MODELS of mines may be classified under three headings: (a) sheet models, (b) solid models, and (c) skeleton models. Sheet Models are made of sheets of glass, celluloid, or a transparent plastic material. The sheets are mounted in a frame which holds them in a parallel position, either horizontally or vertically. Mine plans are traced on the horizontal sheets; sections on the vertical sheets. The model may be illuminated by electric lights which are separated from the sheets by an opalescent screen. It is viewed from above or from the side in such a way that the plans or sections are superimposed. Sheet models are very useful for the illustration of mines with narrow, steep-dipping veins, but they do not give a satisfactory representation of a large mine with a flat-dipping vein. Large sheets of glass are difficult to handle and to support in a frame.? It is difficult to see through a considerable number of them. Solid Models are made of plaster, concrete, wood, or other material usually in the form of slabs in which the mine workings are indicated by properly dimensioned cavities in the model. The slabs are coloured to show the veins, country rock, faults, etc. The model is divided along selected sections in order to give access to the interior by the temporary removal of parts. Solid models may be used to illustrate large orebodies of the Sullivan type, but they are cumbersome because parts must be removed to study details of structure. Skeleton Models are ones in which the underground cavities are represented by metal, wood, plaster, or wax proportionately shaped and held in place by a frame. They illustrate the work which has been done but do not show the position of the veins, dykes, faults, etc., in the unworked parts. It is necessary to project by eye between workings in order to determine the location of these features. The essential difference between the skeleton model and the solid model is that the skeleton model represents the mine workings by solid forms and does not show the unworked parts of the vein, whereas the solid model shows the vein as a solid and the mine workings as cavities in it. The skeleton model lends itself well to the representation of a large mine with large stopes.

FLOTATION has been so closely allied with the sulfide minerals and their early and associated oily reagents that the term "oil flotation" has erroneously been applied to the entire flotation process. Today, the term "chemical flotation" might be used to advantage. Flotation literature has dealt primarily with the removal of sulfides. from non-sulfide gangues, and the separation of one sulfide from another.. Now, the application of the process to the separation of nonsulfide minerals is coming to the fore; and from the standpoint of the number of commercial minerals involved, the flotation of nonsulfides offers the larger field. Here, soap or soap-forming substances, such as the fatty acids and their derivatives, are used; hence there may well be a subdivision of the chemical flotation process called "soap flotation." Early experimenters learned that it was easy to form a froth or foam that would carry a part or all of the ore charge over the lip of the flotation machine; but this could not be regarded as flotation because of the lack of selectivity. Doubtless soap was one of the first reagents tried, and doubtless it was rejected on account of its gangue-carrying properties. Now this same gangue-carrying ability makes soap an acceptable reagent, for we are dealing with that, which among sulfides, is considered "gangue." As in the flotation of sulfides, so in the flotation of nonsulfides, the selective flocculation of the mineral and the dispersion of the gangue are the first objectives. In fact, these two phenomena epitomize flotation. They depend upon the unlike surface properties of the respective minerals; and, as long as the components of an ore have unlike surface properties, a separation is possible, at least in theory. Often in nonsulfide flotation it makes little difference which mineral floats and which is depressed; generally only a separation is sought.

CONSTRUCTION of the long projected Moffat tunnel, on the Denver & Salt Lake R. R., between Tolland and Irving, Colorado, is now actually and actively progressing. This 6.1-mile bore through the Rocky Mountains, at an elevation of about 9200 ft., will eliminate 33 1/3 miles of probably the most tortuous standard-gage track in the world, and at the same time will avoid the necessity for crawling over the snow-bound continental divide at an elevation of 11,660 ft Completion of the tunnel within the stipu-lated four years, is expected to nave an immediate effect on the develop-ment of the known coal fields in north-western Colorado, already penetrated at Craig, the present terminus of the road, while it will also enable the railroad to carry out the original designs of its founder, David H. Moffat, for through traffic from farther west. The intention now is to accomplish the latter object by an extension from McCoy following the canon of the Grand River down to a connection with the Denver & Rio Grande at Dotsero. Legal impediments to the financ-ing of the tunnel having been removed by action of the Colorado legislature in April, 1922, the Moffat Tunnel Improvement District issued bonds to the amount of $6,720,000 which have been widely and quickly distrib-uted through a New York banking house. Responsi-bility for the execution of the project has been vested in the Moffat Tunnel Commission, to which a board of consulting engineers has been appointed for carrying out the details of administration. This board includes D. W. Brunton and L. D. Blauvelt, of Colorado, and J. Vipond Davies and J. Waldo Smith, of New York; R. H. Keays, who has managed large tunnel projects in New York, is chief engineer for the Commission.

(Butte Meeting, August, 1913.) THE Kennedy mining district is situated about 55 miles in a southerly direction from Winnemucca, and about the same distance south-east from Battle Mountain : two towns situated oil t the main line of the Southern Pacific railroad. History. Prospectors were first attracted to the district by the reported discovery of gold by Chinamen in Cinnabar creek in the early 90's. The prospectors came from the rich placer workings in and about American canyon ; but the new diggings were not found sufficiently rich to justify their being, worked as placer properties, and the prospectors started work in a number of places, looking for the veins which had fed the canyon. In 1893, Charles E. Kennedy, a prospector who had been attracted by the reported discoveries in the vicinity, left Hawthorne and came to the present site of the town of Kennedy. Within a short time he discovered the vein known as the Imperial, and proceeded, with the aid of some friends, to develop it. The vein was readily traced for a distance of about a mile, and about $10,000 worth of high-grade ore was shipped to the Utah smelters. At about the same time the Lawler Brothers, who had been prospecting in the district for some time, located the ?Gold Note group," which showed some extremely rich ore. Within a very short time they extracted from 'the Gold Note vein 150 tons of ore, which was shipped to the Utah smelters, and netted about $105 per ton above all expenses. Their good fortune attracted attention to the camp, and within .a short time a town was laid out, with a population of about 500 people. It was named in honor of Kennedy, who had made the first discovery of pay ore in the district.

THE opening session of the Institute was held at Staunton, on Monday evening, May 30th, in the Opera House. Major Jed. Hotchkiss, Chairman of the Committee of Reception, called the meeting to order and introduced Mayor Balthis, who spoke a few words of welcome to the members present, and then introduced the Hon. A. H. H. Stuart. Mr. Stuart in addressing a formal welcome to the Institute to the " little city of the mountains," spoke of the value of the services of the mining engineer in developing the mineral wealth of Virginia and in solving the problems of her geological history. Mr. Metcalf, President of the Institute, replied on behalf of the Institute to the cordial welcome of the mayor and Mr. Stuart, and then read an inaugural address on Force. At the conclusion of the President's address the following papers were read The Electrolytic Determination of Copper and the Formation and Composition of so-called Allotropic Copper, by J. B. Mackintosh, Hoboken, N. J. Read by Professor Egleston. The New Unpublished Map of Chester County, Pa., by Professor Persifor Frazer, Philadelphia. The second session was held at the Opera House on Tuesday morning. THERE are several postulations for the mechanism of slime-coating. Ince1 proposed the electrostatic hypothesis, del Giudice2 suggested the chemical theory; Bankoff3 reported that slime-coating is inhibited whenever the surfaces of the slime particles are ionized sufficiently for Brownian movement to occur, and is facilitated when they are not. These postulations were examined by experiments involving the Burton tube, the cataphoretic cell, and slime-coating. The techniques involved will be described elsewhere in this paper. The electrostatic hypothesis, supported by migration experiments in a Burton tube, was abandoned by del Giudice.2 Experiments of mineral migration in a Burton tube, after the idea of Ince with modification, indicated that this apparatus was inefficient for accurate observation. A cataphoretic cell was constructed. The experimental data, as shown in this paper, enable the correlation and advancing of this hypothesis. Del Giudice's chemical hypothesis considered that slime particles are attached to the galena surfaces by a cement formed as the result of a metathetical reaction between the sulphide and the slime particles. Applying this hypothesis, the calcite slime particles were cemented to the galena surface by the formation of a cementing lead carbonate. In a similar way, lead silicate was considered as the cement of quartz slime coating on galena. Experiments verifying this hypothesis were carried out according to the following procedure: Fresh mineral particles selected from the central part of the broken lumps and examined first under a microscope for ascertaining a clean surface were placed in a small beaker (1.5-in. dia. by 2.5 in. deep) half filled with one kind of slime pulp. The dilution of all slime pulp was 4: 1 and the particle size of slime was minus 400-mesh. After agitation for 5 min. the specimen was removed by a sharp-end tong and washed gently three times in three separate distilled water baths. It was dried before a small electrical fan and examined immediately under a microscope. A photograph was made of the observation. With reference to the published solubilities,4 several of these experiments, which contradict the chemical hypothesis, are listed as following: I. The coating of fluorite slime on the galena surface was light but the coating of galena slime on the fluorite surface was heavy. In a similar way, the coating of quartz slime on the galena was fairly light, but the coating of galena slime on the quartz particle was heavy. According to the chemical hypothesis, using the same constituents and regardless of which is the slime, the density of the coating should be expected to be the same. ALTHOUGH the contribution of Algeria, including the Sahara, to the local economy and to world mineral supply was small for many years, the spectacular development of an important petroleum and natural-gas industry has changed the position of the country. In 1963 there were decreases in output of most mineral commodities, however oil and gas production forged ahead and established new records. The impact of adverse market conditions and especially the competition from lower cost producing areas was felt by both the metals and nonmetals industries. This and the general economic conditions related to the recovery of the country following the years of strife attending its emergence as an independent state combined to hold back production and development commensurate with resources. The principal events of the year were in the petroleum sector and included the first commercial production from several new fields, some new discoveries, the virtual completion of the first petroleum refinery in the country, and installation of additional pipelines. Progress was made toward the further utilization of the vast resources of natural gas and the provision of additional transportation and refining facilities. In the mining domain the government took over two iron-mining operations, and progress was made towards expanding production of phosphate rock and determining methods of upgrading the Tindouf Iron ores. Completion of the iron and steel plant near Bone was further delayed. The only coal mine reportedly closed down in late 1963.

This paper is not intended as an original contribution to this subject, but rather as a review of the main theories which are held with regard to placer deposits, with, of course, particular reference to the placers of British Columbia. The present interest in gold mining has, however, brought the subject of placers to the fore, and possibly a brief outline of the geology of such deposits will serve as a basis for discussion on the subject. In Canada, the most valuable of our placers are deposits of gold, and consequently the discussion will centre largely on placer-gold deposits. The same principles apply, of course, to placer deposits of other metals. The Origin of Placer Deposits As a starting point, the idea which is prevailingly held is that placer or alluvial gold is detrital in origin, that is to say, the gold originally existed in veins, lodes, or disseminations in the country rock of the regions in which the placer deposits are now found, and that, through the various erosive forces of nature, it was liberated from those veins or lodes and concentrated in the form in which we now find it. 1 have not time to go thoroughly into the proof of this, but the lines of evidence are many. If we take the Cariboo district as a typical example, Johnston and Uglow(l) have shown, first of all, that the placer and vein gold are identical in character. Crystals occur both in the placers and in the lodes, but the crystals in the placers are nearly always slightly worn, indicating transportation.

IN discussing stope filling, or backfilling, at the Sullivan mine, at Kimberley, B.C., a brief description of the problem will first be presented. The Sullivan orebody is a replacement in quartzite, with the ore con-forming, for the most part, with the bedding. The dip of the vein, apart from local irregularities, averages about 15 degrees near the outcrop in the southwest section of the mine, and steepens to almost 40 degrees at the northeast end of the mine. The thickness varies from a few feet to over 200 feet at the widest sections. The mineable length along the strike has averaged about 4,000 feet between the 4,600 and 3,900 levels-the section under discussion in this paper. To date, 28,000,000 tons of ore have been mined by the room-and-pillar method. Prior to 1930, all ground opened up had been supported by ore pillars, left during mining operations. From that time, the recovery of the ore from these pillars has been given serious consideration. Backfilling, as being carried on today, is the result of this study and is being done for two reasons: (1) to allow extraction of the ore pillars, and (2) to minimize subsidence of the hanging-wall rock, except where forced caving is found desirable. PRELIMINARY DEVELOPMENTS LEADING TO BACKFILLING When the Sullivan orebody was first opened up, early in the century, there appeared to be low-grade sections of the vein sufficient in extent to serve as permanent support for the roof. However, as mining extended into sections of the vein that showed continuous ore over greater areas, wooden cribs, filled with waste and low-grade ore, were erected. In some stopes, these cribs were as large as 40 ft. by 100 ft. in plan and from 50 ft. to 60 ft. in height, but it was soon realized that this method of support was inadequate. As mining progressed, it was found necessary to leave ore pillars, which eventually became the sole system of support. At first, these pillars were left at irregular intervals, but later they were laid out at definite locations on the mine plans, and these locations were adhered to as closely as mining would permit.

(Wilkes-Barre Meeting, June, 1911.) THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. HISTORICAL PERSPECTIVE "Blessed be the Lord my strength, which teacheth my hands to war and my fingers to fight." Thus sang David three thousand years ago, in tacit acceptance of the condition of war, and in praise of the exceptional military skills with which this warrior king of Israel was endowed. He had cause to exult, for he had consolidated King Saul's conquests and added new ones of his own, not least of which was the capture of Jerusalem. David revealed in this operation that his mastery of the military arts embraced not only the weaponry and tactics of his day, but also strategy and that oldest of intelligence techniques: spies. The Jebusites, who built Jerusalem, had encompassed the city with the first of its many walls, but had neglected to incorporate the sole reliable water supply within its perimeter. This was Ain Gihon, today called the Fountain of the Virgin, which bubbled out on the east slope of Mount Ophel, one of the ridges on which Jerusalem was built, and drained eastward into the Kidron Valley. Water was brought into the city in the traditional manner: by women descending the stony trail outside the wall to fill their jars at the spring. But this essential daily activity was vulnerable to interruption by a hostile force outside the walls. To remedy this weakness, the Jebusites had driven a gallery from the spring a short distance into the water-bearing limestone under the city, and there cut a small collecting basin in the rock, a common way to develop springs throughout this arid region. But then the Jebusites dug a small vertical shaft from the roof of the gallery above the cistern upward about 15 m. From the upper end of this shaft, they constructed a narrow inclined tunnel with rock-cut steps leading up to the city streets. Thus the water supply could be reached even in time of siege.

"A survey of possible methods for controlling cyanide concentration indicated that the simplest method would involve the use of a potentiometric technique. Such a method was suggested by a paper from the laboratory of Mines Safety Appliances, which described a method for determining hydrogen cyanide in air. In this application, the cyanide was absorbed in caustic and a silver electrode immersed in the caustic solution provided a measure of the cyanide concentration. However, our attempts to use the silver electrode in this simple manner to measure the cyanide concentration of solutions were not very successful. A study of the mechanism by which a silver electrode responds to cyanide concentration made it evident why this simple procedure is not satisfactory.Basically, the silver electrode provides an indication of the free silver ion concentration of a solution, and generally speaking, ignores the other ions' present. It can be used to measure an anion if this anion complexes silver. This technique has been used in complexing studies to determine the activities of such anions as acetate, citrate, oxalate and chloride. To do this, the electrode has to be placed in a solution which initially contains a known concentration of free silver ions. Addition of the complexing anion causes a drop in the free silver ion concentration and hence a change in the potential of the silver electrode. The change in potential can be expressed in terms of the concentration of the complexing anion, and used to indicate its concentration in the solution being analysed. The determination of chloride-ion by a silver-silver chloride electrode is an example of an application of this technique. The solubility of the silver chloride with which the electrode is coated provides the initial free silver-ion concentration. Depression of this free silver-ion concentration by the presence of the excess chloride ion of the sample solution results in a change in the potential of the electrode which is proportional to the chloride-ion concentration."

Summary During Palaeozoic time, there were deposited in the Canadian Rockies four beds of phosphate rock, ranging in age from Mississippian to Jurassic. Two of these beds are of probable economic importance if some means of separating the phosphate from the gangue can be devised. All the more important beds of phosphate rock so far discovered are just behind the front ranges of the Rocky mountains, within fifty miles of the prairie lands of Alberta. Mining conditions are favourable, with an abundance of timber and ample power available. The phosphate beds are all of the sedimentary type, and they all occur, apparently, at the same stratigraphic horizons over a wide area. The conditions necessary for deposition evidently occurred at several different periods in geological time, and were widespread. The most important factor appears to have been the condition of the land surface surrounding the basin of de-position. Both oolitic and nodular phosphate were laid down under nearly similar conditions. Introduction Following the discovery of phosphate rock in Idaho and Montana, search was commenced in Canada to determine whether formations of similar age in the Canadian Rockies carried similar beds of phosphate. The most widespread search has been that undertaken by the mines department of the Consolidated Mining and Smelting Company of Canada. The following paper will discuss some of the results of this exploration.

Introduction The Hedley mine, perhaps better known as- the Nickel Plate mine, is one of the outstanding properties of southern British Columbia. Discovered in 1898 by Woollison and Arundell, prospectors, the property was bonded in 1899 to M. K. Rodgers for the Marcus Daly Estate, of Butte, and development was started the same year. From the high grade of the ore outcrop, and its colour, due to oxidation of the arsenopyrite, it was not difficult to open up and trace the showing. The Nickel Plate ore-shoot, which apparently had been easy to follow on surface, was more difficult to trace underground. In 1903, prospecting on an adjoining property, the Sunnyside, showed commercial ore at surface, but it was only after two years' work that the ore-body was defined and shipments started. From this property, $1,200,000 have been taken out. Prospecting was also carried on on the IXL, Climax, Copper Cliff, Mound, Bulldog, Exchange, Silver Plate, Gold Plate, and other properties, all of which had surface showings, but up to date only the Nickel Plate, Iron Duke, Morning, and Sunnyside have produced commercial ore. In 1904, the Bulldog looked like a very promising mine, but it failed to make good. In 1905, the Sunnyside No. 1 was in the limelight, but it also failed to make the grade. In 1906, an outcrop on the Sunnyside No. 3 looked interesting. Subsequent work. on this claim produced $840,000, and at the same time ore which yielded $400,000 was mined from the Sunnyside No. 4. In 1908, the Nickel Plate ore-body entered a lean zone and, as the diamond drill failed to give satisfactory results, the Daly Estate, after making a profit of $1,151,000, sold the property to the Hedley Gold Mining Company, Limited, for $760,000, retaining, however, a large interest.

Since publication of the First Edition of "Basic Open Hearth Steelmaking," in 1944, this book has been a major reference on the subject of steelmaking. The Second Edition of 1951 was so fundamental that it has retained its general usefulness to the present date. However, recently some of the material has been updated in connection with the writing of a companion book, "Electric Furnace Steelmaking." The sponsor of these two books, the Physical Chemistry of Steelmaking Committee, has felt that the new material should be made equally available to purchasers of either book. Accordingly the subject matter of Chapters 14, 15, and 16 of this new edition is duplicated by corresponding chapters in "Electric Furnace Steelmaking." It was also recognized that the use of oxygen in the open hearth and in the new basic oxygen processes represents a major development that should not be omitted from any basic reference. Thus the major new feature of this Third Edition is the supplement on "Oxygen in Steelmaking." The cooperation of the Iron and Steel Division's Acid Converter and Basic Oxygen Steel Committee (now merged to form the National Open Hearth and Basic Oxygen Steel Committee) is specifically recognized. In addition to the authors of chapters listed elsewhere, it should be noted that Arthur B. Wilder was the Committee Chairman. Although the changes in the Third Edition are important, the Committee cannot overlook the classic character of the Second Edition. This edition was edited by W. O. Philbrook and M. B. Bever in collaboration with H. B. Emerick and B. M. Larsen. It is anticipated that the Third Edition will maintain the value of the book until the current rapid changes in all basic steelmaking processes stabilize themselves sufficiently to justify a complete revision of the entire text in Part I. The experienced service of Wesley Burr in incorporating the new material in the index is also recognized.

A HUNDRED years have passed since Wöhler made the first few particles of aluminum by decompos-ing aluminum chloride with potassium. In 1854 Deville used sodium to decompose the double chloride of aluminum and sodium, but even various subsequent improvements of the process, especially by Castner, did not sufficiently decrease the cost of the metal to bring it into general use. In 1862 Monckton proposed to reduce Al O? with carbon by the aid of the electric current, but the efforts of the Cowles brothers to do so were not successful and in 1884 they turned to making aluminum alloys by electrolysis. At about the same time Hall in America and Heroult in France success-fully worked out the technology of dissolving A12O3 in fused cryolite and electrolyzing the bath. It is hard to realize that forty years ago the annual production of aluminum was only 30 to 40 tons per year and the price of the metal thirty times what it is today. Great strides in decreasing the cost of production, improving the quality of the metal, and increasing the output have been made in the lifetime of middle-aged men. The large consumption of electrical energy in the form of direct current makes it necessary to locate aluminum-producing plants near waterfalls, to avoid transmission losses. Norway with its abundant water-falls is therefore a logical place for the development of aluminum production, even though it is necessary to import the bauxite, which is the raw material of the process. It was foreigners who first started the aluminum in-dustry of Norway and the first two plants were built by the British Aluminium Co. in 1906 to 1908; one at Vigeland near Kristiansand, and the other at Stavan-gerfjord in Nordfjord. These two plants are still oper-ating and producing over 3000 tons a year. When the plant at Vigeland is enlarged the production of the company will be more than 4000 tons a year.

In the batch phase disengagement test, an organic and an aqueous phase are mixed together for a known period to produce a dispersion which may be either organic continuous (aqueous phase droplets) or aqueous continuous (organic phase droplets). The continuity of the dis- persion will depend upon the method of init- iating the dispersion, the conditions under which the system is operating, such as temper- ature and impeller speed, and the properties of the liquids, such as viscosity, inter- facial tension and solute content. Once the dispersion has been agitated for the required period, the agitator is turned off and the position of the coalescence interface and the sedimentation interface recorded as a function of time. This will produce a plot similar to Figure 1, where the overall dir- ection of travel of the droplets of dispersed phase is away from the sedimentation inter- face and towards the coalescence interface where the droplets coalesce with the homophase.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. IN the spring of 1905 I was employed by Messrs. Bradley and Requa, under our fellow member, Thomas Cox, on the mill plans for the Nevada Consolidated, when an opportunity came to go to the Philippines to erect a small mill on the property of the Benguet Consolidated. This I accepted, expecting to be away eight months or so, but it was seven years before I got back. .I sailed in May, on the Coptic, having as room-mate as far as Kobe, A. E. Drucker, who was going out to Korea for the Oriental Consolidated. It was the first trans-ocean trip for either of us, and we had some rather unusual experiences. This was toward the close of the Russo-Japanese war and the Russian fleet was known to be on the way from Suez to Asiatic waters, but it was a matter of doubt whether they would risk a passage between Japan and the mainland, or take the longer but obviously safer route outside of Japan. The Coptic carried much contraband of war for Japan, so naturally did not care to meet this fleet. No definite word being available at Honolulu, we went to the Midway Islands, but the cable station there had very little information to offer, so we proceeded cautiously toward Japan. On the last afternoon out, we steamed due north at half speed for several hours, and finally sneaked into Yokohama at night, to learn that ' the Russian fleet had met the Japanese the day before and had been annihilated. We sailed over the spot in the Sea of Japan a week later, and when we got to Manila we found three of the Russian boats interned and being guarded by the monitor Monadnock and a cruiser. This was only a matter of form, as the Russians were only too glad to be there for the rest of the war, and the boats could not have gone far anyway, for they were literally shot to pieces. The Admiral's flagship had a hole within 3 ft. of the water line, for ward, through which a man could enter by stooping.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution.
