This article, though not common feature material, should be of reader interest. Goth made this presentation as the keynote address at the 19th Annual Intermountain Minerals Conference in Vail, CO, in August. Introduction Working backward, what is an LDC? LDC stands for Less Developed Country. LDCs play a dynamic role in world supply and demand of basic materials. They occupy an equally important position in international marketing and finance. I will explain later some of my concerns with LDCs. First, I want to address an issue I think is of equal or even greater concern. Mining and High Technology Unfortunately, many people believe that America must make a decision now between being a smokestack-based economy or a high-technology-based economy. Some would have you believe that smokestack America is dead. Our only option is to turn to high technology, in a manner similar to countries such as Japan. Presumably, when we talk about high-technology industries we envision organizations that came into being within the last decade or so and incorporate microelectronics, biotechnology, and interconnected computers. The entire workforce is clad in lab coats and there are few employees in proportion to the work performed. High-technology industry is not labor-intensive work thanks to the efficient robots used. On the opposite side are smoke-stack industries, that we presume include the older, basic industries such as mining, agriculture, iron and steel manufacturing, ship-building, auto manufacturing, and nearly all forms of construction. These industries are judged to be labor intensive, requiring unsophisticated and untrained employees who succeed by the sweat of their brows rather than by advanced degrees in mathematics and physics. If these are indeed the presumptions about high technology versus smokestack industries, then I submit that those presumptions are a disaster. They are wrong and far from the truth. Smokestack industries, such as mining and the others mentioned, are indeed much older than some of the recently founded high-tech industries. But this does not mean that those smokestack industries are low-technology industries. On the contrary, American agricul¬ture is a very high-technology industry whose crop yields are the envy of the entire world. Mining uses virtually all of the advances available through modern technology. Far too many opinion leaders still envision mining as Humphrey Bogart and John Huston in the movie Treasure of the Sierra Madre. Yet there are many who hold the opinion that our basic industries are dead and that this country's future depends on specialized high-technology industries and services. That is tantamount to announcing we will continue to build space shuttle vehicles, but we no longer need launching pads and landing fields. The point is, we should not be wasting our time talking about "new" industries and "old" industries. We should devote our time and effort to industries that are effective and efficient in meeting our needs, in contrast to industries that are not effective and efficient in meeting our needs. Less Developed Countries That leads me to some of the problems I perceive with policies regarding the previously mentioned LDCs - Less Developed Countries. Far too many people do not realize that many of the smokestack industries being lauded in Less Developed Countries are being operated at a loss and to the detriment of worldwide industry. Energy costs are steadily increasing worldwide while the availability and quality of water are becoming contentious issues between the users (municipalities/households, agriculture, manufacturing and mining). Refractory gold ore treatment - pressure oxidation, biological oxidation and roasting (ultra-fine grinding, or UFG, will not be discussed here as this process only reduces the particle size of the feed prior to cyanidation) - requires substantially more energy and water quantity and quality are vastly different compared to the standard and simple flow sheets used for treating non-refractory ores This paper will provide an overview of the energy and water requirements for treating refractory gold ores, a topic which does not appear to have been considered previously in the literature.CITATION:Roberto, F, Snyder, J, Dodd, J and Dunne, R, 2013. Daniel C. Jackling's innovative concept for handling low grade ores ushered in a new philosophy of open pit mining. As one of the greatest minemakers of all times he revolutionized major segments of the industry and helped strengthen US defense efforts during World Wars I and II by making possible the tremendous copper supplies from US mines. Many great mining men have since followed in his footsteps with their discoveries of new orebodies or development of new mines. Their brilliance in leadership can also be traced to the coupling of a new idea to the physical nature of the materials in the earth's crust or to the extractive stages of minerals recovery. The minerals industry is now in another era of change and must again devise techniques to meet the challenge. The task is not only to create new exploration techniques and develop new mining methods, but, I believe, to optimally apply new concepts and tools in daily decision-making.

The Jabali zinc deposit in Yemen contains at least 9.4 Mt (10.4 million st) of ore at a grade of 10.7% zinc, 2.2% lead and 77 g/t (2.2 opst) silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to a conventional zinc smelter, and it has been necessary to formulate a less-conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material at Yanbu, Saudi Arabia. To give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulfide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, presents the flowsheet for Yanbu and estimates preliminary costs for both operations.

Application of the Charles and Bond Laws to batch grinding can be deduced as a special case of solution of the first-order batch grinding equation. With additional limitations on the feed size distribution, this special case also gives Rosin-Rammler distributions of constant slope, with the 36.79% retained point a simple function of time. In general, the assumptions concerning the breakage parameters S and B which are necessary to get Charles' and Bond's laws, are not valid except as a crude approximation. With less restrictive assumptions, it is still possible to get approximate Rosin-Rammler distributions, but the slopes change with time of grinding, and the 36.79% retained point is a more complicated function of time. An alternative form to Charles' law is suggested, which accomplishes the same result and has the same errors, but avoids the use of energy of grinding and deals with specific rate of grinding.

The importance which matters of social welfare and environmental quality have assumed recently is the underlying theme of this paper. Demands for infrastructure reflect the change in emphasis from economic and technological development to those issues which affect the total well-being of the community. To put the importance of social change in perspective, examples are cited and a theme is developed which underlines the relevance of changes in public attitude and in government policies on mineral exploitation and related development and on the regimen of associated infrastructure sought. Planning on a long term or strategic basis and on a broad scale is put forward as an effective means of identifying changing social attitudes for the purpose of framing government and corporate policies. If New England were located in some distant and almost inaccessible region, there is no doubt that its mineral resources would have been ere this well developed and generally acknowledged, but laboring under the disadvantage of nearness, it has been neglected. Its surface, moreover, is not cut up by mountains and canons, and the remnants of many of the old ridges are extensively covered by glacial drift. Having for the past ten months been engaged in the development of a mineral district in Southeastern Maine, 1 would take this opportunity to lay before the Institute sketches of results, and try to give some idea of the formations as found. The Sullivan Mining District extends from the town of Franklin, through Hancock, Sullivan, and Gouldsborough, from northwest to southeast, about sixteen miles. Most metallurgical industries generate toxic waste that must be treated prior to being released to the environment. However, in a lot of cases, the waste materials are poorly characterized or the analytical results are not well interpreted. These shortcomings often result in the development of inefficient industrial procedures, thus causing economic waste and difficulty meeting environmental regulations. Fortunately, a wide range of analytical techniques are available to guide researchers and engineers into making sound process development decisions. In this work, an industrial selenium and mercury removal process is used as an example to illustrate the application of X-ray photoelectron spectroscopy (XPS), scanning electron microscopy (SEM) coupled with Energy-dispersive X-ray spectroscopy (EDX) and powder X-ray diffraction (PXRD) on solid waste. Furthermore, samples of analytical results are presented and interpreted and the modifications to the industrial process that resulted are explained. Finally, a brief description of the advantages and limitations of the aforementioned analytical techniques is given with an emphasis on industrial solid waste material.

INTRODUCTION IN June, 1911, the writer spent a few days in studying the economic geology of the vicinity of Park City. During this rather hurried visit a number of specimens of ore were collected, which have since been examined. The results of these investigations show that bournonite (PbCuSbS3) is present in the ores in greater or less quantity. This fact has never before been reported, as far as can be learned. The failure to recognize this mineral is due to its similarity to tetrahedrite, with which it has probably been confused during a long period of years. Jamesonite (Pb2Sb2S5) has been reported from the region in a rather doubtful manner, but the writer has seen it in notable amounts from several mines, and can offer the first analysis of this mineral from the district. Calamine (H2Zn2SiO6) was found at one mine and has never been recognized and reported from the district.

Strategy development by the minerals industry identified the fragmented management of mineral resources as a significant impediment to the discovery and development of New Zealand Æs mineral resources. The total gross value of New Zealand Æs potential resources of coal and minerals is estimated at about $400 billion, but their potential value is not being realised. The management of minerals is now largely under the control of 86 local authorities (regional and district councils) and the lack of recognition of the significance of the sector has lead to inconsistencies in the way minerals are managed. The industry strategy influenced science funding for minerals, with the result that the 'mineral wealth' component now includes research on making better use of resource data in minerals management. Initially this research has targeted Otago and Northland regions where a number of initiatives are now in progress.   In Otago the Regional Council has budgeted to contribute $1 million towards a regional geophysical survey to advance mineral exploration and the management of subsurface resources in the region, to work cooperatively towards improving public awareness of the significance of minerals to regional economic activity, and to better coordinate policy-making for minerals at regional and district levels.   Crown Minerals, and the Far North and Whangarei district councils are considering providing funding support for an economic study of the mineral potential of Northland, building on a mineral resource assessment undertaken by GNS Science. Enterprise Northland is adding minerals to their list of potential growth sectors, and is supporting the operation of a Northland region minerals focus group.   Regional development agencies and local authorities have shown that they are willing to include mineral resources in their development strategies and to provide for them in policies and plans when supplied with information and assisted with technical support.

PRioR to the year 1902 electricity was used in the Butte district only for lighting, for the tramming of ores on the surface, and for the electrolytic refining of copper. In that year the Canyon Ferry hydro-electric plant on the Missouri river, with a transmission line to Butte and Anaconda, was completed, and enabled the mining operators to purchase electric current in large quantities at reasonable rates, and its application and use in the various mining operations and reduction works proceeded rapidly. The principal applications of electric current in metal mining may be listed as follows: Compressing air for hoisting. Compreeaing air for rock drills and pneumatic tools. Pumping. Ventilating. Lighting. Tramming. Compressing air for blast furnaces and converters Running shop and miscellaneous motors. Compressed Air for Hoisting. The Anaconda Copper Mining Co. operates 22 mine shafts and plants at Butte. Of these, 15 are large plants and hoists, through which most of its ores are hoisted. In 1912 this company commenced using compressed air in place of steam, in operating a number of its large hoists, and at this date has 10 main hoisting engines and 10 auxiliary hoists driven by compressed air. The compressed air is furnished from a central plant containing six compressors, each having a capacity of 7,500 cu. ft. of free air per minute compressed to 90 lb. pressure in large receivers, and conducted by suitable pipe lines to the various hoists, the air being reheated before passing to the engines. Each of these compressors is driven by a 1,200-h.p. synchronous motor, directly attached to the drive shaft, and takes electric current at 2,200 volts. It is a pleasure for me to keynote this first Western Regional Minerals and Coal Conference here in the Black Hills of South Dakota. It is pleasing for two main reasons. First, Homestake Mining Company has been associated with the Black Hills since 1875 when gold was discovered following Custer's trek through the Hills during 1874. Second, the future mineral development of the Black Hills will depend, to a great extent, on minerals and metals covered in this conference. The metals and minerals that are featured in this conference have unique similarities--and important differences--and therefore, will be of great interest to all who are involved in our industry in this area of the country. Precious metals have always been, and likely will always be, subject to political influence; they are only partially affected by the demands of our industrial economy. Energy minerals, while more directly affected by industrial stimulus, are also politically sensitive. In this regard, the need for a minerals policy affecting the energy sphere has been made very clear to us in the last five years. More importantly, the lack of a national policy and purpose relating to our total future energy needs has severely affected the overall economy and security of this country. Very briefly today, I would like to outline for you my thoughts on the future of these most important minerals. I will start by a discussion of precious metals, primarily my favorite precious metal, gold. A brief history of gold will be helpful in setting a perspective for forecasting its future although it is difficult to give a brief description of a metal that has been prized by man for over 6,000 years. Hydrolyzable surfactants such as fatty acids and amines undergo, in addition to micellisation and precipitation, various associative interactions in aqueous solutions to form ion molecular complexes such as acid-soap, dimers etc. depending upon the solution conditions such as pH. The interaction of these collector species with the mineral surface and with other dissolved species in solution will play a significant role in determining the interfacial processes such as adsorption and flotation. Marked differences in the hydrophobicity imparted to the mineral surface depending upon the solution conditions such as Ph can be attributed to possible differences in surface activities of the above complexes. This aspect of solution chemistry of flotation systems is discussed here for two widely used collectors namely, oleic acid and dodecylamine. Equilibrium species distribution diagrams based on the available literature .data and on estimates of energy of interactions between molecules, have been obtained for oleic acid and dodecylamine solutions.

Optimisation and control of comminution, pelletization, and agglomeration processes is a complex task with large potential for gains in productivity, energy efficiency, and particle size distribution quality. One factor in realising these gains is the requirement for fully-automated online particle size distribution measurement. Moreover, online particle size distribution measurement that is based on the particles on the visible surface and can avoid or mitigate substantial errors that result from under-sizing overlapped particles and over-sizing areas of fines particles. Literature review indicates a body of substantially 2D photographic based particle size measurement systems that suffer from a large number of significant errors except in the simplest case of a monolayer of particles under good illumination with limited color variation in the material. In order to measure the visible particles on a pile there are a number of requirements including; avoiding particle delineation errors due to variation in material color and shadows, detect overlapping versus non-overlapping particles, and identify areas of fine particles as fines and not large rocks. Results are presented using a fully-automated online measurement system of crushed rock on conveyor belt using a 3D surface laser profile. The system provides continuous online measurement and results are shown on over four hours of production after the primary crusher. Size distribution results are calculated using volumetric estimation of the particles on the surface of the pile. The results show a strong capability to discriminate size variation especially in the 10% and 20% passing values. Furthermore results show that if areas of fines are misclassified as large rocks, and overlapped particles misclassified as small rocks, then a near complete loss of discrimination occurs for the P10 and P20 values which become largely constant values.

Arsenic, which is a toxic and carcinogenic element, causes serious environmental problems throughout the world. It is also known as a major contaminant in the non-ferrous mining and extractive metallurgical industries, thus its disposal is one of the most important environmental issues for the mining and metallurgical industries. In order to ensure a safe disposal environment for the final wastes, stabilization of arsenic has been studied extensively with various approaches. Solidification/stabilization (S/S) represents one of the most effective methods to reduce the availability of arsenic in soil and waste by transforming toxic or potentially hazardous phases into less hazardous ones. Cement based S/S processes could reduce the solubility of arsenic in solid waste, using inorganic binders such as cement, lime, and pozzolanic materials. A new tailings management technique, called cemented paste backfill (CPB), has become widely employed for improving mining techniques and for tailing storage purpose and this technique could also enhance arsenic stabilization, by fixing the contaminants in the binder matrix. Disposal of arsenic in the form of scorodite (FeAsO4?2H2O) has been widely accepted as currently the most suitable method for stabilization and the safest known storage material. The Bio-scorodite process has been reported to be more economic and environmentally friendly method than the chemical crystallization processes. Retention of arsenic by schwertmannite (Fe8O8(OH)6SO4), a metastable ferric oxyhydroxy sulfate mineral, has gained more attention in the recent years. Schwertmannite has a large specific surface area and high capacity to adsorb arsenic in solution. Several researchers have reported that the transformation of schwertmannite to goethite could be retarded by the presence of adsorbed arsenic; therefore schwertmannite might be viable alternative for long-term storage of arsenic. In this paper, various approaches used in arsenic stabilization are reviewed with emphasis on the development in the recent years.

The word `environment' may have many different meanings but, for the purposes of this paper, I have assumed the definition included in the Environmental Protection Act 1986 (Western Australia). This Act defines `environment' as `... living things, their physical, biological and social surroundings, and interactions between all of these'. The Act further defines the `social surroundings of man' as `... his aesthetic, cultural, economic and social surroundings to the extent that those surroundings directly affect or are affected by his physical or biological surroundings'. This gives a very broad meaning to the idea of environment and environmental issues, and it is therefore understandable that the influence that environmental issues have on mining activity can vary so much from state to state, and even within states, and why the degree of influence can change so much with time.

Repairing and replacing equipment damaged by corrosion and abrasion is a major cost throughout industry, especially in the coal mining industry. Careful study of corrosion and abrasion, and their causes and effects, often leads to the selection of alternative materials which can provide economies. What, actually, are corrosion and abrasion and how do they contribute to the cost of operating a coal-preparation plant? Furthermore, what can be done to alleviate corrosion and abrasion problems and thereby reduce operating costs? These questions will be answered in the following discussion, which will describe the destructive action of corrosion and abrasion and give several methods for controlling corrosion and abrasion losses, These methods include the substitution of stainless steel for carbon steel, the use of corrosion inhibitors, and the use of design to eliminate corrosion and abrasion. Examples will be given illustrating the benefits that have resulted in plant tests when these methods of controlling corrosion and abrasion were used.

Experiments were made with a batch reactor to determine the effect of gas pressures, temperature, and gamma radiation intensity on the reaction CO + Ch ? COC12. The equation, [dp = 0.0110 (1 - 0.01t) (PCOI)1/2 PC12] where [dP] is the change of pressure of phosgene with time (atm/hr), t is the temperature (°C), PCO and PC12 are the reactant pressures (atm), and I is the radiation intensity (r/hr), was found to best fit the data. Oxygen and a large ratio of reactor surface to volume retarded the reaction, but inert gases had no effect. A low-temperature reactor system is proposed to take advantage of the conditions which give a high reaction rate with gamma radiation and a simple scheme of product purification.

Multivalent ions are shown to activate the flotation of colemanite in the presence of sodium dodecylsulfate (NaDDS). Floatation recoveries versus barium ion concentrations exhibit three distinct regions of floatability. Adsorption, zeta potential and solubility mesurements under comparable conditions reveal that Region I is characterized by the uptake of Me2+ ions followed by electrostatic attraction of sulfate ions onto the oppositely charged surface. The improvement observed in flotation recoveries in Regions II and III is ascribed to surface and bulk precipitation of metal dodecyl sulfate onto colemanite, respectively. While the most soluble BaDDS ions yield the highest activation, the least soluble MgDDS achieve the lowest activation. It is postulated that metal ions depending on their solubility products with DDS are capable of activating the boron minerals.

Product Lifecycle Management (PLM) solutions have been serving as the basis for collaborative product definition, manufacturing, and service management in many industries. They capture and provide access to product and process information and preserve integrity of information throughout the lifecycle of a product. Efficient growth in the role of Building Information Modeling (BIM) can benefit vastly from unifying solutions to acquire, manage and make use of information and processes from various project and enterprise level systems, selectively adapting functionality from PLM systems. However, there are important differences between PLM?s target industries and the Architecture, Engineering, and Construction (AEC) industry characteristics that require modification and tailoring of some aspects of current PLM technology. In this study we examine the fundamental PLM functionalities that create synergy with the BIM-enabled AEC industry. We propose a conceptual model for the information flow and integration between BIM and PLM systems. Finally, we explore the differences between the AEC industry and traditional scope of service for PLM solutions.
