Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

Attempts were made in 1908, at the Great Falls Works, to produce ingots direct from the Butte precipitate by smelting the material in a reverberatory refining furnace. The ingots produced in this manner averaged 99.4 per cent. of copper and 0.40 per cent. of arsenic and antimony. The copper content being considered too low, it was decided to cast the copper into anodes and to treat the anodes in the electrolytic plant. No. 1 Furnace, in which the precipitate was treated, was a regular cathode refining furnace previously employed in making wire bar, cake, and ingot from electrolytic cathodes. The hearth of the furnace was 24 by 12 ft., having a capacity of 100,000 lb. of cathodes. The furnace was coal fired, and the copper was dipped by means of trolley ladles. The paper describes a new type of pump and related apparatus specifically designed to dredge sea-floor minerals from very great depths. The principle of operation of the dredging system is explained, and the factors which determine the equipment size and the power required for varying mining rates and depths of water are discussed. An estimate of the capital and operating cost of a commercial-scale mining system is presented.

Southern Oklahoma (including the Arbuckle Mountains) has outcrops of rocks representing Precambrian, Paleozoic, and Cretaceous ages. Thus, rocks of every geologic age in the Paleozoic and Mesozoic Eras, except the Jurassic and Triassic Periods, are present in south-central Oklahoma. With rocks of such an enormous age range present in a relatively small geographic area, it is little wonder that a wide variety of economic rock and mineral resources are locally present. This report will describe the occurrence, mining, processing, and end-uses (dictated by chemical and physical properties) of the Precambrian Troy Granite, the Cambrian Royer Dolomite and Fort Sill Limestone, Ordovician silica sands of the Simpson Group, Ordovician limestones of the Viola Springs and Welling Formations, and Ordovician Sylvan Shale. In general, the more the end-use depends upon chemical composition and purity, the greater the price that can be demanded for such-minerals. The not-so-successful attempts to mine zinc, manganese, copper, and iron from the Arbuckle Mountains also will be discussed briefly, and I will provide a sermonette on analytical chemistry and its usefulness to corporate CEOs. I may be one of the few persons at this Forum on the Geology of Industrial Minerals who is not a professional geologist. I am an analytical chemist specializing in geochemistry. In particular, I investigate trace elements in rocks and their consequences in industrial processes. As such, I have consulted to the mining industry (and their clients) for two decades, always with the intent of improving service and product quality.

The following quotation is from "Guidelines for evaluation of undergraduate curricula in geological engineering, mineral processing, and mining engineering" prepared by the Committee on Education of SME of AIME. "The objectives of the Engineers' Council for Professional Development (ECPD), as delineated in its constitution, are: (a) To promote and advance all phases of engineering education with a view to the promotion of the public welfare through the development of the better educated engineer and engineering technician." (Italics added.) The problem is that no one has as yet seriously developed a method of supplying engineering technicians. There were great hopes that the expansion of junior colleges would help satisfy this need. Sadly, they have not; and it appears they are unwilling or unable to supply the need for mineral engineering technologists. Apparently, the junior colleges cannot afford staff for such courses, even when the colleges are located in mining districts.

The resurgence of silicosis and coal worker’s pneumoconiosis (CWP) in mining and the recent ban of engineered stone products underscore the need to comprehensively address mineral dust exposures and the associated health hazards. Worker exposure to particulate matter, remains a pressing concern demanding nuanced exploration as all dusts are not created equal. The established link between silica and respiratory diseases necessitates a more detailed understanding of the characterisation of particulates and their health impacts. While current monitoring relies on total mass, it is increasingly evident that the size, shape, mineralogy and agglomeration of particles play a crucial role in determining health impacts. This has been evident in the engineered stone industry with workers not only facing a greater risk of silicosis, but also seeing a faster progression of the disease and a higher likelihood of dying from it. Simultaneously, the surging demand for critical minerals, integral to low-carbon economies, has seen government and industry fast tracking the exploration, mining and processing of these commodities. Critical minerals, crucial in technologies like lithium-ion batteries and high-performance alloys, are central to achieving global environmental goals. Significant funding is currently being allocated to advance the development and processing of these materials, however there remains a considerable gap in understanding potential health risks, urging comprehensive health risk assessments. To tackle these challenges, the University of Queensland has developed innovative dust characterisation methodologies, including the use of the Mineral Liberation Analyser (MLA), a scanning electron microscope, to characterise respirable and inhalable dust samples. This advanced technique, initially applied in coal and metals mining, is expanding to critical minerals mining, unravelling diverse mineralogical components and particle size distributions. This conference presentation will showcase the latest research, emphasising the use of advanced analytical techniques to deepen our understanding of the size, shape and mineralogical composition of particulate matter. By synergising insights from coalmines, metals mines, smelters, engineered stone and critical minerals assessments, we aim to proactively manage health risks, contributing to safer workplaces and responsible production practices in the mining sector.

Often the effects of wet boreholes are not taken into consideration when designing a blasting program to exhibit a certain amount of explosive energy per unit of rock such as design by powder factor, expressed in lbs./bcy (pounds explosives per bank cubic yard) or kg/bcm (kilograms per cubic meter), often the effects of wet holes are not considered. This paper examines different methods of loading wet holes and the effects they have on actual explosive quantities/unit of rock. In particular, we are looking at the amount of water trapped within the explosive column (bulk loading from the collar), or the annular space left void of explosives product around and between cartridges (wet-bags) with many of the current wet hole loading methods in use. We will focus on the effect this has on actual powder factor relative to “as designed” dry hole loading values, as well as the effect on performance of the explosives.

In-plant recycling of dust from iron making BF's creates undesirable circulating loads of volatile trace elements such as zinc and lead. Disposal of such dusts creates environmental problems, hence a separate treatment is indicated. Since the bulk of the zinc and lead compounds occurs in the fine dust fraction; hydrocycloning the slurry from the BF gas cleaning operation results in upgrading the material for treatment. A process has been proposed, whereby the zinc and lead are solubilized from the fine fraction with spent hydrochloric acid from steel pickling. The stoichiometry of this autoclave oxidation process is adjusted to simultaneously precipitate, by oxyhydrolysis, most of the iron for recycling to the BF's. Lead and zinc are successively recovered from the filtrate as low chloride precipitates. This paper describes additional testwork, leading to the design of a pilot plant which was planned to begin operation in 1992.

During the 1950's there was a flurry of activity on the design of main ventilation shafts for mines. More recently, a new ana- lysis was commissioned in relation to the multi-shaft, nuclear waste isolation facili- ties currently under design in the United States. This paper presents the major find- ings of that study and should prove of value as a reference in the design of proposed new shafts. An overview of mine shaft resistance introduces the effects of the shaft walls, fittings, conveyances and shaft stations. Each of these is analyzed in turn. A com- pletely new technique is described, which facilitates the estimation of wall resis- tance. The effect of size of a conveyance is quantified and shown to be dominant when the cage occupies more than 30 per cent of the shaft cross-section. The dynamic effects of a moving conveyance are also analyzed.

With the environmental issues and water recycling becoming more significant, the development of deep cone thickeners has improved the efficiency of thickening. While deep cones performance is dependent on many factors, the sensitivity of an industrial thickener to each variable factor has not been determined. In this work, four industrial deep cone thickeners, which are used on tailings stream in Shahrebabak Copper Complex, were monitored for a year to analyze the effectiveness of different factors affecting the performance. Feed flow rate, fine fraction of the feed, solids concentration, flocculant dosage and concentration, solids density, pH, temperature and bed height were the factors investigated on the basis of partial R2 and partial correlation. Results indicated that, with positive effect, feed slurry dilution affected the dewatering efficiency most sensitively. With a negative effect, the sensitivity of dewatering efficiency of deep cone thickeners to flocculant dosage was negligible. While, decreasing flocculant solution concentration had a considerable positive effect.

Mining companies around the globe have long struggled with the need to ensure that earth moving equipment is designed to be operated and maintained under all site conditions without causing harm to people. Incident and accident data from a range of sources clearly identify mining equipment related issues as major causal factors. One Australian source, the NSW Department of Primary Industries? International Mining Fatality Database Project Report (2008) noted that ?Approximately 77% of mining accidents resulting in a fatality have? involved equipment?. The largest number of fatalities were associated with trucks; the next with LHDs. Many of the technical advances in equipment design over the past few decades have not been matched by advances in the human factors design of mining equipment, resulting in a ?design vacuum? that must be filled prior to commissioning new equipment. This ?design vacuum? is generally filled by local dealers. They retrofit equipment according to customer requirements to mitigate risks that have not been designed out by the Original Equipment Manufacturer (OEM). Mining companies have been frustrated by lost time and additional costs associated with this need to retrofit ex-factory designs. Some companies have attempted to address the problem by negotiating company or site-wide ?solutions? to equipment designs, but this has not simplified or clarified the issue from the point of view of the equipment manufacturers. A number of mining companies operating in Australia first discussed the concept of a joint customer approach to improve the Human Factors design of earth moving equipment at the factory level in 2004. They agreed that a new approach to engaging with OEMs was needed; one that would define the ?Problem?, in other words, the basis of the risks, rather than dictate the ?Solution?. The Earth Moving Equipment Safety Round Table (EMESRT) was formally established in 2006 by six global mining companies to establish a process of engagement between Original Equipment Manufacturers (OEMs) and mining customers.

A series of rare earth cobalt compounds of the composition RCoa (r = Ce, Pr, Nd, Sm, Gd, Tb, Dy, Ho, Ev, Tm, Lu) has been prepared. The compounds crystallize in space gvoup R3m and are isomorphous with PuNi3. Except for CeCo3 and PrCo, the series shows decreasing- values of a. and co. The relalively small parameters of CeCo, and PrCo, are explained by valencies of cerium or praseodymium which exceed the usual rare earth valency of three. The structure of the compounds is discussed as in-fillings of kagome nets in direct and staggered superposition. In the course of a systematic investigation of rare earth cobalt compounds"2 and their magnetic properties,, a series of alloys corresponding to the formula Rco3 has been prepared. The investigation of the Rco3 series was stimulated by our investigation of the yttrium cobalt system2 as well as by reports in the literature: Smith and Hansen4 reported the structure of YcO3 and Van vucht5 that of GdCo3; ceco3,6 Gdco3,7 and DyCo3 7 have been found to be single-phase during phase diagram studies. It was the purpose of this work to report crystallographic data on the entire Rco3 series and to interpret the structure of these compounds on the basis of general principles as discussed by Frank and Kasper.8 At the time this work was terminated, it was learned that a similar investigation has been carried out independently by Bertaut, Lemaire, and schweizer.9 Except for CeCo3 (ao = 4.952, co = 24.73') and NdCo3 (a0 = 5.067, co = 24.76') data of this work are in satisfactory agreement with their investigation. J.-I should like to ask if Mr. Bach does not think it rather harmful to let the amen depend entirely on the company, whether it would not be a good plan to let the men aid a little in the support of these organizations? Also whether he has had any experience with utilizing the Y. M. C. A. in this connection. E. E. BACH, Ellsworth, Pa.-That question is always raised whenever there is discussion upon this subject. So far as we are concerned that would not help a bit; our people do not have that feeling, because .we have a company which these men recognize has a corps of very sympathetic officials in every way. I remember the assistant general manager lived out in one of these mining towns for a while. His difficulty was that every man, no matter what, who or where he was, if he had, or thought lie had, a, complaint, had the right of way to his office, and didn't have to stop at all. That is the spirit that predominates all through it. This is also the spirit of the mine foremen, two of whom were trained in our own night school, and it is the spirit of the fire boss and the general spirit of the people. They do not feel that we are trying to feed them with a spoon. As to the Y. M. C. A., we feel that it would be impracticable for us. R H. VAIL, New York, N. Y.-It would be very interesting if Mr. Bach would tell a little more about the control of the dispensing of intoxicants. There are many communities where the state intends to do that but does not succeed very well, and as Mr. Bach has spoken of the speakeasies on the environment of these towns, it would he well to know more about the problem of eliminating those.

BCT® - Belt Casting Technology is the new horizontal near-net-shape casting process to produce flat steel products. BCT is the revolutionary leap in casting technology, designed for the production of special and conventional steel grades. Within a partnership between Salzgitter Flachstahl GmbH and SMS Siemag AG, the worldwide first caster is now in operation. SMS Siemag AG (in cooperation with Salzgitter Flachstahl GmbH) has erected the first industrial-scale casting machine located at Peine steelworks. The lecture will start with an overview about the highlights of the BCT® process with regard to the mechanical engineering aspects, while the second part will present current commissioning results and operation experiences. Since December 2012, the BCT plant is running. Up to March 2015 more than 90 casts have been carried out, 26 with FeMn-alloys. Never before flat steel was casted in dimensions of 1000 mm * 15 mm and with casting speeds more than 14 m/min.

The solutions used in the heap biooxidative treatment of sulfidic refractory Au ores and concentrates generally load free mineral acid and metals and, in time, become bacteria activity inhibiting due to increased acid and/or metals concentrations. The metals­acid loaded, bacteria action inhibiting, solution must then be: (a) processed, prior to re-use, to reduce its metals and/or free acid mineral acid components to bacteria activity compatible levels; or (b) neutralized prior to discharge. The most common solution processing method to adjust acid-metals contents is liming to effect the precipitation of dissolved metals and neutralization of acid sufficient for solution discharge or re-use. The lime treated solution is high in suspended, colloidal precipitates and requires clarification before reuse. Most often the "bleedstream" of biooxidation solution that is lime treated is discharged and req­uisite volumes of fresh water added to the process inventory. Depending on the level of bacterial action in a heap and the acid consumption characteristics of the ore/concentrate being biooxi­dized, the bleedstream taken from the circulating, irrigation on­off, solution, can be large (e.g., 10%-20% and sometimes as much as 50% of the daily solution flow requires treatment-dis­charge). The lime charge for bleedstream treatment is commen­surately large and represents a major operating cost of the bioox­idation process. The patented HW Process Technologies (HWPT) Engineered Membrane Separation (EMS™) method is an alternative biooxi­dation bleedstream treatment method. EMS™ processing removes the multivalent base metals ions in an acid solution to a small volume EMS™ "concentrate" (typically 25% of the feed­stream volume). The EMS™ method coincidentally makes a "clean acid" EMS™ "permeate" (typically 75% of the feed­stream volume). In general, EMSTM processing enables 75% of the bleedstream volume to be recycled; allows up to 2/3 of the bleedstream acid to be recovered as a 10% solution; and delivers dissolved metals in a highly concentrated stream suited to a. metals recovery or b. reduced cost lime neutralization for a given metals precip­itation relative to full bleedstream neutralization (typically a 30% lime use savings). Implicit in the recovery of process water for re-use and reduced reagent addition requirement for metals precipitation is a significant reduction in wastewater-sludge dis­posal facility size.

Grouting is a technique used to improve the engineering properties of soils and rocks. Grouting techniques are classified under different criteria: injection method used, type of grout material injected, typical application, and the sequence of construction. The best-known criterion is the mode of entrance or admission of grout into the soil or rock. It is possible to identify therefore several grouting techniques: compaction, fracture, jet/mixing and permeation. The function of penetration grouting is to reduce the permeability of the soil or rock and/or increase the strength and density. In order to avoid displacement, permeation grouting shall be carried out at carefully controlled pressures and flow rates, using appropriate grouts. Colloidal silica is an innovative binder which has low viscosity (about 5 m·Pas), it is not toxic (pH lower than 9) and it is workable between +5°C and +45°C. This paper presents several case histories: a consolidation job related to the installation of a new sewer in North Italy in cohesionless soils, water stopping injection in a weathered granitic bedrock in California, permeation works in the US in sandy soils to improve excavation and the installation of sheet piles in the UAE. Results show that the colloidal silica an innovative and robust technology to perform grouting in very fine soils where conventional binders or micro-fine cements cannot penetrate.

OPERATIONS at the cement plant of the Permanente Corporation, in the hills about 45 miles south of San Francisco and 12 miles west of San Jose, are interesting to the members because of the adoption of modern hydrometallurgical methods for handling and beneficiating raw materials. Closed-circuit grinding, classification, hydroseparation, flotation, agitation, and thickening are familiar terms at this cement plant. These methods make it possible to process refractory limestone into suitable materials for the manufacture of modern cements. Construction of the plant, having originally a design capacity of 7000 bbl. of cement per day, was started in June 1939, and the first clinker was ground on the following Christmas Day. At present the capacity is about 12,000 bbl. of finished cement per 24 hr., most of the production being low-heat cement. [t] About 3130 tons of limestone, 620 tons of clay and 100 tons of gypsum are required daily for this output. Occasionally iron oxide is added to the clay to obtain the desired composition. This, together with the gypsum, is purchased from outside sources. Up to the present time, the corporation has produced low-heat, normal, moderate-heat, moderate-sulphate-resisting, high-early-strength, oil-well, modified-oil-well, and plastic cements. Most of the present production is for Shasta Dam, near Redding, Calif., the total demand being 5.800,000 bbl. of cement. The presence of salt in crude petroleum has been known for many years, but recently the percentage of chloride salts of calcium, magnesium, and sodium produced with some crude oils has increased to such an extent that the removal of the salty compounds is imperative for some refiners and their presence causes considerable apprehension for others. The exact reason for this increase of salts is not known definitely, but in all probability a combination of factors contributes to the condition. The most important are acidizing of wells, development of new fields producing crude oils of greater salt content, and the depletion of old fields with an attending increase in the production of emulsified brine. In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

Low-grade, porphyry copper type mineralization at the Moonmera prospect is related to the intrusion of a granodiorite porphyry mass into the Upper Permian "Gracemere granodiorite". Significant copper mineraliza- tion appears to be associated with the alteration assemblage quartz-sericite- kaolinite. The ore shell is surrounded by a zone where montmorillonite and kaolinite are in greater abundance and this assemblage is over- lapped, mainly at depth, by potassium feldspar alteration. Secondary biotite is abundant throughout the mineralized zone. Preliminary sulphur isotope results on the sulphide mineralization are compatible with a magmatic origin for the sulphur.
