INTRODUCTION The first references in the literature to the so-called C.S.I.R. 'doorstopper' strain cell were made in 1964 1,2,3,4. These were the climax of nearly two years of experimental and developmental work with the instruments and the operating techniques involved. Since that time numerous field measurements have been made with 'doorstoppers' and they have been developed to a stage where they are in commercial production and are being supplied to users throughout the world. No detailed description of the latest 'doorstopper' equipment has, however, appeared in print and this paper is written to bring the literature up to date in this respect. The triaxial strain cell was developed three years ago 5, 6, 7 and was first described at the First Congress of the International Society for Rock Mechanics in Lisbon in 1966 8. Since that date laboratory tests and-particularly important-field tests 7' 9 have demonstrated the validity and practicality of the instruments and techniques. These instruments have also been developed to a stage where they have been released for commercial production. In this form they are very different from those described two years ago and a full description of them at this stage seems to be justified. THE INFORMATION SUPPLIED BY 'DOORSTOPPER' AND TRIAXIAL STRAIN CELLS Both the 'doorstopper' and triaxial strain cells were designed specifically to determine the absolute stress in rock using an overcoring stress relieving technique. They were not designed to measure changes in stress. They may, however, be used for the latter purpose provided the glue which is used to stick the strain gauges to the rock is known to possess sufficiently stable strain-time characteristics as not to affect the accuracy of the results during the time the measurements are made. The 'doorstopper' was designed primarily to measure the major principal stress in situations where its direction and those of the two other principal stresses were either known or could be assumed. For example, at great depth in undisturbed virgin ground, it is reasonable to assume that the maximum principal stress is vertical and that the other two lie in a horizontal plane. The borehole in which the 'doorstopper' is installed would thus be drilled in the horizontal plane parallel to one of the minor principal stresses, the direction of which would either have to be assumed or determined as described later. The stresses measured would be the vertical major principal stress and the principal stress acting in a horizontal plane normal to the borehole axis. It is possible, as will be shown later, to obtained the complete state of stress using 'doorstoppers'. In this event, it is necessary to make measurements in three boreholes drilled in any three known directions to each other and relative to a system of three orthogonal axes. The triaxial strain cell was designed to determine the complete state of stress in a single borehole drilled in any direction in any stress field. The Kibali Gold Mine is currently comprised of several open pits, a 3.5 Mtpa underground mine and a 7.5 Mtpa processing plant. Development of the underground operation commenced in December 2012, with initial access established through twin surface declines, followed by the commencement of a blind sink 8 m diameter rock hoist shaft in March 2013. Stope production started in December 2014 with ore and waste trucked to surface. The 755 m deep blind shaft sink was completed in August 2015 together with the cutting and equipping of three main station levels. Two of these levels provide access for the establishment of the underground materials handling system as well as the main dewatering system for the mine. This paper covers the process of determining the optimal location of the Kibali hoisting shaft relative to project-specific critical factors, and then focuses on the design and implementation journey associated with the off-shaft development that essentially encompasses the Material Handling System (MHS) for the mine. The journey starts from the findings of the previous owners Feasibility Study (FS), a subsequent Optimised FS, followed by detailed engineering through to implementation. It was identified during implementation that a significant change in the designed off-shaft layout was required following detailed underground geotechnical and hydrogeological investigations. In addition, the paper provides details on the MHS performance since commissioning to steady state, and on key learnings relating to the overall project process.

THE influence of various elements in retarding or accelerating the absorption of carbon during the process of carburization is fairly well known. In general those elements which forth carbides accelerate the absorption, while those which do not retard it. It has sometimes been wrongly stated that those elements which raise the temperature of the critical range increase the absorption, while those which lower this temperature decrease it. Silicon is a notable exception to this rule, for its influence is to raise the critical range but to lower the absorption of carbon. Some elements which do not form carbides have no apparent influence upon the absorption rate. Carbon itself retards the absorption rate. With a view to obtaining more exact data upon the subject the following experiments were undertaken : 208 steels of different chemical composition were selected to represent most of the types of modern constructional steels. Specimens 3 in. in diameter and in. in length were weighed to milligrams. They were then packed in the special carburizing box shown in Fig. 1, and kept in .the furnace for 10 hours at a temperature of 900° C. A duplicate experiment was conducted at 1,000° C. At equal' intervals of time the box was rotated in the furnace so that. two complete revolutions were made in the 10 hours. This precaution was taken to neutralize as much as possible any effect of unequal heating. At the end of the 10 hours the box was allowed to cool in the furnace with the doors open. The specimens were then weighed again and the increased weight (carbon) determined. In. the following table are given the analyses of the various steels, together with the. increased weight of .carbon expressed in milligrams.

Novel techniques were developed to obtain samples from and make measurements in the shaft of the flash furnace at the Kalgoorlie Nickel Smelter. The data obtained was used to validate mathematical models of the burners and the reaction shaft. Particle, gas and wall temperatures were measured along with the oxygen potential of the molten particles. Collected particles were characterised by sizing, chemical analysis and optical microscopy. The region of the shaft immediately beneath the burner where the rate of change was most rapid received special attention.

OF what use is the federation to me and why should I support it?" is a question that has been asked by many members of the constituent societies of the F. A. E. S. during the last year; a question that is asked because the speakers do not realize what the Federated is doing or what is the field of its activities. "What is it doing for the profession and for mankind?" would be a more appropriate question, the answer to which is found in the closing chapter of Prof. Cassius J. Keyser's "Mathematical Philosophy."' The chapter is entitled "Science and Engineering." Professor Keyser writes from the layman's point of view. He is looking at the profession and at engineers from the outside. We have in his thoughts the oppor-tunity that Burns sought when he wrote "Oh wad some power the giftie gie us to see oursels as ithers see us." With the permission of the author and the publisher, we quote the following paragraphs: A layman, viewing a profession from the outside, seeking thus to ascertain its proper relations to the common weal, may bring to the task a certain freedom, which, were he a member of the profession, he might have lost. "Men trained in a profession," said Prof. David Swing, "come by degrees into the profession's channel, and flow only in one direction, and always between the same banks. The master of a learned profession at last becomes its slave. He who follows faithfully any calling wears at last a soul of that call-ing's shape. You remember the death scene of the poor old schoolmaster. He had assembled the boys and girls in the winter mornings and had dismissed them winter evenings after sundown, and had done this for fifty long years. One winter morning he did not appear. Death had struck his old and feeble pulse; but, dying, his mind followed its beautiful but narrow river-bed, and his last words were: It is growing dark-the school is dismissed-let the .girls pass out first."' I shall not be so much concerned with the present status of the science as with its potency and promise. Of individual engineers the ideals may be high or low, worthy or unworthy; but of engineering itself the ideal is great and mighty. It is of that ideal that I intend to speak.

The iron and steel industry is experiencing an increase in the use of iron and steel commodities within societies, decarbonisation pressures, depletion of high iron ore grades and high energy consumption. This necessitates scrap metal recycling, low-grade ore utilisation using the induction or electric arc furnace to achieve the global target of net zero CO2 emission. The available highquality scrap metal cannot sustain the steel industry but the world has unused hematite-goethite ores. It is the aim of this research that this resource be utilised using the induction furnace to sustain the steel industry in an environmentally friendly manner. Indurated pellets prepared from the hematite-goethite ore, 5 wt per cent limestone and 5 wt per cent coal addition were smelted in the induction furnace at 1350 ± 50°C with 25 mins holding time. The effects of basicity and carbon content were also investigated to optimise the smelting parameters. The results showed that the careful control of the basicity, and iron-to-carbon ratio maximised total metal recovery. The optimal basicity ratio was determined to be 1.3 and a carbon to iron ratio of 1.4 achieved a total metal recovery of 73 per cent. The metal recovery was closely related to the estimated slag melting temperature. The basicity ratio of 1.3 achieved the lowest slag melting temperature estimated to be around 1380°C based on the CaO-SiO2-Al2O3 phase diagram. The recovered metal had a comparable chemical composition and microstructure to that products from an ITmk3 furnace.

Summary During the last three years the discovery of gold in the belt of volcanic and sedimentary rocks extending eastward from the Porcupine and Kirkland Lake gold-fields has caused a great deal of excitement in mining circles. The area is heavily drift covered, and every aid to the location of veins is eagerly grasped. A knowledge of the physiographic history of the area is of the utmost importance in the application of many of these aids. Evidence is presented to show that glacial erosion has lowered the general elevation very little below the pre-glacial level, and that many glacial erratics have been carried less than three miles southward. Probably a knowledge of the general geology of a: region was never more necessary to the understanding of the distribution and continuation in depth of the mineral veins than in this area. Four distinct granites occur in the region, and gold-bearing veins are genetically associated with only one of these. Two types of quartz-feldspar porphyries have been found, only one of which has any bearing on the locus of the mineral veins. Many other examples of this complexity of associations might be cited, but everyone goes to show that in most cases the economic importance of the deposits can be realized only after the regional geology is understood. A series of sandstone, limestone and shale intruded by granite lies unconformably below the Keewatin lavas. The latter are intruded by a gneissoid granite and are overlain unconformably by the thick series of Timiskaming greywackes and silts. These are intruded by carbonated syenites and syenite porphyries which have since been rendered somewhat schistose.

Benchmarking, comparing an operation or process with the industry standard, is known to be a useful method for identifying plant optimisation opportunities, and in many cases providing the pathway to realise the benefits. The difficulty is generating the database of plant data necessary for a benchmarking exercise. Larger companies can benchmark internally; this option is not available to smaller companies, and the full value can only be realised with a comprehensive “industry wide” approach.The Gold Technology Group at Curtin University through the AMIRA P420 series of projects has undertaken several comprehensive metallurgical industry surveys in the gold industry over the last two decades. Analysis of these surveys has demonstrated areas where many operations can benefit from re-assessment of their operating practices.This paper will review the work undertaken by the Group in this area, in particular the 1999 surveys of gold companies in the Australasian region, and the 2012 international survey of the industry. The challenges of, and opportunities arising from these surveys will be discussed. Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion. (Canal Zone Meeting, November. 191(j.) I. GENERAL INTRODUCTION. 1. Historical. ALLUVIAL gold was first discovered in Guiana in 1852, in the sands of the Arataye river; by Paulino, a Brazilian convict. During the following years, gold was found also in the rivers Orapu, Cirubé, etc. In 1873 the famous placers of the Sinnamary system were opened: Saint-Elie, Dieu-Merci, Adieu-Tat, and Couriége. This group of mines has produced nearly $10,000,000, according to official records, not including the gold that escaped the taxes. The discoverer was a mulatto named Vitalo. Except in a few rich spots, the gold was rather evenly distributed along the creeks. In one instance, gold was found in the red dirt from the slope of a hill, which, after transport to the creek, gave an amount of 150 kilograms. The placers of the Mana system, Enfin, Elysée, Pas-Trop-Tot, date from 1878, and their production has been about $5,000,000. In 1888, the Awa placers, along the boundary between the French and Dutch Guianas, on the Maroni and its tributaries, were discovered. They have yielded $12,000,000. The only industrial company,, the Dutch Guiana French Mining Co., produced in 15 years about 2,500 kg. of gold, worth $1,500,000. From 1893 dates the famous Carsewene discovery, in territory then in dispute between France and Brazil. A settlement was made recently in favor of Brazil, by arbitration of the Switzerland State Council. Carsewene is said to have pro-duced about $18,000,000 in six years (1894-1900), but not even one-fourth of the production went through French Guiana and

(Butte Meeting, August, 1913.) THE plant and quarries of the Inland Portland Cement Co. are located at Metaline Falls, Wash., about 128 miles north of Spokane, on the Pend Oreille river, and within 10 miles of the Canadian border. The plant is one of a chain of cement plants controlled by the Lehigh Portland Cement Co., of Allentown, Pa. Work on this plant was commenced in June, 1910, and was completed in April, 1911, but on account of some delays in 'the construction of the power plant, the works were not put into operation until August, 1911. Since then it has been in continuous operation and has furnished the Inland Empire with a high grade of cement. Fig. I is a view and Fig. 2 is a plan of the works. Water Power Development.-The source of the water supply for the hydro-electric plant of the Inland Portland Cement Co. is Sullivan lake, a body of water approximately 5.5 miles long and 0.5 mile wide, situated in the Kaniksu Forest Reserve. A wooden crib dam was installed so as to raise the elevation of the lake 25 ft., and the additional storage capacity was taken up by the diversion of Sullivan creek into the lake by means of a wooden flume, 0.25 mile long, 6 by S ft. in cross-section, and a ditch 1,200 ft. long. The water from the lake follows the natural water course to an intermediate storage reservoir, which was created by the construction of an earthen dam. This pond wits used in connection with the saw mill which was installed at this point. Besides the earth dam, there was also built a crib, at the point shown in the sketch map, Fig. 3. This crib dam is 35 ft. high. From this point the excess water follows the natural course of Sullivan creek to the Pend Oreille river.

"The New Face of Mining is a recognition of the central role of human beings in mining and the underappreciated power they can have in generating breakthroughs in business performance and shareholder value. The key is people creating, aligning on, and subsequently enacting the future of mining. A methodology that is effective creates a corporate environment for alignment to be possible and then transforms operations by embedding the necessary behaviors, processes and practices. The people within the organization then are empowered to find and to implement solutions quickly, as measured business results demonstrate in case histories of diverse mining challenges around the globe and over the decades.Urgent case for actionThe physics of mining does not change fundamentally over time, but the context in which it operates changes rapidly, periodically requiring a new face of mining. “The New Face of Mining,” which has been used as a metaphor for the campus-wide mineral resources research organization at the University of Arizona, has many facets, including societal, generational, technological, financial and environmental, but at the center, always, is humanity. The New Face of Mining is not necessarily about age, it is about people first imagining and then creating a new future for mining. The challenges facing the global industry evolve from year to year and differ in individual companies or mines at any one time.Quantified outcomes from case studies indicate that a methodology, now also offered annually in a four-day, open-enrollment leadership program tailored to the mining industry, is effective at generating breakthrough results in the mining business. Such challenges range from those with important technical components to others that are mostly social challenges. Our focus, however, is the centrality of people in aligning on and enacting the future of mining. We use the phrase New Face of Mining for leadership and ways to empower people in organizations that commonly are overlooked in the mining industry. Some of the material in this article is based on the ideas of Werner Erhard and on the book by Steve Zaffron and Dave Logan (2009), The Three Laws of Performance: Rewriting the Future of Your Organization and Your Life.At Davos, Switzerland in January 1992, nine visionary mining chief executive officers (CEO) gathered to create the Global Mining Initiative. Much has changed in the 26 years since that meeting:• The world GDP has increased from US$25.4 trillion to $75.8 trillion.• The annual number of U.S. patent applications increased from 186,000 to 629,000.• The number of websites has increased from 100 to 1 billion.• The number of academic references to artificial intelligence has climbed from more than 16,000 to more than 1 million.• The number of cell phone subscribers grew from 11 million in the United States to four billion globally."

The photograph, Fig. 1, shows the apparatus a little less than half size, consisting of a filtering-flask fitted with rubber stopper through which passes a bent glass tube, and an extraction-thimble fitted with rubber stopper through which passes a glass tube of 0.25-inch bore. Both tubes are connected by a short piece of rubber tubing. A section of a thimble is shown in the photograph ; the tube extends to within & in. of the tapered end. The object of using the thimble is to remove the acid from the beaker after all the copper has been precipitated. Time is saved, the copper is not exposed to the acid alone, and there are none of the losses attending ordinary filtration. I have accomplished these results by means of a piece of perforated platinum fastened in the end of a (0.25-in. bore glass tube and a filter-mat of asbestos, but after my supply of proper length fiber became exhausted I could not replenish it even after purchasing 14 lots from four different dealers. The above apparatus may be used to remove at least seven-eighths of a supernatant liquid from a settled precipitate without disturbing the latter. The application of the thimble is best shown by partly outlining the assay for copper, as follows: Dilute the acid solution of copper and other sulphates to 150 cc. in a 200-cc. Jena beaker, place on a hot plate, add 2 drops of concentrated HCl, then place a strip of aluminum in the beaker (this may be bent or straight, as desired). Connect the apparatus, as shown in Pig. 1, with a filter-pump having a strong suction. When the copper is precipitated, remove the beaker from the hot plate and insert the extraction-thimble alongside the strip of aluminum. The acid solution will be drawn through the porous tube. The stone-quarrying and related industries of the United States made large gains in employment in 1936 over 1935, according to reports furnished by operating companies to the Bureau of Mines, United States Department of the Interior. Not only were more men employed, but also increases were made in the number of man-days of labor performed and in the number of man-hours worked in 1936. The increase in employment, however, was accompanied by an increase in the number of accidental deaths and injuries among the workers and by a slight increase in the accident-frequency rate per million man-hours worked. The fact that the larger number of accidents resulted in only a slight increase in the accident rate is explained by the large gain made in the number of man-hours worked during 1936. The accident rate in 1936, although higher than in 1935, was the lowest and therefore the best that the industry has experienced in any previous year except 1932 since complete and comparable figures first became available in 1916, a period of 21 years. Operators' reports to the Bureau of Mines showed that the industry as a whole employed an average of 80,022 men in 1936 and that the men worked a total of 18,874,254 man-days or 147,064,448 man-hours. Accidents in and about the plants caused 91 deaths and 5,717 nonfatal lost-time injuries among the workers. The number of injuries and deaths represented an accident-frequency rate of 39.5 per million man-hours worked, compared with a rate of 38.2 in 1935.

In comparison to the conventional piled foundations, the piled-raft foundations provide a more economical solution to support high-rise buildings constructed on soft soils. In this type of foundations, the bearing capacity of the underlying soil is taken into account to support the superstructure loads and the piles are placed to control both the total and differential settlements of the superstructure. Currently, there is not a standard and worldwide acceptable approach to select the location of the piles and most of piled-raft foundations are designed based on the experience of designers. Therefore, particular attention should be given to the optimal design of this type of foundations in order to minimize the considerable construction costs involved. This paper examines the capability of the ant colony optimization (ACO) algorithm to optimize the piled-raft foundations subjected to static and seismic loadings. The soil-pile interaction is considered by modeling the side and tip resistance components of the piles using the nonlinear Winkler-based p-y and t-z curves in the OpenSees program. The soil-raft interaction is taken into consideration using the Winkler springs beneath the raft. The objective of the optimization problem is to minimize the construction cost of the foundation by taking the configuration and number of the piles as design variables. The side and tip forces of the piles as well as the total and differential settlements of the foundation under the serviceability limit state are considered as the constraints for the optimization problem. Results show that in addition to the type of analysis (linear/nonlinear), the regard or disregard of the soil-pile interaction in the analysis can significantly change the optimal solution. The optimal solutions obtained match the engineering expectations and indicate the effectiveness and capability of the ACO algorithm to minimize the construction cost.

Discussion of the paper of JAMES F. KEMP, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 105, September, 1915, pp. 1801 to 1836. WALLACE E. PRATT, Manila, P. I.-I am glad that Professor hemp has referred to the Philippine ores in his paper, inasmuch as I have had the privilege of examining, in a preliminary way, the ores there. I must say, from the resume given us, that the Daiquiri ores seem to be similar in origin and character to the magnetite-hematite ores in Bulacan Province, Philippines. Professor Kemp has also referred to C. M. Weld's description of the magnetite-hematite ores at Hongkong and to the similarity of these ores to the ores at Daiquiri and to those in Bulacan. There is a minor feature of apparent difference in origin in the Hongkong and Bulacan ores. Mr. Weld believes the iron ores at Hongkong to have resulted from the intrusion of the Hongkong granite, a distinctive rock of wide distribution in the Orient, into sedimentaries which are probably of much greater age than those which have been replaced in part by the ores in Bulacan. Associated with some of the ores in Bulacan and elsewhere in the Philippines there is a granite which may be the equivalent of the Hongkong granite; but the Bulacan ores are not related in origin to the intrusion of this granite, which is clearly older than the ores, but to the later intrusion of dikes and small bodies of basic rocks into the granite and into associated tuffs, breccias, and sedimentaries, including limestone. I gather that the intrusives to which the mineralization is related at Daiquiri are also small in volume and later than larger bodies of associated igneous rocks, from which it would appear that the Bulacan ores are even more closely related to the Daiquiri type than are the Hongkong ores. The deposits in Bulacan are inaccessible and are not large, the largest one containing about 1,000,000 tons, according to an estimate based solely on its outcrop dimensions. Ores of similar character, however, occur in Camarines Province in apparently larger quantity and in a situation on the coast adjacent to deep water.

IN 1923, when the writer began his studies in metallurgy, he came upon an article by Professor Honda on the, Equilibrium Diagram of the Iron-carbon System, 1 which made a profound impression on him. What interested him most was this sentence: "In the recent diagram of the iron-carbon system, the solidus is usually shown as a curve bending considerably downward. But it can be shown by thermodynamics that if the liquidus is straight or slightly curved, the same must also be true for the solidus. Hence, in my constitutional diagram, the lower portion of the solidus is slightly bent upward." Ever since then the writer has been interested in thermodynamics, especially chemical thermodynamics. The applications of thermo-dynamics to the metallic systems have been, in the writer's opinion, sadly neglected, although we continually use the phase rule in our study of equilibria in the liquid and solid states of metallic alloys. Many investigators, among whom may be mentioned Heycock and Neville, and s Honda and his coworkers, have applied the simple Raoult-van't Hoff law of depression of freezing point, mainly to determine the heat of fusion, but no attempt has been made to investigate the applicability of the thermo-dynamic laws of solution (as opposed to the laws of solution derived from other sources) to metallic systems" showing either limited or complete solid solutions. Perhaps the reason for this neglect is that until recently there have been so few reliable data on the solidus, which is much more difficult to determine than the liquidus. The writer has under way at the present time an investigation of a number of systems, the solidi of which have been more or less reliably determined. Recently, the writer has not only shown the valid applicability of the thermodynamic laws of solution as applied to the system antimony-bismuth but has also suggested a method of attacking problems involving complete and incomplete equilibria.2 In the present paper, the same method of approach is employed. For convenience, we shall divide this paper into two parts:

This paper treats only of the practicability of introducing a standard classification into the records of production and distribution of coal which we try to keep in the Bureau of Mines. From the point of view of gathering and analyzing statistics, the requirements of a satisfactory classification are that it shall be so definite as to eliminate the factor of arbitrary judgment, that it shall be reasonably simple and, finally, and most important, that it shall be understandable to the trade. In other words, to be woven in the statistical record it must be adapted to the raw material which flows in from the 7000-odd mines that produce the coal. The success of any scheme of classification, from the point of view of use, will depend largely on the degree to which it utilizes the accumulated experience of the trade and employs as far as may be possible the accepted trade designations. The experience of the Tidewater Coal Exchange during the war would be an excellent point of departure for a use classification of the coals of the Eastern Appalachians. Although the exchange long since passed out of existence, coal is still quoted and sold by the old pool numbers, and they have shown rather extraordinary vitality. Some years ago, in the Geological Survey, the experiment was tried of getting operators to classify their own coal by offering them a list of standard designations on the annual statistical questionnaire. The results were more amusing than informative. What with the confusion in terminology and the natural temptation to put one's best foot foremost, there was a general tendency to grade up the quality. Floods of semi-bituminous coal flowed in from many sources, millions of tons from districts where not a pound of that quality has ever been produced. The producers of semianthracite in Arkansas almost without exception would report their product as anthracite and their neighbors in the little Paris field, producing a fine blocky house coal averaging about 17 per cent, volatile, would say, "Our coal isn't anthracite; it's a semianthracite." Finally we discontinued the publication of those data as being more misleading than helpful.

An improved methodology is presented for assessing the economic feasibility and effectiveness of recycling industrial waste. The methodology is based on the break-even control mechanism, but at the same time provides for the introduction of new evaluation criteria such as the threshold of conditionality and the degree of ore substitution. Based on an improved analysis, it becomes possible to more precisely predict recycling efficiency. A more refined determination of the lower limit of concentration of recoverable metals, at which technogenic waste can be assigned the status of secondary raw materials and processed profitably, leads to a significant expansion of the secondary raw material base suitable for recycling. The potential for recycling manganese-containing dust from the production of ferrosilicomanganese, dehydrated sludge from the hydro separation of slags, and cake from the production of electrolytic manganese dioxide at the Chiatura mining enterprise is used as an example. It is shown that with a threshold of –24% Mn content, the highest recycling efficiency can be achieved by the production of low-phosphorus manganese slag and conversion to ferrosilicomanganese using the above waste to replace 40-60% grade III and IV manganese concentrates in the feed.

A larger measure of safety attended the operation of the stone quarries and related plants in the United States during the calendar year 1935 than in any other year for which annual records are available for the industry. The accident rate, covering fatalities and nonfatal injuries that disabled an employee beyond the remainder of the day on which the accident occurred, was 38.19 per million man-hours of work performed. The nearest approach to this favorable record was in 1932 when the rate was 38.48. The rate for 1934 was 41.82; hence the record for 1935 was 9 percent better than that for 1934. Reports from operating companies showed that 51 men were killed by accidents in 1935 and 4,152 men were injured. (See table 37.) The industry employed 73,005 men and performed 110,033,341 man-hours of labor, an average of 1,507 hours of work per man. Measured in man-days, the total volume of labor was 14,623,303, or an average of 200 days of 7.52 hours per day for each man employed. These figures are not strictly comparable with similar figures for the preceding year, as the, coverage of the industry was more complete for 1935 than for 1934 because special facilities were available to the Bureau of Mines for conducting the 1935 canvass that were not available for the 1934 canvass. Reports covering identical plants that were active both in 1934 and 1935 indicate a reduction of about 7 percent in the number of men employed in 1935. This fact suggests that the apparent increase in the number of workers in 1935 is attributable chiefly, if not entirely, to the more complete coverage of operating plants in 1935. The plants from which this inference is drawn employed 21,799 men in 1934 compared with 20,248 in 1935.
