For some years we have been carrying on a rather comprehensive investigation of the occurrence of oxygen in liquid open-hearth steel. This investigation was interrupted by the war emergency and is therefore incomplete, with many questions still answered only partially, if at all; yet it seemed worth while to present a report of progress on this difficult field of research, if for no other reason than to promote discussion and further investigation of this important problem. The significance of such studies depends in large measure upon the accuracy of measurements of oxygen content in liquid steel while it is still in the furnace or as it flows into the ladle, or thence into the mold and there is, as we shall show, good reason for believing that the main source of uncertainty is in the sampling, not in the analytical method as such. The difficulty arises from the fact that any method of sampling is of itself apt to alter the amount of oxygen in solution in the liquid steel, because this oxygen is in a readily reactive condition. On the one hand, being usually present at a concentration appreciably in excess of that corresponding to equilibrium with the carbon then present, it may decrease rapidly in percentage by reaction with carbon and evolution of CO, especially if the liquid metal is in any way shaken or brought in contact with a cooler solid surface. On the other hand, it may increase rapidly by ab- sorption of oxygen from a slag, a furnace atmosphere, or from air. These circumstances, which are inherent in the problem, as well as our conclusion that, despite the considerable amount of careful work already done, there is still no method of sampling liquid steel acceptable as an unquestioned standard, ed us to undertake systematic comparisons of oxygen content of large numbers of samples taken: (I) by a single method at different positions and levels in the bath; (2) at the same place by different sampling methods; and (3) from bath, tapping stream and pouring stream. The different sampling methods yield somewhat different values and there is as yet no way to tell with certainty which is the most accurate. But the general reproducibility and consistency of the results give us some confidence in certain inferences we draw from them: namely, that the "spoon" method of sampling, properly carried out, gives somewhat more consistent results than the "bomb" method, as it has usually been practiced; that, in the bomb method, an aluminum cap is preferable to a steel cap; that the oxygen content of liquid steel in a finished heat is substantially the same all over the bath at the same level, and tends to decrease at lower levels further from the slag interface; also that it tends to decrease, and to decrease erratically, from furnace bath to tapping stream entering the ladle. Accordingly it seemed desirable to report these observations in detail as a first step, so that the reader may judge their significance as a contribution towards solution of the main problem, which is to find a means of pre-2

Mr. Gillie and Mr. Harris have given us a wealth of information and food for thought on the vital subject of information and food fo rthought on the vital subject of reducing costs and mention considerable saving in some of the larger items. There are a number of points on which I would like further information, but I will confine my remarks to a relatively small saving which is of particular interest in view of another paper to be presented this afternoon.Mention is made of a 50 per cent reduction in the amount of zinc used in the precipitation of gold slime from the pregnant solution. Would Mr. Harris enlarge on the methods by which they obtained this reduction; and could he give an actual figure of zinc consumption either by ton of ore treated or per ounce of bullion recovered.AuthorsWe consider the reduction of zinc is due to improved clarification of the pregnant solutions. The sand clarifiers used prior to the installation of the 50 ft. -thickener were not satisfactory due mainly to the blending of the hessian and matting under the sand. Under these conditions the leaf clarifiers were fed with overflow solution from the clarifiers and were overloaded in consequence. "The CTL-500 centrifugal extraction machine, which was independently developed by Baotou Shibo Rare Earth Extraction & Equipment Co., Ltd., is presented in this article. The machine is based on centrifugal extraction principle and has been used in P507-HCl-RECl3 extraction system. Automatic control has been utilized in the system. In this paper, a comparison is made between centrifugal extraction and conventional mixer-settler extraction and satisfactory results are shown. INTRODUCTIONCentrifugal extraction is a fast and efficient liquid-liquid extraction method. The process includes solute transfer and separation of the two liquid phases. In the CTL-500 machine, the organic and aqueous phases individually enter a lower mixing chamber in certain proportions and are mixed and dispersed and solute thereby transferred from one phase to the other. The mixed phases pass into a rotating drum and the two liquid phases are separated under centrifugal force. As it flows upward, the aqueous phase, which has a higher specific gravity, flows away from the rotating drum centre towards the drum wall and the organic phase flows towards the drum center. The two liquid phases enter into collection chambers through independent weir plates and are discharged from the machine.The centrifugal extraction machine has been widely used in liquid-liquid separation, either without solid or with small quantities of solids (Chen, Zhang, Zhuo, Chen & Li, 2008; Duan, Jing, Zhu & Chen, 2007; Duan, Zhou & Zhou, 2006). Examples of the use of the centrifugal contactor include the separation of water from crude oil, treatment of heavy oil and diesel to eliminate water and salt; the extraction of penicillin, garlic oil, malathion, and interferon; the hydrometallurgy recovery of nickel, copper and uranium; extraction of edible oil, spice, refined oil and food color; treatment and recycle of print and dyeing wastes; treatment of hydroxybenzene-contaminated sewage by multistage extraction and separation of water from oil in ship sewage."

"The Raglan Ni/Cu property is located on the Ungava Peninsula in Northern Quebec, Canada, at a latitude of61°42' and a longitude of73°40', approximately 40 km southwest of Douglas Harbor. Geological reserves are estimated at 18 million tonnes, grading 3. 1 % nickel, 0.9% copper and smaller amounts of cobalt and platinum group metals.Extensive project development has defined the concentration process, concentrator sizing, tailings and environmental management required for this project.The grinding circuit selected is a fully autogenous primary grind, with pebble crushing and a pebble mill for secondary grinding to produce a product of 80% -70 microns for flotation.The flotation circuit is a simple circuit utilizing roughing, a regrind of rougher concentrate to 80% -20 microns, two stages of column cleaning with a cleaner scavenger bank on the column tails.Concentrate handling options were thoroughly reviewed because of the pyrophoric nature of the concentrate, remote site location and long distance to downstream processing. The preferred option, currently.is to dry the concentrate at Raglan to less than l % moisture and then pneumatically handle the powder.A detailed analysis of tailings placement options, suggests filtered tailings placement to be the preferable route for the Raglan site.INTRODUCTIONThe Raglan Project, as proposed by Falconbridge Limited, will develop extensive nickel-copper deposits in the Ungava Peninsula, Quebec, Canada. The project schedule and construction conditions in the project area are demanding. The Raglan mineral deposits have been the subject of numerous studies and evaluations over the last thirty years and the Phase I 1991 pre-feasibility document includes exploration information obtained in the 1989 and 1990 drilling seasons. This review concluded that an 800,000 tonnes of ore per year mining and concentrating complex located at Katinniq could produce 20,000 tonnes per year of nickel at competitive costs."

Wildcat drilling in the Rocky Mountain region did not suffer as large a decline in 1942 as was anticipated. The drilling program laid out by the Government at the beginning of the year stressed wild-catting operations and called for reduction of drilling in proved fields. The increased wildcatting campaign did not yield a great many new discoveries, nor important extensions to old fields. Several interesting wildcat wells were drilled in Colorado in 1942 but no new fields were discovered. The Wilson Creek field was extended and about 400 acres added to its reserves. In Montana two new oil fields and two small gas fields were discovered. The developments in the marketing situation had improved, however, making the prospects especially bright for 1943, as will be shown presently in the section on Montana in this report. In New Mexico eight wells were completed, which constituted discoveries ol either oil or gas but none of these was of major proportions. In Wyoming one new oil field and one new gas field were discovered, and one old oil field and one old gas field were extended. Most important was the disco-very of prolific oil producers in deeper sands in three old oil fields, of which one at least, Elk Basin, probably is of major proportions. Government Action On Dec. 26, 1942, President Roosevelt signed the O'Mahoney bill, calling for a flat 12.5 per cent royalty on lands in the public domain. It is expected that the enactment of this bill will encourage wildcatting in the public land states. Opportunity for a full discussion of the problems of reserves and production was afforded at the hearings conducted on the O'Mahoney bill by the minerals subcommittee of the Senate Committee on Public Lands and the statements submitted at these hearings last fall placed the situation, its causes and the logical remedy, clearly on record. It was established at the hearings that for several years the volume of oil discovered per wildcat well drilled has steadily declined; new fields discovered have not been of major proportions; drilling costs have advanced rapidly; a sharp decline in exploratory drilling took place in 1942, while the proportion of dry holes increased; the inescapable conclusion is that to find new reserves the search for oil must be intensified and much more wildcat drilling ' must be done. To ensure an adequate drilling campaign, the Petroleum Industry War Council, the Interstate Compact Commission and other representative oil organizations have voiced by resolution their opinion that an upward revision of crude prices is necessary to provide an incentive to the prospector to undertake the hazards of wildcat drilling, since statistics prove that only ope in five or six wells drilled results in actual production. Former Price Administrator Henderson rejected the recommendations for price increases and declared himself unalterably opposed to a general price advance, On the ground that such advances would contribute to inflation. "Improving mill grade recovery relationships is always good business. INCO’s Clarabelle Mill has just undergone a $16 million process upgrade that was designed to improve nickel recovery by 2%. The “Mill Redesign Project” was completed on time, under budget and delivered the promised improvement in recoveries.This paper describes the methodology of the Mill Redesign Team, details of the process improvements and the critical success factors that helped the team deliver on its promises.With a payback of under one year, the Mill Redesign Project will play a key role in ensuring a competitive edge as INCO embarks on its second century of operation.INTRODUCTIONIt is not uncommon in milling operations to encounter a crisis. That is the point when the process does not behave as expected and fails to respond to the increasingly desperate efforts of the metallurgists and operators. Flowsheet and process changes are attempted and abandoned. With luck, one or more of the changes achieves some mitigation of the original problem or more usually, the original cause of the problem disappears. Regardless, the metallurgist can sit back and bask in the apparent success of his or her endeavours.Less common is when a problem is carefully diagnosed, a team put together to explore all avenues and recommend a path of action that is implemented on time, on budget and immediately delivers on the promises which are sustained over time. This is one such story. It is the story of the Mill Redesign Project at INCO’s Clarabelle Mill in Copper Cliff, Ontario.BACKGROUNDThe Clarabelle Mill was built in 1971 on the southern rim of the Sudbury basin. At that time it was one of four mills operated by INCO in the Sudbury area. During the 1970’s, 80’s and 90’s, the need for increased process efficiency, higher levels of sulphur rejection to tails and the concurrent development of high capacity mills and flotation cells, resulted in the consolidation of INCO’s Sudbury area milling operations into a single, expanded facility at Clarabelle."

The U.S. Bureau of Mines designed and constructed sensitive and coordination-free ground-fault relays (GFR's) for use on mine power systems. First, a list of GFR attributes for mine ac utilization applications was compiled. These practical guidelines specified design, construction, transient immunity, reliability, and operating criteria. The time-current characteristics of the ac and dc units, subsequently fabricated, were designed to be below the human electrocution threshold. The significant and highly variable capacitance of high-voltage distribution cables was found to preclude the sensing of ground currents in the milliampere range. However, the coordination-free system developed for high-voltage distribution should enhance safety by significantly decreasing response time to ground faults. Implementation of the sensitive GFR technology in the mining industry has the potential to eliminate the majority of injuries and nearly all the deaths resulting from contact with energized components.

A joint research program between the U.S. Department of the Interior's Bureau of Mines and Cyprus-Yampa Valley Coal Company is being conducted at the Foidel Creek Mine, Oak Creek, Colorado. This program goal is to study the effects of state-of-the-art, high-speed, automated longwall mining on health and safety, and primarily, ground stability under various geological conditions. The Bureau installed an automated data monitoring system, known as the Ground Control Management System (GCMS), to monitor in real-time the effect of rapid mining on pillar and face loading, stress redistribution in and around the longwall panel, and caving characteristics of the roof. The Bureau's GCMS, combined with the company's existing monitoring systems, which include environmental monitoring, a computer programmable conveyor belt system, and gamma ray roof control thickness indicators, has been effectively used to improve safety at the face, increase productivity, and reduce production costs.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties. Many of these small companies don't have the financial resources to pay for development costs from their own funds and frequently they do not even have the financial strength to permit them to borrow the money needed for development. A project financing can sometimes be arranged in such a way as to solve this dilemma. A typical project financing will not provide the answer to the "little guy's" problem because most project financings require that the sponsors of the project provide completion undertakings and sometimes other undertakings. These undertakings are often a prerequisite to obtaining financing, and if the sponsor is not financially strong enough to provide the comfort that the lenders require, then the sponsor will have difficulty obtaining financing no matter what undertakings are offered. However, with a little imagination and the right set of circumstances, a project financing can sometimes provide the solution to the small mining company's problem. The Strathcona Sound Project is unusually suited as a case study because the sponsor, Mineral Resources International Limited,(MRI) was able to arrange a project financing for the development of the project even though the lenders probably would not have been willing to loan a similar amount of money direct to MRI based on the full faith and credit of MRI's balance sheet. The way that MRI was able to arrange this financing makes for an interesting story. THE CASE In early 1974, MRI owned 100% of a small to medium sized zinc - lead - silver massive sulfide deposit (Property) located 475 miles north of the Arctic Circle less than two miles from deep water on Strathcona Sound which is a shipping zone in the Canadian Arctic. The Property was situated at a desolate location except for an Eskimo settlement (Arctic Bay) which was about 20 miles west of the Property. In other words, the project required that complete infrastructure would need to be installed in this far northern location. Independent reserve and feasibility studies (Study) had been completed on the Property which confirmed a total of 6,825,000 tons of reserves classified and summarized as shown below on Table I: [ ] These reserves were based on 229 diamond drill holes totalling 58,909 feet and were established on a cut-off grade of 7% zinc and a minimum mining height of seven feet. The overall mining recovery rate was estimated at not less than 85% and not more than 90%. The feasibility study indicated that it would cost an estimated $45,044,000 to develop an underground mine, a concentrator, a town-site, a power plant, storage facility, loading dock, a tailings disposal area and an airstrip on the Property with an annual capacity of 525,000 tons of ore per year. The construction period was expected to take two years and projected capital costs were broken down as set forth below on Table II:

A method of monitoring roof stability in underground mines by detecting the changes in resistivity of roof material was tested. The device built by the USBM was tested over a 16 month period at the White Pine Copper Mine in White Pine, Michigan. Three falls of ground were monitored by means of as many as 11 sensors. Data indicate a correlation between changes in resistivity and impending structural failure. Problems were encountered with the high roof electrode impedance in the winter and spring due to the drying out of the roof material. Difficulties also developed in obtaining a permanent bond between the roof rock, the conductive epoxy and the electrode plate. Some data were lost due to timer and fuse problems within the unit. These were eventually rectified.

(communication to the Secretary?).-In discussing the question of the deoxidation of steel and material suitable for performing this function at the end of the heat, it would seem logical also to include the question of prevention of oxidation in the steel or the formation of iron oxide, FeO. I refer to the use of manganese in the basic open-hearth and basic Bessemer processes. The advantages of high manganese in pig iron for these processes have evidently been clearly understood in Germany for a number of years, although little has been written in regard to the exact manner in which the benefits are obtained. In this country, while we make no steel by the basic Bessemer process, our basic open-hearth process is becoming more and more important. Until 10 years ago, in this country, manganese in the pig iron for this process was considered of little value and by many writers it was spoken of as a disadvantage. During the past 10 years, however, in certain parts of the United States, higher contents of manganese in basic pig have been used with considerable success, although there is apparently nothing in our technical literature to show the reasons for this trend. A German book, "The Basic Open-Hearth Steel Process" by Carl Dichmann does, however, offer an explanation. Dichmann says that if the charge for either of the above-mentioned processes contains 3 per cent. of manganese or above, satisfactory steel.

In the Journal of the Iron and Steel Institute for 1881 (vol. ii., page 379), will be found an article upon this subject. The analyses there reported mere of samples taken from an ingot made especially rich in impurities and then cast in a sand-mould in order to give the elements a better chance to redistribute themselves, on account of the steel solidifying more slowly than when cast in an iron mould. Wishing to ascertain how much, if any, segregation takes place when the steel is cast in the ordinary way, I placed the subject in the hands of Mr. W. J. Olcott, a graduate of the Michigan University, who has carefully collected and analyzed samples taken from different parts of ingots and billets. In this undertaking he found himself somewhat embarrassed on account of being distant from steel-works, and therefore unable to supervise the selection of samples. He found, however, a competent and willing aid in the person of E. F. Wood, M.E., chemist of the Pittsburgh Bessemer Steel Company, Limited, who has spared no pains in collecting the desired samples and furnishing drawings and descriptions of the ingots from which the samples were taken. I have heard it said that the late Mr. Holley made use of this remark: " There is an inherent, cussedness about rolls which, so far, no man has been able to find out." I think this can be safely claimed in reference to steel, as there are certain peculiarities about it that are pretty hard to account for. Previous to the introduction of the Bessemer process there was, as it were, a great chasm between iron and crucible steel; and, outside of what futile attempts had been made in puddling steel, nothing had been done to fill this gap. The Bessemer steel struck a medium between the two, the softest of it not being able to take the place of good iron, while the hardest was not suitable to encroach very far upon the crucible-steel trade. The open-hearth process made quite an inroad into the latter, but only for the lower and cheaper grades; and, beyond a doubt, for the finest grades of tool-steel, the cruciblesteel business has a long life before it. On the other side of the line comes the " basic " process, which brings us a step nearer iron ; but to fill up the gap completely, comes the Clapp-Griffiths process, which makes a grade of material—call it what you will—that is as soft as iron, welds as readily, and is in a fair way to supersede iron altogether. The Macquarie Dictionary defines `information' as: knowledge communicated or received concerning some fact or circumstance; (in communicating theory): a quantitative measure of the contents of a message. For mining companies investing in data capture and information processing technology for operations management is a key issue. Beyond producing performance related information that employees can relate to it is being able to deliver that information into the workplace when it is required, to the employees that can utilise it. To be effective the data needs to be received and understood as `information'. The technology is now available and proven to enable `information' to be delivered into the mining workplace adding value to the activities performed by mine employees. The application of computers and information technology in the mining industry has typically been limited to the resource definition and planning stages, accounting and administration and the process plants that treat the ores and minerals. The mining extraction processes that consume expenditure and determine output in a mining operation occur in an environment dominated by unpredictable events and variable conditions. The mining operation has long been regarded as an inexact science conducted in unpredictable circumstances with many independent variables affecting the output and resultant cost of production. Financial accountants keep track of expenditure and management accountants analyse the cost of production usually on a weekly or monthly basis but all this effort can't affect the outcome, that was determined by the real time events and variations of circumstances over a week ago. Such reporting and analysis can result in conclusions being drawn about what improvements can be made and how you might do better next time, but generally the data is not detailed enough, is inaccurate or misrepresents the real issues. The capital investment required for any mining operation is substantial and comparable to other industries such as manufacturing. The performance and utilisation of manufacturing plants is usually closely monitored down to the lowest level of detail. Many modern plants are controlled and optimised using programmable intelligent devices and monitors display real time performance to the operators and prompt them to make informed decisions to maximise production and minimise wastage. Technology suitable for the mining industry is now widely available and has proven to be a reliable and powerful tool for the optimisation of mining operations. This paper focuses on the latest information technology developed by Modular Mining Systems that has been implemented in mining operations worldwide. The benefits reported by the mining companies utilising real time information technology over the past 15 years have generally related to optimisation of truck fleet allocation and material blending. Some mining operations have reported improvements in equipment utilisation of greater than 20 per cent. With the development of real time graphical display screens in the operators cabins the benefits of information delivery can be harnessed to make employees more effective in the workplace.

"Over the last decade or so, the availability of commercial thermodynamic modelling packages, such as FactSageTM, have been utilized to help the plant optimize slag chemistry and to minimize slag handling issues that can arise, such as those due to a process upset, for example, by undue feed variability. This paper illustrates an extension of the application of this software in examining a large range of NCV operating parameters, such as the %Fe/SiO2 ratio in the slag and the level of minor gangue components in the slag including CaO, Al2O3, ZnO, MgO, and PbO. The conditions influencing the slag liquidus range of NCV slag are discussed with respect to the overall process chemistry.Given that a sufficiently low %Fe/SiO2 ratio is used in NCV slag, most components such as CaO-ZnOPbO- Al2O3-MgO, in small concentration, all contribute to lowering the NCV slag liquidus. Considering the present level of these minor components, the NCV can operate consistently at 1200°C if the %Fe/SiO2 is between 0.6 and 0.8 in the slag. Using the type of phase diagrams presented in this paper, it is possible to develop different Noranda reactor/Noranda converter operating strategies adapted to the feedstocks available at Xstrata mines/plants or from other sources. The NCV is unique in that a fayalite-based slag is employed for high-efficiency continuous converting with excellent operating results."

The N3500 orebody is the northern continuation of the 3500 orebody at Xstrata Copper's Enterprise Mine and occurs at a depth of 1.3 to 1.8 km. At the nearby S3500 orebody, extreme deformation was observed in access drives where there was a high number of bedding planes per metre combined with either graphite or talc infill. The observed failure mechanism was largely controlled by the geometry of the inclined bedding submitted to high horizontal stresses. Due to the anisotropic strength and deformation behaviour of the shale rock mass, traditional isotropic methods of geomechanical property estimation based upon GSI are not appropriate. A numerical modelling approach, based upon the distinct element codes UDEC (2D) and 3DEC (3D), has been developed to accurately simulate the failure mechanisms and deformation observed in the initial infrastructure surrounding the N3500 orebody.

Material characterisation, ore sequencing and process capability are commonly regarded as the key parameters to consider in designing and operating an effective pit to plant supply chain. Therefore, an understanding of rock mass properties is the starting point for controlling the presentation of problematic material to the ore handling plant and optimising process utilisation. There are different methodologies for characterising problematic material and ore handleability which exist across a spectrum of sophistication. At one end of this spectrum are simple indices built using first principles geology and at the other are complex algorithms developed using advanced analytical methods, machine learning and ore traceability. Regardless of the method, without an integrated process for careful management of problematic ore, material handling delays (ie blocked, bridged, blinded and buried events) will interrupt the stable flow of production. The ability of the ore control geologist to mitigate these delays is central to the ore handleability challenge. This paper describes a quick and easy solution that links the presentation of ore to the operating window at the crusher. This operating window is based on material characterisation, using the physical, textural and mechanical properties of the rock mass, and crusher performance. It also describes how a basic problematic ore index (POI) can be developed using ore tracking to the production face, petrographic studies of ore texture and mineralogy, and existing variables in the geological model. Finally, this paper will demonstrate that by coding the POI into the geological model for mine planning, together with performance monitoring through compliance to plan routines, material handling delays at the crusher can be reduced, unlocking significant resource value.

This paper is a brief record of the State's involvement in the problems that have faced Iow-grade mines in the South African gold-mining industry for a period of more than sixty years. Not all the recommendations made by the various commissions are recorded here, but those which are included highlight the fact that many of the problems that plagued the industry during those years, whether economic or labour matters, are still troubling the industry today.

Constructed stream diversions are a common element of mine sites across Australia. A review of constructed stream diversion performance in the Bowen Basin funded by the Australian Coal Association Research Program (ACARP) in 1999 found over 80 per cent of constructed stream diversions failed to meet regulator and operator expectations. Since that time, improvements have been made in the assessment, design, monitoring and management of constructed stream diversions. Fundamental to these improvements has been the development of a better understanding of the regional stream systems and efforts to replicate the natural stream processes in the function and operation of constructed stream diversions.This paper discusses the history of constructed stream diversions through the Bowen Basin in central Queensland recorded in the outcomes of a series of ACARP funded research projects. Further, the paper reports on the outcomes of a current ACARP funded project that has reviewed the success or otherwise of constructed stream diversions in the region. The assessment has compared the performance of diversions that have been designed to replicate and provide for ongoing stream geomorphic processes with those diversions that were designed and built prior to the development of these design improvements.
