The ability of the Australian minerals industry to successfully manage the changes and challenges that face it in the 21st century depends ultimately on the quality of its human resources. Mining engineers have a vital role in this regard. The education and training that universities are currently giving to mining engineers is under challenge and needs to be reassessed in the light of industry directions for the 21st century. At one extreme is a push for a `finished product' graduate, up and running in `the flavour of the month' issues. At the other extreme are moves to reduce face-to-face university teaching hours and return to the time honoured university concept of `reading' for a degree. The lessons of Mourn make it apparent that neither approach is appropriate to the industry's future needs (Windridge, 1996). Basic knowledge gets rusty with time and new skills need to be learned. In order to conduct mining operations safely, productively and competitively, mining engineers must now accept the need to be prepared for continuing professional development as a career imperative. The concept of being professionally or statutorily qualified for life is no longer valid. This calls into question the purpose, content, structure and mode of delivery of university courses, all of which need to engender the principle and facilitate the cause of continuing professional development. This paper presents a model which aims to deliver a quality assured university education for mining engineers for the 21st century at undergraduate, postgraduate and professional level. The model extends beyond traditional university boundaries to match industry requirements to international best practice. It is based on collaborative alliances and innovative presentation modes which will provide industry access to undergraduate and postgraduate course elements presented by a broad range of national and international academic and industry authorities. It offers the prospect for preserving the best of university ideals in higher education, for developing and maintaining programs of direct relevance to industry needs and for a structured involvement in the continuing professional development of mining engineers.

The low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent, The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper. Geological Position of Seams The smokeless seams are among the oldest coal seams in the country, as the Pocahontas group of rocks is the lowest member of the coal-bearing series and rests on top of the Mauch Chunk red shale, in or below which no coal seams of any importance occur. The Pocahontas group, or Lower Pottsville measures, has a thickness of 750 ft. in southern McDowell County, which decreases to about 350 ft. at Prince, on the New River, in Fayette County, 50 miles to the northeast. In this group, at various points, 12 coal beds have been found, of which 4 have been found in workable thickness and are now being mined. The New River group, or Middle Pottsville measures, is just above the Pocahontas group and varies in thickness from 1300 ft. in southern McDowell County to about 700 ft. along New River. At various places, 16 beds of smokeless coal have been identified in this group, of which 5 have been found in workable thickness and are now being mined. A general columnar section of these strata is shown on Fig. 2. The workable seams in these strata, arranged in geological sequence, are as shown on page 77.

The underlying theory behind the construction of an on-line size analysis system is described together with an introduction to the Artificial Intelligent techniques that it is founded on. Previous systems based on more traditional technology such as edge detection and dilation algorithms have been restricted by the significant processing power they require, this has resulted in the production of systems with either reduced functionality or severe hardware requirements. A neural network approach offered a new perspective to the problem of size analysis; the ability of a network to learn and recognise subtle patterns in training data before on-line processing is initiated opened up the possibility for the production of a fully functioning practical system. The format of the training data had to be carefully analysed prior to its implementation in a neural network as the capability of a neural network solution depends as much upon a suitable data preparation as it does on the system architecture. To facilitate experimentation with various profile quantification techniques such as fourier and fractal analysis an Image Profile Analysis System was constructed (IPAS) in software on a personal computer. The IPAS system was produced with the aim of pre-processing image data to create data sets for experimenting with external neural network packages. The system allows the analysis of both real images obtained by image capture and simulated images created by an in-built in simulator. A measurement comparison scheme is also included together with a case study concerned with the frequency analysis of simulated images. The power of neural networks combined with the data compression provided by profiling removes the need for direct measurement of individual particles. This has obvious implications on the level of hardware necessary, and ultimately the expense of a stand alone system. The extrusive nature of data collection via an image analysis system will also permit simple installation of a shipped system; eliminating any requirement for interference with existing machinery.

Seismic challenges were at the forefront of design for two parallel replacement bridge structures over the Arkansas River as part of the I-30 Crossing Project in Little Rock, Arkansas. Although not an area of the country typically associated with high seismicity, proximity to the New Madrid Fault Zone resulted in design ground motions sufficient to trigger liquefaction in alluvial channel and point bar deposits. A detailed post-award subsurface investigation program utilized CPT with complimentary borings to obtain samples for laboratory testing to assess the continuity of potentially liquefiable layers, from which we concluded that continuous zones of liquefaction across the extent of the north approach could lead to lateral spreading towards the river. An overview of the foundation and superstructure design to resist lateral spreading forces in accordance with the latest published design guidelines and research is presented. Other seismic aspects of the design are covered including timber pile ground improvement to mitigate liquefaction at the north approach embankment and foundation input motions that differ from code-based ground surface motions due to foundation stiffness, strength, and geometry. The project showcases an example of successful collaboration between geotechnical and structural designers with contractor input to address seismic challenges in the South Central US. Furthermore, the importance of considering kinematic demands on columns and other superstructure components – not just foundations – is highlighted.

The Hedong Gold Mine is located in the Yantai area, Shandong province, China. It is an underground mine with an annual gold output of some 700 000 grams. The orebody is located on the edge of the Wanger Shan metamorphism zone, and the hangingwall of orebodies is thus defined by a prominent set of fractures. The proximity of the metamorphism zone and the inclusion of the fracture set ensure that both the orebody and the country rocks are unstable. The main orebodies dip at an angle of between 40 to 45¦, with a strike length of 160 metres and a horizontal width of 50 metres. Surface subsidence in the area is not permitted. Cut and fill mining is usually practiced. As the mining operation proceeds to greater depths, the ore grade is diminishing and it is necessary to find a more efficient stoping method. Sublevel open stoping with sequential extraction and filling of each sublevel has been designed and applied in situ. This new mining method is called æsublevel open and fill stoping methodÆ in the mine. Experience to-date is that new mining method is satisfactory.

Operators of nickel laterite pressure acid leach and gold pressure oxidation technology frequently employ a series of steam condensing heaters to preheat the leach feed slurry. The heaters are an economic pinch point û although the thermal performance of the heaters is critical to overall process viability and operating cost minimisation, they are also a significant capital item and must be sized accordingly. Despite this, discussions of the factors underlying heater design are conspicuously absent from technical literature, and existing operations feature a conflicting range of heater sizes and configurations. This variety would suggest that at least some of the chosen heater designs are oversized. As part of its detailed design stage, the Ravensthorpe Nickel Project (RNP) constructed and tested a pilot plant heater to develop an understanding of the heating process and to ensure that the RNP heaters were appropriately sized. This testwork used RNP slurry at design density and viscosity on a 450 mm diameter, 6500 mm high column. The pilot plant testwork demonstrated the intrinsic efficiency of the direct steam condensation heating process, which was essentially independent of slurry density and viscosity. Presence of non-condensable gases in the steam phase decreased the heat transferred in certain circumstances, but heater performance remained consistent with thermodynamic limitations. Stagewise heat transfer within the column was rapid, and suggested either a very high slurry surface area or excellent heat transfer within the slurry phase. While the testwork did not set out to distinguish between these effects, physical evidence pointed to droplet formation in the inter-tray shower zone, giving a high heat transfer area. For scale-up purposes, the key facts were that the heat transfer rate was not limited by using high viscosity slurries and heaters could be designed using the principles applied to the smaller of those in existing operations. This paper discusses existing slurry heater designs, the current understanding from open literature, the pilot plant testwork, results and analysis, and scale-up to commercial sized equipment.

IT is a somewhat curious circumstance that the newest of the Institute's several awards should be conferred in the oldest of our several professional fields—for there is little question that geology and mining have antedated metallurgy and petroleum. Perhaps so did geophysics. After all, one geophysical instrument, the magnetic compass, has been successfully employed for many centuries. Young in years the Jackling Award may be, but in distinction—whether in terms of the title it bears or in terms of the first three medalists (Reno Sales, E. D. Gardner, and the late Father MaceIwane)—the Jackling Award is already one of the ranking awards of the Institute. The name of the 1957 medalist will bring added luster to an already illustrious roll. J. L. Gillson was born and brought up in Evan-ston, Ill., in an area characterized by singularly flat and uninspiring topography, and devoid of ore deposits and even of bedrock—a most unlikely environment from which to expect a future Jackling medalist to emerge! On graduating from high school he enrolled as a chemistry major at Northwestern University. At the end of his frkshman year his scholastic prowess had won him a prize of two chemistry books. But these went unread, for about this time he came under the spell of U. S. Grant, that distinguished and enthusiastic geologist who for many years was head of Northwestern's geology department. From thence forward Joe was a dedicated geologist. After a Navy interlude in World War I, he went to MIT for graduate work, substituted for the late Professor Palache for one year at Harvard in mineralogy, received his doctorate at MIT and stayed on as a meniber of the MIT faculty, where the geology department was headed by that great dean of all economic geologists, Waldemar Lindgren. In 1926 Joe spent a summer looking into barite deposits for the du Pont Co., and since 1928 he has been du Pont's chief geologist. Do men who lead such active lives in our exploration organizations generally have permission to publish their observations? Do they generally find time to publish, even if they have permission? Alas, no. But in Joe Gillson's case, yes. His bibliography runs to well over two score papers, including one of the very first papers in this country on the applications of petrography to problems of Portland cement. He has written on such topics as the origin of talc and the genesis of ilmenite, fluorspar, and alkaline rocks. Each year for a number of years his annual reviews of industrial minerals in the Mining Congress Journal have been eagerly awaited. - Do men who do so much to advance their science have anything left to give to the advancement of their profession? In Joe Gillson's case, yes. He has been a vice president of the Mineralogical Society of America and has been active in the councils of the Society of Economic Geology, particularly in their research programs. This year he is president of the American Geological Institute, currently perhaps the most challenging post to which a geologist may be elected. His contributions to AIME scarcely need documentation, so I shall mention only three—his chairmanship of the Committee on Democratization of the Institute, a committee whose work and recommendations brought a new and hopeful leaven to AIME at a time when this was sorely needed; his chairmanship, a few years ago, of the Industrial Minerals Division; and his current place on the Board of Directors as Vice President of the Institute. Such' a catalogue of contributions and achievement, even as condensed as I have had to make it, certainly merits the Jackling Award. Yet, implicit although not often expressed in the conferring of most awards is the hope that besides recognizing a distinguished career, it will provide stimulus for further effort. In the present instance, such an expectation is already well on the way to fulfillment. Only recently Joe Gillson has undertaken the editorship of a new and greatly revised edition of the Institute's Seeley Mudd volume, Industrial Minerals and Rocks. And so, Mr. Chairman, it is with pleasure and enthusiasm that I present Dr. J. L. Gillson for the 1957 Jackling Award.

The total cost of horizontal development can be minimised by optimising the cost of each of the component operations (eg drilling, blasting, etc). Component costs should not be minimised. To optimise blasting results (ie the mean advance per round, muckpile characteristics and overbreak), operators need to optimise the blast design and drilling and blasting procedures. The costs of pulling extremely long (say >6 m) rounds, producing unnecessarily fine fragmentation, and minimising overbreak are excessively high. Operators should continually consider how they can shorten the cycle period by saving time at the face. To enable it to be matched to the pertinent rock properties, the blast design needs to be based on as much relevant experience as possible. To develop the most valid correlation between blasting results and blast design, the latter must be implemented carefully and accurately, but without sacrificing speed excessively. The total cost can often be reduced by using: 1. computer-controlled jumbos (to reduce the period and cost of drilling and to increase drilling accuracy); 2. larger diameter (51 mm to 64 mm) and longer (4.5 m to 6 m) blastholes; 3. at least three large diameter ( ¦89 mm) relief holes that are 0.2 m to 0.3 m longer than the blastholes; 4. explosive products that are selected on the basis of proven reliability and overall cost efficiency rather than price; and5. stemming (to increase the amount of effective work done by each kilogram of explosive and, hence, to reduce the powder factor and possibly the number of blastholes and the costs of drilling and initiation). Non-perimeter blastholes should be charged with ANFO or a bulk emulsion of established performance. Upper perimeter blastholes should be charged with a bulk explosive with a much lower effective density. But where geology varies considerably, greatest control over overbreak could possibly be achieved with the versatile pre-assembled charge shown in Figure 1. This paper presents numerous potential ways in which the total cost of development can be minimised. It concentrates on recommending blast design features and the safe, rapid, cost-effective implementation of designs.

SUNNARY AND CONCLUSIONS Argentina presents to the foreign and local investors a mineral wealth that is largely unexplored, untested, underdeveloped and therefore incompletely evaluated. In view of the above, the new administration of President Raul Alfonsin through its Department of nines has designed and implemented a strategy ( Plan de Expansión Ninera P.E.M.), whose main objective aims at improving the "investment climate" in the sector. It is the Government's basic intention to apply the Mining Promotion Law with responsibility but with generosity to encourage the attraction of investment (local and foreign) to the sector. The establishment of a Data Bank system to evaluate possible new potential ore mining developments will help to connect the owners of potential projects with investors outside the sector. Argentina has an interesting gold ore potential. Estimated reserves of individual projects already known amount to almost 300 tonnes of gold for potential production. The government strongly believes and present information indicates that more systematic exploration has to be undertaken in the Jurassic areas that almost cover the whole of Patagonia. Two recent gold discoveries (Angela in the Chubut province, and Cerro Vanguardia in Santa Cruz province) indicate the potential of this area.

Shotcrete usage in declines and developments has become pervasive as operators strive to achieve production improvements. Issues of mix control, fibreload, thickness control, temperature and curing conditions all play a part in the quality control. Often to overcome some of the quality control issues designers over specify the strength requirements in order to meet their operational constraints. Adherence to the standard civil testing requirements of 28 days moist cured at 21ºC without properly calibrating these results to the changing environment underground leads to contractual disputes. There are a number of standard tests specified including cylinder tests, cored tests, beam tests and round determinate panel (RDP) panel tests. The logistics of storing these samples and then transporting them to concrete testing laboratories without due regard to temperature changes with time can influence the results. All the samples can be readily handled by personnel except the RDP panel. The standard RDP panel is 800 mm diameter by 75 mm thick and requires an ITH machine at the mine and a fork lift at the laboratory to move it around. This paper will examine the possibility of a panel which provides scalable results to the standard RDP panel but can be easily handled by personnel and/or tested on site with suitable equipment. This allows for faster turn around and better quality control for the sample prior to testing. This enhances the identification of quality control issues at the mine and improves safety.

The cost of drilling in the past few years of proration and ever decreasing allowables has received increasing thought and study. It seems to parallel the strides made with respect to pumping problems in 1932 and 1933. Low profit margins stimulate the search for economies. Any discussion of slim-hole drilling involves a multitude of abstract values, and the problem can be attacked only by a study of records and rational thinking. In a measure, traditional methods must be studied with a questioning attitude. The words "slim hole" may be somewhat misleading, as the term is entirely relative. For that reason I wish to define it as used in this discussion. On the Gulf Coast, I would define a normal hole as one in which 10 3/4-in. surface casing has been set and below which a 9 7/8-in. hole is dug. With this as a datum, holes of larger diameter below surface would be called "large holes," with 121/4 in. as the "extra large" class and holes of smaller diameter classed in the slim-hole range, 6 1/4 in. representing about the minimum size. The optimum size has not been definitely determined, but the preference is for a program that would call for setting 8 5/8 -in. surface casing and digging a 7 3/4 - in. hole. Different sections of the country might very properly deviate from this practice because of differences in depth, formations, regulations, or other factors. This paper will be confined to a discussion of the drilling of exploratory wells, as the drilling of this class of wells is quite a different problem from that of drilling a proven field, although many of the same considerations apply in both cases, as will be apparent. Although for many years shallow slim-hole and core-test holes of small diameter had been dug, it was not, I believe, until the fall of 1937 that serious consideration was given to its application in drilling wells 7000 ft., 8000 ft. and 9000 ft. deep on the Gulf Coast. This does not mean that nearly all such wells drilled on the Gulf Coast now are of the slim-hole variety, but only that efforts have been aimed in that direction with very encouraging results and there has been a very definite trend to reduce the size of holes, a trend that probably will continue. As to exploration policy, there appear to be two distinct and opposite views. The one usually followed in the past was more or less designed to "shoot the works" on one well. Generally on the Gulf Coast, the depth at which production might be obtained is limited by the drilling equipment and economics. With this thought in mind, wildcat wells are often planned with the idea of carrying the depth to 10,000 It., or even 15,000 ft. All of the possible hazards are anticipated and the general drilling and casing programs are so predicated. Such wells contemplate the drilling of large-diameter holes; the setting of at least one protective string of casing and an extensive coring policy, all of which finally adds up to an expensive well. Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

In 2004, LKAB decided to start a basic engineering study in expanding its existing production lines at the Malmberget mine site. It was expected that some of the production lines would become bottlenecks with reference to capacity. In this study, the sorting plant is examined and the results show that several unit operations will be limiting under current operating conditions. An additional purpose with the study was to investigate how replacement of some machines would influence performance and if production plans for the coming years might be achieved. Steady-state simulations using the software Modsim? were extensively used to study process performance for different operating conditions, such as iron content and size distribution in run-of-mine ore. Model parameters were derived from pilot plant data and when possible from ex-isting circuits. A complication for the simulations was the lack of relevant data and therefore some of the initial results were only indicative. The result shows that installation of new screens would give a much better operation, but also new crushers would be an improvement. This, since they can be run with full crusher chamber and tighter CSS. During 2007, most of the proposed remedies were implemented and the result is that the bottle-necks are gone, and the grades and material balances are even better than what was envisioned from the simulations.

The mechanism of strain hardening was discussed in connection with some recent observations on the stress-induced motion of dislocation boundaries and on the simple shear deformation of zinc, cadmium, and copper crystals. THE nature of work hardening accompanying plastic deformation of metals has long been the subject of speculation. As early as 1925, Becker' suggested a thermodynamic process to explain slip based on the statistical probability for the occurrence of local glide steps. The theory that plastic glide was due to the presence of lattice defects known as dislocations was first introduced in 1934 by Taylor: and Orowan, and Polanyi.4 Taylor presented a rather complete analysis of the behavior and interaction of dislocations. He assumed a certain type of stress field to be associated with a single dislocation, and postulated that work hardening would result from plastic flow in two ways. First, dislocations following one another across a slip plane might encounter a barrier which would impede their movement, thereby gradually diminishing and eventually stopping plastic flow on that plane. The second mechanism involved the concept of dislocations traveling in opposite directions on nearby planes attracting one another to form a meta-stable lattice. The interaction of dislocations in such an array was shown to be large enough to require an increase in stress before plastic flow would continue. Kochendorfer5,6 extended the concept of work hardening involving a back stress due to an accumulation of like dislocations on a slip plane. He suggested that the formation of a new dislocation is hindered by those dislocations already present. The hardening resulting from the interaction of newly forming dislocations with bound dislocations was designated as "formative hardening," and indicated to be the only type of hardening necessarily connected with the slip process. In another detailed picture of work hardening, Mott and Nabarro7 assumed that sufficient dislocations are primarily present in the crystal as a consequence of growth irregularities (mosaic structure) to initiate slip. Work hardening resulted from the interaction of migrating dislocations with localized internal stresses produced during deformation. More recently, however, Mott8 as modified his treatment to include the generation of dislocations at Frank-Read sources and he accounts for the hardening by the formation of sessile dislocations. It has been widely accepted that metals of hexagonal structure, usually possessing only one set of glide planes, exhibit mechanical behavior markedly different from those having cubic structures. However, the differences in behavior of the two classes may be less fundamental than suggested. Rohm and Kochendorfer9 have shown that a single crystal of aluminum subjected to approximately simple shear gives the type of stress-strain curve associated with the hexagonal metals. Similar behavior has been demonstrated for gold and silver crystals by Andrade and Henderson.'" Thus when glide in cubic metals is restricted to one plane, the strain hardening characteristics closely resemble those of the hexagonal metals. It would appear, therefore, that an investigation of some of the strain hardening properties of single crystals sheared in simple glide might provide a more complete understanding of the phenomenon of work hardening. This report relates a number of recent observations made on single crystals of copper, zinc, and cadmium tested in simple shear. In addition, pertinent observations of effects accompanying stress-induced movement of dislocation boundaries are reported. In the bench blasting, the realisation of an economic, and safe blasting is only possible with a reliable blasting design on condition that considering all sequential activities such as drillingblasting, excavation-loading, haulage, crushing (especially primer crushing). Here what we mean with a good, and reliable design is that ensures an almost displaced, adequately swelled muckpile with desired fragmentation degree for the loaders effectivity, and succesive usage. Meanwhile it must also has no environmental problems such as ground vibration, air blast, and rock flyings, or at least these matters have to be minimised. Two main parameters which have generally being questioned to achieve a safe and economic design on any rock conditions, are specific charge, and burden. In the condition of determining these elements, the other blasting parameters could be calculated according to them, and the blasting design could be completed. Within the scope of this study, it was aimed to determine the optimal blasting conditions of gypsum which is major rock unit of overburden at Sivas Celestine open pit mine. First of all, the engineering (mass, and material) and digging difficulty classifications of gypsum were done according to the current classification systems by using the results of field and laboratory studies. Then the blasting system which was being used on all rock units, was considered, and the necessary data were obtained. After previewing the site properties, predesigns were done, and applied by adopting Langefors design model. The necessary adjustments were done before, during, and after the shots, and the applications were observed. In order to determine, and record the data from each shots properly, a practical form was developed, and all data were transfered to these forms which give information about the blasting results such as muckpile displacement, and height, average particle size, back break, and rock fly existence, number of boulders etc. The blasting parameters such as burden, hole diameter, hole inclination, the amount and position of primers, bench height, delay sequence, and blasting geometry were considered for the iteration of each shots. During the applications, ANFO, gelatine dynamite, and electric delay detonators were used as explosives.

The theory of constraints (TOC) is a business improvement method that focuses on exploiting a business’s bottleneck to deliver the highest possible profit. Early applications were mostly in the manufacturing industry; however, the theory in itself is completely generic and has now been applied widely in other industries such as services, retail, software and distribution, amongst others. The intent of the approach is attractive – it focuses on the ‘silver bullet’ rather than ‘death by a hundred projects’, and it focuses on growth rather than cost cutting. Application within the mining industry has been limited to date, although there are a few applications emerging. This paper discusses how TOC can be applied to maximise value during the project planning phase and how to maximise profits when the mine is operational. The paper uses two case studies to illustrate the approach. Case study 1 uses the approach to improve tactical mine planning, which delivers an increase in revenue of 58 per cent. The New Guinea Mobile Belt is the northern zone of the Melanesian Orogeny (Dow and Sukamto, 1984), which consists of a complex zone ofupthrusted and accreted, regionally metamorphosed geosynclinal sediments and volcanics of Mesozoic to Eocene age and the overlying sediments. On the northern margin of this accreted terrane, formed an Eocene to Middle Miocene island arc. The North New Guinea Basin formed during the Upper Oligocene on the accreted margin. The depositional history of this basin is complicated by major crustal movements during the Upper Miocene to Holocene. During the Middle to Upper Miocene two magmatic arcs were emplaced. The northern magmatic arc is in part, spatically and genetically related to the Eocene to Middle Miocene island arc. The Maramuni-Utawa Magmatic Arc (southern) is a result of the Oligocene accretion and regional metamorphism. Coincident witt these magmatic arcs are belts of mineralization containing porphyry Cu-Au, epithermal/hydrothermal Au, Ag + Cu-Pb-Zn, exhalative Cu-Pb-Zn + Ag-Au, lateritic Ni-Cr-Co + PGE and alluvial Au, PGE, Cr occurrences and deposits. An intergrated tectonic model is presented for these and other data for the northern zone of the Melanesian Orogeny.

Clay-coating has been used as an environmental technology tool for the immobilization of toxic elements. The mechanisms of arsenate retention in clays suggest that not only the system pH is of fundamental importance in the process but also the character of metals and ligands that compose the electrolyte system. The goal of this study was to investigate the interactions between system pH and electrolyte ions on the retention of arsenate in an Oxisol soil. The sorption of arsenate decreases with the increase in system pH, reflecting the competitive sorption of arsenate with OH groups. Solutions containing Ca tend to favour the immobilization of arsenate in a relatively broad pH range.

The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers.
