles. The DPM samples for carbon were collected at the most up- stream end of the isolated zone, at the vehicle next to the operator, and at the most downstream or exhaust end of the isolated zone. The DPM samples were analyzed for total (organic and elemental) carbon using NIOSH Analytical Method 5040. Ambient concentrations of particulate matter at the exhaust end of the zone were also measured using Scanning Mobility Particle Sizer (SMPS), and real time PAH monitor (PAS 2000). Efficiency of the filters was also evaluated on a basis of tailpipe measurements performed using raw exhaust instruments the NanoMet and the UGAS. In addition, relevant engine parameters were obtained using Detroit Diesel Diagnostic Link (DDDL) and from exhaust backpressure and temperature measurements. Results from the tests proved conclusively that diesel particulate filters can significantly reduce the concentrations of air- borne DPM, but not without careful monitoring of both ambient and tailpipe emissions and not without careful attention with respect to maintaining the integrity of the DPF systems.

DOCTOR Albert Sauveur, distinguished scientist and Honorary Mem-ber of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future respon-sibilities with which it is accompanied. Several of the previous lecturers had the good fortune to attend the classes of Professor Howe and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence. of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it.

PREVIOUS studies of activation in flotation have directed attention to the action of the activator on the mineral to be floated rather than to the relationship of the activator to the collector. The latter phase of the problem, however, seems to have definite scientific, if not also practical, interest. In the investigation reported in this paper, experiments were carried out, largely with quartz as subject, barium as activator, and oleate as collector. The results obtained indicate that a I : I ratio of collector ion to activator ion gives optimum results, and that a 2:I ratio almost fails to achieve activation and flotation. Yet, a 2:I ratio would have been expected on stoichiometric grounds, had the coating been a normal salt of the activator ion with the collector ion, since barium is a divalent cation and oleate a monovalent anion. To interpret and rationalize the observations, considerations of the crystal chemistry of quartz are helpful. The point of view to which these considerations lead may be of general applicability to systems involving suspensions of solids in liquids; they confirm that an adsorbed coating is inescapable. APPARATUS AND SUPPLIES The experimental work consisted in barium-ion abstraction tests, hydrogen-ion and hydroxyl-ion abstraction tests, flotation tests, and determinations of the surface of the crushed quartz. The flotation machine was built according to the design of D. W. McGlashan.* It consists of a drill press in which the bit has been replaced by a stainless-steel impellor surrounding a stainless-steel stator, as in the Fagergren laboratory machine. The air intake is controlled by a valve, and the cell consists of a beaker. The quartz was obtained from vein quartz stored in large chunks. It was first crushed to 20 mesh, then sized on a 28-mesh screen. The 20 to 28-mesh size alone was retained for use. This size was freed of coarse iron by passage through a Ball Norton magnetic separator, bleached with boiling hydrochloric acid to remove residual abraded iron, washed with distilled water until the washings were thoroughly free of ferrous, ferric, and excess hydrogen ion, and stored in covered Pyrex beakers under water until used. The barium was used as barium chloride, Baker's analyzed C. P. The oleate was used as sodium oleate. It was prepared from sodium hydroxide, Baker's analyzed C. P., and oleic acid purified by R. R. de Arellano3 in the laboratories at the Massachusetts Institute of Technology. D. K. Deardorff and Haruo Kato (U. S. Bureau of Mines)—We wish to refute the 1875" 20°C value that Giessen, et al., report as the transformation temperature of hafnium. Although these authors state that their work along this line will be reported later, we can't leave their value undiscussed, for we believe it to be 125°C too high. Our value of 1750° 20°C, which the authors mention, has been substantiated in our laboratories by the use of three other methods. The first method of substantiation was by heating and cooling curves using a hafnium/tungsten thermocouple, the couple having first been calibrated against a t/Pt-10 pct Rh couple. The second method was by quenching and metallography of dilute Hf-Ta alloys. The third cussion, it may be pointed out that the observations of Rogers referred to large unidirectional strains where the internal cracks or voids appeared only after a strain of 32 pct or more. On the contrary the internal fissures observed, as a result of fatigue cycling, occurred for a total extension of some 5 pct and furthermore followed the directions of the slip zones. Finally, it is not our contention, as implied in Dr. Alden's last paragraph, that the tensile stress is an important factor in crack propagation. Indeed, in connection with the reference to the companion report, special note is made of the fact that "Deformation was apparently concentrated in grains which have a slip plane nearly perpendicular to the specimen axis and thus near the plane of maximum applied shear." This dependence of the growth of fissures on the orientation of the slip planes with respect to the direction of maximum applied shear is clearly shown in work on the torsional cycling of single crystals which has been submitted for publication. method was by heating and cooling curves with W/W-26 pct Re thermocouple. Counting the original resistometric method, four different methods have yielded 1750" 20°C as the transformation temperature of hafnium. All our work on determination of the hafnium transformation temperature has shown that the specimen under test must be quickly heated to and through the transformation temperature if the lowest possible transformation value is to be determined; otherwise a higher value not representative of pure hafnium will result. Speed was emphasized in all methods. In our resistometric work the corresponding voltage, amperage, and temperature readings were taken quickly and the transformation temperature was usually reached within 5 min total heating time. In the thermal analysis work involving Hf/W or W/W-26 pct Re thermocouples the transformation temperature was attained within three minutes total heating time, this time being less because the two variables were

Report of the Secretary TO THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTI¬TUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN As will be shown by the special reports of the Finance, Membership, Library, Papers and Publications, Increase of Membership, and other standing Committees, together with that of the Treasurer, the year 1927 was one in which the Institute made very satisfactory progress in a number of directions. In total numbers the membership is no larger but in revenue from dues there has been a marked increase. This has been due to the promotion to full membership of Junior Associates of earlier years, to the larger proportion that come in originally as members rather than juniors, and to the keener interest in the work of the Institute reflected in prompter payment of dues. The latter is important, since experience shows that of those who fall behind a large number must ultimately be dropped for non-payment. Conditions in the mining in¬dustries have been healthy though not booming. It has been much easier for members to find employment and meet their financial obligations but there has not been that flow of young men into mining, and hence in part into the Institute, that characterized certain earlier years. Rather the tendency toward centralization and larger industrial units has re¬stricted the number, though not the scope, of opportunities for technical men in the mineral industries. The Institute is constantly receiving resignations from members crowded out of mining into other lines of activity. On the other hand, those who remain in mining and metal¬lurgy have a greatly increased necessity for information and contacts with technology. A few years ago many superintendents and most foremen were non-technical men. Today the reverse rule obtains and shift bosses and men who occupy even lower positions in industrial units are called upon to know and to apply such an amount of technical knowl¬edge that graduate engineers are the rule rather than the exception. The curious situation has obtained that with a much smaller enrollment of students in the schools of mining and metallurgy there has been at times an actual shortage of young engineers for beginners' jobs. The young men retort that the conditions of employment and pay offered in mining are not equal to those in other lines and, while it is undoubtedly true that the young engineer beginning in mining is able to start under conditions markedly better as to pay, living, and responsibility than did the men who are now leaders, they are required to know much more and have usually spent more in time and money to qualify for their jobs. The whole matter is one which warrants much more attention than has been given to it. For the Institute it is important since the young men

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analyzed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.
