NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. The quarrying and related industries of the United States made a large gain in employment (man-hours of work) in 1942 with a somewhat smaller number of men employed than in 1941. This was accomplished chiefly by increasing the number of workdays per man and also by increasing the length of the workday. In spite of the greater volume of work performed, the industry had a more favorable accident-frequency rate in 1942 than in the previous year. Accident and employment reports from operating companies showed that the industry employed 84,270 men for an average of 271 days per man in 1942, with a volume of work of almost 181 million man-hours. The average workshift comprised 7.93 hours, and the number of man-shifts worked totaled nearly 23 million. Injuries from accidents in and about the quarries and plants caused disability to 6,461 employees, 112 of whom died as a result of their injuries, including 28 employees whose lives were lost in a single disaster. The accident-frequency rate in the industry was 35.73 per million man-hours worked, comparing favorably with a rate of 40.11 for the previous year. However, the figure for 1942 included a death rate of 0.62 per million man-hours which, because of the disaster referred to, was considerably higher than the fatality rate of 0.44 for 1941. Had the disaster not occurred, the fatality rate for the industry for 1942 would have been 0.46. The major disaster in which 28 lives were lost occurred on March 26 at the Sandts Eddy quarry of the Lehigh Portland Cement Co. near Easton Pa.

IN surveying the changes that have taken place in the mining industry of Ontario in the past ten years, the striking growth of the gold mining industry first attracts attention. In 1925 there were only twelve regularly producing gold mines in the Province, six of which were located in the Porcupine area, four at Kirkland Lake, and one each at Larder Lake and Boston Creek. In contrast with this, the year that has just closed (1935) has seen production on a steady basis from forty mines, with what may be termed spasmodic production from twelve other properties. This so-called spasmodic production is, however, responsible for the recovery of gold to an estimated value of between $75,000 and $100,000 during the year. Further illustrating the expansion in the gold mining group is the activity in the exploration and development of properties. In 1925, mining operations were conducted at 29 properties which had not reached production, while in 1935 work of this nature was carried on at 87 such properties. It is of interest to note that of the six properties listed as producers in Porcupine ten years ago, five are still producing at rates considerably in excess of the tonnages handled at that time. In fact, the estimated tonnage treated at these mines in 1935 exceeds the 1925 tonnage by approximately half a million tons. In Kirkland Lake, the figures are still more striking. The four mines in production in that camp in 1925 milled 346,584 tons, producing bullion to the value of $5,132,128, while in 1935 these same mines treated approximately 1,643,000 tons, with a recovery of roughly $29,300,000. While Porcupine and Kirkland Lake remain the great gold-producing camps of the Province, the growing importance of the newer areas is readily appreciated when we consider that in 1935 the mills of these areas treated over 1,000,000 tons of ore for a production in excess of $7,500,000. Pro-duction from these newer districts first became of importance in 1930 with the commencement of recovery at the Howey mine, in Red Lake, and the Minto, in Michipicoten. Since 1930, eighteen new gold mills have gone into production in the Red Lake, Little Long Lac-Beardmore, Pickle Crow, Sturgeon Lake, Michipicoten, Sudbury, and Matachewan areas. In respect to silver mining, the period under review has seen a considerable slackening of activity, due to a generally unstable and depreciated price for the product and to the exhaustion of ore reserves in the mines.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

Viscosity is an important parameter of copper smelting and converting processes. It affects the settling of matte or metal droplets in the slag, distribution of elements etc, Despite this importance, confusion exists on the viscosity of copper smelting slags as a result of disagreements found among the measured viscosity data of several authors especially in the slags of high ferric iron content and close to magnetite precipitation. In this work a critical review of the existing data on the viscosity of copper smelting slags has been first carried out and the effect of oxygen potential on the viscosity of copper smelting slags has been clarified through a coupled quantification of viscosity and liquidus temperature. The confusion in the literature has been clarified and the importance of the relation between the viscosity and the liquidus temperature is discussed,

"The Volvo BM 861 U articulated truck is one of the few underground diesel units manufactured by an organization which shares the same corporate roof as the engine manufacturer. As a consequence, the unit has provided an opportunity for the characteristics of the entire system- turbocharged aftercooled engine, transmission and exhaust scrubber- to interact to minimize emission levels. The performance of the components of the system, as evaluated by full-scale dynamometer testing, is summarized. The over-all effect of the various innovations was a 38% reduction in the recommended ventilation level over that of the bare engine.IntroductionThe Mining Research Laboratories of Energy, Mines and Resources Canada is required, as part o f the certification service of the Canadian Explosive Atmosphere s Laboratory, to test the exhaust emissions of diesel engines, and to recommend appropriate amounts of fresh ventilating air to minimize the risks to health of underground personnel working with, or in the vicinity of, such diesel engines. Volvo BM AB of Sweden made application for the certification of the BM 861 U truck during a period in which EMR personnel were engaged in a number of research projects concerned with improving the environment in dieselized mines. One such avenue of research was the venturi or high-energy scrubber; as the BM 861 U was equipped with this type of scrubber , EMR and Volvo BM agreed to cooperate in a considerably more extensive investigation than would be normal for a certification application. The outcome of some of this research is summarized in this paper."

Sydney is the capital city of NSW and has a population of approximately four million people. Eighty per cent of the cityÆs water is supplied by Warragamba Dam, which is situated some 75 kilometres south west of the city centre. A risk assessment was carried out on the dam and future predictions of water flows into the catchment area showed that there was a risk of a one in 700-year flood not being contained by the dam. The predicted loss of life and property damage warranted the construction of an auxiliary spillway on the eastern side of the existing dam to cater for any uncontrollable influx of water. A test blasting program was instigated and the blasting parameters were established that would lead to routine production blasting of the sandstone rock making it more cost effective to excavate. Blast induced vibrations were a concern to the owners and the dam wall and ancillary infrastructure was instrumented with sensitive vibration monitoring equipment during the test blasting phase of the operation. Once the blasting parameters were established from the testing program production blasting was carried out on a daily basis to maintain æstockpileÆ of fragmented ground for the excavation equipment. Blast vibration models were developed to predict vibration levels for more sensitive areas of the dam to give the operators more confidence in their operations. The blast induced vibration levels recorded did not cause any structural damage to the dam wall and the waveform frequencies of the blasting operation were much higher than that experienced during a recent earthquake. The integrity of the SCAÆs assets were at no time jeopardised.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. FLANKING the Valley of Mexico on the northeast is a mountain range known as the Sierra de Pachuca. This northwesterly-trending range is about 30 miles long and 5 miles wide, its summit attaining an elevation of more than 10,000 feet above sea level, or 2000 feet above the valley floor. Pachuca, a town of 50,000 inhabitants, lies nestled at the southwest base of the range, 60 miles northeast of Mexico City. Three miles to the east, just over the summit and on the northeasterly slope, is the mountain town of Real del Monte with a population of about 20,000. These are the two principal towns in a 40-sq mile area whose yield has brought the district to its high rank among the world's silver producers. Total production probably exceeds 1.25 billion ounces of silver and 4.5 million ounces of gold. Exploitation by the Spanish was under way by 1530. As the mines were deepened operations became handicapped by the inadequate method of handling water with horse whims and bull skins. To offset this disadvantage a two-mile drainage tunnel was started in 1749 and completed ten years later. John Taylor of London acquired the mines from the third Count of Regla in 1824 and formed the Compania de Real del Monte y Pachuca. Two years later Cornish pumps were brought from England. A Mexican company purchased the British interest in 1848 and within a few years resumed an old project of driving a second, lower three-mile drainage tunnel, completing it in 1857. After American interests acquired control of the property in 1906 operations expanded to an unprecedented scale, despite periods of political strife, unstable prices, labor problems, and a growing burden of taxation. An idea of the scale of operations may be gained from records of the last two decades prior to 1947, the last year for which production information is at hand, during which time production ranged from 1.4 million to 1.1 million tons per year, and the combined development and exploration, exclusive of diamond drilling, amounted to about 18 miles annually. Pachuca differs from Zacatecas and some other Mexican silver vein districts that flourished and declined in earlier centuries in that a substantial part of its total production was made after 1900. While the district's accelerated activity in this century was largely due to the successful application of the cyanide process to the treatment of the ores, improved pumping methods, and new mechanical equipment, it was at the same time stimulated by the opening up of important new orebodies as a result of active and extensive exploration of the vein system. Some of these orebodies were found on veins which terminate upward far below the surface, and though these particular veins do not crop out, they show relationship with a type of alteration which may be their surface expression. The district has been studied by many able geologists, and a large store of information has been accumulated, much of which is recorded in published as well as private papers. Wall Rocks Extrusive Rocks: The Sierra de Pachuca is a thick accumulation of Tertiary eruptive rocks consisting mainly of flows, breccias, and tuffs. Numerous recognizable volcanic vents within the range itself manifest that the range was built up by material ejected from these vents. The maximum thickness of the volcanic pile is not known, but from deep exploration and from relationship with Mesozoic sediments to the north and east it is inferred that the average thickness in the main part of the district may be at least 6000 ft. The extrusive rocks comprise four general types, which in ascending order of age are: andesite, rhyolite, dacite, and basalt. The veins are confined largely to the andesite, the dominant rock of the region. INTRODUCTION Mining is the Polish greatest industry employing about 350 thousand miners in more than a hundred underground mines. The mining regions are located mainly in the south of the country - see Fig. 1. [ ] The coal mining dominates, however, and the zinc-lead and copper-ore mines presently employ about 16000 miners. All these mines are rather deep and wet. Their drawing shafts are between a hundred to more then thousand meters deep. The cross-adit of working area of mines ranges from several kilometers to a few tens of kilometers. The numbers of mines per mine differ also considerably and depend on the territory and type of mines. The largest coal mines employ about ten thousand miners but the largest metal ore mines do not employ more than four thousand miners. In all the mines the electric motors or diesel engines are being used. The intensity of mine ventilation, characterized by the volume of fresh air injected in to the main ventilating shaft per miner and per unit of the power consumed by the engines is about 6 cubic meters per minute per man and per horsepower. The studies of the potential alpha energy of radon daughter products /RnDP/ could be divided into the three developmental stages: I-st - stage /1966-1970/ the stage of so called Pilot Survey. During this stage concentration of potential alpha energy of RnDP in the air was measured in selected typical mines in all mining regions of the country. II-nd - stage /1972-1974/ was the periodical control of concentration of potential alpha energy of RnDP in the air of zinc-lead and copper-ore mines which have been chosen and recognized during the first stage as being the most hazardous ones. Air-sampling system /ASS/ measurements were applied during this stage.

Mineral processing requires good classification of particles to attain an adequate separation of minerals. This is of utmost importance in the case of sulfide minerals. An ideal classification is obtained when particles are separated at a given mesh, which is fixed according to the characteristics of each sulfide ore. Under these ideal conditions, particles coarser than the mesh of separation are recovered in the underflow, whereas particles finer than the mesh of separation are recovered in the overflow. This paper presents the results of pilot plant tests that were performed on Ag-Pb-Zn and on Ag-Au Peruvian sulfide ores using a Density Separator, and the comparison of these results with those obtained using hydrocyclones, under similar operating conditions. The results show that the ratio of circulating load is reduced by 50% by using a Density Separator with respect to that obtained by using hydrocyclones. Moreover, the effect of the improvement in the separation efficiency obtained by using the Density Separator on the kinetics of flotation is also shown. Silver recovery of the Ag-Pb-Zn ore increased by 18% whereas gold grade in the concentrate of the Ag-Au ore is doubled.

Acid mine drainage (AMD) remains one of the major environmental problems for the mining industry particularly for many abandoned mine sites. The production of AMD as is commonly known can significantly affect the surrounding groundwater and surface water of the mine site. With the objective to investigate the impact of the AMD produced at the abandoned Kettara mine site (Morocco), groundwater sampling campaign was performed at this site. The sampled waters were analyzed to determine the hydrogeochemical composition, and then results were analyzed using different studied methods such as multivariate statistical analysis and geochemical modeling techniques. Investigation results show that the hydrochemistry of sampled waters is characterized by the relatively significant enrichment of Ca2+, Mg2+ and SO4 2-. The typical mine waters belong to the (Ca2+ +Mg2+)-SO4 2-type. Seasonal variations in major ion concentrations were partly attributed to dissolution/ precipitation processes. The saturation index (SI) calculation of the representative dissolved minerals in waters show that groundwater samples are undersaturated with respect to most potential sulphated secondary minerals.

The leaching of pyrolusite in acidic ferous sulphate solution was studied so that the important factors governing the kinetics of the reaction could be determined. The reaction is very rapid, and was monitored by continuous measurement and logging of the redox potential in solution by use of a microcomputer. The relationship between redox potential and manganese extraction was established empiricaly for each set of conditions by the use of a technique in which a calibration run was conducted in paralel with each leaching run. The study involved a number of batch leaching runs, and demonstrated that, of the variables investigated, only the initial ferous ion concentration and the reaction temperature afect the rate of manganese extraction. The final extraction did not vary. The reaction was modeled from the results by use of the shrinking-core model and Britan's activation-energy model. The later was found to provide a significantly better fit to the data.

The object of this paper is to describe some efforts and observations by the writer relating to this subject. Althongh the usual type of' blast-furnace is a most efficient device for smelting and melting purposes, it is not suitable for utilizing the cheaper grades of fuel, such as coal-slack and certain gaseous fuels. This problem not only involves the consideration of the furnace as a suitable apparatus, but also embraces the consideration of the chemical and calorific properties of the proposed fuel. In the hearth of the ordinary blast-furnace an extremely high temperature is maintained. This extreme temperature is due to the complete combustion of the fuel in the hearth, and before the gases reach the zone of fusion their temperature is reduced, by the absorption of carbon, 2300 degrees Fat). At the time flotation appeared upon the metallurgical horizon in Arizona, the writer, under the direction of Dr. Ricketts, was engaged in remodeling and enlarging the No. 6 Concentration Plant of the Arizona Copper Co. at Morenci, and the work had been in progress nearly a year before the Inspiration experiments with flotation had disclosed the revolution in concentration that was at that time impending. The simplified flow sheet worked out for the remodeling of the Morenci plant had been based upon the removal of the freed metal in a minimum number of stages by treatment upon tables equipped with Butchart riffles, the latter being adapted to accomplish both classification of feed and removal of the metal at one operation, substantially as described in my previous paper.l The scheme of treatment for the slime was based upon the well-known fact that after copper sulphides, such as chalcocite and chalcopy-rite, etc., are reduced to a certain extremely fine state of comminution they are definitely beyond the reach of separation upon any of the concentrating devices then known. By using drag-belt classifiers (which served as conveyors as well as separators), the overflow ,would be of the usual "slimes" class. Experiment had shown that when these drag-belt overflows were properly diluted (that is, to about 5 to 7 per cent. solids in the feed under treatment) the very fine sand, and especially the very fine but still granular sulphide particles, would, if given a short distance to fall, quickly settle out in prime condition to yield an excellent recovery on vanners; a further valuable feature would be that the very fine non-separable final overflow tonnage might be discharged direct to tailing, thus conserving space requirements so as to permit within the old building, without embarrassment, the increase of capacity required. The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

Raymond was confirmed as member of the, Engineering Foundation Board for two years in accordance with the By-Laws of the United Engineering Society. The following preambles and resolutions were passed: WHEREAS, the Chamber of Commerce of the United States is taking a vote, through the Chambers of Commerce, Boards of Trade and other constituent members of the National Chamber situated throughout the country, on the question whether or not the primary natural resources, comprising timber, the ores and deposits of useful metals, and' the deposits of minerals, which are a source of heat, light and power, should he exempt through remedial Congressional legislation from the restrictive limitations of the Anti-Trust Acts, and WHEREAS, a Committee of the National Chamber, the Chairman of which is a Past President of the American Institute of - Mining Engineers, has recommended favorable action upon this question, and

Plastometric tests were made to determine the maximum thickness of the plastic layer for different U.S. coals . The effect of test variables on the maximum thickness of the plastic layer was studied . The values for the maximum thickness of the plastic layer were found to be related to the Gieseler maximum fluidity , plastic temperature range , free swelling index , and other plastic properties of coals . Only a general relationship was observed between the plastometric parameters obtained in these tests and the coking properties of coal .

VISITS TO MEMBERS Your President has visited each of the Local Sections of the Institute, with the exception of the ones at Washington, D. C., Tulsa, Okla., and the Nevada Section. These three sections have not arranged meetings at which the President could be present. In addition, your President, accompanied by President Jennings and Secretary Stoughton, in the year 1918, attended meetings of members in Minneapolis and Duluth, Minn., and Houghton, Mich. A dinner and meeting of the members in Pitts-burgh, Pa., was also attended, in company with the Secretary and your President also attended the meeting of Canadian Mining Institute in Montreal, in March, 1919.
