The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

An abstract of a paper from the Canadian Mining and Metallurgical Bulletin of August 1978 by E. Stamboliadis, J. McHardy, T. M. Salman, Department of Mining and Metallurgical Engineering, McGill University, Montreal, Quebec, states that: “The recovery of gold, silver and other heavy metal cyanides from mill solutions is technically possible using the ion exchange technique. However, the costs involved are greater than the costs of the zinc precipitation technique used for gold recovery. There are two main reasons for this: one, the fact that in gold ore cyanidation metal cyanides other than gold and silver occupy most of the resin capacity and hence reduce the adsorption efficiency of the resin for the Au and Ag cyanides; secondly, the high cost of the eluting agents.” Resin, therefore, cannot in most cases be efficiently used for recovery of precious metals. With copper in solution, only 1.47% of the resin capacity is used for gold and 0. 8970 for silver; the rest is occupied by unwanted metal cyanides, such as copper occupying 73.7%. On the other hand, although activated carbon will adsorb copper cyanides, they will be preferentially displaced by gold and silver cyanides. Ion exchange is by one or two orders of magnitude more expensive than the conventional method of zinc precipitation. The cost of removing impurities, such as copper from the resin, is greater than the cost of recovering gold. With an oxide ore amenable to cyanidation and with a low content of other metals, such as may occur with some of the Soviet gold deposits, ion exchange would be an efficient as Carbon-In-Pulp.

This paper presents a method for estimating the strength and stability of model coal pillars with bedding planes (weakness planes) inclination. The strength of coal relative to the angular difference between the principal stress direction and bedding planes is considered. The failure behaviour of model coal pillars containing weakness plane inclination by using servo-control Schenck Machine are shown. Uniaxial and triaxial compressive strength of coal specimens are investigated, and test results indicated that the strength of coal pillars depends on the weakness planes inclination with respect to the principal stress direction. However, it is shown that with increasing confining pressure, the effect of weakness planes inclination on the strength of the coal specimens is reduced. An empirical method is given for prediction the compressive strength of coal containing weakness planes inclination. The results of this method are compared with the experimental results and Jaeger theory. Finally, three well-known empirical strength criteria were tested against the triaxial test data for coal containing weakness planes inclination.

"Stirred media mills have proved to be more energy-efficient than the conventional ball milling for fine grinding applications. The mill performance is governed by a number of operating variables including mill stirrer speed, feed particle size, solids content and slurry rheology. A study was conducted to assess effects of mill speed, media size and density, and slurry density on the Stress Intensity (SI) in a VXPmill and thereby the relationship to mill performance. For the mill speeds tested, it was found that the optimum tip speed is 7 m/s. If the speed is too high (12 m/s) energy losses result due to mechanical friction losses and heat generation. If the speed is too low (3 m/s), the kinetic energy is not sufficient to promote breakage. The size reduction ratio increases with the increase in mill speed and the decrease in solids content especially in the coarse fraction particle sizes. The effect of slurry rheology on mill performance was shown by assessing the effects of increasing solids concentration and decreasing particle size. Rheological effects seemed to interact with mill speed such that the mill was less energy-efficient at higher solids content and at higher mill speeds particularly for grinding to fine particle sizes. Present value maximisation studies are a useful aid in enhancing the economic performance of open pit mining operations. Maximising present value helps to reduce the risk of financial failure. Maximisation of present value also means that the capital invested is being used most efficiently. A characteristic step in determining the present value of an open pit mining operation is to set out the sequence in which increments of material (ore of various grades and waste rock) are mined. Traditionally, present value maximisation has been performed by selecting a cut-off grade for each increment so as to maximise the present value of the total operation, by an iterative process using computers. Kenneth F Lane has developed a method and applied it to many mining operations. An alternative method for determining the maximum present value of an open pit mining operation is given. In this method the maximum present value is determined by working backwards from the end of the operation life, progressively asking the question of each increment `what cut-off grade maximises the the present value at the start of mining of that increment?' The method allows calculations to be performed by a `spreadsheet' package. Present value determinations are characteristically performed under constant conditions (eg prices, costs) throughout the operation life. Unfortunately real life circumstances are rarely constant, with the costs of mining inputs rising at variable rates. The prices received for mineral products have been shown to broadly trend downwards with time in real terms. Treatment of such changes in the determination of the maximum present value of an operation is discussed.

The demand for more data on the detonation properties of commercial explosives grows as blasting becomes a more exact science. Proper use of this information by blasting engineers depends on the appreciation of the assumptions and limitations inherent in calculating energies and pressures of explosives. The strength of an explosive is usually a calculated energy value derived from a model of the explosive. The model may be simple or complex, depending on the thermo-hydrodynamic assumptions made. The calculated energy and pressures of commercial explosives are sensitive to assumptions about their reaction products. The equation of state describing the reaction product gases, the treatment of solid reaction products (e.g. reacted calcium and sodium nitrate and aluminum) and the reaction time are examined to show the variability of calculated results as a result of different assumptions. These same models of explosives also serve to explain phenomena of explosives such as the effect of charge diameter on V.O.D. (and strength) and decoupled explosives.

The construction of a model to associate probability of occurrence of some measure of mineral wealth with the geology for each subdivision (cell) of the area is postulated. The questions (1) are the observations made in reconnaissance geology sufficiently related to mineral wealth to distinguish the cells of high value from those of low value, and (2) can this geology be related mathematically to mineral wealth and probability are answered in a case study of 97,000 square miles in Arizona and New Mexico. Measurements on mineral wealth and geologic variables of 243 cells were made. The geologic variables, valued in counts, percentages and lengths, quantified the theoretical concepts of the model. It was found that multiple discriminant analysis and classification analysis by Bayesian statistics and multivariate normal probability function constitute a two-phase probability model that associates probabilities with geologic information and mineral wealth. The cells of explored area must be allotted the value class indicated by their cumulative production and estimate reserves (given well-defined geological relationships in a mineral wealth area), and a discriminant and classification analysis must be performed in which probabilities of the cell belonging to each of the value groups are generated as a function of the geologic variables. This determines whether high value cells can be distinguished from low value cells by their geology as well as indicating those cells misclassified by the model into a higher value group than warranted by their known mineral wealth. The second use of the model is for extrapolation. It is demonstrated how geologic information on an explored area can be utilized in guiding exploration in an unexplored area. Exploration decisions can be predicted on explicitly determined measures of uncertainty (the probabilities). SUMMARY This study postulates the construction of a model to associate probability of occurrence of some measure of mineral wealth with the geology for each subdivision (cell) of the area. Such a model will distinguish those cells deserving further exploration on the basis of their geology: The basic postulates of this study are as follows: v = Q(R,S,F,A) P(V) = G(R,S,F,A,V), where V = a measure of mineral wealth P(V) = the probability of occurrence of V R = age and type of rock F = rock fracturing A =age of igneous activity and contact relationships. There are really two questions to be answered: 1) are the observations made in reconnaissance geology sufficiently related to mineral wealth to distinguish the cells of high value from those of low value, and 2) can this geology be related mathematically to mineral wealth and probability? In order to answer these questions, an area of about 97,000 square miles situated chiefly in Arizona and New Mexico was selected as a case study. This case study area was divided into 243 cells, each 20 miles square, and measurements were made on mineral wealth and geologic variables. Crude geologic variables valued in counts, percentages and lengths are constructed to reflect the above postulated variables. These measurement variables thus provide quantified values defining the theoretical concepts of the model. It was found that multiple discriminant analysis and classification analysis by Bayesian statistics and the multivariate normal probability function constitute a two-phase probability model that associates probabilities with geologic information and mineral wealth. Given the availability of an area that is well explored and upon which the relationships of mineral wealth to geology can be adequately defined, there are two ways in which the analysis outlined in this paper can prove beneficial. First, the cells of the explored area must be allotted the value class indicated by their cumulative production and estimated reserves, and a discriminant and classification analysis must be performed in which probabilities of the cell belonging to each of the value groups are generated as a function of the geologic variables. Unplanned dilution has the potential to seriously undermine the economic viability of a mine, and in some cases results in mine closure. The effect of stress damage on dilution has become increasingly relevant as mining depths increase. In the case of narrow vein mining, the incremental extraction of long-hole rings has the potential to result in a moving high stressed zone at the stope brow. This leads the hanging wall and footwall to experience a spike in the stress to strength ratios as the brow passes. In some cases, the stress to strength ratio may be high enough to result in fracturing or damage to the rock mass. The aim of the study described in this paper was to investigate whether stress damage results in a significant increase in dilution. The study involved analysis of overbreak from 410 case studies from the Kundana Gold mine in Western Australia. Site personnel had already undertaken calibration studies of the stress levels that result in rock mass damage. This calibration, in conjunction with numerical modelling showed that stress damaged stope walls at this mine had on average 50 per cent more overbreak than stope walls where stresses had not exceeded the damage criterion. For a design mining width of 1.5 metres, and with both walls impacted, this represents 36 per cent increase in dilution. After adjustment for possible sources of bias the difference reduced to an average 0.10 metres per stope wall, representing 13 per cent dilution for the mining width under consideration. The potential for stress damage related overbreak should therefore be considered as part of any assessment of narrow vein dilution.

For the past three or four years attention has been attracted to the deposits of lead vanadate in the Goodsprings , Nevada , district . Some ore running as high as 9 per cent 205 has been produced , but most of it runs from 0.5 to 3 per cent . Only a little ore , and that of the richer sort , has been shipped , since the low- grade ore will not stend the cost of shipment and no concentration mill has been available . Preliminary experiments indicate that chemical treatment of the low- grade ore without concentration is not feasible . Its treatment therefore involves two distinct problems ; first , mechanical concentration ; and second , a smelting or chemical treatment to obtain the lead and vanadium in marketable form . Upon this basis the work has been conducted . The writer wishes to acknowledge the excellent work done by J. T. Norton and Virgil Miller on table concentration and by J. E. Conley , who suggested and did preliminary work on the direct smelting method . Many helpful suggestions were received from Dr. S. C. Lind and John Gross of the Bureau of Mines . Temperatures and Underground Waters Surface Temperatures.—The average surface dry-bulb temperature at Superior is 72.4°; wet-bulb, 57.4°; with an indicated relative humidity of 38 per cent. The average yearly rainfall from 1921 to 1936, inclusive, was 18.74 in. The maximum condition of the atmosphere is in June, July and August, and the minimum is in January and February. The surface temperatures, of course, influence the temperatures of the downcast shafts; however, the variation between winter and summer causes a difference of only 2" to 3" in the stopes and working places that are not close to the intake shafts. The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,400. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Members shall be not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years' duration at an approved university or institution deemed by the Council to be of equivalent status. Metal-carbon-boron powder mixtures were hot pressed and the resulting specimens were studied by X-ray diffraction. It was found that regardless of the starting combination of the metal, carbon, or boron powders, a metal boride phase was always the major component in these samples. In the absence of carbon the boride phase formed on hot pressing depended only on the amount of boron present. Two new phases of the system Ti-B were found. They are Ti2B and Ti2B5. The existence of a controversial face-centered cubic phase of formula TiB was confirmed. Electrical resistivities were measured for various boride phases. It was found that the diborides are generally better conductors than the monoborides of the same metal. THE carbides and borides of the transition elements have very high melting points, in the range 2500° to 4000°C, and are therefore of interest as high temperature materials. The literature on the stability or chemical reactivity of these carbides and borides is very scarce. Various investigators'-" have demonstrated a relative instability of certain carbide phases in the presence of boron or boron-containing substances. In a recent publication, Glaserl demonstrated the stability of zirconium-boride (ZrB,) in the presence of carbon at temperatures in excess of approximately 2900°C, while during a preliminary investigation of boride phases, Steinitz' concluded that the diborides are stable in the presence of carbon while the monoborides of the fourth and fifth group are not, forming diborides plus carbides instead. Nelson, Willmore, and Womeldorph" have elaborated on the reaction B,C + 2TiC = 2TiB, + 3C, which was known to occur because of a relative instability of B,C and the great tendency towards TiB, formation at relatively low temperatures (approximately 1200°C). A similar study, involving as starting materials TiO, and B,C and resulting in TiB,, was recently described by Honak4, who observed the beginning of an exothermic reaction of a Ti0,-B,C powder mixture, which, when preheated in a hydrogen atmosphere to approximately 950°C, was carried to about 1600 °C by the heat of reaction. To shed more light on reactions of this type (Metal-C-B), the final product apparently always resulting in a boride phase at the expense of a carbide phase," a systematic investigation was started * Boride phases of various metals, as reported to date, are listed in Table I. and the following is an account of some of the results that were obtained. Materials, Preparation of Samples, Testing Methods The raw materials employed for this work consisted of various carbide, boride, and metal powders. as well as of boron and graphite powders. In cases where commercial grades of carbides were considered unsuitable because of low purity or excessive amounts of graphitic carbon, such carbide powders were prepared by this laboratory. The procedure for the preparation of carbide powders (zirconium carbide, titanium carbide, tantalum carbide, and niobium carbide) consisted of mixing graphite and the respective metal hydride powders in stoichio-metric proportions and subsequent heating of such mixtures in a hydrogen atmosphere in carbon crucibles. The heating was by high frequency to temperatures ranging between 1700" and 2100°C. The resulting carbide was then comminuted and screened to the desired particle size. ZrB, and TiB, powders were produced by the electrolysis of fused salt baths, according to the method described by Andriex.. The borides of niobium, vanadium, tantalum, molybdenum, chro-ium, and iron were obtained by mixing the respective metal and boron powders in the desired proportions. Such metal-boron mixtures were heated in a high frequency furnace to form boride powders. For each metal-carbon-boron group (Tables I1 through XI) a metal, its hydride, carbide or boride were mixed with carbon, boron or boron carbide powders. The additions of carbon, boron or boron carbide powders to any of these metals or metal compounds were calculated to satisfy a particular carbide or boride phase that according to the literature (Table I) had definitely been established by X-ray diffraction work. Samples of powder mixtures were hot pressed in graphite molds that were heated by direct conduction. The specimen dimensions were approximately 2.5X1X1 cm. Hot pressing temperatures were measured optically and maintained for approximately 30 sec under a constant pressure of about 1.3 ton per sq in. Wherever possible, an attempt to obtain maximum specimen density was made by temperature variation. Electrical resistivity testing was done by measuring potentiometrically the voltage drop over a length of 1.5 cm for a current of 10 amp, at room temperature. This plant was built in 1907 at the Bankhead mines to manufacture briquettes by the Zwoyer process under license from the Zwoyer Fuel Go., of New York, N. Y. The building was constructed to contain two units, each of a capacity of 10 tons per hr.; one unit was installed at the time the building was constructed, and the second unit is now being built. The coal used is an anthracite, which is more friable than that of Pennsylvania, and, as a consequepce, a larger percentage of dust or waste is produced, which was formerly thrown upon the slack-pile as waste, but is now passed to the " dust-bin " in the breaker, from which it is conveyed to the briquette-plant. An average analysis of the coal, published by Lewis Stockett and 13. R. Warden,' is as follows: Per Cent. The steam for the engine is furnished from a central boiler-plant, which also supplies steam for the breaker, the electric light and power-plant, machinery-shop, and boiler-shop. Fundamental to the use of rotary bit drilling equipment for oil and gas drilling is the requirement to maintain a cooling and lubricating environment for the bit and a means of conveying the cuttings from the drilling operation to the surface. The vast majority of such functions are provided for by the use of water based drilling fluids, commonly known as the drilling mud. One of the basic constituents of drilling mud is bentonite, a montmorillonite clay. The dissolution behavior of silver in ammoniacal solutions with cupric ammine as an oxidant has been investigated using a rotating disc electrode. The rates of dissolution of silver were determined by an electrochemical means as well as a direct measurement of silver ions reported in the bulk solution as a function of time. The variables investigated included stirring speed, temperature, concentration of lixiviants, and pH of the solutions. The rate of dissolution under the conditions studied' was found to be controlled by an electrochemical reaction at the liquid/ solid interface with an apparent activation energy of 48.07 kJ /mole. The rate was found to be a half order with respect to the, concentration of cupric tetra-ammine, Cu(NH3)l+.; The results were explained in terms of a mixed' potential theory.

The U.S. Bureau of Mines has developed a novel Double Membrane Electrolytic Cell (DMEC) that exhibits unique features for recycling contaminated metals and metal alloys. The DMEC incorporates two anionic ion exchange membranes, separating anodic and cathodic regions of the cell. The ion exchange membranes prevent significant transport of unwanted cationic impurities to the catholyte from the impure anolyte while the anion/cation balance in cell compartments is maintained through the free movement of anions between compartments. The membrane barrier makes it possible to electro refine highly contaminated materials or to electrowin from solution while utilizing alternate anode reactions. Sinceanolyte and catholyte cross contamination has been eliminated, premium cathode products are produced. The DMEC has been tested at bench, pilot, and commercial scales. Configuration of the DMEC, cell operation, scale, up efforts, and significant design factors are discussed. Two separate recycling investigations utilizing DMEC technology are presented. The first investigation examines recovery of high purity cobalt and nickel from severely contaminated super aIloy scrap. The second involves? upgrading contaminated cobalt in the U.S. Government's National Defense Stockpile. Capital and operating costs for both potential applications are presented.

Following the wide-spread acceptance of ANFO as a useful, low cost blasting agent, studies have been made to adequately describe the physical and explosive properties of this material (1). As the quality of the AN blasting prill improved, reliability and sensitivity to initiation were greatly increased and many methods of priming were chosen from the standpoint of economics with little appreciation for the need to initiate so as to obtain the most efficient detonation. Under certain conditions, ANFO could be initiated with primers no more powerful than a No. 8 blasting cap (2). Research on primers for ANFO followed and it was demonstrated that this blasting agent was subject to extreme transient velocities upon initiation with wide variations in energy output depending upon the nature of the primer. For these reasons it was shown that powerful priming was economically justified (3). These studies helped to define the properties of an effective primer and the guides for its efficient use. In the vast surface coal mining industry, technological advances in earth moving equipment were paralleled by the development of larger and larger borehole drills (4). Even though ANM) was the major blasting agent used in this industry, investigations of priming techniques in these larger boreholes was almost non-existant. In 1962, Mr. Cleon Woolsey of Enos Coal Company disclosed to the industry that dramatic improvements in blasting production could be achieved with new priming and boostering methods (5). The research program at the Atlas laboratories was designed to explain these results and extend the study of initiation of ANFO with both high explosives and slurry explosives and to define the principles involved.

The paper describes a technique that has been developed by the Health and Safety Executive (USE) to make an assessment of the effectiveness of Health and Safety (H and S) management at complex sites. The paper then describes how the technique was adapted and used for the first time at a large coal mine. The results highlighted certain deficiencies in the safety management system, allowing directed advice to he given to management.

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far.
