"Mining OperationsOre will be mined by open pit techniques. Because of the high grade of the deposit and the low strip ratio, mining rates are small relative to most other open pit operations.The ore deposit is located in the valley of the main fork of Red Dog Creek. The bulk of the deposit is located on the southwestern flank of the creek, but mineralization does traverse the creek in both the north and east directions.Erosion has exposed the orebody in a number of locations, and has resulted in oxidation of the mineralization closer to the surface. Although much of this oxide material is very high grade, it leaches readily and, at least in the initial phases of the operation, will be stockpiled and not treated in the concentrator.During construction, 2.3 million mt. (2.5 million st.) of overburden and waste will be stripped from the orebody to expose ore for initial operations. Competent non-mineralized waste will be used to build roads and waste dumps, but the bulk of material removed consists of oxide or ice-rich soils and weathered rock which is not suitable for construction.The annual ore mining rate will be 1.9 million mt. (21. million st.). The strip ratio will start off at 1.2 to 1, falling to 1.0 to 1 by year 5 and ultimately to 0.8 to 1.Bench heights are set at 7.6 m (25 ft). Pit slopes will vary depending on the material present in the wall. The slope, through competent waste and the sulphide package, was set at 45 degrees. This is flattened to 26 degrees (i.e. 2: 1) through overburden and Upper Kivalina shales. The Kivalina Shales are an ice-rich shale whose carbonate matrix has been leached out and which exhibits little or no strength as it thaws. In addition, a 100 ft containment berm will be left in the wall below overburden and Kivalina."

Marathon PGM Corporation?s PGM-Cu Project in Northwestern Ontario (Figure 1.0) serves as a case study to describe the process involved in advancing a deposit from grass roots exploration to the completion of several feasibility studies and the parallel commencement of environmental permitting. Through the following examination of historical exploration activities, it is clear that these activities are directly related to economic stimulus, mostly measured by downturns in the mineral industry. Other factors that influence the success of exploration advancing to feasibility and new mine development includes the ownership of the mineral claims, which also changes under these economic influences and the crucial role of interactions between the Company, the Crown and First Nations. The Marathon PGM-Cu deposit is hosted within the Eastern Gabbro Series of the Proterozoic Coldwell Complex, which intrudes and bisects the much older Archean Schreiber-Hemlo Greenstone Belt. The sub-circular complex has a diameter of 25 km and a surface area of 580 km2 and is the largest alkaline intrusive complex in North America (Walker et al., 1993). Mineralization at the Marathon PGM-Cu deposit is part of a very large magmatic system that consists of at least three cross-cutting intrusive olivine gabbro units that comprise the Eastern Gabbro Series of the Coldwell Complex (Figure 3.2.4-3). In order of intrusion, the three gabbroic units consist of (1) Layered Gabbro Series, (2) Layered Magnetite Olivine Cumulate (LMOC) and (3) Two Duck Lake (TDL) Gabbro. The relative size and abundance of the gabbroic units decrease in the order Layered Gabbro Series>TDL Gabbro>>LMOC. Late quartz syenite and augite syenite dikes cut all of the gabbros but form a minor component of the intrusive assemblage.

"One of the most significant developments in environmental law has been the development of mandatory project review processes, at both the federal and provincial levels.FederalWhile, in the past, project review processes have, f or the most part, been spelled out in guidelines, the guidelines have not had the force of law. All that has changed, particularly at the federal level, with the Federal Court decisions commonly referred to as the Old Man River and Alameda and Rafferty Dam cases. These decisions, taken as a whole, are authority for the proposition that the Environmental Assessment and Review Process Guidelines Order, SOR 82-487 is a law of general application, not a mere guideline which may or may not be applied. This federal environmental assessment process first provides for a screening, and, depending upon the results of the screening process, the possibility of a public review. This federal process only applies, however, when the proposal is being undertaken by a federal department, or where the Government of Canada makes a financial contribution, or where federal lands are involved, or where a federal licence or permit is required.Bill C-78, the Canadian Environmental Assessment Act, will replace the Federal Environmental Assessment and Review Process Guidelines Order once it has been passed by Parliament. Currently the bill is being widely discussed, both between governments as well as public interest groups.ProvincialOn the provincial scene, there are three project review processes, one concerned with new mines, the second with energy projects and the third with all other major projects. The most recent initiatives taken by British Columbia are twofold. First, the Mine Development Review Process which was in the form of a guideline, has been replaced by the Mine Development Assessment Act. Second, the Major Project Review Process has been formulated and is to apply to four main categories of major projects:1. Pulp and paper production;2. Mineral smelting and refining;3. Chemical products; and4. Major ports and marinas.Energy projects are governed by the Energy Project Review Process which is legislatively mandated under the Utilities Commission Act."

The Education and Accreditation Committee must continually review the training needs of the next generations of mining industry professionals. It should continue to demand and encourage the creation of the schools for the training of such people. The AusIMM could even put greater onus upon university researchers to accredit university post graduate degrees.

IN CONNECTION with a study of tungsten steels, Honda and Murakami1 reported an investigation of the system iron-tungsten. This report included a tentative equilibrium diagram, photomicrographs of various alloys in the series, and qualitative measurements of hardness and magnetic properties. The present investigation originally had as its object the study of the hardness and tensile properties of a series of carbon-free iron-tungsten alloys. But, as the work progressed it became evident that the system possessed other features of interest, so the scope of the investigation was enlarged. MATERIALS The iron powder used in preparing the alloys was obtained as follows: Iron oxalate was precipitated from a ferrous-sulfate solution by the addition of a solution of oxalic acid. This oxalate, after thorough washing, was ignited to iron oxide, which after reduction in hydrogen at about 1000° C. yielded iron powder containing but about 0.2 per cent. iron oxide and about 0.005 percent. carbon. Tungsten metal in the form of powder, such as is used in the manufacture of filaments for incandescent lamps, was the other constituent. This material analyzed 99.8 per cent. tungsten and contained no carbon, The metal powders, in the desired proportions, were mixed by tumbling and formed, under pressure of 20 tons per sq. in., into rods 3/8 by 3/8 by 10 in. To form the alloys without contamination, sections of the pressed rods were placed on alundum slabs and heated in an alundum tube wound with a tungsten resistor and packed in heat-insulating material. While the resistor was heated, a stream of hydrogen was continually passed through both the tube and the case containing it. The tungsten winding on the tube, as well as the material heated within the tube, was thus protected from oxidation. Such a furnace will operate constantly

A 250 tons per day ammonia-ammonium carbonate leaching plant is now being operated by Samin Limited, to extract copper from the oxidised ores at the Burra mine. This forms the first stage of a plant, which will eventually have a capacity in excess of 1,000 tons per day. The article reviews the history of the mines at Burra and the metallurgical studies which have been undertaken since the old mines closed in 1917, in an endeavour to recover the copper from the low-grade deposits left by the original miners. The reasons why an ammonia leaching process was selected instead of the conventional flotation or acid leaching methods are discussed. The paper concludes with a detailed description of the plant and the basis on which it was designed.

Discussion of the Paper of Dr. Douglas, presented at the Toronto Meeting of the Institute, July, 1907 (Trans., xxxviii., 455 to 471). EDGAR HALL, Silverspur, Queensland, Australia (communication to the Secretary*) :-Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the side of freedom among the younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms referred to have suffered by their secrecy is their own business-I. bold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to be proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,1 Dr. Douglas says "In comparing iron and copper mining, . . . it must be remembered that 2 tons of average iron ore from the most prolific source now available will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-ore would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. The Argentine pyroclastic loess arevulcanogenic deposits, which have their sources in the circumnpacific rim. The object of this work is to realize a de-tailed mineralogical characterization of this sediments, to use it like a geo logic outline which regiters discordance or similarity in them, The sampling zone extend from 714N-4125 to 622W-339S. The descriptions of these sediments was considered like basic, mesobasic or acid rocks. The basic sediments, looking like andesite-basaltic composition, are fill-ing the andean valley. The mesobasic one have a similar composition with a pyro-clastic dacite rock, and have been found in marshy pleistocene sediments in the intermountain valley and in the pampeana prairies. The acid ashed conform rhyoda-cite-rhyolite sediments which form the pampeana loess covers in the prairie.

This is the case history of how two nearby plants in Southwest Virginia solved their water clarification problems. While the solutions should not be considered applicable industry-wide, the methods used in arriving at the answers deserve consideration. When Clinchfield's Moss No. 2 Preparation Plant, the first ever built in Tiller Seam coal, was started in the fall of 1956, the clays in the raw coal soon posed a flocculation problem, Laboratory sedimentation tests were initiated; and as a result, lime was adopted as the flocculant for the clays, With lime, a pH of 11.2 was required. As the plant tonnage increased, it became evident that the amount of coal fines produced in the mining and preparation was greater than had been estimated and that the 90-foot thickener was inadequate in providing sufficient settling time to effect a clarified overflow for reuse. Testing showed that Separan 26105 (NP10)1/, when used with lime, was the most satisfactory coal flocculant available,

ARTHUR JARMAN, Sydney, New South Wales, Australia' (communication to the Secretary*): Some remarks upon. Dr. Ledoux's interesting paper from one who has not visited America may, I hope, be of interest to members. It appears to me that there is considerable difference between the training of the American and of the British mining engineer. Not that the subjects are different, but rather in the way in which they are handled, the illustrations being, as far as possible, mining in character. Colloquial instruction is unknown in English curricula, but could be introduced with advantage. Students here assure me that an hour of conversation is of tar more use to them than an hour of the best lecturing. In England a school-year of 6 or 7 months would be considered very short indeed; but Americans do not consider it so, for the reason that the rest of the year is mostly spent in acquiring practical acquaintance with their subjects in works or in the field, and the shorter courses, when coupled with this large amount of outside expe¬rience, produce an essentially practical-minded engineer, who is also more of a business man; whereas the English system, though excellent from a scholastic point of view, produces the theoretical rather than the practical man. British schools are waking up, however, and the practical aspect of the engineer's training is receiving greater consideration. Once launched upon his career, the American engineer is immediately called upon to exercise his self-reliance and ingenuity, if he is to retain the confidence of his employers; but what can we say of English directors? In how many cases is the engineer allowed to guide the destinies of his company? MANGANESE is one of the minerals which is principally consumed in countries other than those of origin. Nearly 85 per cent of the pro-duction is used by the United States, England, Germany and France, and roughly a third of the total is used by the United States alone. On the other hand, over 85 per cent of the world production comes from Brazil, Russia, India, the Gold Coast of Africa, and the Sinai Peninsula. It follows from this fact that practically all manganese moves across international boundaries in raw or alloy form, and much the larger part of this movement is for considerable distances and is ocean borne. There is no indication that any one of the principal consuming countries can develop even approximately adequate supplies of its own. Under abnormal war conditions, with high prices and changes in metal-lurgical methods, only 35 per cent of the needs of the United States was met from local sources, and under our recent tariff only 11 per cent. There are thousands of manganese deposits scattered about the world, but only a very few which can figure largely in supplying requirements on a modern scale. The known reserves, together with highly probable extensions and explora-tions now under way, indicate no shortage from a world standpoint for many decades to come. The production and marketing of manganese is going steadily into fewer and stronger hands. The steel in-dustry uses over 90 per cent of all the manganese mined, and is acquiring control of a considerable part of the production in all of the principal fields-the Germans in Nikopol, the English in India and Gold Coast, the Americans in Georgia, India, Gold Coast and Brazil. Some of the controlling companies are of international scope. Concentration of commercial control is a notable tendency. A natural consequence is the growing un-easiness of smaller consumers the world over about their ultimate supplies and desire to know more definitely how and where manganese supplies will be controlled in the future. The sources of supply are few enough to warrant the belief that more or less monopolistic ele-ments of control are not impossible.

"The Bui/moose Mine is in the northeast coal area of British Columbia, and less than $300 million was spent to bring this 2.3 million-tonnes-per-year metallurgical and thermal coal mine into production by November 1, 1983, one month ahead of schedule. The project is an unincorporated joint venture undertaking, with Teck-Bullmoose Coal Inc., a wholly-owned subsidiary of Teck Corporation, holding 51%, Lornex Mining Corporation holding 39%, and Nissho-lwai (Canada) Ltd. holding 10%. Bullmoose Operating Corporation will be the manager and operator of the project. This paper will broadly cover the history and exploration work on the property, the geology, open-pit mining plans and equipment, the preparation plant flowsheet from breaker station to clean coal silo, the 35 km highway truck haul, the railroad loadout system, manpower requirements, approvals and permits, and general financial arrangements. Introduction The Bullmoose Mine Project is located about 87 km by road south of Chetwynd, B.C. and consists of an open-pit coal mine, a plant facility in the Bullmoose Creek valley below the mine, and a separate rail loadout facility on the British Columbia Railway Branchline near the new town of Tumbler Ridge some 35 km by road to the east. The plant will be capable of producing a total of 2.3 million tonnes per year (mty) of washed metallurgical and thermal coal. Long-term metallurgical coal contracts for high-quality, medium-volatile, bituminous coal have been signed with nine Japanese buyers for 1.7 mty, and the balance of0.6 mty will be for thermal coal production. Plant construction began in the spring of 1982, and in May 1983, preproduction waste and overburden removal in the mine was started. The plant began tuning up in October and was fully operational by December 1983. Metallurgical coal began moving to the coast in unit trains during November, and first vessel loading at the Ridley Island port began in late December 1983."

IN discussing the classification of iron to-day, we are to leave out of consideration the general division into non-malleable or cast iron and malleable iron, as to the adequacy of which no question has been raised; and to confine ourselves to the subdivisions of malleable iron. This has been classified, according to the extent to which the properties imparted by carbon are present (viz., resilience, hardness, strength„ and, above all, the capacity for being hardened by sudden cooling from a high temperature), into (1) wrought iron which cannot be hardened, and (2) steel which can be hardened; and this classification I shall, for briefness, term the carbon classification. Until within a few years all authorities, both metallurgical and general,, have concurred in explicitly recognizing the carbon-given qualities, and preeminently the capacity for being hardened, as the essential qualities of steel ; this is laid down with clearness by every writer on the subject. For several years this old classification has not been sufficient to, meet all our needs, since the genius of Bessemer, Siemens, and, I may add, Holley, has produced wrought iron which has been perfectly melted, and thus freed from certain mechanical adhering impurities. This causes what we call homogeneousness for want of a better word, and gives rise to many important qualities which the old wrought iron had not;. qualities universally recognized, though not readily described. I shall, for briefness, style them the fusion qualities, and a classification based on them., a fusion classification. DURING the past 5 years no subject has aroused more interest or received more attention among mill operators than flotation. One reason for this is, undoubtedly, the remarkable success of the process in Australia where that country has risen to the position of furnishing one-fifth of the world's Supply of zinc. The plant of the Butte & Superior Copper Co., designed by James M. Hyde in 1912, was the first important large flotation plant in this country; other installations have been made since then with considerable frequency, particularly so in the last 2 years. Without going into complete detail, it may be safely said that although flotation is a highly successful commercial process, it is more or less on an empirical basis. Upon scanning the literature, it is found that the flotation investigations have, in the main, dealt with a solution of the problems which accrue to practise; until recently no attempt was made to remove the difficulties in the way of the formulation of a consistent and harmonious theory. Of late this phase of the work has been receiving considerable attention, particularly by the United States Bureau of Mines at its Salt Lake City station, by the Mellon Institute at Pittsburgh, by the General Engineering Co. at Salt Lake City, by many of the mining schools, and private individuals almost ad infinitum. There is, at present, an enormous amount of laboratory work being carried on in flotation research, and probably the time is not far away when a generally acceptable explanation of flotation phenomena can be Set forth. However, at this time, it seems as though the current technology is befogged with a super-abundance of contradictory evidence; this confusion can only be dispelled as time proceeds and the knowledge of the subject becomes more complete.

THE spirit of this age encourages the substitution of mechanical for hand labor wherever possible, experience proving that the employer, employer and consumer share alike in the resulting benefits. Through the efforts of the inventor, millions of the laboring class have been raised from being mere contributors of muscular force to be brain workers and directors of those ingenious contrivances now so widely used in the various branches of agriculture, manufacturing, printing, etc. While the genius of invention has accomplished so much in other departments, it seems remarkable that she has not long ere this descended into the coal mine with her wheels, levers, and eccentrics, and provided the toilers there with some device by which their unusually laborious work could be lessened. Until within a very few years, however, little special attention was given to this subject, owing largely, no doubt, to the fact that coal miners as a class were prejudiced against innovations of this kind and ignorantly clung to muscle as the only means of wresting from nature her treasures stored within the coal measures. Thanks, however, to the enterprise and skill of some Scotch and English mine proprietors and inventors, the present decade has seen rapid strides in the right direction, and mechanical coal mining has become a fixed fact in some portions of Great Britain. Making her acknowledgments to the mother country for these earnest and successful efforts, America now comes forward with the Monitor Coal-Cutter as the result of a trial on her part to advance the common cause of economical coal production; for upon cheap fuel the future greatness of both nations largely depends. WHAT American can enter this Western empire without his imagination being stirred by the stories of its past-yes, and even more by visions of its future! Whether we travel by rail or by auto, our pathway has its traditions of exploration and its records of early settlement. The mountain passes and the routes used by today's commerce are lasting memorials of the pathfinders whose unconquerable purpose was to search out a way-Lewis and Clark, Bonneville, Pike, Long, FrBmont, their names still live in your rivers and lakes and peaks. It was the glory of these adventurers that they spied out the land so that others might follow that long pro- cession of pioneers who occupied the new country- fur traders, gold miners, cattlemen, and homesteaders. Each of these pioneers attacked the problem of transportation in his own way, and each sought by his own method to win the resources whose richness had been reported by the pen of the Government explorer or by the swift rumor of the unnamed and unfamed adventurer. Trails were worn deep by these home or fortune seekers as they passed through the mountain barriers in successive waves-and these were waves that did not ebb, for this was an army of occupation. Along these main pathways of the West, as one historian has pointed out, the figure of chief interest was the sad- faced woman sitting on the front of the covered wagon.

Around no subject of technical )uterest have prejudice and wrong-thinking in the past so wrapped a web of obscurity as that of the corrosion of metals.It is a matter which has primarily concerned the engineer, but the paucity of his training in chemistry and electrochemistry has been the stumbling block to a better understanding of its mechanism.Now that the more important conditions controlling corrosion have been scientifically.established, it can be seen that, with the exception of but a few of the minor points, the electrochemical laws enunciated by Faraday, Helmholtz; Nernst, and others, are sufficient to include all the facts of the process.The word corrosion (derived from the Latin rodere-to gnaw) is so often wrongly applied that a definition at this stage would be useful. As now understood, it means the dispersion and waste of the useful solid metal by conversion into a useless compound which mayor may not be retained on or near the metal remaining.Commonly the presence of these compounds is regarded as evidence of corrosion, but the converse is not necessarily true; the lack of visible corrosion products on a clean surface of metal is no criterion of the absence of this change. It may be difficult to prove that the erosion of such a surface has been caused by chemical and not by mechanical effects alone.

In the environmentally conscious social atmosphere today, reclamation in surface mines has become a main issue to the public and the regulatory committees. In response to this increased attention, many regulatory committees have begun to enact more stringent regulations on surface mining operations. Operations across all spectrums of the industry have seen changes. Recently and most visibly the mountain top removal mines have seen several new regulations focusing on environmental protection. Specifically regulatory committees have emphasized a focus on the methods of reclamation and recovery of layers suitable for vegetation. These layers are the most visible once the operation has concluded. Also, these layers have the most human interaction (farming, hunting, and house development). Often times the new regulations enacted are shifting from a performance base to a standards base. The key differentiator being a performance base dictates the final result while a standards base dictates the method to achieve the result. The very nature of many regulations (especially those that are standards based) not only challenges the physical limitations of the equipment used today, they come with a financial impact. For the purpose of this paper, the model will be a surface coal operation, utilizing draglines as primary overburden movers. The coal seam is ten feet thick, the overburden ninety five feet thick, the pits are 150 feet wide, and the dragline is a Bucyrus Erie 1570.

The organization and purpose of the War Minerals Committee was explained in a special war notice in the-August Bulletin. The first work of this Committee is to secure and condense information as to the relative importance of different properties from the standpoint of domestic mineral production. When the possibilities of ore deposits are known, involving, in some cases, further examination through the voluntary services of, Engineers and Geologists, then the necessary policy required to stimulate such development can be determined. Proper recommendation has been and will be made to .the various agencies controlling the situation during the war. This will insure a complete presentation of the needs of the situation. Every legitimate effort will be made to stimulate the production of domestic minerals and to put the industries on a permanent basis. The following information forms indicate the type of information required by the Committee. Engineers and Geologists can assist in one of several ways in furnishing information to the War Minerals Committee:

This paper covers the development of the Yeelirrie Uranium Project from the discovery of the Yeelirrie deposit in 1970 to the present time, with emphasis on the mining, processing, and environmental requirements of the project. The Yeelirrie Uranium Project is managed by the "Yeelirrie Uranium Joint Venture Partnership", which, when formed, consisted of Yeelirrie Development Company Pty., Ltd., Urangesellschaft, Australia Pty. Ltd. and Esso Exploration and Production Australia Inc. The Yeelirrie Uranium Joint Venture Partnership holds mineral claims over the Yeelirrie uranium ore deposit in Western Australia. This deposit encompasses some 35 million tonnes of ore containing in excess of 50,000 tonnes of uranium as U308. Agreement has been reached with the State of Western Australia to mine and process the ore to produce uranium ore concentrate. The Project scope provides for an open-cut mine, alkaline leach hydrometallurgy plant, power plant, township, airstrip, access roads, community services and utilities. The Yeelirrie Uranium Project described herein has progressed through the stages of exploration, mine evaluation, process testing, project scope definition, environmental approval, Pilot Plant operation, preliminary engineering and the publishing of a definitive Project Feasibility Study.
