This paper discusses the challenges, solutions and lessons learnt as tunnelling work continues on the Melbourne Main Sewer Replacement (MMSR) project.The MMSR project is a $220 million dollar project for the Melbourne Water Corporation. It involves the construction of approximately 4.2 km of new sewer from the southern fringe of the CBD through the inner metropolitan suburbs of Port Melbourne and South Melbourne.Of the 4.2 km of sewer currently in construction approximately 2.2 km will be constructed using a 2.95 m diameter Lovat EPB tunnel boring machine (TBM) with approximately 1.9 km of small diameter (300 to 600 mm) reticulation sewers constructed using trenchless techniques.These sewers are being constructed in a dense urban environment, which means that the tunnels and shafts are often in close proximity to buildings and structures. The underground constructionof the sewer is further complicated by the variable geology of the ancient Yarra River delta which includes weathered basalts, the infamous Coode island silt formation and fine loose sands.Some of the key challenges and lessons learnt so far during construction include:· steering and alignment control of the TBM through very soft silt with little residual strength,· development and refinement of a monitoring and alarm system for leaving the machine dormant on a day works only project,· control and measurement of tunnel lining defl ection during ring build and grouting,· prediction and monitoring of surface settlements during tunnel excavation,· improved understanding of the geology and hydrogeology at this previously unchartered area of Melbourne,· consolidation settlement due to dewatering at shafts required careful construction controls, and· ground support and excavation in close proximity to the existing 110 year old sewer which requiredvery detailed risk control measures.

"Fine-grained hematite ore can be concentrated by the process of selective flocculation and dispersion, which relies on proper reagent selection and control of water chemistry. While many previous studies have been performed analyzing the effects of different reagents on this process in a laboratory environment, this paper focuses on investigating the water chemistry within the process in a pilot-scale continuous deslime thickener.The pH, sodium concentration, calcium concentration and magnesium concentration were varied to determine their effects on the iron concentrate grade and recovery, and the phosphorus concentrate grade and rejection in the pilotscale selective deslime thickener. The ideal pH for the iron grade and recovery of the process using a starch selective flocculant was found to be 10.5. Phosphorus rejection, however, was increased at lower pH values. Minimization of sodium concentration was shown to improve iron grade, iron recovery and phosphorus rejection. Calcium acted as a nonselective flocculant showing higher iron recovery, lower iron grade and lower phosphorus rejection with increasing concentration. Conclusions could not be drawn from the experiments that varied magnesium concentration.The zeta potential of the solid-liquid interface of particles in each sample taken was also analyzed to show relationships between zeta potential and process performance. In all cases, a maximization of the magnitude of zeta potential correlated with increased iron grade and recovery. This supports the hypothesis that a higher level of dispersion enhances the selective flocculation and separation process.IntroductionThe United States produced 53.2 million metric tons out of the 3,000 million metric tons of concentrated iron ore produced worldwide in 2012 (Tuck, 2013). With this in mind, there has been a large increase in iron ore processing research (Bolen, 2014; Carlson and Kawatra, 2008, 2013; Halt and Kawatra, 2014; Halt et al., 2014; Haselhuhn et al., 2012a,b, 2013a,b; Liu et al., 2014; Manouchehri, 2014; Sandvik and Larsen, 2014; Semberg et al., 2014). Of the 53.2 million metric tons produced, roughly 8 million metric tons of hematite (Fe2O3) concentrate were produced using a process known as selective flocculation and dispersion (Cliffs Natural Resources, 2011). This process is the only economically viable method for concentrating low grade (< 40% Fe) fine grain (< 25µm liberation size) hematite ores. It is scarcely used due to difficulty in controlling the surface chemistry of the ore and high reagent costs (Department of Energy, 2001; Haselhuhn et al., 2013a). The process is highly dependent upon both reagent selection and precise control of the water chemistry during separation. This study shows the dependence of the process performance of a pilot-scale deslime thickener on the water chemistry in the feed slurry."

The solubility of oxygen in iron containing aluminum has been determined at 1550°, 1600°, and 1650°C and found to be much higher than predicted from theoretical considerations, possibly due to equilibria with an iron-aluminum spinel phase rather than pure AI,O.. The presence of manganese greatly increased the deoxidizing power of aluminum. DEOXIDATION and inclusion formation in steel have proved to be elusive phenomena that are difficult to control in spite of much effort to understand and evaluate the reactions. Study of the problem indicated that more accurate data on the solubility of oxygen in iron containing deoxidizers were essential to further progress, and an empirical determination of oxygen solubilities has been initiated at the Union Carbide and Carbon Research Laboratories, Inc. The investigation has included the effects of aluminum, silicon, manganese, and combinations of these elements at 1550°, 1600°, and 1650°C. The equipment and experimental procedure as well as the results of a study of the effects of aluminum are described below. In general, it was found that the solubility of oxygen in iron containing aluminum is much higher than predicted, possibly because of the formation of complex nonmetallic phases, and that manganese greatly increases the deoxidizing power of aluminum. The generally accepted deoxidation curves for 1600°C are summarized in fig. 1, from "Basic Open Hearth Steelmaking"&apos;. These curves are assumed to represent the solubility of oxygen in the presence of deoxidizers and should indicate the limits of mis-cibility gaps in the phase diagrams of the systems that control the formation and character of non-metallic inclusions as described by Benedicks and Lofquist&apos;. They were derived mainly by application of the methods of thermodynamics to the available experimental observations, and by calculations based on the thermal constants of the pure substances when experimental data were lacking. Among the more notable researches contributing to the development of knowledge of oxygen solubilities are those of Korber and Oelsen8, 4, C. H. Herty, Jr. and associates5,6, Krings and Schackmann7, Went-rup and Hieber8 Schenck and Briiggeman9, Vacher and Hamilton&apos;" and Chipman and co-authors 1,11,12,13 Practically, the deoxidation curves are of limited value in predicting oxygen content and rationalizing deoxidation practices. The reasons for this inadequacy appear to be error from inaccurate data, oversimplifying assumptions, interacting effects of combined deoxidizers, and possibly unknown extra-equilibrium and side reactions. The ores described in this paper are from the two principal orebodies at Wiseman&apos;s Creek, a small village about 22 miles south-east of Bathurst in central-western New South Wales.The first official reference to mining at Wiseman&apos;s Creek is in &quot;Mineral Statistics of New South Wales&quot; of 1875, which reported that the Wiseman&apos;s Creek Copper Mining Company had proved a lode-later known as &quot;North Wiseman&apos;s&quot;-to a depth of 120 ft., where it was found to be 20 ft. wide. By 1876 the erection of a mill and smelting works had commenced, and the sulphide ore found to contain copper lead, zinc, silver and gold. Some oxidised ore was also being worked. Operations were, however, generally unsuccessful, and sporadic work up until 1907 produced only about 5,000 tons of ore. The other more important orebody of the locality-the Phoenix-was not opened until about 1895. By 1908, as reported by J. E. Carne, the shaft had been sunk 340 ft., with the extraction of both oxidised and primary ore. At the time of the slump in copper, pric&apos;es in 1907 approximately 3,000 tons of, ore had been produced.Several smaller orebodies were discovered and worked during the same period as the North Wiseman&apos;s and Phoenix, but their output was more or less insignficant. THE OREBODIES AND THEIR GEOLOGICAL SETTINGIt is now impossible to examine the orebodies underground, but they appear to have formed a series of flat lenses, whose major axes were parallel to ,the foliation of the enclosing quartz-chlorite-muscovite schists. The largest ,of these lenses was worked as the North Wiseman&apos;s orebody, which was reported by Carne to vary in width from 1 ft. to 20 ft., and which probably extended discontinuously over a strike length of about 1,000 ft. The Phoenix orebody is stated to have varied from 1 ft. 6 in. to 3 ft. in width...

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act&apos;s objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community&apos;s perspective.

In connection with its researches on the crude petroleums of the United States, the Bureau of Mines has made a particular study of apparatus for the distillation of hydrocarbon mixtures. While this study is still incomplete it has already resulted in the development of considerable laboratory and semi-plant equipment, motet of which has been described in various publications of the Bureau. The laboratory apparatus (Hempel distillation) and method gives satisfactory comparative results in the laboratory examination of crudes and have been found applicable to crudes of all types, but the agreement of laboratory and plant distillations is not as close as might be desired. This is due, in part, to limitations in size and construction of the laboratory apparatus. Some refiners claim that the Bureau of Mines&apos; laboratory method (Hempel distillation3) for distilling crude petroleum, does not show the full gasoline content of the oil, while others have stated that it indicates more gasoline than can be obtained from the crude commercially. This difference of opinion among refiners results largely from the great variation in stills used and methods of operating them. The Bureau&apos;s experience has shown that crude oils from different fields vary widely in character; in fact, that it is not yet possible to classify crude&apos;s adequately on the basis of their Down chemical and physical characteristics. As a result of the differences that exist among crudes, and of the difficulty of designing refinery equipment, no standard practice has yet been adopted for the commercial distillation of petroleum, and ma" types of stills are used in the refineries of this country. "Abstract -The common style of gold mineralization in the Basal Reef and other auriferous conglomerates of the Witwatersrand Supergroup comprises clusters of gold grains occurring interstitially to quartz and pyrite pebbles as well as gold accumulations attached to the surface of and infilling hairline cracks and fractures in round, compact, detrital pyrite. The latter textural association is generally interpreted as a result of remobilization of originally detrital gold during regional metamorphism and related hydrothermal fluid circulation. There is general agreement that, although gold solubility was Iow, ore modification occurred during the metahydrothermal event, but uncertainty exists about the magnitude and scale of gold remobilization .Micro-textural and chemical investigation of compact round pyrite and associated gold accumulation has established that gold is preferentially deposited on chemically heterogeneous pyrite surfaces. Combinations of alternating high- and low-As zones in pyrite result in mixed np-type conductivity accompanied by electron exchange and the reduction-driven deposition of gold at the cathode. This mode] does not explain gold accumulations which are not immediately linked to chemical heterogeneities and it is inferred that an additional control on the deposition of gold was exerted by physical defects which lead to zones of increased charge density and/or areas of focussed conductivity. The inferred precipitation mechanisms suggest that submicrocopic physical and chemical controls are the important factors that determined the sites of gold nucleation and that precipitation mechanisms based on physicochemical changes of the hydrothermal system were not involved. The Basal Reef contains on average close to 5% of round, detrital, chemically zoned pyrite which provides a large number of electrochemically active pyrite surfaces. The extremely effective electrochemical precipitation mechanism together with the low solubility of gold in Witwatersrand fluids is the main reason for the spatially restricted remobilization of gold in the conglomerate reefs."

The Mining Division of Iscor, an integrated minerals and metals company, has recently completed a feasibility study for the establishment of a new heavy minerals mine and smelter in the Richards Bay area of KwaZulu-Natal, South Africa. The mine will produce a heavy mineral concentrate containing ilmenite, zircon, rutile and leucoxene which will be beneficiated at a central processing complex close to Empangeni. The ilmenite will be smelted to produce high-grade titania slag and pig iron for export. The ancient dune containing the mineral deposit is located some distance inland of the coastal dunes, and the sands contain a high proportion of extremely fine material which must be extracted ahead of the gravity separation process. Of the 56 million tonnes to be mined annually over the ten-year life of the mine approximately 23,4%?a total of 13,1 million tonnes of minus 45 micron residue fines?will have to be disposed of in a containment facility. The origin of the fine material is from the weathering of amphibole minerals. The remaining coarse sands will be returned to the mined area to re-create the original dune configuration. A number of options for the disposal of the residue fines have been examined and specialised laboratory tests undertaken to determine the deposition behaviour of the fines. The final solution involved the use of a ?sub-aerial? technique for deposition of fine material in a disposal facility. The resulting arrangement will adequately meet technical and environmental criteria. Upon closure after 10 years of operation, the surface of the disposal facility will be returned to sugar cane cultivation The paper refers to the various options considered and describes the problems associated with competent disposal of the residue fines and the development details of the final disposal facility.

The refinery at the San Francisco Mint takes the bullion purchased by the receiving department, and carrying Illore than 200 parts of precious metals in 1,000, or, in mint parlance, over 200 fine, and separates and refines the various metals contained therein, using electrolytic processes exclusively. Bullion containing silver is treated in cells charged with a nitric electrolyte. These cells produce fine silver and leave a residue rich in gold. The residue from the silver-cells, together with crude gold-bullion, is treated in cells having a chloride electrolyte. These produce fine gold and leave a residue containing silver chloride. The latter is reduced to the metallic state with zinc and is then treated in the silver-cells. The various waste solutions and the wash-waters, after being freed from the bulk of their precious metals, still contain copper and other metals. These are removed by scrap-iron, and are then treated in the copper-cells, having a sulphate electrolyte. These cells produce pure copper, and collect a residue containing lead, some gold and silver, and all the metals of the platinum gronp that were in the bullion. This residue is relatively small, and is melted into bars and stored until suEcient accumulates to warrant treating it for platinum, etc. The refinery occupies three large and three small rooms. The large ones are, a melting-room, 30 by 34 ft.; a cell-room, 39 by 46 ft.; and a wash-room, 30 by 33 ft. The small rooms are used as foreman&apos;s osce, laboratory, and , re- spectively. The methods here described are those in use in December, 1909, when notes for the present paper were taken.

In the lower zone of blast furnace (BF), slag trickles down through a packed bed of carbonaceous particles in the form of films, rivulets or droplets. During its downward flow, there are significant interactions occurring between slag and other phases, ie gas and packing particles. In particular, the interaction between gas and slag is closely associated with the key flow phenomena such as loading, flooding or channelling in the lower zone of the BF. With gas introduced laterally through tuyeres and slag flowing downward from the cohesive zone to the hearth, this interaction varies throughout the lower zone and in the cohesive zone:  strong cross-flow of gas relative to the slag occurs in front of the raceway  counter-current flow of gas and slag occurs in the upper parts of the lower zone  both strong cross- and counter-current flow of gas and slag around and within the cohesive zone. These interactions can be linked to furnace irregularities, affecting smooth operation and limiting production. Therefore, understanding the gas-slag interaction and its influencing factors remains critical for BF process control. In the current review, the physical behaviour and key influencing factors of gas and slag flow are initially examined. Numerical models describing gas and slag flows in a packed bed at micro-, mesoand macro-scopic levels, are reviewed. Each simulation approach has its advantages and limitations, as well as unique assumptions when used in BF process modelling. Applications of these approaches to gas-slag flow in key identified functional zones will highlight the differences between approaches and modelling outcomes. As no single approach can fully address all aspects of gasslag interactions, an integration of different approaches is considered an effective and beneficial method in providing a more complete understanding of gas-slag flow in the BF process.

Geometallurgical modelling is increasingly being incorporated into mineral resource modelling and estimation as a means of increasing efficiency, decreasing operating costs and reducing risk in mining operations. Traditional geostatistical workflows for geometallurgical modelling face several difficulties, in particular, related to the non-additivity of process response variables, to highly heterotopic data sets and/or to preferential sampling designs, all of which may explain why most attempts to estimate geometallurgical response variables from assay data and mineralogy are still based on statistics and machine learning. The aim of the work presented here is to demonstrate the applicability of geostatistics to estimate copper recovery from copper sulfide ores at the Prominent Hill Iron Oxide Copper-Gold (IOCG) deposit in Australia. As recovery is non-additive, the preferred workflow is the joint estimation of the masses of metal in the feed and in the concentrate, both of which are additive variables. While the mass of metal in the feed can be estimated from abundant online assay analyses, the mass of metal in the concentrate can only be estimated from a very limited number of laboratory-scale batch flotation tests. Traditional approaches to estimating the masses of metal in the feed and in the concentrate, such as simple and ordinary co-kriging, are described and discussed. A modified version of co-kriging is introduced, which incorporates linear relationships between the mean values of the input variables, in addition to a spatial correlation model. Co-kriging with related means is shown to outperform traditional simple and ordinary co-kriging in terms of precision, accuracy and consistency of the estimates, and offers a practical and efficient tool to deal with highly heterotopic and preferential sampling designs.

Kleinkopje Colliery has five Wemco drums that were installed and commissioned in 1978. Over the years, there have been remarkable changes in mining and geological conditions at the colliery. First, an increase in the percentage of fines was recorded, which resulted in an uneven split or an imbalance in silo levels between material feeding the cyclone (-12 mm) and Wemco drum (+12 mm) sections respectively. This problem was solved by doing modifications around the banana screens to allow finer material to the drums. The imbalance challenge was then followed by spontaneous combustion that takes place in situ and results in low product yield. The results obtained from efficiency tests indicate that although there is a limit in the percentage of -6 mm material in the feed, Wemco drums are still very efficient and applicable to the current mining conditions. These results also suggest that it is essential to lower the throughput when the drums are treating low yielding coal.

Australia has seen unprecedented demand for coal exports in the last ten years and this demand is set to expand further still according to many analysts. This rapid increase in demand has placed pressure on multi-user coal chains to guarantee the capability to meet the required demand, in terms of both current operations and capacity expansion.The projects required to deliver these forecast tonnages take place in an increasingly complex commercial and technical environment. These challenges include brownfield and greenfield projects, multiple rail and terminal service providers as well as a myriad of mine operators, all needing to operate in an increasingly integrated manner to get the most out of expensive shared assets.Increasing complexity and integration drives the need for more holistic and sophisticated analysis tools. The capacity of coal chain subsystems, such as mine, rail and port, can no longer be determined effectively in isolation. Understanding the nature of the interactions between these subsystems and the resultant capacity of the integrated system is the key to maximising value. TSG advocates the use of a total integrated system approach to understand the behaviour and performance of complex coal chains.Recently, TSG has worked in conjunction with the Integrated Logistics Company and a number of stakeholders in the Dalrymple Bay Coal Chain to deliver the first independent system master plan. This master plan has provided a quantitative and rational assessment of coal chain capacity in its current state and a prediction of its capacity once a pipeline of committed capacity improvements is in place. It is underpinned by a highly detailed discrete-event simulation model of the complete coal chain as an integrated system, including mine load-outs, rail, terminal and port operations.This paper provides an overview of the study and describes the differences between subsystem and total integrated system model performance.

For over a century, the Sunshine Mine in Idaho has been a major producer of silver. An estimated 335,000,000 troy ounces of silver has been mined. This has established the Sunshine Mine as the largest single source of silver in the world. Because the dominant silver containing mineral is tetrahedrite, a copper and antimony sulfide, normal metallurgical treatments to recover the precious metal are not practical. Thus, over the course of the company&apos;s history, novel, hydrometallurgical technologies have been developed on-site to handle complex, precious metal containing materials. Recently, the use of Sunshine technology has been extended to the recycle of secondary materials. As well, the use of Sunshine technology by other organizations for treatment of both primary and secondary feedstocks containing precious and base metals is an area of growing interest. This paper will provide an overview of Sunshine hydrometallurgical technologies including the applicability of Sunshine technology to the recycling of precious and base metals.

"SUMMARYSeamounts are underwater mountains caused by volcanic activity. They are of great oceanographic interest because of their local and basin-scale influence over ocean systems, their often unique ecosystems, and because they are associated with the formation of ferromanganese (Fe-Mn) crusts. These crusts are of particular interest to scientists because they are rich in some of the rare elements increasingly required for development of renewable technologies. When the possibility of mining such seamounts is considered, an inter-disciplinary study of seamount hydrodynamics, crust formation and ecosystem sensitivity is required. MarineE-tech is one such multi-disciplined project that has been commissioned to address these different aspects in order to improve understanding of the viability and desirability of mining Fe-Mn crusts. This paper describes a key part of this study, namely the development of a model, informed by hydrographic observations, of the currents around one such seamount and the in situ validation of a sediment disturbance plume model as a pre-cursor to assessment of the potential effects of mining activity.INTRODUCTIONFerromanganese crusts are thought to form by precipitation of iron and manganese oxides from oxygen depleted mid-water known as the oxygen minimum zone (OMZ). Oxidation rich waters, typically at depths of about 800-2200 m (Hein et al, 2000). This range of depths coincides with the flanks and summits of many seamounts. The ferromanganese crusts found on seamounts have been found to have high concentrations of rare elements, like Tellurium, that are considered critical to low-carbon energy production. Seamounts are complex environments: in terms of the local hydrodynamics that tend to trap water over the seamount due to the Taylor Cap effect (e.g. Chapman and Haidvogel, 1992) and which can enhance the productivity of seamount waters through upwelling (Lavelle and Mohn, 2010), in terms of the microbiological activity that leads to the precipitation of the Fe-Mn crusts, and also in terms of the often unique ecosystems that are the product of the “island” nature of seamounts and the upwelling of nutrients. The understanding of this complexity is a necessary journey towards the realization of viable, yet environmentally responsible, mining schemes. The formation of crusts will be influenced by the local (and larger-scale) hydrodynamics. The exploration of promising crust sites could be made much more efficient by understanding where the most prospective deposits are likely to occur. Knowing how to remove these crusts without impacting significantly on the local environment will be a pre-requisite for such mining to be acceptable to the public and funders alike."

The Asia and the Pacific region has large mineral resources of antimony, barite, bauxite, bismuth, copper, fluorspar, gold, graphite, iron ore, magnesite, mica, rare earths, salt, talc and pyrophyllite, titanium, zinc, and zirconium. The region overall lacks large resources of oil and natural gas, but it has large resources of anthracite and bituminous coal. In terms of exploitation, many minerals, metals, and fuel are produced in significant quantities in the Asia and the Pacific region as shown in table 1. Collectively, the area accounts for a substantial amount of the world production of antimony, barite, bauxite, fluorspar, gold, graphite, ilmenite and rutile, iodine, iron ore, lead, magnesite, manganese, nickel, salt, tin, tungsten, and zinc. Total coal production of the region exceeds 1.6 billion metric tons. The production of bituminous coal accounts for more than 80 % of the total output. China is the region&apos;s largest coal producer, with an output of almost 1.1 billion tons. Other major producers are Australia and India. The combined production by Australia, China, and India is more than 1.5 billion tons or 93 % of the area&apos;s output. The remainder of the coal output in the region comes from Afghanistan, Cambodia, Indonesia, Japan, the Korean peninsula, Malaysia, Mongolia, New Zealand, Pakistan, the Philippines, and Taiwan. The production of crude oil throughout the Asia and Pacific region is close to 2.4 billion barrels. China and Indonesia together account for 67 % of the total output. The remainder of the output is primarily from Australia, Brunei, India, and Malaysia. Indonesia is the largest producer of natural gas in the region with an output of close to 58 billion cubic meters, followed by Malaysia and Australia with 23 and 22 billion cubic meters, respectively. Other producers in the region of lesser stature by output include Brunei, China, India, and Pakistan.

The 1999 edition of the Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves (the æJORC CodeÆ) became effective in September 1999 and is the latest revision of a Code which was originally issued in 1989, but which has an ancestry dating back to the first JORC report released in 1972. The modifications introduced in 1999, which are briefly discussed in this paper, substantially improved the document, but did not materially alter the fundamentals of the Code, these being the Mineral Resource/Ore Reserve classification framework and terminology, and the requirements and guidelines for public reporting of Resources and Reserves. Codes or guides similar to the JORC Code exist or are under development in other countries, including the United States of America, Canada, the United Kingdom and South Africa. It is pleasing to note that the 1999 JORC Code has been used as a model by these countries in developing their latest standards, and has been a major influence in the formulating of international reporting standards. The JORC Code is primarily a document covering the reporting of the results of mining companiesÆ activities to the public. However, mining geologists are interested in practical assistance and guidance in carrying out their duties. The JORC Code provides this in four ways. It establishes a framework within which those preparing and publicly reporting Mineral Resource and Ore Reserve estimates must operate, by setting standards for the classification and reporting of Resources and Reserves and for qualifications of Competent Persons. It establishes the division of responsibility between the companyÆs Board of Directors and Competent Persons with respect to the preparation and reporting of Resources and Reserves, and empowers Competent Persons to materially influence how their Resource/Reserve estimates are reported to the public. It provides an extensive, detailed and practical check list of criteria to be taken into account in the preparation of Mineral Resource and Ore Reserve estimates. Finally, it provides a strong measure of due diligence protection in the event of litigation if it is followed with diligence and honesty.

During 1946 several high-grade limestone deposits in western Washington were examined by the Federal Bureau of Mines. The purpose of the examinations was to disclose new sources of industrial limestone and to indicate the commercial potentialities of little-known and undeveloped deposits. These examinations were part of a long-range program of investigation of mineral resources of the Pacific Northwest. The following report on the Whitechuck travortine deposit is one of a series prepared in the course of the investigations.

The determination of moisture in coal is an empirical test, because the time, temperature, and equipment are specified. The essential features of the equipment and details of the procedure are given in A.S.T.M. Designation: D271-44.:2. According to the specifications, the following features should be incorporated in the equipment used: 1. Oven must have uniform temperature in all parts. 2. Oven must be constructed with minimum of air space. 3. Oven must have means of changing the air two to four times per minute. 4. Air must be dried over sulfuric acid (sp. f-7. 1.84). The analytical procedures governing most of the nation&apos;s coal purchases are those given in A.S.T.M. Standards referred to above. These standards are general arid of such scope as to cover all ranks and types of coal. In cases where only the moisture is required, a faster method than the standard procedure is desired.

Requirements of both local permitting and international fundraising are forcing increasing numbers of projects in Russia and CIS to carry out dual technical studies. The principal focus of Russian mining project design is to satisfy local regulatory requirements. However, the technical documents are not generally accepted by international banks for project finance outside Russia. Similarly, international study documents are not accepted for permitting in Russia. The purpose of this paper is to compare and contrast Russian and international approaches to mine technical studies and draw conclusions from this. The Russian design and permitting system is centered around two key statutory technical documents termed the TEO Konditsy and the TEO Project. These documents are subject to regulatory approval and are broadly equivalent to the international prefeasibility study and the feasibility study respectively. A comparison of study criteria suggests similar approaches are used for the main technical disciplines in project design by the time projects are at the point of construction, but there is divergence on environmental matters where the OVOS (Russian ESIA equivalent) differs from an ESIA in some significant areas. The key differences relate to project footprint, level of technical detailed required for baseline studies, level of public consultation, consideration and disclosure of information, labour, coverage of community and social issues and the preparation of a Social and Environmental Management System (SEMS). It has been noted that the Russian Design Institutes often leave the detailed economic analysis until after the TEO Konditsy. A common problem is design teams tend to look for ?technological solutions? without due concern for project economics. The end result of this can be mines that are overcapitalized and hence sub-optimal. It can be concluded that Design Institutes have the monopoly on Russian permitting reports and this is likely to continue. Similarly, Russian institutes generally do not prepare feasibility studies to international standards and this is likely to continue to be the case. Therefore to achieve the requirement of dual technical studies, the international consultants and Russian Design Institutes will need to cooperate on a joint work program. Key issues will be to ensure the most appropriate option studies are carried out at the right stages, that project economics are considered throughout the study, and that the environmental work program covers the additional studies necessary for the ESIA.
