In-stope backfill will cure under effective stress, which develops due to a combination of mechanical consolidation (free draining material) and ??chemical consolidation?? (self-desiccation mechanism). A good knowledge of all the drainage and consolidation characteristics of cemented paste backfill is crucial for a better design of underground backfilling sequencing. From many of the existing results and studies done by various authors, as well as the availability of some in-stope backfill pressure data measurements during and after filling, it is possible of developing a procedure of backfilling sequencing. Hence, the objective of this study is to provide a guide for underground backfilling sequencing in the view of preventing the development of excess pore pressure that will affect both the stability of the barricades and the strength development of the backfill. This will be possible by considering the interaction between consolidation/drainage rate, filling rate and binder hydration rate.

The physical phenomena which influence gas flow in the bosh and hearth of a blast furnace are discussed including the hold-up of slag as a mechanism which can result in a flooding condition. An equation is defined which describes the limitation to wind volume arising from the flooding condition. Implications of the various factors influencing bosh and hearth gas flow on furnace operation are discussed. Coke quality is shown to be the most important factor in the aerodynamics of these zones and coke requirements are defined for the Port Kembla No. 5 BF which has an inner volume of 2670 m3.

Under the oxidizing conditions of the McClean Lake Tailings Management Facility (TMF) hydrocarbons entrained on the surface of tailings material from mill processes are gradually converted to soluble bicarbonate ion. This has been observed to be a process occurring over approximately three years likely encouraged by the presence of a microbiological community within the tailings mass and in the water column. A recent tailings sampling campaign has provided evidence that bicarbonate ion is participating in the conversion of gypsum to calcite. In older tailings, equilibrium with calcite appears to be controlling the terminal bicarbonate ion concentration.

"The Victor Diamond Mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario and was completed approximately 9 months ahead of schedule.The Victor Mine process plant flowsheet was designed to produce a 95 - 98% by weight diamond concentrate. Main processing steps include 3 stages of comminution, dense medium separation and proprietary x-ray technology for final recovery. Reagent consumption for this process is limited to flocculant, for thickening of fine processed kimberlite, and FeSi for the dense medium separation.The commissioning phase of the Victor Project was executed over a period of 6 months and commenced prior to substantial completion of construction. The approach used was to focus on and complete commissioning of the higher risk dense medium separation and recovery systems prior to construction completion of up stream systems.INTRODUCTIONThe development of the Victor Diamond Mine took place over a period of approximately 5 years and had a capital cost of CAD997 million. It was a greenfields project in an undeveloped region of northern Ontario, only accessible by winter road. Figure 1, below, displays the location of the project within Ontario.The main stages of the project included feasibility, environmental permitting, engineering, construction, and commissioning. At the onset of the engineering phase, the mine was scheduled to enter production in October 2008. Through a team effort between AMEC and DeBeers Canada, the schedule was advanced by 6 months towards the goal of project completion in April 2008. Production status was attained in January 2008, approximately 9 months ahead of the original schedule. This paper focuses on the commissioning aspects of the project and includes a less detailed discussion of the engineering stage."

Advancement in the art of burning fuels for steam generation has been so marked and so rapid in the last 10 or 15 years that one may well hesitate to classify as unsuitable for stationary steam boiler firing any material having a fuel value. This statement should not be interpreted to mean that any existing boiler plant can successfully utilize any fuel with which it might be supplied. It does mean, however, that almost without exception it is possible to design and construct stationary boiler plants so that they can be operated with whatever coal is the economic supply therefor. In considering the subject of the use classification of coals, it must be recognized, first, that the suitability or unsuitability of a coal for certain uses or conditions may be largely a matter of opinion and, second, that as advancement in the art of burning fuels continues, fuels that may have been considered unsuitable may later be regarded as entirely suitable. This is well illustrated in the creation of a market for slack bituminous coal and for the finer sizes of anthracite that resulted from the development of mechanical stokers adapted thereto. Coke breeze is another fuel of which large tonnages were formerly wasted, that has now been found suitable for use in properly designed furnaces. Again, results that would have been thought quite impossible a generation ago are being obtained in steam boiler plants today with lignites of high moisture content and with coals of excessive ash content. It must, however, be admitted that oftentimes an existing boiler plant can be successfully operated with only a limited number of the coals that are available as possible supplies. We may briefly consider some of the more important factors that may affect the suitability of coals for such a plant. Insufficient or barely sufficient draft to meet peak steam demands is often a limiting factor, and the permissible frequency of fire-cleaning periods is another. In some cases, the action of the molten coal ash on refractory furnace linings prohibits or makes inadvisable the use of certain coals. This paper presents the scientific framework underpinning the Resource Valuation and Optimisation Model (RVOM). The RVOM is a Real Options software package, which helps mine owners optimally plan their operations, understand their project risks, and make defensible valuations. This is achieved in the presence of both financial and physical uncertainty. The three key outputs from the RVOM are: Valuation, Optimal Decision and Probability of Decision, where a decision can include any combination of: normal operation, expanded operation, care and maintenance, and abandonment (and variants thereof). This paper presents a clear example of the RVOMs usage to a case-study gold mine.

The point of zero charge (PZC) of electrokinetically anisotropic minerals (chlorite and serpentine) was determined using the Mular-Roberts (M-R) titration technique, and compared to isoelectric point (IEP) obtained from electrophoretic mobility measurements. To validate the M-R technique, the point of zero charge and isoelectric point of two isotropic minerals (alumina and silica) were shown to be comparable. For serpentine and chlorite, respectively the PZC was found at pH 4.3 and 4.6, while the IEP occurred at pH 3.2 and <3. Settling tests showed that the maximum settling rate, which corresponds to aggregated particles, for chlorite was around pH 3, i.e., close to the IEP; lizardite did not show a conclusive maximum.

Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their coal. Sulfur was the major concern, with BTU and sodium limiting the market for some. The Clean Air Act has extended the PRB market into plants converting from other coals. These new customers are more sensitive to constituents affecting boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to control cost more stringently than ever. Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

Launching a panel session isn&apos;t easy but after Associate Dean Howard Hartman from Pennsylvania State had made his statement, it was obvious that the balloon would go up. Hartman sees a crisis and gave its dimensions. Even with enrollments declining, there are not enough graduates being recruited by the mineral industry. Opportunities in the mining field are not attractive to youth in the face of competition from other disciplines. Nor will we be able to fill our ranks with good men from other engineering disciplines because they won&apos;t be attracted either. Salaries are too low. In 1966, mining engineers from Penn State averaged $660 per month starting. The average of all other engineers was $683 per month. The mining engineers ranked seventh out of nine disciplines. The bad image of the mineral field is created in part by industry which offers poor working conditions and inconsequential jobs and in part by the schools which have unimaginative curricula and poor teaching. Hartman called for immediate action and had his own set of solutions ready. "The gut of the problem is pay. Boost starting engineers $100 to $150 a month and older employees in commensurate manner. Compensate for poor working locations by better environment on the job." He did not fail to add that improvement of the public image of the mineral industry is needed. He called for elimination of all of the "schisms," or subdivisions of mineral industry curricula, and suggested a unified curriculum with a name such as "Geo-engineering."

Based on thermodynamics of surfaces and a proposed two-dimensional state equation for surfaces, the relationship between the surface tension (Y) of a solution and the activity (a1) of its component (i) was derived: (1/Y)r2-.¬E (ai/Yl) The derived equation was verified with reported experimental data of water-alcohol systems and water-acetone system, the calculated results showed astonishing coincidence with experimental. Applications of the equation to the five matte systems Cu2S-FeS, Ni3S2-FeS, FeS-PbS, Cu2S-PbS and FeS-Cu22S-PbS also demonstrated that at given matte compositions the calculated surface tensions agreed with experimental fairy well.

When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

&apos; I. Natural-Gas Explorations. The rapid development of the natural-gas* industry in Western Pennsylvania, and the great economy which results from its use, both for manufacturing and domestic purposes, has led to an inquiry as to the occurrence of this gaseous mineral in all thickly populated and large manufacturing centers of the United States. Natural-gas springs are to be found in almost every State in the Union, and in many States gas has been obtained in wells sunk either for water, oil, or gas, or in search of solid mineral deposits. The occurrence of natural gas is, however, not dependent upon mere chance, as is popularly supposed, but upon the existence of special geological phenomena; this fact is now recognized by professional men and by many practical men concerned either in the exploration for or in the use of this gas. The desire among our leading manufacturers, to emulate Pittsburgh, has led to the sinking of many wells in many localities, in search of natural gas. Some of these wells are now being located and drilled under the direction of professional experts, but many more have been, and are still being located by "quack " explorers, who often depend upon spiritualistic communications, or the diviningrod, or by intelligent persons, who are ignorant, however, of the geological and physical conditions under which gas has already been found. ?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

IT has been shown that quenched iron of high purity exhibits a Widmanstätten figure much resembling martensite in appearance.1 This figure exhibits a maximum of four directions of the surface traces that characterize it, suggesting that a Fe forms from y Fe in plates parallel to the {111}, octahedral, planes in the y lattice. Because of this, and also because of the general similarity to the structural appearance of martensite and to the Widmanstätten figure obtaining in slowly cooled hypoeutectoid steels it has been suggested2 that the orientation relation-ships obtaining between the y and a phases in pure iron are identical with those demonstrated in martensite3 and in slowly cooled hypoeutectoid steels,4 and indeed that the crystallographic mechanism of formation of a Fe from y Fe is the basic mechanism determining the orientation relation-ships found in both martensite and in slowly cooled hypoeutectoid steels. This paper will present experimental evidence in support of this view.

The Thermal/Structural Interactions (TSI) In Situ Tests are a series of large scale, well instrumented tests that have been constructed at the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico. As a precursor to the TSI tests, a ventilation drift (Room D) was mined, drilled and instrumented. This room provided the contractor an excellent area to practice controlled construction methods and was a proving ground for construction monitoring and documentation methods. All gages in this first room have been monitored since their initial installation, which has provided a small, but representative, data base. These data also were the first to be available from any TSI area for analysis. This paper discusses the construction activities in Room D and the data generated from the construction and drilling. Deformation of the room is compared briefly to numerical calculations that used a rather simple creep model as a reference. The constitutive model for salt, it appears, must be improved before it can predict the underground deformations.

The first public suggestion for the formation of a Council that would link mining institutions in various parts of the British Empire came from Mr Frank Merricks, who, as President of the Institution of Mining and Metallurgy, was speaking at the annual dinner of the IMM in 1921.

The role of research and development In the South African gold-mining industry Presidential Address given by M. D. G. SALAMON, Fellow, Dipl. Eng. (Mining) (Hungary), Ph.D. (Durham) The decision of the gold-mining industry in 1974 to embark on a major ten-year research and development programme was widely publicized at the time. In choosing a subject for this address, I felt almost obliged to use this opportunity to give an account of the progress of this undertaking. On reflection, however, I felt that a simple progress report would not suffice. It seemed important that the programme should be shown in persepective, and that its aims should be outlined to the mining and metallurgical engineering community, many of whom are vitally concerned with the well-being of the gold-mining industry.

[The principle of the application of electrolytes for deflocculation of fine materials in order that impurities may settle out, and the subsequent flocculation of the suspended particles by a different reagent, is well known and has been applied successfully to clays. Flocculation is also applied with success to ore slimes. Thus certain electrolytes, particularly alkalies added to a suspension of colloidal particles cause deflocculation so that, suspension may be-maintained indefinitely. The addition of bother electrolytes particularly acids, on the contrary produce&apos;s flocculation and the articles produce&apos;s are rapidly precipitated from suspension leaving a clear liquid above: the precipitated mass. Salts of trivalent elements such as aluminum act similarly. Due to its cheapness the double sulphate of aluminum and potassium, ordinary alum, has been used extensively for treating clays. These properties of electrolytes. and. their utilization in the commercial: preparation of clays have been described in publications of the Bureau of Mines.2]
