The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. I have been employed in almost the entire range of fields offered to geologists and have studied closely the feeling of people towards geological service. Recently it has been a pleasure to be closely associated with men who were as deeply interested in civic welfare and affairs of state as in the financial success of a large industry developing natural resources. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. Considerations Governing Geologic Public Service Three groups of people must be satisfied by the surveys if dissatisfaction is to be dispelled. "Printed Wiring Board (PWB) is a platform upon which microelectronic components such as semiconductor chips and capacitors are mounted. It is also called printed circuit board (PCB). In the PWBs, the organic substances are approximately 72%. The main composition of organic substances in PWBs is ethoxyline resin bromide or ethoxyline resin chlorinate. Depending on the different application and design of the PWB, various metals may be used in the manufacturing process, including precious metals such as copper, lead, silver, gold, platinum, and toxic metals such as mercury, cadmium, barium, gallium, cadmium, lead, bismuth. The current paper reviewed the recycling process for waste PWB materials, including mechanical recycling, combustion for energy recovery and different pyrolysis processes, such as vacuum pyrolysis, atmospheric inert pyrolysi and flux pyrolysis process, and hydrometallurgical recycling process.Backgrounds of Electronic ScrapsProduction and use of electrical and electronic equipment (EEE), such as TV sets, computers, mobile phones and many other daily-life items, have dramatically increased over past decades, while the lifespan of many products becomes shorter"". The rapid innovation in technology in past decades has resulted in availability of cheaper and better electronic products in the market. Thus the production of waste electrical and electronic equipment (WEEE) is also increasing, with estimates of 20-50 million tons per year being generated worldwide2), and it is a problem that governments and policy makers have to handle W). WEEE is also called ""E-wastes"" or ""E-scraps"". From the points of view of recycling and the valuable materials in the used EEE, ""E-scrap"" is more appropriate than ""E-waste"" since the used EEE are not real wastes to be dumped but had much benefit to recycle. In the US, it was estimated that over 315 million computers between 1997 and 2004 and 185 million computers between 2004 and 2007 would become obsolete 5). E-scrap is the fastest-growing part of the U.S. garbage stream 6). It is estimated that only 20% of the E-scrap generated within the US is currently collected and treated, with as much as 80% being unaccounted for7)."

Originally, the copper produced at the Noranda smelter was shipped in the form of blister bars to the Laurel Hill refinery of the Nichols Copper CO, New York. In 1930 a refinery was built at Montreal East to refine Noranda copper and copper from the Hudson Bay Mining & Smelting Co., at Flin Flon, Manitoba. After investigation of the probable costs of making anodes at Noranda and at Montreal, it was decided to make them at Noranda rather than to continue to make blister bars there. Fuel is a major item of expense in making anodes, and since less fuel would be required in making them from molten copper than from blister bars, a lower anode-furnace cost could be expected at Noranda than at Montreal. Further, the expense connected -with making blister bars at Noranda would be eliminated. The cost of treating anode and wire-bar furnace slags is a serious item in a refinery, and it was found that the cheapest method would be to ship such slags back to Noranda. With the anode furnace at Noranda, much less anode-furnace slag would be made at the refinery. Against these savings effected by making anodes at Noranda must be set the high operating cost of an anode furnace at Montreal, using only tank-room scrap and the Flin Flon copper. This furnace would be handling a comparatively small tonnage and would have a high cost per ton. The usual equipment for making anodes from liquid copper consists of either a stationary reverberatory furnace or a tilting Tacoma-type furnace together with an anode wheel of the Clark or Walker type. The reverberatory type of furnace has been developed from the furnace used in the old Welsh process of smelting and refining copper, while the tilting furnace is a development of the holding furnace, which is essentially a Peirce-Smith converter without tuyeres and provided with burners. The purpose of this study was to seek and evaluate possible relationships between the composition of coal refuse, as expressed by washability data, and factors affecting the product ion of a lightweight aggregate from refuse by bloating. The study was related to an intense program in the Department of Mineral Preparation at the Pennsylvania State University to study the possible elimination of air pollution from coal refuse fires by producing a low- carbon secondary refuse. Another phase of this program is considering possible uses of such a secondary refuse. Thus one study was to determine if a lightweight aggregate could be produced from this new refuse material and what effect the nature of refuse beneficiation would have upon the characteristics of a commercial aggregate product.

The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

"The old conventional process to produce lithium raw material dates from 1954 (CA patent #504477A). This process produces low purity lithium carbonate (Li2CO3) only. To obtain battery-grade carbonate, another polishing process is needed. To further obtain lithium hydroxide, another chemical conversion process is needed. That is why historically, the value of lithium hydroxide has always been higher than that of the lithium carbonate precursor. With the old conventional process, the low quality lithium carbonate is precipitated from a lithium sulfate solution (Li2SO4) by adding soda ash (sodium carbonate and its impurities). The resulting reaction produces significant quantities of sodium sulfate (salt cake) as a by-product with amounts larger than the impure Li2CO3 recovered with part of the soda impurities. When this conventional process was invented, the salt cake by-product was not an issue: it was discarded in a river near the plant. This practice cannot be done today in North America. While looking to find a solution for salt cake, electrolytic salt splitting of Na2SO4 into NaOH and dilute sulfuric acid appears as a technically feasible solution to get a rid of the salt cake. However, the sodium sulfate salt splitting process has difficulties to economically compete with the chlor-alkali process, which produces millions of tons of NaOH from sodium chloride (NaCl) every year.In contrast, the process developed by Nemaska to directly produce LiOH by Li2SO4 salt splitting not only solves the environmental problems related to the conventional process to produce lithium carbonate raw material, it also produces very high purity lithium hydroxide monohydrate directly at very competitive OPEX cost in comparison with industry peers (Figure 1). It also drastically reduces the amount of reagent and the direct greenhouse gas emissions."

The object of this paper is to describe and discuss the progress that has been made, up to the present date, in the development of the modern by-product coke-oven. There are few members of the Institute who have not heard more or less of the by-product oven-installation, and there are many whose acquaintance with it is intimate and practical. Since the general opinion on the subject has hardly become crystallized as yet, it is hoped that this paper will at least furnish matter for discussion. The Masbate Province, Philippines, has been a gold producer for many years. Several gold properties were profitably operating until the outbreak of World War II in 1941. One of these properties was the Masbate Consolidated Mining Company that at the time showed an impressive production rate of more than 4,000 metric tons of ore per day and one of the lowest milling costs on record in the country at that time. Interesting enough, t was the milling equipment left abandoned at Masbate that gave birth to one of the giant copper producers in ASIA. In 1955, Atlas Consolidated Mining and Development Corporation started a new operation at its copper property in Cebu with the seven 2.4m 0 x 3m long (8'0 x 10' long) ball mills left abandoned at the old Masbate Gold Mine. Now, 25 years later, Atlas is processing over 100,000 metric tons of copper ore per day through its three copper concentrators, and, the seven old mills are still grinding, copper ores now.

"HPGRs operate in a wide array of applications in mining and minerals. These range from relatively coarse crushing of copper and gold ores at one end of the spectrum to the processing of fine iron ore pellet feed and fine industrial mineral products at the other. Traditionally these circuits involve the treatment of relatively moist materials in pre-grinding circuits; using single stage HPGRs in open circuit or as a closed circuit operation with screening or partial product recycle. More recently, HPGR is increasingly deployed in dry grinding in combination with air classification. The high throughput demonstrated by larger HPGRs has stretched the application towards coarser size reduction duties for a number of new projects. At the same time, the basic principle of inter-particle crushing for generating a product with a high fines proportion gives ground to investigate applying the technology further towards finished product duties. The advantages that HPGR brings are clear. Multi Stage grinding enables energy efficient size reduction across more of the comminution circuit. Primary HPGR serves for a coarse grinding duty, whereas a secondary HPGR is geared towards generating a fine product for downstream processing or even a finished product. This publication summarizes some of the features of staged HPGR circuits and discusses some examples of operating and projected applications.INTRODUCTION In most HPGR applications, the grinding units are used as a single process stage, either in open circuit, such as for pebble crushing [Rose 2002, Westermeyer 2000, Van der Meer 2015] or in closed circuit with classification [Van der Meer 2009, 2012] or product recycling [Van der Meer 2010]. Where a higher plant capacity is required, the HPGRs are commonly installed in multiple lines in a parallel arrangement [Parker 2005, Koski 201, Vanderbeek 2006]. HPGRs can take a wide range of feed size distributions, and grind this down to a product with a high fines content. In general view, there is a limit on the size reduction range that even an HPGR can provide. Grinding down from a very coarse ore (e.g. 70-100 mm) to a very fine product (e.g. 100 microns range) is stretching the ability of a single stage HPGR circuit. Fine grinding generally requires a classification stage that returns the classifier oversize to the head of the HPGR circuit. From one point of view, it can be demonstrated that when recycling a large proportion of fines and middlings back to the HPGR feed results in an effective feed with an overrepresentation of middlings and fines, which will eventually reduce the grinding efficiency and consequently result in an increased recirculation mass flow [Van der Meer 2014]. From another point of view the large recycling mass puts a strain or even a limit on the capacity of present-day conveyor capacity."

The material-balance smoothing technique is applied directly to the problems associated with the evaluation of the performance of backfill-preparation plants. A computer package specially designed to assist the process engineer in such evaluations has been developed. The usefulness of the technique as compared with other methods for the extraction of meaningful information from backfill-plant data is demonstrated.

In 1988 a major exploration program was undertaken to determine the characteristics of the rock and soil for a 7.6 m diameter sea outfall tunnel beneath Boston Harbor out into Massachusetts Bay. The diffuser discharge location had been mandated by the EPA to a 10 sq. km area of seafloor connected to the proposed Deer Island Treatment Facility by a 14.5 km tunnel corridor. Geophysical surveys, deep rock borings, and laboratory testing, provided the information for the conceptual design. The program identified the range in material types and parameters to prove feasibility of a TBM driven tunnel and to locate the optimum alignment and depth.

This report presents the results of a washability study of 322 coal mine samples showing the sulfur forms and distribution in the coals. The samples were collected from mines which were principally utility coal producers. Generally, the data show the total sulfur content of the coals evaluated could be significantly reduced by some combination of stage crushing and specific gravity separation. However, few coals could be upgraded to a final product containing 1 percent or less total sulfur. The complete washability data are presented for each sample processed. A statistical evaluation is included for the coalbeds from which more than 10 samples were collected and for the geographical coal producing regions. A graphical summation is presented for the coal producing regions and selected coalbeds.

One of the properties of copper, which has done much to give it its present prominent place among the useful metals, is its electrical conductivity,—a property which has now become the chief criterion of the value of the commerical product. Pointing out that South Africa needs to utilize its wealth-creating activities, together with local and international investment, to further develop its industries, the address asserts that the mining and minerals industries, especially in the manufacture of beneficiated products, offer the greatest potential for South Africa to achieve its goal. As many mineral-beneficiation processes are based on pyrometallurgical routes, the address goes on to describe some historical - pyrometallurgical operations and to indicate probable developments in the future. These include growth in the fields of both precious and base metals. After discussing environmental and recycling matters, together with manpower requirements, the address concludes that the major growth in the mining and minerals industries will occur in the manufacture of steel, stainless steel, ferro-alloys (particularly ferrochromium), aluminium, and titania slag.

In the paper by Mr. Fernom, on Red Charcoal, read at the first session of this meeting, it was suggested that this fuel might be used in the blast furnace with greater economy than ordinary or black charcoal. In the discussion which followed the paper, it was stated that the charcoal furnaces of the Lake Superior District have used imperfectly burned charcoal with success, and that these furnaces have given the best results in fuel economy on record. On consulting some of our well-known metallurgical authorities the writer finds that the question of the use of red charcoal, or other imperfectly burned charcoal, or charred wood, is not at all new. THE group of iron-ore mines known as the Red Ore Mines, owned and operated by the Woodward Iron Co., is on Red Mountain approximately ten miles southwest of Birmingham, Ala. At the, present time No. 1 and No. 3 mines are active, No. 2 mines having been abandoned in 1928. Ore from this group of mines was first mined in 1882, and originally came from open cuts along the outcrop, but, when the "soft ore" (weathered hematite) was mined out and the harder ore was encountered, it became necessary to develop the orebody by means of slopes driven in the ore formation. The three mines to date have produced more than 22,000,000 tons, and the two operating mines now have a capacity of over 1,000,000 tons per year.

Earlier work at Mintek on the development of gold-selective resins culminated in a plant-manufactured batch of the first generation of Minix resin. A subsequent pilot-plant campaign at a South African gold mine identified some problems with that resin. These included lower capacity and selectivity for gold compared with the laboratory prototype, and a slow but progressive loss in capacity as the resin was eluted and reloaded cyclically. These problems were overcome by chemical modification of the resin structure. Examples of these improvements are presented. The commercialization of a new resin for a new metallurgical application presents problems, which are exacerbated by the initial lack of demand for the resin because the process is unfamiliar to the mining industry. Progress in the commercial development of Minix is discussed in this context.

AS a result of the study of social problems to which so much thought has been given in this country and Europe in the last half century, many employers of labor have come to think that some provision should be made for their workingmen in case of injury. There has been a growing tendency so to administer the laws governing industrial pursuits in these countries as to add self-interest on the part of capitalists, to the plea urged by humanity, that every possible care should be taken to guard the workers from accident; but as no care can guarantee immunity, there is a necessity to supplement these precautions by some method of providing pecuniary aid that shall be available when disabling accidents do occur. It was once a favorite idea of theorists on political economy, that in the ideal state of society every man should take care of himself, and that the less care or control there was assumed by any man over others' private affairs, the better; but this gospel of selfishness has had its day, and it is now generally recognized that in the existing state of affairs the stronger and richer cannot escape the duty of being to some extent, the keepers of their less fortunate brethren ; and, on the other hand, that an assumption of care for them involving to some extent an exercise of authority, is not a thing to he necessarily and always resisted.
